Actually kaya matapatan ng manila ang japan sa pag-unlad, japan is like the philippines but tao rin dahilan kung bakit di mabilis ang progressive ng manila, sana makatulong ako....:lol:think positive ok..:lol:

There’ll definitely be a new one, whoever takes over Malacañang by mid-2010. In the meantime, one of the best-funded Metro Manila Development Authorities in history continues to watch over our streets and rubbish bins. Even with Chairman BF’s exit to run for higher office, the cadre of administrators, some of them veterans of Mel Mathay’s Metro Manila Commission, continue to man the levers of this deus ex machina.
True to his word, chairman Inocentes, the new MMDA chief, continued with most of the existing programs of the departed BF. Take the variety of uniforms. Expect more pastel-colored melamine bowls, faintly like East German Grenze Polizei or Vietcong helmets, masquerading as headgear. If the farmer’s “salakot” or the colonial pith helmet was the inspiration, it sure doesn’t look like it. Expect more yellow reflective sashes for troops standing in the middle of traffic lanes. A lightweight fluorescent mesh tunic would be far more visible, lighter, easy to pack and cooler. Such tunics have a bigger surface to attach larger reflective sheets for better conspicuity. Expect more t-shirt and shorts resort look, perhaps for the days when the polo-jac and marine cap MMDA standard uniform is still out to laundry.
As for footwear, the MMDA should do away with the police and armed forces-issue clarinos. Clarinos are lace-up dress shoes in what appears to be patent leather, presumably for that military “spit n’ polish” look. On closer inspection, these are made of plastic, a material that does not breathe and is medically proven to be harmful to feet, especially if worn over a long period of time in tropical countries. Our MMDA foot soldiers deserve footwear that allows perspiration to breathe so that their shoes do not breed microbes and fungi.
Also, the motorcycle patrols should also do away with equestrian-style riding boots. These boots are expensive to make and are designed for riding horses, not motorcycles. They are not easy to put on, even with a zipper. A cursory survey of motorcycle enthusiast riding apparel shows that such equestrian style boots are not even available. They are not practical for the MMDA patrols as they spend more time manning traffic and apprehending loading bay violators. They are not flood proof as only true rubber wellies are.
Police forces in other countries use spats or chaps. Chaps are leather pieces that wrap around the lower leg and have an elasticized garter that hooks under the foot arch of a standard shoe or short ankle boot.
Chaps keep the rider’s trouser legs protected from hot engine parts.
Chaps also protect loose clothing from snagging on any road obstacle or exposed moving parts of the motorcycle. In cold countries, full leather overalls is a must, as the leather provides the rider with a second skin to battle the elements and avoid injury in case of spills.
For a time, STAR tollway motorcycle patrols sported fluorescent orange overalls in breathable rainproof fabric.
The increase in traffic over the holidays also meant an increase in breakdowns. And this is where the current complement of private contractor tow trucks were lacking. There were just not enough of them to be situated among the many emergency bays and flyover underbellies, equipped with two-way radios, ready to spring into action. Almost all these tow trucks are converted light trucks or forklifts and are not equipped to do a quick tow-away of a disabled vehicle. It is time for the MMDA to hire properly equipped road recovery vehicle fleets like those of the AAP (Automobile Association of the Philippines) or PAC (Philippine Auto Club).
More positive notes are the continuance of the roofless steel footbridge system. It is just unfortunate that pop-up vendors took advantage of the new chairman’s pronouncement of dialogue by crowding pedestrians out of the footbridges and vicinity foot paths.
There is no justice in a minority of vendors usurping the right of passage by the majority of pedestrians.
Several U-turn slots, already with flashing blue and red LED warning lights, have beefed-up concrete Jersey barriers and better defined merging lanes on the approaches, although some really need far more space than just the inner lane. The recent addition of yellow reflective tiles have improved loading bay island visibility.
What is admirable is the improved traffic merge and flow that resulted from the reduction of the double loading bay platforms at EDSA Guadalupe in front of Loyola Memorial, Petron EDSA Greenhills, and their total removal at EDSA Kaingin. Other areas -- EDSA Congressional, EDSA Roosevelt, EDSA Nepa-Q mart, EDSA Pioneer, EDSA Magallanes-Pasong Tamo, EDSA Baclaran -- should be next for this platform trimming. This way, the MMDA need not field too many trained patrolmen just to catch violators that go into the 2nd loading bay.
It is still a daily battle as fences on the C-5 median continue to be vandalized as fast as the MMDA builds them. Half-empty buses still overstay at loading zones in Guadalupe and STAR Mall, and still blow their horns without regard for anyone’s eardrums. One will still spot the occasional truck racing in the private car lane at night. Even in the day it is not an unusual to see buses careening on the private car lanes, with hazard flashers on and abusing other motorists while they race for passengers at the next stop.
If the MMDA can fit RFID tracker tags on legit city buses, surely it can apply the Motor Vehicle Code in restricting the kind of horns installed in city buses and those idiotic curb side spot lights that blind motorists when left on. Better yet, the MMDA can enforce engine governors as speed limiters on all provincial and city buses entering city limits.
Lastly, MMDA 1206 AM radio should reformat the way it reports on traffic. The update should identify the main route; i.e. EDSA Monumento to Baclaran ��“ with a specific report on the location of any unusual occurrence causing a traffic buildup, whether it be roadwork or a traffic accident. The existing spotter or CCTV station by station report is unconsolidated takes a lot of air time.
Here’s to hoping that the MMDA has shed its allergy to unsolicited advice.

I guess this one is in front of Mercury Drug's head office. recycled din kasi ang footbridge na 'to, just don't where was it located before. kinakabitan na po ng hagdan as of today.

edly January 14th, 2010, 11:49 AM Better just to maintain the color since yan na talaga kulay nyan simula sa fabrication plant ng footbridges. Waste of money if they repaint it with some other colors. Yan na rin ang signature na kulay ng MMDA as of this time so wala na rin tayong magagawa.

MMDA Chairman Oscar Inocentes said the removal of the pink fences was based on the recommendation of the agency’s Engineering Department following numerous complaints by motorists and other concerned sectors on the road facility.
“Whenever we receive complaints, I recommend them to agency department in-charge and take action. With the case of the pink fences, the study was conducted by the engineering department and based on their analysis, many will be removed,” said Inocentes.
He said since the removal of the pink fences in Guadalupe, Makati City, traffic flow improved in the area.
He said no more pink fences will be put up.
Pink fences in Guadalupe and along Taft Avenue, Connecticut, Muñoz, Kaingin Road, Orense and Epifanio de los Santos Ave. Edsa have already been removed, said Neomi Recio, traffic engineering department head.
She said their analysis was based from the complaints of motorists who said that the fences have contributed to the rash of road accidents in the metropolis since it is easy for vehicles to accidentally hit the fences.
Meanwhile, safety features will be installed at existing fences such as blinkers to prevent future mishaps, Recio said.

What a joke. How about penalizing the drivers? Princess Di perished in a car crash when the driver hit a column and guard rail. Did they remove the column, or at least the guard rail? Onli in da Pilipins.

I actually got a ticket for swerving WTF! how can they tell who's swerving and who isn't? which road rules are followed and which aren't? To force people to offer bribe they have to confiscate your license and send it to timbaktu headquarters, this is specially true in Binay land. I guess third world status will never improve until the laws are enforced to place order and not for lobster break.

I think it was the right move since you can NEVER get rid of maniac drivers.
In the U.S., the DMV always says no matter how good a driver you are, you must always drive cautious of the bad drivers on the road.

Hehehe! This gave me a smirk! Yup, how in the world will we beautify a city without constructing a kung anu-ano. Its like saying we'll give a sumptuous meal without cooking anything.
Now, we can do a little beautification of our own by starting at our own backyard. I've started to buy herbal plants to start my own little garden. Helps lessen the grocery bills, i get great produce every now and then and there's nothing to complain about the sight.
Just my little step in beautifying my environment. WHYDL?

Singapore and KL are small compared to Manila. Manila is a big megalopolis and can be compared to NY, Tokyo or Shanghai when it comes to size.

ok din ang ginawa ng bagong mmda chair, he installed more added safety features in the u turn slots sa c5 and put more reflectorized stickers sa edsa bus fences. and the edsa service road northbound, coming from pasay road, is now lighted as well! good job
im giving him time to prove himself.. lets see how things will go

I think one of the reasons why Metro Manila is all going through crazy development, is because the various cities and municipalities have their own individual and contrasting development programs.
If Metro Manila will be run as a one single local government unit, maybe then we can have a unified development plan for the city.
Well, this is just a thought.

Yes, the bus stops are lighted and very bright pa but the Ayala and Buendia flyovers are still dark. :bash:
I admire BF as MMDA Chairman, my VP bet. Well, the new Chaiman of MMDA is doing good naman...I just hope na di lang to pa-impress kasi bago siya. Consistency is the key.

^^ How I wish your idea can become a reality. Pero papayag ba yun ibang city sa Metro Manila into one leadership? Eh yun simple traffic violation ticket that MMDA wants to implement no M.Mla. city mayor want to follow yun pa kayang single development program. Malamang malabo rin masunod.
Unless pala we change yun 1986 Constitution into something different at e ammend yun LGU law then it can be done :lol:

Nasa report ito ni Karen Davila sa Correspondents (someone posted a video here). Before 1987 Contitution, there was a Metro Manila governor. The last person to seat on this position was Imelda Marcos. Dahil reactive ang 1987 Consitution, inalis ang Metro Manila Governor. Sa totoo lang mas gusto ko pang ibalik sa cabeza de barangay (baranggay head) imbis na may barangay with kagawad pa at SK (non-sense sa akin ang Barangay. sorry.)

Traffic violators in Metro Manila will be issued a uniform citation, doing away with different tickets used in the 17 localities of the National Capital Region.
Chairman Oscar Inocentes of the Metro Manila Development Authority yesterday announced the approval of mayors to implement the unified system after 17 mayors agreed to launch it in February.
He said the local executives forming the Metro Manila Council also agreed to form a technical working group to make a smooth transition.
“We will now be using a common traffic ticket, which will carry the logo of MMDA and the corresponding local government units using it,” Inocentes said.
He said the MMDA Charter mandated the agency to install and administer a single ticketing system, fix, impose and collect fines and penalties for violations of traffic rules and regulations, whether moving or stationary, and confiscate and suspend or revoke drivers licenses..
According to MMDA public affairs, former Chairman Bayani Fernando failed to implement the Metro Traffic Ticketing system despite a covering Executive Order 712 amid the opposition of Makati City Mayor Jejomar Binay, Mandaluyong City Mayor Benhur Abalos, Navotas City Mayor Tobias Tiangco and Pasay City Mayor Wenceslao Trinidad..
Taguig City Mayor Sigfrido Tiñga has proposed revenue-sharing out of the fines collected where MMDA would be the clearinghouse for traffic apprehension. Rio N. Araja

Traffic violators in Metro Manila will be issued a uniform citation, doing away with different tickets used in the 17 localities of the National Capital Region.
Chairman Oscar Inocentes of the Metro Manila Development Authority yesterday announced the approval of mayors to implement the unified system after 17 mayors agreed to launch it in February.
He said the local executives forming the Metro Manila Council also agreed to form a technical working group to make a smooth transition.
“We will now be using a common traffic ticket, which will carry the logo of MMDA and the corresponding local government units using it,” Inocentes said.
He said the MMDA Charter mandated the agency to install and administer a single ticketing system, fix, impose and collect fines and penalties for violations of traffic rules and regulations, whether moving or stationary, and confiscate and suspend or revoke drivers licenses..
According to MMDA public affairs, former Chairman Bayani Fernando failed to implement the Metro Traffic Ticketing system despite a covering Executive Order 712 amid the opposition of Makati City Mayor Jejomar Binay, Mandaluyong City Mayor Benhur Abalos, Navotas City Mayor Tobias Tiangco and Pasay City Mayor Wenceslao Trinidad..
Taguig City Mayor Sigfrido Tiñga has proposed revenue-sharing out of the fines collected where MMDA would be the clearinghouse for traffic apprehension. Rio N. Araja

Based on my observation on the video, OK naman ang kulay green na nilagay sa bagong footbridge. Some sort of apple green or light green ang nilagay nila. Yung sa men's urinals lang ang hindi ko nagustuhan kasi dark green ang nilagay dito. Mukha tuloy di pansinin.

Squatters have been fixtures in the Metro Manila city-scape for decades.
Hamlets of hastily nailed veget plywood and tin roofs weighed down against the wind by worn out tires and an assortment of furniture cast away from more affluent neighborhoods are as much part of the scenery as the traffic that snakes through the capital.
There are about 5,000 squatter families that have settled on private and public property, under bridges and in abandoned buildings.
Many literally live on the streets or in pushcarts. But there are the lucky ones who have established themselves enough to be able to build brick houses, some three stories high, and operate a profitable business—a retail store or a car repair shop—at street level. Still others are well-to-do enough to have moved out of the squatter colony and now make money as landlords renting out their houses there.
Government has been trying to relocate these informal settlers, as is the politically correct and fashionable term for them.
The need to relocate them to a safer locale was highlighted when the flood brought by tropical storm Ondoy swept many a home into rubble and many lives along with it.
I didn’t think the local government would have enough will to move them out this year, considering that, squatter or not, they are part of the voting public still.
But, at least along the east bank road along the floodway in Pasig city, it seems that the swathe of informal settlers is thinning, allowing motorists a glimpse of the water that before was not visible.
From where the houses once stood, there are now only stumps of wooden beams or what is left of second floor bedroom walls.
There are times that I wonder when the demolition took place because I hadn’t got wind of an emotional confrontation between residents and authorities. Nor did I notice families by the droves hauling belongings from the structures that had been their home.
Maybe they reached an amicable settlement with city hall and received acceptable housing arrangements.
I can’t come up with another conclusion besides that considering the calmness with which they are moving out.
Or perhaps I am only unaware of the drama. Or maybe the squatters did not move out at all. Perhaps they only relocated to the next empty spot in the neighborhood.
Squatter colonies are often thought of as an eyesore or a place where brigands and drug addicts hole out.
But, growing up near downtown Cubao, where bungalows and apartment rows share the block with a crowded colony of informal settlers, I know that many of them are as respectable and responsible as the family living inside a gated village. If that is a compliment or an insult to either, I leave it to their fair judgment.
I do not know anyone from the strip of homes demolished along the floodway, but I wish them well.
Common sense tells if they are physically safer having moved out of the riverbank where they are under threat of being swept away by the water especially during the monsoon season.
But that is only if. I do not live there and cannot presume to know their considerations nor guess their emotional state.
I only wish them well.
The landscape on my way home is changing bit by bit. I hope the change is not superficial and is for the better.

Local politicians should not use them through votes but through productivity instead: just like hiring thousands of these IS people as infra builders. Through this, that these people will realize the importance of these structures not as their shelters, but a necessity for our urban progress.

The wall MMDA demolished on floodway never got repaired after the storm. Infact, the big gaping hole is still there..

MANILA, Philippines – Eight employees of the Metropolitan Manila Development Authority face criminal and administrative charges for allegedly stealing scrap metal from an old pedestrian overpass they were tasked to dismantle, an official said.
MMDA Chairman Oscar Inocentes ordered Friday the filing of qualified theft charges against Muralla Nabua, Jr. Michael Zuniga, Alvin Espiritu, Henry Montano, Reynaldo Reonico, Rodel Martinez, Manuel Dela Cruz, and Ranilo Olinganga at the Quezon City regional trial court.
The suspects, who are laborers and carpenters of MMDA’s Construction Equipment Management Office (CEMO) personnel, are now being held by the MMDA-Security Intelligence and Investigation Division (SIID) in Makati City.
Superintendent Elie Pintang, head of SIID, said the employees were caught selling pieces of scrap steel bars they had sawed off from an old overpass near the Tandang Sora-Commonwealth Avenue intersection in Quezon City.
Operatives of MMDA-Sidewalk Clearing Operations Group (SCOG) spotted the eight and their service vehicle in front of a junkshop at around 4:30 p.m. on Wednesday, according to Pintang.
“The SCOG personnel became suspicious so they pulled over and decided to check. But these CEMO workers immediately scampered away,” Pintang said.
The SCOG operatives gave chase and caught the eight suspects.
Three other CEMO personnel, identified as Ricky Adanza, Bryan Podador, and Ronelio Bondoc were able to escape, Pintang said.
“In no way we will let this indiscretion go unpunished. Let this be a lesson to all MMDA employees. Any wrongdoing will be meted out with severe penalties,” Inocentes said in statement.
“Even if these materials are considered waste, they are still government property,” he added.
Apart from qualified theft charges, the suspects will undergo dismissal proceedings at MMDA’s legal service department.

MANILA, Philippines—The Metro Manila Development Authority and the World Bank have signed an agreement involving the implementation of a project aimed at easing traffic congestion and addressing air pollution along Edsa.
Under the "Bus Reduction Project," MMDA shall use radio frequency identification (RFID) technology in managing traffic along Edsa. Moreover, each registered public utility bus will have an electronic tag, which will serve as its identification.
The technology will allow the MMDA to detect, with the help of monitors to be installed in selected points, unregistered buses and those that are plying the route they are not supposed to take. It will also allow the MMDA to detect traffic violations.
Because the use of RFID will help the MMDA detect which buses it should prohibit from plying Edsa, the number of buses is expected to be reduced once the project is implemented. The decline in the number of buses is also expected to reduce carbon emissions that pollute the air.
According to estimates, there are 5,000 buses—including up to 1,500 "colorums" or those that operate illegally—that contribute to traffic congestion and air pollution in EDSA.
Meanwhile, the World Bank shall purchase carbon emission-reduction credits from the MMDA from 2011 to 2013. These credits are bought by industrialized countries, which are major contributors to the world's carbon emissions, as a way to comply with environmental protocols imposed by the United Nations. Rich countries are required to invest in projects that will help reduce the world's carbon emissions.

MANILA, Philippines—The Metro Manila Development Authority and the World Bank have signed an agreement involving the implementation of a project aimed at easing traffic congestion and addressing air pollution along Edsa.
Under the "Bus Reduction Project," MMDA shall use radio frequency identification (RFID) technology in managing traffic along Edsa. Moreover, each registered public utility bus will have an electronic tag, which will serve as its identification.
The technology will allow the MMDA to detect, with the help of monitors to be installed in selected points, unregistered buses and those that are plying the route they are not supposed to take. It will also allow the MMDA to detect traffic violations.
Because the use of RFID will help the MMDA detect which buses it should prohibit from plying Edsa, the number of buses is expected to be reduced once the project is implemented. The decline in the number of buses is also expected to reduce carbon emissions that pollute the air.
According to estimates, there are 5,000 buses—including up to 1,500 "colorums" or those that operate illegally—that contribute to traffic congestion and air pollution in EDSA.
Meanwhile, the World Bank shall purchase carbon emission-reduction credits from the MMDA from 2011 to 2013. These credits are bought by industrialized countries, which are major contributors to the world's carbon emissions, as a way to comply with environmental protocols imposed by the United Nations. Rich countries are required to invest in projects that will help reduce the world's carbon emissions.

Putting more roads in Manila will not solve the problem. Maximizing the use of existing infrastructure is the way to go.
For instance, existing railways should be equipped with high capacity and modern trains. Ex.. PNR should use more modern, fast, high capacity and heavy duty trains. MRTs and LRTS should put more trains. Buses plying the roads should be highly efficient and brand new.
Pasig river ferry should be encouraged and the government should subsidized to cut the cost and increase public patronage.
Ban all jeepneys, tricycles, padicabs in primary roads. They should be plying only in secondary roads.
On the other hand, informal settlers should be relocated and placed in well-developed resettlement communities.
A nonsense urban plan should be drwn up and strictly implemented.

I may add that existing MRT-LRT systems need to be extended to city limits as soon as possible (e.g. LRT to cavite [OUCH!], LRT2 eastward and westward, as well as MRT to airport [yet to be studied]) in order to provide more accessibility around the metro. But one thing that is easier to be done is remove all eyesore billboards across major thoroughfares. This needs a lot of political will yet cheaper than compromised moves to clean the city.

This would be similar to it, the only difference being who runs the bus network. An idea of a light rail system through Cavite is not a good idea. There will be hoards of Cavite residents working in the city centre and a light rail is not enough to fill them all. What Cavite needs its a heavy rail suburban/commuter rail system.

I think one of the reasons why Metro Manila is all going through crazy development, is because the various cities and municipalities have their own individual and contrasting development programs.
If Metro Manila will be run as a one single local government unit, maybe then we can have a unified development plan for the city.
Well, this is just a thought.
There is the MMDA but some mayors are not cooperating with the authority especially the chairman.
Look at Metro Manila today. There is no defined city centre. There are too many cities and some of them do not want to be identified with Manila. And these individual cities just don't get along. Organization becomes chaotic plus zoning.

LRT for Cavite is not bad. Once constructed, it would suffice the current system of mass transportation which congests Aguinaldo Highway. Metro Manila would be very accessible to Cavite people who work in the metro because coming home would be easier. It would also attract MM residents to transfer to Cavite since going to and from the province would be faster. Thus, it could help decongestion in Metro Manila.
For long-term vision (if they have a vision), the government could opt to try a double-deck railway just like on the picture below.

Right... this is as good as a BRT sky without the BRT dedicated lanes. Why not go for a full BRT na lang diba?
All existing operators and paratransit operators will be asked to join the new Transit consortium as share holders thus making the buses centrally controlled and dispatched. Operators will be paid per kilometer traveled rather than passengers picked up. All Bus Captains will be paid in fixed salary base. Existing buses will have to be subjected to scrapping program and paid for by the government to a reasonable value. The government will get it's share of income to fund and construct the infrastructure needed for the system.

IMO, it's better if we don't make conflicts with whatever Cavite needs by now. It could be more appropriate if we use both LRT and commuter rail for that province. For one instance, we can extend the PNR's Carmona line dep into the province then link it with the southern end of LRT Cavite extension so there will be a higher impact of purpose for the suburban residents going to the Metro's center.

Pink is so baduy. Sorry. Imagine doing that to other major cities in the world and pagtatawanan ka. It's actually embarrassing for us when a tourist or a traveler to the country sees it. The common reaction I usually get from them is of "What the ----?" I think green is a good choice - whether it is associated with any candidate or not. Cities should not be made a laughing stock because of really tacky color choices like pink painted everywhere. *shudder*

It's not a project of MMDA but of a Congressman (forgot the name) as done by DPWH. But the design resembles that of MMDA's. Probably the contractor is the same as with the footbridges of MMDA. Arrggghh... That footbridge is similar to the one in Ortigas-EDSA Shrine.

The idea of having both commuter rail and light rail is good for Cavite. But for LRT alone, it would end up chaotic just like the overcrowded MRT. Unless narrow profile metros are running like the LRT 3G trains, it would partially solve overcrowding.
We are talking about railway transit from the city centre to the outer suburbs say Cavite. A light rail network won't be enough for the number of commuters in this area. And I'm sure the volume of train commuters will be high. Its already happening to the new PNR.

Definetely agree here. The Cavite government has neglected itself more than the national government has...I'm from Imus. And everytime I go back home, Imus seemed to be filtier and more crowded than I can remember. There are so many tricycles that it's congesting the small roads. Shouldnt they be regulating the number of tricycles plying the routes? And dont even get me started about what they did to the Imus PLaza...tsk tsk tsk...The Imus government for one is a good example of HOW NOT to do it.

The three urinal are situated at the Ortigas MRT Stations and Quezon Avenue Provincial Bus Terminal, making them accessible to commuters alighting from public transportation.

In a statement, Inocentes said the MMDA has been receiving complaints particularly from tourists and balikbayan (returning former residents) about dimly-lit streets leading to airport terminals. He also pointed out that dark streets were potential danger spots for pedestrians and motorists.
“The safety of the public and the motorists is our primary concern. We will be working in cooperation with the Miaa for the completion of the project,” he said.
There are three major airport terminals in Manila. Naia Terminal 1 services all international flights of foreign airliners, while Terminal 2 accommodates domestic and international flights of flag carrier Philippine Airlines. Naia Terminal 3, meanwhile, caters to local and foreign flights of budget carrier Cebu Pacific Air.
Inocentes explained that improving the surroundings of the airport area remains one of the MMDA’s top priorities “because it plays a vital role in showcasing the country as a haven for tourists and investors.”
He added that the agency would inaugurate soon the Circulo del Mundo and Maligayang Pagdating rotundas near Naia Terminal 3. Both roundabouts are part of President Macapagal-Arroyo’s instruction to the MMDA and the Miaa to improve the vicinity around the terminal.

MANILA, Philippines - Alarmed by the sudden “proliferation” of tricycles and pedicabs – bicycles with sidecars – along busy streets, Metropolitan Manila Development Authority (MMDA) Chairman Oscar Inocentes ordered yesterday the re-implementation of a 1990 Metro Manila Council (MMC) ordinance prohibiting such vehicles from plying major roads.
Meeting with top MMDA officials, Inocentes ordered the agency’s Traffic Operations Center (TOC) to form teams that would arrest pedicab and tricycle drivers who operate outside of their franchise routes.
He also ordered the MMDA-TOC to impound all tricycles and pedicabs seen on highways and other major roads.
“We will have them impounded for 30 days. They know that they are banned from driving along major thoroughfares. If we have to be harsh on them, then so be it, if this is the only way to ensure their safety,” Inocentes said.
MMC Ordinance No. 6, said Inocentes, was passed by the 17 Metro Manila mayors to protect the lives of not only the pedicab and tricycle drivers but also their passengers. The MMC is the governing and policy-making body of the MMDA.
“The franchise their local government granted to them limits their operation within the local tertiary roads and subdivision roads,” he said.
The MMDA chief said he has personally seen many tricycles operating in some parts of EDSA, Commonwealth Avenue, and Katipunan Avenue. These vehicles not only slow down traffic but also put both the drivers and the passengers in unnecessary danger.
Inocentes said the TOC must be strict in implementing the ban even if some local government units allow them to ply such routes. “We have an MMC ordinance and we have to enforce it. We will not honor the LGUs’ moratorium allowing these pedicabs and tricycles outside their franchise routes,” he said.
MMC Ordinance No. 6, passed during the term of then MMDA chairman Jejomar Binay, imposes a P300 fine or a 10-day imprisonment for violators.

The problem here is unlike UP, there's no efficient form of transportation that connects the Ateneo (and even Miriam) to the rest of Metro Manila's transportation infrastructure. Jeeps don't go inside the Ateneo and inside Miriam. With tricycles banned, people will be forced to walk long distances just to get out of the campus. With tricycles banned, people will likewise be forced to walk very long distances (up to three kilometers from the Ateneo alone; imagine walking even further to get to Miriam) just to get to the LRT. The jeeps will be there, but with them already being full of people coming from UP and Miriam, commuting Ateneans like myself will be unable to effectively patronize them.
The intention of both BF (before) and Inocentes (now) in implementing this is noble. However, in the absence of any strong alternative to tricycles, the ban, at least in Katipunan, will definitely fail.

Note that UP regulates the number of jeepneys through a sticker system. The Diliman campus is still porous but Ateneo may arrange for "Ateneans only" jeepneys with the Katipunan association. No ID, no entry pa rin if there are security concerns but that can be addressed by the Katipunan barkers and of course, through info campaign for commuters using the jeepney.

The jeepneys can pass through Gate 2 and exit via Gate 3. Straightforward route through the campus and designate stops inside para di kung saan saan tumitigil ang jeepney. In the case of Miriam, their road network ends in a cul de sac so they'll have to board or alight from their gates. If Ateneo is not amenable to letting jeepneys in campus (kahit na Atenean students, faculty and staff lang ang sakay), then without tricycles they'll have to walk to the gates.

MANILA, Philippines--From crooked traffic enforcers, the Metropolitan Manila Development Authority (MMDA) has turned its attention to motorists who offer their men bribes.
MMDA Chair Oscar Inocentes said in a statement the agency has arrested 155 motorists who allegedly offered bribes to the agency’s traffic enforcers after they were apprehended for driving violations.
They were later charged by the MMDA Legal Service with violating Article 212 or Corruption of Public Officials.
Should they be found guilty, they face six years in prison—the same penalty that would be imposed on public officers caught accepting bribes in the performance of their official duties.
“Offering bribes to our traffic enforcers is a serious criminal act and is penalized under the Revised Penal Code. Your P10 or P20 bribe will cause you even more serious trouble and inconvenience [compared to] dutifully settling your traffic fines in the proper payment centers,” Inocentes, a retired trial court judge, said in a statement.
MMDA Legal Service chief Rochelle Macapali said they had already gathered evidence against the 155 erring motorists which would be submitted in court.
“No one will extort money if there is no one offering it. We can never progress in our anticorruption drive if we ourselves are the ones who offer bribes,” Inocentes said.

Dustin February 14th, 2010, 02:40 PM Have been to Hong Kong recently (last long weekend). What struck me was their train system. A line takes tourists from the HKIA to the Hong Kong city proper. Going back to the airport, although its relatively far from Hong Kong, the train ride, through very accessible, nice interchanges from Mongkok Station to the Ariport Station will only take 25 minutes.
Sidewalk fences don't have to be painted nor should they have plants with them and some kind of carved stones. There is no need for elevated walkways and u-turn slots. Sidewalks are just simply wide enough to accomodate people. Roads there don't have to be wide enough to accomodate huge traffic volume. Majority of the people resort to using very good mass transportation systems instead of using cars if they have any. Kaya siguro wala maxadong U-turn slots and elevated walkways.
Went home and asked, so what's the problem with my beloved country? :(

As a stricter measure against jaywalking, the Metropolitan Manila Development Authority (MMDA) has come up with a new signage, “Bawal Tumawid Dito, Me Namatay Na,” to be installed at accident-prone areas in the metropolis in the coming days.
The existing pink signs, “Bawal Tumawid Dito, Nakamamatay” will be replaced with signs saying “Bawal Tumawid Dito, Me Namatay Na,” in red, black and white, said MMDA chairman Oscar Inocentes.
The new signs target undisciplined pedestrians and commuters violating the anti-jaywalking rule.
The new signage will feature danger warning sign intended to warn pedestrians or road users of a danger on the road, and will have color red, white and black.
According to Noemi Recio, Traffic Engineering Office head, more than 50 signs will be installed along critical and accident prone areas and major thoroughfares, including Epifanio delos Santos Avenue and Commonwealth Avenue.
With the high number of disobedient pedestrians that abound, Recio stressed that pedestrians nowadays have become hard-headed as they opt to jaywalk and risk their lives on the streets rather than use footbridges.
“Instead of using the footbridges located along busy areas and major thoroughfares, the public deliberately ignore them it, that’s why accidents happen,” said Recio.
Inocentes also ordered agency's traffic enforcers to hold and cite violators for jaywalking since they refuse to abide by road rules.

MANILA, Philippines--Transport group Acto today announced that it would stage a strike in Metro Manila next week.
Acto president Efren de Luna said they would conduct the transport stoppage to force the government to implement the single-ticketing system.
De Luna said the Land Transportation Office (LTO) should be the sole government agency that should issue a ticket for traffic violations.

After baring plans for urinals for persons with disability, the Metropolitan Manila Development Authority (MMDA) is planning to make footbridges friendlier to them.
MMDA general manager Roberto Nacianceno said they are planning to add lanes for wheelchairs on the footbridges in various areas in Metro Manila.
"Hopefully the next footbridges na gagawin namin kasama na rin yan (We hope to add these lanes to the next footbridges we will build)," Nacianceno said in an interview on dzXL radio.
Nacianceno did not say which footbridges will be prioritized in adding the wheelchair lanes, however.
But he pointed out that at present, those with disability are at a disadvantage since they have little choice but to ask the driver to take them to the other side of the road.
"They have to go to the other side and request the driver to bring them to the other side," he said.
Earlier, Nacianceno said the MMDA is eyeing special urinals for the disabled, who he said have special needs.
Last February 5, the MMDA inaugurated three urinals for women, all located under the MRT-3 line along Epifanio delos Santos Avenue (EDSA).
Two urinals were installed around EDSA and Quezon Avenue intersection, while the other one was located at the corner of EDSA and Ortigas Avenue in eastern Metro Manila. - RSJ/LBG, GMANews.TV

Go to Subic and you can have a taste of Singapore. That's the Gordon legacy. He instilled discipline and order for anyone entering SBMA. I, myself got a ticket there and readily acknowledged the officer giving the ticket cuz I know walang lagay-lagay doon. MANILA, Philippines – Two small sections of Edsa will be closed to traffic over the weekend in line with the public works department’s concrete re-blocking, the Metro Manila Development Authority said on Thursday.
The second northbound lane of Edsa from the sidewalk of Gate 4 of Camp Aguinaldo up to the Santolan MRT station will be closed to traffic starting 10 p.m. Friday, the MMDA said.
A section of the third northbound lane from the sidewalk of Nepa-Q Mart will be repaired simultaneously, the agency added.
All in all, the works which will last until Saturday morning will cover about 160 linear meters of road, MMDA said.
The sections will be opened to motorists early Monday as concrete needs at least to days to cure properly, it said.

Only trucks of the Metro Manila Development Authority are authorized to tow stalled vehicles on Edsa, said Chairman Oscar Inocentes, calling for a crackdown amid mounting complaints of motorists against fly-by-night wreckers.
“No single towing company now is given accreditation by MMDA. Only our own tow trucks are authorized to haul stuck vehicles,” he said, adding that prompt assistance would be extended through the Metrobase hotline 136.
Executive director Angelito Vergel de Dios said vehicle owners are given time to do troubleshooting at any of eight emergency bays on Edsa.
“Within two hours, they should be able to (do) repair. Otherwise, our tow trucks will haul their vehicles and impound them so that they will not cause traffic,” he said.
But an e-mail update on Wednesday from public affairs officer-in-charge Candy De Jesus said the grace period has been extended to three hours maximum.
Assistant team leader Crisanto Almerol of MetroBase said illegal tow trucks would be taken to Ultra I and Ultra 2 impounding areas in Pasig City, noting that the operators and crew could face charges of car theft.
He said 12 MMDA-marked tow trucks and 10 forklifts have been posted especially for Edsa operations.
“Even private tow trucks accredited by local government units are not allowed to enter the stretch of Edsa,” he told Standard Today.
Fines for lights vehicles range from P1,500 to P4,500 for heavy vehicles, excluding penalties and other fees.
Almeda reckoned 15 to 20 vehicles being towed per day.
“An unattended vehicle can only be towed away using a lifter,” he said but the crew should leave a written notice at a suitable spot instructing the owner on how to contact Metrobase. Rio N. Araja

Don't count on it. The street cleaners, at least in our area, refuse to clean the ROW, saying it's the PNR's responsibility. In the past though, the street cleaners, particularly the older ones, do clean the ROW. They do though from time to time clean the station.

Putting more roads in Manila will not solve the problem. Maximizing the use of existing infrastructure is the way to go.
For instance, existing railways should be equipped with high capacity and modern trains. Ex.. PNR should use more modern, fast, high capacity and heavy duty trains. MRTs and LRTS should put more trains. Buses plying the roads should be highly efficient and brand new.
Pasig river ferry should be encouraged and the government should subsidized to cut the cost and increase public patronage.
Ban all jeepneys, tricycles, padicabs in primary roads. They should be plying only in secondary roads.
On the other hand, informal settlers should be relocated and placed in well-developed resettlement communities.
A nonsense urban plan should be drwn up and strictly implemented.
I think regarding manila bay area...they should start to clean it en reclaim a portion of the roxas blvd coastal water with a fine sand that can be taken from our rich land....and open to public that made it look like somewhere in florida beach...this thing would generate more income to manila by means of business as well as tourists...but they should put up a great plan maintaining the sea area clean and far from the IS"....hope this thing would happen anyhow....just day dreaming..h ahahaha"...peace:banana:

Some of the ideas ive incorporated here are not new and some maybe are , anyway im starting to warm up to the idea of a new airport for Manila perhaps at Sangley if the northerners truelly insists on downgrading NAIA ( because DMIA apparently could not be viable otherwise ) .
Such a new airport should at the very least be at the same level and capacity as Nagoya and remain open to international flight's , but if demand is just that strong then a second parallel runway could be built on reclaimed land thereby increasing capacity .
This would free up the old NAIA grounds where in its stead we could have a brand new world class PNR Central Station + the transfer of the main inter city and inter regional central Bus station similar to that of Istanbuls central bus terminal .
Now its kindof vague but ive read in other threads plans to bring the railway lines to Fort Bonifacio , if so then such a line could simply be extended to cross the South super highway into the new terminal aswell as connecting to the existing north south rail lines , so in that sense it would be perfect for a new PNR hub , these lines could then be extended to the new Manila Sangley Point international airport which could also be connected to DMIA , of course from the airport the rail line could then be extended further into cavites coastline perhaps all the way to Batangas the long way round .
The old NAIA grounds could also then accomodate new major road arteries which can help to improve traffic in the metro , and if you look at it at the base of the airport bridge youve got the choices : alabang zapote rd , c5 , roxas blvd , aguinaldo highway to tagaytay and of course the airports already conveniently located in Cavite , so basically the airport would now become more centrally located than before , some of those roads would simply require major upgrades of course to cope with increased traffic .
Funny thing about downgrading NAIA is that its traffic volumes are increasing yr by yr , perhaps we should instead think of transfering the airport at Sangley to be an upgrade lol it might just be that Manila gets to keep the title of main "gateway" , not that i care if DMIA gets it as long as people in the center and south of the metro retain easy and convenient acces to their airport for international and domestic flight's .

AN OFFICIAL of the Metro Manila Development Authority is asking the Commission on Elections to allow him and 13 security escorts to carry .9mm Armscor pistols while enforcing the drive against illegal campaign displays and squatting.
Lawyer Emmanuel de Castro, assistant general manager for operations and Roadway/Sidewalk Clearing Operations Group director, said he has petitioned Chairman Jose Melo for exemption from the gun ban.
“We have to protect the safety of 400 workers under my supervision and others who will soon be recruited for augmentation,” he told Standard Today, short of mentioning threats posed by private armies elsewhere.
De Castro said the request listed the names of Richard Apoderado, Romulo Encarguez, Raymundo Herrera, Rodolfo Laganzon, Nelson Magan, Raineer Mangali, Emmanuel Miro, Chief Insp. Constante Arugay, Supt. Ely Pintang, Epifanio Pecastoste Jr., Rosendo Reyes Jr., Julius Vera and Jose Zabala.
“They possess the necessary documents. But the gun ban prevents them from carrying their firearms outside their residences and in the performance of their duties to assist RSCOG personnel during operations day and night.”
Camp Crame started enforcing on Jan. 10 the prohibition under instructions of the poll body, which also deputized MMDA to remove election propaganda outside designated areas.
“Exempting some of our field personnel from the gun ban is indispensable. Rest assured we will do our best to accomplish this noble task of attaining peaceful, fair, orderly and honest 2010 elections,” he told Melo in his Feb. 23 letter.
De Castro said he and the in-house escorts have trained on gun safety and are licensed to own firearms.
