South Pars Economic-Zone Development Thread

Location: Some 50 kilometers long and one kilometer wide, the Pars Region economic-zone is located in the Bushehr province, on the coast of the Persian Gulf, between the two ports of ‘Assaluyeh and Nakhl-e Taqi, and flanked by Sherinu and Bidkhun villages.

The Pars Region was created to accommodate oil and gas refineries and exportation facilities for Iran and Qatar’s common resources.


Assaloyeh, a town being developed from pretty much scrath in Southern Iran, it's located 300 Km East of the port of Bushehr along the Persian gulf coast and 570 Km west of the port of Bandar Abbas.

The French firm Total, the Korean firm Hyundai and the Italian firm ENI are currently completing these projects.

It is estimated that some 60,000 persons will be employed on the site, taking into account the future exploitation personnel and their families, more than 200,000 persons will become established in the area once the project is completed.

Atisaz has completed the design of a project involving 1,000 residential units on an 90,124-square-meter plot of land and begun its execution since July 2002.

Phase 1, comprising 10 three-storied blocks for a total of 240 apartments, is under construction.

Phase 2, comprising 20 three-storied blocks for a total of 240 apartments, is under construction.

Phase 3, comprising 22 three-storied blocks for a total of 168 apartments, is at the design stage.

The administrative-commercial center No. 2 will cover a built area of 24,000 square meters on two floors.

The following are the viewpoints of Eng. Ahmad Jami, Managing Director of Pars Special Economic Energy Zone Co., where he briefly describes the various infrastructural projects and zone development plans being implemented in the Pars Special Economic Energy Zone.The Cabinet of Ministers has recognized Pars Special Economic Energy Zone as Iran's official boundaries and so it would be important to secure the area.

Possession of Lands and Securing the Area: The Cabinet of Ministers has recognized Pars Special Economic Energy Zone as Iran's official boundaries and so it would be important to secure the area. We mull over 80,000-meter fencing with 70,000 meters accomplished so far. The fencing involves the northern, eastern and western sections.

Domestic Road Network and Road Construction Projects: We have been building domestic roads to connect industrial sites in the area. The main roads are as follows: The road stretching from entrance to center of the area, the road stretching from the entrance to the service-providing port, the road connecting the airport and central entrance boulevard, the road connecting Assaluyeh and Nakhl Taqi villages with the new road in north of the zone. The construction operations of the mentioned roads have been started and are in different stages. The operations have progressed from 10 to 100 and the projects cost will be more than 1,000 billion Rials.

Pars - Port Complex: The service-providing port is one of the comprehensive port complexes (Service Port and Petrochemical Port) measures 140 hectares and it can let 75,000-ton ships berth. Once completed, the serviceproviding port can accept loading and unloading of around 10 million tons of goods including one million tons of sulfur, three million tons of container-ferried products and six million tons of machinery for refinery.

* 35% progress in Service Providing Port. The nominal capacity is 10 million tons per annum, which can let 12 ships berth simultaneously, and 1800 billion Rials investment will be made for this Port.
* 27% progress in Petrochemical Port, The nominal capacity is 30 million tons per annum, which can let 15 ships berth simultaneously, and 3700 billion Rials investment will be made for this Port.

Comprehensive Telecom Project: Located on 1,400 square meters adjacent at Kangan Boulevard, the Comprehensive Telecom Project is a two-story building with a telephone center in each site. The single story building of the telephone center has 360 square meters of built-up area. The telephone centers are connected to the telecom center through buried optic fibers and telecom lattices. The center can offer up to 10,000 wireless telephone lines and 40,000 wired telephone lines.

Water Supply Projects: The water projects under study are:

l. Installment of two water desalination plant with a capacity of 10,000 cubic meters per day
2. Building two concrete water tanks with capacities of 30,000 and 5,000 cubic meters
3. Laying on network for transfer of water from desalination plant to tanks (under design)
4. Setting up water distribution network (which is in materials provision stage)
5. Water supply from Moharram project and Kowsar Dam in the mid-term

Power Supply Projects:

1. Final negotiating with a German company for building 600-Megawatt power plant under Build-Operate-Transfer (BOT) method.
2. Building seven electricity substations with capacities of 100 to 200 Megawatts and 132.20 and 20 kilovolts.
3. Laying a 40-kilometer 132-kilovolt transmission line (double circuit).
4. Erecting 62 distribution posts with 20x0.4-kilovolt capacity.
5. Distribution lines and streets lighting are under design.

International Airport: The new airport is designed on an area of 18 hectares which includes the airport itself and the peripheral buildings, the executive operations of which have started since June 2003. The tarmac, hangar, fencing and patrolling roads are estimated to cost 70 billion rials; terminals are prefigured to cost 150 billion rials for transferring 750,000 passengers per annum. The control tower and its technical buildings located on 1,000 square meters cost 20 million rials while peripheral buildings like the fire fighting and meteorology section cost about 40 billion rials. The entire project is estimated to devour 280 billion rials.

Sports Site: A sport site is designed on 19 hectares of land at the heart of Pars Special Economic Energy Zone. The site is predicted to field:

* Grass soccer pitch with the capacity of 5,000 spectators ? Indoor swimming pool with 1,500 square meters of built-up area
* Indoor multi-purpose hall with 3,000 square meters pf built-up area with 1,200 seats for spectators
* Indoor bowling hall with around 1,000 square meters of built-up area
* Buffet and coffee shop
* Outdoor sport fields for volleyball, basketball, tennis, skate and ping pong
* Bicycle track in all sites Construction of the "sports paradise" has so far registered 10% progress since it was launched this year.

Passenger Terminal: A bus terminal is located in Shirino (western entrance of the area) on around 15,000 square meters of land. It fields buses and minibuses. The terminal building is two-story with 2,800 square meters of built-up area. The building has ticket selling box section, waiting room, trade and administrative sections

Cargo Terminal: Lying on 45 hectares of land, the cargo terminal is situated at the center of the area. This terminal covers reparation centers, mosques, sport facilities, welfare facilities and washrooms and restaurants for the drivers. This site also includes customs, insurance, weighing machine and other sections.

International Sadaf Hotel: A 400-room international hotel will be built on 100 hectares of land in Naiband Gulf on the route connecting the international airport to the industrial sites. The hotel is modeled on the marine environmental conditions and resembles a shell. The hotel is made up of three highrise buildings with 11, 14 and 17 stories. The total building lies on 43,000 square meters. The hotel includes large and small doublebed rooms, different types of suites, special rooms for the handicapped, recreational facilities and so on.

Oil and Gas Industry Exhibition: In an attempt to set the stage for flaunting gas, oil and petrochemical potentials and offering information about the latest developments in this field, a piece of land is designed to exhibit oil and gas industrial achievements. An exhibition has been envisioned to be established in a beautiful coastal part of the Persian Gulf, Naiband Bay, to attract foreign tourists.

Attention to the Environment and Natural Reserves: We have carried out the following operations to protect Mangrove (Hara) Woodlands:

1. Plantation of around one million Hara saplings in the woodlands
2. Producing 70,000 Hara saplings in the woodlands
3. Examining widening of the bridge's spans in order to supply water to Hara Woodlands to be protected from destruction
4. Setting up an ad hoc committee in association with relevant organizations for protecting Hara Woodlands
5. Cooperation with the Department of the Environment and Natural Resources Department of Bushehr Province, Persian Gulf University, Bushehr Plants Protecting Department and marine environmentalists
6. Collecting refuse and trashes discarded in the woodlands
7. Obliging use of sewerage systems by different companies
8. Negotiation with the Persian Gulf University to review the reasons behind dried Hara trees and offering ways for protecting them
9. Disposal of urban, industrial and chemical wastes and recycling them

Greeneries Expansion Operations Outside Hara Forests:
Projects Implemented within the First Half of Current Iranian Year are as follows:
l. Setting up nurseries on five hectares of land to produce 750,000 saplings in each season
2. Creation of green belt on 40 hectares of land at the side road by planting endemic species enduring climatic conditions of the region such as Konar, Kahoor and Kort.
3. Planting trees alongside Kangan-Bandar Abbas Road on around 15 hectares of land
4. Expansion of greeneries inside the residential complex and along the airport boulevard covering two hectares of land
5. Building parks around administrative building on five hectares of land
6. Creation of greeneries around residential camps and hotels on three hectares of land.

Dubai_boy, you're 110% right about those apartments! They are built by an Iranian company named atisaz...and they build 90% of their projects that uggly. :D They seem to have a strange thing for white and simple facades! :(

Shayan, unfortunatley...It's just atisaz that have a bad taste...every project they build looks pretty much the same...well exept the farhangshahr towers (http://skyscrapercity.com/showthread.php?t=223701).

those apartment buildings are built for workers, not middle class or rich people. i really hope that they are not being built on prime real estate because i have a feeling that in ten years that land by the coast is going to bet really valuable!

its for poor workers who need a job
how much money do you think they would spend on that stuff in the US. not much at all! maybe if they were middle class residents or upper class citizens but we are talking about poor poeple (probably even villagers or something) who need jobs and this is probably much better than where they came from.

Woehahahaha have you ever seen the houses in Frans and Italie they are much uglier and smaller than these houses (well they prity much look the same but are much smaller) But i dont know about korean houses but im not expecting to much from those houses. And we need to consider this is mass housing so they wont spend a lot of atention on architecture....

Assalouyeh, Bushehr prov, Oct 31, IRNA:

Head of the terminals of Pars Special Economic Zone Organization, speaking to reporters on October 31, 2005, says that installation of the advanced equipment of the Persian Gulf International Airport will get underway in a week.

Assaluyeh’s petrochemical projects to be commissioned soon.

TEHRAN, Nov. 9 (MNA) -– Five more petrochemical projects will soon come on stream at Assaluyeh. Negotiations over construction of Assaluyeh GTL (gas-to-liquids) Complex is one of the important projects expected to come to conclusion by yearend, Mohammadreza Nematzadeh, deputy oil minister and executive director of National Petrochemical Company (NPC), announced on the sideline of the ceremony held for signing the contract on establishing offsite utilities of Khark Olefin Complex.

Gas separation unit at Assaluyeh, Marun Petrochemical Complex, urea and ammonia unit, and Assaluyeh methanol projects are among the plans to be operational in the near future, the deputy minister added. Moreover, the gas products of Phase 14 of South Pars Oil and Gas Field Development Plan would be allocated to a GTL unit that is soon to be commissioned.

“National Iranian Oil Company (NIOC), Pars Oil and Gas Company and Sassol of South Africa are NPC’s partners in the GTL project. The agreement on the contract, due to the size of the project, is a time-consuming one but it is expected to be implemented by the end of the year,” Nematzadeh commented.

Italian-based intl. firm to build 2,000 residential units in PSEZ

Tehran Times Economic Desk
TEHRAN -- An Italian-based international investment group will build 2,000 residential units in the Pars Special Economic Zone (PSEZ), the Persian service of Petroenergy Information Network (PIN) said here on Tuesday.

Preliminary studies aimed at developing the project are underway, noted an official at Assaluyeh’s Parsian Investment Company. A number of Swiss firms are also carrying out a construction project in the economic zone; the project is located in the vicinity of Assaluyeh Airport.

Assaluyeh’s Parsian Investment Company in collaboration with foreign firms has been active in attracting foreign investments required for the development of a number of developmental projects in the region.

Iran reports a $23 billion in investments in the development of the South Pars natural gas field.

An Iranian Oil Ministry official, Hossein Shahabeddin, said a range of Iranian and foreign investors have poured money into South Pars, regarded as the largest gas field in the world and shared by Iran and Qatar.

Shahabeddin said oil production from South Pars would soon begin in a project that would provide jobs for 150,000 people in the Bushehr province.

A leading investor in South Pars has been Italy's Agip, Middle East Newsline reported. Officials said Agip has invested $809 million, far more than its commitments.

Officials said South Pars would complete 12 stages of development. They said that at that point the field would produce 300 million cubic meters of gas per day.

Iran displays "Offshore gas field for sale" sign

Iran has invited foreign companies to develop its offshore South Pars gas field, the first such call since hardline President Mahmoud Ahmadinejad took power in August.

The Iranian National Oil Company has placed four international tenders for the development of phases 19 to 22 of South Pars, the largest offshore field in the world.

Iran has divided the gas field, located on the Iran-Qatar border in the Persian Gulf and shared by the two countries, into 25 phases.

The tenders' document said that the most-recent phases will supply 100 mln cubic meters (3,500 mln cubic feet) per day of natural gas for domestic consumption.

They are also expected to supply a minimum of two mln tons of ethane gas a year for Iranian petrochemical use, 2.1 mln tons of liquefied petroleum gas (LPG) per year and 160,000 barrels of gas condensate a day for export.

According to the tender documents, the contracts will be conducted on a buy-back basis.

Iran's constitution, hammered out after the 1979 Islamic revolution, puts oil and gas within the state sector and forbids concessionary basis or direct equity stake production-sharing agreements with foreign firms.

As an alternative, Iran had worked out the buy-back formula, under which foreign companies are repaid development costs and given an agreed rate of return from initial production.

So far, only phases one to five are operational. Phases six to 10 are under construction by joint venture firms and the rest are in the negotiation phase.

Last month, Iran said that Anglo-Dutch energy giant Shell, France's Total and Spanish firm Repsol would "soon" sign contracts to develop phases 11 and 13.

Investment for each phase has been estimated at between $1.2 and $1.5 bln.

Persian Gulf Airport to be commissioned today

TEHRAN, Mar. 7 (MNA) — Persian Gulf Airport, in southern Assaluyeh is to be commissioned today, Reza Jafarzadeh, an official in Civil Aviation Organization (CAO) said on Tuesday.

The airport is to be officially commissioned with entering the first flight from Mahan Aviation Company, he added.

Pars Special Economic Zone Organization is the owner of the newly commissioned airport, he noted.

Having a band as long as 4000 meters, Persian Gulf Airport can receive the very large airplanes, he stated.

Jafarzadeh also explained that Mahan Company will carry out one flight per day (to and from this airport). The company would increase number of flights if welcomed by the passengers.

Iran to rank third in N-gas production worldwide
TEHRAN, Apr. 4 (MNA) -- Implementation of the existing gas projects and completion of the South Pars development plans in particular may allow Iran to be the third major natural gas producer in the next four years.

Based on the current statistics, the world’s annual gas consumption stands at 2,618.5 billion cubic meters which is equivalent to 50 million barrels of oil per day, the Persian service of ISNA reported on Tuesday.

Russia and the United States allocate 43.3% of global production to themselves while Canada, the Great Britain, Algeria and Indonesia are the other major producers in that order. Iran sits seventh in the ranking with 70 billion cubic meters per annum.

Given the dispersion of natural gas resources in Latin America and Asia, Iran is a reliable source of supply being near the energy-starving India and China. Nevertheless, the country has signed no long-term gas export contract since 1996, Turkey being the sole one.

But, the promising fact remains that Iran could increase its production capacity to 255.5 billion cubic meters in four years and maintain a gradual growth to 360 billion per annum over the next 30 years.

The current gas export projects underway to the UAE and Armenia are to be operational by yearend and several important talks have so far been held with Pakistan, India and the EU to this end.

Three petrochemical projects to become operational in Assaluyeh by summer
TEHRAN, Apr. 4 (MNA) -- Three petrochemical projects will come on stream in Assaluyeh by summer, noted here on Tuesday an official with the National Iranian Petrochemical Industries Company.

Commenting on the latest situation of the major petrochemical projects underway in Assaluyeh - the nation’s oil and gas rich southern region - Mehdi Safari said Mobin and Bandar Abbas petrochemical plants were currently operational. He explained that the projects consisted of development of Urea and Ammonia, Fourth Methanol, Fourth Ammonia, Mobin plants as well as building the Assaluyeh Dock.

He referred to nitrogen and oxygen as the main products of Mobin Petrochemical Plant and said that German experts were presiding over the project.

Pars Petrochemical Plant has become operational since last week and three tons of the propane produced at the plant was the first consignment delivered from the major petrochemical unit to the Southeast Asia last week.

SP Phases 6, 7 and 8 to be launched in summer
TEHRAN, Apr. 7 (MNA) -– Managing director of Petropars Company said that the South Pars phases 6, 7 and 8 have had 85% physical progress and are scheduled to be launched in summer.

Gholamreza Manuchehri, talking to reporters, said that the progress rate of the offshore operations has been about 91/73%, while onshore progress rate has been 81%.

Underlining the fact that the project was underway on the basis of a common purchase contract between Petropars Company in the onshore sector and the Norwegian Statoil as the operator of the offshore installations, Manuchehri said that the daily production capacity of the South Pars phases 6, 7 and 8 is about 3.700 million cubic/foot of dry sour gas, 160,000 barrels of gas condensates, 4,400 tons of liquid gas and 410 million cubic/foot of ethanol-rich gas.

Commenting on the main progresses made in offshore sector, Manuchehri said that the bases of the platforms of all there phases have been built and some 30 wells were dug almost four months ago.

Also elaborating on the project’s progress in onshore sector, the SP project manager noted that the project has had a 98/2% progress in the engineering sector, a 69/6% progress in the equipment sector and a 78/2% progress in the construction and installation sector.

Elsewhere in his remarks, Manuchehri said that the project was in the serious need of being supported, noting that the domestic companies’ share in the project was over 52%.

SP condensates export hits over 154m barrels
TEHRAN, Apr. 9 (MNA) — The total export of condensates produced in five phases of the South Pars (SP) Gas Field reached over 154 million barrels.

At the last stage of exporting SP condensates, over 287,000 barrels of the products were exported from phases 1-5 of the gas field via Assaluyeh.

Taking the last figure into account, the total export of the liquefied gases has hit 154,559,000 barrels since commissioning these phases.

So far, nearly 94.5 million cu. m natural gas has been produced in five phases of SP, which has been injected into the national network.

In addition, over 346,000 tons sulfur has been produced and exported in the said phases.

Phases 1-5 of the south gas field produce 125,000 cu. m gas, 200,000 barrels condensates plus 1000 tons sulfur per day. Each phase annually generates revenues as much as 1.3 billion dollars for the country.

Petropars continues development of Phase 12 without foreign partner
TEHRAN, Apr. 10 (MNA) -– Iran’s Petropars is continuing its negotiations with a number of foreign contractors to choose a partner for its development of the Phase 12 of the South Pars Gas Field Development Plan. The results of the discussions are not promising though, noted the company’s managing director.

“The foreign companies are not willing to work with us under the conditions we lay down.” Therefore, due to the slow pace of the negotiations Petropars has embarked on the development of the project all by itself, the Persian service of Iranian Students News Agency ISNA quoted Qolamreza Manuchehri as saying on Monday.

Currently, we continue the work through small-scale purchases of services and equipments, he commented.

Being the largest project in Iran’s oil industry, development of the Phase 12 of the South Pars Gas Field will definitely call for the cooperation of a foreign contractor company, the official further added.

Oil Ministry to develop 28 petrochemical plants


TEHRAN, Apr. 16 (MNA) -– The Oil Ministry has on its agenda the construction of three refineries for oil and gas condensates as well as refurbishing a number of other refineries as a result of which the issue of gasoline shortages and its importation would be tackled, noted here on Sunday, Oil Minister Kazem Vaziri Hamaneh.

He added, the ministry was building more than 28 petrochemical plants and if everything went smoothly, they would prove to be successful projects.

Commenting on the construction of a petrochemical plant in Chabahar, the oil minister said, the issue was being discussed adding, however, the project called for the establishment of a pipeline to carry the natural gas from Assaluyeh in the southeastern shores of the Persian Gulf to Sistan-Blauchestan Province located in the southwestern shores of the Persian Gulf.

Elsewhere in his comments he referred to the latest developments in the contracts concluded on the development of the phases 11 and 13 of the South Pars oil and gas development phases and said the two phases were designated for the liquefied natural gas (LNG) production purposes. He further added, the work was going on satisfactorily.

Minister blames inadequate equipments for lower gas injection into oilfields
TEHRAN, Apr. 19 (MNA) -- Unfortunately, due to lack of the related equipments such as the pipelines in particular, the gears required at the oil wells, currently enough natural gas is not injected into our oilfields, noted here on Wednesday, Oil Minister Kazem Vaziri Hamaneh.

We are planning to gradually supply the equipments, he said adding that providing the pipelines for the phases 6, 7 and 8 of the South Pars Oilfield development plan is among the main projects development of which is on our agenda.

In the seasons other than winter, the natural gas required for injection into the oilfields would be 10 percent lower than it is normally needed in the cold season, he explained. “We have injected about 100 million cubic feet (c.f.) of natural gas per day into our oilfields.”

Gas injection into the oilfields is not aimed at increasing the oil production rather, it is done to prevent any decline in the production, he further explained putting it in other words that the measure guarantees the production flow.

Iran to offer tenders for development of 10 oilfields

TEHRAN, Apr. 22 (MNA) -- The Oil Ministry plans to invite bids for the development of oilfields located in Iran’s oil and gas-rich southern provinces.

The Oil Ministry has issued an invitation to companies to bid for contracts to develop ten Iranian oilfields, the Parsi, Shadgan, Pazenan, Gachsaran, Karanj, Northern Azadegan, Jofair, Marun, and Mansuri oilfields, and one other oilfield, Mehdi Bazargan, the managing director of the Iranian Oil Engineering and Development Company, said here on Saturday.

The development of the oilfields will require some seven billion dollars of investment, he said, adding that the Oil Ministry has also concluded agreements on the development of 14 more oilfields across the country.

A contract signed with Japan’s Inpex on the development of the Azadegan oilfield, slated to produce 150,000 barrels per day, and three more contracts on the development of the Masjid Soleiman, Rag-e Sefid, and Bangestan oilfields have run into rough weather, but the problems should be resolved by late September, the official explained.

When they talk about phases, they have basically divided southpars into 28 or 30 sections, which they call phases. They had done this b/c they cannot possibly develope the entire field at once since it is so huge. Therefore, they will develope certain sections of it, which they call phases, after companies offer bids to develope and extract the gas out of that area.

Does it make better sense now?

Majlis rebuffs single urgency on PSEEZ

TEHRAN, APR. 26 (MNA) -– Turning Pars Special Economic Energy Zone (PSEEZ) into Assaluyeh Free Zone was killed by Majlis in an open session on Wednesday, the Persian service of IRNA reported on Wednesday.

The bill proposing the plan received equal ayes and nays at 65 each with 13 blanks, nullifying the belief that establishing a free trade, industrial, economic and energy zone with no further financial doze may have boosted both forex and domestic income; that is, requiring only the already-existing infrastructures.

Iraj Nadimi, representative from Lahijan, spoke in favor, observing a raise in the standard of living while Ali Mo’alemipur from Minab could not agree. Seyyed Kazem Delkhosh argued for the 90-PM bill, considering it worth of single urgency deliberation, to no avail.

According to the schedule, the rest of the floors will be installed every twenty days, totally within the next two months.

The drilling jackets of SPD10 and SPD11 have five floors, which will be installed after completion of the construction operations, painting, and sand blast.

IOEC started and completed construction of the aforesaid drilling jackets in the last Iranian year (started March 21, 2005).

The development project of SP phases 9 and 10, including the offshore and onshore parts, is being implemented in cooperation with the Iranian and foreign companies.

The project is due to produce 50 million cu. m natural gas for the domestic consumption, 80,000 barrels of condensates for export purposes, and 400 tons sulfur as the side product per day. Furthermore, it will annually produce one million tons of ethane as the feed of the petrochemical units, and 1,0,50,000 tons LPG (liquefied petroleum gas) for export.

3 S. Pars Phases to Become Operational

ASALOUYEH, Bushehr, May 5--Phases VI, VII and VIII of the giant project to develop the world’s largest offshore gas field, South Pars, will become operational this summer.
Announcing this, Parviz Enshaian, deputy caretaker of these phases’ onshore sections, told IRNA that over one billion dollars has been spent on the project to develop these three phases which, he stressed will go on stream in summer and will be completed by next spring.
He said the project has provided jobs for 14,000 people, adding that it currently shows a 92-percent physical progress.
“These three phases will produce 80 million cubic meters of sour and sweet gas, 120,000 barrels of gas condensates as well as 72 million tons of liquefied gas,“ he said, adding that sour gas produced from these phases will be transferred to Khuzestan province via a pipeline for injection into oil wells to enhance recovery.
Enshaian said Pars Oil and Gas Company is the employer and Petropars is the main contractor in the project.
Production of gas condensates will reach a million barrels per day (bpd) once the 25-phased project to develop South Pars is completed.
Phases one to five of South Pars gas field have yielded more than 77 billion cubic meters of natural gas which were injected into the nationwide gas network for purification. The multi-phased project to develop South Pars, which holds nearly eight percent of the global gas reserves, is a top priority on the national development agenda.
The field straddles Iranian (South Pars) and Qatari (North Field) sectors of the Persian Gulf, and Iran’s share is being developed in 28 phases.
Iran holds the world’s second largest gas reserves after Russia.

Operations to start at three more SP phases this summer: Petropars official

TEHRAN, May 5 (MNA) -– Initial operations in the phases 6, 7, and 8 of the South Pars Gas Field are to start this summer, a Petropars official said on Thursday.

“So far, the project has cost more than one billion dollars,” Enshaian claimed, adding that the major operation in these parts of the field is slated for next April. The project is estimated to produce 80 million cubic meters of soar gas and 120,000 barrels of gas liquids every day as well as 72 million tons of liquid gas per year, he added.

The project is now 92 percent complete.

Some 14,000 jobs have been created since the development plans for the phases 6,7 and 8 started, Enshaian said. The soar gas which is extracted from these phases will be transferred southward through a 512-kilometer pipeline. This volume of gas will then be injected into Aghajari oilfield in Khuzestan in order to boost the field’s oil recovery rate.

TEHRAN, May 6 (MNA) — Over 169,000 barrels condensates produced at phases 1-5 of the South Pars (SP) gas field were exported via Assaluyeh at the last stage of exporting the products, said a report released by Pars Oil and Gas Company (POGC) on Saturday.

Taking the last figure into account, the whole condensate export of SP phases 1-5 have reached over 159,701,000 barrels since commissioning.

The report added, over 97 billion cu. m natural gas produced at these phases has been injected to the national network.

SP phases 2 & 3 go beyond capacity in gas production

TEHRAN, May 7 (MNA) — Homayun Shokuh-Saremi, the managing director of South Pars Gas Company told IRNA on Sunday that amount of gas production is 7 percent higher than the nominal capacity in the phases 2 and 3 of the South Pars Gas Field.

The nominal production capacity of each phase stands at 25 million cu. m per day, he said, adding, each phase presently produces over 26.5 million cu. m gas in a day. Each phase also produces 80,000 barrels condensates and 400 tons sulfur, he said.

The same increase of production (7 percent) has been also designed for the phases 4 and 5, he noted. The current production is the same as the nominal capacity as well, he added.

He further announced phases 6, 7, and 8 of the southern gas field are to become operational in the current Iranian year (started March 21, 2006).

According to the latest report issued by Pars Oil and Gas Company, the total condensate exports of phases 1-5 stand at 159,701,000 barrels. In addition, nearly 98 million cu. m natural gas produced at these phases has been so far injected into the national grid.

SP phases 9, 10 progress 46%

Sahel Tangestani, director of planning affairs at Oil Industries Engineering and Construction Company (OIEC) told the Mehr News Agency the development project of South Pars phases 9 and 10 have progressed by 46 percent.

Constituting of the onshore and offshore parts, the project should become operational by or in 2008; however, it is predicted to face a delay in commissioning due to the financial problems, Tangestani noted.

Being implemented by OIEC and a foreign company, the onshore part of the project has progressed by 42 percent, he explained, putting Iranian company’s share at 40 percent of the project’s whole value.

The total value of the project is around $1.6 billion and the engineering operations, construction, and installation are currently underway in these phases.

TEHRAN, May 8 (MNA) — Over $14 billion has been set aside for petrochemical sector of the South Pars phase 2, Mehdi Saqafi, an official in the National Petrochemical Company (NPC) said on Monday.

The petrochemical projects of SP phase 2 should become operational within the next five years, the deputy for petrochemical projects at NPC added.

Elaborating on these projects, he stated that the engineering operations of projects of Mehr, Kavian, Lavan, and Mobin 2 have been launched plus start of the construction operation of some other ones.

Moreover, the ammoniac and urea, methanol, and aromatic 4 projects would be commissioned in the near future, Saqafi noted.

Compared with the phase 1, more petrochemical projects are being implemented in phase 2, as this phase would be turned into a petrochemical hub.

TEHRAN, May 29 (MNA) -- The Iranian Offshore Engineering and Construction Company (IOEC) can speed up implementation of the offshore part of phases 17 and 18 in the South Pars Oil and Gas Field once the advance payments are received, project manager Yusef Zahedi said here on Monday.

“Preliminary offshore development steps have been taken care of, while the skidway construction and land hardening are 90 percent complete at Yard I of Qaem in Khorramshahr,” he added.

He went on to say that INTEC of the Netherlands has been selected as the consulting engineering company and the sea-mapping contractor has also been chosen.

“The pipelines and steel materials for construction of jackets have been ordered and geophysical and geotechnical operations will begin as soon as the funds are available,” he stated.

Phases 17 and 18, established in the form of a consortium, have gone through some changes in partnership with the Industrial Development and Renovation Organization (IDRO), the Oil Industries Engineering and Construction Company (OIEC), and the IOEC assuming 48%, 31%, and 21% of the shares respectively.

POGC tenders drilling services for development of SP phases 15 & 16

TEHRAN, May 31 (MNA) -- Pars Oil & Gas Company (P.O.G.C.) a wholly owned subsidiary of the National Iranian Oil Company (N.I.O.C) would like to invite qualified contractors to participate in a bid for the execution of the package of all services for drilling and completion of twenty-two development directional wells with maximum deviation up to 60 degrees and two vertical wells with complete testing (total of twenty-four wells).

The drilling will be performed by utilizing two jack-up rigs. The contractor shall provide the jack-up rigs, engineering, procurement, all the required Drilling Services and Logistic Services. Furthermore, if the jack-up rigs have Iranian ownership that would be a preference to P.O.G.C.

The location for drilling of these wells is the development area of South Pars Gas Field phases 15 & 16 in the Persian Gulf. It is to be mentioned that the contractor may finance and provide ECAs, insurance coverage for the financing of the said works and/or services and relevant materials.

Qualified contractors are invited to express their willingness by picking up a drilling contractor’s questionnaire from the project director’s office at Pars Oil and Gas Company, which shall be filled in and submitted along with their prequalification documents including the complete resume, detailed financial and technical capabilities to the following address no later than (30) working days from the date of this announcement.

Only those contractors that are found qualified by P.O.G.C. shall be included in the bidders list and will be invited to participate in the above-mentioned tender. Therefore disqualified contractors shall have no claim against N.I.O.C./P.O.G.C.

Contractors should note that the National Iranian Oil Company /Pars Oil and Gas Company reserves the right, inter alia, to select the scheme for the implementation of the project as well as to accept or reject any proposal wholly or partly at its sole discretion.

THE REQUIRED SERVICES FOR PHASES 15 & 16 PROJECT

* Two jack-up rigs with total leg length of 380 ft. leg equipped with cantilever (45 X 24) ft.

* Order and purchase of all well equipment such as: Casings and Tubings, Bits, down-hole equipments, well heads, etc.

(Any equipment or materials supplied by P.O.G.C. shall be taken out from contractor’s scope of work).

* Geo science services

* Drilling engineering & operations management

* Arrangements for timely delivery of the equipment and materials

* Provide all services for drilling operations such as: logging, cementing, fishing jobs, stimulations, mud engineering, mud materials, etc.

* Provide logistic services: (Base, Helicopter, vessels, etc.)

* All the above works and/or services including hiring vessels and/or purchasing the materials shall be carried out in compliance with tender documents.

P.O.G.C. reserves the right to assign to the successful bidder one or two of mobile offshore drilling units from its long term contracts (if any).

Contractor(s) who will be awarded the development of phases 17 & 18 shall not be entitled to participate in this tender.

NIGC to boost gas injection into oilfields
TEHRAN, June 10 (MNA) — Daily gas injection into the oilfields will be increased to 300 million cubic meters within the next eight years, Asghar Soheilipur, the National Iranian Gas Company (NIGC) planning manager, said here on Saturday.

He put the current amount of gas injection at 100 to 120 million, adding the figure changes according to the consumption.

Due to lack of required equipment, including pipelines and well-head facilities, the required gas is not injected at present.

To remove the problem, certain projects such as building pipelines in phases 6-8 of the South Pars gas field are being implemented.

Heavy equipment installation proceeding apace at SP phases 9, 10
TEHRAN, June 10 (MNA) — Installation of heavy equipment for processing began at the refineries of phases 9 and 10 of the South Pars Gas Field this week.

The new facilities include heat exchangers and equipment for separating ethane and methane from sour gas.

The installation process was halted for some months due to management changes in the Oil Industries Engineering and Construction Company (OIEC) but is now proceeding apace.

The development project of SP phases 9 and 10 is currently being implemented by a consortium of the OIEC, South Korea’s LG Company, and the Iranian Offshore Engineering and Construction Company according to the terms of a buy-back contract with the National Iranian Oil Company (NIOC).

The Pars Oil and Gas Company (POGC) is the contractor of the project, which is scheduled to come on stream by early 2007.

Consisting of onshore and offshore sections, SP phases 9 and 10 are projected to produce 50 million cubic meters of liquefied natural gas (LNG) for domestic consumption, 400 tons of sulfur, and 80,000 barrels of condensates per day. Annual production of 1 million tons of ethane for use by the region’s petrochemical complex and 1.05 tons of liquefied petroleum gas (LPG) are some of the other goals of the project.

TEHRAN, June 14 (MNA) – The contract on phases 17 and 18 of South Pars (SP) gas field went into effect this week and engineering operations kicked off, the South Pars Oil and Gas Company announced on Wednesday.

“The work started as a down payment of $52m, 2.5 percent of the total, was deposited in the contractors’ accounts, the phases 17-18 director Qashqaii told the Persian service of the student news agency ISNA.

According to the director, the total cost of the contract amounts to 2.7 billion dollars.

The figure includes expenses for pilot production, drilling, and spare parts for two or three years.

Domestic contractors need to get the job done in timely manner and proper way to take care of such imperatives as increasing gas consumption across the land and export business, he commented.

As to technical aspect of the plan, the director said 24 wells are planned to be drilled in each phase and two 32-inch pipelines will deliver the sour gas inland after completing the pertinent side work.

“Over 50 million cubic feet of gas per day is intended to go for refinery’s use,” he added.

More than one million tons of LPG and similar amount of ethane per annum are expected to go for export deals.

The daily exportation of condensate is projected at 80,000 barrels.

SP phases 6-8 refinery about to be fully commissioned
TEHRAN, June 18 (MNA) -– The development works at the South Pars Oil and Gas Field phases 6, 7 and 8 are well underway.

The first stage of the testing of various sections of the refinery’s utilities in particular the boilers, nitrogen and compressed air producing equipments as well as the water desalination unit is being carried out by experts at South Pars Oil and Gas Company, a statement released by the company said on Sunday.

In building the refinery for the phases 6, 7 and 8 of the giant oil and gas field located in Iran’s southern region Assaluyeh, 42 major contractors and some 120 sub-contractors are cooperating with one another, the report added.

Development of phases 6, 7 and 8 of the South Pars field is being carried out in two separate stages. The first stage aims at daily production of 104 million cubic meters of the sour and dry gases, 158,000 barrels of gas condensates per day, annual production of 1.6 million tons of liquefied gas – propane and butane - for exports.

The sour gas produced at the development phases will be transferred to Aghajari Oil Field in Khuzestan Province through a 512-kilometer-long pipeline. The gas would be then injected into the oil wells there to boost their outputs.

Iran planning to apply GTL technology in Assaluyeh
TEHRAN, June 20 (MNA) -– Iran is planning to develop and apply the modern technology of liquefying some of its natural gas through the gas to liquids technology (GTL).

Iranian experts now possess the technical mastery of pilot production of one barrel of the liquids per day through the GTL technology, noted Iraj Tahmasian, chairman of the Industrial Development and Renovation Organization (IDRO) of Iran. However, he added, they are taking the preliminary steps aimed at the production of 10,000 barrels per day (bpd) of the liquid products through the GTL technology in Assaluyeh region, the Persian service of Iranian Students News Agency (ISNA) reported on Tuesday.

Referring to the infrastructures required for the implementation of the project in the region he explained, Qatar has secured large contracts with the giant oil company Shell to develop GTL projects in the gas fields jointly owned by the Persian Gulf state and Iran.

Being five percent complete, the project will be developed by the National Petrochemical Company (NPC) in this southern Iran’s oil and gas-rich region.

Total to sign contract on services for SP Phase 11
TEHRAN, June 20 (MNA) -- The French company Total will sign the contract on purchasing services for phase 11 of the South Pars (SP) gas field in the next two weeks, Pars Oil and Gas Company managing director Akbar Torkan said here on Tuesday.

Total will sign the contract on purchasing technical and engineering services for implementation of the development project of SP Phase 11, he told ISNA.

Torkan went on to say that the National Iranian Oil Company (NIOC) has not yet approved the tender for the development project of SP Phase 14.

However, the NIOC has emphasized that it agrees with the project and plans to offer the tender on schedule, he added.

He also explained that Royal Dutch Shell, the Ras al-Khaimah Company, South Africa’s Sasul Company, and an unnamed Indonesian company have voiced interest in cooperating in the development project of SP Phase 14.

South Pars phase 11 calls for best bidder
TEHRAN, Aug. 8 (MNA) – Offshore and land bid papers on Phase 11 drilling and construction of the pipelines at South Pars Oil and Gas Fields were published and made available to the qualified bidders, a report released by the company’s Public Relations Office noted on Tuesday.

The call for tender is offered in EPC (engineering, procurement, construction) form and all the participants in offshore venture are composed of Iranian firms. In land installation sector, join consortiums of domestic, Italian, British and Korean companies will be bidding on the project and the winners are to be announced by the end of 2006, the report indicated.

Moreover, based on a measure introduced by Majlis and schemes adopted, over 51% of the equipment for the drilling will be built and supplied by the Iranian side.

The development plan at Phase 11 is expected to deliver total daily of 50 million cubic meters of sour gas as feedstock to the LNG (liquefied natural gas) unit at the site for annual production of 10 million tons of LNG.

The offshore installation of this plan will be implemented in the second site of Pars Special Economic Zone, the report read in conclusion.

Two home-built reactors, ready for delivery at SP phases 9, 10
TEHRAN, Aug. 13 (MNA) – Two of eight dehumidifier reactors under construction by Machine Sazi Arak (MSA), central Iran, are set to be delivered to phases 9 and 10 of South Pars (SP) and the rest will follow suit by yearend, Mehrdad Karimi noted here on Sunday.

Unlike the previous generation, the current ones enjoy high-tech ‘lean’ steel walls, 110 mm vs. 17.22 mm or more, and they are more resistant to caustic and corrosive effect of sour gas in the pipelines, the phases project manager elaborated, stipulating the domestically built reactors at $4.5 million save the nation $3 million in forex.

The MSA, at the moment, covers for 27% of phases 9 and 10 projects and its total share of SP’s $30 million contracts stands at $8 million. Moreover, this large and backbone industrial unit of Iran, is expected to manufacture 20 reactors in sum.

At 14 meters long and 4 meters wide, each unit weighs about 100 tons.

SP Phase 8 pipe-laying project begins
TEHRAN, Sept. 3 (MNA) – According to the Public Relations Department of the South Pars Oil and Gas Company, Sadra Company has undertaken the pipe-laying project of Phase 8 of the South Pars Gas Field in Assaluyeh.

During this pipeline operation that is conducted for the first time with an Iranian pipe-laying barge called PLB-132, some 100 kilometers of pipes will be laid in Phase 8 in less than a time period of four months.

The 4-inch pipes meant to transfer the glycol liquids have been laid simultaneously with the 32-inch pipes.

According to the reports, 100 kilometers of 32-inch pipes, which are used to transfer gas from the sea platforms to the coastal refineries, will be delivered to the pipe-lying barge by the Boushehr-based Sadaf Company with ready cement covers and special barges.

By conducting this operation with an Iranian ship, the Sadra Company will become the first Iranian pipe-lying contractor.

The development project of the phases 6, 7 and 8 of the South Pars Gas Field is currently underway to produce a daily amount of 104 million cubic meters of dry and sour gas, 158,000 barrels of condensates, and an annual 1.6 million tons of liquefied petroleum gas (LPG) for export.

Aug. 22 (MNA) – A 1,000 MW centralized power station is to supply energy for 10 phases of South Pars (SP). A call for tender is already in and the construction operations will be completed in two years.

Before this, the electricity for each phase was supplied through a power plant built inside the phase itself. However, this plant will provide power for 10 phases by employing six gas turbines at 150-170 MW each.


The centralized power plant is assigned with the name Be’sat.

Engineering operations of SP phases 17 & 18 progressing well
TEHRAN, Oct. 3 (MNA) — The engineering and construction operations of the project to develop South Pars (SP) phases 17 and 18 are progressing according to schedule, said a fax released by the Iranian Offshore Engineering and Construction Company (IOEC) on Tuesday.

The engineering work for offshore pipes is underway with 45 percent of physical progress. In addition, the operations to build a canal for offshore pipes have finished, and presently preliminary operations for pipe-laying are underway, it added.

Being as long as 5 kilometers, the canal is 15m wide and 2.8m in deep, and it will be used to convey two 32-inch pipelines from offshore platforms to onshore facilities.

According to IOEC, geophysical and geotechnical topographies for offshore platforms were carried out in September.

Also, IOEC has finished the construction of a duck, skidway to build jackets, and platforms at phases 17 and 18. The construction of the jackets are planned to finish within the next six months.

The development project of SP phases 17 and 18 includes onshore operations as well. Being implemented by a consortium, onshore operations constitute of the drilling of 24 wells (due to be drilled within two stages), and conveying the sour gas from offshore platforms to the onshore refinery in Assaluyeh through 32-inch pipes to produce 50 million cu. m. of natural gas per day.

First consignment of SP phases 6,7 & 8 condensates exported from SBM
TEHRAN, Oct. 4 (MNA) — Export of the first consignment of condensates was started via the single buoy moorings (SBM) No. 2 at South Pars (SP), Pars Oil and Gas Company (POGC) reported on Wednesday.

SBM No. 2 is situated at the offshore part of South Pars (SP) phases 6-8, and is used for the export of condensates produced from different phases. Before export from the SBM, the condensates are refined at South Pars refineries.

SBM No. 2 is part of a collection that has been constructed for the first time ever in Iran, aimed at exporting condensates. The offshore collection weighs 430 tons, and will save some $10 million in forex for the country. SADRA, the company in charge of building the collection, has installed it at the depth of 42 meters. A 30-inch pipeline as long as seven kilometers, and a subsea multi-way connector are other parts of the collection.

SBM No. 2 has the capability of mooring giant oil tankers weighing 320,000 tons with the capacity to load 5,200 sq. m. of condensates per hour. Compared with docks, the use of SBM facilitates the loading of the ships which require more drafts.

The development project of SP phases 6-8 is aimed at production of 104 million cu. m. of sour and dried gases plus 158,000 barrels per day of condensates. The phases will also produce 1.6 million tons of liquid gases (propane and butane) for export purposes per annum.

Iran, France to sign $2.7b gas deal

TEHRAN, Sept. 17 (Payvand) – Despite looming sanctions and business restriction on Iran, the coming Wednesday is to witness the inking of a finance agreement between National Iranian Oil Company (NIOC) and French Societe General Bank for development plans in oil- and gas-rich southern Iran.

The $2.7b figure is going to finance the development projects at phases 17 and 18 of the South Pars Oil and Gas Field and the capital return will be satisfied by the revenues coming from gas and condensate sales.

Two drilling platforms equipped with water treatment units will bore 22 offshore development wells and two 32-inch pipelines are going to transfer the gas to onshore installations for refining and processing. Construction of flare stands and bridges, testing the wells and related services are among the works to be performed in these operations.

Phases 17 and 18 are anticipated to offer 56 million cubic meters of gas, 400 tons of sulfur and 80,000 barrels of condensates per day while the ethane and liquid gas production should hit one million tons each per annum.

Iran's Oil Minister Kazem Vaziri-Hamaneh has said that the sixth phase of the South Pars gas field will come on stream by early December, according to the Mehr News Agency. Vaziri-Hamaneh also confirmed that phases nine and ten are progressing well and should be operational by November of next year. He added that development projects at North Pars would start once those at South Pars are about to finish.

SP, NP gas fields to be connected to national railway next year

TEHRAN, Nov. 13

The project to construct Shiraz-Bushehr-Assaluyeh railway will be launched in the next Iranian year. The construction of 660 km of rail was authorized by the Ministry of Roads and Transportation and is aimed at connecting South and North Pars gas fields with the national railway network.

The ministries of oil and transportation, will split the cost required for the project, expected to come on stream in 2011.

Contractors for SP phases 22-24 to be selected late Dec.
TEHRAN, Nov. 19 (MNA) — Contractors for the development project of phases 22-24 at the South Pars (SP) gas field, southern Iran, will be selected by late December, the managing director of the Pars Oil and Gas Company (POGC) said here on Sunday.

The tender on the development project of SP phases 22-24 was released this past August, and contractors have submitted their bids. “Currently, the bids are being assessed, and approved contractors will be selected by late December,” Akbar Torkan told the Iranian Students News Agency (ISNA).

According to the agency, the Board of Directors of the National Iranian Oil Company (NIOC) changed the name of SP phase 14 to phases 23 and 24, and released the tender notice of the phases in August. Phases 23 and 24 are to be developed to produce 50 million cubic meters of natural gas for domestic consumption, and 400 tons of sulfur for export purposes per day. The phases will also produce ethane and LPG (liquefied petroleum gas) each one million tons per year.

Torkan also told ISNA that the National Iranian Drilling Company (NIDC) will start the drilling operations at SP phases 9 and 10 in mid December.

Iran's S. Pars top industrial zone in Middle East

Managing director of Pars Special Economic and Energy Zone Abdol Jalil Razavi said that the South Pars Zone is considered an industrial phenomenon in the Middle East and Iran.

He added that Iran's foes and rivals have different views on the development of South Pars projects.

Speaking in the 'Seminar on Exchange of Views among Managers and Contractors of South Pars Special Economic Zone', he underlined that the country is striving to speed up the development of South Pars projects.

"The government and Majlis should make optimum use of the opportunity, and all managers should also play good roles in the development of the zone," he added.

The official noted that exchange of views has not yet considered as the most important issue in the country, adding, managers and advisors of companies in South Pars should make use of maximum standards to improve.

For his part, the top advisor with the South Pars Special Economic and Energy Zone Mohammad-Ali Kiaie said that given the South Pars reserves, Iran is regarded as the second country in terms of world gas reserves, adding that unfortunately it ranked sixth in production.

He also noted that Iran is ranked seventeenth in terms of gas export via pipelines.

Turning to Iran's plan to become second in crude oil production in the near future, he said, "Having oil and gas reserves is insufficient, while efforts for export and proficiency in this field is more important."

SP Phase 6 gas refinery done with construction

TEHRAN, Dec. 8 (MNA) - Gas-flaring torch at Phase 6 of South Pars (SP) gas refinery was lit on Thursday December 7. The event further implies completion of the refinery for the other two phases, 7 and 8, by Iranian Petropars next year, IRNA reported on Friday. The unit is expected to transfer 100 million cubic meters of sour gas per day to Aqajari oilfields, Khuzestan Province, through a 512 km pipeline. Gas condensate and LPG (liquefied petroleum gas) are among other products to be churned out by this giant refinery. The current stage of operation is witness to production of 25 million cubic meters of sweet gas, 40,000 barrels of gas condensate and 200 tons of sulfur on daily basis.

Moreover, the region, Assaluyeh in southern province of Bushehr, will be home to 28 gas refineries, 25 petrochemical units, three LNG installations and downstream industries. So far, five phases are operational and five more are underway.

Petropars has handled 60% of the job by itself. It is the only Iranian company to implement full construction and production at Phase I back in 2004.

SP phases 1-5 export over 201m barrels of condensates
TEHRAN, Jan. 9 (MNA) — Over 201 million barrels of gas condensates have been exported from phases 1-5 of the South Pars (SP) gas field of southern Iran as of late December, the Pars Oil and Gas Company (POGC) announced Tuesday.

The last stage of condensate exports witnessed over 128,000 barrels of the products extracted from the phases. By taking the last figure into account, total of 201.5 million barrels has been exported from the giant gas field.

The phases have thus far produced 123.6 billion cubic meters of natural gas which have been injected into cross-country gas network.

SP phases 9&10 project 73% complete
TEHRAN, Jan. 17 (MNA) — The project to develop phases 9&10 at the South Pars (SP) gas field, southern Iran, is 73 percent complete, the project manager at Iranian Offshore Engineering and Construction (IOEC) said here on Wednesday.

Nozar Arian said that the project is currently 74 percent and 67 percent complete in terms of the building of the decks and pipe-laying operations, respectively.

He noted that the ceiling of the last storey of a deck called “SPD11” will be installed next week, Iranian Students News Agency (ISNA) reported. However, he continued, the remaining parts and equipments will be installed in April.

Started in March 2003, phases 9&10 of the South Pars Gas Field development project is aimed at producing 2 million cubic feet of natural gas per day. The project is expected to finish next Iranian year (to start March 21, 2007).

Iranian Offshore Engineering and Construction Company has undertaken to build the wellhead platform and lay the 32-inch pipes as well as two burners for each phase of development.

Established in 1993, IOEC is specializing in offshore engineering, procurement, construction, pipe coating, and pipe-laying. Installing jackets and topsides is included in its activities as well.

Pars Refineries’ Earnings Projected at $40b

Iran expects to earn $40 billion a year once the giant project to construct 28 refineries in the gas-rich Pars Special Economic Zone, south of Iran, is complete, the managing director of the zone said on Wednesday.

He said the Pars oil and gas reserves are shared between Iran and the Persian Gulf state of Qatar, adding that the faster Iran exploits the giant fossil energy fields in the area, the more it will benefit financially.

Construction of power plant begins at South Pars
TEHRAN, Jan. 24 (MNA) -- The construction of a power plant at the South Pars gas field in southern Iran has begun, the Pars Oil and Gas Company (POGC) announced on Wednesday.

Meant to supply the electricity required by refineries at the giant gas field, the power plant is being built by the Iran Power Plant Projects Management Company (MAPNA) through an EPC (engineering, procurement, and construction) contract.

Equipment essential for the construction and operation of the power plant are to be manufactured domestically.

The power plant will have six units, each with a capacity of 157 MW. It will also have 132-kilovolt transmission lines so it can be connected to the national grid, which is scheduled to occur in 17 months.

The POGC, a subsidiary of the National Iranian Oil Company (NIOC), is in charge of operations at the South Pars (SP), North Pars (NP), Golshan, and Ferdows gas fields.

Iran Signs $10b LNG Deal with Repsol and Shell

TEHRAN (Fars News Agency)- Iran said on Sunday it had signed an initial deal worth $10 billion with Spain's Repsol and Royal Dutch Shell to produce liquefied natural gas (LNG) from the South Pars gas field.


Gholam Hossein Nozari, head of state-owned National Iranian Oil Company (NIOC), was quoted by Iran's student news agency as saying the deal would be worth $10 billion and said a final investment decision was expected by the end of 2007.

An industry source close to the deal told Reuters the deal signed was an upstream service agreement.

"It is part of the work to assess the feasibility of the project," the source said.

"The important thing is that the final decision to develop the LNG project is a year or so away."

A deal would be a blow to Washington, which in addition to barring US investment in Iran, has been stepping up pressure on non-US firms to refrain from investing in Iran.

The project with Repsol and Shell would involve developing phases 13 and 14 of the South Pars gas field in the Gulf.

A source said last Tuesday such a preliminary deal would be signed in days and put the value at $4.3 billion for an LNG plant and port terminal. Nozari said the $10 billion price tag was for both upstream work and the LNG facilities.

The source said the LNG plant would cost about $2.5 billion and the port terminal and other infrastructure would cost about $1.8 billion, the source said, adding that exports - if the project went ahead - could start in 2011 or 2012.

Under the deal, Shell and Repsol would each take a 25 per cent stake in the project to produce 16 million tons a year of LNG, super-cooled natural gas that can be transported on tankers.

"This contract is the biggest project of its kind for investment and the amount of gas to be turned into LNG (in Iran)," Nozari was quoted as saying, adding that the deal, signed on Saturday, would be based on Iran's so-called "buyback" terms.

Under Iran's "buy back" contracts, investment in developing a field is rewarded with a share of production for a short period before the state repurchases the field.

Iran has said it is reviewing the terms of deals to make them more attractive, after criticism from foreign investors.

The Islamic Republic is negotiating terms on other LNG deals.

SP Phase 9 pipe-laying ends
TEHRAN, March 14 (MNA) — Pipe-laying operations of Phase 9 of South Pars field ended Tuesday, Iranian Offshore Engineering and Construction Company (IOEC) reported here on Wednesday.

The IOEC’s phases 9-10 pipe-laying manager said a C-Master vessel laid 85km of pipe.

Bahman Banaii added that the project started on Nov. 22 and was to be implemented during 75 days.

He blamed bad weather, depth of water, and size of pipe (32 inches) for a 45-day delay in offshore operations.

The project was done by top international contractors whose operations were according to latest executive standards, he boasted.

The vessel laid about 2.2km of pipe per day -- a new record for the company.

Thirteen more vessels helped carry out the project, he added.

Phases 9 and 10 are to produce one billion cubic feet of gas daily, he said.

Foreign investors eyeing Assaluyeh
TEHRAN, April 27 (MNA) -- The executive director of the South Pars Special Economic Energy Zone Organization said here on Thursday that negotiations with European banks for investment in Assaluyeh have begun.

“Since 1999 to the present day, more than 9 trillion rials (about $974 million) has been spent for the South Pars special economic zone,” Abdol-Jalil Razavi stated.

He said that Iranian calendar year 1385 (ended March 20, 2006) was a busy one for the South Pars special zone and 25 projects were completed.

Some 3.5 trillion rials (about $378 million) was allocated to the South Pars zone during Iranian calendar year 1385, and all of the funds were spent for the designated purposes, he added.

Razavi cited the addition of the second site of the South Pars Special Economic Energy Zone, covering 16,000 hectares, as one of the important projects of the past year, saying, “Thus, the land area of the South Pars zone will be expanded from 14,000 to 30,000 hectares.”

The construction of 14 gas refinery units and three LNG production units and the establishment of the Pars International University are some of the most important projects that will be carried out at the second site, he explained.

Commenting on foreign investment, he said, “As a result of negotiations with some foreign institutions such as European banks, in the coming year 3.5 trillion rials (about $378 million) will be invested in Assaluyeh, which is twice the figure for the previous year.”

India keen to develop Iran’s SP Phase 12
TEHRAN, Aug. 17 (MNA) – An Indian oil and gas delegation started negotiations with Iran on development of Phase 12 of the South Pars (SP) field, the managing director of the Petropars Company reported on Friday.

According to the agreements made by the sides, the countries will jointly develop the phase to produce LNG, added Gholamreza Manuchehri.

Considering India’s need for liquefied gas, the country predicted a nine-million-ton production of liquefied natural gas per annum, he added.

“Despite India’s eagerness to develop Jofair oilfield, the talks on the oilfield yielded no result and Iran and Belarus reached an agreement on the project,” said the official.

He added U.S. sanctions on Iran failed to prevent India from investing in the country.

Industrial tourism is meant to attract foreign tourists who will positively influence the economy and cultural aspects of the region.

Russia to help Iran develop SP field
TEHRAN, Oct. 17 (MNA) – The managing director of the Pars Oil and Gas Company (POGC) announced here on Wednesday that there is no limitation for Russia’s presence in South Pars (SP) projects.

If the Iranian party and Gazprom reach an agreement, the Russian company will develop SP phases 2-3, Ali Vakili added.

He noted that no country even the U.S faces restraint in developing the field.

“None of the foreign companies has pulled out of projects,” the official said.

Iran SP Phase 6 operational at sight
TEHRAN, Oct. 17 (MNA) – Iran’s South Pars (SP) phases 6-8 witnessed 98 percent progress and the Phase 6 is utterly ready to go on stream, said the caretaker petroleum minister here on Wednesday.

Gholamhossein Nozari added that the refineries of these phases will be operational by next three months.

Voicing his contentment of the pipe-laying operations in the phases, he noted that gas needed for Phase 6 will be supplied by Nov. 21.

Shifting to the executive operations of the SP phases 9-10, the official announced that they had satisfactory progress, adding when the phases come on stream the country’s production will soar.

Gas supplied to SP phases 9 & 10 obtained from 24 wells in Persian Gulf
Assalouyeh, Dec 17, IRNA - Director of the project on development of Phases 9 and 10 of South Pars gas field south of Iran Morteza Emami said on Monday that gas needed for the two phases is obtained from 24 wells 3,500 meters deep under the ground in the Persian Gulf.

He added that initial contract on the platforms was worth dlrs 187 million but it would increase to between dlrs 250-260 million, if extra charges and certain changes made in the project are taken into consideration.

The official emphasized that construction of platform for the facility would be much cheaper by Iranian contractors, given that the cost of its manufacture is not less than dlrs 450 million on the international markets.
He said the platforms were built in 27 months, which set a record in implementing a project in South Pars gas field.

He added that with the completion of the platform installation, the physical progress in the sector has reached 94 percent.
In the next three days the whole platform installation for Phase will be completed and the remaining part of the project, including laying pipes on the wellhead and connection of the exit pipe of platforms to a 32-inch pipe will be accomplished in 45 days, said Emami.

The official noted that operations for laying 32-inch pipelines for transfer of gas from tanker to refinery have been carried out successfully and workers are now busy joining the two pipelines to refinery on Assalouyeh coastline.

Putting physical progress in Phases 9 and 10 at 83 percent, Emami said drilling operations will be stopped until end of installation operations. He predicted that Phase 9 will be ready for operation in spring and the Phase 10 will be commissioned a short time later.

Lol shell, total and the chinese government are classified as mafias in your book? So how many of the oil exporting nations of the world have become first bond on that alone? It is secondary industry after all. Where there is oil and a reasonable population political unrest is a given with interference from the world powers, whether that be in asia at large, africa or south america. I suggest you get stuck in some reading (in books not wikipedia) regarding the worlds contemporary international history to to get a firmer understanding regarding the obstacles to iran's development, the blame lies in the hands of many others, the iri have only recently added their brand of mismanagement on the nation. Oh and if you're going to give me an ambiguous reply, don't.
