From where??

Both names: Vista De Lago (not Largo) for the K1 tower and Vue De Lac for the K3 one, mean "Lake View", respectively in Spanish and French so I wouldn't be surprised if they are from the same developer or even if they have an identical or very similar design.

Escrow account is not link to the payment plan and payment plan for this project is also not linked to the construction stages.

Try to find a source inside one of the contractors or subcontractors meniotned in the project board and get some reliable info, Al Attar people are only talk shit.

Dont worry about of Al Attar , that is huge local company , they have many towers and properties here.

It will be built , only question when.

Imre land department will give you a form which you can fill, its for the projects which are onhold, You might be able to compensate and developer might return some of amount of the money, I have recently done that. I try to post the form here.

The K3 tower is one of three in the Vue De Lac development that is yet to begin.Dubai-based Al Attar Properties has confirmed that it could begin foundation work on its Vue De Lac project in Jumeirah Lake Towers as early as this week.

The development includes three towers - K1, K2 and K3. Each was originally scheduled for handover in September 2007, but the project has since been pushed back to the third quarter of 2010.

Speaking to Construction Week, Al Attar projects manager Bipin Pudiyadath said, "We should be able to begin the raft foundation within a week or two maximum, and we should be able to start the entire construction after the raft work."
He also said the company was waiting for Dubai to release its green regulations in January before it begins construction in order to comply with the code.

"Once the regulations come out, we are just waiting for the approval (of the design) which we should get by January," Pudiyadath said.

The declaration follows complaints from investors of the project who said the delay was costing them "thousands of dirhams a year."

An investor in the project, who declined to be named, told Construction Week that the delay was costing around US $4100 (AED15,000) per year.

"We bought this in the hope that our EMI (equated monthly installment) would work up to about 90,000 dirham a year, which is what it would have worked up to if they had delivered on time.

"But we pay 7.5% interest over and above the monthly EMI, so for every year that the developer delays the project, the additional 7.5% works up to about 15,000 dirham annually.

"If the project was up on time, it would have benefited us. Now, our cash is locked in and there is no compensation."

Investors say they should be paid compensation to cover money that has been lost due to the delays.

"The people at Al Attar are always polite, but when your cash is locked in, you want a little more than that," the investor said. "Shouldn't the developer be responsible for something?"

But Pudiyadath said, "We make decisions regarding compensation at the time of handover. As of now, there is nothing. Not just yet."

i spoke to someone from dmcc and they told that the project is not on hold. they had to revise plans due to parking issues and were or still are waiting for permission to build

they are building just slow , I think first of all they want to finish the Al Attar Tower ,SZR and it seams they dont care about the JLT at the moment.

Dont worry , it will be built just need time, 5-10 years maybe..

^^ Well al attar tower on SZR is on hold as well.

As always they tell stories that they will start soon as they have renegotiated contracts.
In any case, this time it may be true because they would be faced large penalties if they dont finish construction by end 2010. This will of course not mean that the towers will be finished by that time (just construction) and they will still have to finish the interior. I do not expect the handover before mid to end 2011.
At least they now have a new payment plan which is linked to construction progress and it seems that it has been approved by RERA (if this is true..... we dont know). :ohno::ohno::ohno:

Investors file case with RERA over Dubai project delays

A group of around 30 investors has filed an official complaint at the Real Estate Regulatory Agency (Rera) over ongoing delays and specification changes at the Vue de Lac and Vista del Lago developments in Dubai.

Investors on the Al Attar project at Jumeirah Lake Towers accused the developer of unreasonable delays and changes being made to apartments without the consent of owners, Construction Week Online reported.

“We have been promised the project since then end of 2007. It was then pushed to 2008, then the end of 2008, and now he’s saying 2011 – which will never happen, because up to date they’ve only finished the piling,” investor Makram Mohamed told the website.

Many asserted that apartment specifications have changed so drastically that they no longer wish to purchase property in the project and want a full refund.

Investors are unhappy at what was described in a letter from Al Attar as “some small changes”, where two-bedroom apartments have been changed to one-bedroom ones.

Al Attar had revised the prices of the apartments in line with the reduction in apartment size, but investors said that they had bought two-bedroom apartments specifically and a smaller alternative was not acceptable.

“Because of the change of designation and all of this delay, we don’t want this property any more. The majority of people investing were buying to live in this property. Ninety per cent of our group wanted to live in this. Now they’ve changed the designation, we don’t need it. I bought a two-bedroom; you can’t give me a one-bed plus study,” said investor Shailendra Sainani.

“The majority of us need our money refunded and the costs absorbed. [Al Attar] needs to resell the project from the beginning.”

In addition to changes in designation, many investors are also concerned that delays to the project will result in a huge interest bill arising from finance agreements that can only be concluded following apartment handover.

Some investors took out finance agreements in 2006 under the impression that the project would be handed over in 2008. They are now facing the prospect of paying five years’ worth of interest on finance agreements, should the project be delivered according to a new completion date of 2011.

Some investors also query Al Attar’s ability to deliver the project on time.

“Can we still believe Al Attar can deliver in 2011, if they couldn’t even start construction in the last three years?” said one investor.

The group has filed a case with Rera because they say that Al Attar Properties is refusing to communicate with them except through a lawyer.

No-one from Al Attar was able to comment on the case or development.

The case has now been filed with Rera, who said a decision on the steps it would take would be forthcoming in the next few days.

The Al Attar told him that the mobilisaton has started behind the plot , next to the Goldcrest Views 2 and the contractor (Goldline) coming soon.

I thought that is the mobilisation of the mosque , we will see soon , its time to start something there. :)

i posted this in the vue de lac thread. maybe we should try consolidate the two al attar threads?

we've invested in Vancouver at International City and now Al Attar are proposing we switch to Vue De Lac or Vista Del Lago, as their IC projects are delayed indefinitely.

They're offering mostly 2 bedrooms 1,050-1,131 sqf, 720-907 dhs/sqf progressively as you go up the building.

Most 2 bedroom floor-plans show a single bedroom and a study, though the study, at least on the drawing, is not significantly smaller.

Does anyone know what is the difference between a study and a bedroom in this case?

Is this a good deal? What's a good way to determine an appropriate rate for this sort of property?

I was onsite today. Met the Contractor Project Manager. He was kind enough to show me around.

There's active work on lake excavation, lake promenade is complete, auxiliary parking (not under the towers, but on the sides of the drop-off ramp) is complete. Lake will be filled this year, does not affect the K plots.

The K1-K3 sites are still holes in the ground. The contractor is mobilized and ready to work. Awaiting approval from Jafza, hopefully first half of February.

According to the Goldline PM, a tower of this sort would take 3 years to get built, at best. So the Al Attar-proposed completion date of "end of 2011" is not realistic.

K1 will start first, K3 will follow 3-6 months after.

All the above is the responsibility of the master developer and not the K plots developer.

Main contractor is already there and the holes cleaning have begun, podium closed as well.

They have lot of staff at the JLT store area (DMCC Business Park plot) , scaffoldings, cranes, etc.. so the main construction will start soon.
