Sa dami-daming nilagay na footbridge/overpass along Commonwealth, nagagawa pa ng mga taong tumawid sa kalsada - sa ilalim pa mismo! :ohno:

Pag may tumatawid, my brother would slow down the car, roll down his window, at ituturo yung overpass (baka kasi hindi nila nakikita) - and typical for Pinoy, ngingitian lang.

Ginagawa ko rin dati ito ah (yung pagturo sa kanila na may overpass para sa pedestrian)....ang nakakabwisit nangunguna pa yung ilang parents tumawid ng ilegal tapos pagkatawid tatawa pa parang naka-isa...:no:

sinabi nyo...pa.....i think these people does not really know what to do.... i'll bet na nde ito marunong kung ano ang significance ng red yellow green sa traffic light....isa ako sa mga muntik ng meron masagasaan sa may litex portion ng commonwealth....imagine....sa malapit ng overpass mismo tumawid ..you would not think na meron tatawid dahil meron naman overpass....gabi yun at medyo dim yung area na yun.....tatay na meron karga na anak at meron pang hila-hila na bata....yung bata biglang umuna sa tatay nya....just imagine kung nasagasaan mo yun...kahit ba nde mo kasalanan dahil nasa lugar ka at sila wala....buhay rin yun....cargo de conscienceya...mo yun...maliban pa sa abala at gastos.....pati...mga tricycle...gumagamit na ng commonwealth...minsan nga sa edsa pa....sa edsa nahuli sila ng mmda...pero sa commonwealth.....para bang walang otoridad na lahat pwede nilang gawin.......mr bf.....pakitingnan naman dito...dahil yung mga tao ng qc..yung yellow boys...mukhang walangggggg magawa....dapat nito lagyan ng pink fence....:bash:

well...sa may may pnb edsa na malapit sa lrt station ng gma-kamuning.....don talaga ako nakakita ng tumawid sa may nakasulat na BAWAL TUMAWID NAKAMAMATAY....don mismo ...meron nasagasaan....nde ko lang alam kung namatay........nakaladkad ba naman.....nakuha naman agad ng ambulance...kaya ngayon maliban sa warning sign...talagang nilagyan na ng pink fence....para wala ng matawiran......don ko napatunayan na totoo pala talaga ang warning sign na yon....NAKAMAMATAY....

Here's something for the professional/technical perspective:

Statement from the Philippine Institute of Civil Engineers

The Philippines is falling behind most of its Asian neighbors due to its poor infrastructure. Hence, the attempt of the present administration to increase (the historically-low) investments in infrastructure – in the transport sector, more specifically - is to be lauded.

But spending for poorly-conceived, mediocre, and ill-designed projects will only increase the number of poor infrastructure, rather than raise our country’s competitiveness. The construction of elevated U-Turns in Metro Manila belongs to that genre. Instead of building world-class structure, the MMDA is spending hundred of millions of pesos on a structure that violate national and international highway standards.

Perhaps, the original plan for the intersection may have been over-designed. In the world of professional practice, the same issue can only be resolved through Peer Review, and not by sheer “political will.” An “over-designed” structure is more tolerable in the long run than an ‘under-designed” one. Also, a peer review process would have shown that the construction cost of a straight viaduct is lower than a curved one, for the same length and number of lanes, aside from having a lesser number of traffic hazards. Strangely and unfortunately, in this case, there is also no duly-licensed “Peer” to talk about.

The objective of grade separation at major intersections is to achieve maximum road capacity (or passenger throughput) per lane. Gaining “pogi points” is not an explicit objective in building of transport infrastructure. This can not be achieved by the
elevated U-Turn scheme for two basic reasons: (a) a roundabout way can never be shorter or faster than a straight line from point A to point B, (b) the potential conflict points between vehicular movements have not been reduced. The high-volume through-traffic get intermixed with local, low-volume, slower-speed, and left-turningtraffic; thus, reducing the overall flow to the least common denominator – especially severe during peak hours. Vehicles can only be as fast as the slowest ones in front of them.

Bragging that the structure is the first of its kind in the world may be a cause of pride for its proponent. It is, however, a cause of shame for Filipino civil engineers who are supposed to be responsible, by law, for this kind of structure but were not involved in the first place. A mediocre design that ignores fundamental rules of road safety is not something Filipino civil engineers (as it would be wrongly ascribed to the profession as
a whole) – or for that matter, patriotic Filipinos - can be proud. Neither is it the path to progress.

The Philippines can only move into the faster lane of development and progress – if it builds the right infrastructure in the right way and under the exacting yardstick of globally-accepted engineering standards.

How about both English and Tagalog? I'm surprised I've yet to even see any bilingual signs at all with everyone in Manila knowing both languages.

^^ In contrast to the government only using English signs, the MMDA is the complete opposite. Maybe this is because the most stubborn Filipinos only know Tagalog. Haha.

I'll answer your point there.

The Philippine government takes a lot (and I mean a lot) of pride in us being an English-speaking people. And sadly, out of that promotion, the development of Tagalog/Filipino is horribly stunted. When you enter any form of public transportation, other than the public advisories, everything is in English. Sure, it's good for the foreigners who come to the Philippines, but what about the non-English speaking Filipinos?

True that you have a point there. However, until you find the government taking the cudgels of the importance of Filipino (in terms of order) and especially the purity of Filipino (which, BTW, is virtually non-existent since Taglish has been so ingrained in the national conciousness), don't expect any changes soon, whether it may be placing Tagalog before English on LRT/MRT announcements, or dual-language street signs.

If only the Philippines were more like Canada... :D

Isang beses sa may COA (near Sandigan), gabi nun and my brother was driving, maluwag ang daan kaya medyo mabilis ang takbo ng sasakyan, biglang may sumipot na lalaki patakbong tumawid sa kalsada (malapit lang ang footbridge), buti na lang at mabilis ang kabig ng kuya ko, at patalong uwiwas yung lalaki. Talagang ga-buhok na lang ang pagitan nya sa kotse. Tumigil yung kuya ko at lumabas, buhay nga pero balak umbagin yung lalaki, pero nawala siya. Daming tao nakakita, sabi nung isang mama, ganun daw talaga dun.

Ng is the common singular ergative case marker for nouns, or, in other cases, means "of". Examples would be "Nakita ng bata ang babae" for the first case and "Republika ng Pilipinas" for the second case.

Nang is a linker, and is simply "na" with the ligature "ng" attached to it. It is used in conjunction with a modifier. Like "Tumakbo ang kabayo nang mabilis" and "Mabilis na tumakbo ang kabayo", which essentially have the same concept.

It has been two years since I last went home to the Philippines.
I enjoyed my visit tremendously...here it comes
...the part of my visit that I really disliked the most
was driving around METRO MANILA.

Here were my observations:

---Honking everywhere.
---Lack of road courtesy

In fairness kay BF, nagimprove ang EDSA nang dahil sa kanya. 3 years ago, nakakatakot magdrive sa EDSA kasi hindi mo alam kung ano ang magiging kapalaran mo as you go through the highway pero ngayon, mas safe na siya at magkakaroon ka na ng peace of mind that you can reach your destination safely.

MMDA launches “Capsule hotel”

MANILA, June 10 (PNA) -- The Metropolitan Manila Development Authority (MMDA) is set to launch the second worker’s inn or “Gwapotel” featuring more amenities than the one inaugurated on June 12, Independence Day, last year.

According to MMDA Chairman Bayani Fernando, the facility dubbed the first “capsule hotel” in the country, would help ease congestion in Metro Manila by giving out-of-town workers an inexpensive place to stay.

He said the second “Gwapotel” features amenities one normally found in an economy class airline including air-conditioned bedroom with three-deck capsular beds, equipped with good lumbar support.

The capsular beds also come equipped with a tubular control panel for individual spotlight, air condition thermostat adjustment and piped-in music.

“This facility is designed not only for laborers and vendors but also for blue and white collar workers. Mas marami ditong amenities at sinisiguro naming mag-eenjoy sila sa pagtulog dito at dahil sa capsule bed magkakaroon sila ng privacy dahil kulob ang bawat higaan kaya hindi sila maiistorbo ng mga katabi nilang naghihilik o maiingay matulog,” Fernando said.

“This is an enviable space for Gwapotel guests who can afford the luxury of an eight-hour sleep plus shower bath for the measly amount of P25,” he added.

The facility has separate accommodations for men and women.

Guests will be provided with newspapers and magazines while television sets will be stalled on every floor.

Workers can also avail of cheap breakfast and brunch at the canteen located at the ground floor of the three-storey, 2,800 square-meter building.

It can accommodate as much as 800 transients a day.

The MMDA spent P10.7 million for the renovation of the building, formerly Emmanuel Hospital, located at Jose Abad Santos Avenue in Tondo Manila.

The hospital’s owner, through the Privatization Management Office of the Finance Department, has agreed to rent out the old building to the MMDA for P200,000 monthly.

It was originally scheduled to be launched during the Labor Day celebration last May 1 but it was deferred after the MMDA found defects in the design of the capsular bed.
The first “Gwapotel” inn, a joint venture between the MMDA and the National Power Corporation (NPC) along Bonifacio Drive, Port Area Manila was generating about P400,000 to P500,000 a month, the agency said. (PNA)

definitely...you can now drive in edsa...ng 60kph pag hindi rush hour...kahit rush hour...moving na siya.....unlike before that you're stuck from 30 to 1hr....sa traffic lang.......nde nyo ba napapansin... ang improvements.... itemize ko..

1. pavements....yes malapad na pavements
2. trees.....yes...newly planted balete trees....para paglumaki bhayan ng white lady....
3. rumble strip
4. signages\
5. landscaping sa ilalim ng mrt
6. yung mga cadena de amor....na gumagapang sa mga walls ng mrt
7. elevated walkways
8. fences na covered ng cadena de amor
9. regular maintenance
10...mga na standby na equipments in case of earthquake...
11...maraming ibat ibang klase ng equipments....
12...cleaning up of walls...eto...at marami...pa....kulang lang ako sa oras..hehehe

In addition, they have the emergency bay, road's pavement has improved although I prefer sana na asphalt overlay for the whole stretch of EDSA.

I agree, it is faster now to drive in EDSA.

so...vote bf for president.....sa 2010....... oo nga ano...i forgot about the emergency bays....laking tulong nun.....pati yung pag paint over...sa mga graffiti ng mga pasaway na mayayaman na mga walang magawa nde makatulog sa gabi dahil sa droga....at walang direksyon ang buhay....:ohno: yup sila ang gumagawa nun...dahil mahal ang spray paint....nde kaya yung ng mag pulubi....yung bus stops at meron na ring counter kung ilan lang ang itatagal mag sakay at mag baba ng pasahero.....mga pink waiting sheds...dami talaga nagawa ni bayani.....kumpara mo sa ibang mayor...na walang inaatupag kundi ang bumuntot kay erap....sa manila...ginagawa na palang tambakan nde pa alam....eh natutulog sa pansitan......sa makati....dami na palang namamatay na mga bata ang hospital nde pa alam ng mayor ng makati...ang inaatupag kasi ang pagtanggal ng poster nag may poster....kung inaasikaso sana ang pamumuno...di naiwasan sana ang mahigit 60 na newly born babies na namatay ata ayon sa report.....mga bobo rin yung mga taga ospital ng makati....nde man lang sila nagtaka na marami na ang namamatay ng parehong sakit...wla man lang nakapuna....ano ba yan....kung papairalin natin ang accountablility dapat pababain na meyor dyan....impeach kaya kagaya ng ginagawa nila kay pgma...:lol:

Yah manila officials really have to work hard. Medyo nasa crisis ekonomya tayo ngayon. Marami ang nagugutom at gumagawa ng hindi tama. Kagaya ng lang ng nangyari ng mga ilang araw lang. 3 koreana ang sumakay ng kalesa para maglibot libot sa ermita. Ngunit yung kutsero ay dinala ang mga pasahero sa liblib na lugar at nagpayahag ng holdup. Nataranta ang mga koreana, ang isa ay tumalon at nagbagok ang ulo sa sahig. Namatay ang koreana. Ang 2 naman ay nakatakas at nagsumbong sa pulis, hindi ko lang alam kung nahuli ang salarin.

MANILA, June 11 (PNA) -- Metropolitan Manila Development Authority (MMDA) chairman Bayani Fernando said on Monday that travel time via perennially-clogged Epifanio De Los Santos Avenue (EDSA) has improved by as much as 10 percent since 2003.

Fernando said they expect further improvement with the installation of traffic surveillance cameras along major thoroughfares next month.

"We are glad to announce that traffic flow along EDSA has improved by 10 percent or the equivalent of 31.88 kilometers per hour from the previous 21.11 kilometers per hour," Fernando said.

He said that better traffic management due to the installation of the surveillance cameras would further ease congestion along the 24-kilometer highway, the prime artery in Metro Manila.

"We expect travel time to improve further by 10 kilometers an hour once the Enhanced Organized Bus Route is fully in place," Fernando said.

The installation of an initial 56 traffic cameras, according to the MMDA, is part of the EOBR.

The agency said it plans to install a total of 200 wireless traffic cameras along selected intersections of the 24-kilometer long EDSA.

The surveillance cameras are linked to the MMDA head office where its personnel can monitor the entire traffic situation on EDSA and other major roads on a 24-hour basis.

The agency has also constructed a 24-hour communication room, equipped with high-tech facilities much similar to the one put up by the Makati City Government.

Dubbed the MMDA Command and Communication Center, the facility, according to Fernando, will complement the existing monitoring facilities at the Traffic Operations Center (TOC) located at the 3rd floor of the agency's main office in Makati city.

"This facility will serve as the eyes and ears of Metro Manila 24 hours a day, seven days a week in good or bad weather. This will be the communication nerve center of the MMDA," Fernando said.

The facility will feature computers with Internet and Wi-fi connections and multi-band radios linked up to the traffic surveillance cameras being installed by the agency in strategic thoroughfares all over the metropolis.

He said the facility would be use not only for traffic management and monitoring but also to dispatch emergency vehicles, ambulances, tow trucks and heavy equipment in time of emergencies and accidents on roadways.

It will also be used to monitor the water level of the 15 pumping stations operated by the agency to prevent cases of flooding in Metro Manila.

Another component of the EOBR is the installation of micro-chips dubbed Radio Frequency Identification Device (RFID) on passenger buses plying the metropolis' roadways.

"The Enhanced Organized Bus Route is nearing its full implementation. We are just making the final checks and preparation bilang paghahanda sa pagpapatupad nito sa mga darating na araw," Fernando said.

Under the enhanced OBR program, buses are required to line up in various terminals put up by the MMDA in different areas in the metropolis. They will be dispatched depending on the number of commuters on the road.

Each terminal and loading bay are equipped with tracking device and cameras that will monitor every bus operating in Metro Manila.

The program is designed to complement the installation of traffic surveillance cameras along strategic areas in the metropolis for better traffic management and monitoring.

The MMDA said there are about 3,500 buses operating in Metro Manila.
Violators of the policy, he said, will be meted P1,000 fine for every violation. (PNA)

In addition, no lights on Buendia flyover going to the Fort, Global City. This is a major road that connects Makati and Global City. :bash: Ortigas flyover northeast bound from EDSA to Ortigas, most of the lamps are busted.

Gold of Ancestors was nice as well as their other exhibits although I thought their Embroidered Multiples - 18th to 19th Century Philippine Costumes was limited. They could have sourced more for this exhibit to make it interesting instead of only a few pieces on display.

Gold of Ancestors was nice as well as their other exhibits although I thought their Embroidered Multiples - 18th to 19th Century Philippine Costumes was limited. They could have sourced more for this exhibit to make it interesting instead of only a few pieces on display.

yup kulang nga....well...somebody just stumbled on it during her research sa netherlands.....nakalagay lang daw sa box marked philippines....nde daw kasi interested ang mga tao before sa mga mestizo....the world then was interested on the pure pinoys...yung pandak, pango ang ilong at kayumangging kaligat-ligatan....so walang pumansin sa collection na yun...blessing in disguise din dahil the costumes were in excellent condition.....bilib it or not...we have that same pants sa chest ng mother ko....tawa nga ako coz it really looked like a palda....my mom told me na it was my great lolo's pants....importante pa la yun...well..sad to say when our house got burned...everything...was burned...eniweys....the sacred thread to me was definitely and ummmph...and so were the diadems.....galing...

Yes, that was the commentary on the audio-visual part of the exhibit but since they named the exhibit, Embroidered Multiples 18th - 19th Century Philippine Costumes they could have sourced more. They could have asked assistance from the National Museum, I remember seeing an exhibit at the National Museum a few years back on Philippine Costumes but anyway......

my dream ticket is really BF and Mr. Belmonte. We all musn't heap tons of praise on either candidate though, because we all know they are tainted to some degree. I just hope they have the political will to bring discipline and change in the country. meaningful change mind you.

It's important that we elect a pragmatic president that deeply understands the social fabric of the country. Someone who can convince the public that being right and unpopular is better than being wrong and popular (in the words of former Senator Recto).

We need someone who will actually reach out and listen to the public. I don't know if Mr. Fernando's banners on edsa displaying his phone number is genuine, but the idea of being able to communicate to a government official is very encouraging. I have so many ideas for Metro Manila and im sure plenty here have ideas as well. These ideas need to be heard and considered.

This is politiks after all you have to compromise a little to get results. what will matter is what they will do and achieve once they're in the position.
Nothing ever gets done because even if you start out with good intentions ,it will be lost in the way since there is this culture of chaos or feeling of naguunahan lagi. With driving, politicks, standing in line, it's the same. We need someone who can whip everybody's asses. and I don't mean Amigo.

Well the lagay thing isn't really a monopoly of LGU's. MMDA enforcers are also in to it so I guess with or without their ticketing scheme the MMDA should exert all effort to eradicate such practices. Baka nga mas marami pang incidence ng lagay sa MMDA than the other LGU's combined since most roads are managed by the MMDA.

Metro Mayors resist changes to strengthen MMDA. BAsically it's a turf war as far as they are concerned. You will need strong political backing from the top (which is unlikely as she does not have that much capital to spend) to get the neccesary legislation to strengthen MMDA as an institution.

Unfortunately all politics is local. Even mayor's who support BF's initiatives and the MMDA are loth to strengthen MMDA as it will surely weaken their own powers.

There are other ways to accomplish this though. Greater coordianation with other regulatory gov't agencies. For example the bus problem was attacked by both MMDA and LTFRB. This way Colorum buses and transport system leakages were made more transparent and approachable by the law.

The system for traffic apprehension which has been rejected above by the supreme court may have to be looked at from a different point of view.

Regional Transport Terminal to Rise in Taguig

A central transport terminal that will serve as Metro Manila’s gateway to Southern Luzon will be built along C-5 Road in Taguig City.

This was affirmed by the Taguig City Government and the Department of National Defense (DND) during the recent signing of memorandum of agreement (MOA) to undertake a feasibility study for the construction of the Southern Regional Transport Terminal Complex (SRTTC).

Taguig Mayor Freddie R. Tińga said the proposed public transport terminal will rise on a three-hectare land along C-5 Road near exit leading to the Southern Luzon Expressway (SLEX). The terminal, he said, will feature world-class amenities and facilities.

"The project will benefit us in many ways. Not only will it help ease up traffic in the metropolis, but will also provide many economic opportunities by way of government revenues and job opportunities for our people," Tińga said.

For his part, DND Secretary Gilbert Teodoro, Jr., lauded the city government for its initiatives in continuously developing the city.

"This initiative complements the 10-point agenda of the President. I congratulate Mayor Tińga. There’s no need of thinking twice in approving this kind of constructive views, and I respect how the mayor introduces more development in his community," Teodoro said.

Under the MOA, DND authorizes Taguig to use the three-hectare property, owned by DND, as site of the proposed SRTTC subject to applicable laws.

The agreement also provides that the city government may enter into a separate agreement for the conduct of the study to determine reasonable compensation for use of the property. However, it should bear no cost to the Government of the Philippines , to the Defense Department and Taguig.

The MOA also allows Taguig or its private sector partner to establish, develop, operate, manage and maintain the SRTTC.

When constructed, the SRTTC will serve the provincial buses plying the southern regional and provincial routes. It will serve as the central link to various installations such as the international and domestic airports, the Metro Rail System and other key landmarks in the metropolis.

The terminal shall impose strict regulations that will ensure free-flowing traffic in and outside the terminal. Buses, for example, shall jointly use priority lane for e-pass holders, single entry system enforced via SRTTC main vehicular gate. Traffic within the SRTTC will be uni-flow.

Aside from unveiling the SRTTC, the city government also introduced its other proposed transportation projects – Taguig Express Transit System (TEXTS) and the Bus Rapid Transit (BRT).

Already on the pipeline, TEXTS is a system linking key parts of the metropolis through transport lines. BRT, on the other hand, is a rail-type transport, except that it employs buses on dedicated lanes, directly connecting C-5 Road , Taguig to Ayala Avenue , Makati .

The MOA signing was witnessed by DND Undersecretary for Civil, Veterans and Reserved Affairs Ernesto Carolina, Engr. Ernie Camarillo, Taguig City Administrator Wilfredo Villar, Taguig 2nd District Councilors Ricardo Jordan and Erwin Manalili, Chief Chaplain AFP B/Gen. Ephrodito C. Magno, and other AFP officials.

I would like to think that the heads of the agencies concerning transport and traffic are in the same side of the fence. They are, after all, appointees of the same administration; unlike the MM mayors who would have political agenda associated with MMDA's initiatives.

I actually like that word which very much applies to MMDA and BF - initiative. A lot of the politicos don't even have that in their dictionaries kaya patuloy pag-decline ng mga constituencies nila.

We should'nt malign traffic lights because these are most appropriate for certain cases just like the U-turns are suitable for others. It's their operations and settings that need to be addressed. Metro Cebu, for example, did pretty well with their signals and there are a lot of other success examples in other cities including those more dense than Metro Manila. Di ko rin napanood ang infomercial but established practitioners in the private sector agree about the applications of U-turns and traffic signals when treating intersection traffic flow. I was pointing out the technical perspective regarding the use of U-turns considering that traffic signals might be perceived as a defective means for traffic control based on the posts on this thread. I think the DPWH should be clear should they come up with an infomercial. The same goes with MMDA, merely showing animations of traffic flow can be misinformation to a general public not in the know that simulations need to be calibrated and validated.

The Probe Team had this episode last night about the U-turn scheme and the U-turn flyover. Well researched, I must say, but it seemed to put MMDA in a bad light. They really should have more people capable of going head to head with the private sector when it comes down to the technical aspects of their schemes.

well....you know...its just a case of people being afraid of unfamiliar things....takot sa pagbabago....this u turns actually works...i don't know kung naiintindihan ito nga mga taong walang sasakyan....getting stuck in traffic isn't fun....daming resources ang wasted....time, gas money, strength...let us just support what bf is doing...the guy knows what he is doing....case in point...of all mmda chairmen....sino ba ang chairman na nakapagpaayos sa mm....di ba si bf lang...it is because of his unusual ways that things gets solved....ang situation natin....requires...out of the box solutions...and ito ang binibigay ni bayani....so far the guy is doing a good job....let us all just support him...let us keep our mouth shut and our eyes wide open...and let...bf work...

Nakta ba ninyo yung bgong infomercial ng DPWH? sinbi nila na panggastos sa fuel costs yung u - turns ng MMDA. TANGA! Ano ba ang mas mabuti: maghnhntay kayo nang isang buwan para sa green lite sa mga intersections o diretso at mag - uturn kung kailanagn? tanga talaga yung gobyerno natin! mas lalo na yung DPWH! Alam ko na kahit mukhang pangit yung mga uturns, mas mabilis yung biyahe ko. wala ng trafic lites eh. Bakit galit yung mga trntado sa DPWH? kailngan natn yung mga u turns sapagkt walang flyovers sa intrsctions! trabaho nila ang pagtatayo ng mga flyover di ba? trabho nila yun at di nmn ginagawa.TARntADo At gag0!

napanood ko kagabi sa probe,(sayang patapos na) tingin ko kasi parang na bypass sila sa project na yan. isang mechanical engineer daw ang nag plano, samantalang andyan namn silang mga civil engineer sa DPWH. Kung susundin daw kasi ang international standard sabi ng MMDA, maraming structures na tatamaan at masyadong malaki ang budget na kailangan. Eh kailngan na ng gawan ng paraan, kaya yun.

Actually, pag dating sa Metro Projects, wala na dapat pakialam and DPWH because useless lang. They use to corrupt the budget. I think if ever, mas mabilis ang service ng MMDA and complete pa ang mga equipments...

Hehe. Well, it is probably mainly because of the DPWH being inept kaya di nagawa yung kanilang proposal for C5-Kalayaan. Tapos nang mag-meeting nga siguro sa cabinet, wala naman maipaliwanag itong si Ebdane while si BF may solution na. Serves DPWH right in this case and probably numerous others in MM. They still have to earn the respect they so desperately seek from the public.

I saw the buses of FIVE STAR BUS CORP having a Philippine Flag and the word "BAYANI" printed in a banner placed in their windshields. I assume they are expressing support to Bayani Fernando.

MANILA, Philippines--The Metropolitan Manila Development Authority (MMDA) has activated its rescue and flood control operations as typhoon Frank (international codename: Fengshen) battered Metro Manila Sunday.

MMDA executive director Angelito Vergel de Dios said several trucks have already been deployed since Saturday to aid stranded passengers while a separate team will be going around to control any flooding.

"We have teams for rescue," said De Dios in a phone interview.

He said at least four ambulances were on standby and several MMDA trucks will be responding to rescue requests.

Meanwhile, De Dios reminded billboard owners to take down their billboards to prevent a repeat of billboard-related accidents during typhoon Milenyo last year.

While acknowledging that authority over billboards lies with the Department of Public Works and Highways, De Dios reminded billboard owners that they must take down the ads once Public Storm Signal no. 1 is hoisted.

Actually, malaki na rin ang improvements sa flood control. A lot of people aren't aware that even if bumabaha pa rin in many places, mas mabilis na ang pagbaba ng flood waters. This was the experience in Marikina where BF obviously sharpened many of his troubleshooting skills. So kahit bumaha, instead of waters subsiding within a week or more, overnight to about 2 days na lang. Exception to the rule na lang talaga ang CaMaNaVa area but I don't think MMDA is to blame here as flood control projects aren't originally MMDA's turf.

OK. So I revised the C5 North Section in my map and this is how it looks like:

Notice that there are three plans in the north section of c5: the one going along North Ave and Mindanao Ave is the plan according to GMA's SONA last year; the Tandang Sora Ave. route; and the road on the upper part was the usual plan that I see in SSC and DPWH. It's kinda unclear, really. But since GMA have already showed it in her SONA, I guess that it would be the plan now. According to the SONA Technical report, civil works would start this year. Well, knowing how things go around here, I guess it would start a little later than that (but I'm still keeping my fingers crossed). :D


I think its better to plan and relocate first those squatters everywhere in Manila.

Then we will see the difference.

If we take a closer look on google earth maps, majorities of areas in metro manila are packed with squatters and slum areas, especially in QC.
I think if the government has the capacity to plan courageously and seriously to relocate them, that was a long time ago?, untill now they dont know wat to do or they just ignore the fact, that the government itself, themselves, has no capacity to take action.

Are they afraid of those gangsters with machete and willing to die not to leave their piece of rugs??? yes that is a big problem of the government but...

It can be done in a peaceful way... Alot them a big self sufficient towns out side the metro in nearby provinces and they can make their own livelyhood to sustain.

Convert those squatters area in metro manila to public parks and recreation areas, then we will see a big change and improvement in the city.

There are a lot of examples of successful mass housing projects. There are many decent developments in Thailand and very good examples in China where population densities in cities are quite high. The government should look at these and work with progressive NGO's to convince informal settlers to move and also do their part. Di naman syempre pwedeng libre lahat. They also have to pitch in their share if government is to extend assistance. Taxpayers money din naman ang gagamitin eh.

Govt I think should seriously think of putting up hi-rise public housing just like what our asian neighbors did. Lets face it land is very scarce in the city. Imelda Marcos was on the right path when she started building those mid rise bliss complex. Squatters are people too who deserves to be treated humanely and fairly. With a decent housing in hi rise buildings, these people may change in the manner they act and behave in a civilized society and hopefully contribute to the growth of our country and rather not contribute to the population of our country. The bigger the population the bigger the social problems.

Come to think of it, look at old photos of Singapore in the 1950s and 1960s, hindi ba puro squatters din ang mga naroon? Their housing authority really did a good job of constructing the high-rise mass housing buildings that now give shelter to many Singaporeans.

Kailangan din ng robust government response to those who are in the process of starting their mini-colonies. Whenever 3 or 5 families start building structures in a piece of land, tanggalin agad!

Mahirap ata maalis ang mga squatters. Becoz of poverty siguro. Unless these people become busy doin work, they will just engage in bumming around. They will just drink even in the hot afternoon then make kids with any female around. Its a vicious cycle as more kids are made more squatter colonies sprung up and as an added negative side effect morality and decency goes down.

^^MMDA had all the garbage trucks towed and impounded and the drivers be held accountable for violating traffic rules and regulations since the garbage trucks are actually owned by private firms.
I admire MMDA for handling the situation very well. :baeh3: to binay, who made a fool of himself for ordering the trucks to surround MMDA
and the stupid mayor said afterwards he will pay the P600 fine for each truck. haha but sayang ang pera ng mga taxpayer ng makati.:bleep:

This country needs a leader with more than a magnetic personality. This country needs someone who is strong and determined who doesnt give a damn if decisions made are unpopular so long as it is for the public good in the long run. This country needs someone in the mold of lee kwan yew or mahatir mohamad who can rally the people, inspire them, guide them to a meaningful future. I dont see that person in any of our senators right now. I bilieve theyre just a bunch of air heads trying to look intelligent. We need an action man, we need a hero.

Mahirap talaga maalis ang squatter, because the mayor or government tolerates it. kahit na naglalabag na sila sa lahat ng mga ordinances, sanitation, zoning, building code, etc. bibigyan pa niya ng barangay.
The government should build millions of units in high rises and force all of squatters to move into them and demolish all illegal structures afterwards. If MMDA can build P25/day hotel with aircon and shower. a lost cost building unit is possible.

That hospital in Makati was ordered closed due to many instances of death on babies. I'm not a doctor so I can't remember the exact name of the disease.

Binay should clean his turf. The Guadalupe bridge near the Pasig river is full of squatters. Worse, in this area, the traffic enforcers are so blind that they allow the jeepneys to use the right side of the road as their terminal. This is a major intersection, whew, Binay, gising!

If GK can formulate a scheme together with govt to provide high-rise mass housing developments siguro malaki ang impact. The thing with the current GK projects is that though they are success stories, they would require land. Essentially, single detached pa rin naman ang mga GK projects.

avenues w/mmda uturn: 15.83- 40.52km/h

MMDA uturns natin mukhang eyesore nga, pero kulang tayo sa infra funds eh, 2% ng budget lang. Yung ibang bansa sa ASEAN, 7-12%.Dapat may flyovers tayo mas lalo na sa Q.C., Manila, Pasay, Paranaque, Caloocan - sobrang trapik. Parang nasa parking lot ka ng SM. :(. Pero, walang mgawa. Yung projects ng DPWH...ilang taon pa't di pa nagsimula. parng wlng kwenta. Yung mga kuratong DPWH, naghahanap pa ng pogi points. Wlng kwenta yung infomercial nila ukol sa uturns ng MMDA. Mas mabilis nga yung byahe natin hindi ba? Eyesore nga, pero buti nga may initiative si BF. maliban diyan temporary solusyon lang ang mga uturns. Pagkatapos ng ilang taon, dapat may pondo na tayo para sa mga flyovers na walng tongpats.

Totoo yan. Di ko alam ang dahilan kung bakit naghahanap pa ng laban ang DpWH sa MMDA uturns. Eyesore nga pero temporary solusyon lang kasi ang mga u turns eh di ba? Ang mga flyover completion dates pa: 2006, 2008, 2005, 2004, etc, Matagal nga. hanggang ngyon, eh wala pa... Parang walang kwenta yung infra projects natin sa pilipinas ah ano? May tongpats pa.

I think the underpass is more appropriate than the u-turn slot. tried and tested na sia dito sa atin eh saka yung sa nakikita ko sa construction ng u-turn slot masyadong mababa ung vertical clearance unlike nung pinakita sa thailand

Dapat nga overpass/underpass C-5 + underpass/overpass interchange sa Makati - Pateros Road. Kaya lang, dahil mabagal ang DPWH, nageexperiment na tuloy si BF sa elevated uturn eh. Noong panahon ni Cory Aquino pa yan. :ohno:

Pero sa Bangkok, mabisa at mabilis ang mga elevated uturns mas lalo na sa rush hour. Kaya ba nila yan dito? Kung kaya nila yan, dapat i-add nila ang underpass&overpass sa Makati -Pateros/C-5 intersecction para mas kumpleto yung interchange system diyan. In an interview with QTV's Balitanghali, Binay said they have decided to leave the garbage trucks in front of the MMDA office in Makati City, saying it is the MMDA's responsibility to provide an alternative dump site for Metro Manila's garbage.

“Wala kaming matapunan ng basura... E di siya (MMDA chairman Bayani Fernando) maghanap ng tatapunan ng basura (We have nowhere else to bring the garbage to... So we leave it to him to deal with finding a new dumpsite)," Binay said.

In a separate report with Balitanghali quoted MMDA Sidewalk Clearing Operations Group Director Bob Esquivel as saying that the MMDA had the trucks towed to an impounding area.

Esquivel also said the MMDA is considering filing for the revocation of the drivers’ licenses because they violated traffic regulations by abandoning their trucks in a public road.

“Ang daming nagrereklamong residente dito sa amoy ng basura (A lot of residents are complaining about the smell of the garbage)," said Esquivel.

“Meron naman tayong mga alternative dumpsites. Pwede silang magtapon sa regulated dumpsite kagaya ng San Pedro. Meron din tayo diyan sa Pier 18 (We have alternative dump sites. They can throw garbage in a regulated dumpsite like San Pedro and Pier 18)," he added.

In the interview, however, Binay said that before they decided to park their garbage trucks at the MMDA office, truck drivers tried to dump the garbage at an alternative dump site in Navotas but local officials there refused them entry, saying the closure of the Rodriguez dump site was Fernando's problem.

On Tuesday, the Rizal provincial government prevented Metro Manila garbage trucks from throwing trash in the 19-hectare sanitary landfill in Rodriguez after Metro Manila’s 45-day temporary permit lapsed on June 20.

MMDA General Manager Robert Nacianceno said his office is currently negotiating with Rizal Governor Casimiro Ynares II.

For his part, Ynares said in a press statement that Rizal government will not renew or issue another permit to the MMDA until its provincial board comes up with a final resolution on the six-month extension request from Fernando. - Johanna Camille Sisante, GMANews.TV

Fernando criticizes several Metro mayors who are uncooperative in garbage solution

Garbage may be the root of one�s political downfall.


If one is to believe the analysis of Metropolitan Manila Development Authority (MMDA) Chairman Bayani Fernando, the elected mayors of Metro Manila should lick the problem to avoid ruining their political careers.

Fernando who criticized some Metro Manila mayors for being uncooperative to the MMDA said that the results of the elections should serve a lesson on the importance of proper garbage disposal.

"The people have grown tired of dirty surroundings, of uncollected garbage," Fernando added.

Fernando said that he has been repeatedly appealing to the 17 city and municipal mayors of the metropolis to promote the door to door system of garbage collection in their localities.

"I don�t know why some mayors don�t find value in it. It has been agreed upon during our deliberations that this door to door system be introduced to the public," Fernando noted.

Of the 17 mayors in the metropolis, Fernando confided that barely half of them were supportive in the implementation of policies and regulations which they themselves agreed on.

"Its easy as telling their garbage contractors to make it a part of their work to inform the public of the door to door policy and yet they cannot do it," Fernando added.

The door to door garbage collection calls for the household members to take out their garbage only when the garbage trucks has arrived to pick them up.

Fernando said that this scheme prevents stray dogs or cats from scratching into the garbage bags or digging into the garbage cans or the garbage being blown off by the wind scattering the garbage all over the place.

The garbage usually find their way to the inlets, canals and drainage systems obstructing rain flow that causes flooding during heavy rains.

It also allows garbage collectors to proceed with their jobs of collecting garbage unabated because they are spared from cleaning the liter and unattended garbage on the streets.

Fernando reminded the Metro Manila mayors that efficient garbage collection is part of their mandate along with the implementation of MMDA ordinances concerning garbage.

Two prominent personalities namely Caloocan City Mayor Reynaldo Malonzo and Para�aque City Mayor Joey Marquez lost in their bid to seek congressional seats in their localities.

Malonzo whose wife Gigi also lost to Congressman Enrico Echeverri in her mayoralty bid lost to his former prot�g� Oscar Malapitan in his own congressional aspiration while Marquez was thrashed by former National Security Adviser Roilo Golez.

Who will blink first? Will it be Metropolitan Manila Development Authority (MMDA) Chairman Bayani Fernando or Makati City Mayor Jejomar Binay?


Reminiscent of the cowboy movie duels to prove who is the fastest gun alive, Fernando and Binay engaged in a verbal duel.

The latest word came from Fernando, who warned the Metro Manila mayors against issuing statements that incite rebellion.

Threatening the use of his so-called "executive powers,�� Fernando singled out Binay for his declarations encouraging people to revolt against the MMDA.

Fernando branded Binay�s statement as irresponsible, warning him to exercise prudence.

The MMDA chairman also reminded Binay things could turn worse for him should he continue with his negative declarations.

An equally irritated Binay had earlier issued a public appeal aimed at Fernando, urging sidewalk vendors and other victims of alleged MMDA abuses to file cases of human right violations, particularly over the metropolitan agency�s sidewalk clearing and traffic operations.

"Napakasama ng ganung panawagan,�� Fernando lamented.

Fernando said the MMDA committed no irregularity, adding that MMDA personnel should instead be commended for performing their duties.

The MMDA chief accused Binay of endangering the lives of MMDA personnel with his unfounded and baseless hate calls against the agency.

"People would attack and hurt our men because Binay had said that what we are doing is illegal. Napaka-delikado. We are being treated like criminals,�� Fernando added.

Fernando said policy differences should be discussed during meetings of the Metro Mayors Council (MMC).

The MMDA chief said the ideal set-up is impossible to accomplish since Binay is almost always absent during the meetings.

Binay lashed back at Fernando for defying the Supreme Court order while emphasizing no one is above the law.

He insisted that there should be no law at all if a defiant Fernando continues to disobey the Supreme Court ruling, the highest court of the land.

Fernando said anew that the April 15 Supreme Court ruling merely bans the MMDA from confiscating the drivers� licenses of erring motorists.

Binay believes otherwise as he urged people to pursue their cases against the MMDA as the highest tribunal has stripped the agency of its powers.

The Makati mayor also claimed the Supreme Court affirmed the MMDA has no legislative powers to enforce programs without the consent of the Metro Mayors Council.

Parang mahilig makipaglaban sa kapwa si Binay. Di ba nasa Laguna ang dumpsite ng makati at di sa Rizal? Bukas ngayon ang Rizal dumpsite ah.

I think the radius of curvature of the U-turns in Bangkok are more appropriate for the speeds of vehicles there. The C5 U-turn overpasses are questionable in as far as MMDA claims that they're designed for arterial speeds above 40kph.

Dapat magconstruct sila ng C5 underpass + Makati - Pateros overpass pagkatapos. Medyo delikado nga kung ito lang ang gagawin nila at hanggang diyan lang. Hispeed expressway dapat ang c5.

Without the temporary u-turn solutions of MMDA. Traffic would have been horrible, while we all wait forever for DPWH to build the flyovers along C2 - C5 road.

In fairness to DPWH, those projects have all been given a go signal by the NCR RDC way back in the 1990's and was approved by the MMDA as well as all the Mayors of MM including then Mayor BF of Marikina. It took a while for the national government to apply for foreign funding for these projects. Si PGMA na yata ang nakaupo and when they finally got the JBIC nod. Detailed engineering design followed but then it was at a time when MMDA started the U-turn experiment. Eventually, BF put a hold on the interchange projects claiming that they were too expensive and that the U-turns were "The Solution." This, despite the fact that the projects already had JBIC funding. Even the DPWH could not impose its will even if they wanted to because inipit sa NCR RDC. Note that any project must get approval from the respective RDC (same in other regions) and it so happened that the MMDA Chair is also chair of the NCR-RDC. The result, of course, was a strongly worded letter from JBIC and the Japanese government regarding the loan. Weird nga dahil parang nagrereklamo ang mga Hapon kasi umutang tayo tapos binabayaran na natin, pero we have nothing to show for the loan (no infra was built). I'm not an expert on negotiating loan packages but I'm sure there were strings attached so affected mga Japanese companies.

MANILA, Philippines - Following a series of mishaps that snarled traffic there, the Metropolitan Manila Development Authority will place more reflectors along Epifanio delos Santos Avenue (EDsA).

Radio dzBB's Tuesday Niu reported that MMDA general manager Roberto Nacianceno said the reflectors and stickers will be placed in the center islands particularly in Makati City.

Nacianceno said their priority will be the service road and tunnel along Ayala Avenue, where trucks carrying ethanol and sand had crashed last week.

well....talagang inggit na inggit si binay sa tinatamasang popularity ni bf....if poll will be held right now.....its a given...na si bf ang pipiliin ng tao kesa kay binay....anyway....baka gumagawa lang ng isyu si binay para mapag usapan nde kasi sya pansin...kagaya ni bf pagdating sa media.....palaging nasa news mmda.....and people equate mmda with bf.....imagine the name recall advantage that it give bf....

i think that u turn slot is not a good idea.

one thing with bf is that he's closed to ideas which may not agree with his, a good example is this u turn thing which at best really is a stop gap solution, now it's institutionalized in this massive infra which hopefully will do the job (as someone commented even then looks a bit sharp if they are supposed to attain a certain speed).

Well, regardless of signals, U-turns and interchanges...looks like the weekly fuel prices are already making an impact on traffic. People who need to prioritize on putting food on the table are beginning to think twice in using their cars due to the prohibitive cost of fuel.

The big increase being proposed for this week will surely dampen spirits but is also expected to decrease cars on the road. The car has always been a status symbol and indeed has been a comfortable (although not necessarily a financially viable) alternative to riding jeepneys and buses. Meanwhile, public transport is searching for ways to beat the fuel crunch. The more progressive groups are looking at engine replacements or alternative fuels while the others look to fare hikes instead. I'm just worried that PUJ's and PUB's, not to mention taxis are already sacrificing the maintenance of the vehicles.

If there's one thing I can credit to the fuel hikes, it's the provision of a wake up call to motorists and commuters regarding the importance of sustainable public transport. Needless to say, it's also a wake up call to our leaders in government but then again, mahirap gisingin ang nagpapanggap na tulog, di ba?

The MMDA did a good job reclaiming the sidewalks for pedestrians. They are still clearing space in many areas. Maybe a next step would be to design and construct wide walkways where space is available to encourage walking and cycling. Many other cities that are considered liveable are actually walkable cities. It is a healthy and cost effective alternative for a lot of people.
