NAKON REKONSTRUKCIJE PISTE OD JUTROS OTVOREN SARAJEVSKI AERODROM
(After finishing reconstruction of the landing pad, Sarajevo International Airport has been reopened)

(Sweden’s Volvo would like a part in Corridor 5C)
http://images.sarajevo-x.com/vijesti/050918002.jpg
"Očekujemo veliki broj predstavnika svjetskih kompanija, Svjetske banke (WB), evropskih i islamskih banaka. Uskoro je i godišnja skupština WB u Washingtonu. Tamo ću još razgovarati sa zvaničnicima ove institucije šta se može konkretno uraditi kada je riječ o autoputu." - zaključio je on.

I actually think more people will visit the thread when it’s in the Eastern European section. The old thread was nothing more than information. I’d rather have people commenting on the development, making it more fun. :)

The old site was viewed more then 4000 times basically the same amount of times as that the Croatian construction site was viewed. As for more comments, well it’s a construction site and people want to know what is being built, it’s not the skybar. You should just keep on updating the old site because you done a great job until now. In addition it provides us expats info on how things are progressing. :)

Of course the old thread had more views, for now. The old thread was hidden away in the City Updates section. I honestly don't see what's wrong with having another thread in the Eastern European section. I was planning on making the second version of the old thread anyways, since the post count was pretty high. Why not just move it?

UNDP: 22 BiH COMPANIES JOIN UN GLOBAL AGREEMENT
SARAJEVO, September 19 (FENA) – Representatives of 22 BiH companies, including Grizelj, Energoinvest, Vegafruit, Borac, Sirbegovic and Hidrogradnja, signed in Sarajevo on Monday accession letters to the UN Global Agreement, which is aimed at integrating companies with UN agencies in order to face all challenges of globalisation as ready as possible.
Before that UNDP and the BiH Foreign Trade Chamber, as a partner in the promotion of this agreement, signed a Memorandum of Understanding.
UNDP and the BiH Foreign Trade Chamber stated at a joint press conference that several other companies have also expressed interest in joining the Global Agreement and they will probably sign accession letters later on.
Since it was first presented five years ago the Global Agreement has been accepted by more than 2.000 companies from 80 countries.

Izgradnja Trolejbuskog dobrinjskog prstena počinje 2006.
19.9.2005.
~~~ Basically the city will finance the extension of a new street-car line in Sarajevo. which should conect parts of the city to the main lines. The project is worth around 3.5 milliion Bosnian Marks. ~~~
Sarajevo (Bosnia and Herzegovina) and Vojvodina (Serbia and Montenegro) elected European Region of the Year 2006
The Canton of Sarajevo (Bosnia and Herzegovina) and the Autonomous Province of Vojvodina (Serbia and Montenegro) have been elected European Region of the Year 2006. Nine regions from various European countries had sought the nomination.
The Canton of Sarajevo (Bosnia and Herzegovina) and the Autonomous Province of Vojvodina (Serbia and Montenegro) have been elected European Region of the Year 2006, as announced in Barcelona today by the President of the European Region of the Year Organisation, Xavier Tudela. Nine regions from various European countries had sought the nomination.
The European Region of the Year is an initiative that is aimed at increasing awareness and recognition of European regional affairs, and making new contributions to regional construction and European integration, as well as projecting the regions chosen as European Region of the Year onto the European and international stage in all their aspects: social, cultural, economic, tourism, etc. The initiative has certain similarities with the European Cultural Capitals, but at regional level.
So far, the following regions have been designated as European Region of the Year:
2003: the Balearic Islands (Spain) and the Republic of Karelia (Russia)
2004: the German-speaking Community (Belgium) and Madeira (Portugal)
2005: Kiev (Ukraine) and Piedmont (Italy)
2006: Sarajevo (Bosnia & Herzegovina) and Vojvodina (Serbia and Montenegro).
Sarajevo is one of the ten cantons of the Federation of Bosnia & Herzegovina. It is also the capital of the country. The region (www.ks.gov.ba) has an area of 1,277 km2 and a population of 401,000 habitants, and the languages spoken are Bosnian, Croat and Serb. It has signed international cooperation agreements with 38 cities and regions of the world.
The year 1462 is considered as one of the dates when Sarajevo was born. Between 1440 and 1463, many important buildings were constructed, such as the Imperial Mosque, the Hammam (Turkish baths), and a bridge on the river Miljacka. In the 17th century, new impetus was given to the city's development, which would be completed during the period of the Austro-Hungarian Empire, when Sarajevo became an important administrative and political centre. After the Second World War, and up to 1991, Sarajevo developed considerably. In 1984, the Winter Olympics were held in the city. In 1992, Sarajevo became the capital of the newly-independent state of Bosnia and Herzegovina, but the city suffered, until the Paris Peace Treaty was signed (14 December 1995) from a protracted siege which caused enormous loss of life and damage to property. The President of the Canton of Sarajevo is Denis Zvidic.
The Autonomous Province of Vojvodina (www.vojvodina.sr.gov.yu) is located in the northern part of the Republic of Serbia, where three great rivers meet: the Danube, the Sava and the Tizsa. It has an area of 21,506 km˛ and a population of 2,031,000. Its capital is Novi Sad. Over half of its population are Serbs, with a large Hungarian minority, as well as Croats, Slovaks, Montenegrans and Romanians. The statute of Vojvodina, in addition to Serb, mentions official use of Hungarian, Croat, Slovak, Romanian and Ruthenian. The Province is developing a major international presence, thanks to cooperation agreements with various regions and international organisations.
During the second half of the 1st century, the Romanians entered Vojvodina. Their influence would last over five hundred years, until the arrival of the Slavs, and three centuries later, the Hungarians. The Serbs arrived in Vojvodina after the Turkish incursion through the Southern Balkans. After the Turks were defeated in Vienna in 1683, the Austro-Hungarians dominated the region until 1918, when it was incorporated into Yugoslavia. The President of the Autonomous Province of Vojvodina is Djordje Djukic.
In the next few weeks, the official agreements nominating the Canton of Sarajevo and the Autonomous Province of Vojvodina as European Region of the Year 2006 will be signed in Sarajevo and Novi Sad respectively.
U Mostaru pola milijuna turista
http://www.pincom.biz/net/Prikazi_Sliku.aspx?ID=1058
Prema podacima Turističke zajednice Hercegovačko-neretvanske županije, Mostar ove godine posjetilo oko pola milijuna turista.
Najveći broj turista nazočio je ovogodišnjim skokovima sa Starog mosta, čemu je doprinijela činjenica da je simbol Mostara uvršten na UNESCO-listu.
"Mostar je postao respektabilna destinacija, u koju dolaze turisti iz cijele Europe i svijeta. Podatak kako je u ovoj godini bilo duplo više turista nego u prošloj dovoljno govori o tome", izjavio je Mensud Duraković iz TZ HNŽ.
Prema njegovim riječima, u Mostaru je ove godine u privatnom smještaju i u hotelima registrirano oko 2.000 kreveta, dok je prošle godine bilo 700 ležajeva.
"Još se može mnogo uraditi na povećanju broja smještajnih kapaciteta, što bi svakako dopinijelo povećanju broja noćenja turista", kazao je Duraković.
Muftija banjalučki Edhem ef. Čamdžić za "Avaz"
Obnova Ferhadije bit će završena do kraja 2007. godine
http://www.avaz.ba/absolutenm/anmviewer.asp?a=11699&z=12&isasp=
Ovih dana počela je prva faza obnove Ferhadije džamije. Riječ je o pronalasku i čiščenju kamenih ostataka džamije srušene 7. maja 1993. godine, koji se nalaze na dvije lokacije, na smetljištu u Ramićima i u rijeci Vrbas u blizini Karanovca. To kamenje bit će obrađeno i analizirano kako bi se utvrdio njegov sastav, a potom pristupilo traženju istovjetnog za gradnju nove džamije.
- Očekujemo da do kraja 2007. godine džamija Ferhadija, simbol Banje Luke, ponovo bude na mjestu gdje je nekada bila. Do tada bi, prema onom što je planirano, trebala biti završena njena izgradnja - kaže u razgovoru za "Dnevni avaz" banjalučki muftija Edhem ef. Čamdžić.
Donatori
Prva faza, ukoliko vremenski uvjeti budu dozvolili, trajat će do kraja ove godine.
- Za obnovu Ferhadije već je oformljen tim arhitekata u kojem se nalaze eksperti iz te oblasti. Dolaze iz Banje Luke, Sarajeva, Švedske, Velike Britanije i Turske. U drugoj fazi, početkom naredne godine, planirano je raspisivanje tendera za izbor izvođača radova, nakon čega će početi izgradnja - pojašnjava muftija Čamdžić.
Kada je riječ o sredstvima potrebnim za izgradnju Ferhadije, muftija kaže da niko od donatora još nije uplatio novac.
- Svi su obećali, ali kada počne izgradnja. Moram reći da, nažalost, od vlasti Republike Srpske nismo dobili ni marku za izgradnju Ferhadije, iako su obećali. Također, i Vlada FBiH ostala je nijema, izuzev što su nas prije dvije godine obavijestili da će novčano pomoći izgradnju - naglašava naš sagovornik.
Osim gradnjom Ferhadije, banjalučki muftija okupiran je i drugim brojnim pitanjima sa kojima se suočavaju povratnici. Tako, naprimjer, veliki problem predstavlja nezaposlenost.
- Povratak je stao godinu i po. U Banju Luku se, recimo, vratilo 12.000 Bošnjaka, ali rijetko ko od njih ima posla, posebno kada se radi o općinskoj administraciji. Prije skoro tri mjeseca politički predstavnici Bošnjaka u RS i ja uputili smo pismo gradonačelniku Dragoljubu Davidoviću da nas primi. Do danas nismo dobili odgovor, pa se spremamo ponovo poslati dopis - kaže ef. Čamdžić.
Početak akcije vakifa
Kao izuzetno pozitivan primjer ističe da je klima, kada je riječ o sigurnosti povratnika, puno bolja nego što je bila prije godinu ili dvije.
Muftija Čamdžić kazao je da će početkom ramazana biti ozvaničen početak akcije vakifa, odnosno prikupljanja donacija u iznosu višem od 1.000 maraka za izgradnju Ferhadije.
Pored te aktivnosti, u pripremi je i bilten Banjalučkog muftiluka, u kojem će se, uz priču o Ferhadiji, naći i priče o ostalim srušenim džamijama na području ovog muftiluka, ali i neke druge aktivnosti imama predvođenih muftijom Čamdžićem. Također, teku i pripreme za otvaranje medrese u Bosanskoj Gradišci.
Bosmal City Center - Hrasno
http://www.bosmal.com/images/bosmal_city_centar/bcc_slika3.jpg
http://www.bosmal.com/images/bosmal_city_centar/bcc_slika1.jpg
Bosmal City Center, the first condominium in this part of the world, is being constructed in the Hrasno district of Sarajevo. By condominium we mean a modern, private residential building with monitored entrances, reception, luxurious apartments and common areas serving the residents. Access to the residential and common areas of the object shall be restricted to the residents only, where their privacy is absolutely guaranteed. Common areas encompass lobbies, saunas, pool for adults and children, and a nursery. The most modern international technology and construction equipment is being used in the construction of this object, which began in November, 2001.
The Center offers 306 residential units, with 8 penthouses and 298 apartments, organised in 14 types, with areas ranging from 80 to 220 sq. m. Nine high-speed elevators connect to the garage-commercial area of the center. The residents will be absolutely secure, with special security service responsible for constant monitoring of the whole object, with 200 surveillance cameras on duty, sensors and other modern equipment.
The communication areas in the center, commercial areas and the underground garage with 400 parking lots are monitored from the reception point.
Reaching a height of 118 meters, Bosmal City Center is the tallest residential building in the Balkans. A restaurant will be located at the highest point of the building, giving a panoramic view of the town, including the historical districts as well as the new part of town and its surroundings.
The commercial area will be open to the public, with two restaurants and a meeting bar, supermarket, hair and beauty saloons, dental practice, ambulance service, ophthalmologist’s and optician’s, leather goods boutique, art sales, jewelry shop and other exclusive boutiques. All the facilities within the center are inter-linked with a hundred-meter long promenade.
The value of the overall investment is 80 million EUR, being the biggest direct foreign greenfield investment in BiH. Participation of domestic companies from Bosnia and Herzegovina in construction and furnishing of this object amounts to 70%. The project engages over 65 companies with more than 3,500 workers.
Bosmal d.o.o. is indirectly contributing to the development of Sarajevo's infrastructure by regular settlements representing payment of all its obligations to the government. Projects such as the Fifth transit road and the bridge over the Miljacka river, which will link the main avenue of the city with the Bosmal City Center are being financed out of those funds.
Construction of the Bosmal City Center condominium, Sarajevo's "city within the city", signifies the beginning of a new concept of investments and modern construction in BiH, and the introduction of a new way of living.
Corridor 5C
http://www.bosmal.com/images/koridor_5c/eurupeEN.jpg
Bosmal d.o.o. wants to open up civil engineering sector in Bosnia and Herzegovina through construction of highway on Corridor 5c. This "new deal" for BiH will bring us 330 km of the most modern highway in Europe.
Corridor 5c passes along the route Budapest-Osijek-Sarajevo-Ploce. The highway along this corridor is the most significant roadway in BiH and the shortest communication route between Middle Europe and the Adriatic. The routing of the road passes through the central part of the country in the North-South direction from Donji Svilaj to the border of BiH, north from the port of Ploce, following the rivers Bosna and Neretva. More than 50% of the total population and the economic activity of Bosnia and Herzegovina lies within the zone of influence along this route.
The estimated cost for the construction of the highway is 2.5 billion EUR, which shall be obtained through a consortium of world banks. According to Bosmal's plan and analyses of the world-leading companies in this area, the highway could be built within a period of five years.
Around 20,000 people will be engaged in its construction, together with all the other construction and industrial capacities of Bosnia and Herzegovina. As one of the biggest infrastructure projects, this highway will initiate economic development in Bosnia and Herzegovina.
The highway will shorten the travel time from the coast of Croatia to the River Sava from the current 6-7 hours to only 3 hours.
A month after it was requested by the Council of Ministers of BH, Bosmal d.o.o. has secured a guarantee of EUR 300 million from Bank Islam Malaysia Berhad. These initial funds will be used for the preparation of a feasibility study, design of project documentation and partial land expropriation. Negotiations for a concession period contract with relevant government authorities have already started.
The highway will be constructed using a DBFOT system (Design, Build, Finance, Operate, Transfer). Using this system, the concessionaire secures finance, bears all business risks and upon expiration of the concession period, transfers the highway to the state of Bosnia and Herzegovina.
Bosmal has sent a public invitation to all construction companies in Bosnia and Herzegovina to show their interest in participating in the construction of Corridor Vc. After receiving the data, the American company Somerset Trade Finance LLC will help interested companies in obtaining the necessary financial support for procurement of the equipment.
This highway will bring us closer to Europe!
Japanci nude kredit od 200 miliona eura za koridor 5C
Rok otplate 30 godina uz kamatu od 1,5 posto * Nakon što se završi studija predizvodljivosti za autoput, Vladi Japana trebalo bi dostaviti zvaničan zahtjev
Direktor Sektora za jugoistočnu Evropu Japanske banke za međunarodnu saradnju (JBIC) Riosuke Nakata boravio je jučer u zvaničnoj posjeti Sarajevu te se susreo sa delegacijom Vijeća ministara BiH s Adnanom Terzićem na čelu.
Kako saznaje "Dnevni avaz", na sastanku na kojem je glavna tema bila projekat "Autoput na koridoru 5C" predstavnik JBIC-a ponudio je državi BiH kreditna sredstva u visini od 200 miliona eura za izgradnju autoputa.
Kredit bi se otplaćivao u roku od 30 godina, a kamatna stopa iznosila bi 1,5 posto. Prema našim saznanjima, državne vlasti iskazale su veliko interesovanje za ponudu ocijenivši je iznimno povoljnom.
Dogovoreno je da BiH, nakon što se završi izrada studije predizvodljivosti, a što se očekuje oko 26. septembra, Vladi Japana dostavi zvaničan zahtjev za dodjelu kreditnih sredstava kako bi ta zemlja sredinom novembra u Sarajevu na Međunarodnoj finansijskoj konferenciji za koridor 5C dala odgovarajući prijedlog za svoje učešće u ovom projektu.
L. SINANOVIĆ
Interes za dionicu Visoko - Zenica
Tokom boravka u BiH i ranijih razgovora sa bh. zvaničnicima, eksperti JBIC-a iskazali su interesovanje za finansiranje dionice koridora 5C, od Visokog do Zenice, kao i za gradnju petlje koja će autoput Banja Luka - Doboj povezati sa koridorom.
Eksperti boravili u BiH deset mjeseci
Još ranije je JBIC državnim vlastima dostavio studiju o infrastrukturnim projektima za čije su finansiranje zainteresirani. Eksperti JBIC-a deset mjeseci su boravili u BIH gdje su radili svojevrsna istraživanja projekata isključivo transportne infrastrukture.
BRANKOVIĆ: USKORO VERIFIKACIJA SPOJNE TAČKE KORIDORA Vc I JADRANSKO-JONSKE CESTE
ZAGREB, 20. septembra (FENA) - Delegacije državnih ministarstava BiH i Hrvatske, koje su predvodili hrvatski ministar mora, turizma, prometa i razvitka Božidar Kalmeta sa saradnicima i bh.ministar prometa i komunikacija Branko Dokić s entitetskim ministrima prometa Nedžadom Brankovićem i Dragojem Laićem razgovarali su danas u Zagrebu o svim bitnim komunikacijskim vezama između dvije zemlje, te razmijenili informacije o dosadašnjim i predstojećim aktivnostima na aktuelnim projektima.
-U vezi s poslovima na gradnji autoputa na koridoru Vc mješovita komisija će, kako je dogovoreno, vrlo brzo verificirati i spojnu tačku autoputa na koridoru Vc s Jadransko-jonskom autocestom. Za nas je vrlo značajno i to da Hrvatska u četvrtak počinje radove na dionicama koridora Vc kroz Republiku Hrvatsku, izjavio je u telefonskom razgovoru za Agenciju FENA ministar prometa i komunikacija Federacije BiH Nedžad Branković.
Na sastanku je dogovoreno i da će vrlo brzo i zvanično biti verificirana spojna tačku s Hrvatskom za brzu cestu Tuzla-Orašje, što je posebno važno za Federaciju BiH, naglašava ministar Branković, jer je već planiran dio sredstava za projektnu dokumentaciju u ovoj godini.
Prema njegovim riječima, dogovorene su i aktivnosti u vezi s građenjem autoputa, odnosno brze ceste Banja Luka –Bosanska Gradiška-Okučani.
-Razgovarali smo i o mostu kopno-Pelješac i dogovoreno je da hrvatska strana na naš zahtjev dostavi studiju uticaja na slobodu pristupa našim teritorijalnim vodama ili, kako se kaže u rječniku pomorskog prava, neškodljivog pristupa u teritorijalne vode, kazao je Branković dodajući da će Ministarstvo komunikacija i prometa BiH formirati ekspertni tim koji će dati svoje mišljenje o ovim pitanjima da bi se formirali zvanični stavovi BiH o tom projektu.
-U ovakvim projektima uvijek ima pitanja koja se rješavaju u hodu i za koje je potrebno vrijeme, ali to nisu problemi koji se ne mogu brzo razriješiti na zadovoljstvo obje strane, kazao je Branković za Agenciju FENA.
OPENED NEWLY BUILT BORDER CROSSING RACA
RACA, September 20 (FENA) – Border crossing Raca near Bijeljina was opened on Tuesday, and together with border crossings Orasje and Izacic, is the third newly built modern border crossing in BiH.
In presence of numerous BiH officials and representatives of the international community, the border crossing was opened by BiH Minister of Finance and Treasury Ljerka Maric, Director of the BiH Indirect Tax Authority Kemal Causevic and the spokesperson for the Delegation of the European Commission in BiH, Frane Maroevic.
Maroevic announced that the European Union would finance the construction of another six border crossings in BiH. He stressed that Raca is the first border crossing that was funded by the EU within its project, and that the construction of border crossings at Karakaj and Kamensko is in the final phase.
The crossing at Raca has a reception-control checkpoint, passenger terminal, 12 entrance-exit lanes, 16 control cabins, facilities for customs service and border police, inspection services and goods terminal with 50 parking places and a warehouse.
Opening of border crossing Raca will resolve the very frequent and problematic point on the eastern side of the BiH border, at which the working conditions for the ITA officers and conditions for exporters were quite poor.
Of the total of 11, 5 million KM invested in building the border crossing Raca, seven million KM were provided through an EU donation within the CARDS programme. The European Commission donated the construction of the first phase.
The second phase, which required 4, 5 million, was implemented within the Trade and Transport Facilitation in Southeast Europe Programme (TTFSE), and was funded by the RS Government in the amount of 25 percent and the World Bank’s credit funds in the amount of 75 percent.
The opening ceremony was not attended by representatives of the RS Government.
RS Minister of Finance Svetlana Cenic and member of the Governing Board of the BiH Indirect Tax Authority Miodrag Kudic on Monday addressed a letter to the ITA Director, Kemal Causevic, informing him that they would not attend the ceremony of opening this border crossing, because they disagree with the official protocol of opening ceremony, which does not envisage participation of representatives of the RS Government.
Commenting on the absence of the RS delegation, the spokesperson for the Delegation of the European Commission in BiH, Frane Maroevic, said, “this does not have anything to do with sanctions against the RS whatsoever”, adding, “border crossing in Raca is a state-level project so that it was appropriate for representatives of the BiH State to open it”.
TURISTIČKE ORGANIZACIJE IZRADILE PRIJEDLOG ZAKONA O TURIZMU BiH
SARAJEVO, 20. septembra (FENA) – Turističke organizacije u BiH pripremile su prijedlog zakona o turizmu na državnom nivou i taj materijal će proslijediti Vijeću ministara BiH, izjavio je za Agenciju FENA Šemsudin Džeko, predsjednik Turističke zajednice FBiH koja je bila jedan od sudinika u izradi tog prijedloga.
Zakonom bi se među ostalim reguliralo jedinstveno predstavljanje u instranstvu, a podzakonskim aktima klasifikacija i kategorizacija objekata za smeštaj i ishranu, te jedinistveni i minimalni tehnički uvjeti za otvaranje putnih agencija, registrovanje posrednika u turizmu i druge stvari koje su sada regulirane entitetskim ili kantonalnim zakonima.
Osnov za izradu ovog prijedloga, prema Džekinim riječima, bila su iskustva zemalja u okruženju, međunarodni standardi, te normativi EU koji su, iako različiti, međusobno usaglašeni.
-Očekujemo da će se pri izradi propisa i podzakonskih akata voditi računa o tim normativima, jer je nama najbitnije da dobijemo jedinstvenu klasifikaciju i kategorizaciju za cijelu zemlju. To bi naprimjer značilo da ne postoje razlike između tri zvjezdice na nekom turističkom objektu u Banjoj Luci, Trebinju, Mostaru ili Sarajevu - kazao je Džeko dodajući kako očekuje da će iz ovog i prijedloga koji je sačinjen u VTKBiH proizaći najbolja zakonska rješenja za turizam u BiH.
Govoreći o aktivnostima TZFBiH, Džeko je istakao da će do kraja godine biti biti završen turistički vodič za BiH putem Interneta koji treba doprinijeti kreiranju imidža BiH kao poželjne turističke destinacije. Završene su tehničke pripreme, radi se na dizajniranju stranice i unošenju podataka i za tri mjeseca bit će završen ovaj vodič koji će unaprijediti promociju turizma BiH.
Online turistički vodič za BiH sadržavat će, kaže Džeko, podatke s područja cijele zemlje, od smještajnih kapacitata, turističkih destinacija, atrakcija i svega ostalog što bi moglo interesirati turiste.
Projekt je, kako je poznato podržala Evropska komisija u BiH kroz program podrške regionalnom privrednom razvoju i koštao je nešto više od 100.000 eura.
CBBH: CANADIAN AMBASSADOR IN VISIT TO THE CENTRAL BANK OF BH
SARAJEVO, September 20 (FENA) - The Central Bank of Bosnia and Herzegovina (CBBH) has hosted today the Canadian Ambassador in BH Shelley Whiting, who, on that occasion, metthe Governor Kemal Kozarić and Vice Governors Anka Musa and Feriha Imamović. The honorable guest had a chance to inform herself on the activities of the Bank, macroeconomic indicators for BH, as well as on the future initiatives in which the CBBH will participate, CBBH said.
During the discussion with the Ambassador, Governor Kozarić stressed that the CBBH owes its success in work to independence, professionalism of the employees and high degree of transparency. The achieved stability has positively influenced the commercial banking sector which is the most successful sector of BH economy at present. The low inflation rate, which has been below two percent for a long period of time, and which was generated through the strict implementation of the Currency Board Arrangement, has returned the confidence into the banking sector, so currently BH citizens keep around KM 2, 8 billion in banks. Foreign reserves have increased to KM 3, 9 billion, while free reserves amount to KM 180 million. Ambassador Whiting stressed that it is excellent to see stability and low inflation rate in the region which was exposed to large inflationary shocks for years.
The Canadian Ambassador was also informed on the activities of the CBBH on bringing the banking supervision into the CBBH, as well as on the establishing of the state securities market, where the CBBH will have a role of fiscal agent for the state securities. Governor Kozarić also stressed that the CBBH is actively engaged on the establishing of the Registry of loans in the CBBH. With the help of this Registry, commercial banks would have easier insight into the credit history of the potential client and they could easier distinguish between reliable and unreliable clients. In the future, this could result in reduction on interest rates of loans extended to reliable clients.
Besides everything achieved so far, Governor said that there are still many things to be done so that BH economy could move forward, which also can be seen in some macroeconomic indicators which are not good. “BH still has a large foreign trade imbalance, while the unemployment rate, even when we include grey economy, is 19%”, Kozarić stressed and added that in order to create an environment which is suitable for business, it is necessary to complete all other reform processes in BH.
Collocutors have also agreed that BH, in order to attract fresh capital, also has to invest a lot of effort on improvement of its image. Ambassador Whiting mentioned that people in Canada, unfortunately, receive distorted image of BH, especially if they look into available statistical data which are key for eventual investors. Governor Kozarić stressed that the CBBH has developed its statistical capacities which at present represent very reliable sources of macroeconomic data, but in order to produce the exact image about BH, it is necessary to work continuously on improvement of the state-level statistics, CBBH said.
I understand the country is called Bosnia and Herzegovina, but I refuse to put the Herzegovina. I already listed my reasons why in the previous post, but I'll guess I might as well list them again.
REASONS WHY I DIDN'T PUT HERZEGOVINA IN THE TITLE:
1.) Most of the people on this forum don't know that Herzegovina is a region in B&H. Most will probably think that I'm combining two countries into one thread. I put only Bosnia since almost all the forumers understand and know what/where Bosnia is. Herzegovina is a foreign word to them.
2.) There is no need to make the thread title longer. It's already long enough, and I'd hate it being longer.
So just because we don't like typing out half a sentence every time we mention our country we don't have pride? Come on now, this is getting stupid. Bosnia and Herzegovina is the long tedious official name, whereas Bosnia is the internationally recognised short form. Even in Bosnia you only hear about Bosnia "and Herzegovina" in news stories and government reports, everybody else shortens it to Bosnia or BiH. Bosnia might technically just be a geographic region within the country known as Bosnia and Herzegovina, but that's only implied when you're talking about the medieval state or something. Otherwise when you say "Bosnia" its understood you're referring to the whole damn thing. Whoever heard of "Tako ti je mala kad te ljubi bosanac i hercegovac"? Honestly.
Either way, the country isn't just split into Bosnia and Herzegovina. There's Krajina, Semberija, Posavina, Podrinje, and a dozen other minor regions that don't fit neatly into one or the other. Herzegovina has only stuck around because they recieved seperate status from the Sultan once they betrayed our rebellion against the Ottomans. Similar thing with Croatia. Under Austria-Hungary they were "Croatia and Slavonia and Dalmatia", but in the modern age there's no need for such stupid inanely specific archaic divisions. When you say Croatia it's understood you mean Croatia proper as well as Slavonia and Dalmatia. Logically it should be same thing with Bosnia, but whatever.
And in case anybody's wondering, three fourths of my family come from Hercegovina, which I'm willing to bet is more than certain punks from Krajina can say. I still have hordes of relatives in and from Mostar, Stolac, Konjic, Pocitelj, Gacko, Nevesinje etc. They all basically agree with me. Herzegovinians have a strong sense of regional pride, but they won't get their panties up in a bunch if it's casually referred to as Bosnia. Only lately when Herzegovina has suddenly become Herzeg-Bosna does anybody give a damn.
Od večeras promjene u saobraćaju zbog sanacije tramvajske pruge
Prekid saobraćaja i od Vijećnice do Sagrdžije
Rekonstrukcija tramvajske pruge u Starom gradu od Latinske ćuprije do Vijećnice, večeras od 23 sata se proširuje i dalje prema pravoslavnoj crkvi na Baščaršiji.
Zbog toga se obustava saobraćaja od Vijećnice proširuje do Ulice Sagrdžije i trajaće do 10. oktobra kada se očekuje završetak radova, potvrdili su juče u Ministarstvu prometa i komunikacija Kantona Sarajevo.
"Zbog radova smo prinuđeni obustaviti saobraćaj i na potezu Telali, od raskrsnice sa Ulicom Mustaj-pašin mejdan do Ulice Sagrdžije. S obzirom na obim predviđenih radova, način i vrijeme izvođenja, molimo građane nastanjene u ulicama gdje se radi za razumijevanje i solidarnost kako bismo što lakše prebrodili narednih dvadesetak dana", kazala je Ljiljana Sakić, ministar prometa i komunikacija Sarajevskog kantona.
Dodaje da je apel upućen kako pješacima tako i vlasnicima vozila.
U preduzeću GRAS kažu da rekonstrukcija pruge, koja je počela prije šest dana, teče planiranom dinamikom.
"Nakon što su izrezane i odvučene stare šine i ostali materijal, očišćene betonske ploče, trenutno radnici postavljaju i zavaruju u kolosijek nove šine. Nakon toga će uslijediti podlijevanje šina elastičnom masom. Radi se i tokom noći i to radovi koji ne izazivaju veću buku", kazali su u preduzeću GRAS.
Podsjećaju da na relaciji Skenderija - Latinska ćuprija - Skenderija, gdje je obustavljen tramvajski saobraćaj, vozi šest autobusa i u slučaju potrebe uključit će se i veći broj.
Napomenuli su da će uskoro početi i rekonstrukcija tramvajske pruge od Marindvora do Skenderije.
Really. So if they went to the United States and somebody assumed they were "Bosnian" they would get mad? Or when international media repeatedly call members of our athletic representations "Bosnians"/"The Bosnain Team" they are insulted?
It's just a stupid regional term. They'd be insulted if someone from Bosnia labeled them "Bosanci", not if some foreigner called their country "Bosnia" for convenience.
But he says Herzegovinian to other Balkanites, or anyone who obviously has above average knowledge of the area. If he says he's from Bosnia, and they ask where from, he'll say Herzegovina.
He doesn't find it offensive when people call him Bosnian except for Croatians who do it as a derogatory thing.
SARAJEVO: CONFERENCE OF ECONOMIC DEVELOPMENT OF MACRO-REGIONS
SARAJEVO, September 23 (FENA) – BiH will have to more decisively work on the development of the state and regional macroeconomic development strategies, which will be used to steer few investments towards projects and initiatives that can produce maximal effect.
Such strategies have proved effective in the neighbouring countries on supporting underdeveloped regions, and they are also a segment that will help BiH on the road towards integration with the EU. These are some of the comments from the conference on building awareness on the regional development of the Sarajevo economic macro-region organised by the EU Regional Economic Development (EURED) Project and the Sarajevo Regional Development Agency (SERDA) in Sarajevo on Friday.
BiH Parliament member Beriz Belkic said that good macroeconomic development strategies and their full implementation in BiH could soon represent an instrument that could lift the optimism of people in the self-sustainable BiH economy.
“Certain steps have been made, but we have spent too much time on paperwork and I think that the time has come to remind the state to start doing something about that”, Belkic said.
SERDA Director Sevkija Okeric said that the BiH Council of Ministers should join these activities and that it should become the initiator of programs for the development of small and medium companies in the regions.
For projects in the Sarajevo macro-region the EURED, i.e. the EU, has provided during the past two years a grant of approximately 480.000 Euro, while another 600.000 Euro should be approved in October.
SERDA is implementing 25 projects all of which are financed by the EU, as well as projects in the remaining four regional development agencies in BiH.
Today’s conference was attended by representatives of 32 municipalities making up the Sarajevo economic macro-region, representatives of governments, municipalities, local development agencies, chambers of commerce, institutes, faculties, NGOs, associations of employers and unions, tourism communities and the international community.
POČINJE RESTAURACIJA VRATNIČKOG BEDEMA I KULA
SARAJEVO, 23. septembra (FENA) – Direktor Fonda za zaštitu i održavanje grobalja šehida i poginulih boraca Kantona Sarajevo Emir Zlatar i direktor preduzeća "Klesar" d.o.o. Alija Krčalo potpisali su danas u Sarajevu ugovor o sanaciji i restauraciji kapi kula Širokac i Ploča te vratničkog bedema koji ih okružuje.
Kapi kule Širokac i Ploča nalaze se na grbu Grada Sarajeva već više od 70 godina i poseban su simbol slobode i historije glavnog grada BiH.
Radovi bi trebalo početi naredne sedmice, a predviđeno je da traju oko 250 radnih dana pod nadzorom Zavoda za zaštitu kulturno-historijskog i prirodnog naslijeđa Kantona Sarajevo. Vrijednost prve faze radova ovog projekta je 581.348 KM, a sredstva su osigurana iz Kantona Sarajevo, zatim Vlade Federacije BiH, Grada Sarajevo te gradskih općina.
Direktorica Zavoda za zaštitu kulturno-historijskog i prirodnog naslijeđa Kantona Sarajevo Valida Čelić-Čemerlić istaknula je da vratnički bedem, u okviru Starog vratničkog grada, datira još iz 17. stoljeća. Čine ga tri velike kapi kule te pet kapijica. Dvije od njih - Širokac i Ploča veoma su dobro sačuvani fragmenti vratničkog bedema, koji je služio za odbranu Starog vratničkog grada.
Obje ove kule od 1963. zaštićeni su spomenici kulturno-historijskog naslijeđa KS-a.
Direktor Fonda Emir Zlatar navodi da je riječ o prvom građevinskom projektu na Memorijalnom centru Kovači te ujedno i prvoj rekonstrukciji i sanaciji Starog vratničkog grada i gradskog jezgra.
Predviđeno je da kompleks postane i vrijedna turistička destinacija. U obje će kule i bedemu biti smještene muzejske postavke posvećene agresiji na BiH i genocidu nad bošnjačkim narodom, dok će u Širokačkoj kuli biti smještena spomen-soba prvom predsjedniku BiH rahmetli Aliji Izetbegoviću.
Zlatar dodaje kako je već osigurano i 400.000 KM za drugu fazu projekta kojom je predviđena izgradnja dodatnog objekta od 450 kvadratnih metara uz bedem te sanacija amfiteatra u neposrednoj blizini.
U projekt su uključeni i Istorijski muzej BiH, Muzej Grada Sarajeva te Institut za istraživanje zločina protiv čovječnosti i međunarodnog prava.
Autorica projekta Nermina Mujezinović kazala je da je najveći dio posla završen u pripremnoj fazi radova. Stručne ekipe su izvršile istraživačke radove vratničkog bedema kako bi utvrdili tačan stepen oštećenja i zadržali originalni izgled bedema.
Cilj je, dodaje ona, da kompleks predstavlja dio cjelokupne muzejske postavke. Ispod kote poda bedema postoje određene prostorije koje će također biti dostupne javnosti nakon okončanja radova i otvaranje muzeja. U kompleks su uključeni i servisni sadržaji, među kojima infodesk (recepcija) te kafeterija.
I highly doubt anybody will be confused by the title, if so, ofcourse it would be good to change it as we see that people are protesting (;)) but I find it funny that Duckzilla is one of those protesting, the same guy with the countless Banja Luka - RS threads and when we asked him to change it, he insisted that anybody in EE knows what RS is. See the hypocricy?
Anyway, the good thing too keep the title short and still balance it beetween bosnia-herzegovina would be just writing Bosnia-Herz. instead of the whole name :)
Slovenci zainteresovani za "Gumaru"
SANSKI MOST - Kompanija "Ekonet" iz slovenačkog grada Kranja zainteresovana je za privatizaciju firme "Gumara" iz Starog Majdana, izjavio je juče direktor Agencije za privatizaciju Unsko-sanskog kantona Samir Ćatović.
On je rekao da je već održano nekoliko sastanaka sa predstavnicima slovenačke firme.
"Agencija je veoma zainteresovana za privatizaciju 'Gumare', s obzirom da je došlo do raskida kupoprodajnog ugovora sa ranijim kupcem koji nije ispoštovao preuzete obaveze", istakao je Ćatović.
On je rekao da će u toku naredne sedmice biti konkretizovani razgovori oko privatizacije ove firme, te izrazio nadu da će se sve završiti pozitivnim ishodom.
Ćatović je odbacio spekulacije da je firma "Ekonet" povezana sa jednim od ranijih kupaca sanske "Gumare" Ivanom Brglezom, protiv kojeg je Kantonalno tužilaštvo u Bihaću podiglo krivičnu prijavu zbog zloupotrebe položaja i protivpravnog sticanja imovinske koristi.
Agencija za privatizaciju USK je raskinula početkom ove godine kupoprodajni ugovor sa kupcima većinskog kapitala "Gumare", firmom "Fis trejd" iz Starog Majdana Demirom Alagićem i Ivanom Brglezom zbog neispunjavanja obaveza iz kupoprodajnog ugovora.
Mali dioničari firme, koji su vlasnici 33 posto kapitala, optužili su direktora Ivana Brgleza da je nizom finansijskih mahinacija uništio preduzeće koje je zapošljavalo 35 radnika.
Republici Srpskoj data još jedna šansa da prihvati reformu policije
http://www.oslobodjenje.com/images/stories/dnevno/17maj/pol3.jpg
Vlasti RS kažnjavaju građane BiH izolacijom
Visoki predstavnik Pedi Ešdaun u četvrtak je dao još jednu šansu vlastima Republike Srpske da prihvate reformu policije u skladu s principima Europske unije. Iako se ovih dana spekuliralo o sankcijama, Ešdaun ih nije proglasio, kazavši da se RS već kažnjava izolacijom. To je, dodao je, “opasno za RS i nedopustivo”.
“Promislite ponovo prije nego bude prekasno”, poručio je Ešdaun, koji je naglasio da je dodatno vrijeme RS samo prva faza odgovora međunarodne zajednice na opstrukcije.
Visoki predstavnik, ambasador SAD Daglas Meklheni, ambasador Velike Britanije Metju Rajkroft i šef delegacije Europske komisije Majkl Hemfriz potvrdili su jučer jedinstven stav međunarodne zajednice o reformi policije.
“Reforma policije i europski principi neće prestati biti uvjet za pregovore sa EU, ne zato što smo tvrdoglavi, nego zato što je to najfunkcionalnije”, kazao je Hemfriz.
Krivci za opstrukciju, kazao je Ešdaun su Vlada RS, SDS i NSRS koji su “uništili nadu u sigurnu budućnost”. Posljedice će, kažu, osjetiti građani.
“Posljedice su manje radnih mjesta, veće siromaštvo, izgubljena šansa za bezvizni režim... Da li to žele građani RS”, odgovor je Ešdauna na tvrdnje čelnika RS da odbijanjem reforme “samo provode volju naroda”.
Zbog opstrukcija, dodao je, “BiH će biti jedina u Europi, osim Bjelorusije, koja nema ugovorni odnos sa EU”.
“Žele li građani RS izabrati Bjelorusiju, a ne Brisel”, kazao je Ešdaun, uvjeren da se Beograd na europskom putu “neće ni osvrnuti za Banjalukom”.
Iako vlastima RS nisu dali nikakav rok, međunarodni čelnici su naglasili da, postignu li ovih dana politički dogovor o reformi policije, za desetogodišnjicu potpisivanja Dejtonskog sporazuma, u novembru, BiH može krenuti dalje.
“Vlasti RS vode zemlju putem opstrukcionizma i izolacije. Još nije prekasno da taj paravac promijene”, kazao je Rajkroft.
Meklheni je kazao da Vašington podržava sve koji žele reformu, te da će u novembru oči svijeta biti okrenute ka BiH i mjeriti napredak koji je postigla. Svijet će, kazao je, posmatrati sarađuje li BiH sa Tribunalom u Hagu, kako teku reforme odbrane i policije.
Komentirajući izjavu premijera Vlade RS Pere Bukejlovića da ima nove prijedloge, Ešdaun je kazao da jedva čeka da ih vidi, te da o njima nema svrhe raspravljati ako nisu u skladu sa europskim principima.
BiH ponovno postaje zemlja-problem?
Ešdaun je naglasio da se europske prijestonice, koje su do prošle sedmice vjerovale da sa BiH nemaju problema, sada strahuju da bi ona mogla postati, uz Kosovo i SCiG problem za stabilnost Balkana.
“To sebi ne možemo priuštiti”, kazao je Ešdaun.
Sulejman Tihić o neuspjehu reformi
Clan Predsjedništva BiH Sulejman Tihić je izjavio da se boji da neuspjeh policijske reforme predstavlja dio plana destabilizacije prilika u BiH i dovođenja u jedan regionalni kontekst s pitanjem Kosova, javila je Fena.
“Jer kako drugačije razumjeti da od decembra Vijeće ministara BiH radi s kapacitetom od 20 posto, da smo stalno u nekoj krizi, da zbog toga ne rade ni Parlament, ni Predsjedništvo BiH, da imamo paralizu kada su u pitanju reforme policijskog sistema”, kazao je Tihić.
Zabrinjava, dodao je on, činjenica da nismo propustili samo onaj rok iz maja, ili rok iz septembra. Istaknuo je da ulazimo u 2006. koja će biti izborna godina.
“Ako znamo kako se kod nas održavaju izbori i koliko se vremena troši na konstituiranje vlasti i da li će sljedeća Vlada ili Skupština RS misliti isto ili drugačije, da li ćemo mi sve to vrijeme biti u nemilosti nekih antireformskih, antibosanskih snaga, a međunarodna zajednica ima pasivnu poziciju sve to vrijeme”, kazao je Tihić, dodajući kako ga ova situacija izuzetno zabrinjava jer ne vidi izlaza u okviru postojećeg ustavnopravnog sistema.
Hemfriz: Nismo se htjeli sastati sa Ivanićem
Američki ambasador Meklheni je kazao da je državni podsekretar SAD “jasno stavio do znanja važnost reforme policije”, te da je svrha sastanka sa Terzićem i Ivanićem bila da pokaže “američku odlučnost da se ovo uradi”.
Prve, diplomatske posljedice opstrukcije RS je već osjetila.
Hemfriz je kazao da su se prošle sedmice predstavnici EU trebali sastati u Njujorku sa čelnicima BiH, ali da nisu bili spremni za ovaj susret.
“Nismo bili spremni da se sastanemo sa ministrom vanjskih poslova BiH, jer dolazi iz RS koja opstruira napredak zemlje”, kazao je Hemfriz.
Svjetlost u goraždanskom privrednom mraku...
Bekto Precisa" do marta će zaposliti 200 radnika!
Postepenim prijemom novih radnika i pokretanjem do sada montiranih proizvodnih pogona, u Goraždu je s radom počeo "Bekto Precisa", jedno od najmodernijih poduzeća u BiH.
Dugoročni ugovori s Toyotom, BMW-om, Audijem, Mazdom, Opelom, Fordom, Mercedesom...
Vlasnik kompanije Redžo Bekto, uspješni bosansko-austrijski biznismen, njemačkoj "Enki" prodao je "Bektointernacional", ali tek nakon što je dobio garanciju da će 150 zaposlenika ostati na svojim radnim mjestima u narednih deset godina. Sada, uz pomoć kćerke Enise, stvara novi izvozni gigant, "Bekto Precisu".
Prvih dvadesetak zaposlenica već radi, a do marta naredne godine bit će ih 200. Vrijednost investicije u domenu je poslovne tajne, ali ako se uzme u obzir podatak da jedna mašina košta oko 400.000 eura, onda nije teško sračunati da se radi o višemilionskoj investiciji.
Bekto je ostao dosljedan odluci koju je donio prije tridesetak godina da se u medijima neće pojavljivati, ali je reporteru "Dnevnog avaza" omogućio ekskluzivnu posjetu kompleksu čiji je dio još u fazi izgradnje.
Bjanko povjerenje
"Bekto Precisa" nastavit će tradiciju proizvodnje alata za plastiku, proizvoda od plastike te onih u kombinaciji metal - plastika, ali je istovremeno i jedno od nekoliko preduzeća u svijetu koje proizvodi i veoma složene senzore, elektronske komponente, sigurnosnu, signalnu i drugu opremu u automobilskoj industriji.
Dugoročni ugovori s Toyotom, BMW-om, Audijem, Mazdom, Opelom, Fordom, Mercedesom dovoljno govore o bjanko povjerenju firmi koja se tek pojavljuje na tržištu.
Ako tome dodamo i poslovne aranžmane s najpoznatijim proizvođačima skijaške opreme "Atomicom" i "Markerom", vrhunsku tehnologiju i kvalitet proizvoda, sasvim je jasno zbog čega menadžeri ozbiljnijih svjetskih kompanija u svom poslovnom imeniku imaju upisano ime Redže Bekte i Goražda.
(There is some new hope in Gorazde; in May Bekto Precisa is going to provide 200 jobs.)
U.S. Calls On Bosnia To Modify Its Constitution
http://www.rferl.org/images/photo/bosnian-map.jpg
24 September 2005 -- The United States has called on Bosnia-Herzegovina to consider changes to its constitution, which has been in force since a peace agreement ended the 1992-1995 war there.
In an interview published today in the Bosnian newspaper "Nezavisne Novine," U.S. Ambassador to Bosnia-Herzegovina Douglas McElhaney said Bosnia's citizens should discuss the constitution and ways it could be improved.
McElhaney said the U.S. could help in the debate to create "a functional and stable system of government." During the last few months Bosnian Muslims and Croat officials have been calling for changes to the constitution, saying the country could not function properly with the current constitution.
Both want a stronger centralized state and the abolishment of the two semi-independent states -- the Serb's Republika Srpska and the Muslim-Croat Federation -- that were created under the 1995 peace agreement.
Smyth develops Bosnian hotels
WEST WOOD fitness club founder Philip Smyth is developing two hotels in the centre of Sarajevo, the one-time war-torn capital of Bosnia and Herzegovina, writes Brian Carey. Smyth, who operates clubs in Leopardstown, Clontarf and Sandymount, is investing €4m in a redevelopment of the Central hotel in the city.
His company, Templeville Developments, is also developing a 50-bedroom hotel in the centre of Bascarsija, the old town in Sarajevo.
Developer Smyth is regarded as a pioneer in the fitness trade in Ireland and opened what was claimed to be Europe’s largest gym at Clontarf in 1999. The centre also boasted Ireland’s first ever 50 metre pool.
The three fitness centres were valued at €27m in the accounts of Templeville Developments. They also detail a dispute with the Revenue Commissioners over the rate of Vat payable at the fitness centres.
The Revenue Commissioners raised an assessment of €440,000 against the company. This is currently under appeal.
Templeville posted pre-tax losses of €630,000 last year after interest charges of €900,000. Smyth has been involved in protracted and bitter litigation with beef baron Hugh Tunney over his lease of Sachs hotel in Dublin.
^ Excited. If it happened, I would be so happy...don't know if it can be survived. :D
Oh god.. that would have to be one of the greatest days of my life. I'd always remember it.
But I'm a pessimist. Right now it's just a dream :(
On a side note, I wish they'd stop fucking calling us "Bosnian Muslims" already :sleepy:
HVB grupa od kraja oktobra u vlasništvu Unicredit grupacije
http://www.oslobodjenje.com/images/stories/dnevno/25sept/ekonomija2.jpg
Preuzimanje vrijedno 16 milijardi eura
Bankarska grupacija HVB će krajem oktobra ili početkom novembra i zvanično preći u većinsko vlasništvo Unicredit grupacije.
Transakcija je, prema procjenama nezavisnih ekonomista, vrijedna oko 16 milijardi eura. Kada transfer i konačno bude objavljen, to će donijeti promjene i na bankarskom tržištu Bosne i Hercegovine. Spajanjem Unicredit Zagrebačke banke koja je već ranije kupila Universal banku i HVB Central profit banke nova banka zauzela prvo mjesto po iznosu ukupne aktive.
Prema riječima Selme Riđanović iz HVB Central profit banke, još je rano govoriti o tome da li će i kada doći do eventualnog ujedinjenja Unicredit Zagrebačke banke i HVB Central profit banke. Rano je govoriti i o drugim detaljima jer kupovinu HVB grupacije još trebaju potvrditi međunarodne bankarske regulatorne agencije.
Zasad je poznato da je Unicredit ponudio malim dioničarima Bank Austrie Creditanstalt, koja je u vlasništvu HVB grupe, za jednu dionicu 79,6 eura ili razmjenu dionica i to u omjeru 19,2 dionice Unicredit grupacije za jednu dionicu Bank Austrie , a za jednu dionicu HVB grupe je ponuđeno pet dionica Unicredit grupacije. Ponude za male dioničare u HVB grupaciji ističu 10. oktobra, a za dioničare Bank Austrie 17. oktobra 2005. godine.
Nadzorni odbor HVB grupe je zvanično odobrio spajanje sa Unicredit grupacijom, a unutar te odluke Unicredit grupacija planira da buduća divizija odgovorna za centralnu i istočnu Evropu ima sjedište u Beču, odnosno da Bank Austria Creditanstalt ostane odgovorna za dio Evrope u kojem se nalaze i HVB Central profit banka sa sjedištem u Sarajevu.
U tom dijelu Evrope bi u novoj grupaciji bilo 2.800 filijala i 16 miliona klijenata, a bila bi im po zoni odgovornosti pripojena Rusija, Turska, Ukrajina i sve baltičke zemlje.
Još bez imena
Zanimljivo za BiH je da se još ne zna ime nove banke koja će sigurno biti formirana jer su u Bank Austriji odlučili da situaciju u svakoj zemlji analiziraju nakon završetka transakcije. Generalni direktor Unicredit Zagrebačke banke Berislava Kutle izjavio je za portal Pincom. biz kako će HVB Central profit banka “bez sumnje biti pripojena Unicredit Zagrebačkoj banci, te da će se u tom slučaju nova banka učvrstiti kao lider na bankarskom tržištu BiH”.
Nakon završetka glavne transakcije nova grupacija bi imala 28 miliona klijenata u cijeloj Evropi, te ukupno 7.000 filijala u 19 evropskih zemalja.
DIZDAREVIĆ: ELEKTROPRIVREDA BiH NAJPRIHVATLJIVIJA ZA IZGRADNJU MALIH HE NA PODRUČJU KONJICA
SARAJEVO, 26. septembra (FENA) – Predsjednik Komisije za dodjelu koncesija Općine Konjic Derviš Dizdarević smatra da ponuda firme Tehel d.o.o na tenderu za izgradnju 29 mini hidroelektrana na području općine Konjic nije bila daleko povoljnija od ponuda Elektroprivrede BiH kako to tvrde u Tehelu.
-Nama je potrebna sigurnost cijelog projekta, a Tehel je ipak mala firma, bez tradicije. Elektroprivreda BiH je spremna i kadrovski i materijalno završiti ovaj projekt. S obzirom na to da je riječ o investiciji od oko 100 miliona KM mi iz Komisije predložili smo načelniku Općine Elektroprivredu BiH kao najadekvatnijeg ponuđača, što je on i prihvatio, izjavio je za FENU Dizdarević.
On je potvrdio da je Tehel podnio Općini žalbu zbog takve odluke, ali i da je odmah sutradan poslo i dopis kojim povlači žalbu.
- Žalbu nismo razmatrali, jer je povučena od podnosioca i o tome smo ih obavijestili. Međutim, mislim da se ta žalba sada aktuelizira možda zbog toga što Tehel nije uspio sklopiti neke interne dogovore s Elektroprivredom, rekao je Dizdarević.
Na tender za izgradnju 29 mini hidroelektrana na području Konjica su dostavljene četiri ponude i to od: JP Elektroprivreda BiH, Tehela d.o.o. Sarajevo, UNITIC-a d.o.o. i Euroinžinjera iz Sarajeva, a odabir najpovoljnijeg obavljen je proteklog mjeseca.
Banca Intesa buys 35 pct in Bosnia's UPI Banka, aims for majority - UPDATE
MILAN (AFX) - Banca Intesa SpA said it is acquiring 35.03 pct in Bosnia-Herzegovina's UPI Banka at a price of 202 eur per share, and intends to make a public offer for the outstanding shares in the bank at the same price.
Banca Intesa officials said, at 202 eur per share, UPI is valued at 46.2 mln eur, 2.7 times its net assets at the end of 2004.
The Italian bank said it aims to acquire a majority stake in UPI, and if it has not acquired over 50 pct in UPI at the end of its offer, the European Bank for Reconstruction and Development is committed to selling its own 19.98 pct stake in UPI to Banca Intesa to help it reach that goal.
However, if Banca Intesa succeeds in acquiring a majority in UPI, then EBRD intends to retain its own stake, it said.
UPI is the fifth largest bank in Bosnia with total assets of 196 mln eur, a net profit in 2004 of 2 mln, 15 branches, and 45,000 customers.
Intesa wants to complete the deal at start of first quarter of 2006, adding the deal is subject to Bosnia and Italian approvals.
Intesa said in August, it launched a public offer for another Sarajevo-based bank, ABS Banka, and failed to reach 50 pct. Intesa officials said it acquired less than 5 pct of ABS, and has dropped its plan to acquire it.
Unlike UPI, ABS had a fragmented shareholding and Intesa had not bought any key minority stakes ahead of the offer, they said.
BiH ima najbrže rastuće gospodarstvo u svijetu
Zemlja s najvišom prosječnom godišnjom stopom gospodarskog rasta u svijetu je Bosna i Hercegovina, tvrdi se u izdanju knjige Pocket World in Figures za 2005., koju izdaje The Economist.
Prema podacima britanskog tjednika, gospodarstvo BiH u razdoblju od 1992. do 2002. raslo je po prosječnoj stopi od čak 20,5 posto na godinu, što je najviše u svijetu.
Štoviše, prosječni godišnji rast BDP-a u BiH u tom je razdoblju bio znatno veći od onog u Liberiji i Kini, drugoj i trećoj zemlji na ljestvici s prosječnim stopama od 9,4 odnosno 9,3 posto.
Pritom valja imati na umu kako je visoka prosječna stopa rasta BDP-a u BiH posljedica poslijeratne obnove, ali i - zbog rata i tranzicije - niske početne baze.
Četvrto mjesto drži Mozambik (8,4 posto), a slijede Mijanmar (8,1), Irska (7,7), Vijetnam (7,5), Butan (sedam posto), Uganda (6,7), a deseto mjesto dijele Albanija i Laos (6,3 posto).
Kako danas prenosi zagrebački Vjesnik Hrvatske nema na Economistovu popisu 50-ak zemalja s najvišim prosječnim stopama rasta BDP-a u svijetu.
Osim BiH, Irske i Albanije, među eropskim su zemljama tu još Luksemburg, Poljska, Slovenija i Malta.
Radovi na izgradnji zapadnog tranzita ulaze u završnu fazu
Postavljanje asfalta ove sedmice
Prvi sloj asfalta na zapadnom tranzitu biće postavljan u toku ove sedmice čime će radovi na izgradnji te saobraćajnice ući u završnu fazu, potvrdio je Nikola Dubravac, izvršni direktor "Integral inženjeringa".
Dubravac je istakao da su postavili oko četiri i po kilometra ivičnjaka na zapadnom tranzitu i da su započeli pripremu za završni sloj tampona, koji ide ispred asfaltiranja.
"Osim ovoga, sve iskope na saobraćajnicama smo završili, oko 80 odsto nasipa je do sad urađeno i trenutno se postavlja ulična rasvjeta", kazao je Dubravac.
Sa asfaltiranjem će se krenuti od Ulice Ranka Šipke, pa dalje prema novoizgrađenoj pasareli kod Njegoševe ulice.
"Kad se sve pripremi dnevno se može položiti 1.500 tona asfalta. To znači da će ono ići veoma brzo", naglašava Dubravac.
Radovi na izgradnji zapadnog tranzita zvanično su započeli 1. avgusta i trebalo bi da budu završeni do 8. novembra ove godine. Za radove na zapadnom tranzitu Evropska investiciona banka odobrila je 2.300.000 KM.
"Radove ćemo sigurno završiti u predviđenom roku, odnosno početkom novembra", potvrdio je Dubravac.
Većina mještana su kazali da trenutno muku muče prilikom prelaska tranzita, jer su obimni radovi u toku, ali da se nadaju da će završetkom saobraćajnice biti poboljšan saobraćaj u gradu.
Završeni hodnici na kuli B
Hodnici na kuli B su u potpunosti završeni, a opremljeni su prema dizajnu arhitekata "GRUPE ARH".
http://www.bosmal.com/images/news/large/2005-09-26-hodnici-003.jpg
Riječ je o hodnicima hotelskog tipa, sa završnom obradom i materijalizacijom koji su svojstveni hotelima sa pet zvjezdica. Zidovi hodnika su obloženi strukturnom tapetom od staklenog voala, furniranim drvenim oblogama i kamenom. Podovi su vuneni, sa kamenim ivicama i soklovima. Na stropove su takodjer postavljene drvene obloge. Prostori oko liftova su obloženi kombinacijom drvenog panela, kamena i ogledala.
U hodnicima na kuli B postavljen je sistem ozvučenja i rasvjeta. Jedina razlika u odnosu na hodnike kule A zapravo je u boji jer su na kuli B hodnici intenzivno zelene boje.
Projekat savremenog Centra za srce u Tuzli
Gradit će se u Slavinovićima na 4.000 kvadratnih metara
Početak radova zavisi od vremena * Potpuno u službi bolesnika
U Tuzli je određena lokacija za gradnju savremenog Centra za srce i periferne krvne žile. Na oko 4.000 kvadratnih metara u naselju Slavinovići, u području koje gravitira Klinici za plućne bolesti, gradnja će početi čim to vremenski uvjeti budu dozvoljavali.
- Uskoro se u Tuzli i Sarajevu očekuje promocija idejnog projekta Centra koji je zamišljen kao savremen i funkcionalan objekat, potpuno u službi bolesnika - kazao nam je jučerprof. dr. Emir Kabil, kojega smo zatekli na naučnoj konferenciji u Barceloni.
Prema njegovim riječima, već je zaokružena finansijska konstrukcija projekta, koja podrazumijeva i kreditna sredstva ovdašnjih banaka, što, prema njegovom uvjerenju, već garantira poštivanje rokova gradnje i nabavljanje najsavremenije opreme.
- Razgovarao sam s mnogim ljudima u državi i za sada imamo potpunu podršku - navodi prof. Kabil, ističući da gradnja Centra za srce neće nimalo utjecati na odnos prema pacijentima koji svakodnevno traže usluge aktuelne Klinike za kardiovaskularne bolesti.
A. HADŽIĆ
Prijem mladih stručnjaka
Kako smo saznali, uporedo sa završetkom administrativnog dijela i početkom gradnje, tim prof. Kabila otvorit će vrata za prijem novih mladih stručnjaka iz kardio i vaskularne hirurgije, te drugog medicinskog osoblja. U prvoj fazi Centar će, najvjerovatnije, opsluživati 110 uposlenika, a taj broj će se, uporedo s razvojem, povećavati.
Premijer Terzić u Londonu održao nekoliko sastanaka
Za izgradnju koridora 5C vlada veliki interes
"Behtel", te Islamska i Evropska banka za obnovu i razvoj spremne učestvovati u projektu * Pripreme za veliku konferenciju 17. novembra u Sarajevu
Predsjedavajući Vijeća ministara Bosne i Hercegovine AdnanTerzić susreo se jučer u Londonu sa Čarlsom Redmanom, prvim čovjekom "Behtela", direktorom Islamske banke za obnovu i razvoj Ahmedom Muhamedom Alijem i Žanom Limijerom, prvim čovjekom Evropske banke za obnovu i razvoj.
Kako je u razgovoru za "Dnevni avaz" kazao Terzić, svi sagovornici pokazali su izuzetan interes za učešće u izgradnji koridora 5C kroz BiH.
Najbolji modus
- Razgovarali smo o mogućnostima da i "Behtel" pomogne da BiH nađe najbolji modus za izgradnju koridora 5C. Redmanu sam prezentirao dokle smo došli s projektnom dokumentaciom i razmišljanjima o modalitetima za izgradnju autoputa - kaže Terzić.
Svog sagovornika upoznao je sa pripremama za konferenciju koja je planirana za 17. novembar u Sarajevu.
Prvi čovjek "Behtela" je, navodi Terzić, izrazio interes te kompanije za izgradnju autoputa kroz BiH.
- On je najavio da će za 15-ak dana doći u Sarajevo i zatražio da mu prije toga dostavimo još neke podatke kako bi s timom svojih saradnika mogao vidjeti najprikladniji modalitet za realizaciju ovog projekta.
Regionalni model
"Behtel" bi želio realizirati ovaj projekat, tražeći najbolje rješenje koje bi moglo biti korišteno kao model za cijeli region. Makedonija, Albanija, Crna Gora... su u sličnom, karakterističnom ambijentu kao i BiH, te će im trebati i sličan model infrastrukturnog zahtjeva ove vrste - kaže Terzić.
S Redmanom je, kako je istaknuo, podijelio zadovoljstvo zbog interesa međunarodnih finansijskih ustanova da pomognu izgradnju koridora 5C.
- Taj interes umnogome će pomoći transparentnosti projekta i njegovoj realizaciji prema standardima Svjetske banke - izjavio je Terzić.
S. NUMANOVIĆ
Stoje iza projekta
Govoreći o razgovorima koje je imao s prvim ljudima Islamske i Evropske banke za obnovu i razvoj, Terzić naglašava da će obje ustanove podržati predstojeću konferenciju planiranu za 17. novembar.
- Svojim prisustvom i svojevrsnim kosponzorstvom tog skupa, te pozivima partnerima da učestvuju na konferenciji, obje banke manifestiraju da i lično stoje iz projekta izgradnje koridora 5C - kaže Terzić.
U odvojenim razgovorima koje je imao s Alijem i Limijerom Terzić ih je informirao o aktivnostima državne vlade na izgradnji autoputa kroz BiH.
- EBRD je ulaganjem u izgradnju zaobilaznice oko Sarajeva pokazala ne samo da je zainteresirana za projekat izgradnje koridora već i da ga podržava - izjavio je bh. premijer.
Uz skoro potpisivanje ugovora o koncesijama u Konjicu
Elektroprivreda BiH gradi 29 malih elektrana
KONJIC - Nedavno je okončan tender za dodjelu koncesija za izgradnju 29 malih hidroelektrana (MHE) na vodotocima u općini Konjic. Prema riječima Derviša Dizdarevića, koordinatora za izgradnju MHE u općini Konjic, uskoro bi trebalo da bude potpisan i ugovor sa Elektroprivredom BiH, koja je dobila koncesiju za korištenje tog vodopotencijala.
Velika investicija
Obrazlažući dodjelu koncesija, Dizdarević je naveo da su se na tender za izgradnju 17 MHE na rijeci Neretvici, te 12 na rijeci Ljutoj (riječ je o kalinovačkoj Ljutoj), javile četiri firme: JP Elektroprivreda BiH u saradnji sa Turbo - Institutom iz Ljubljane, firma Tehel iz Sarajeva, Euroižinjering i firma Unitic iz Sarajeva, s tim da su se Elektroprivreda i Tehel prijavili za svih 29 MHE, a ostali za po dvije ili tri MHE.
Sredinom avgusta završen je kompletan postupak odabira te razmotrene žalbe, nakon čega je Komisija za dodjelu koncesija je donijela konačnu odluku dodjeljujući Elektroprivredi BiH pravo na izgradnju svih 29 objekata.
Dizdarević ističe kako je izgradnja MHE, sa tehničkog, kadrovskog i materijalnog aspekta, ozbiljna investicija, čija vrijednost iznosi oko 100 miliona KM.
“Skorim potpisivanjem ugovora trebali bi biti regulisani svi odnosi na bazi date koncesije, a nakon toga slijede operativni poslovi, priprema dokumentacije, saglasnosti, idejnih i izvedbenih projekata, rješavanje imovinskih odnosa i sam početak gradnje”, kazao je Dizdarević.
Na pitanje koje najviše i interesuje građane Konjica, kada se može očekivati početak radova na gradnji MHE, Dizdarević je odgovorio kako će to biti regulisano ugovorom.
“Na osnovu date koncesije općina Konjic će imati određene prihode, procentualno od proizvedene el. energije, koji nisu zanemarljivi i oni će po proračunima na bazi sadašnje cijene el. energije, iznositi oko 800 hiljada KM godišnje. Otuda je interes općine da se ta investicija što prije završi, mi očekujemo da će se to desiti za tri, četiri ili najviše pet godina”, kazao je Dizdarević.
Naveo je da izgradnja MHE mnogo znači za općinu Konjic ne samo u smislu navedene dobiti već i u rješavanja mnogih razvojnih problema.
Trideset godina
Prema njegovim riječima, na gradnji MHE će biti angažovano dosta građevinske operative i prevashodno će biti interes općine da angažuje domaću radnu snagu u fazi izgradnje. Nakon završetka i puštanja u pogon očekuje se i određen broj radnih mjesta u okviru održavanja svih ovih postrojenja.
Kako je ovaj projekat zasnovan na principu: projektuj, izgradi, koristi i vrati, MHE koje budu izgrađene, nakon isteka roka od 30 godina, na koliko se daju koncesije, postaju vlasništvo općine Konjic.
Žalba “Tehela”
Firma Tehel d.o.o smatra da je njena ponuda na tenderu za izgradnju 29 mini hidroelektrana na području općine Konjic bila povoljnija od ponuda Elektroprivrede BiH te se zbog toga žalila Općini kao raspisivaču tendera.
Međutim, po riječima glasnogovornika Tehela Josipa Pejakovića, ova kompanija još nije dobila odgovor.
Pejaković smatra da je tender koji je objavljen polovinom juna koncipiran tako da isključuje svaku žalbu.
“Ponudili smo najbolje tehničko-tehnološke i ekonomske uvjete i nije nam logično da na tenderu prođe neko ko je prošlu godinu poslovao s milionskim gubitkom”, rekao je Pejaković Feni.
Stigao "pyinkado" pod
Druga pošiljka egzotičnog drveta "pyinkado" iz Burme stigla je u Bosmal City Center. Riječ je o drvetu koje se zbog svojih kvaliteta naziva i "čeličnim drvetom", a odlikuje ga velika čvrstoća i otpornost na vlagu i udare.
http://www.bosmal.com/images/news/large/2005-09-27-pyinkado-003.jpg
Ovim drvetom će se oblagati podovi u svim stanovima u BCC-ju, čime će kondominijum, uz sve ostale njegove karakteristike, imati veoma visok reiting hotela sa pet zvjezdica.
Po izgledu, pyinkado je najsličnije tikovini, ali ima bolje performanse, jer je čvršće i otpornije na habanje. Također, ovo drvo je otporno na upijanje vlage.
http://www.bosmal.com/images/news/large/2005-09-27-pyinkado-001.jpg
Do sada je u dvije pošiljke stiglo 3200 m2 pyinkada (od potrebnih 50000 m2), kojim će se oblagati podovi u stanovima u BCC-ju. Njegove dimenzije su: debljina 15 mm, širina - 90 mm a dužina od 450 do 1200 mm.
Pyinkado, inače, stiže brodom iz Myanmara, Burma i carina, kao i ostala potrebna procedura za njegov transport traje poprilično dugo.
http://www.bosmal.com/images/news/large/2005-09-27-pyinkado-002.jpg
Radovi na postavljanju pyinkada u stanove u Bosmal City Center-u će početi, čim stignu dovoljne količine ovog skupocjenog drveta.
EBRD helps lay foundations for Bosnian brick factory
Sept. 29 2005
Press Release - European Bank for Reconstruction and Development
The EBRD is lending Tvornica Opeke Sarajevo (TOS), a brick company in Bosnia and Herzegovina, €6.2 million to help restart its operations.
TOS will use the Bank’s loan to renovate a disused building to eventually produce 18 versions of traditional and thermal clay bricks. The loan will also help fund facilities for drying, wrapping and storing bricks.
Claudio Viezzoli, EBRD Director for the Western Balkans, said the loan will help meet growing demands for materials by local construction companies reflecting the growing construction sector in Bosnia and Herzegovina. Additionally, the Bank’s loan will help increase competition benefiting the sector, as well as residents and businesses.
Established in 2004 as a subsidiary of Nasicecement, the second-largest cement producer in Croatia, TOS is an example of cross border investment in the Western Balkans, which is crucial for the region’s economic development. This latest loan will strengthen that cross border connection, said Mr Viezzoli.
The EBRD is one of the largest investors in Bosnia and Herzegovina, having committed more than €356 million in 40 projects ranging from transport and infrastructure to banking and support for small and medium-sized enterprises.
During 'Dalmatina' constructions in Croatia Bechtel-Enka finished last and for biggest price and with some problems. Not just that? Usually they used political connection with US government to gets job without tenders in countries all over East Europe and behind the table for huge price. So honestly I don't like idea that Bechtel-Enka construct 5C becuase they are slow and the most expensive highway constructor in Europe today and how I remember some Croatian companies had troubles with payments from Becthel. Other word which will describe Bechtel-Enka will be trouble.
Nihad Imamović, generalni direktor ASA Holdinga
Sarajevo regionalni centar autoindustrije
ASA AUTO se već godinu dana priprema za PDV i učinit će sve da kupci automobila koji se proizvode u Vogošći od 1. januara što manje osjete uvođenje jedinstvene stope poreza na dodanu vrijednost od 17 odsto, kazao je u intervjuu za Oslobođenje generalni direktor ASA Holdinga Nihad Imamović.
U razgovoru za Oslobođenje Imamović je govorio o novim radnim mjestima, planovima za razvoj proizvodnje i prodaje automobila i prateće automobilske opreme, osnivanju banke i leasing kuće pri ASA Holdingu, novom osvajanju tržišta bivše Jugoslavije, planovima sa Bank Austriom, HVB-om, Sarajevo-osiguranjem...
Nihad Imamović je rođen u Sarajevu prije 55 godina, gdje je završio Mašinski fakultet, nakon čega je dvije godine kao stipendista Energoinvesta radio u toj kompaniji. Godine 1977. je prešao u Tvornicu automobila Sarajevo (TAS) do 30. aprila 1992. godine. U TAS-u je posljednje dvije godine do pred prošli rat bio rukovodilac ulazne kontrolne laboratorije. Već deset godina je na čelu ASA AUTA, a odnedavno i novoosnovanog ASA Holding-a, koji ima 16 firmi i 2.400 radnika. U ovoj godini Holding bi trebao da ostvari promet od oko 300 miliona eura. Do kraja ove godine će investicije ASA Holding u BiH dostići 60 miliona eura, a bit će prodano oko 4.500 novih automobila marke Volkswagen, Škoda, Seat i Audi, što će činiti oko 50 bh. tržišta.
Šta mislite o optužbama da ste povlašteni jer ste jedini u mogućnosti da prodajete automobile na koje se plaća tek deset odsto poreza?
“Bilo koji proizvođač automobila je mogao pokrenuti proizvodnju automobila u BiH. Volkswagen je tu i mi ćemo tu pogodnost koristiti do kraja godine, a od 1. januara će porez iznositi 17 odsto. Mislim da je stimulans kroz zakon opravdan jer VW u BiH zapošljava 300 ljudi i ima više od 50 odsto izvoza. U prošloj godini je bio treći izvoznik iz BiH, iza Aluminija i BH Telecoma i time opravdava podršku države u pogledu proizvodnje automobila.”
Prije rata u Vogošći je bio viši nivo montaže, a domaći golf je sadržavao oko 28 odsto domaćih dijelova. Danas domaći automobili imaju samo dva odsto domaćih dijelova. Kada će ponovo biti povećan nivo montaže?
“Da bismo ponovo prešli na najveći stepen rastavljenosti automobila, takozvanu CKD montažu, moramo proizvoditi najmanje 25.000 automobila godišnje i još investirati oko 25 miliona eura. Zbog viška kapaciteta u koncernu Volkswagen, još uvijek je nerealno da pređemo na CKD montažu.”
U novembru će u organizaciji Volkswagena i Škode u Sarajevu biti održana regionalna konferencija za proizvođače autodijelova iz BiH i regije. Šta očekujete od te konferencije?
“Tu će biti 200 kompanija iz regije. Predstavnici VW i Škode će prezentirati mogućnost ulaska u taj veliki sistem. Mi ćemo u ovoj konferenciji i u daljnjem poslu biti koordinator, a to se uklapa u onaj naš dugoročni plan razvoja autoindustrije u regiji. Mi smo zamislili da u Sarajevu bude centralna zona za proizvodnju automobila u regiji, a da se u drugim zemljama iz okruženja razvija prateća autoindustrija. To smo zamislili ovako: ako, na primjer, SCG uveze 5.000 automobila vrijednih 20 miliona eura, onda bi trebalo da Volkswagenu izveze autodijelova u vrijednosti od 20 miliona eura. Sve vlade u ovim zemljama su podržale taj projekat jer omogućava razvoj privrede u tim zemljama i otvara nova radna mjesta. Tada bi mogli stvarati uslove za najviši nivo montaže u Sarajevu.”
Najavili ste osnivanje banke pri ASA Holdingu?
“Planirali smo da privatizujemo Poštansku banku, a u to vrijeme smo razgovarali sa Ljubljanskom bankom. Međutim, Ljubljanska banka je otišla sama u bankarski posao u BiH kupujući Tuzlansku banku. Razmišljamo da sa HVB bankom formiramo svoju banku.”
Da li ste zadovoljni zakonskom regulativom u BiH koja se direktno dotiče vaših uvozno-izvoznih poslova?
“Konkretno, Zakon o carinskim zonama i Zakon o carinskoj politici i Zakon o carinskoj tarifi nisu usklađeni. U Zakonu o carinskim zonama se kaže da je oprema koja ulazi u zonu predviđena za izvoz i da je oslobođena carine. Dok drugačije kaže Zakon o carinskoj politici koji zahtijeva da se plaća carina. To je nelogično, pa se stoga pitam kakva je funkcija zone. Mislim da bi što prije trebalo da usvojiti zakon o kompenzacionim poslovima koji bi omogućavao onim firmama koje imaju namjeru da ulažu u proizvodnju za izvoz stimulaciju i neki zakon koji bi stimulisao investiranje u izvozne projekte.”
Planovi za budućnost?
“Naši planovi su vrlo ambiciozni. Ići ćemo u pravcu razvoja proizvodnje automobila i dijelova, te finansijske divizije. U pregovorima smo sa VW-om da otvorimo centralni preseraj (proizvodnja limenih dijelova za karoseriju) za rezervne dijelove VW. To je velika investicija koja ne bi koštala ispod 25 miliona eura. To bi, na primjer, značilo da bi nakon prestanka proizvodnje golfa IV rezervni dijelovi za sve četvrtice bilo proizvođeni u Sarajevu. Razgovarao sam sa direktorom Aluminija Mijom Brajkovićem o proizvodnji aluminijskih odlivaka”, rekao je za Oslobođenje Nihad Imamović.
U novoj zgradi 24. oktobra
Kada će biti završena upravna zgrada na Alipašinom Polju?
“U zadnjoj sedmici oktobra smo planirali useljenje. Obaviješten sam da radovi idu po planu i mislim da ćemo useliti 24. oktobra.”
U trci za “Sarajevo-osiguranje”
Još uvijek ste u trci za kupovinu Sarajevo-osiguranja?
“Mi i Croatia osiguranje smo dali najbolje ponude. Međutim, sada smo dali drugi prijedlog, odnosno da u privatizaciju krenemo zajedno sa radnicima i menadžmentom Sarajevo-osiguranja, što bi, prema mom mišljenju bilo prihvatljivo i za državu i za Agenciju za privatizaciju jer Sarajevo-osiguranje drži više od 30 odsto tržišta u BiH, Croatia osiguranje je na drugom mjestu i ako bi kupilo Sarajevo-osiguranje, imalo bi više od 50 odsto tržišta.”
Još radnih mjesta
Nedavno ste najavili otvaranja novih 500 radnih mjesta do kraja godine. Hoće li i ovaj cilj biti ostvaren?
“Taj broj će biti manji za 50-ak radnih mjesta, tako da ćemo u okviru koncerna imati između 2.700 i 2.800 zaposlenih.”
Danas će biti otvoren novi Centar urgentne medicine
http://www.oslobodjenje.com/images/stories/dnevno/30sept1/sab.jpg
Nove operacione sale i dijagnostički sadržaji
Otvaranje modernog Centra urgentne medicine KCUS biće upriličeno danas u deset sati. Zahvaljujući dobroj saradnji menadžmenta KCUS i Vlade Kantona Sarajevo, u relativno kratkom vremenskom periodu, izgrađen je moderan CUM.
U novom CUM-u uređen je ambulantni prostor sa četiri internistička i dva hirurška boksa, kao i kompletnom sanitarnom pripremom pacijenta.
“Željeli smo zaokružiti ambulantno-dijagnostičku cjelinu. U tome smo uspjeli jer smo u novom centru, pored one dijagnostike koju smo imali, dobili nove dijagnostičke sadržaje CT i endoskopiju. Pored laboratorije koja postoji za proširen program laboratorijskih pretraga, napravili smo jedan esencijalni dijagnostički segment koji će u potpunosti zadovoljavati potrebe CUM-a, odnosno svih urgentnih pacijenata i KCUS”, pojasnio je prof. dr. Zoran Hadžiahmetović, šef CUM-a.
Dodao je da je osim toga napravljen i savremen stacionarni dio koji se sastoji od poluintenzivne i intenzivne njege. U poluintenzivnoj njezi sa opservacijom, svi pacijenti koji dolaze na kliničke pretrage mogu se posmatrati nekoliko sati, nakon čega se donosi konačna odluka o tretmanu tog pacijenta. Intenzivna njega služi za tretman kritičnih stanja svih pacijenata koji će biti operativno zbrinjavani u CUM-u. Oni će u poluintenzivnoj njezi moći da provedu rani ili akutni poslije operacijskiperiod.
Sve ovo podrazumijeva i postojanje operacionog bloka u CUM-u koji se sastoji od velike operacione sale i dvije manje dvorane.
“Blagovremena hiruška intervencija u smislu životno spasavajuće hirurgije je neophodna i ona će se provoditi u velikoj operativnoj dvorani. Ostale dvije dvorane uglavnom će služiti za manje hiruške intervencije”, istakao je prof. dr. Hadžiahmetović, te dodao je novina prostor za kardiopulmonalnu reanimaciju sa svom neophodnom opremom, koji služi za reanimaciju svih pacijenata.
RS GOVERNMENT PRESENTS NEW CONCEPT OF POLICE REFORM
BANJA LUKA, September 30 (FENA) – The RS Government has presented on Friday evening the new approach to reform of police structures in BiH in accordance with the three EU principles.
The proposal of this document titled “Basics of Reform of Police Structures in BiH” states “we accept the reform of police structures in accordance with the three basic principles of the EU, and within the framework of the BiH Constitution, FBiH Constitution and the RS Constitution”.
“This means that the authority for laws and budget issues concerning the police needs to be defined at the state level, that there can be no political interference in the operational work of the police, and that functional local police areas need to be defined based on technical and functional criteria relevant for the work of the police”.
As a precondition to the reform process the number of police officers and other employed staff will be rationalized in order to ensure the budgeting of police structures through a consolidated budget at the BiH level, the RS Government stated in its proposal.
The appointment of structures, senior staff and the selection of employees will be carried out in accordance with appropriate laws specific for this field of work, the Government stated.
The authority of district prosecutor’s offices and areas covered by district courts should also be one of the criteria for the establishment of functional police areas.
The timeframe for the implementation of police reform is five years, starting in 2006 with the rationalization of the number of police officers and other employees.
Following the rationalization in 2006, the establishment of legal solutions in accordance with the three EU principles will start in 2007, the RS Government stated in its proposal of police reform presented to leading political parties in the RS and forwarded to all RS parties participating in the RS National Assembly.
The proposal has been also forwarded to the High Representative, members of the Peace Implementation Council in BiH, EU Enlargement Commission Olli Rehn, EU High Representative for Common Foreign and Security Policy Javier Solana.
Together with the proposal of police reform the RS Government also forwarded a letter from RS Prime Minister Pero Bukejlovic.
“We believe that with the proposed solutions we have contributed to the resolution of the last condition for starting talks on the Stabilisation and Association Agreement with the EU. If you agree with this approach to resolving the issue of reform of police structures we will look forward to your personal engagement on ensuring the necessary support of the international community and the RS National Assembly for the proposed document”, Bukejlovic said.
Saray basically what they did is agree again like they did at the first meeting at Hotel Pahuljica that they accept the three EU principles. It looks like the State Ministry of Security would have some powers in security basically they will give the State Ministry of Security the power of arrest only when the State Court and Prosecutor issue an indictment. The “New” plan would see state funding of the police, but the entity mup’s would stay as would the police. Basically it’s the same deal that they offered couple of weeks ago that was rejected. No change..
Izet Bajrambašić otkriva za "Dnevni avaz"
Izgradnja koridora 5C koštat će tačno 6.203.697.997 KM
Za Evropsku komisiju prioritet radovi na dijelu autoputa od sjeverne tačke do Sarajeva, a ne dionice koje prolaze kroz Hrvatsku ili Mađarsku
Ukupna vrijednost investicije za izgradnju autoputa koridora 5C iznosit će tačno 6.203.697.997 maraka, pokazao je nacrt studije predizvodljivosti projekta koji je, uz nacrt saobraćajne studije, jučer dostavljen Ministarstvu komunikacija i prometa BiH.
Kako je za "Dnevni avaz" izjavio pomoćnik državnog ministra za transportnu infrastrukturu Izet Bajrambašić, zadužen za pripremu i realizaciju projekta, u ovu cijenu nije uračunata vrijednost dionice čija je gradnja dobrim dijelom u toku (Vlakovo - Kakanj).
Apsolutno isplativo
Bajrambašić je istaknuo da je dokumentacija dostavljena u roku te da su dobiveni rezultati iznad svih očekivanja.
- Što se tiče osnovnih pokazatelja o projektu, mogu reći da je neto tekuća vrijednost (NPV) investicije iznad nule, što znači da je ovo ulaganje apsolutno isplativo. Interna stopa povrata sa društveno-ekonomskog aspekta također pokazuje potpunu isplativost i ukupno i po sekcijama - kaže Bajrambašić.
Naš sagovornik, koji je ataše BiH za transport u Evropskoj komisiji (EC) te predsjedavajući Upravnog odbora koji se bavi razvojem transportne infrastrukture u jugoistočnoj Evropi, otkriva da je za EC najveći prioritet izgradnja koridora 5C od Save do Sarajeva.
Šta su prioriteti
- Prioritet nisu dionice koje prolaze kroz Mađarsku i Hrvatsku, pa ni naša dionica od Sarajeva do Ploča. Naime, predstavnici Komisije ovaj dio koridora izjednačavaju sa koridorom 10 - zaključio je on.
Inače, već u narednim danima, nakon revizije dokumentacije, svi podaci o koridoru 5C bit će dostupni javnosti putem Interneta.
Dionica od Sarajeva do Mostara
Govoreći o detaljima urađenih studija, Bajrambašić je kazao i da je posebno iznenađen time što je studija pokazala da je dionica od Sarajeva do Mostara već danas isplativa, što do sada niko nije smatrao realnom mogućnošću.
(The full cost of the highway 5C will cost a little over 6 billion marks, or a bit under 3 billion euros. This article talks about the fisability study findings...)
STIEGELBAUER: ODGOVORNOST ZA OBNOVU VIJEĆNICE JE NA BH VLASTIMA
SARAJEVO, 1. oktobra (FENA) - Odgovornost za obnovu Nacionalne biblioteke odnosno sarajevske Vijećnice u potpunosti je na vlastima u Bosni i Hercegovini jer je to bh. spomenik i treba ga obnoviti tako da ima višestruku upotrebu u budućnosti, izjavila je danas novinarima u Sarajevu predsjednica Međunarodnog udruženja za obnovu Vijećnice Sonja Stiegelbauer Starrach.
Ona je istakla da su predstavnici svih nivoa vlasti u BiH izrazili spremnost za saradnju sa zajedničkim ciljem obnove Vijećnice. Podršku su ranije iskazali Predsjedništvo BiH i entitetski premijeri, a na jučerašnjem sastanku s predstavnicima kantonalne, gradske i općinske vlasti razgovarano je o vlasništvu Vijećnice, predviđenim troškovima obnove i budućoj namjeni zgrade.
- Složili smo se da su ovo ključna pitanja i dogovorili da se riješe do sredine novembra - kazala je Stiegelbauer.
Ona je istakla kako je objekt Vijećnice duboko povezan sa sudbinom naroda u Bosni i Hercegovini i grada Sarajeva i da ovaj spomenik treba iskoristiti za promoviranje bolje budućnosti BiH.
Ovo međunarodno udruženje je na svom računu dosad sakupilo 250.000 eura koji će se, zajedno s ostalim sredstvima koja budu prikupljena, koristiti isključivo za građevinske radove. Administrativne troškove neće plaćati Udruženje, nego će ih, kaže Stiegelbaur, snositi vlasti u BiH.
- Sredstva od 250.000 eura stavljena su na raspolaganje do 2007. godine, a sredina novembra je rok za definiranje spomenutih pitanja - istakla je Mozer.
Ona je dodala da trenutno nije lako pronaći donatore, odnosno sredstva za obnovu Vijećnice, u svijetu, što ne znači da su ti napori nemogući.
Stiegelbauer je naglasila potrebu uske saradnje i stalne komunikacije s državnom Komisijom za zaštitu nacionalnih spomenika. Podsjetila je da su EU i Vijeće Evrope prošle godine izdali publikaciju u kojoj je među ostalim pregled arhitektonskog i arheološkog naslijeđa, gdje je BiH prvi put uključena u jedan regionalni projekt.
Prema nekim procjenama, za potpunu obnovu Vijećnice bit će potrebno oko 15 miliona eura.
well people who are making new office buildings do it to make a profit out of it. while the Vijećnica is a cultural monument and other then that there is no great profit to rebuild it. its the same story with the Ministry Tower, they are still waiting to rebuild it. 15 million is alot of money for government i hope all levels of state government help in the rebuilding, including the rs (for many reasons)..
Why would Bosmal build it? They are a developer not a construction company. Bosmal failed to come up with deposit of € 300 mil. for a concession to build the corridor, contrary to what they state on there web page they only presented a letter from Malaysian bank say they would like to invest € 300 mil. (what, where, why??? they never specified :dunno: ) but no guarantee. They also made a stink about all this which basically eliminated them from any future conversation.
So until now BiH officials have a lot banks, developer companies or construction companies which will be on international tender for construction of 5C highway in January 2006. I know names of some interesting companies for construction of the 5C. Bosmal with Malaysian investors, than also bank from Japan, Bechtel-Enka, a lot of Croatian companies are also interesting, Austrian companies, I think European Bank EBRD is also interested (they financed construction of the 5C hiwghay around Sarajevo which will begin next year) and etc ... All those side were talks allrady with BiH government about 5C highway and they will be on international tender in Sarajevo in January 2006.
Also BIH government announced if they don't have good enough offer for construction of that highway that will perhaps BIH construct and financed alone that highway via international credits. They had some talks with World Bank about that. All documentations and projects for construction of the 5C highway are almost finished. Until now some small parts of that highway are constructed from Sarajevo in Visoko direction. Next year BiH will start construction of the 5C around Sarajevo (16,17 km). So in all out of 340 KM before final construction begin, BiH will have about 50 km constructed 5C highway near Sarajevo.
Privredni oporavak srebreničke općine
http://www.oslobodjenje.com.ba/images/stories/dnevno/2okt/ekob.jpg
Radna mjesta u malim pogonima
SREBRENICA - Nakon pokretanja proizvodnje Hladnjače Potočari i Cimosove fabrike za proizvodnju autodjelova, u kojima je posao dobilo oko šezdesetak radnika, nastavljeno je otvaranje novih privrednih objekata u srebreničkoj općini.
Općina zainteresiranim nudi objekte i infrastrukturu za otvaranje mini
pogona, kao i za kooperantske odnose sa vlasnicima privatnih firmi. Prije svega, to se odnosi na prerađivačke kapacitete koji kao sirovinu koriste poljoprivredne proizvode.
“Ovih dana firma Gusgo Esapore rekonstruira objekt u srebreničkom naselju Učina bašča, gdje do kraja godine planira otvoriti pogon za proizvodnju kolača i sladoleda za koje ima obezbijeđeno tržište. Za ovu proizvodnju bit će potrebno više od 20 hiljada jaja dnevno i zato smo ostvarili saradnju s Mersi corpsom, koji će putem svojih projekata za održiv povratak realizirati program podizanja mini farmi koka nosilja u okolini Srebrenice”, pojasnio je Oslobođenju Senad Subašić, općinski načelnik za privredu i društvene djelatnosti.
Prema Subašićevim riječima, jedna mađarska kompanija planira izgraditi mlin za preradu žita na području Srebrenice, a Mljekara iz Žepča otvorit će pogon za proizvodnju sira i tako će proizvođači mlijeka iz Srebrenice imati siguran plasman.
Saznajemo da će i Fabrika obuće Fortuna iz Gračanice otvoriti pogon za izradu gornjih dijelova obuće, a izvjesno je i otvaranje jednog konfekcijskog pogona.
Ako dođe do realizacije ovih projekata, u što ne treba sumnjati, posao će do kraja godine dobiti oko stotinu novih radnika i tri puta više kooperanata.
Za asfaltiranje saobraćajnice u dužini oko pet kilometara utrošeno je 1.500.000 KM, a sredstva su u potpunosti obezbijeđena iz budžeta grada.
Put u Golešima svečano su otvorili gradonačelnik Dragoljub Davidović, predsjednik Skupštine grada Slobodan Gavranović i predsjednik SNSD-a Milorad Dodik.
"Ovo je jedna od važnijih saobraćajnica na području grada i novi put će doprinijeti razvoju ovog kraja", rekao je Davidović.
Nedjeljko Milošević, predsjednik MZ Goleši, zahvalio je Gradskoj upravi na izgradnji ove saobraćajnice i dodao da je sada omogućena normalna saobraćajna veza sa gradom.
"Uz novi put ovaj kraj će se preporoditi, a nadam se da će se sada mladi početi vraćati selu i ulagati u njega", rekao je Milošević.
I thought this was not possible due to the credit position of BiH as a country.
STRANA ULAGANJA U PRVOM POLUGODIŠTU 268,8 MILIONA KM
SARAJEVO, 3. oktobra (FENA) - Registrovana strana ulaganja u prvom polugodištu ove godine iznosila su 268,8 miliona KM, što čini 7,6 posto ukupnih stranih ulaganja u BiH registrovanih od maja 1994. do kraja juna ove godine.
Posmatrajući registrovana strana ulaganja ne uzimajući u obzir smanjenje kapitala usljed statusnih promjena društava ukupan kapital iznosi u ovom periodu 326,5 milona KM, ali zbog metodologije njihovog kumulativnog praćenja od 1994. radi realnijeg prikazivanja njihovog obima kako po zemljama tako i na nivou BiH uzeto je u obzir i smanjenje stranog kapitala.
Na osnovu podataka Ministarstva vanjske trgovine i ekonomskih odnosa BiH, registrovana strana ulaganja krajem juna u odnosu na stanje krajem decembra lani veća su za 8,3 posto dok su u poređenju s istim polugodištem prethodne godine manja za 552,3 miliona KM ili 3,1 put.
Međutim, ukoliko se iz prvog polugodišta prethodne godine isključe ulaganja u Tvornicu glinice "Birač" ad Zvornik od 465,6 milona KM u tom slučaju ulaganja u ovom polugodištu manja su za 86,7 miliona KM ili 24,4 posto.
Najznačajnija ulaganja odnose se na osam zemalja - Slovenija 67,9 miliona KM (25,4 posto), Austrija 62,7 miliona KM (23,3 posto), Danska 27,6 miliona KM (10,3 posto), Hrvatska 24,4 miliona KM (8,9 posto) SCG 20,6 miliona KM ( 7,7 posto),
Lihtenštajn 16,3 miliona KM (6,1 posto), Mađarska 15 miliona KM (5,6 posto),Turska 14,1 miliona KM ( 5,3 posto) ili 92,6 posto ukupnih ulaganja u prvom polugodištu 2005.
Small Loans Boost Incomes
By Staff
(AXcess News) Maglaj, Bosnia and Herzegovina - Maglaj, Bosnia and Herzegovina - After the war ended in Bosnia and Herzegovina in 1995, unemployment reached 70 to 80 percent, and the population grappled with both post-war reconstruction and the emerging market economy.
Microcredit offered the promise of helping poor people get back on their feet. Two Local Initiatives Projects launched in 1996 and 2002 helped small entrepreneurs all over the country start anew. Special attention was given to those displaced by war, demobilized soldiers, and people disabled during the war.
A total of about US$45 million helped establish eight microcredit organizations. "People get loans from us much faster and more flexibly than from banks," emphasizes Mirsad Milavić, general manager of Sunrise, one of the eight organizations. "Our credit officers are on the ground, visiting borrowers, and getting to know the businesses."
Factory layoffs left many unemployed
A glance around Maglaj, in the hills south of Sarajevo, reveals the difficult economic situation many face. A run-down paper factory provided jobs for most families in the area, but layoffs after the war left many out of work. Muhamed Šehić, 35, a former soldier, had no work experience prior to the war and few options when he returned.
"I heard about the microcredit organization from my friends and thought it sounded like a good idea." Muhamed now owns 17 cows thanks to the loans he received from Sunrise and can support his family with the income he makes from selling milk to the local milk bottling plant.
"Without the loans, I would still have only three to five cows," he says. "The process was very quick, and the deal is fair."
Overall, the two Local Initiatives Projects have disbursed some 350,000 loans, 51% of them to poor people. Almost 185,000 jobs have been created or supported through the loans.
A growing family business
Autoservice Krule illustrates the impact of small loans on a struggling entrepreneur. After the war, Hakija Kruško, a skilled car mechanic, had dreams of leaving for the United States, but his aging mother needed him at home. He initially opened a small garage, but today, after five loans from the microcredit organization 'Partner', he has a large garage as well as a diagnostic center next door, employing five people. Hakija's office is filled with modern electronic equipment and certificates of achievement from Mazda for training he has undergone.
"Since I received the first loan, my profits have increased 500%," Hakija says. "Eventually, I want to be an official car dealer and repair specific brands of cars."
With his earnings, he has sent three of his children to college, and his fourth, a son, has finished high school and works with him in the garage. Hakija's wife contributes to the family business by taking care of the paperwork.
Hakija’s business is an example of the positive impact that microcredit had on employment, with each entrepreneur employing an average of 2.15 workers, thus improving the quality of life for even more people. These workers also received an income boost, as microcredit was found to increase monthly wages by 21 KM, or about €11.5, for each non-household employee. Clients who received microcredit also invested more in both their business premise and equipment.
Business registration among microcredit clients has also grown by 13%.
Despite the successes, challenges still remain for the future of the microcredit sector in Bosnia and Herzegovina. A new law is currently in preparation that would allow microcredit organizations to become for-profit institutions. This would let them obtain capital from sources other than international donors or commercial banks.
"We want to maintain our success, our closeness with our clients, and even export our knowledge to the rest of the former Yugoslavia," Mirsad proclaims. "Our success is shown by the fact that 99% of our clients were able to repay their loans."
Over 19,000 Serbs took part in Srebrenica -report
By Olga Lola Ninkovic
BANJA LUKA, Bosnia (Reuters) - More than 19,000 Bosnian Serbs participated in the massacre at Srebrenica, Europe's worst atrocity since World War Two, a Bosnian government panel said on Tuesday.
Policemen, army officials and civilians worked to enable the killings through tasks that included logistics, transport and communications as well as military operations, according to a report by the inter-ethnic panel.
The figure came from a Bosnian government attempt to identify exactly who killed 8,000 Muslims in July 1995 after Bosnian Serb forces captured the town under the protection of U.N. troops.
"Among those who took part in the crimes were both officials who issued orders and executors," Smail Cekic, a Muslim member of the panel, told a news conference.
He said that 17,000 of those had been identified by name. An even higher figure of 25,000 were in the area of Srebrenica for the capture of the town and the killings that followed though some of those would simply have been on standby, he said.
The panel gathered information from the Serb Republic's interior and defence ministries, army headquarters and the state security agency, Cekic said.
The U.N. war crimes tribunal provided crucial help for the panel and its report would be sent back to The Hague, he said.
Paddy Ashdown, the country's international peace overseer, first ordered the Bosnian Serb government to identify the perpetrators.
"The report ... represents a serious attempt to comprehensively catalogue all persons implicated in the crimes in the Srebrenica area in the period from 11-19 July 1995," Ashdown's office said in a statement.
RESPONSIBILITY
The panel did not assess the level of involvement or responsibility of the massacre participants, Cekic said.
But he declined to comment on the sensitive issue of how many still hold positions in the government, army or police.
The Bosnian Serb government has said nearly 900 people suspected of participating in the atrocity may still be employed by the Serb Republic.
The state prosecutor's office said it would use the panel's report and would focus its investigation on people who still held official positions in the Serb government.
The report would not be made public to avoid undermining the investigation and prosecution of war crimes suspects, the state prosecutor said in a statement.
The Bosnian Serb government admitted last year under international pressure that its forces killed more than 7,000 Muslims in the three-day rampage in the former U.N. "safe area" of Srebrenica and offered the formal apology to the victims.
RSNA ACCEPTED CAVIC’S PROPOSAL FOR POLICE REFORM IN BiH
BANJA LUKA, October 5 (FENA) – The RS National Assembly on Wednesday evening accepted the Agreement on police restructuring in BiH, which was proposed by RS President Dragan Cavic, and which the European Commission has regarded as acceptable.
Fifty-five representatives voted in favor of the decision to accept Cavic’s proposal, five voted against, and 15 representatives abstained.
The Agreement was supported by representatives of SDS, SNSD, PDP, SDP, NHI and SBiH.
Representatives of the Socialist Party abstained, while representatives of the Serb Radical Party (SRS), Serb Radical Party “Dr. Vojislav Seselj”, DNS and the Centre Club voted against.
The agreement on police restructuring proposed by Entity President Dragan Cavic expresses concordance for accepting the basic European principles for police reform in BiH.
The agreement says that all competencies for laws and budgetary matters concerning the police must be defined at the state-level; there will be no political interference with operational police work; and functional local police areas must be defined on basis of technical criteria relevant for police work whereas the operational command would remain at the local level.
“We accept the need for BiH to continue its European path and with this agreement we are ensuring the conditions to advance police capability in providing security for BiH citizens in line with European standards and principles”, is said in the agreement, adding that this agreement must be implemented in line with the BiH Constitution and the Entity constitutions.
“We admit that this agreement does not in any way or in any form regulate or open the issues that are in domain of police reform, and particularly the current judicial and prosecutorial system in BiH”, is said in the agreement, adding that police reform envisages a complex, demanding and long-term process in which focus must be on ensuring all the security segments and financial restrictions during the implementation process.
In this context, the agreement parties agree that the implementation period should last five years, starting from the enactment of this agreement.
“The executive authorities in BiH will form a single working body – Directorate for police restructuring implementation, as the common provisional body of the parties in the agreement, in order to ensure efficient implementation of the process”, is said in the proposed agreement, which specifies that the Directorate will comprise professionals and experts from all authority levels with long-term police and managerial experience. Election and appointments of members of the Directorate will be carried out by the BiH Council of Ministers at proposal of the executive authorities in BiH, and the deadline for its establishment is December 31.
The Directorate would have the task to design a proposal plan for implementing police reform in BiH by phases, including the proposals of police regions, by September 30 2006 the latest.
This will include the following elements: proposal solutions for each of the three conditions of the European Commission from the first article of the agreement, in line with the EC conditions, a detailed time schedule for the overall implementation period and all other legal acts and rulebooks necessary for implementing police reform in BiH.
“The executive authority bodies of the agreement parties in BiH will adopt the proposal plan from the previous item of the agreement by December 31 2006 the latest, and the plan adopted by the executive bodies will be forwarded for ratification to parliaments of the contractual parties for the purpose of the final verification not later than 60 days after its adoption”, is said in the end of the agreement.
ОБНОВA ЉЕЧИЛИШТA У СЛAТИНИ КОД ЛAКТAШA
"СТАРОЈ БАЊИ" НОВИ СЈАЈ
Због недостатка гријања и струје "Стара бања" је досад радила само четири мјесеца годишње. То се одразило и на број туриста који годишње посјете ово мјесто, рекао је Горан Талић
ЛAКТAШИ - До краја фебруара сљедеће године биће завршена обнова објекта "Стара бања" у Слатини код Лакташа. Како каже директор Завода за физикалну медицину и рехабилитацију "Др Мирослав Зотовић" др Горан Талић у обнови "Старе бање" са двије трећине средстава учествује влада Италије, док трећину трошкова сноси Завод.
- Према предрачунима, радови ће коштати око 490 хиљада марака. За извођача радова одабрано је предузеће "Унионинвест" из Источног Сарајева. Предвиђено је да се обнове бањски базени, укључујући њихову електрификацију и топлификацију - нагласио је Талић.
Према његовим ријечима, због недостатка гријања и струје "Стара бања" је до сада радила само четири мјесеца годишње.
- То се одразило и на број туриста који годишње посјете ово мјесто. Поређења ради, 1936. године Слатину и "Стару бању" посјетило је шест хиљада иностраних туриста. Тај број страних туриста већ дужи низ година за нас представља само сјећање - рекао је Талић.
Он је истакао да ће се Завод "Др Мирослав Зотовић" покушати да договори са представницима лакташке власти да се саобраћајница која данас пролази кроз бањски парк, односно измећу бање и Старог хотела, измјести на другу локацију.
- Тиме би такозваном топлом везом, односно ходницима повезали бањско купалиште са смјештајним капацитетима и "Старој бањи" омогућили да буде у функцији читаве године - објаснио је Талић.
У току је и обнова објекта Старог хотела, који је претрпио озбиљна оштећења током олује која је подручје слатинског краја захватила протеклог Видовдана.
Ова улагања, као и изградњу блатних базена, финансира Завод, а према плану, прве госте обновљени хотел могао би да прими већ почетком сљедећег мјесеца. Послије ових почетних улагања у "Зотовићу" кажу да ће у сарадњи са Заводом за заштиту споменика покушати да пронађу рјешење да се крене и у обнову бањског парка, који је под заштитом државе.
- Протекла олуја оборила је 58 стољетних стабала у парку који већ пуни вијек представља амбијентални симбол овог мјеста. Његова обнова подразумијева квалитетан план и велика новчана улагања. Уколико се пронађу могућности да се крене у овај програм, вјероватно ће бити расписан међународни јавни оглас за израду плана коначног изгледа парка - рекао је др Горан Талић.
ИЗГРAДЊA И ОБНОВA У КОЗAРСКОЈ ДУБИЦИ
МАШИНЕ НА СВЕ СТРАНЕ
Улице су раскопане, тротоари закрчени, прилази многим трговинама скоро онемогућени, а звуци грађевинских машина надјачали су свакодневну градску вреву
КОЗAРСКA ДУБИЦA - Козарска Дубица ових дана личи на велико градилиште. Улице су раскопане, тротоари закрчени, прилази многим трговинама скоро онемогућени, а звуци грађевинских машина надјачали су свакодневну градску вреву. Међутим, Дубичани су ипак задовољни јер се, за разлику од протеклих година, ради на пословима које су дуго прижељкивали и који ће, кад буду завршени, промијенити слику града.
- Козарска Дубица је ове јесени једно велико радилиште. Многи радови су у току, а ускоро ће започети и нови - рекао је начелник Општинског одјељења за просторно уређење и стамбено-комуналне послове Милинко Симатовић.
Према његовим ријечима, паралелно се ради на више објеката комуналне инфраструктуре, али и другим програмима од посебног интереса за грађане ове општине, чија је укупна вриједност око 700 хиљада марака.
- Један од најзначајнијих инфраструктурних објеката, вриједан 250 хиљада марака, чија реализација је у току, везан је за изградњу колектора и канализације у избјегличком насељу "Петар Пеција", гдје је општина додијелила 250 грађевинских плацева, од којих је више од пола изграђено, а куће усељене - истакао је Симатовић.
Он је појаснио да је средства за изградњу колектора и канализације осигурала дубичка општина из буџета, док су грађани овог насеља одлучили да изградњу подрже и властитим средствима у износу од по хиљаду марака по домаћинству, која ће прикупити у девет рата.
__________
БИОСКОП
Милинко Симатовић најавио је да ће наредних дана започети и завршни радови на обнови бивше зграде дубичког биоскопа "Козара", која ће, према раније урађеном плану, добити функцију Дома културе.
- За овај посао осигурали смо 250 хиљада марака властитих средстава. Радови ће започети ових дана, а очекујемо да ће бити окончани до краја године - нагласио је Симатовић.
__________
- Завршетком ове фазе радова ријешиће се један од највећих проблема новог градског насеља, чији су становници, због неријешене одводње отпадних и оборинских вода, више мјесеци у току године буквално били поплављени - нагласио је Симатовић.
Упоредо са изградњом колектора и канализације почела је и обнова тротоара у улици Војводе Путника.
- Ријеч је о тротоару у најфреквентнијој градској улици, укупне дужине 650 метара. Завршетком овог посла, вриједног 70 хиљада марака, осигураће се сигурније одвијање саобраћаја и већа безбједност пјешака - вели Симатовић.
Учесницима у саобраћају, возачима и пјешацима, рјешење бројних проблема донијеће и нови семафор, који се управо поставља на раскршћу улица Војводе Путника, Душана Силног и Краља Петра Првог Ослободиоца.
- Постављањем семафора на овој раскрсници боље ће се ријешити функционисање, односно проток саобраћаја на градској заобилазници - каже Симатовић и наглашава да је за постављање семафора општина издвојила 35 хиљада марака.
Начелник Општинског одјељења за просторно уређење и стамбено-комуналне послове нагласио је да је започета изградња нове трафо-станице у индустријској зони, обнова фонтане на градском тргу, као и поправка великог градског часовника, који ће, послије дужег периода, коначно показивати тачно вријеме.
Bosnia set to follow Croats and Serbs on EU track
06.10.2005 - 18:00 CET | By Mark Beunderman
EUOBSERVER / BRUSSELS - Following major recent progress towards EU membership by Serbia and Croatia, the Bosnian Serb parliament on Wednesday (6 October) backed down on blocking a key EU-proposed police law necessary for Bosnia to start official preliminary talks with Brussels.
The parliament of the Republika Srpska, the ethnic Serb entity within Bosnia-Herzegovina, on Wednesday by a large majority adopted a controversial police reform, which it had by an equally large majority rejected three weeks ago.
The acceptance by all entities in Bosnia of the police plan has been repeatedly mentioned by the European Commission as a strong precondition for the country to start talks on a Stabilisation and Association Agreement (SAA) with Brussels.
The commission on Thursday welcomed the move, saying in a press release that "this proposal is fully in line with the three principles outlined by the European Commission for successful police reform."
A commission spokesman said there was "no date" yet to start the SAA talks, as the reform has to be equally adopted by the national and Muslim-Croat parliaments.
Anyhow the BL tower will be great economic boost as controling the sky is a very profitable undertaking. It could mean over 50 million more marks in to the State Budget and could see more employment for the BL region and the wider BiH... if they upgrade the Sarajevo and Mostar towers and centralize it under BL there could be even more money coming in.. I read in the news that the CoM will decide in three months who gets the control HQ. BL is at the top of the list because of the investment made in the tower..
Susreti privrednika BiH i SCG na ZEPS-u
Što prije ukloniti trgovinske barijere
ZENICA - U okviru pratećeg programa manifesatcija ovogodišnjeg ZEPS-a koji se od 4. do 9. oktobra održava u Zenici, u srijedu je održan skup privrednika na temu “Privredna saradnja između BiH i SCG”. U organizaciji Privredne komore Srbije i Privedne komore Crne Gore te Spoljnotrgovinske komore BiH, privrednici dvije zemlje razgovarali su o mogućim oblicima saradnje.
Tri prepreke
“Mi smo vrlo važni i značajni partneri jedni drugima. Obim ekonomske razmene koji SCG ima sa BiH kontinuirano raste i iznosi oko milijardu dolara. Nedostaju viši oblici privredne saradnje, a smetnja može biti i veliki debalans u trgovinskoj razmeni. Treća prepreka na koju privrednici kontinuirano ukazuju jeste spora i složena procedura na graničnim prelazima. Mi kao države koje pretendujemo da budemo članice Evropske unije moramo uraditi sve da se ti odnosi poboljšaju. Pre svega moramo raditi na zaštiti interesa privrednika i zaštiti interesa privreda naših dveju zemalja”, kazao je Stanimir Vukičević, ambasador Srbije i Crne Gore u BiH.
Milan Lovrić, potpredsjednik Spoljnotrgovinske komore BiH, naglasio je da je vanjskotrgovinska razmjena dominantno naslonjena na susjedne zemlje i da su glavni bh. vanjskotrgovinski partneri Hrvatska i SCG.
“Ovaj skup je bio pilika da se vidi gdje smo danas. Srbija je od pete pozicije 2000. godine kao zemlja partner BiH došla na drugu poziciju prošle godine. Znači, potvrđuje se da imamo komplementarna gospodarstva i time puno prostora za veću suradnju. Za nas je važno da se pokrenemo prema tim tržištima. Znači BiH treba svoje potencijale, resurse koje objektivno imamo u metalnoj industriji, energetici, poljoprivredi, tekstilu, učiniti konkurentnima i da negativnu vanjskotrgovnsku razmjenu koja je kumulativno već sada postala opasnost i blokada za daljnji razvitak BiH dovedemo u aktivnu poziciju. Dakle, da pokrivenost uvoza izvozom od sadašnjih 30 i nešto posto krene prema 50 posto i da napravimo novi iskorak razvitkom nekih uslužnih djelatnosti, turizma, kooperantskih odnosa za osvajanja trećih tržišta”, izjavio je Milan Lovrić.
Prema Lovrićevim riječima, obim vanjskotrgovinske razmjene između SCG i BiH 2000. godine bio je 430 miliona eura, a pošlogodišnji 820 miliona eura. BiH je izvezla 238 miliona, a uvezla 563 miliona, te je zabilježen deficit od 324 miliona eura, a pokrivenost uvoza izvozom bila je 42 posto. BiH uvozi značajne količine nafte iz Srbije i poljoprivredne proizvode, a najvećim djelom izvozi sirovine- rvo, ugalj, proizvode baznog dijela hemijske industrije.
“Srbija i Crna Gora je jedna od rijetkih zemalja za koju možemo zaista otvoreno reći da su ekonomski odnosi bolji od političkih. Stalno raste razmjena između dvije zemlje, pokrivenost je dosta korektna, pogotovo FBiH sa SCG, ali ima i problema koji se javljaju u provođenju ugovora o slobodnoj trgovini. Problem je nesređeno stanje u SCG jer često naša roba nailaze na nejednak tretman u Srbiji, Crnoj Gori i na Kosovu. Stalno se dešavaju neke promjene i naši privrednici u tom smislu nemaju izvjesnost. Ono što se zajedno može uraditi jeste brzo međusobno priznavanje certifikata institucija BiH i Srbije odnosno Crne Gore, i sa druge strane skraćivanje postupaka na granici”,kazao je Tarik Đođić, direktor Sektora za međunarodne ekonomske odnose
Spoljnotrgovinske komore BiH.
Saradnja klastera
“Danas smo bili u prilici da vidimo prezentaciju dva klastera iz Srbije - poljomehanizacije i autoindustrije. Također smo čuli da i BiH ima klaster autoindustrije. Evo prilike da prvo putem ta dva klastera pređemo na viši oblik saradnje, a to znači da počne zajednička proizvodnja za jedno ili drugo tržiše, odnosno zajednička proizvodnja za treća tržišta. Osim toga, imamo ozbiljnu mogućnost za saradnju u oblasti drvnoprerađivačke industrije, jer 16 posto trgovinske razmene BiH sa Srbijom čini drvna građa, odnosno prerada drveta.. U oblasti prehrambene industrije prerada voća i povrća također je nešto što može da predstavlja oblik više saradnje”, istakao je dr. Stojan Jevtić, potpredsjednik Privredne komore Srbije.
Privrednici BiH i SCG pozvali su vlade i administraciju i jedne i druge države da prate ideje privrednika i da učine maksimalno što mogu prije svega na sklanjanju nepotrebnih prepreka odnosno administriranja, te da učine veće napore da se riješe neka međusobna priznavanja i certifikacije.
Problemi na granici
“Ukupna razmjena BiH i Crne Gore u prvom polugođu ove godine bila je 70 miliona eura. Privredna saradnja ide uzlaznim tokom i sve se više otvaraju mogućnosti za daljnju saradnju. Barijere za intenziviranje privredne saradnje između dvije zemlje su administrativno-birokratske procedure koje postoje na granici. Međutim, to je prije nesnalaženje određenih službi odnosno organa koji rade te poslove nego što je to namjera. Problema ima, ali nisu tako izraženi da se to ne mogu prevazići”, rekao je Velimir Mijušković, potpredsjednik Privredne komore Crne Gore.
Stolac-Neum: Cesta i "informaciono-komunikacijska" magistrala
Vlada Federacije BiH, na današnjoj sjednici u Sarajevu, je donijela Rješenje kojim se dozvoljava Direkciji cesta u FBiH ulazak u posjed eksproprisanog zemljišta namijenjenog izgradnji magistralne ceste M-17-3 Neum-Stolac, dionica Stari Neum-Kiševo, prije pravosnažnosti rješenja o eksproprijaciji
Kako je saopćeno iz Federalne vlade, Rješenje je doneseno iz razloga što je riječ o putu čija je izgradnja od općeg interesa, a njegovoj izgradnji, s obzirom na vremenske uvjete, potrebno je pristupiti što prije.
Vlada FBiH se upoznala sa Informacijom o pripremama za izgradnju informaciono-komunikacijske magistrale u BiH i to na postojećoj željezničkoj infrastrukturi.
Realizacija projekta je u skladu sa politikom razvoja informacionog sistema u BiH i podržana je na međunarodnoj konferenciji o razvoju informacionog društva koja je u veljači ove godine održana u Sarajevu.
Za projekat se zainteresirala kompanija “Team System Infocom Services” iz Beča koja ga u suradnji sa željezničkim sektorom želi realizirati na postojećoj željezničkoj infrastrukturi na bazi zajedničkog ulaganja.
Predviđena je izgradnja suvremene informacione mreže koja će povezati čitav teritorij naše zemlje, te omogućiti zadovoljenje potreba u sektoru informacijskih komunikacija operatera fiksne i mobilne telefonije, željezničkih i drugih kompanija.
Kako se navodi u saopćenju, Vlada je dala suglasnost Željeznicama FBiH i Dioničkom društvu BH Telecom iz Sarajeva da sa austrijskom kompanijom “Team System Infocom Services” osnuju društvo za realizaciju projekta na postojećoj željezničkoj infrastrukuri.
Sporazum koji regulira zajedničku realizaciju projekta treba da ostane otvoren i za priključivanje HT-a Mostar i Telekoma RS.
Federalno ministarstvo prometa i komunikacija će pratiti pripreme za realizaciju projekta i o tome redovno obavješćivvati Ministarstvo komunikacija i transporta BiH, navodi se u saopćenju.
NATO recognizes the political leadership and vision that has allowed for this progress and remains committed to fully support the BiH authorities in implementing Defence Reform .
NATO looks forward to welcoming BiH into Partnership for Peace based on its overall performance, in particular, full cooperation with ICTY and to further assist the country in its path towards Euro-atlantic integration.
UIO smanjuje rok za povrat PDV-a
BANJA LUKA - Upravni odbor Uprave za indirektno oporezivanje BiH (UIO) zaključio je da treba ići u pravcu zahtjeva privrednika da im se skrati rok za povrat PDV-a, izjavio je juče Miodrag Kudić, član Upravnog odbora UIO.
Kudić je kazao da je UIO formirala Radnu grupu koja će analizirati dva člana Zakona o PDV-u, koji se odnose na povrat sredstava obveznicima PDV-a.
"Uprava će uvijek izaći u susret opravdanim zahtjevima privrednika za što kraći povrat PDV-a, jer joj nije cilj da drži njihova sredstva. To kod izvoznika neće biti problem, ali vjerovatno hoće kod novih firmi gdje nam treba vremena za provjere kako ne bi došlo do masovnih prevara", ističe Kudić.
On smatra da se u vezi s tim, ipak, ne treba mijenjati Zakon o PDV-u, "pošto i u postojećem zakonskom rješenju ima prostora za povrat PDV-a prije 60 dana, jer je navedeno da će se on izvršiti najkasnije u tom roku".
"Pripreme za PDV trebamo sprovoditi po postojećem zakonu, a poslije 1. januara da se, ako bude potrebno, ide u izmjene po hitnom postupku. To je, ipak, moje lično mišljenje, a UIO će odluku donijeti na osnovu analize Radne grupe", napomenuo je Kudić.
Asocijacija poslodavaca BiH zatražila je ranije od UIO da se u članu 52 Zakona o PDV-u rok za povrat sredstava sa 60 dana skrati na 30, te da se briše član 72, prema kojem se u prvoj godini od uvođenja PDV-a obveznicima ne vrši povrat sredstava, već se prenosi kao akontacija za njihove buduće obaveze.
"Nećemo kozmetičke izmjene, već brisanje člana 72 zakona, koji je drastičan. Jednostavno ne želimo da punimo državno bure bez dna", ističe Tomislav Grizelj, predsjednik Asocijacije.
U Savezu poslodavaca RS idu još dalje, ocjenjujući da inicijative institucija vlasti za smanjenje povrata PDV-a označavaju početak predizborne kampanje.
"Radi se samo o dodvoravanju javnosti. Ključne izmjene Zakona treba izvršiti uvođenjem dvije stope PDV-a kako ne bi došlo do smanjenja potrošačke moći stanovništva koja će se negativno odraziti i na privredu", kazao je Damir Miljević, predsjednik Saveza poslodavaca RS.
P. KLINCOV
Ostaje jedna stopa PDV-a
Upravni odbor UIO BiH ostaje pri stavu o uvođenju jedinstvene stope PDV-a, jer proširivanje nulte stope ili oslobađanja drugih stavki osim izvoza nije kompatibilno sa smjernicama EU, saopšteno je iz UIO.
U UIO ocjenjuju da bi više stopa PDV-a povećalo kompleksnost poreza i otvorilo mogućnost za prevare i korupciju, te dovelo do kašnjenja u uvođenju i neophodnom povećanju standardne stope. Napominjući da entiteti jačaju svoje socijalne programe, te da im na raspolaganju stoji pomoć Svjetske banke od 80 miliona KM, u UIO smatraju da će to biti "više nego dovoljno za kompenzaciju jednokratnog porasta cijena do kojeg bi moglo doći, a koje neće premašiti 5,50 KM mjesečno za osnovne životne namirnice".
^ Ma to je bilo više...isprovocirano nekim stvarima koje sam danas čuo. U biti mi je krivo što se vladajuće bošnjačke stranke ponašaju, u najmanju ruku, nelogično. Sve vrijeme govore kako treba da ukinemo entitete i da živimo svi skupa, zajedno, ravnopravno, a onda se protive da bilo koja zajednička institucija bude u bilo kojem gradu sa srpskom većinom. Zaboga, pa zar sve treba da bude u gradovima sa bošnjačkim većinskim stanovništvom?
I onda kao šlag na tortu čujem da je Trg Oslobođenja od danas Trg Alije Izetbegovića, a Međunarodni aerodrom Sarajevo od sada - Međunarodni aerodrom Alija Izetbegović! Pa miša mu jebem, je l' se tako gradi zajednička država? Šta sad oni Čavićevi nacionalisti treba da urade, da preimenuju...ustvari oni i ne vladaju u Banjaluci, ali eto recimo vladaju u Doboju. Je l' sad treba da preimenuju autobusku stanicu u Autobuska stanica doktor Radovan Karadžič?
Ja se samo molim da poslije ovih izbora Dodik i Lagumdžija skontaju nekakvu koaliciju pa da nacionalistima konačno vidimo leđa, da napravimo nekakvu orlovsko-ljiljansko-šahovničku antinacionalističko-šovinističku revoluciju u Bosni i Hercegovini...
Posao za 27 radnika
ZENICA - Kompanija "Stanex" d.o.o. od juče je bogatija za Tvornicu drvenih bubnjeva za namotavanje kablova, vrijednu 350.000 evra.
Tvornicu koja će zaposliti novih 27 radnika, uglavnom onih koji su ostali bez posla u zeničkoj Željezari, juče su presijecanjem vrpce otvorili Husejin Smajlović, načelnik opštine Zenica, Anto Stanić predsjednik Uprave kompanije "Stanex" d.o.o., i Emil Brnić, generalni direktor preduzeća "Stanex" d.o.o. Zenica.
"Na prostoru bivše Jugoslavije, postoji manji broj preduzeća koja se bave proizvodnjom bubnjeva. Međutim, ova tvornica prva je u BiH. Priželjkujemo da će se naši dnevni kapaciteti sa sadašnjih između 100 i 150, vrlo brzo povećati i da ćemo do kraja godine mjesečno proizvoditi više od 2.500 jedinica", kaže Emil Brnić, generalni direktor preduzeća "Stanex" d.o.o. Zenca.
Tvornica za proizvodnju drvenih bubnjeva za namotavanje kablova opremljena je najsavremenijom tehnologijom za obradu drveta. Njeni vlasnici, kompanija "Stanex", koja upravo slavi deset godina postojanja, osim drvenih bubnjeva, najmeravaju proširiti asortiman proizvoda i to tzv. evropaletama namijenjenim tržištu Evropske unije.
From my perspective I see it as one of the problems facing BiH right now, 1 country which has the trappings of 2 countries. Anyways, its a step in the right direction.
Totally agree with you. :yes:
BTW, how's the Bosniak community up in Brisbane? I hear there's quite a few up there these days? :)
^ Može, može...ako igdje može, može ovdje. Samo se čekaju sljedeći izbori pa da skinemo nacionaliste sa vlasti. Onda ćemo se mi lako dogovoriti oko svega.
What did he do exactly? I cant remember .....
Well he was found guilty of embezzling money from a bank set up by Croat nationalists to fund a mini-state.
Bosnia beat San Marino with Bolic hat-trick
Sat Oct 8, 2005 9:20 PM BST9
ZENICA, Bosnia, Oct 8 (Reuters) - Striker Elvir Bolic scored a second-half hat-trick to give Bosnia a 3-0 win over San Marino in their World Cup qualifier on Saturday to keep their alive their hopes of reaching their first major tournament.
Bosnia dominated the European zone Group Seven game from the beginning, hitting the bar and wasting several good chances, but struggled to fully impose themselves until Bolic's 47th-minute header from eight metres.
Bolic dived to head past keeper Michele Ceccoli's near post in the 61st before completing up his hat-trick with a simple five-metre tap-in after Ceccoli failed to control a fierce shot.
The veteran striker took his Bosnian all-time leading scorer's tally to 24 goals in 49 matches.
The Bosnians, with 16 points and one game to go, were second in the group, three points behind leaders Serbia and Montenegro before fellow contenders Spain's match against Belgium had finished in Brussels.
Bosnia meet Serbia in Belgrade in a decider on Wednesday.
