It has imo to do with how much money you spend on cleaning and how often you clean up. I think the subway stations there are cleaned 3~4 times a day.
In Tokyo the buildings are often much newer than in other big cities.
Well, and last not but least the pics show the better parts of Tokyo.

I notice a number of cities have this statue :

http://askayama.net/machicard/tokyo23/minato/66plaza.jpg

Here is its counterpart in Ottawa, Canada's capital city :

Ottawa has the statue too? Don't forget London also has that sculpture (not a statue).

Japanese cities are the way they're as the Japanese people are generally well brought up & good social behaviour have become second nature to them. This extents all the way to ordinary Japanese, rich or poor. It is an amazing country & the people are so nice. Don't worry about Japan being overtaken by China economically. Size alone DOES NOT matter. Japan will always be top, because the ordinary Japanese are near perfect socially. The cleanliness of their cities as mentioned by many forumers here is not due to an army of cleaners cleaning up at a certain time. It is due to the fact that Japanese don't litter!

Not quite true. Japanese people are far from perfect, there's certainly an anti foreigner mentality amongst a percentage of the populace. Other than that it's a magnificent country :)

Well Japan is clean in general is because of education and its culture. They are not only clean but organize with a sense of style and taste when it comes to urban design and overall it will give a very modern and comfortable impression even when its so dense. Also their strict building codes also makes a difference so all structures must built a certain way and they're quite uniform.

Dont't you think that maybe this anti foreigner mentality is caused because the foreigners don't have the cleaning and organizing culture that Japanese have?
I think is is like when you clean and try to keep neat and organized your room and then your little cousins get in there and make a mess.

Anyway, I don't think there is a perfect society, not Japan or any other country. All of them have their own advantages and disadvantages.

I think it is not because of their clean, neat or well organized culture, but they are homogeneous society. thats why
