Returning demand for commercial space in suburban office parks in the Klang Valley has led to the emergence of many purpose-built projects in Petaling Jaya.

One of these is PJ eight, a project undertaken by IJM Corp Bhd subsidiary IJM Properties Sdn Bhd on what is possibly the last available prime site in PJ’s main business precinct.

To be the fourth landmark facing the Federal Highway Route II at the Jalan Barat/Jalan Utara interchange, it will have as its neighbours PJ Hilton, Hotel Armada and Menara Axis.

The RM250 million joint venture development that also involves landowner Idaman Harmoni Sdn Bhd will comprise four buildings on a 3.86-acre leasehold site - a 12-storey office suite, two blocks of 13- and 17-storey office towers and a 39-storey serviced suite.

At the heart of the development will be a 23,000sq ft plaza, elevated six metres above the ground and offering dining and al fresco food and beverage outlets. Units here will only be for rent.

“PJ eight is set to transform the heart of the town, offering the young and established a wide variety of choices in a home, office and networking opportunities as well as dining and other facilities in one location,” said IJM Corp chief executive officer Datuk Krishnan Tan.

The 13- and 17-storey office towers will have gross floor areas of 119,000sq ft and 159,000sq ft respectively, and IJM Corp is believed to be considering relocating its headquarters to one of these blocks.

The 12-storey office suite will offer offices of between 1,500sq ft and 4,000sq ft for sale on a stratified basis. Based on a price of RM390psf, investors will be able to obtain an eight per cent annual return if they can obtain a monthly rent of RM2.60psf.

These units have been touted as ideal for small consultancies and professional service providers wishing to tap into the networking synergies of a multi-tenanted building.

The serviced suites, to be launched in August, will be available in several sizes ranging from 668sq ft for a one-bedroom suite to 5,000sq ft for a penthouse.

According to Tan, PJ eight will be IJM’s signature project in PJ “and bear the stamp of our discerning architectural design”.

He said the development will incorporate a well-planned urban forest complete with trees growing up to seven storeys high to create screens to filter out the glare of the sun and spa-like water features.

The taller tower block will have on the 14th to 17th floors a corporate rooftop garden heavily planted with trees “to create the illusion of a forest in the sky”, a café, gym and business conference rooms.

The PJ eight site, the showroom for Cycle & Carriage Bintang Bhd’s Mercedes Benz dealership in the 1980s, was purchased in June 2003 by Idaman Harmoni, a subsidiary of Mega First Corp Bhd, in a deal struck with the liquidator of Palmshine Plaza Sdn Bhd, the vendor.

The purchase price of RM18 million, which translates to a value of RM107psf based on the gross land area, was a whopping 75 per cent lower than the open market value of RM440psf pegged on the site back in June 1997.

The PJ eight office suites will be open for public preview on May 14, with completion scheduled for 36 months from the date construction begins. The entire development will have over 1,100 car-parking bays in its 860,000sq ft of gross built-up space.

Blue-chip developer IJM Properties (IJMP) Sdn Bhd is poised to provide the up-and-coming city of Petaling Jaya in Selangor with its most distinctive landmark yet - a RM250 million commercial development that is envisaged to become a premier place to live, work and have fun in.

Being constructed on 3.8 leasehold acres off Jalan Barat, PJ8 will accommodate an L-shaped highrise serviced apartment block, two dedicated office towers and a signature office block in the last available vacant site at the entrance leading to PJ's prime commercial district from the Federal Highway Route II.

Sharing the spotlight with other established icons such as PJ Hilton and Armada Hotel, this location is not only dramatically visible but also accessible to the Asia Jaya LRT station as well as a host of amenities such as banks, colleges and dining outlets.

The tallest and most visible building within the enclave will be the 38-storey serviced apartment tower housing 310 units that will offer modern lay*outs, luxurious finishing and privacy to buyers with a penchant for an urban lifestyle.

With a total saleable area of 275,230sq ft, PJ8's resi*dential option comprises units ranging from a 560sq ft one-bedroom suite priced from RM199,880 to a three-plus-one-bedroom dwelling with 1,948sq ft of space tagged from RM663,800. In addition, it has a limited number of penthouses that come as large as 5,091sq ft.

According to IJMP, each standard unit will come with a car-parking bay, together with standard fittings such as water heaters, air-conditioning, two telephone and TV points, centralised Astro cabling, a pedestal bath in the master bedroom arid an eight-feet high main door.

As an option, buyers can have their units partially furnished by the developer with a kitchen cabinet complete with hob and hood, and a built-in wardrobe for the master bedroom for an additional RM10,000.

Residents will enjoy a host of facilities such as a gym, sauna, swimming pool, barbecue area, games room, squash courts, multi-purpose hall and land*scaped gardens. A sky lobby on the 18th floor will provide panoramic views, a reading area and confer*ence room.

PJ8 will also offer tight security in the form of smart card access at the lobby entrance, lifts and car-parking bays. CCTV cameras will be placed at various points throughout the building and panic buttons will be fit*ted in individual units as well as in the parking area.

It is understood that negotiations are currently underway for the block purchase of 50 units occupy*ing the top-most floors of the tower to a serviced apartment operator. Indicatively, this deal could be worth in excess of RM15 million.

The commercial space for sale in PJ8 will take the shape of a 12-storey block with 150,000sq ft of retail and office space fronting the Federal Highway. Here, each floor will have either six units (levels 3 and 3A) or just four (levels 5 to 11).

The 48 office suites in all will range from 1,485sq ft to 5,027sq ft and feature spacious, functional designs, with full windows to offer workers natu*ral lighting and scenic views. Prices start from RM623,881.

PJ8's retail suites will only be available for lease and are due for launch in the near future. Nevertheless, as a sneak peek, IJMP revealed that all units will "be innovatively designed and boast wide windows to attract walk-in traffic".

Flanking either side of the 12-storey block will be rent-only office towers, one of 13- and the other of 17-storeys.

The 13-storey building with a gross floor area of 119,000sq ft will be handed to Idaman Harmoni Sdn Bhd, a subsidiary of Mega First Corp Bhd, the development's landowner (see sidebar) while the second taller tower of 159,000sq ft will be retained by IJMP for use by its parent, IJM Corp Bhd when. completed by 2008.

PJ8 has already tasted quick success, selling 45 per cent of its serviced suites and 89 per cent of its office units since the project was officially launched in May last year.

hi..just to share and update some info.
Since 1st June, IJM have decided to increase prices of the 1 b/r, 1+1 b/r suites by RM15k and RM20k respectively. The bigger units with 2+1 b/r and 3+1 b/r have also been increased by RM35k but these purchasers are given an additional parking lot.

However, the latest news from IJM is that they are freezing further sales. According to their SA, the landowner wants to take up ALL the remaining units (made up of mainly 2+1 b/r and some 3+1 b/r). Earlier this year, IJM had already blocked those units on 30th - 39th floor supposed to be sold en-bloc to an undisclosed buyer or operator.

Anyone who has a piece of action here?

Fronting the Federal Highway, PJ8 is highly visible. The project
comprises a serviced suite block and three blocks of offices.

AS one cruises along the Federal Highway towards PJ Hilton, an iconic structure rises high above the horizon. Known as PJ8, the project lies smack opposite the five-star hotel fronting the highway.

Cycle and Carriage office marketing Mercedes Benz used to occupy part of the site. PJ8 in Section 8 Petaling Jaya, undertaken by IJM Properties Sdn Bhd, comprises a 38-storey block of service suites, a 12-storey office suite block and two blocks of office tower with a gross development value of RM250mil.

The 4-acre IJM project is prominent by any standard and its completion is expected to give the main PJ a lift. It will help to rejuvenate what used to be a thriving PJ New Town but now perceived by many to be a little tired.

At 38 storeys, the service suite block may well be the tallest. It comes with three blocks of offices.

Its completion and eventual occupation will set new benchmarks, in more ways than one, sources say.

For a long while, much of the attention has been focused on Bandar Utama and Mutiara Damansara,

While there have been pockets of change and redevelopment in other parts of PJ, much of these have been drowned by the hype and activities in the new townships in PJ North simply because of the malls in that area.

The status quo is expected to remain. Nevertheless, PJ8 will add some sparkle amidst the current gloom in the sector.

Says Jones Lang Wootton executive director Malathi Thevendran: “Multinational corporations (IT, media, professionals, finance & banking, airlines), oil and gas companies, embassies and offices of foreign governments will prefer a Kuala Lumpur location.

“Those that are service-orientated €“ marketing, advertising, support services, data centres, backroom offices €“ will prefer PJ. Historically, the demand has been for smaller, cheaper office space which resulted in the development of shop offices.

“Today, we are seeing the move towards quality corporate office towers,” she says.

The PJ makeover started several years ago as new residential areas took shape and the spending power of its population grew.

Old factories were done away with and replaced by a new commercial landmark.

As families upgrade and move to better housing, the older established residential areas began to take on a rather exhausted facade. Time for change!

The old and the new

Be it food and beverage outlets, retail or services, the demand of the PJ population have grown by leaps and bounds as its middle class ballooned.

Other growth areas around PJ that Malathi likes include Mutiara Damansara, Bandar Utama and Damansara Perdana.

“There are an abundance of amenities there. It is close to the highway network and offers a big residential catchment. The upcoming LRT will boost its popularity.”

Mutiara Damansara, says Malathi, has an edge over Bandar Utama and Damansara Perdana, as it is one of the best and systematically planned commercial and residential enclave in Petaling Jaya.

The other areas she likes is Section 13, with its cauldron of commercial activities. But the local council will have to monitor accessibility and traffic in the years to come as more high rise commercial developments in the pipeline are completed.

Jerome Hong, managing director I (agency & corporate services) of PA International Property Consultants (KL) Sdn Bhd says the eventual occupation of PJ8 will increase the number of office workers and residents travelling in and out of its immediate area. Traffic congestion may be an issue.

Hong says although the developer has created several access roads into PJ8 from the flyover off Federal Highway and from Jalan Barat, the local council should address the traffic issue in this area as it is one of the main arterial roads leading to the main PJ centre.

“There will need to be better traffic management for the long term,” he says.

Hong says its location and access is second to none. It is close to all forms of public transport and other public amenities. It is also more visible, he says.

Between PJ8 and Malton Bhd’s VSQ, another commercial project across the Federal Highway near the Tun Hussein Eye Hospital, Hong prefers PJ8.

“VSQ is not so accessible in terms of road network or public amenities. The large multinational companies will also prefer floor plates in excess of 10,000 sq ft,” he says. While PJ8 is a mixed development comprising offices, retail outlets and serviced suites, VSQ offers only office facilities and a bit of food and beverage.

PJ8’s serviced suites are more than 80% sold, with the remaining units now selling at an average of RM500 per sq ft compared to RM350 psf in its early days, says S K Brothers Realty (M) Sdn Bhd general manager Chan Ai Cheng.

It has only one office suite left. IJM recently sold Tower C in PJ8 en bloc for about RM600 psf, setting a new benchmark. Its offices suites were tagged at RM430 psf when it was first launched.

Chan says most developments will take time to occupy. In this case, its visibility and accessibility will quicken the process. Jaya33 is in the region of RM3.50 psf to RM4 psf.

Wow, that building certainly stands out in the PJ skyline... Btw, any1 knows its height?

Also, the night lights remind me of the Rialto in Melbourne... Same bluish color! :D
