nazi_najih22 May 6th, 2009, 02:08 PM Motorists can now forget about traffic congestion along the perennially clogged C-5 road with the recent completion of the Metropolitan Manila Development Authority (MMDA)’s revolutionary elevated U-turn interchange, the first of its kind in the Philippines , and perhaps in the world. [Not so.]
Completed in a record time of four months, the Phase 2 (South Side) of the C-5/Kalayaan Urban Interchange will be inaugurated today, a testament to the MMDA’s commitment to relieve Metro Manila of its decades-old problems on traffic.
The man behind the elevated U-turn project – MMDA Chairman Bayani Fernando – likes to think of it as the newest traffic engineering solution that has so far been conceived to address the metropolis’ traffic situation.
“With the opening of the second C-5/Kalayaan Interchange, we can now further free up traffic along C-5 and Kalayaan Avenue , as well as speed up travel towards Quezon City and southern part of Metro Manila,” Fernando said.
The C-5/Kalayaan Urban Interchange project will easily connect the South Luzon Expressway (SLEX) in Taguig City to the north end of C-5, the McArthur Highway in Valenzuela City and the North Luzon Expressway (NLEX), according to Fernando.
And unlike the conventional flyovers and tunnels, an elevated U-turn does not take up much road space, making it more applicable in urban areas with relatively small land area, he stressed.
“With the limited urban space in Metro Manila, the C-5/Kalayaan Urban Interchange requires only minimal space, “Fernando said.
President Gloria Macapagal-Arroyo will formally grace today’s formal inauguration of the U-turn interchange near the C-5/Kalayaan Avenue intersection in Makati City, along with the mayors and congressmen of the six cities that straddle the 19.7-kilometer C-5 road – Quezon City, Mandaluyong, Pasig, Marikina, Makati, Taguig and the municipality of Pateros.
“An innovation in road engineering” was how MMDA Assistant General Manager for Planning Dr. Corazon B. Cruz, the project director, describes the recently completed elevated U-turn.
AGM Cruz said billions of pesos in fuel and time savings, vehicle maintenance, and government expenses on personnel, equipment, and electricity will be saved with the full operation of the elevated U-turn interchanges.
The first elevated U-turn interchange, located at the north bound lane of C-5, was completed in August 2008, after only six months of construction. The second phase commenced four months later, on December 2, 2008 and completed on April 17, 2009.
The full operation of the two elevated U-turn interchanges is expected to increase travel speed at the C-5/Kalayaan corridor up to 43.61 kilometer per hour (kph), a dramatic improvement to the days when the C-5/Kalayaan intersection was still a four-phase traffic.
“By removing the traffic signal lights and closing the ( C-5/Kalayaan Avenue ) intersection, traffic flow is now continuous, providing motorists an unimpeded travel,” Fernando said in explaining the U-turn traffic concept.
Developed in view of the MMDA’s continuous effort to seek new alternatives to improve the metropolis’ traffic condition, the elevated U-turn scheme underwent rigid traffic simulation tests conducted by the agency’s Traffic Engineering Center (TEC) and the National Center for Transportation Studies (NCTS) of the University of the Philippines .
The elevated U-turn interchange was chosen over the original proposal to construct a vehicular underpass ortunnel along the C-5 road, which proved to be more impractical and expensive.
Fernando said the elevated U-turn interchange does not entail the utilization of traffic signal lights, 24-hour lighting, or traffic enforcers, and is not prone to flooding compared to a tunnel.
“We conducted numerous studies for this project and we found out that the elevated U-turn is much more viable and would be of great help in reducing traffic gridlock in the area,” Fernando said.
Fernando said C-5 road is now the best alternative for motorists using Edsa, thus freeing up traffic volume in the 24-kilometer national highway.
“There is nothing like this in the world,” Fernando said of the elevated U-turn interchanges.

Mabilis talaga magtrabaho ang MMDA, concrete reblocking in libis area are done in a day. friday night, road are excavated, saturday morning concrete pouring, curing till sunday, monday morning, roads are open.

Kaya hindi kagandahan yung design eh nagtitipid ang mmda, kaya may kanto yung u turn.
Pero subukan nyong umakyat sa elevated u-turn, doon nyo makikita yung curve. yung guide sa road, yung painted white sa kalsada.:)

The elevated U turn really works! This morning, at 9 AM, I passed by the area, it was raining, rush hour, and to my surprise, I travelled 40 to 60 kph from Tiendesitas to Bagong Ilog flyover, all the way to the Fort. There were so many vehicles/cars at this time.

Of late, traffic has been heavy at the intersection of C-5 and Kalayaan Avenue given the ongoing construction of the Metropolitan Manila Development Authority’s (MMDA) latest infrastructure project, an elevated U-turn ramp or a U-Turn On Top, or U-TOT. This latest project of MMDA Chairman Bayani Fernando, a first in the metropolis, aims to eventually ease traffic flow at this very busy intersection by shutting it down, literally, and forcing east- and west-bound motorists to instead make wide U-turns along C-5 to get to their destination.
As a motorist, I was never fully in favor of the MMDA initiative to shut down many traffic-light intersections by instituting more U-turns—a poor man’s alternative to building a series of circumferential roads with single-way traffic flow. Quezon Avenue is one perfect example of how this monstrous U-turn project is not working out. The problem, after all, is not so much traffic management as road space. Simply put, there are just too many cars on the road—or too narrow roads for the volume of cars in use. And not even a metropolis of U-turns can fix that.
It is a good thing the MMDA finally had enough sense, and budget, to put a lot more thought to the C-5/Kalayaan Avenue U-TOT. To be effective, U-turn slots should actually be at the outer lanes—and not at the inner lanes like on Quezon Avenue. This results in crisscrossing motorists, as well as a much slower left lane—which should be the fast lane. It also results in a further narrowing or roads, and thus exacerbates the problem of road space.
By putting the U-TOT on-ramp and off-ramp at the outer lanes, inner lanes are kept free flowing for south- and north-bound vehicles—with the left lanes maintained as fast lanes. Vehicles on Kalayaan Avenue heading east can also turn right to C-5, stick to the right, get on the ramp and then off, and then turn right again to head east without having to cross the paths of south- or north-bound motorists. This, obviously, makes more sense than having the same cars block traffic by cutting through C-5 just to make their way to the inner/leftmost lane to make a U-turn, and then cut through C-5 once more to make their way to the outer lane to turn right.
The sad part is that C-5 may be the first and last place to see the rise of the MMDA U-TOT. Putting up an elevated U-turn ramp is both difficult and expensive. It takes time to build, and, obviously, requires plenty of space. But given the recent widening of Commonwealth Avenue, some parts can already accommodate the construction of a U-TOT. Perhaps the MMDA can look into it. Such construction can result in lasting benefits.

That's very unusual in other parts of the Metro. Aside from that, it is my usual hobby to count some trash on their sidewalks. Of course, there would be some trash but it is very very minimal, just some few cady wrappers and such.

Northbound, bumagal ng kaunti dahil nagbuildup dun sa may Bagong Ilog bridge kaso un takbo namin was around 10 to 20kph kaso non stop. Kaunti palang ang gumagamit ng Second U-TOT.. Mga 7PM un..
Ngayon, Southbound mga 9PM from Greenhills..May kaunting buildup dun sa ilalim dahil masikip kaso ang speed was around 20 to 30kph none stop except when some cars go right to Kalayaan avenue. Kaso, paglampas mo, mabilis uli takbo mo.

The only thing that bothers me is how they mixed the used of color pink in almost every aspect of the traffic & pedestrian signs. How I just wished they referred from the Manual of Traffic Signs first before implementing the color pink. Because every color has it's own representation and meaning, and for them using the pink in non-incident/management purposes is just rediculous. But then, the given link is the american version. And for the philippines who have been following a lot of american styles in the past is just unorthodox for not following this US-version sign colors, perhaps developing their own pinoy version. Still, the use of pink is unpopular.

These traffic signs have to be maintained regularly to keep them readable and visible during day or night, foggy or raining or during in some extreme weather conditions at all times. Does discipline really starts from the use of flourescent pink? I think it's the implementation of the laws and enforcing it is the real deal to make people honor and abide the rules, and color has nothing to do with it. The colors have their own use for us to recognize it which type of rules are placed. So i don't think that it was the pink color that really grabbed the attention of the people to follow the rules, because i think anyone who have refurbished and repainted those traffic & pedestrian signs alone can attract enough attention.
So far, even from Mithril Cloud's given link, only the philippines as the only country that is using the pink color for most of the general traffic purposes.
The other thing is, does the color flourescent pink recognizable at night?

Does discipline really starts from the use of flourescent pink? I think it's the implementation of the laws and enforcing it is the real deal to make people honor and abide the rules, and color has nothing to do with it. The colors have their own use for us to recognize it which type of rules are placed. So i don't think that it was the pink color that really grabbed the attention of the people to follow the rules, because i think anyone who have refurbished and repainted those traffic & pedestrian signs alone can attract enough attention.

True to that. Then yes maybe that one is considered as an incident management... But then again, the use of pink is an american version and they do have their own description of Pink use for their traffic signs, and they do use flourescent green for their pedestrian walkways and most of it's guard rails. The problem here, are we abiding with the Vienna Convention on Road Signs and Signals? :)

This manual should serve as a guide for all LGUs including the MMDA and it follows the guidelines set in the Vienna Convention that the Philippines is a signatory to. LGUs may adopt local signs and even have a translation (in the local language or dialect) as long as they are consistent with international standards (e.g., size, shape, font, color, reflectivity, etc.).

The only thing that bothers me is how they mixed the used of color pink in almost every aspect of the traffic & pedestrian signs. How I just wished they referred from the Manual of Traffic Signs first before implementing the color pink. Because every color has it's own representation and meaning, and for them using the pink in non-incident/management purposes is just rediculous. But then, the given link is the american version. And for the philippines who have been following a lot of american styles in the past is just unorthodox for not following this US-version sign colors, perhaps developing their own pinoy version. Still, the use of pink is unpopular.

Well, for one, the Philippines does not have its own comprehensive version of the MUTCD (the Manual on Uniform Traffic Control Devices). We have the DPWH manual, but it seems inadequate. Something tells me our congressmen our lazy. The lack of a local version up to the level of the MUTCD results in what we have today: an unregulated boom in the number of signs erected nationwide. That's why if you notice, everyone seems to have erected different signs using different typefaces and symbols: the MMDA, local governments, expressway operators and real estate developers are all using different sets of signage, with different typefaces and designs. On the one hand, at least there is an effort to impose a uniform standard: one is taking shape at the SLEX with the adoption of the Clearview typeface, and both San Juan City and Quezon City (albeit to a lesser extent) have done a very beautiful job adopting Highway Gothic (which should be the standard for signs outside expressways, highways and other similar roads, per the MUTCD) for all its street signs. On the other hand, you have cities in Metro Manila which have different signage for different localities. A good example of this is Makati, where street signs vary from barangay to barangay. This phenomenon also exists in Pasay and in cities with high concentrations of gated communities and subdivisions, such as Parañaque, Las Piñas and Muntinlupa.
In the provinces, the problem is even worse, given the arbitrary way local governments (and politicians in particular) erect signs. If you go to Quezon, for example, if you drive on the Pan-Philippine Highway to Lucena City, all those towns being crossed by the highway (Tiaong, Candelaria and Sariaya), as well as the city itself, have signs erected by Congressman Proceso Alcala and family. The majority of the signs he erected, which are directional signs pointing to different barangays and landmarks in the concerned municipalities (and city) are so small they're not visible from afar, unlike signs in the U.S. which serve the same purpose. They also use a different typeface for those signs, and below his signs is his campaign slogan: "Alcala Subok Na!"
It seems that traffic signs in the Philippines are regulated not nationally, but locally and, even more importantly, on the congressional district level. Congress really needs to convince the DOTC, the LTO, the MMDA and all other concerned entities to try and draft a new version of the road signs manual based on its American counterpart, pass it into law and enforce it nationwide. Then again, our congressmen and concerned agencies may just balk about the lack of money and/or actual need for such a manual on uniform traffic control devices. This is a political will thing, and if no one will urge them to budge, then it will not even see the light of day. :ohno:
Just as a bit of an add-on: all road signs should be in English and Filipino. Currently, they are all in English, save for the incident management signs of the MMDA.

At least 600 new workers have been hired by the Metropolitan Manila Development Authority (MMDA) in its continuing program of providing job opportunities for the poor and underprivileged residents of Metro Manila.
The 600 newly-hired employees took their oaths and signed their appointment papers today before MMDA Chairman Bayani Fernando, who welcomed them in the agency’s "Metro Gwapo" workforce.
The hired workers were laborers, foremen, painters, carpenters, masons, and drivers, who will be assigned to work in the MMDA’s Landscape Management Office, Road Clearing Group, Traffic Engineering Center, and Construction and Equipment Maintenance Office.
Fernando said the 600 workers were hired from depressed areas such as Tondo, Manila, and Tatalon in Quezon City and will be fielded in worksites near their residences.
"We do not want them to spend more money in transportation fares so they will work near their place of residences. They could also just as easily get their baon from their houses," the MMDA chairman added.
The MMDA has announced that it needs about 1,800 new employees to fill its ranks for field operations and office works.
Fernando said a job at the MMDA is a good stepping stone for those who wish to land a higher-paying job abroad or in private companies in the future.
"We do not discriminate. With or without (work experience) we will accept everyone who is willing to work with us. We will even train you," the MMDA chairman said.
Fernando added that by hiring more workers, the MMDA is contributing to the government’s peace and order drive by preventing these jobless people by committing crimes.
"If they have a source of income, they could not think of doing anything wrong just to earn money," he said.
Illegal vendors who could hardly make ends meet due to their unstable income are also welcome to apply at the MMDA, according to MMDA.
Fernando added the MMDA’s hiring of new employees is continuous.
Aside manual labor, the MMDA also about 200 traffic enforcers to augment the ranks of the Traffic Operations Center (TOC), the MMDA’s traffic management arm.
For enforcement and administrative work, the MMDA also needs to fill up a total of 732 positions, from security officers, legislative staff assistants, clerks, computer programmers, accountants, and engineers.
Fernando said there are also vacant positions for architects, electricians, lawyers, storekeepers, planning and records officers, and public information officers.
To facilitate the hiring of workers, the MMDA has been dispatching mobile recruitment teams all over Metro Manila, especially in depressed areas in Tondo, communities along Commonwealth Avenue in Quezon City, C-5/Taguig, and Camanava area.
The recruitment teams are dispatched to various cities in coordination with the city officials, Fernando said.

In a radio program, Fernando said lawmakers should act on the bill filed by Manila Rep. Amado Bagatsing for the resettlement of the families living along riverbanks and under bridges.

The MMDA flood control unit has allocated P200 million for its operations, maintenance of equipment, and salaries of personnel.

THE Metropolitan Manila Development Authority (MMDA) on Thursday said travel time along Circumferential Road 5 (C-5) has improved up to 86 percent.
Citing data collated by the agency’s Traffic Engineering Center (TEC), MMDA chairman Bayani Fernando said simulation tests and post-evaluation study at the C-5/Kalayaan Avenue intersection showed a dramatic increase in travel speed in the area, from the average 20.85 kilometer per hour (kph) in 2006 and 2007 to 38.84 kph or an improvement of 86.28 percent.
TEC director Noemi Recio said that due to the improved traffic condition, vehicular volume in the intersection has also increased from 120,135 to 151,907 following the opening of the Phase 2 (north side) of the C-5/Kalayaan Urban Interchange on May 6.
At the northbound lane of C-5, from Commando Link in Taguig to Lanuza, travel speed also increased from 28.85 percent to 52.89 kph and from 17.16 kph to 42.20 kph on the opposite southbound direction, according to Recio.
At the eastbound, from Lawton, Taguig to Buting, average travel speed is now 28.03 kph from 17.93 kph and 38.84 kph from the previous 20.850 on the westbound portion.
Fernando said the significant improvement in traffic condition at the C-5/Kalayaan intersection only proved that the elevated interchange project is "a huge success."
"Perhaps there is no other like this in the world. It has speed up travel time from both ends of C-5, from the SLEx to NLEx in McArthur Highway in Valenzuela City," he added.
"Traffic is non-stop, there is no need for human supervision or 24-hour lighting at wala pang baha (and no flood)," the MMDA chief said in describing the P300-million interchange project.
Fernando also said the government can save up to P1 billion a year that could have been spent on personnel and equipment, including electricity, that are necessary in the maintenance of traffic signal intersection and other more expensive traffic infrastructure projects.
He said plans are being drawn up to put another elevated U-turn interchange at the intersection of Commonwealth Avenue and Batasan Road in Quezon City. (AH/Sunnex)

- poor taste
- 'puede na yan' mentality

spearhead May 17th, 2009, 10:51 PM Well, for one, the Philippines does not have its own comprehensive version of the MUTCD (the Manual on Uniform Traffic Control Devices). We have the DPWH manual, but it seems inadequate. Something tells me our congressmen our lazy. The lack of a local version up to the level of the MUTCD results in what we have today: an unregulated boom in the number of signs erected nationwide. That's why if you notice, everyone seems to have erected different signs using different typefaces and symbols: the MMDA, local governments, expressway operators and real estate developers are all using different sets of signage, with different typefaces and designs. On the one hand, at least there is an effort to impose a uniform standard: one is taking shape at the SLEX with the adoption of the Clearview typeface, and both San Juan City and Quezon City (albeit to a lesser extent) have done a very beautiful job adopting Highway Gothic (which should be the standard for signs outside expressways, highways and other similar roads, per the MUTCD) for all its street signs. On the other hand, you have cities in Metro Manila which have different signage for different localities. A good example of this is Makati, where street signs vary from barangay to barangay. This phenomenon also exists in Pasay and in cities with high concentrations of gated communities and subdivisions, such as Parañaque, Las Piñas and Muntinlupa.
In the provinces, the problem is even worse, given the arbitrary way local governments (and politicians in particular) erect signs. If you go to Quezon, for example, if you drive on the Pan-Philippine Highway to Lucena City, all those towns being crossed by the highway (Tiaong, Candelaria and Sariaya), as well as the city itself, have signs erected by Congressman Proceso Alcala and family. The majority of the signs he erected, which are directional signs pointing to different barangays and landmarks in the concerned municipalities (and city) are so small they're not visible from afar, unlike signs in the U.S. which serve the same purpose. They also use a different typeface for those signs, and below his signs is his campaign slogan: "Alcala Subok Na!"
It seems that traffic signs in the Philippines are regulated not nationally, but locally and, even more importantly, on the congressional district level. Congress really needs to convince the DOTC, the LTO, the MMDA and all other concerned entities to try and draft a new version of the road signs manual based on its American counterpart, pass it into law and enforce it nationwide. Then again, our congressmen and concerned agencies may just balk about the lack of money and/or actual need for such a manual on uniform traffic control devices. This is a political will thing, and if no one will urge them to budge, then it will not even see the light of day. :ohno:
Just as a bit of an add-on: all road signs should be in English and Filipino. Currently, they are all in English, save for the incident management signs of the MMDA.
Well then, the Philippines miserably fails in meeting "international standards". We have different typefaces, colors, shapes, sizes and a lack of reflectivity (perhaps due to cost).

What peers?: It looks hypocritical for the entire Senate, with its present membership, to sit as a committee of alleged peers and try Sen. Manny Villar on the complaint of a fellow senator.
Some of the senators asking for the head of Villar are not sitting in judgment as his peers. They are there as political combatants poised to pounce on him, being their rival for the presidency that is up for grabs in 2010.
The so-called “jury of his peers” should drop the charade. The Senate is tasked to enact laws for the general welfare, not serve as a UFC arena where “presidentiables” destroy one another on official time.

Toss It To Court: As an elected senator, Villar should not submit to the inquisition. And Senate President Juan Ponce Enrile, as a responsible elder, should not permit a farcical trial and even preside over it.
But what if Villar really did something wrong? Simple, file the proper charges in court.
With the core criminal complaint referred to the court, the remaining ethical concerns raised are best tossed to the people as political issues, not inserted into the regular business of the legislative chamber.
But if the majority insists on “trying” Villar despite the obvious bias, the complainant Sen. Jamby Madrigal should be disqualified from voting, and the presidential aspirants among the judges should inhibit themselves from speaking and voting.

Mega Scandal: The storm kicked up by the bidding for a supply-service contract for poll automation in 2010 draws attention to the prior scandal involving 1,991 vote-counting machines now lying idle in a bodega.
Election lawyer Romy Macalintal suggests that the Comelec dust off the machines, sidelined by a Supreme Court ruling, and use them in 2010 in case of a failure of bid for automation equipment.
The machines purchased in 2006 from MegaPacific Consortium despite the SC’s nullifying the contract are now kept in the Maxilite warehouse on United Nations Ave.
The Comelec has not satisfactorily explained why it continues to pay around P3,980,000 a year for storing equipment that it does not own or use.

Auditor Scot-Free: The Comelec under then chairman Benjamin Abalos (who later resigned in disgrace) hurriedly paid P1.2 billion of the P1.3-billion price when it became clear that the SC was going to void the contract.
The SC directed the Comelec to reject the machines and recover any payment already made. Abalos et al. defied the order. For its part, MegaPacific sued to collect the P100 million balance. (It would have looked odd if it did not sue.)
It seems the MegaPacific scandal has been consigned to oblivion. There are obvious violations of law, yet no charges have prospered. Will the government ever recover payments illegally made? Will any Comelec official go to jail?
Strangely, the auditor never figured in the investigation. The sordid transaction would not have happened had the auditor — who must approve delivery and payment — did his/her job. But the auditor is scot-free.

Firm Hand: Friends say that MMDA chairman Bayani Fernando would be a good executive (read: president) because he has the will to get things done — but lament that in so doing he sometimes rubs people the wrong way.
Such comments find resonance in our thinking that what this country needs is a good manager, somebody who can hold the country firmly (even a benign dictator would do?) although not so tight as to stifle enterprise and freedom.
When we talk of “presidentiables” with demonstrated political will to get things done, we think of, aside from Fernando, the likes of Richard Gordon and Ping Lacson.
The problem with holding a tight rein on the population is that there are free spirits who resist and resent control. In the case of Lacson, people are wary of possible human rights violations. Gordon, an action man, has no such problem.

Discipline: The matter of discipline came to mind when I heard Msgr. Anton Pascual, executive director of Caritas Manila, a Catholic organization involved in feeding the poor and keeping children off city streets, talk about Fernando.
To Pascual (no relation, I think), the MMDA chairman is a “compassionate although stern leader.” If he demands obedience to the law, the priest explained, it is because discipline is needed to attain peace and progress.
Therein lies the dilemma of politicians and state managers. It is clear, for instance, that government land must be rid of squatters and streets of ambulant peddlers. But at what political cost to the executive?
Such a delicate task has fallen on Fernando. To his credit, he has acted firmly on such urban problems whereas his predecessors hesitated.

Balancing Act: When the MMDA relocate squatters, many of them return to their old lairs or other vacant spaces. Fernando’s efforts have earned him a contrabida image, but he persists in his clearing and resettlement programs.
As for sidewalk vendors, the pressure of making a living makes hawkers defy the law. So we have the spectacle of Fernando’s operatives continually chasing ambulant vendors. Displaced vendors are not likely to vote for him, but he does it anyway.
The balancing act and his emphasis on discipline will test Fernando’s bid for the presidency.
If it is any consolation, he has earned points with his urban renewal (e.g., the sprucing up and greening of Metro Manila), his road/traffic improvement schemes, and fast-clip public works pursued despite the temporary inconvenience to affected sectors.

I agree 100%. Philippines is way way ahead. Eventhough, they have a higher growth rate , their economic base is far lower than the Philippines. Siyempre, mataas ang growth dahil a few years ago, puro palay palay lang yan. Even during the dark years of the Marcos era, our country was 20 years ahead of them. In 15-20 years, ofcourse Vietnam will progress, but RP will still be pulling ahead by a distance.

"The country needs engineering-based solutions," said Fernando, who was a guest at the 21st Induction Ceremony of the Confederation of Filipino Consultants Inc. this afternoon in Greenhills, San Juan City.
Fernando said a developing country like the Philippines needs to develop infrastructures such as roads and bridges in order to progress. While streets and sidewalks need to be cleared to improve traffic, he said people must also respect public property.
"If you want to change people's social behavior, you need to change his social environment," he said.
Claiming credit for the achievements of the MMDA, which under his leadership improved traffic infrastructures in Metro Manila, Fernando said the country "needs an engineer as president."
He added that he would provide more job opportunities for engineers when he becomes president.

pollutant comes form jeepney is form the low grade diesel used by Philippines. what the government needs to do is, to change diesel grade to those european standard, EURO 2M or higher. it's much cleaner.
about the discipline, enforcement may work. and fresh laws as well.
I'm talking about jeepneys ONLY in Metro Manila since this is a Metro Gwapo thread. If you'll live in Manila for years then you'll understand what we're talking about here. However, I still want jeepneys to exist in the other streets of the metro, suburbs and the provinces. Somewhere were it couldn't cause much problems.
Tuktuk can also be found in India if I'm not mistaken. About it being the symbol of Thailand, I cannot comment. For sure, it doesn't cause much problems unlike the jeepneys.
Discipline, enforcement, etc.=all of these have been done years and still no effect. What Metro Manila needs is an effective Bus system or other mass transport system like MRT's.
High grade diesel? For sure it costs higher than what jeepneys are using now and it will mean fare increase. Fare increase=higher price of everything. Again, poor Filipinos. Our government couldn't also afford it.
Jeepney could be one of the symbols of our country but we don't completely identify with it. It is a modified American vehicle. It has become a pollutant and most of them, nuissance to the roads of Manila. It is not our identity. The identity of Pinoys is willing to change whatever is already not effective to something better...like how we eradicated Calesas in the streets of Manila (as an effective mode of transportation).

MANILA, Philippines – Metro Manila Development Authority (MMDA) chairman Bayani Fernando intends to run an engineering-based country if he is elected as president in May 2010.
"The country needs engineering-based solutions," said Fernando, who was a guest at the 21st Induction Ceremony of the Confederation of Filipino Consultants Inc. this afternoon in Greenhills, San Juan City.
Fernando said a developing country like the Philippines needs to develop infrastructures such as roads and bridges in order to progress. While streets and sidewalks need to be cleared to improve traffic, he said people must also respect public property.
"If you want to change people's social behavior, you need to change his social environment," he said.
Claiming credit for the achievements of the MMDA, which under his leadership improved traffic infrastructures in Metro Manila, Fernando said the country "needs an engineer as president."
He added that he would provide more job opportunities for engineers when he becomes president.

A technical man like BF who don't have much expertise in making laws made a dramatic change to MM through his actions will change the image of every Filipino in terms of mentality and living standards if he given a chance to to fulfill his visions for the whole country. If I'm not mistaken, this is a rest area for construction workers. Structures like this are normally torn down after construction is complete.

Yes it does cover the North Harbor. Some of the squatters are already removed. Except some parts in Zaragosa street up to Chesca street. But squatters along San Nicolas to Zaragosa is already removed. :D

MANILA, Philippines—Notorious Tondo in Manila brightens up as the Metropolitan Manila Development Authority (MMDA) leads the ceremonial lighting of newly installed street lamps on two of its main roads.
MMDA chair Bayani Fernando said the streetlight project along Moriones Street, Road 10, and other dimly lit areas is part of the agency’s efforts to transform Tondo from one of the country’s most blighted districts to a more progressive community.
Aside from the MMDA, Manila Mayor Alfredo Lim is expected to join the ceremonial lighting scheduled Friday night.
“We will make Tondo another Marikina,” Fernando said.

I have decided to boycott the Lakas-Kampi merger convention at the Manila Hotel today for its lack of fairness and obvious preference of some party leaders for candidates who are not even Lakas or Kampi members and for ignoring party loyalists like me and other long-time card bearers.
I have no intention of attending my own funeral.
Several party leaders, in their press statements, could not contain their enthusiasm for their favorites like Vice President Noli de Castro and Defense Secretary Gilbert Teodoro, who are not even Lakas party members.
A high Lakas official was quoted as saying that the merger of Kampi and the Lakas-CMD will help members decide who between De Castro and Teodoro will make the better presidential candidate. So much for fairness and delicadeza.
By their statements and body language, these officials obviously want to influence the party in the choice of an official flag bearer. They are conditioning the minds of the public to accept an inevitable de Castro or Teodoro candidacy.
I am proud to say that I am a Lakas member, a loyal supporter and an advocate of its causes. Despite these, I am being treated as a non-entity by some party officials. My party thinks that I am invisible man.
Is this the kind of politics Lakas-Kampi will espouse?
I was willing to go through the selection process that Lkas-Kampi will adopt, but on the premise that we are starting with a clean slate. We ought to have, as the popular phrase goes, a level playing field.
If we accept the endorsements of some high party leaders, the question should be asked: Doesn’t party loyalty count anymore? Do principles still count in democratic politics?
This brings me to my second point.
The basic weakness of Philippine democracy is its failure to build a strong party system.
By this I mean a party that will not only mobilize popular support but will also stand consistently for a set of core values.
I am afraid that Lakas-Kampi fails by this standard.
Finally I want to challenge the leaders of Lakas-Kampi not to play party politics according to the old trapo rules but to bring into the party fresh ideas that will energize the government – should they win.

FVR didn't want to speak to him then as he was also perceived to be a balimbing. Perhaps he was assuming that Lakas will carry him but then he forgot Kampi's apparent dominance in this merger. Partido ng Lakas at Kampi (PaLaKa). Lot of room for leapfrogging here, hehe :)

After that everyone who use, really clean the toilet. If you wont push them they wont take actions.

I concur. It's not that i'm against gay people, i don't even hate these people and i'm a straight man, but using PINK to those traffic signs and footbridges, etc., that really bothers me. He should have just used those common colors along with other foreign countries and in accordance with the geneva convention rules of traffic signs.
If some foreigners and tourists seen this, imagine what might they be thinking about the philippines. Weird man.... :no:
