Technically NO. It is a UN administrated province. The UN is in charge and decides it's fate. Almost everyone refers to it now as the "UN province of Kosovo/a". Therefore it no longer is part of Serbia and Mont. Add to this the fact tha Serbia has no political or economical powers over Kosovo/a, andyou get a complete picture. If you and find any branch of government that is directed or takes orders from Belgrade I will happily accept your statement.
