'Tyo Tagoy' February 6th, 2011, 03:33 AM ‘ECO HOTSPOT’ Central Panay mountain range in danger
ILOILO – The Central Panay Mountain Range, habitat of unique flora and fauna that can only be found in this part of the world, has become an environmental hotspot, the Department of Environment and Natural Resources (DENR) said. It called for conservation initiatives to save the area.
The Central Panay Mountain Range crisscrosses the provinces of Iloilo, Antique, Aklan and Capiz. It has a “high potential” for bird tourism, DENR said.
It is one of the 117 key conservation sites in the country recognized as Important Bird Areas (IBAs), and home to 10 species of endemic but threatened birds.
Conservationists have identified some of these threatened birds as the Tarictic hornbill, Walden’s hornbill, the Negros bleeding-heart pigeon, and Philippine naked-backed fruit bat.
Central Panay Mountain Range also hosts threatened amphibians, reptiles and mammals such as the Visayan warty pig, Visayan spotted deer and Panay bushy-tailed cloud rat.
The mountain range is also a home of the rare giant flower, Rafflesia preciosa.
All these are being threatened by, among others, illegal logging, kaingin and other destructive human encroachments, DENR said.
OPEN FOR ADOPTION
According to the Protected Areas Wildlife and Coastal Zone Management Services (PAWCZMS) of DENR, the mountain range will soon be opened for adoption.
In July last year, PAWCZMS Protected Areas and Wildlife chief Damaso Fuentes said they were still in the process of conducting consultative meetings to identify specific sites and where the threatened species thrive.
There will be a biodiversity assessment and actual head count of species in target areas.
PAWCZMS started conducting the identification process in Sebaste, Antique last year where hornbills and spotted deer have been seen.
Fuentes said they welcome individuals or groups willing to help them in the protection of wildlife.
One good thing about the adoption is that whatever amount spent will be deducted in the taxes that the “adoptors” will pay.
EFFORTS
In Iloilo, the Provincial Development Council is endorsing to the Regional Development Council the Forest and Climate Protection Panay (Forclim) project of the German Ministry for the Environment (BMU).
The project costing 2.2 million euros covers the whole Central Panay Mountain Range.
Of the total cost, Germany will contribute 1.95 million euros or P110 million as grant.
The counterpart of the local government units (LGUs) concerned and the DENR will be 205,000 euros or P12 million.
Before the council’s endorsement, German International Cooperation Principal Adviser Jurgenn Schade presented to Gov. Arthur Defensor Sr. and the members of the Provincial Development Council executive committee the details about the project.
Iloilo towns that are involved in the project are Calinog, Lambunao, Janiuay, Alimodian and Leon.
The project will cover:
* establishment of forest land use plans (FLUP) for sustainable decentralized management and protection of forest resources by local communities;
* establishment of protection areas for endangered flora and fauna
* development of protection plans and measures; and
* reforestation, forest rehabilitation and agro-forestry measures in selected buffer zones.
Furthermore, the project entails the creation of alternative income opportunities in the buffer zone and promotion of alternative energies from biomass and fuel wood plantations to replace fossil fuel and reduce carbon dioxide emissions.
“I hope we can put flesh to this project,” Defensor said, adding “we should act fast to save our environment.” (With a report from the Philippine News Agency/PN)

KALIBO, Aklan – Governor Carlito Marquez delivered his 7th State of the Province Address (SOPA) on Wednesday, giving his constituents and the Aklan Sangguniang Panlalawigan members a preview of a ‘rosier’ year 2011.
In his ‘something old, something new’ annual address, the governor pointed out key statistics of Aklan’s positive growth in areas of tourism, health, agriculture, infrastructures, social welfare, cooperatives, population and finances in 2010:
- P829 million gross income for EEDD and General Fund or 14 percent increase in gross income compared to 2009 of P725 million
- 105,138 metric tons of rice produced from 140,537 metric tons in 2009
- P163 million implemented and completed projects by the Provincial Engineering Office
- 779,666 tourist arrivals in Boracay Island and P14.3 billion tourism receipts
- P184.8 million ongoing projects, including construction of Guadalupe Bridge, upgrading of Caticlan jetty port and the land reclamation of the Marina project
- P59.2 million in financial assistance for corn production, high value commercial crops, rice program and farm-to-market roads
- 203 barangays out of 327 barangays had Botika ng Barangay outlets
- 1,242,344 kilograms of abaca fiber production in 2010 valued at P50 million compared to 2009 of 1,461,292 kilograms
- P2.2 million subsidy for sustained implementation of integrated population and development programs
- 103 cooperatives registered in 2010 with a membership of 21,572 and total assets of P403.7 million
- P68.461 million conditional cash grant for 6,931 Aklanon families for the Pantawid Pamilyang Pilipino Program (4Ps)

The 20 percent increase in tourist arrivals brings us closer to our one-million tourists’ goal and this necessitates better and bigger tourist facilities.”
In his SOPA, Marquez has affirmed the positive developments of Aklan's tourism industry. The governor mentioned the P2.5 billion build-operate-transfer of the Caticlan Airport involving the installation of navigation and air traffic control facilities, construction of a 9,200-square meter two-storey passenger terminal building and the widening and extension of the Caticlan airport runway.

"Tourism, business and livelihood activities are expected to increase in Boracay Island and in Aklan and open the door to new destinations in the province for tourists," he said.
He also cited the development of an initial 2.6 hectares Marina project in Caticlan, Malay, Aklan and the plan to construct a jetty port in Pook, Kalibo, Aklan.
"Another project we are endorsing to the national government is the proposed Kalibo circumferential road. This project will include construction of an 820-lineal bridge connecting Tigayon, Kalibo, Aklan and Mina, Lezo to lessen traffic problems in Kalibo," the governor stressed.
Under the administration of Marquez, Aklan has become one of the pilot provinces in the country for the installation of automatic weather stations to monitor local weather conditions in a locality. Aklan also is one of the most peaceful provinces with a total of 2,026 crimes or an average monthly rate of 34, way below the national average.
A social welfare desk, the first of its kind in Western Visayas, was established in Caticlan Jetty Port to address issues on commercial sexual exploitation on children, trafficking of children and children at risk.
Marquez ended his 37-page SOPA by rallying the Aklanons to continue supporting the programs of his administration.
"These were our accomplishments in the year just passed, our best efforts in the face of the many obstacles that beset not just the province as small as Aklan but the whole world... because the economic recession, the catastrophic weather, the power crisis, peace and order problems are global," he said.
"But we are moving, and moving forward. Thanks to all of you for your continued trust and support. Saeamat man sa atong mga mangunguma, mga tricycle driver, mga simpleng empleyado sa gobierno man o pribado, mga simpleng ina sa panimaeay, mga tawong sa sari-saring pamaagi hay epektibo mang ga contribuir sa progreso ku Akean."

ILOILO CITY, Feb. 8 (PNA) -– Capiz Governor Victor Tanco is looking forward to discussions on the proposed revival of the Panay Railway Project at the upcoming convening of the Regional Development Council (RDC) which he chairs.
“I will ask for a briefing on the status of the Panay Railways especially if movers will go to the RDC and ask for the status report,” he said.
Although still under study, Tanco said he favors the project proposal.
"Railway is always a cheaper system. That is a very, very good plan and I hope that we can also endorse that at the RDC,” he said.
Tanco said the proposal already got an endorsement from the provincial government of Capiz.
Tanco said that the proposed railway project will extend all the way to Caticlan, Aklan and can be implemented under a public-private partnership scheme.
Earlier, the governor was informed by the movers of the project that there were interested investors from China and Europe who wanted to partner with the Philippine government in pursuing the project. (PNA)

ILOILO CITY, March 2 (PNA) - The Philippine Ports Authority 6 (PPA-6) is currently initiating the removal of the 10 sunken vessels from the Iloilo River that had been obstructing the marine navigation for more than a decade.
Of the number, six are currently dumped in Lapuz, La Paz district while the four others are along the Muelle Loney area. Most of these sunken vessels are barges, bullet crafts, and private fishing vessels.
According to Engr. Antonio Belarga, PPA's Engineering Services Division manager, two barges are currently being dismantled by the Bacolod-based shipping owners after sending them the order to remove their obsolete watercraft.
Since January 26, Belarga said they have been sending communications to other shipping owners based on their latest addresses, informing them to remove their sunken boats and barges hampering the river wharf entrance.
One of the identified shipping companies is the West Visayas Shipping Company, which has an office address in Muelle Loney in this city.
Belarga said the shipping company owns two sunken vessels based in their record. He added they already sent notice to this company to dismantle their vessels but they have not received any response until now.
Belarga also said some of the shipping companies could no longer be located.
The engineer said all the vessels could be removed before the year ends. (PNA)

THE start of the commercial operations of the 164-megawatt coal-fired power plant in LaPaz, Iloilo City was heralded as the dawn of the economic power of Panay.
President Benigno “Noynoy” Aquino III said reliable power is a foundation of economic development and the lack of power is a major drawback in progress.
Aquino led the inauguration and ceremonial switching on of the power plant operated by Panay Energy Development Corp. (PEDC), a subsidiary of Global Business Power Corp. (GBPC) under the Metrobank Group of taipan George S.K. Ty.
“Today, as we switch on this power plant, we are switching on the capability to empower our countrymen. In behalf of the Filipino people, I am grateful to the Panay Energy Development Corp. Investing in a new coal-fired power plant shows not just your confidence in the country but also your support in our initiatives to push for more energy sources,” President Aquino said in his keynote address.
Metrobank Group chairman George Ty said their energy-related projects will assure stable and affordable power in the Visayas region.
The President also praised the project as a symbol of cooperation between the public and private sectors which have “a mutual interest in pursuing sustainable energy access within the country.”
“There was a time when Panayanons had their lives constantly disturbed by rotating daily brownouts. The opening of the 164MW coal-fired power plant of the PEDC ensures that that time is over. This heralds a new era of electric generation in Panay as it is deemed to turn what was once a mark of inefficiency to a sign of industry. What was once darkness into light,” he added.
The establishment of the PEDC power plant also boosts the entire Visayas grid, providing energy security that will spur investments and tourism.
President Aquino said the operation of the plant coincides with the opening of 23 new hotels in the Visayas region, giving visitors almost 1,200 additional rooms.
The President said the plant has its trickle down effects not just on businessmen but common Filipinos as well.
“We are giving livelihood to our countrymen – from the engineers and masons who construct buildings, the hotel and restaurant workers, cooks and waiters in restaurants, drivers who ferry visitors and even vendors of candies on the sidewalks,” he added.
The next step the national government will take after the inauguration of the PWDC plant is to augment projected power requirements in the Visayas grid with new and appropriate energy technologies.
“We should also start exploring and harnessing the potential of renewable sources such as solar, wind and hydro power, among others, that are abundant in your area,” President Aquino said.
The President acknowledged the need to amend the Electric Power Industry Reform Act (EPIRA) through the help of the Energy Regulatory Commission chaired by Zenaida Ducut.
President Aquino and Ducut where both members of the House of the Representatives when the EPIRA was passed into law.
Francisco C. Sebastian, PEDC chairman, said the operation of the plant is the “dawn of an empowered island economy of Panay and an engine of growth.”
Sebastian said the PEDC facility is Panay Island’s first and very own dedicated power plant which will augment the 72MW diesel-fired power plant also in LaPaz and other plants in Aklan province owned by GBPC.
“The 164MW power plant was conceived at a cost of P20 billion, probably the largest single investment in the history of Panay,” he said.
Sebastian said the construction of the plant was precisely timed to stave off a shortage and support the burgeoning business processes outsourcing firms and light industries.
“Panay is now in the map of investors,” Sebastian added.
Sebastian said the PEDC project is a showcase of private public partnership (PPP) between the government, local communities and the Metrobank Group.
He also highlighted PEDC’s partnership with Formosa Heavy Industries Corp. (FHIC) who was represented its president, K.H. Wu.
Sebastian said the power plant went through a lot of struggles before it was completed.
“Where others have cursed the darkness, other sectors led by Metrobank Group worked very hard to light a candle, that candle is the new power plant that will brighten people’s lives and power progress in Panay,” he said.

The railway system will connect the cities of Iloilo and Roxas spanning 170.36 kilometers and will include access routes to the international port in Iloilo City and airport in Cabatuan town in Iloilo.
Iloilo City Mayor Jed Patrick Mabilog, chair of the RDC’s infrastructure development committee, said the project has been endorsed by the city governments of Roxas and Iloilo, the provinces of Capiz and Iloilo and the municipal governments of areas along the railway system.
Mabilog said the revival of the railway system would provide a much needed alternate mode of transportation that would cut short travel time between Iloilo and Capiz.
The project is the first phase in the revival of the Panay railways system. The second phase involves the railway system from Roxas City to Caticlan in Aklan, the jump-off point to Boracay Island.
Ro-Ann Bacal, regional director of the National Economic Development Authority (Neda), said the project would be implemented on a public-private-partnership (PPP) scheme.
She said Neda had forwarded the project to the PPP Center which would assist the proponents in looking for possible foreign investors.
The late Western Visayas historian Henry F. Funtecha wrote that the railway line between Iloilo and Capiz as among the developed transport systems in the Philippines during the early 20th century.
Funtecha said the origin of the railway system in Panay could be traced in 1906 when the Philippine Commission authorized the Philippine Railway Company in Manila to construct and operate a railway line in other parts of the country.

SAN JOSE, Antique — Salt-makers from Barangays Magcalon, Mojon and San Pedro in this town recently received polyethylene plastic sheets and other salt-making paraphernalia from the Bureau of Fisheries and Aquatic Resources (BFAR).
This is line with the program thrust of the municipal government of San Jose of supporting small fishersfolks to have other sources of income aside from fishing.
Each of the 16 recipients received 25 meters of polyethylene sheets used to line salt evaporation pond.
The salt-makers use solar salt-making process wherein salt is extracted from sea water through solar evaporation.
Summer months are an opportune time for fisherfolks to do solar salt-making since the sun quickly dries sea water from the salt evaporation pond.
The distribution of the salt-making paraphernalia is part the activities for the Coastal Resource Management Program of this municipality in coordination with BFAR. (PSM/PIA/PN)

na remember ko noon nung mga 2006 yata iyon.. na read ko ang proposed na revival ng panay railways, i was so excited that time.grade 6 palang ako noon. now im 1st year college kahit isang span ng riles wala pang nailalatag even ang groundbreaking ceremony wala paman. please paki bilisan sana ito. cant wait for our economy to rise.. you know, it is not imposible that panay's economy will overtake the economy of Cebu. kung nag kataon ang Panay Island maging isang mega region ah. muna tawag ko. daw NCR bala. its possible and imagine nyo dahil na linked ang mga major cities ng Panay, its Possible na Lahat ng major cities ng Panay ay magkaroon ng International Airport. ung passi naman magkaroon na ng Domestic Airport. its so very possible. all we need is cooperation and support ah.. :) . thanks. :)

ILOILO CITY, April 29 (PNA) – The municipality of Oton is celebrating its 439th foundation anniversary with the staging of the six-day "Katagman Festival" that kicked off Thursday.
The municipality of Oton, some 10.6 kilometers south of this city, is the oldest town in Panay Island.
Oton tourism officer Irene Otero said that Katagman, which is currently Barangay San Antonio, used to be the seat of government in the 13th century.
It is near the Batiano River, which also served as the center of commerce and trade between Chinese traders and the local folks.
The Katagman Festival, now on its 10th year, kicked-off with the agri-fair, garden show, plant sale and showcase of the town’s One Town-One Product (OTOP). An exhibit of various memorabilia depicting the history of the municipality dubbed as “Memorabilias de Alcaldes” added interest to the celebration.
On Friday, "Laro ng Lahi" was held followed by the search for Ginoong Erpat and Ginang Ermat in the evening.
Other events include the fun run, airsoft competition, fishing tournament, exhibition of remote controls, "Borador sa Katagman," awarding of Outstanding Ogtonganons and Young Achievers, Porma Baras, motorboat race and on-the-spot painting contest.

Ms. Pacificador said coffee plants thrive well on high altitudes, including hills and mountain sides.
“Mayors should take note of this so that they can cultivate coffee in farm areas where it is difficult to grow rice or even fruit-bearing trees. Coffee is a multi-million industry but municipal agriculturists are so focused on rice that they don’t see the potentials of the crop in the world market,” Ms. Pacificador said.
Edna N. Alegre, focal person on coffee industry, said local coffee is one of the best in the country.
Ms. Alegre said Iloilo farmers could plant coffee as an alternative and serve the need of the growing coffee market in the province and city since most coffee shops import coffee beans from other countries.
DA-Western Visayas aims to expand the coffee industry in the region to 70 hectares in Western Visayas. This includes 24 hectares in Iloilo province alone.

There's a lot of things to see in Antique. Maybe their local leaders will be more active to promote and sell Antique to tourists and investors.

LAST Friday, Gov. Arthur Defensor Sr. was elected chair of the management committee of the Forest and Climate Protection Project, an initiative that seeks to develop forest land use plans (FLUP) for sustainable decentralized management and protection of the 120,770-hectare Central Panay Mountain Range (CPMR).
The project also seeks to establish protection areas for endangered flora and fauna, develop protection plans and measures, and introduce reforestation, forest rehabilitation and agro-forestry measures in selected buffer zones.
The German Company for International Cooperation (Deutsche Gesellschaft für Internationale Zusammenarbeit or GIZ), the agency funding the project with a grant of 1.95 million Euros or PhP 110 million, described the CPMR as essential for stabilizing the local climate because it guarantees the flow of water into several rivers and it is the last refuge for some unique animal and plant species in the world.
“This is one project where we can’t afford to fail. My only question to all of you is `When will we start working?’” Defensor, an environment champion, tells the members of the management committee. “Time is running out for our environment. We should act fast in order to save the planet for the sake of our children.”
The CPMR extends through the provinces of Aklan, Antique, Capiz and Iloilo. The towns in the Iloilo that are involved in the project include Calinog, Lambunao, Janiuay, Alimodian, and Leon.
CPMR is home to many threatened birds, amphibians, reptiles, mammals and plants such as the Visayan Warty Pig (Sus cebifrons), the Visayan Spotted Deer (Cervus alfredi), the Panay Bushy-Tailed Cloud Rat (Crateromys heaneyi), the Tarictic Hornbill (Penelopides panini) and the Walden Hornbill (Aceros waldeni).
Two species of Rafflesia, the biggest flower in the world, were discovered in the area. The first, Rafflesia speciosa, was discovered in 2002, and the second, Rafflesia lobata, in 2005. These two flower species could never be found anywhere else in the world but only in the CPMR.
The work to conserve the flora and fauna of the area started in 1996 through the Philippine Endemic Species Conservation Project (PESCP) of the Frankfurt Zoological Society. The PESCP was founded by Prof. Dr. Eberhard Curio, a German scientist.
Perhaps, one reason why the GIZ is funding the Forest and Climate Protection Project is because it wanted to complement Curio’s initiative.
PESCP first started in the Northwestern Panay Peninsula, considered as the one of the last remaining original vegetation in the Island and found within the municipal boundaries of Nabas, Malay and Buruanga of Aklan, and Libertad in Antique Province. In 2000, Curio’s work expanded to the CPMR.
“Unfortunately, the remaining areas of the forest continue to be encroached and threatened by slash-and-burn clearance, wildlife poaching and uncontrolled logging, which endanger the ecosystem of the entire area,” says a GIZ report.
“As the local population is dependent on the natural resources from the forest areas, efforts to protect the forest and the buffer zones are to be combined with alternative approaches to land-use and income generation,” it adds.
A forest land use plan (FLUP) for the CPMR is therefore an important tool in the holistic and efficient management of the forest resources. It will balance the economic, social and cultural opportunities in the area with the need to maintain and enhance the health of the mountain range.
Management guru Alan Lakein said that “planning is bringing the future into the present so that you can do something about it now.”
With climate change, our future does not look so promising. Therefore, we need to bring it into the present so we can do something about it through the Forest and Climate Protection Project./PN

ILOILO CITY, July 10 (PNA) - For the first time, a basketball competition, dubbed as Guam-Iloilo-Aklan (GIA) tournament, will be held on July 16-17 at the ABL Sports Complex in Aklan.
Sangguniang Bayan member Basil Tabernilla of Makato, Aklan said this basketball tournament with Brigada Guam has been realized through the efforts of the local government unit of Makato led by Mayor Jessie Palican and Basketball Association of the Philippines-Aklan chapter.
Tabernilla said the basketball tournament aims to promote basketball technology exchange on the part of the participating teams.
He added that the two-day basketball tournament is admission-free for those who want to witness the games featuring three powerhouse basketball teams from Aklan, Iloilo and Guam.
The dribblers from Guam will be arriving in Aklan on July 15. They will pay a courtesy call on Aklan Governor Carlito Marquez.
Meanwhile, the Sangguniang Bayan of Makato has unanimously approved a resolution for the “sisterhood agreement” between the municipality of Makato, Aklan and Guam. (PNA)

- I would just like to say that we should be thankful that Megaworld is so bullish in our Island Region of Panay. The company have no similar scale in other parts of the country outside of Metror Manila. We are the chosen One for them and they really wanted to make Panay Island their Homebase in the VisMin Area. Almost all of the region in the Philippines have SM, Rob, Ayala....but only a few have Megaworld....hehehe :banana::banana::banana:

ILOILO CITY, Oct. 17 (PIA) -- The Department of Agriculture plans to establish four (4) demonstration sites in Western Visayas this year to step up efforts to boost the practice of organic agriculture in the region.
DA 6 focal person for Organic Agriculture Program Dr. Hector Penaranda said they have allocated P1.4 million for each demo site, which will also serve as training site and demonstration site for organic farming.
“The demo sites will be managed by farmer cooperators and priority are those who practice integrated farming or production through the use of organic farming practices,” said Penaranda.
Penaranda said the LGUs need to submit a proposal for putting up a demo site, which should be in accordance with the guideline set by the DA Central Office. Project proposal processing would be on a "first-come, first-serve basis."
The establishment of the demo sites is one of the components of the organic agriculture program that was established under the “Organic Agriculture Act of 2010 or Republic Act. No. 10068, an act intended for the development and promotion of organic agriculture in the country.
Penaranda said some P21.8 million has been earmarked by DA for the implementation of the organic agriculture program in the region. Out of the six provinces in the province, Iloilo has the biggest share of the fund getting some P5.2 million, followed by Negros Occidental with P4.2 million, Capiz with P3.1 million, Antique with P2.9 million, Aklan with P2.5 million and Guimaras with P2 million.
Penaranda said the fund will also be used to finance the creation of municipal and provincial technical committees on organic agriculture that will serve as policy making and planning body in the municipalities or provinces and fund support to LGUs and other stakeholders with existing organic agriculture programs.
“Through organic farming we will not only have safe and adequate food but as well as safer environment as the method helps mitigate climate change,” said Penaranda.
He added that “organic farming makes use of organic fertilizer and natural pesticides that reduce greenhouse gases”. (JCM/LAF/PIA-Iloilo)

THE Panay Railways Inc. (PRI) received at least four offers from big business conglomerations based in Metro Manila for the rehabilitation and revival of the railway system from Iloilo to Capiz and eventually up to Caticlan in Malay, Aklan.
Captain Cezar Capillan, PRI director and officer-in-charge, confirmed this after a technical conference and mediation meeting was held Friday at the City Mayor’s Office regarding the presence of an illegal structure on top of a railroad in Barangay Isidro, Jaro, Iloilo City.
The offers came from industrialist Manuel V. Pangilinan, San Miguel Corporation, Joey Antonio of Century Properties, and a group of Korean investors.
The rehabilitation of the railways is eyed to cost P16 billion to be realized through a public-private partnership (PPP) or build-operate-transfer (BOT) scheme. The rehabilitation will start January 2012.
Meanwhile, Capillan reiterated during the meeting that PRI has not and will not give approval for any structure to be constructed on the railroad tracks.
Capillan said PRI is currently doing a survey of the railroad tracks as more than 1,600 households are reportedly occupying the tracks.
Capillan added the winning bidder of the railway project, which was already approved by the Regional Development Council, will have to provide relocation sites of affected households. (Lydia C. Pendon)

Last June 12, 2011a world record-breaking activity -FREEDOM CLIMB2011 selected Antique as its staging area in Region VI. More than 152 antiqueno mountaineers, environmentalist, and health buffs ( some bring along their family members)became part of the most number of organized group members on mountain trekking on a certain day in the country "as duly adjudicated by the Guinness book of world records.
Among the participants , a group of not less than 50 individuals organized themselves into the Antique Trekkers Inc.(ATI) and plans to hold on Dec. 15 - 23 a 5 day 200+km"walk for a cause" from north to south ends of the province dubbed "PANARIBAY2011"as their first initiative and in support to the holding of this year 'BINIRAYAN 20011'feistival.the ATI aims to move the populace to conserve, protect and rehabilitate our environment and participate in climate- change adaption thru video and still pictures taken during the trek. The group also hopes to set a record as the first organized group to walk the entire breadth of antique.
IN THIS WE ARE INVITING YOU TO BE PART OF THE EVER AND FIRST OF ITS KIND KUN TAGA ANTIQUE KAW DAPAT YOU WOULD BE A PART OF THIS GREAT EVENT.

MANILA, Philippines—Danish engineering firm Cowi Inc. has confirmed the technical viability of PetroEnergy Resources Corp.’s planned 50-megawatt wind farm in Nabas, Aklan.
In a disclosure to the Philippine Stock Exchange, PetroEnergy said this was based on the results of an initial micrositing sudy and annual energy production estimate made by its consultant. At present, the company is still undertaking a detailed geodetic survey for civil works and construction planning purposes.
A recently completed environmental impact study will, meanwhile, be filed shortly with the Region 4 office of the Department of Environment and Natural Resources, to obtain the proposed wind power project’s environmental compliance certificate (ECC).
“Assuming a viable feed-in-tariff is granted by the Energy Regulatory Commission, PetroGreen Energy Corp. (a wholly owned subsidiary of PetroEnergy) plans to commission the project by mid 2014 or earlier,” PetroEnergy added.
In a related development, PetroEnergy also disclosed that the Department of Energy (DoE) has already approved the assignment of its wind energy service contract covering the Nabas site to its renewable energy arm, PetroGreen.
The DoE also approved a final one-year extension of the pre-development stage for the Nabas service contract, to allow PetroEnergy to continue the conduct of technical feasibility studies in the area until Sept. 13, 2012.
Earlier this month, PetroEnergy Resources has voluntarily relinquished its other wind energy service contract in Sual, Pangasinan, as studies showed the available resources to be “insufficient to support commercial operations.” Initial measurements yielded promising results but later failed to meet the criteria that would have allowed PetroEnergy to build the Sual wind power plant.
The contract relinquishment for Sual was already approved by the DoE last October.

I don't disregard Guimaras when I enumerated the provinces of Panay ah, ginfocus ko lang sa Panay, hihihi..
for Guimaras actually sa tood tood lang,
I envision them to have their own someday..indi dependent sa Panay ang iya kauswagan.
ara man tanan sa isla ang potential, in her own time maguwa gid na tanan..
for now let her children be educated at best schools in the region here in Iloilo City, let her children work from afar and near..when the fruit is ripe..she will prosper on her own..naghalin sa sila sa Iloilo, batasan nila naimpluwensyahan sang maayo..let her have her own pace.. don't worry makibot lang ta sa ulihi sa mga future developments sang isla..
Guimaras is the future of the region..

The National government should think about that. Developing an island like Panay (include Guimaras) with 5 provinces is a great deal. All the potentials are there. The provinces should be unified and the national govermant should think One PAnay when thinking a project.

Over 1,500 cops to beef up security for Ati-Atihan, Dinagyang Festivals
MORE than 1,500 police personnel will be deployed to secure the two big festivals in Western Visayas.
Police Regional Office 6 director, C/Supt. Cipriano E. Querol Jr. revealed that additional personnel from 6th Regional Public Safety Battalion will beef up the security personnel for Ati-Atihan and Dinagyang Festivals.
The Ati-Atihan Festival of Kalibo runs from January 9 to 15, 2012 while Dinagyang Festival in Iloilo City is from January 6 to 23, 2012.
Querol said the region's police force is ready to maintain peace and order as its main contribution for the success of the said events.
"As to the security requirements, we have organized nine Sub-Task Groups under the city and provincial directors as task group commanders," he said.
Aklan Police Provincial Office director, S/Supt. Cornelio T. Defensor is the task group commander for security in the Ati-Atihan Festival while Iloilo City Police Office director, S/Supt. Marietto Valerio Sr. is the task group commander for security in the Dinagyang Festival.
Querol said, aside from the nine STGs, he also ordered the creation of Sub-Task Group Anti-Criminality to thwart criminalities especially at night time. It will be composed of 500 PNP personnel.
"We expect that concerts, food festivals and other events will be held as part of the celebrations of Ati-Atihan and Dinagyang Festivals. And these occasions can be taken advantaged by criminals, like thieves, cellphone snatchers and 'bukas-kotse' gangs. This is now the focus of Sub-Task Group Anti-Criminality," he explained.
Querol also stressed that despite their preparations for the security and safety of devotees, revelers, tourists and spectators, the cooperation of the public is very important in the success of peace and order during these festivities.

The Roxas City Government, thru the Capiz Provincial Government identified Roxas City Circumferential Road as one of their priority projects.
Roxas City Circumferential Road would serve as a by-pass road for traffic of goods and passengers going to and from Culasi Port and Panay town and the adjoining north eastern towns of Capiz, without passing thru the central business area of Roxas City.
The Roxas City Circumferential Road is one of four road projects being proposed by DPWH VI under the Panay Roads Investment Development (PRIDE) to be funded under the Japan Bank of International Cooperation.
Roxas City Circumferential Road is divided into two sections:
Section I starts at the Culasi Port and passing at the side of Cadimahan River, crosses the said river at Station 10+857 wherein two bridges will be constructed.
Section II starts at the junction of the Ivisan-Roxas National Road and eventually joins the national highway going to Panay and Pontevedra towns.
Total project cost is P 704,209,648.12 broken down into the diversion road component costing P 479,563,778.60 and the outer city road component costing P 224,645,869.52.

MANILA, Philippines - Boracay island in Aklan province is the second best beach destination in the world and the No. 1 in Asia for the second year in a row, according to travel website TripAdvisor.
"At only 4.5 miles long, Boracay is small enough to navigate by rented bicycle or motorbike. But don't let its small size fool you -- you'll have several excellent beaches to choose from," TripAdvisor said in its website.

Panay Island
Panay (/pəˈnaɪ/, Tagalog: [pɐˈnaj]) is an island in the Philippines located in the western part of the Visayas. Politically, it is divided into five provinces: Aklan, Antique, Capiz, and Iloilo, all in the Western Visayas Region. It is located southeast of the island of Mindoro and northwest of Negros, separated by the Guimaras Strait. Between Negros and Panay Island lie the island-province of Guimaras. To the north is the Sibuyan Sea and the islands of Romblon; to the southwest is the Sulu Sea[1] and the Panay Gulf.
The island has many rivers including Akean, Banica, Iloilo, and Panay.
Panay is the setting of the famous legend of Maragtas, which chronicled the arrival of the Malay race to the Philippine islands.
The island lent its name to several United States Navy vessels named USS Panay, mostly famously the one sunk in 1937 by the Japanese in the Panay incident.
Folkloric legends recorded in the Maragtas by Pedro Monteclaro say ten Bornean datus landed at a site now known as San Joaquin town in Iloilo province. They purchased Panay from the Ati, cultivated the land, and renamed the island Madya-as. They divided it into three communities: Irong-irong, Akean (which includes the Capiz area), and Hamtik.
Capiz, which was part of Aklan in pre-Spanish times, was one of the early settlements of the Malayas, centuries before the coming of the Spaniards to the Philippines. It was part of the Confederation of Madjaas, formed after the purchase of Panay by the Bornean datus from the Negrito king named Marikudo.
When the Spaniards led by Miguel López de Legazpi came to Panay from Cebu in 1569, they found people with tattoos, and so they called it Isla de los Pintados. How the island itself came to be called Panay is uncertain. The Aeta called it Aninipay, after a plant that abounded in the island. Legend has it that Legazpi and his men, in search of food, exclaimed upon the island, Pan hay en esta isla!. So they established their first settlement in the island at the mouth of the Banica River in Capiz and called it Pan-ay. This was the second Spanish settlement in the Philippines, after San Miguel, Cebu.
Panay received its present name from Spanish officials who named the island after one of its earliest settlements, the town of Pan-ay in the province of Capiz. It was, however, once referred as Aninipay by the indigenous aetas and later Madia-as by the Malay settlers who first arrived in the island in the 12th century.

Its boundaries are the Visayan Sea on the east, the Cuyo East Pass on the west, the Sibuyan sea and the province of Romblon on the north; Sulu Sea on the southwest and Guimaras Strait on the south.
The topography of Panay is characterized by relatively wide stretch of coastal lowlands with rugged hills and mountains on the interiors. There are no volcanos on Panay Island.
Climate of Panay
Panay has a diverse climate. The western half of Aklan, Iloilo and western tip of Capiz is characterized by two pronounced seasons: dry season from November to April and wet season during the rest of the year. In other areas of the island, the climate is characterized by seasons where maximum rain period are not pronounced and the dry season last only from one to three months. Rainfall patterns show a peak rainfall during month of September and lowest on March to April.
Agriculture on Panay
The productive agricultural land area in Panay totaled to 4,566.88 km2 and the rest is grassland, woodland, wetland and mountains. The island produces muscovado, coconut, banana, fruits, root crops and vegetables. Panay is being considered as the second largest rice producing region in the Philippines.
Fishing in and around Panay
Panay has a long stretch coastline that covers 52 municipalities & barangays that offer wealth that support diversity of marine life in terms of fish species, coral reefs and mangrove areas. For inland fishery, a vast resource includes of 881 rivers, 27 lakes and 42 lagoons which are available for direct fishing and cultural purposes. A large scale government program restores the damaged coral reefs (dynamite and cyanid fishing). First results can be seen off the cost of Aklan
Industries on Panay
The major economic industries in Panay are farming, rice and corn milling, moscuvado production, fishing, mining and trading. Other important industries are livestock and poultry raising and cottage industries such as rattan craft, food preservation, and confectionery manufacturing. The island has also a competitive advantage in the production of sea weeds, pineapples, mangoes and cashew.
Facilities on Panay
The road network of Panay is almost 2000 kilometers. Iloilo has the longest stretch of paved roads. Panay has several sea ports and airports for both water and air travel. Telephone, cellphone and Internet services are available in most areas. Electricity and water supply are widely available. Fresh water is limited to cities and bigger municipalities.
People and Culture on Panay
In 2000 census, people of Panay have reached 3,501,560. The population increased by 6% from 1995.
There are three major dialects in Panay – Kinaray-a, Hiligaynon and Akeanon. Kinaray-a is the widely spoken dialect by the people of Antique, most parts of Iloilo and Capiz. Hiligaynon is spoken mainly in Iloilo urban areas and Capiz while Akeanon (Aklanon) is spoken in Aklan.
Seven other minor dialects is also known namely Ati spoken by the Ati or Aeta, Sulodnon by the Tumandok in Capiz and Antique, Caluyanon, Ragatnon, Cuyunin, Malaynon and Onkan is also spoken in some of the towns and islets of Panay.

BACKGROUND
Chief among Panay mountains and revered in local culture and tradition, Mt. Madjaas in Culasi, Antique is one of the most challenging climbs in the Visayan islands. Some questions have been raised whether Mt. Madjaas (or Madja-as; Madia-as) is the highest or second highest in Panay, but for now it is recognized as the highest. And regardless of this dispute, Madja-as is certainly the mountain that makes Antique a truly rewarding destination for climbing.
Madjaas means 'mataas' in some local dialect, but in English it can suitably described as 'lofty' instead of just tall. This loftiness will definitely be felt in the summit which opens up to the view of Western Panay island and the surrounding seas, but it extends to the mossy forests of the mountain, in which several unique flora and found have been identified.
Access is still limited and Madjaas is currently a relative-unexplored peak, but as we get more information we expect that Madjaas' rightful place will be restored.

SPECIAL CONCERNS
Transportation. To access Culasi, take a bus from your arrival point in Panay Island, more frequently Iloilo (4-5 hours ride) or Kalibo (2-3 hours). Then take a tricycle or jeep to the jumpoff at Brgy. Flores.
Contacts. We are still in the process of gathering contacts and more information about Mt. Madjaas.
TRIVIA
The mountain's Malay-sounding name has in fact some Malayan origin, tracing its roots from the story of the Ten Bornean Datus and the ancient "Confederation of Madjaas".
