its written in hebrew.
please scan it bigger, its in hebrew but the letters are too small to read.

top leters בע"ה means bezrat hashem, with the help of g-d.
first word - יעקב yaakov, Jacob

sentence in bold text:
hahaver r' yaakov ben hahaver r' tzvi halevi
probably: friend (congregation member) rabbi yaakov son of friend rabbi tzvi halevi

lower word in bold text:
brachot (blessings).

it may be some kind of rabinical authorization degree or a ktuba (marriage contract)

If you save the image to 'My Pictures' and incerease the resolution it will be easier to see it. Thanks ya all. It is most likely to be marriage contract, because I have this other document which I got along with this one , and it is "Marriage Approval Document", but it's not written in Hebrew. Thanks, at least now I know what it is.

where did you get it from?

I actually dont think its a marriage contract but some kind of degree,
because marriage contracts are much more ornate, with handpainted
drawings and blessings.

These are some ktuba (marriage contracts), so you can see theres a big difference,
but maybe it was just a very simple plain one..

I found it in my grandparents old house, unfortunately they passed away. What I don't get is why would they have handwritten document in Hebrew when they lived in Slovenia. Who knows where they got it from.

maybe from jews hiding in their house during the holocaust, you can hand it in to a synagogue and they will tell you what it is, it may be of value to holocaust museums.

One option is that they were Jews :dunno:
The other one is what source suggested. In any case, please preserve this historical document! It’s a part of an almost extinct culture that is the European Jewry. Better yet, find out exactly what it is (you can scan it for us or hand it over to a synagogue) but its you decision.

No, they definitely weren't Jews, but who knows maybe some of my great great great grandparents were of Jewish origin. So you guys are not sure what it means either!?

That stamp which is hard to see in upper right corner says, "David Lowy, Oberrabbiner vob (or von) Syrmleh." In LOWY, O and Y have two dots (..) above them. What does this mean?
