20 February 2008 | Three Balkan destinations – in Bulgaria, Croatia and Albania, are among the most exceptional Eastern European sights, according to Forbes.com.

The website’s travel section highlights ten spots, including natural and architectural landmarks that are worth seeing throughout the region. It notes that the “recent strength of the euro and a number of countries easing visa requirements have more tourists trekking east in search of architecturally, historically and culturally significant sights that for years had been practically overlooked.”

Forbes’s pick in Bulgaria is Nebet Tepe, one of the three hills that dominate the landscape of one of Bulgaria’s most charming cities, Plovdiv. Reaching 203 metres in height, it overlooks the Old Town, with its Revivalist period architecture, and features the remains of a Thracian fortress, built in the third century BC and the Roman city walls.

In Croatia, Forbes recommends visiting the Plitvice Lakes National Park, which attracts tourists with hiking, boating, camping and sightseeing activities. The park’s “sixteen azure lakes surrounded by dozens of waterfalls, caves and forests” and the variety of animals that inhabit the latter are highlighted.

The third Balkan destination noted as exceptional is the thirteenth-century Berat Fortress in Albania, which stands perched on a hill overlooking the Osum River valley. Forbes mentions the Byzantine churches it encompasses, as well as the nearby St. Nicholas Cathedral that houses works by the sixteenth-century Albanian iconographer and painter Onufre.

The extraordinary Balkan sites were listed among other destinations in Central Europe, Russia and the Ukraine, such as the Old Town Square in Prague, the Peterhof State Museum-Reserve in St. Petersburg and the Opera and Ballet Theater in Odessa.

21 February 2008 Tirana _ Albania ’s government presented Thursday a €500 million project to construct a new container port in the city of Vlora.

The proposal put to Prime Minister Sali Berisha, by the British-Swiss company Zumax, also includes the construction of an industrial park.

Albania currently only handles container cargo through the port of Durres, which is located 29 kilometres from the capital, Tirana.

The move is being seen as part of Berisha’s centre-right government’s robust campaign to secure greater foreign investment in the country.

Last year the government presented the “Albania for €1” initiative, aiming to increase foreign direct investment after years of stagnation, due to a tumultuous transition from the communist command economy to a free-enterprise democracy.

Under the scheme, publicly-owned land and assets are made available to investors for a token price, in exchange for the promise of substantial capital investment.

The scheme is open to both foreign and domestic investors.

The government is also planning a big round of privatization in 2008, which will spell the end of public ownership of the last major assets currently controlled by the state.

The distribution branch of Albania’s power utility, KESH, the insurance company, INSIG, and the only oil refinery in the country, ARMO, will all be sold off later this year.

The government's sweeping privatization plans follow the introduction of a flat-rate taxation system at an exceptionally low rate of 10% at the beginning of the year.

19 February 2008 Tirana _ Albania and Macedonia signed an agreement on Tuesday in Tirana, which establishes a visa-free regime between the two countries.

The agreement signed by Albanian Foreign Minister Lulzim Basha and his Macedonian counterpart, Antonio Milososki, was made public at a joint press conference given by Albanian Prime Minister Sali Berisha and Macedonia Premier Nikola Gruevski.

"This agreement on the liberalization of visas will help business and citizens to move more freely,” Gruevski told reporters.

Berisha stressed that the two leaders had made progress on an amicable basis and had been able to leave behind the nationalist rhetoric that characterizes some media coverage of bilateral issues.

Under the agreement, citizens of both countries can reside in the neighboring country for 90 days visa free, within a timeframe of six months.

20 February 2008 Tirana _ Albania and Macedonia agreed Tuesday to boost economic cooperation between the two countries, especially relating to regional transport and energy projects.

Macedonian Prime Minister Nikola Gruevski met his Albanian counterpart Sali Berisha in the Albanian capital, where the two leaders discussed pushing ahead with the construction of the so-called Eight European corridor, a highway linking Albania, Macedonia and Bulgaria .

Both leaders pledged to work on the road in their respective countries as soon as possible.

A new electricity transmission line is also expected to be built between Tirana and Skopje and the two countries are expected to lobby the United States and European Union, to secure support for the construction of the AMBO and Trans-Adriatic pipelines.

“In these projects we have supported and will continue to support each other as the best projects of the century for both our countries,” said Berisha during a joint press conference.

However Gruevski argued that when it came to securing funding for large infrastructure projects, Macedonia may have to go it alone.

“We have waited for years for financial institutions to back them,” said the Macedonian premier, adding it was time to commence construction of the projects without external support.

Increased cooperation in the environmental protection of Lake Ohrid , which borders both countries, also featured highly in talks between the Albanian and Macedonian delegations.

Both leaders expressed their hopes of receiving an invitation to join NATO at the alliance April’s summit in Bucharest .

“We are hoping to celebrate jointly in April,” said Gruevski, going on to say that until then, both countries will be focused on their objectives.

In October last year NATO’s Parliamentary Assembly approved a resolution endorsing a possible membership invitations to Albania, Croatia and Macedonia.

The resolution calls on these three candidate states, known as the Adriatic Charter countries, to push through the necessary reforms, while urging NATO members to initiate discussions on the candidate countries’ accession.

TIRANA, Albania — Albania has launched an international tender for an 85 percent stake in the state-owned ARMO oil company, the government said Tuesday.

ARMO owns two refineries at Ballsh and Fier, 100 kilometers (62 miles) south of the capital, Tirana. It also owns a research center, 11 depots and a network of gas stations, which according to company figures are valued at a total 109 million euros ($160 million).

Bidding will open May 21, the Ministry of Economy, Trade and Energy said in a statement.

ALBANIA: Connecting Itself to the World

TIRANA, Feb 27 (IPS) - Albania's government is engaged in a massive programme to improve transport infrastructure in a move that will integrate the country into the trade and travel routes of the Balkans. But it won't be cheap, or without controversy.

The country of 3.2 million hopes to become more accessible from its southern, northern and eastern borders as travel times will shrink for the benefit of both traders and tourists who have so far preferred more comfortably accessible coastal destinations such as Croatia or Montenegro.

Tirana is also confident that its plans to build 4,000km of rural roads will help bring development to the most isolated and depressed corners of the country.

"During the communist period our infrastructure was very poor, especially in the road and railway sector, and now we are trying to catch up," Albanian Transport Minister Sokol Olldashi told IPS.

"Comparing to 2004 we are investing six times more in road infrastructure. In 2004 we spent 65 million euro, and in 2008 we will invest 470 million," the minister said.

After World War II, Albania's communist government went to great lengths to improve the country's roads and rail lines, and the length of the country's highways grew twofold in the first 30 years of the regime.

By the 1980s most of the country had access to at least a dirt road leading to capital Tirana, but as the regime grew isolated, little was done to connect the country's infrastructure with the surrounding region.

Under the regime's laws, citizen mobility was reduced by the need for special passes to visit distant districts. Private automobile ownership was banned, and mass transit was used mostly to take workers to their jobs and back home.

The transition to liberal democracy in 1991 brought many changes: government funding for badly needed road maintenance was eliminated at the same time as private car ownership began to pick up.

Roads were quickly invaded by inexperienced and reckless drivers. With hardly anyone in Albania owning cars under communism earlier, road accidents became a menace to public health due to both the bad quality of driving and poor transport infrastructure.

Railways are still far from being able to provide an alternative to road transportation. With the only international link to Montenegro closed to passengers, the railway system is in bad need of investment. There has been some recent expression of interest by Czech, Italian and Swiss investors.

Demand for better transport infrastructure, from more traffic lights to new highways, has rapidly risen in recent decades, but the country's poverty and the mountainous terrain make road investments painfully costly.

Albania has undertaken construction of three regional transportation corridors.

European corridor 8 will connect Tirana to Macedonia and Greece. The north-south axis, also known as the Adriatic-Ionian highway, will connect Croatia in the north to Greece in the south along the coast. These projects are being assisted by the European Union and the World Bank, who are keen on building a reliable north-south route bypassing Serbia.

But the biggest and most controversial project will connect Tirana and major coastal towns to Pristina, capital of Kosovo, the long disputed southern province of Serbia that has newly proclaimed independence. The bulk of Kosovo's population of two million is ethnic Albanian.

"They started working without a project let alone a feasibility study, they approved the starting of construction without a final number for the costs, and less than a month ago its real cost was announced at 620 million euro," Ervin Qafmolla, an activist with Mjaft (Enough), a youth civic movement, told IPS.

"Most people agree a highway to Kosovo is a very important investment that will do good to trade and human relations on both sides, but the government protects itself by accusing those who oppose the procedures of being unpatriotic," he said. "We are not against the road, just against a procedure that violated all rules."

The man now at the helm of the ministry denies the accusations levelled against his predecessor, the former transport minister and current foreign minister Lulzim Pasha.

"It was a fully transparent project. Everything was done in consultation with different foreign institutions, international bodies evaluated the offers, and five big companies from abroad were part of the tender, with none of them having even a single remark against the process." Increasing flights increases access to the country, budget airlines make it cheap to fly there and the low living costs make the whole holiday cheap. Therefore people can have a holiday in Albania, who otherwise mightn't have been able to afford a holiday abroad. This gets the tour operators interested and before you know it you have major hotels employing locals and the economy is then regenerating itself. The newly employed people get better wages, which they then can put into either rented accommodation or buying their own houses.

SOFIA (Bulgaria), March 4 (SeeNews) – The economic growth of Southeast Europe is expected to quicken to up to 6.0% in 2009 and 2010 after a slight dip in 2008, the Vienna Institute for International Economic Studies (WIIW) said.

“Remittances and a credit boom will continue to fuel the core growth driver: domestic demand,” WIIW said in a statement posted on its website.

Strong investment growth and incipient re-industrialisation go hand in hand with an increase in employment, while stable competitive performance, except for Serbia and Turkey, will also provide a better environment for stronger export growth. Nevertheless, the net export position is still unfavourable for want of FDI and technology transfer, WIIW said.

WIIW said the slowdown in global growth, the hikes in oil, metal and food prices on world markets, as well as the subprime crisis which hit the U.S. last year are expected to have only a minor impact on the region.

“However, Serbia’s unbalanced growth path in the wake of the Kosovo crisis poses a regional risk,” WIIW said.

The Serbian province, where 90% of the population is ethnic Albanian, declared unilaterally independence from Belgrade on February 17. Serbia, backed by its historical ally Russia, said it would never recognise Kosovo as an independent state. The European Union member states agreed that each state will adopt an individual decision on the issue. Several EU members, including the United Kingdom, France and Germany, recognised Kosovo's independence. The U.S., too, recognised the new state.

TIRANA (Albania), March 4 (SeeNews) - Albania will open an international tender for the construction of a hydropower plant this month, the Energy Ministry said.

The Ashta hydropower plant will be built over the River Drin, some four kilometres southeast of the Shkoder lake. It is designed to have 70 MW installed capacity and produce between 250 GWh and 270 GWh of energy annually, the ministry said in a statement posted on its website.

Currently there are three main hydropower plants built over the River Drin – Vau I Dejes, Koman and Fierze, which is Albania’s largest electricity producer.

In January Prime Minister Sali Berisha said the new plant will be constructed under a long-term public-private partnership.

Eleven companies out of 12 which applied were selected to participate further in the expected international tender after a pre-qualification contest in February, the statement said.

Construction of the hydropower plant is part of a government programme for the development of new power generation facilities in a country where energy crises caused by ailing power units are common. Hydropower plants across Albania generate more than 95% of the country's electricity output.

Recent deep light oil discovery significantly reduces exploration risk

A 2005 light oil discovery by Occidental Petroleum approximately 50 Kilometers south of the Manas blocks, has established that the same thrust sheet as the Tirana sub thrust anticline is Ionian and does in fact contain oil. This fact substantially reduces the ABDE blocks' exploration risk as it greatly increases the probability that the giant anticline outlined by Shell and Corporex seismic is in fact the oil-saturated Ionian formation.

Albania Facts

Albania has petroleum resources both on and offshore, and shares geologic trends with the neighboring Balkan states of Croatia; Serbia and Montenegro; Macedonia; and Greece.

The country harbors one of the largest onshore oil fields in Europe, Patos-Marinza, discovered in 1928. Albania's oil production peaked in 1975 and then declined until 1982, when a more rapid decline set in, due to lack of funding for field development and technical expertise.

Still, until 1989, Albania was a net exporter of petroleum products. But by 2001, the country was importing 73% of what it consumed. Albania made efforts in the 1990s to attract foreign capital and technology after the communist economic system broke down. Petroleum was the first industry to attract direct foreign investments in Albania when the government successfully negotiated with foreign drilling and exploration firms for onshore and offshore prospecting. In the last 15 years, the country has licensed drilling to American, Austrian, Canadian, Croatian, Greek, and Swedish companies. According to a World Bank report, 4,666 oil wells have been drilled, of which 3,123 wells are operating and 981 wells are shut in or abandoned.

The Manas blocks are located north of shallow, high-sulfur, heavy oil production with an estimated 2.7 billion barrels of oil in place and cumulative production of 350 million barrels. Critically, recent deep oil discoveries show the deeper sections to contain 30-35 API low sulfur oil at depths below 3,000 to 3,500 meters.

Albania possesses important oil reserves and produces about 350,000 tons of oil annually. Driven by high oil prices, the need for energy security in Europe, and a strategically desirable location close to all European markets, Albania is an active oil marketplace with several companies negotiating or seeking to negotiate for acreage. Large independents and major oil companies have been operating in the country for a number of years and the government has a clear policy to attract foreign investment in its natural resource sector.

After some calculations it turns out that the entire oil industry in Albania makes revenue of around 245.000.000,00 (mil $). Never thought that the industry was that big already.
If it turns out that there are a couple billion barrels more reserves then who knows how much it would turn out to be, just hope the government doesnt fuck up and not get a big chunk of profit like it deserves.

Hungarian companies eye Albanian options

06 Mar 2008 bbj.huHungarian companies see promising business opportunities in Albania, with bilateral relations also set to capitalize from an appropriate business environment, investment and trade promotion agency ITD Hungary reported.

Foreign investors are allowed to buy land in Albania for EUR 1/square meter in return for significant capital investments, the agency said. Prime Minister Sali Berisha paid a visit to Budapest on Tuesday, speaking to 20 companies with established Albanian relations. Albania also plans to privatize its energy distribution network, oil refineries and will even sell shares of state-owned companies, which may be appealing investment targets for Hungarian companies, ITDH said. Total Albanian exports came to $962 million last year, of which 81% went to Italy, Serbia and Greece. Tirex Resources Announces Arrival of 2nd Drill in Albania

VANCOUVER, BRITISH COLUMBIA--(Marketwire - March 6, 2008) - Tirex Resources Ltd. ("Tirex") (TSX VENTURE:TXX) is pleased to announce that a second core drill has arrived in Albania to work on the Mirdita Copper-Zinc-Gold Project. The introduction of the second drill is intended to accelerate the aggressive district-wide exploration program. While the first drill will continue to work on verifying historic drill results on known deposits, this second drill will be dedicated to testing new exploration targets generated by a combination of historical data compilation, results from the Tirex 2007 airborne geophysical survey and follow up of UTEM ground geophysical work.

The first drill is continuing to define the Koshaj Deposit where the first hole intersected strong mineralization over 65m including intercepts of 0.9% Copper, 11.6% Zinc, 1.0% Lead, 141.6g/t Silver and 5.5g/t Gold over 14.1m including 2.3% Copper, 34.8% Zinc, 2.4% Lead, 376.1g/t Silver, and 14.6g/t Gold over 3.1m, and 0.8% Copper, 12.5% Zinc, 13.0g/t Silver and 2.2g/t Gold over 27.5m (see Tirex news release dated March 3, 2008). The Koshaj Deposit is one of 17 known deposits on the property which were drilled and partially defined by the Albanian State Mining Company in the past. It was reported to be a zinc-rich deposit which was not mined because of a lack of zinc processing facilities. After Koshaj, the first drill will continue verification drilling on the Gurthi Central and Gurthi South Deposits.

The second drill is scheduled to test some of the numerous exploration targets defined by historical work and Tirex geophysics, but never previously drilled. The initial target for the second drill will be the Shebe North area in the southern part of the property where a well defined geophysical target lies on a critical geological horizon. From there the second drill will move on to other previously untested exploration targets.

Bryan Slusarchuk, CEO, states, "We promised an aggressive exploration program and we are continuing to deliver on that promise with the arrival of the second drill. We have a very large VMS district with excellent potential for multiple new discoveries. Our exploration program is well funded and is run by an enthusiastic team of veteran professionals. Tirex's focus is the exploration and development of the large 344 square kilometer Mirdita Property in Albania. The property covers the core of the historically productive Mirdita VMS base metal district. It represents an opportunity to explore copper, zinc, gold and silver zones that were previously partially mined, explored or evaluated at lower metal prices, and provides an opportunity to apply modern exploration techniques toward the discovery of new VMS deposits or extensions of known zones. In addition to the 17 historical deposits identified by previous state-run exploration, Tirex has identified numerous high priority exploration targets resulting from the 2007 airborne geophysical survey and ongoing field work. The Mirdita exploration project is managed by an experienced team of Canadian geologists and other professionals, and several senior Albanian geologists, geophysicists and surveyors.

John Nicholson, P.Geo., a Qualified Person under the meaning of Canadian National Instrument 43-101 and Mirdita Project Manager, is responsible for the technical content of this news release. Drill core was HQ size (6.35cm diameter) and BTW size (4.20cm diameter). Half core samples were collected with a rock saw, tagged for identification and securely stored at the Tirex base camp until shipment. A total of 5% assay standards and 5% blanks were inserted into the sample shipment as a quality control measure in addition to the internal quality control measures applied by the laboratory. All samples were shipped directly to Global Discovery Labs in Vancouver, Canada where they were dried, weighed, crushed and pulverized. A split of each pulp was then assayed for copper and zinc and a 30 gram split of each was assayed for gold and silver by standard fire assay.

Hungary-based real estate giant TriGranit is planning to build a resort town in the northwest part of Albania, which will function as a complex tourist leisure facility upon the completion of the green-field investment. In this multimillion euro project the group is to create a facility of a size of a small town, with hotels, restaurants, villas, roads, hospitals, all kinds of service units and public utilities on the shore of the Adriatic sea, local news portal index.hu has reported on Thursday.

There is virtually no hindrance to the planned project, since Albania does not restrict non-residents' real estate purchases, does not levy tax on capital gains, real estate acquisitions are exempt from value-added tax and there are also a number of tax allowances available.

Albania, with a population of over 3.5 million, may turn even more appealing for investors, as over the past years its economic growth turned stable. On the other hand, its political instability and the lack of infrastructure, e.g. fairly frequent power outages, are not for the fainthearted.

Nevertheless, Kosovo's recently announced independence and Albania's oncoming accession to the North Atlantic Treaty Organisation (NATO) could enhance political stabilisation and have economic pillars fortified in its wake.

Albania's tourism industry, thanks to the country's favourable geographical features - sandy white Mediterranean beaches, rocky mountains, plains and lakes, not to mention an average of around 300 sunny days a year - has been growing by about 10% every year. According to index.hu's information, the tourism sector generated EUR 1.5 billion revenues in 2007, 13.8% of the country's gross domestic product.

The tourism industry may be further boosted by the fact that due to the weak USD, American tourists are seeking destinations outside the euro zone and Albania is still considered extremely cheap.

Now, let me tell you a curiosity:

During the late communist regime in Albania, after the break with the Russians, the Varsav Pact and the Chineses... Checoslovacia and Hungary as landlocked countries of the communist camp, made some proposals to the Albanian Communist Buro.

Substancially they proposed to transform and to consider Albania and especially its beautiful coast as a preferencial vacations location for the people of these countries.

Unfortunately this proposals like many other proposals was unfortunately rejected by our "dear" leadership.

Signing of cooperation program in field of education, science, culture and mass media between Turkey and Albania

After the talks between Albanian and Turkish delegations, headed by Premier Berisha and his Turkish counterpart, Erdogan, at the seat of Council of Ministers, it was signed the agreement “Framework Program for cooperation in field of education, science, culture, art, youth, sports, mass media, and contacts among people”.
In the presence of both Premiers, the agreement for Albanian part was signed by Minister of Education and Science, Genc Pollo and Turkish part by Minister of State, Nimet Çubukçu.
The agreement aims at boosting cooperation between both countries in the aforesaid fields.

Premier Erdogan pledges support for EGL Consortium project for gas pipeline in Albania

Another important issue of the talks between both delegations was the support of Turkey for project of EGL Consortium for gas pipeline in Albania.
In this framework, Premier Berisha welcomed the readiness of Premier Erdogan in boosting the cooperation between Turkish gas company BOTASH and EGL Consortium. The help of Turkey is very important and welcomed, the Premier said.

Kjo kompani ka marrë së fundmi të drejtën e shfrytëzimit edhe të fushës naftëmbajtëse të Kuçovës, duke blerë 50 për qind të aksioneve të “Privatco”. Kjo kompani pritet të shndërrohet në tri vitet e ardhshme në një nga kompanitë më të mëdha në Shqipëri, duke pasur parasysh çmimet e naftës në vend. Një fuçi naftë shitet 50 dollarë dhe me një prodhim vjetor prej 20 mijë barelësh të ardhurat e një viti arrijnë në 350 milionë dollarë. Për 25 vjet, aq sa është dhe koncesioni i “Bankers”, me këtë sasi prodhimi Patos-Marinza do të gjenerojë gati 8,5 miliardë dollarë të ardhura. Kjo shifër është e barabartë me 80 për qind të prodhimit të brendshëm bruto të Shqipërisë.

“Bankers Petroleum” vepron në Shqipëri nëpërmjet filialit të saj “Saxon”. Në verën e vitit 2004, “Albpetrol” i jep “Saxon” një licencë 25-vjeçare për zhvillimin e zonës së Patos-Marinzës, e cila prodhonte rreth 13 mijë barelë në ditë në kohën e saj më të mirë në vitet 1960. Në mars të vitit 2006, “Saxon” paraqiti edhe planin e saj të zhvillimit, ku kishte parashikuar që deri në vitin 2010 të investonte rreth 213 milionë dollarë. Por, zhvillimet e fundit në tregun ndërkombëtar të naftës, ku çmimet po vendosin rekorde të reja nga dita në ditë, duket se e kanë shtyrë “Bankersin” që të rishikojë planet e saj të investimeve. Aktualisht, kjo shoqëri prodhon rreth 6 mijë fuçi në ditë nga 3800 që prodhonte në vitin 2006. Sipas informacioneve më të fundit kompania pritet të investojë më shumë se 370 milionë dollarë deri në 2010-n, duke u kthyer në një nga kompanitë më të fuqishme në vend. Patos-Marina ka qenë gjithnjë një qendër e rëndësishme e prodhimit të naftës në vend. Bile banorët që jetojnë në këtë zonë kanë ardhur gjatë kohës së komunizmit, kur qeveria socialiste ndërtoi këtë qytet, falë burimeve të naftës që ekzistonin këtu, kjo zonë u kthye në një qytet të vogël, i njohur si qyteti i naftës. Pas një krize që pushtoi këtë vend pas rënies së komunizmit, duket se marrja me koncesion nga privatet e ka kthyer atë në një nga pikat më strategjike në vend. Në këtë zonë ka rreth 2500 puse nafte prej gati 88 vitesh.

Kjo është shifra që duhet të paguajmë në 4-5 vitet e ardhshme për rrjetin rrugor

Shqipërisë i duhet të sigurojë plot 2 miliardë dollarë në 4 vitet e ardhshme për të ndërtuar më në fund një rrjet kombëtar rrugor të pranueshëm. Qeveria duket se ka vendosur për ta çuar deri në fund projektin, duke qenë e gatshme të paguajë çdo çmim për këtë. Burime konfidenciale nga Ministria e Punëve Publike, Transportit dhe Telekomunikacionit bënë të ditur për "Shqip" se një pjesë dërrmuese e fondeve do të merren nga buxheti i shtetit, ndërsa pjesa tjetër do të sigurohet me financimet e donatorëve përmes kredive tregtare ose të buta. "Me ritmet aktuale të investimeve në infrastrukturë do të duhen 4-5 vjet që të kemi më në fund një rrjet kombëtar rrugor brenda standardeve", u shpreh një prej drejtuesve më të lartë të kësaj ministrie, që nuk ka dashur të identifikohet. Për vitin 2008, qeveria shqiptare vendosi në dispozicion të investimeve në infrastrukturën rrugore 500 milionë dollarë, një rekord ky historik. Një sërë projektesh të rëndësishme janë në zhvillim, por edhe shumë të tjera pritet që të realizohen gjatë viteve të ardhshme. Ajo që mbetet shqetësimi kryesor është fatura e rënduar. Shifra prej 2 miliardë dollarësh është e barabartë me 20 për qind të Produktit të Brendshëm Bruto.

Kostot

Fatkeqësisht Shqipëria trashëgoi një rrjet rrugor inekzistent nga regjimi gati 50-vjeçar i diktaturës. Ky është konsideruar një disavantazh i madh i vendit tonë, jo vetëm kundrejt vendeve të industrializuara të Perëndimit, por edhe karshi fqinjëve tanë të rajonit. Studime dhe përllogaritje të afërta të kryera nga institucionet e specializuara tregojnë se ekonomia shqiptare humbet gati 200 milionë euro në vit, vetëm për shkak të infrastrukturës së dobët. Dëmet janë të gjithanshme. Kosto të larta prodhimi, pamundësi për të lidhur prodhuesit me tregun etj.

Rrugët

Rrjeti ynë kombëtar i rrugëve përbëhet nga disa akse kryesore tashmë të përcaktuara. Ato fillojnë me aksin veri-jug, që nis nga Hani i Hotit deri në Kakavijë me zgjatimet e veta drejt Vlorës dhe aksit Sarandë-Konispol. Në këtë aks, për rrugën Shkodër-Hani i Hotit është përfunduar projekti, është dorëzuar dhe priten vetëm procedurat e tenderimit. Rruga Lushnjë-Fier është duke u ndërtuar dhe qeveria thotë se përfundon këtë vit. Rruga Levan-Vlorë është duke u ndërtuar, ndonëse në këtë rrugë ka pasur një sërë pengesash, që kanë të bëjnë kryesisht me shpronësimet. "By Pass"-i i Fierit është në proces tenderimi. Rruga Levan-Tepelenë, ka mbaruar procedura e prokurimit, është bërë vlerësimi përfundimtar dhe u është dërguar bankave. Sipas qeverisë, me të gjitha këto procedura aksi veri-jug plotësohet brenda afateve kontraktuale. Një tjetër rrugë që po ndërtohet është ajo që njihet me emrin rruga e bregdetit, nga Vlora drejt Sarandës. Segment tjetër bazik është rruga e Kosovës. Po punohet në të gjithë gjatësinë e vet. Ka filluar ndërtimi edhe i asaj që njihet si Rruga e Arbrit, apo rruga e dytë drejt Maqedonisë. Në një segment të saj po punohet pjesa tjetër Bulqizë-Tiranë e tenderuar. Sakaq, janë duke u tenderuar projekte në disa akse të tjera kryesore, sikurse është Boshti Qendror i Jugut, që është rruga Tiranë-Elbasan, Belsh-Kuçovë, Kuçovë-Berat dhe Berat-Tepelenë. Do të futet në projekt zbatimi këtë vit dhe qeveria shpreson që ta financojë shumë shpejt. Po kështu janë edhe një sërë rrugësh që lidhin aksin veri-jug me bregdetin, si rruga e Velipojës, rruga Lezhë-Shëngjin, rrugën e Divjakës, Spillesë etj.

The Brain Programme website is perfect initiative by the government.
Hopefully it will attract many student and diaspora people to go back to invest.

"A database for collecting information that tracks the skills and qualifications of the Diaspora will be used to identify Albanian scholars, policy makers, graduate students and professionals for the Brain Gain Programme. Those interested register, provide information about education, work experience and ways in which they wish to contribute to development. This information will be used to match the demand of Albania’s institutions, public administration and private sector with expertise from the Diaspora. Information is secure and will not be shared without permission."

TIRANA, Albania: Albania's phone company Albtelecom said Friday it had signed a €100 million (US$159 million) loan from two banks to upgrade its technology and increase capacity.

The company said it was borrowing €75 million (US$119 million) from the European Bank for Reconstruction and Development and €25 million (US$40 million) from the Black Sea Bank for Reconstruction and Development.

Albtelecom said the loan would be used to upgrade its network, increase capacity and improve service.

Turkey's Calik Enerji Telekomunikasyon AS. consortium holds a 76 percent stake in Albtelecom, which covers ten percent of Albania's 3.2 million population.

The Turkish consortium also owns Albania's third mobile phone operator, Eagle Mobile, which began operating last month.

Not bad, I read somewhere that the lowest number of internet users in Europe were in Albania. Telecommunications really need to be improved.

Kështu iu shpresh Kai Armann, drejtori ekzekutiv i fabrikës së tekstileve Sanetta GmbH & Co me qendër në Meßstetten, njërit prej prodhuesve më të rëndësishëm gjermanë të veshjeve, i cili mori pjesë në udhëtimin informativ të njëzet prodhuesve gjermanë të shquar të veshjeve, që u zhvillua nga 14-18 prill 2008 në Shqipëri.

Vizita e firmave gjermane, prej të cilave ishin të pranishme ndër të tjera edhe ndërmarrje me famë botërore si Hugo Boss ose Triumph International, ishte një pjesë e rëndësishme e Programit për Zhvillimin Ekonomik dhe Politikat e Punësimit në Shqipëri, program të cilin për momentin po e zbaton në Shqipëri Shoqëria për Bashkëpunimin Teknik (GTZ GmbH) me porosi të Ministrisë Federale për Zhvillim dhe Bashkëpunim Ekonomik (BMZ) në bashkëpunim me Komisionin e Lindjes të ekonomisë gjermane.

Një aspekt i rëndësishëm i interesit të delegacionit gjerman për të bashkëpunuar me ndërmarrjet shqiptare të veshjeve, ishte prodhimi i këmishave, bluzave, prodhimi i veshjeve për gra, veshjeve të brendshme dhe veshjeve të punës. Gjithsej u përzgjodhën nga GTZ-ja rreth njëzet ndërmarrje shqiptare të prodhimit të veshjeve me seli në Tiranë, Durrës, Shkodër, Krujë dhe Berat, të cilat u vizituan nga firmat gjermane. Në delegacion bënin pjesë edhe drejtorët ekzekutivë të Shoqatës së Industrisë Gjermane të Veshjeve, nga Kölni, të Shoqatës së Përgjithshme të Industrisë Gjermane të Trikotazheve, nga Shtutgarti, një gazetare e kësaj fushe me eksperiencë mbarbotërore, një ndërmarrje europiane lider në teknologjinë e presëtarisë si edhe për logjistikën e transportin.

“Nga perspektiva e të gjithë pjesëmarrësve gjermanë udhëtimi informativ ishte një sukses i vërtetë,” – tha Reinhard E. Döpfer, drejtor ekzekutiv i Shoqatës për Marketingun Ndërkombëtar të Modës dhe Textileve (ITMM), i cili në bashkëpunim me GTZ-në dhe ekspertin e saj për teknologjinë e veshjeve, z. Wolfgang Weis, përgatiti dhe realizoi udhëtimin. Dörpfer e arsyeton mbylljen pozitive të udhëtimit me argumentin që firmat gjermane për herë të parë patën rastin të krijonin një opinion personal për vendin dhe njerëzit si edhe të hiqnin paragjykimet me bazë historike. Përveç kësaj, përsa u përket sipërmarrësve që u vizituan dhe punëtorëve të tyre, ata treguan një shkallë të lartë serioziteti dhe një bazë solide së bashku me pretendime për rezultate dhe rendimente të larta. Përsa i përket profesionalitetit të ndërmarrjeve shqiptare të prodhimit të veshjeve, një e treta e firmave të përshira në programin e vizitave u vlerësuan me notën “mirë deri shumë mirë”, një e treta me “kënaqshëm deri mjaftueshëm” dhe një e treta me “ende pamjaftueshëm por të afta për t’u zhvilluar”.

Kritere të rëndësishme gjatë vlerësimit ishin organizimi dhe racionaliteti i proceseve të prodhimit, shkalla e vjetërsisë së makinerive, niveli i rendimentit dhe fleksibiliteti i rrobaqepëseve, respektimi i standardeve të cilësisë dhe i kërkesave minimale ekologjike si edhe gjendja e përgjithshme e ambjenteve të ndërmarrjes dhe higjiena e tyre. Sipas mendimit të ekspertëve gjermanë, rreth dy e treta e firmave shqiptare kishin nevojë të përmirësoheshin dhe të përshtateshin me normat ndërkombëtare e bashkëkohore në fuqi përsa u përket të gjitha këtyre aspekteve të prodhimit. Pala gjermane i konsideron përmirësimet në këtë drejtim si të realizueshme dhe pa kosto të lartë financiare për investimet.

Por industria gjermane sheh një deficit të përgjithshëm në faktin se vetëm shumë pak firma shqiptare kanë në dispozicion impiante presëtarie të komanduara me kompjuter, çka është një kusht i rëndësishëm paraprak për thellimin e procesit të prodhimit siç e kërkojnë porositësit gjermanë në përgjithësi prej partnerëve të tyre të huaj të prodhimit.
Në këtë pikë ata ndryshojnë dukshëm nga porositësit italianë, të cilët zakonisht ua çojnë ndërrmarrjeve shqiptare të fasonit kallëpet në mënyrë komplete duke e kufizuar standardin e cilësisë në Shqipëri në një minimum. Industria gjermane e veshjeve konsideron që për rritjen e standardeve të cilësisë të procesit të prodhimit qeveria shqiptare ka ende shumë për të bërë dhe do të duhej që për këtë qëllim të vinte në dispozicion mundësira të favorshme financiare në formën e programeve për kredi të nivelit të mesëm.
Ne përgjithësi industria gjermane e veshjeve e sheh Shqipërinë si vend prodhimi, si një alternativë të rëndësishme dhe të aftë për zhvillim në 5 deri 10 vitet e ardhshme për t’u futur në rrjetin e firmave të fasonit të përqëndruar në Evropën e mesme dhe juglindore. Sipas zëdhënësit të delegacionit ajo është e gatshme ta mbështesë industrinë shqiptare të prodhimit të veshjeve gjatë zhvillimit të saj duke i dhënë porosi sa më shpejt të jetë e mundur, si dhe me anë të përcjelljes së njohurive dhe eksperiencës dhe duke mos përjashtuar mundësinë e investimeve në ndërmarrje private që do të ngrihen në Shqipëri.

Kështu, viti 2007 i ka ndarë shqiptarët gjysmë në turizëm jashtë kufijve dhe pjesën tjetër në atë që quhet turizëm vendës. Rritja vjetore e të ardhurave nga turizmi vlerësohet në rreth 24 për qind.

Kjo rritje është ndikuar kryesisht nga rritja e numrit të shtetasve të huaj dhe të emigrantëve (62 për qind) që kanë vizituar vendin si edhe nga rritja e shpenzimeve ditore, ndërkohë që ditë-qëndrimi mesatar vlerësohet në rënie të lehtë.

Ndërkohë, shpenzimet e shqiptarëve në udhëtimet jashtë shtetit kanë arritur në rreth 923 milionë euro. Vëllimi i shpenzimeve për udhëtime, për vitin 2007, vlerësohet rreth 20 për qind më i lartë krahasuar me një vit më parë.

Pasojë kjo vetëm e rritjes së numrit të udhëtarëve me 48 për qind, ndërkohë që koeficientët vlerësues të kohë-qëndrimit dhe të shpenzimeve mesatare ditore kanë pësuar një rënie të lehtë.

Potencialet turistike të vendit vazhdojnë që të sjellin një të ardhur të madhe në ekonomi, pavarësisht politikave të dështuara të qeverive në këto vite. Turizmi është kthyer në një nga sektorët furnizues të vendit me valutë, duke sjellë 27 për qind më shumë të ardhura se eksporti i mallrave.

24 April 2008 Tirana _ DWM, a Manas Petroleum subsidiary, announced a new exploration project on Monday to refine nine identified prospects of oil and gas reserves in Albania.

In January, the company announced the find of a vast oil and gas reserve in the north of the country.

The find was based on an independent report compiled by Gustavson Associates LLC on behalf of Manas Petroleum Corporation, which has been awarded a contract by the Albanian government to explore the north for oil and gas reserves.

According to their findings, the unproven reserve holds up to 2.987 billion barrels of oil and 3.014 trillion cubic feet of natural gas.

If the oil is capped with a layer of gas, Gustavson calculates the field may total 1.4 billion barrels of light oil and 15 trillion cubic feet of natural gas.

If only gas is present, the reserve is expected to contain 28 trillion cubic feet of natural gas.

Of the approximately 345 million barrels of oil reserves in the Balkans, 198 million barrels are located in Albania .

Proven natural gas reserves in the Balkans region add up to approximately 2.7 trillion cubic feet.

The company sees Albania as a key asset and presently intends to retain a 100% interest in the project while also evaluating further onshore opportunities in the country.

Under the licence awarded to Manas Petroleum Corporation, the company is allowed to explore oil and gas reserves in an area approximately 780,000 acres in size, located along a geological fold in north-western Albania.

'The probability of success for a wildcat well in a structurally complex area such as this, is relatively high due to the fact that there exists a proven hydrocarbon source and analogous production exists only 20 to 30 km away,' notes Gustavson in the report.

Manas is currently still analysing the findings and will make further announcements on its next steps in the coming weeks.

The corporation is an important player in the development of Albania's terrestrial oil and gas reserves.

In December 2007, Albania's Council of Ministers agreed to allow DWM Petroleum AG, a subsidiary of Manas, to assist in the exploration, development and production of Albania's land-based hydrocarbon reserves in conjunction with the government's Agency of Natural Resources.

The eyes of the international real estate brokers turned to Albania in January, after new real estate development in the country ranked second best in the world. Albania was on top of the list of the 90 countries ranked by TheMoveChannel.com, a brokerage house in the United Kingdom that specializes in selling homes, apartments and other real estate worldwide.

January’s ranking shows investors prefer Riskier countries that offer cheaper prices to the more glamorous and expensive markets of countries like Spain and France.

The month major surprise was however, the popularity of apartments in Albania and its capital, Tirana. With the majority of investors interest focused on the eastern European markets like Bulgaria, Romania and Slovakia, Albania is shaping up to the dark horse of 2008, according the TheMoveChannel.com.

Simon Feek, managing director at Emerging Markets Understood, explained why apartments in Tirana where such a great Investment.

“Interest in our Albania properties has hit at all-time high. Investors are realizing that Albania is one of Europe’s last true property hotspots and offers some of the lowest property prices in Europe along with some of the highest capital returns”, Mr. Feek Said.

“Our high specification development is just five minutes from the central business district and is situated right next to Tirana’s lake, one of the most prestigious areas of the city. With rental management already in place, these properties are set to perform in rental terms as well as capital growth”.

Dan Johnson, managing Director of theMoveChannel.com, agreed that Albania was on the rise, but urged investors to proceed with caution.

I have Albania as one of my keywords on my personalized Google news page and it seems like lately I'm getting more and more hits about the Albanian property market. I usually dismiss the claims of how hot the Albanian market is because almost all of these articles come of from real estate agencies, which are trying to sell property there. Regardless, I don't know how I feel about all these foreigners coming to Albania and buying property and driving prices up. For those of us who live in the US, we all saw how speculators and irresponsible consumers who went on a buying spree pushed prices to artificial levels. This put homes beyond the reach of many people and those who bought regardless overstretched themselves and are now facing foreclosure. I hope smth similar doesn't happen in Albania. Homes are already too expensive for many people.

Kontrolli i Rusisë në sektorin e naftës, Shqipërinë do ta shndërronte në një neo-koloni (ndoshta, madje, edhe në një koloni klasike) ekonomike. Jo vetëm për ekonominë e Shqipërisë, por edhe për ekonominë e Kosovës do të ishte një handikap i madh, nëse Rusia do të kontrollonte sektorin e naftës në Shqipëri. Me këtë rast, ajo do të kontrollonte edhe zhvillimet ekonomike të Shqipërisë. Rusia asnjëherë nuk do të kontribuojë në dobi të ekonomisë së Shqipërisë dhe të Kosovës. Përkundrazi, ajo do të jetë pengesa kryesore ndaj integrimit dhe zhvillimit ekonomik mbarëkombëtar.
Me siguri që Rusia do të tentojë që proceset ekonomike të Shqipërisë t’i lidhë, kryesisht me ekonominë e saj, nëpërmjet këmbimit ndërkombëtar ekonomik, transferimit të proceseve teknologjike, furnizimit me lëndë të para, tregut të punës, të kapitalit etj. Në këtë mënyrë, do të sprapste orientimin pro-perëndimor, politik dhe ekonomik të Shqipërisë dhe do të synonte izolimin në proceset integruese me ekonominë e Kosovës.

Tirana. The USA is interested in the privatization of the sole oil refinery in Albania, the ARMO Company, Albanian Gazeta Sqiptare newspaper reports.
The US embassy in Tirana declared it was not indifferent to the privatization process and insisted the Albanian government to meet all European standards in the privatization process.
The USA is keeping a vigilant eye over the privatization and appeals for transparency and equal rights for all candidates.

That would be such a huge mistake to give it to the Russians, hopefully the Americans can get it instead.

Raporti i Shërbimit Inteligjent Amerikan CIA e rendit Shqipërinë pas gjithë fqinjëve të saj në Ballkan, nga pikëpamja e zhvillimit ekonomik. CIA ka deklaruar në raport se Shqipëria është një vend i prapambetur, pasi vazhdon të ketë ende fenomene të tilla shqetësuese si thellimi i defiçitit buxhetor dhe tregtar. Për vitin 2007 të ardhurat në buxhetin e shtetit kapën shifrën e 2.7 miliardë dollarë, kurse shpenzimet janë më të shumta se të ardhurat, kapin shifrën e 3.1 miliardë dollarëve duke shënuar një deficit buxhetor prej 400 milionë dollarë në vit.
Sipas raportit të CIA-s eksportet, 962 milionë dollarë, janë më të pakta se importet, 3,42 miliardë dollarë. Shqipëria mbahet nga të ardhurat nga jashtë, thuhet në raport, të cilat kapin shifrën e 600-800 milionë dollarë dhe vijnë kryesisht nga emigrantët nga Italia dhe Greqia. Mungesa e energjisë dhe të infrastrukturës e bëjnë të vështirë tërheqjen e investimeve të huaja. 'Qeveria-thotë raporti- po lëviz shumë ngadalë për të përmirësuar rrugët kombëtare dhe rrjetin hekurudhor, një barrierë shumë e madhe për një rritje të qëndrueshme ekonomike'.
Por në këtë raport theksohen edhe gjëra pozitive, siç është mbajtja e një norme të ulët të inflacionit dhe zhvillimi makroekonomik ka qenë i fortë gjatë viteve 2003-2007. Megjithatë problem ndërkombëtar për Shqipërinë shkruhet në raport është se ky vend vazhdon të mbetet një vend tranzit për gjithë drogat që vijnë nga Azia Juglindore si opium, hashash, kanabis, por edhe kokaina që vjen nga Amerika Jugore. Dhe organizatat shqiptare të trafikimit, të drogës, të pastrimit të parave, apo trafikut të armëve janë përhapur në të gjithë Evropën.

Ambasada Amerikane në Tiranë i bëri thirrje dje qeverisë shqiptare që të ndjekë një procedurë transparente dhe të hapur për privatizimin e kompanisë shtetërore të naftës, “ARMO”. Apeli i djeshëm u bë vetëm 18 ditë para mbylljes së kohës së pranimit të ofertave nga kompanitë e interesuara për këtë privatizim strategjik të qeverisë shqiptare. “Ne po e ndjekim privatizimin (e ARMO-s) nga afër dhe presim që qeveria e Shqipërisë ta kryejë atë në mënyrë transparente dhe të hapur, duke siguruar një fushë të njëtrajtshme loje për të gjitha palët e interesuara”,- u shpreh zyra e shtypit e Ambasadës së SHBA-së në Tiranë, e pyetur nga gazeta “Shekulli” për qëndrimin që SHBA-të do të mbajnë për këtë privatizim kaq strategjik në Shqipëri.
Reagimi i SHBA-ve bëhet në një kohë kur në Shqipëri janë shtuar spekulimet për një paracaktim të fituesit të garës, e cila mendohet se është një kompani rajonale, por që ka mbështetje të fuqishme monetare nga kompanitë e fuqishme ruse të naftës dhe të gazit. Blerja e kompanisë shtetërore shqiptare të naftës nga një kompani nën tutelën ruse, do ta fuste edhe Shqipërinë në hartën energjetike të rajonit, ku Moska ka rolin vendimtar. Privatizimi i “ARMO”-s ishte menduar të bëhej që në qeverisjen e ish-kryeministrit Nano. Në korrik 2003, qeveria e atëhershme hartoi edhe Ligjin Nr.9117. për “Përcaktimin e formës dhe të strukturës së formulës së privatizimit të “ARMO” SH.A., Fier”. Qeveria “Berisha”, pak muaj më parë, me anë të Ministrisë së Ekonomisë, Tregtisë dhe Energjetikës ftoi palët e interesuara të ofrojnë oferta për blerjen e 85% të aksioneve të shoqërisë shtetërore shqiptare për rafinimin e naftës dhe shitjen me shumicë të produkteve të saj dhe tenderi realizohet sipas ligjit të hartuar në kohën e Nanos. Në 11 mars 2008, një kompani amerikane takoi në Tiranë kryeministri Berisha dhe shprehu interesin për privatizimin e “ARMO”-s. Kryeministri Berisha i siguroi investitorët e fuqishëm amerikanë se propozimi i tyre, sikundër edhe i kompanive të tjera, do të shqyrtohet me transparencë, në përputhje me standardet ndërkombëtare dhe ligjet shqiptare në fuqi. Por në fund të shkurtit 2008, në një rast tjetër të ngjashëm, amerikanët ishin përjashtuar nga pjesëmarrja në tenderin për prodhimin e kartave të identitetit dhe të pasaportave. Ambasada Amerikane u shpreh se ishte e zhgënjyer nga ndryshimi i procedurave në afatet e fundit kohore që çuan edhe në skualifikimin e kompanive amerikane, lidere në fushën e IT-së.

I can't stand the Russian leadership and am puzzled at how naively the Russian people are behaving after being fully aware where they ended the last time they gave in to an authoritative govt. I would prefer a Western company to take over it, but if the Russians offer the highest bid, why not? The govt would take in more money and who knows what this could lead to. There might be new Russian energy projects that include Albania in the future. And yes the whole of Europe is dependent on Russian energy sources. If Germany and Italy and other countries bend over backwards to Russian demands and give their energy infrastructure to companies like Gazprom only so they get Russian gas and oil, why are we Albanians better than them? Yes it's not a desirable situation, but this is reality. Nothing we can do about it. Russia has Europe by the balls when it comes to energy.

How will the Russians suck twice as much down the line? They will own the refinery and like any other company, Albanian or foreign, they will try to maximize profits. And I don't have all the details in front of me (and neither do you) but how do you know they're being deceitful? I don't think they're using other companies as fronts. It's just that these other companies (Czech, Hungarian etc.), where Russians have either minority or controlling interests, are bidding for ARMO. It's the same with Vodafone in Albania. It's controlled by Greeks even though it's technically a UK company. The Greek arm of Vodafone, Panafon, bid for and got the Albanian license at the time.

And Albania might have enough gas that it doesn't even use, but it's not like it doesn't have a need for it. The reason why it doesn't use more gas, if it indeed has so much, it's because the costs to get it don't justify the benefits. Otherwise there would have been some company interested in it, especially considering how desperate Europe is for gas right now. And let's see when this gas pipeline from Iran gets build. So far we have heard of a million energy projects in Albania and none have come to fruition. As for ARMO, I don't think it will get build now that the competing Bourgas-Alexandropolous pipeline got the green light. And even if it gets build, guess what? It needs Russian support since it's supposed to transport Russian oil.

Maybe even more but it is a big maybe. If that Gustavsen report was correct about 3 billion barrels of either oil or gas or a combination of both then Albania will have one very bright future ahead of it.
Atm the Alb government makes something like $250mil of of oil for ca. 200 mil barrels, think of how much it could make with 3 billion barrels. The price of oil is only set to rise, people are predicting 200 dollars a barrel in a couple years. Thats double of what it is now :cheers:

^^There is one major difference that you have left out. All the Russian oil companies are state owned which means that they are controlled directly by the Kremlin which means that they serve the political objectives of the Russian parliament the same parliament that supports Serbia and is against Kosovo! This is why it's not the same as Vodafon or any other company operating in Albania and telecoms are much different from minerals.
ABMO pipeling will be pumping oil from throughout the caspian, Azerbajzan and Turkmenistan not only Russia.

Its not about "evil ruskies"... its about a totalitarian russian regime, having a clear strategy on how to control everything that has to do with oil and gas in Europe - and then take advantage of it for their own political ambitions and motives.. This is not a silly conspiracy theory.. It is the very obvious truth..

In a time where other european countries are working on strategies on how to weaken the russian influence in the energy sector - it would be extremely stupid of us to voluntarily get our selves involved with the russians.. Especially when we dont have any common interests with them - like we never have had during history either (excluding communism)...

Kene te bejne me llogari te caktuara dhe me sisteme interesash.

I'm as left when it comes to American politics as they come, but to compare Russians and their ways to Americans is naive at best and a deliberate lie at worst. And even if Americans are as bad as you make them sound, why shouldn't we still support them? They (with the backing of some other Western nations) gave Kosovo independence. Without putting down UCK's effort, if it weren't for the US, Milosevic would still be butchering Kosovo Albanians today.
As for the article (or fictional novel), it was doing more that just talking about Kosovo. It talked shit about Albania as well. It was either lie after lie or exaggeration after exaggeration. The whole thing was written in such a way that it portrayed Albanians in the worst possible way. As if the Russians forget that their whole govt is formed by modern day mobsters. And if it weren't for their oil, they would still in the Red Square banging on empty pans with their spoons. BTW, for those who live in the US and want to be brainwashed, there is a Russian news channel, Russia Today, that broadcasts Kremlin propaganda 24/7.
With that said, business is still business, and whether we like it or not, we have to separate emotions from business.

It is only business. We are not talking about giving the Russians our energy sources. They would only be getting an antic refinery, which has a major quality problem. They're not getting our oil wells, although even that would be fine to me if their bid is the highest that we get. It wouldn't matter to much to me if there is a Shell logo or Lukoil on top of an oil platform as long as we are getting our own share of profits. Even in the US, you see Lukoil gas stations for example. The Bush administration and Chavez in Venezuela can't seem to miss an opportunity to argue and fight with each other, yet the Venezuelan state owned company operates plenty of refineries and a major chain of gas stations in the US. So it's best to leave our feelings out of our business dealings if we want to move on.

Qeveria zvicerane dëshmoi interesin e saj të drejtpërdrejtë për ndërtimin e gazsjellësit Trans-Adriatik (TAP), duke angazhuar Presidentin e Konfederatës, Pascal Kushpen, për gjetjen e furnitorëve të gazit në Azerbajxhan. Projekti i kompanisë është të ndërtojë rreth 520 kilometra për t'u lidhur me gazsjellësin ekzistues Turqi-Greqi, deri në Pulja. Ai pritet të ketë një kapacitet prej 10 BCM (miliardë metër kub) në vit dhe do të kushtojë rreth 1.5 miliardë euro.

"Zvicra ka shpallur interesin për të blerë gaz në Azerbajxhan, ndërsa çështja do të diskutohet me detaje gjatë vizitës së presidentit Kushpen në Baku",- deklaroi Ambasadori i Zvicrës në këtë vend. Presidenti i Zvicrës, z.Kushpen do të vizitojë Azerbajxhanin më 10 maj, ku do të diskutojë në nivel presidentësh, për të gjetur më shumë gaz për këtë gazsjellës. Më herët, kompania EGL, e cila synon të ndërtojë gazsjellësin, ka nënshkruar një kontratë me Iranin për importimin e një pjese të gazit. Marrëveshja u kritikua ashpër nga qeveria amerikane, e cila ka deklaruar se nuk do të ofrojë bashkëpunim me këdo kompani europiane që bashkëpunon me Teheranin. Kontrata me Iranin u nënshkrua më 17 mars dhe planifikon blerjen e 5.5 BCM gaz në vit. Çmimi i gazit varion nga 110 në 250 dollarë për mijë metër/kub.

Vetëm dy javë më parë, EGL nënshkroi një marrëveshje me kompaninë norvegjeze "StatoilHydro" për bashkëfinancimin dhe bashkëmenaxhimin e gazsjellësit. Vendimi përfundimtar për ndërtimin apo jo të këtij gazsjellësi pritet të merret në mes të vitit 2009. Nëse realizohet, gazsjellësi do të jetë funksional më 1012.

Gazsjellës apo terminal

Projekti i gazsjellësit TAP konsiderohet si konkurrencë e drejtpërdrejtë me projektin tjetër, atë të ndërtimit të një terminali përpunimi gazi të lëngshëm në bregun e Semanit. Terminali i gazit në Seman mbështetet zyrtarisht nga US-Exim Bank. Këto dy lloje infrastrukture në transportimin e gazit, janë në konkurrencë të fortë me njëra-tjetrën. Disa qeveri europiane besojnë se mund të zgjidhin problemin e varësisë nga monopoli rus i gazit, pjesërisht duke ndërtuar gazsjellës të rinj dhe pjesërisht duke ndërtuar terminale gazi. Në drejtim të liberalizimit të tregut, terminalet e gazit rezultojnë më efikase. Në rastin e gazsjellësit, ka maksimalisht dy apo tre furnizues dhe në të gjitha rastet ka vetëm një transportues. Në rastin e terminalit, furnizuesit janë praktikisht të pafundmë, (gazi blihet në vende të ndryshme dhe transportohet me anije) dhe blerësit mund të zgjedhin. Aktualisht, ka rreth 20 projekte në të gjithë Europën për terminale gazi. Njëra prej tyre, synon Shqipërinë.

Qeveria shqiptare ka miratuar në mars të vitit të kaluar, njëkohësisht, projektin për gazsjellës dhe atë për terminal gazi. Disa ekspertë besojnë se ndoshta nuk ka vend për të dyja projektet dhe se njëri prej tyre do të sakrifikohet për llogari të tjetrit. Gazsjellësi i EGL synon të furnizojë termocentralet e gazit që kjo kompani ka ndërtuar në Italinë e jugut.

Bashkimi Europian dhe SHBA po kërkojnë me ngulm të shtojnë burimet e gazit në kontinentin e vjetër, ndërkohë që Moska po bën gjithçka që të pengojë liberalizimin duke hapur bisedime të njëanshme me disa qeveri anëtare të BE-së, si dhe duke marrë përsipër investime që ekonomikisht rezultojnë jorentabël, por që kanë vlerë strategjike për Rusinë.

Edhe AMC-ja bisnes ishte.. tani eshte bisnesi me i fuqishem ne vend ka nje xhiro pre 250000$ ne vit prej ktyre 5 milon euro i shpenzon ne vit per te ber publicitet pothuajse ne te gjithe shtypin shqiptar the televisionet... ne kembim media shqiptare nuk flet per kishat shqiptare qe vidhen cdo dit ( eshte nje shembull pak banal).. dhe ikonat e artisteve shqiptare (onufri e tej) zevendesohen nga ikona te artisteve grek.. kishat shqiptare nuk kan me asnje element shqiptare... ( nderkohe ne mediat greke... edhe ne parlamentin evropian disahere.. thuhet qe minoritaret nuk kane te drejta sepse kishat ortodokse vidhen se nga kush nuk dihet.. po ja qe jehona shkon gjithe andej) problemi eshte qe ne mediat shqiptare per keto gjera flitet nje here ne vit dhe athere me gjysem zeri..

Megjithatë, synimi i ministrisë që drejtoj është që të kemi sa më shumë investitorë nga Britania, pasi dihet se industria e turizmit në këtë vend është ndër më të përparuarat në botë", tha ministri Pango. Pjesëmarrjen në këtë forum nuk e kanë lënë pa shfrytëzuar edhe disa shqiptarë që punojnë në institucionet bankare në Londër. Kompania britanike ZUMAX e specializuar në fushën e transportit detar i ka dorëzuar qeverisë shqiptare më 26 nëntor 2007 propozimin për ndërtimin e një porti ku do të përpunohen kontejnerësh, ndërsa më 10 mars 2008 kjo kompani ka dorëzuar projektin me vlerë totale 1,2 miliardë euro. Faza e parë parashikon një investim prej 533 milionë euro. Nëse këtij projekti do t‘i jepet drita jeshile për t‘u realizuar në të do të punësohen 2 mijë persona nga të cilët 726 veta do të jenë pjesë e stafit menaxhues me specialistë të ndryshëm. Sipas projektit, një kopje të së cilës është parë nga "Shqip", mësohet se ai do të ndërtohet në një sipërfaqe prej 300 hektarësh në zonën e Triportit në Vlorë i ngjashëm me portet e këtij lloji në Dubai dhe Katar. Projektuesit e tij thonë se ky port do të jetë më i rëndësishmi në Mesdhe duke lënë prapa Maltën dhe Qipron, të cilat shquhen për të tilla porte. Projekti parashikon lidhjen e tij me Korridorin Tetë, si dhe ndërtimin e një aeroporti lokal në funksion të portit. Philip George, drejtor i këtij projekti pjesëmarrës në "Forumin e Investimeve Britaniko-Shqiptare", tregon për herë parë ekskluzivisht për "Shqip" përse ata kërkojnë ta realizojnë këtë projekt në Shqipëri. "Ky projekt ka lindur si nevojë e kërkesës që ka tregu i operatorëve të kontejnerëve. Ky treg për çdo vit ka një rritje me 11%. Këta operatorë kërkojnë një port të ujërave të thella në Mesdhe për këtë ZUMAX, pasi inspektoi disa vende mesdhetare zgjodhi tri vende, të cilat janë Turqia, Libia dhe Shqipëria. Zgjodhëm Vlorën për thellësinë e detit që ka dhe pozicionin e favorshëm gjeografik që ofron për të tilla porte. Ne i kemi propozuar qeverisë shqiptare që ky port të jetë i sigurisë së lartë, duke pasur parasysh që në Shqipëri nuk ka një port të tillë".

“(We’re) at an early state of real estate development that will become an attractive market in three to five years,” Philip Bay of real estate consultants Colliers International was quoted as saying by media.

Low prices are already attracting some investors who plan on real estate developments in the country, such as the construction of shopping malls and other retail businesses.

According to publications, Tirana, Albania's capital, currently has just 28,000 square meters of office space, which it hopes to double in five years.

In addition, the government has marked land to build six business parks, one of them up to 850 hectares, all with good sea and airport access.

Another one of the country’s attractions is its many unspoiled areas, which experts advise the country to use in order to attract high-end tourism rather than completing with the low to mid-range offers by neighbouring Greece and Turkey.

These factors, combined with last month’s invitation to Albania to join NATO, pave the way fast-developing real estate sector. TIRANA, ALBANIA-Gambling on projected growth, Colliers International has opened a retail office here. Company officials say the country had a 141% growth in total shopping center space in 2007, and that this increase will continue for the next few years, particularly with the opening of the 437,003-sf City Park retail center here.

One property already open is the Qendra Tregtare Univers mall, a 142,000-sf center along the Durres highway with a bar, restaurants, a Euromax supermarket and 30 other shops including Mango, Hilfiger, and Vodafone. Colliers is the leasing agent for the City Park project. “It’s about 60% constructed, and we are now in the process of searching and negotiating with potential anchor tenants for the supermarket space and electronics center space,” says Stela Dhami, general manager of Colliers Albania.

There has been a lack of quality retail space in Tirana, Dhami says, leading to the current explosion of growth. Until recently, there was the only one shopping center for a city of about one million people, Dhami says. “There will be strong demand for quality retail space at least for the next two-three years. Many of the international brands that would like to enter the market don’t even have the space where they can enter in,” Dhami says.

Albania can sustain more retail and office projects than other countries in southeastern Europe, Dhami tells GlobeSt.com. “There’s a good pipeline of these projects coming up. We can see the same type of development in Montenegro, but the rest of the countries in the region are at a more developed stage in the market – we will be there in five years,” Dhami says.

The permit area contains extensive known chromite mineralization including the projected north and south extensions of the fold structure controlling and hosting the chromite ores in the Bulqiza Batra mine.

Empire has engaged the services of some of Albania's most experienced chromite geologists to carry out its exploration programs at Bulqiza which are scheduled to commence immediately. Initial activities will include compilation and re-interpretation of extensive historic exploration data and conventional prospecting, mapping and sampling to evaluate identified chromite occurrences within the permit area and prioritize targets for drilling later this year.

Chromite is an important component of stainless steel production and recent demand from steel mills in China and elsewhere in the world has boosted its economics dramatically. Supply and demand fundamentals for chromite are currently positive with shortages anticipated for the next ten years.

Because I don't believe a bit that Albania holds all those reported oil and gas reserves ... or better saying: can extract profitably those quantities.

The chrome mineral was during the communism era the elephant share of our exports and with the astronomic increase in commodities prices worldwide would bring us allot of revenues if the extraction and exports resumes after almost 2 decades break.

LJUBLJANA, May 30 (Reuters) - Slovenia's national telecoms operator Telekom (TLSG.LJ: Quote, Profile, Research) said on Friday it has bought the Albanian operator H-Communications, but did not disclose the purchase price.

"This acquisition will ... enable us to cover the entire Albanian teritory," Dusan Mitic, vice president of Telekom's management board told a news conference.

Telekom made its first purchase in Albania last year when it bought the country's biggest Internet service provider AOL SP as a part of the company's plan to expand in the markets of southeastern Europe and Mediterranean. Mitic also said it had signed a letter of intent to buy an alternative Bosnian operator but gave no more details.

Telekom also said it plans to participate in the privatisation of Bosnia's largest telecoms operator BH-Telecom, a process which has been blocked by the Bosnian parliament for about two years due to differing views over the sell-off model.

Telekom, which earlier on Friday reported a 3 percent rise in its first-quarter net profit, also has units in Kosovo, Macedonia, Bosnia and Gibraltar.

Katër muajt e parë të vitit 2008 kanë shënuar edhe rekordin historik për sa i përket rritjes së të ardhurave nga tatimi mbi pagën. Referuar Ministrisë së Financave rritja është rekord, duke shënuar një shifër prej 177.4 për qind. Me të tilla ritme në buxhet gjatë vitit 2008 do të mblidhen dyfishi i të ardhurave nga taksat mbi pagën, krahasuar me vitin 2007.

Tatimi mbi të ardhurat personale në 4 muaj realizohet 177.4%, ndërsa tatimi mbi fitimin 150.6%

Katër muajt e parë të vitit 2008 kanë shënuar edhe rekordin historik për sa i përket rritjes së të ardhurave nga tatimi mbi pagën. Referuar Ministrisë së Financave rritja është rekord, duke shënuar një shifër prej 177.4 për qind. Me të tilla ritme në buxhet gjatë vitit 2008 do të mblidhen dyfishi i të ardhurave nga taksat mbi pagën, krahasuar me vitin 2007. Sipas specialistëve rritja në këto nivele të të ardhurave nga tatimi mbi pagën u favorizuar nga të ashtuquajturat paga të referencës, që janë kundërshtuar ashpër nga sipërmarrja. Njëkohësisht nivelizimi në 10 për qind i tatimit mbi të ardhurat personale rriti ndjeshëm taksat për pagat e ulëta, të cilat përbëjnë edhe shtresën dërrmuese të pagave në vend. Pas vendosjes së pagës së referencës që prej pjesës së dytë të vitit 2007 dhe të taksës së sheshtë 10 për qind, një pjesë e mirë e pagave në vend pësuan një rënie të ndjeshme. Edhe pagat e sektorit shtetëror janë tashmë të reduktuara me rritjen e premtuar nga ana e qeverisë gjatë një viti.

Tatimi mbi fitimin, rritja 150%

Pavarësisht se që prej 1 janarit të këtij viti tatimi mbi fitimin u përgjysmua nga 20 për qind në 10 për qind, Ministria e Financave bën të ditur se ka arritur që të realizojë me 150 për qind planin. Gjatë 4-mujorit të parë të këtij viti tatimet kanë arritur që të mbledhin 7.3 miliardë lekë nga tatimi mbi Fitimin në parapagim, nga 4.8 miliardë lekë që ka qenë plani për tatimin mbi fitimin gjatë kësaj periudhe. Ministria e Financave e ka vlerësuar rritjen si pasojë e uljes së informalitetit dhe të rritjes së vetëdeklarimit. Ndërsa nga ana e biznesit është vlerësuar se rritja ka ardhur për shkak të masave represive të marra nga ana e administratës tatimore.

:cheers: The flat tax really is working! Wonder how much this will increase next years budget. It should come over 3 bill for sure but idk by how much. Plus this will affect the GDP since businesses are reporting more, this decreases the gray economy which is estimated at 50% of real gdp. If the entire grey economy is eliminated (it not gonna happen) then Albania's GDP per capita would be $7000 instead of the $5500 it is today. Many other countries that implemented the flat tax saw a significant jump in gdp the following year and this will also happen in this case.

TIRANA, June 3 (Reuters) - Italy's Enel (ENEI.MI: Quote, Profile, Research), Austria's EVN (EVNV.VI: Quote, Profile, Research), Czech utility CEZ (CEZPsp.PR: Quote, Profile, Research) and Austria's Energy Steiermark have shown interest in a majority stake in Albania's power distributor, officials said on Tuesday.

Albania invited companies to buy between 51 and 76 percent of DSO, the distributing arm of state power firm KESH.

It will be the largest and most complex privatisation in Albania and is aimed at reducing chronic power shortages.

Neritan Alibali, deputy minister for energy, told reporters the government would announce on June 9 whether all companies had met the criteria to qualify for a tender in September.

"We have not yet decided, but we are thinking of selling 76 percent of the shares," Alibali said. "We are happy to see four European companies show interest. Enel and EVN have already qualified, we're checking the other two."

I think that Austrian EVN already owns Macedonias power distributor so they will want to expand into Albania.

Italy's ENEL might be seriously considering a nuclear plant in Albania and i think they are going to connect the grid with Italy but they are going to do that anyway, regardless of this sale.

Both are strong contenders, I think they will both pay a premium price.:)

Eagle mobile realisht mund te kushtezoj uljen e cmimeve te sherbimeve celulare, por jo se klientet bejne zgjedhje ideologjike, por sepse per te patur klinte ky operator i sapo futur ne treg eshte i detyruar qe te ofroje cmime dhe sherbime me te mira se sa te konkurenteve.

Nuk dihet se c'do ndodhe ne momentin qe Eagle Mobile do te kete arritur te fitoje nje fete te klienteve aktive.

E vetmja kompani celulari qe kishim, nje muaj pas privatizimit, nga nje dite ne tjetren 3/4- fishoje cmimet e telefonatave ( e llogjikshme shume kjo apo jo..!!!!? Mos e kerkoi gje tregu kete oferte te majme qe na beri amc...?) gje qe s'ka ndodhur ne ndonje vend tjeter ne evrope...! Edhe me hyrjen e vodafonit ne tregun shqiptare cmimet nuk levizin... po ashtu ndodhi edhe tashi me hyrjen e eagle mobil... e ca tregu na qenka ky ku kompanite i vendosin cmimet ne bashkepunim me njera tjetren pa bere konkurence....ku jane ligjet per mbrojtjen e konkurences dhe perdoruesit?

Berisha bëri të ditur se, “sipas këtij vendimi, pensionet në fshat, për këtë vit do të rriten me 15 për qind, ndërsa në qytet do të rriten me 10 për qind, duke e çuar pensionin në qytet, jo 100 dollarë, siç ishte premtuar nga qeveria, por 100 euro, duke filluar nga data 1 korrik. Po ashtu, ndihma ekonomike rritet me 10 për qind”.

Kryeministri gjatë fjalës së tij e ka vlerësuar si masë historike, rritjen me 1 mijë lekë të vjetra në muaj pagën për ata që deri më sot kanë të ardhura prej 16 mijë lekësh dhe që pas 1 korrikut do të kenë një pagë 17 mijë lekë.

Po se mos eshte grup serioz biznesi ai. Kjo RAoT s'ka asnje website te veten dhe asnje rafineri tjeter ne zoterim. Deri tani vetem sa ishte ndermjetes ne shitjen e naftes. S'ka asnje lloj eksperience ne perpunimin e naftes.

Sa per premtimet qe kane bere, jane normale. C'do kompani thote te njejtat gjera kur blen nje tjeter. S'do kete shkurtime vendesh pune, do zgjerohemi etj. Keto thuhen qe te mos rrebelohen punetoret qe ne fillim kur eshte nje faze delikate dhe kur duhet bashkepunimi i te gjitheve. Por ne te vertete keto gjera asnjehere s'ndodhin. Dhe ketu nuk eshte faji i Shqiperise. Keto jane praktika normale te biznesit ne te gjithe boten.

Po lexoja ato komentet tek Balkanweb dhe doli nje palle qe thoshte se Amerika perkrahu pavarsine e Kosoves se kishte per qellim te merrte naften e Shqiperise. Hajde loqe hajde.

Vendimi i qeverisë për ndërtimin e parkut industrial në Spitallë të Durrësit, i hap dritë jeshile shtimit të kapitaleve të huaja. Për këtë qëllim, Ministria e Ekonomisë në konferencën e djeshme ku morën pjesë mbi 20 investitorë të huaj, promovoi parqet industriale në Shqipëri, me fokus të veçantë parkun industrial të Spitallës, Durrës. Me një sipërfaqe prej 850 ha, Spitalla është parashikuar të jetë një projekt me vlera të konsiderueshme si në aspektin e investimeve të huaja që do të tërheqë në Shqipëri, ashtu edhe në përmirësimin e kushteve ekonomike dhe sociale të banorëve të zonës përreth duke parashikuar hapjen e rreth 30 mijë vendeve të reja pune. Parku ndodhet shumë pranë Portit të Durrësit dhe vetëm 15 km larg aeroportit ndërkombëtar "Nënë Tereza", në këtë pikë, Kryeministri Berisha ka sqaruar arsyet e ndërtimit të parkut në Durrës. Sipas tij, prania e parkut në autostradën Durrës-Kukës, e bën dhe më të rëndësishëm zbatimin e projektit. Për hartimin e projektit të parkut industrial janë dashur rreth 6 muaj. Në fjalën e tij, ministri i Ekonomisë, Genc Ruli, tha se, "Projekti i Parkut Industrial në Durrës është shumë i rëndësishëm, jo thjesht sepse është sipërfaqja më e madhe që i alokohet zhvillimit të një parku, por sepse pozicionimi gjeografik, e bëjnë këtë projekt mjaft tërheqës dhe ekonomikisht të qëndrueshëm". Më tej ministri ka shpjeguar disa detaje të ligjit për zonat ekonomike, e cila përmban dy pjesë: atë të parqeve industriale dhe atë të zonave të lira ekonomike. Lidhur me parkun industrial të Durrësit, mësohet se, së shpejti do të fillojë ndërtimi i rrugës që lidh infrastrukturën kryesore të vendit me atë të parkut. Po ashtu, do të ndërtohen linjat e furnizimit me energji elektrike dhe ujësjellësit, duke përfshirë dhe rrjetin hekurudhor. Parku do të ofrohet me 1 euro për 35 vjet me koncesion.

Parku Energjetik

Në kufi të Parkut Industrial, një tjetër park do të ngrihet në funksion të sektorit energjetik. Kjo sipërfaqe është afërsisht 870 ha dhe do të përmbajë rafineri, fabrikë të prodhimit të biokarburanteve, depozita të gazit dhe naftës, termocentral etj.

Brenda vitit 2008 do të kemi në treg operatorin e katërt celular. Ky projekt i Entit Rregullator të Telekomunikacioneve shpejt do të shoqërohet me një vendim qeverie për të hapur tenderin. Edhe kësaj radhe premtohet se operatori i katërt do të dalë në treg me tarifat më të lira se tre operatorët e tjerë, duke marrë si pikë referimi çmimet që ofron sot “Eagle Mobile”. Kompani të mëdha europiane, franceze, gjermane, por edhe biznesi vendas, ka shfaqur interes për të qenë në treg me operatorin e katërt. Edhe dje në mbledhjen e qeverisë u diskutua prej kryeministrit Berisha mundësia e hapjes së operatorit të katërt celular në vend, në një kohë që Ministria e Telekomunikacionit po punon prej kohësh për këtë çështje. Licenca e re do t'i nënshtrohet ligjit të ri të komunikimit elektronik, i cili ka hyrë në fuqi. Pjesë e ligjit është edhe metodologjia, e cila përcakton tarifën mesatare për minutë. Sipas kësaj metodologjie, dy operatorët celularë duhet të ulin çmimet në treg me 40 për qind.

Po ja qe tregu i telefonise se levizeshme ne shqiperi (nje vend qe ka me pake se 3 milon banore) eshte nga me fitimpruresit ne te gjithe evropen juglindore.. dhe me gjere biles..
e njejta kompani qe ka AMC-n ne shqiperi, ne vendet e tjera te ballkanit e ka bilancin negativ (-)... vetem ne shqiperi me ane te vjedhjes spektakolare qe i bene perdoruesit shqiptare kjo kompani ka fitime maramendese... aq sa me keto para mbulon boshlleqet e humbjeve qe ka ne shtetet e tjera...

Po, rreth tre milion banore ... nga dolen ata qindra mijera qe jetojne jashte Shqiperise? ;)

Pastaj c'fare jane keto fitime marramendase qe bekan ne Shqiperi? Vertet e beson ti se nje treg 3 milionesh do nxjerri fitime kaq marramendese vetem me SMS qe dergojne njerzin? Paret behen ne sherbimet e biznessit, internetit dhe reklamave dhe keto perbejne nje pjese shume te vogel te aktivitetit te AMC-se ose Vodafon-it. Une nuk po pretendoj qe ato jane me humbje, thjesht po them qe duket krejtesisht te pabesueshme fjalet per fitime marramendase qe keto firma bekan.

Unë jetoj ne Danimark me reth 5 million banorë por ka afër 10 operator. Sa më shum sa ma mir.

Ne rradhe te pare, artikulli flet per xhiro, jo per fitim. Dhe prape numrat i ka gabim. Xhiroja e AMCse eshte gjysma e asaj qe permendet ne artikull dhe meqe gazetari nuk permend asnje burim informacioni, s'mund ta kontrolloj dot vete. Duke marre parasysh profesionalizmin dhe saktesine e gazetareve shqiptare, e kam te sigurte qe do kete bere ndonje gabim. Numrat qe une tregova jane zyrtare. Jane numrat qe deklarohen tek shteti dhe tek investitoret, keshtu qe une s'kam asnje arsye qe t'i dyshoj. Meqe une e nisa kete punen e shifrave po e coj deri ne fund.

Per fat te keq Vodafone nuk i raporton Income Statement per cdo treg te vecante por ka vetem nje te konsoliduar dhe mesatarisht paguan rreth 33% taksa.

Keshtu qe i bie qe nga 1.4 miliarde paund qe eshte fitimi bruto, ai neto eshte 958 milione. Tregu shqiptar ka 6% te klienteve qe nxjerrin ate fitim, keshtu qe i bie qe fitimi ne Shqiperi eshte 58 milione paund. 58 milione paund eshte rreth 73 milione euro qe eshte shume afer numrit te AMCse (61 milione euro). Ngaqe keto dy numrat jane te ngjashem, kam besim qe edhe numri i vertete i Vodafonit eshte shume prane atij qe llogarita une.

Bulgaria to Train Albanian Specialist from Durres and Vlora Ports

Bulgaria's Transport Ministry announced Friday that the first phase of its program to train Albanian specialists in the field of sea transport and port management would start in September.

The program was negotiated during the third meeting of the Bulgarian-Albanian Transport Committee, which took place in Sofia on July 1-4.

The training of the Albanian specialists will include transfer of technologies and exchange of management experience.

The two sides also have agreed that the Bulgarian ports of Varna and Burgas would publish on their websites real-time information about the Albanian ports Durres and Vlora.

The Bulgarian transport authorities are going to aid their Albanian counterparts in changing their transport legislation in accordance with the EU standards.

Steve Forbes believes flat tax's global success will force Washington to adopt it

LAS VEGAS - Eight years after Steve Forbes ran a second presidential campaign pressing for a flat tax, the Internal Revenue Service is bigger than ever, but an economic revolution employing his idea is underway in at least 25 countries, including many of the former communist nations of Eastern Europe.

The success of the flat tax in seemingly unlikely places such as Bulgaria and Albania - which both have a 10 percent rate on personal and corporate income - may turn out to be the catalyst for change in Washington.

Forbes, a speaker at the annual libertarian-oriented FreedomFest conference last weekend, told WND he sees a message in the adaptation of a single marginal rate by nations formerly under Soviet rule or domination, such as Latvia, Estonia and Romania.

"It demonstrates those who have suffered under totalitarianism want to remove all the barriers to moving ahead, so they don't get hung up on obsolete ideologies or misunderstandings," said Forbes, president and CEO of Forbes and editor-in-chief of Forbes magazine. "They want to know what works. The flat tax does, which is why 25 countries have done it, and there are more coming along."

Forbes, who is advising presumptive Republican presidential nominee Sen. John McCain, asserted "eventually the U.S. will catch up to the rest of the world," predicting adoption within five years.

Americans want a flat tax, he said, "they just don't think it can happen."
"So you've got to overcome the way that we've been beaten down over the years," he said. "The more countries that do it, the more people realize, 'My goodness, this is doable. Why not do it here? If Albania can do it, why can't America do it?'"

Forbe said he believes that as the rest of the countries in central and Eastern Europe adopt it, eventually a Western European nation "will do it, and then the U.S. will follow suit."

Svetla Kostadinova, head of the Bulgarian think tank Institute for Market Economics, explained in a FreedomFest session how she helped launch a campaign for the flat tax in her country in 2004 when the top personal income rate was 29 percent, in addition to a pension and health care tax of 42 percent.

Kostadinova said that after freedom from communism in 1989, Bulgarians thought they would be on the road to prosperity along with the rest of the capitalist world but, instead, became wracked with hyperinflation as high as 2,000 percent.

Her group produced an alternative budget using the flat tax to demonstrate to lawmakers it could be done if accompanied by a reduction in spending and certain reforms. Bulgarian lawmakers also became aware of the fact they were at a disadvantage attracting investors as regional neighbors Serbia, Romania and Albania introduced a flat tax.

Now, Bulgaria is experiencing 6 percent annual growth, similar to other flat-taxers in the region, and just 6 percent unemployment - down from 12 percent three years ago. Kostadinova also pointed to record number of Bulgarians starting their own companies.

"Of course there are a lot of problems, but this is a proven idea and a clear incentive for people to risk, to invest, to be entrepreneurs," Kostadinova said.

Forbes advocates the U.S. begin with a 17 percent personal and business rate, with "generous exemptions on personal income," so that a family of four, for example would pay no tax on the first $46,000 and only 17 percent above that.

"The key thing is no tax on savings and no death taxes," he said. "I believe you should be allowed to leave the world unmolested by the IRS."

'We have to do it'

Another FreedomFest speaker, Club for Growth co-founder and Wall Street Journal editorial writer Stephen Moore, told WND he believes the U.S. will adopt a flat tax within five years at a rate below 20 percent

"We have to do it," he said, "because the world is cutting rates, and if we want to maintain America's competitive edge, we have to have low tax rates in this country. We've got to get government spending under control, we've got to get our dollar strong again."

Moore predicts doom, otherwise, particularly if Obama is elected.
"I think that if we continue to raise tax rates - if we do anything like what Obama wants to do - our entire income tax system is going to collapse," he said.

He sees some support for a flat tax on Capitol Hill, from the likes of Rep. Paul Ryan, R-Wis., and Sen. Jim DeMint, R-S.C., but he thinks citizens need to seize the initiative.

"I think it's one of those ideas that will be generated from the grass roots up," Moore said, "where the politicians will follow, they won't lead, and the voters will be the leaders on this, demanding a whole tax system that works for America and creates jobs."

The economy may get so bad that politicians will be forced to make a move, he said.

"Look, why would anybody want to start a factory or business in the United States and pay 60 percent taxes when they can go somewhere else and pay 15 percent taxes? It doesn't make any sense."

McCain adviser

Forbes said his days as a presidential hopeful are behind him, and he doesn't expect an invitation for a prominent position in a McCain administration, saying he's happy to continue as an "agitator" and offer the Arizona senator a free subscription to his magazine.

Forbes, asked about his currrent role as a McCain economic adviser, told WND he believes that in the past week the Republican candidate has "really started to get it right on taxation."

Forbes said McCain is starting to hit on the themes he hopes the senator will emphasize in the fall: taxes, energy and a sound dollar.
"I think the more he does it, the more he will persuade the voters this would be a truly new administration, a positive change and not just a change for change's sake," Forbes said.

The key issue, he said, is lowering tax rates and simplifying the tax code.

"Not only will it be an enormous benefit to the economy and opportunity for people, it will also remove one of the principle sources of corruption in Washington, as the lobbying revolves around the tax code in one way or the other," he said.

Asked what McCain thinks about his flat tax proposal, Forbes said the senator is "open for simplification" of the tax code.

"He's endorsed the idea of giving people a single-page tax form with two rates instead of one," Forbes said. "But two is going in the right direction. No deductions, low rates, but you make the choice."

With that system, Forbes said, "we get around the debate of who's going to lose what on deductions and let everyone make their own choice."

WND asked Forbes whether he has any reservations about the economic philosophy of a senator who has employed the Democrats' class-warfare rhetoric, railing, for example, against the "obscene" profits of oil companies. And although McCain recently has explained he voted twice against Bush's tax cuts, in 2001 and 2003, because the measures didn't include spending cuts, he also argued they disproportionately benefited the wealthy.

Forbes replied simply, "I think on taxes, he gets it."

"We should remember he's been a leader on banning Internet taxes going back to the 1990s, leading a bipartisan effort on that," Forbes said. "And he's now got a tax program."

Forbes added McCain has always been an advocate of reducing the corporate tax rate.

"So on the personal side, I think he gets it," McCain said. "And given the fact that he has always been a hawk on spending restraint, I think you've got a good combination, tax cuts, spending restraint and not the Bush disaster that's so demoralized the party and the country."

A new law on investment funds, expected to pave the way for the development of capital and pensions markets, is currently being drafted with the support of United States aid agency, USAID.

The aid agency will support other initiatives for the development of a private stock exchange by helping to write regulations on governing the exchange.

“The USAID program, in partnership with the Financial Services Volunteer Corps, works to strengthen and enlarge Albania’s financial sector so that it is safer and sounder, better able to attract new sources of capital, and more efficient at deploying capital resources which already exist in the country,” said the agency in a statement.

The financial corps will utilise volunteers from the Polish Financial Supervisory Authority who will provide expert analysis on the current legal and operating environment in Albania.

The volunteers will also provide their Albanian counterparts recommendations throughout the drafting of the investment fund law and stock exchange regulation, as well as ensure that the legal documents comply with European Union Directives.

In the last two years there has been growing interest in the private sector for the development of capital markets, a desire for more investment opportunities in the country and the need for a functioning stock exchange.

In March 2008, the parliament approved the Securities Law and the Financial Supervisory Authority, which is working on regulations to liberalise investment opportunities in Albania.

Delta Holding's retail unit Delta Maxi has acquired Albania's Euromax, reports say.

The contract has still not been verified by the Albanian anti-monopoly bodies, the Serbian Chamber of Commerce said on its website, quoting Albanian media.

Euromax exports and imports of mostly foodstuffs and has a retail chain of 17 shops in Tirana, Durres, Elbasan and Fier.

The company opened the first hypermarket in Albania in 2005.

Delta Maxi has long announced plans to expand in the region, and is now spreading to Albania after Montenegro, Bosnia-Herzegovina and Bulgaria.

The company, a part of Serbia's biggest private enterprise, plans to by 2012 open stores in Croatia, Moldova, Romania, Ukraine and Macedonia.

E dyta, duke qene se pervec Euromax eshte dhe Conad ne treg, per cfare monopoli behet fjale? Pastaj ekonomija e vertete e tregut ne Shqiperi eshte ne femijeri dhe gjithnje do kete nje te pare qe do e nise dhe pastaj pasohet nga te tjere. Nuk mund te flitet per monopol pa u konsoliduar nje here fusha perkatese e ekonomise.

Mjaft fole se le nam. Edhe sikur te ishte vetem Euromax (pa Conad) prape s'do quhej monopol. Po dyqanet e vogla ushqimore dhe tregun e fruta perimeve ku e le ti. Apo sipas teje s'duhet te lejojme te ngrihen zinxhire dyqanesh sepse ngaqe s'ka tjeter ne Shqiperi, eshte monopol. Duhet te shkoje qeveria dhe ti thote atij te Euromax: Ti byrazer mire e ke qe do te hapesh dyqanin e tete, por tani s'ke te drejte te hapesh me dyqane sepse je monopol. Sipas teje, ne Shqiperi s'duhet te hapet p.sh. nje kompleks per te bere ski sepse edhe ai i pari monopol do jete.

Albania to introduce biometric passports, ID cards by February

Interior Minister Bujar Nishani announced that Albanians will receive new electronic ID cards and biometric passports by February.

"We are ready to start issuing these important documents early next year, and they will be needed by any citizen who wants to obtain an official document from state institutions," Nishani said during a meeting of the parliament´s integration committee. Provision of electronic IDs and of biometric passports is among the tasks Albania must fulfil to meet the European Commission's definition of democratic elections and the free movement of people outside the country.

(INFOSOT) - Prodhimet "Made in Albania" që pëlqehen nga konsumatorët gjermanë, italianë e hollandezë janë shalqini, domatja, lulelakra, vaj i ullirit, bimët medicinale etj.
Ekspertët i vlerësojnë këto prodhime për përmbajtje bio. Viti 2008, vecanërisht ky sezon veror, përshkruhet si mjaft i suksesshëm për fermerët shqiptarë. Produkti i rreth 700 mijë tonëve perimesh të stinës, jo vetëm që përmbush nevojat e tregut vendas, duke i shitur ato me cmime të ulura për konsumatorët, por dhe ka zgjeruar hartën e vendeve ku ato eksportohen.

Nëse në dy vitet e fundit mbiprodhimi destinohej në vendet fqinje të rajonit, si në Kosovë, Mal të Zi, Maqedoni e Serbi, gjatë këtij viti për herë të parë është "ngritur dhe trau" në territorin e BE-së.

Drejtori për Median dhe Marrëdhëniet me Publikun në Ministrinë e Bujqësisë dhe Mbrojtjes së Konsumatorit, Rexhep Shahu, tha ditën e hënë për DW-në, se "sivjet fermeri shqiptar ka eksportuar dhe po eksporton në Gjermani, Itali e Hollandë. Të gjitha perimet apo produktet shqiptare kosiderohen nga eskpertët si natyrale, ose bio. Kjo është dhe aksidentale, pasi për një fermer në Shqipëri është e pamundur financiarisht të blihen plehra a kimikate për tokën dhe produktet", shpjegon Shahu.

Duke folur për produktet bujqësore "Made in Albania" që janë të destinuara për tregun gjerman, Shahu liston vaijin e ullirit, shalqinin, lulelakrën, domaten, bimët medicinale etj. Vaji shqiptar i ullirit pëlqehet dhe nga vende të tjera jashtë BE-së. "Ky produkt është mjaft i kërkuar në tregun botëror dhe Shqipëria është një nga 5 vendet e globit që e kultivon ullirin dhe e prodhon vajin si produkt të saj. Gjithashtu dhe bimët medicinale eksportohen deri dhe në SHBA, për përmbajtjet natyrale që kanë,"-thotë Rexhep Shahu..

Ministria e Bujqësisë dhe Mbrojtjes së Konsumatorit është duke bashkëpunuar me shoqatat e fermerëve dhe sipërmarrësit e eksporteve të produketeve bujqësore për rritjen e cilëisë dhe plotësimin e standareteve që kërkon blerësi në vendet e BE-së, për përmirësimin e marketingut, të ambalazhimit të produkteve, mbajtjes së tyre në kushte optimale gjatë transportit për në tregun e kontraktuar etj.

Një ndihmë e madhe kanë qënë në vitet e fundit dhe emigrantët shqiptarë, të cilët janë kthyer në vendlindje duke hapur biznese në sektorin e bujqësisë dhe blegtorisë. Interesimi i investitorëve të huaj për Shqipërinë po shtohet veçanërisht në fushën e turizmit, ujit të pijshëm, etj. Është ky opinioni i Franc Mydell, Konsull i Përgjithshëm i Nderit të Shqipërisë në Gjermani, i cili e mban këtë post prej 11 vjetësh.

“Investitorët gjermanë synojnë të eksportojnë rreth 3.2 milion shishe uji në vit dhe kjo është patenta më e mirë për ta bërë Shqipërinë eksportuesin më të madh të ujit të pijshëm në botë, si dhe reklama më e mirë që i bëhet Shqipërisë me produktin e saj “Made in Albania”, u shpreh Mydell.

Sipas tij, “kjo kompani synon të marrë me koncension pontilin e Bunecit për 30-50 vjet dhe ku parashikon të punësojë mbi 1500 persona, si dhe të ndërtojë një port me vlerë investimi mbi 400 milion euro”. Për Konsullin Mydell “investitorë të tillë ulin papunësinë, rrisin mirëqenien dhe krijojnë një imazh tjetër për Shqipërinë.

12 August 2008 | Montenegro and Albania will have the highest economic growth in the Balkans region in 2008, according to the International Monetary Fund’s forecasts.

In a period of slower GDP growth in Western Europe, the IMF has optimistic expectations for Albania’s economic development, according to the Albanian newspaper Gazeta Shqiptare.

The country’s projected economic growth, at 6 per cent, puts it only after Montenegro, whose economy is expected to grow by 7.2 per cent by the end of the year. The two countries are followed by Bulgaria and Bosnia and Herzegovina, each with a 5.5 per cent projected economic growth, Romania – 5.4 per cent, Macedonia – 5 per cent, Croatia – 4.2 per cent and Serbia – 4 per cent.

As a whole, the economic growth in the region for 2008 is higher than the previous year. According to the publication, EU membership and the of the regional economies’ opening up to globalising market have increased the competition the countries have to face but at the same time given them new opportunities for development.

Although it has one of the highest growth rates in the region, Gazeta Shqiptare wrote, Albania still has the lowest GDP. As BalkanTravellers.com reported – despite a still underdeveloped infrastructure, the country is attracting international investments, especially in real estate, due to its growing economic and political stability.

Albania's trade deficit widened 16% in the first seven months to 172.6 billion leks (EUR 1.4 billion) on the year, said the National Statistics Institute (INSTAT). In the first seven months, the country's exports rose by 18.2% on the year, while imports increased by 16.5%.

European Union member states accounted for 80.4% of all Albanian exports in the period, while imports from the EU made up 60.9% of the total.

Kryeministri Berisha: Buxheti i vitit 2009 arrin shifrën 5.2 miliardë dollar, 1 miliardë dollar më shumë se buxheti i vitit 2008

Rritja e buxhetit mbështet fuqishëm investimet në të gjithë vendin, në infrastrukturë, në akset kombëtare, rrugë dytësore, ujësjellës - kanalizime, impiante të përpunimit të ujërave, rritje pagash e pensionesh, investime në shkolla, etj.

Kryeministri Berisha u shpreh sot, në mbledhjen e Komitetit të Planifikimit të Strategjive, se buxheti i vitit 2009 arrin në vlerën 5.2 miliardë dollarë. Kryeministri tha se ky buxhet rritet me dyfishin, krahasuar me buxhetin e fundit të qeverisë socialiste, ndërsa krahasuar me këtë qeveri, me muajin shtator 2007, ai do të jetë 1 miliardë dollarë më shumë.

Kryeministri vlerësoi se ky është buxheti i investimeve më të mëdha, i të ardhurave më të mëdha dhe i rritjes më të madhe të pagave e pensioneve. "Rritja e buxhetit, - u shpreh Kryeministri - mbështet fuqishëm investimet në të katër anët e vendit, në ujësjellës - kanalizime, impiante të përpunimit të ujërave, në rrugë dytësore, në investimet në akset kombëtare."

Kryeministri vlerësoi punën e ministrive që kanë arritur të hartojnë në kohë buxhetin 2009, duke i krijuar mundësinë qeverisë që të paraqesë atë në parlament brenda muajit shtator.

Në fjalën e tij, Kryeministri Berisha, ndër të tjera, u shpreh:

“Kjo mbledhje është thirrur për të diskutuar kuadrin makroekonomik-fiskal për periudhën 2009-2011. Në Komitetin e Planifikimit Strategjik qëllimi kryesor është ridiskutimi i tavaneve dhe ndarjeve kryesore të buxhetit të vitit 2009. Dua të theksoj se ky buxhet, krahasuar me buxhetin e fundit të qeverisë socialiste, rritet me dyfishin. Të ardhurat në këtë buxhet, pa llogaritur privatizimet, arrijnë në 340 miliardë lekë. Buxheti në tërësi arrin në vlerën 5.2 miliardë dollarë. Krahasuar me këtë qeveri dhe jo me 2 vjet më parë, por me muajin shtator 2007, buxheti i këtij viti do të jetë 1 miliardë dollarë më shumë. Ndërsa buxhetit i vitit 2008 ishte 4.2 miliardë dollarë, buxheti i vitit 2009 është 5.2 miliardë dollarë.

Fakti që këtë vit në buxhet do të jenë 1 miliardë dollarë më shumë se vitin që kaloi përbën një lajm shumë të mirë. Kjo do të thotë qindra e qindra kilometra rrugë më shumë për shqiptarët, dhjetëra shkolla të tjera të reja, mbështetje e fuqishme e rritjes ekonomike.

Para së gjithash, kjo rritje do të thotë “ogur i bardhë” për 800 mijë familje shqiptare, pasi buxheti parashikon një rritje tjetër të madhe të rrogave dhe pensioneve, rritje që ia bën të mundur kësaj qeverie të dyfishojë rrogat e mësuesve të infermierëve, të mjekëve. Kështu, vitin që vjen, rritja e pensioneve në qytet e fshat nuk do të jetë ashtu siç ka qenë më parë, me 5 dhe 10 për qind, por do të jetë 10 dhe 20 për qind.

Risia e kësaj rritjeje është fakti se do të bëhet në 1 maj 2009. Këtë e diktojnë zgjedhjet e ardhshme, ndaj, pavarësisht se rëndohet shumë fatura financiare, ne nuk mund të presim të bëhet kjo rritje në qershor 2009, periudhë kur është fushata elektorale, pasi kjo do të shfrytëzohej për kritika ndaj qeverisë. Kështu, rritja nis nga data 1 maj 2009, datë në të cilën nuk ka filluar ende fushata elektorale zyrtare.

Rritja e buxhetit mbështet fuqishëm investimet në të katër anët e vendit, në ujësjellës - kanalizime, impiante të përpunimit të ujërave, në rrugë dytësore, në investimet në akset kombëtare, etj.. Ku buxhet, si më i madhi në historinë e vendit, ka dhe detyrimin që të shndërrohet në të mira më të mëdha për komunitetin, për qytetarët, për komunat, bashkitë, fshatrat, për vendin në tërësi.

Buxheti është paraqitur në kohë dhe ministritë kanë bërë një punë serioze. Përmes tij, janë tejkaluar ndjeshëm parashikimet që ne kemi bërë më parë.Nëse vëreni tavanet që kishim parashikuar, del se ato janë tejkaluar, në sajë të një performance shumë të mirë të sektorëve të doganave dhe tatimeve, por në tërësi të qeverisë, e cila ia del të çojë në parlament, brenda muajit shtator, një buxhet prej 5.2 miliardë dollar, një buxhet që mbart në vete zarfin më të mirë se çdo buxhet tjetër për rritjen e rrogave, pensioneve dhe të ndihmës ekonomike. Janë 800 mijë familje shqiptare të cilave ky buxhet u ndryshon ndjeshëm mirëqenien.

Kjo politikë ka bërë që rroga mesatare në këtë vend të jetë ndër më të lartat sot. Në sektorin publik ajo ka arritur shumën 502 dollarë, ose 427 mijë lekë. Ftoj edhe sektorin privat, i cili edhe ai ka bërë progres në rritjen e rrogave, që ta vazhdojë këtë rrugë. Në rast se sipas statistikave të ILO-s, Organizatës Ndërkombëtare të Punës, që bën të ditur se rroga mesatare ka qenë 220 dollarë, tashmë këtë rrogë për punonjësit në Shqipëri e kemi mbi dyfishuar, duke e çuar në 502. Kjo është një rrogë mesatare e pranueshme për një vend me një trashëgimi si Shqipëria.

Këto janë të dhënat kryesore të buxhetit të vitit që vjen , pra buxheti i investimeve më të mëdha, i të ardhurave më të mëdha, i rritjes më të madhe të rrogave, pensioneve. Sërish ju kujtoj të mos harroni datën 1 maj , si dita e rritjes së rrogave dhe pensioneve."

Berisha: Kosova dhe Shqipëria të ndërtojnë një TEC i 500 megavatësh

Kryeministri Berisha e përgëzoi kryetarin e AAK së për qëndrimin e tij me dinjitet ndaj popullit të tij dhe gjithë shqiptarëve. Haradinaj u shpreh se në këtë vizitë të tij të parë në Shqipëri dëshironte t`i shprehte personalisht Kryeministrit Berisha urimet e tij për arritjet e Shqipërisë dhe falenderimet për kontributin e çmuar që Shqipëria po jep në njohjen e pavarësisë së Kosovës. Kryetari i AAK së gjithashtu uroi Kryeministrin Berisha për marrjen e ftesës së anëtarësimit në NATO, dhe për sukseset e gjithanshme në zbatimin e reformave të ndërmarra. Kryeministri Berisha tha se pavarësia e Kosovës është një moment historik i paharrueshëm për të gjithë shqiptarët. Gjithashtu Kryeministri mbështeti propozimin për projekte ekonomike të përbashkëta duke theksuar se qeveria e Kosovës dhe qeveria e Shqipërisë duhet të fillojnë punën për projektin energjetik që parashikon ndërtimin e një TEC i me qymyr me kapacitet 500 megavat. Modernizimi i infrastrukturës, rrugët e reja që janë ndërtuar dhe ato që janë në proces dhe portet, vijoi Kryeministri Berisha, do të intensifikojnë marrëdhëniet ekonomike midis Kosovës dhe Shqipërisë si dhe do të konsolidojnë ekonomitë e tyre.

Qeveria prezanton buxhet të ri më të madh

Qeveria e Shqipërisë ka bërë të ditur se buxheti i vendit për vitin e ardhshëm do të kapë shifrën e 5.2 miliardë dollarëve, duke shënuar një rritje prej 1 miliard dollarë më shumë se ky vit.

Por opozita është skeptike dhe thotë se këto dhe shifra të tjera të dhëna nga qeveria dalin në kuadrin e vitit elektoral.

Në mesin e vitit 2009 në Shqipëri, sipas afatit, do të mbahen zgjedhjet politike.

Kryeministri Sali Berisha njoftoi në Tiranë se rrogat dhe pensionet do të rriten në muajin maj të vitit të ardhshëm.

Pikërisht, një muaj më pas do të duhet të mbahen zgjedhjet.

During Strategic Planning Committee meeting, Premier Berisha said that the 2009 budget amounts to 5.2 billion dollars. The Premier said that this budget has doubled, if compared to the last budget of socialist government, whereas compared to 2007 budget, this budget is one billion dollars bigger.

The Premier considered it the budget of major investments and highest pensions and salary rise.
“The budget increase strongly supports investments all over the country; in infrastructure, in national axis, secondary roads, sewage-water supply systems, water works, pensions and salaries rise, investments in schools”, the Premier said.

Premier praised the work of the ministries that managed to draft on time the 2009 budget, enabling the government to present it in parliament within September.

In his address, Premier Berisha said:

“This meeting was convened to discuss the 2009-2011 macroeconomic-fiscal framework. The main goal of Strategic Planning Committee is the re-discussion of major ceilings and divisions of 2009 budget. I want to stress that this budget has doubled if compared to last budget of socialist government. The revenues in this budget, without including the incomes from privatizations, amount to 340 billion lek. The budget in general amounts to 5.2 billion dollars, i.e. 1 billion lek more than 2007 budget. .

A bigger budget is good news, which means hundreds and hundreds of kilometers of roads more for Albanians, tens of other new schools, powerful support for economic growth.

First of all, this is a “good omen” for 800 thousand Albanian families, because the budget envisages another great increase of pensions and salaries. This increase enables the government to double salaries of teachers, nurses, doctors. Thus, next year the pensions in the city and village would increase by 10 and 20 per cent not 5 per cent or 10 percent.

The novelty is the fact that this increase will take place in May 1, 2009. This increase is dictated by next elections, despite the overload of financial bill, we can not wait for the rise of June 2009, electoral campaign month, because it may be an excuse for criticism against the government. Thus, the increase starts in May 1, 2009, before the kick-off of official electoral campaign.

The budget increase strongly supports investments all over the country; in infrastructure, in national axis, secondary roads, sewage-water supply systems, water works, pensions and salaries rise, investments in schools, etc.
This budget, the biggest in the history of the country, aims at turning in better goods for the community, citizens, communes, villages, and country in general.

The budget has been presented on time and the ministries have done a serious job. The budget has made possible the considerable overcome of previous forecasts. The forecasts have been overcome thanks to an excellent performance of customs and taxes, as well as thanks to a great performance of the government in general that manages to present it to the parliament within September, a 5.2 billion dollars budget.

This policy has achieved a total of average salary of 502 dollars or 427 thousand lek, the highest ever. I invite the private sector to increase the salaries, which has already made considerable progress in this respect. The statistics of International Labor Organization (ILO) informs that the average salary has been 220 dollars, we have already doubled it, amounting it to 502 dollars. This is an acceptable average salary for a country with a heritage of Albania.

These were the main data of next budget, budget of greater investments, greater income, greater rise of salaries and pensions. Once again, I want to recall May 1, the day of pensions and salaries rise."

Thats great news.

Do you guys think this trend will continue for the following year? will it be lesser increase, or will it be exponential growth?

Its hard to forecast, but when you increase wages every year, that means those people have more moeny to spend, and thus making it a targetable market by businesses, which then leads to more investment, in turn paying more taxes to the government and this way leading to bigger budgets.

I would really like to see, Albania's and Kosovo's government investing in a powerplant with a 500 mgw capacity in Kosovo. This way, foreign companies will not be able to use our resources recklessly for their own profits.

Albania to Slash Mobile Phone Rates

02 September 2008 Tirana _ Albania’s Minister of Telecommunications Sokol Olldashi announced on Monday that by October the country’s cell phone rates would be reduced by 20 per cent.

Albania currently has the highest mobile rates in Europe. The reduction of the calling rate charges follows a decision by the Telecommunication Regulation Agency, ERE, which will redesign interconnection rates between mobile operators.

The Minister also announced the opening of an international tender for the introduction of a fourth mobile company in October.

In June Eagle mobile, Albania’s third mobile operator expanded its service to 95 percent of the country’s territory.

The company became operational in March 13, however its service had only been present in the Durres and Tirana area.

Experts hope that the introduction of Eagle mobile and of a fourth operator will increase competition and reduce call rates.

The two other companies currently present in the market, Vodafone and AMC, have often been accused by consumer groups of unfair pricing practices.

In November, the two companies were fined €3.7 million by Albania’s Competition Authority for abusing their dominant position in the market by setting unfair prices.

Vodafone Albania is a subsidiary of Vodafone Corp. while AMC is part of the Greece-based COSMOTE Group.

Eagle Mobile is a subsidiary of Albtelekom, the former state owned fixed-line company privatised by Turkish Telecom and Calik Holding in 2007, for €120 million.

Albania to get $1.7b port complex

UK-Swiss group Zumax has announced plans to build a US$1.7 billion container port and free zone on Albania's Adriatic Sea coast, with the aim of turning it into a major container hub for the region, Reuters reported.

Zumax will build the container port and a free economic zone area in stages in the western Albanian port of Vlore in the Adriatic, across the Otranto Straits from Italy's Bari and Brindisi ports.

The port will be able to process three million TEUs per year.

The company has said they believe Vlore has the capability of becoming a major gateway for the Balkans and the Eastern European region.

They also intend to make the port a container transhipment hub for the whole area.

Vlore has a naturally deep harbour, is 16 hours sailing from the main East-West shipping route from the Straits of Gibraltar to the Suez Canal and 12 hours sailing from the secondary traffic passing south of Italy's Sicily and Greece to the Bosphorus and the Black Sea.

The Albanian Prime Minister has promised Zumax that the government will build a four-lane highway to service the port, as well as adapt exiting road and rail infrastructure to benefit transport.

You know besides having oil, Dubai gained a lot of sucess from it's port being a hub for the middle east.

Dubai has been a transit port since late 19th century when the rulers slashed any taxes and the place attracted trade ships on the way between UK and India for repairs and supplies. The first thing that Dubai did was to capitalizes on that and actually their Jebel Ali port is the biggest shallow waters man-made port in the World and has played a HUGE part on putting Dubai on the map.

How they finance it? - Borrowing.

To continue on what I said in that other thread, I am totally pessimistic on this. The concept of a port + Free Zone is GREAT but the Swiss company cannot pull it off. Ports of that size (3 million TUE) are HUUUUGE and only big guns or Governments (either rich themselves or with backing of rich ones) can do them and the price is way more then just 1.7 Billion.

This reminds me of the Gawdar port in Pakistan but that port and the rest of the infrastructure was financed by the Chinese, and so was the highway connecting it with the China border some 1000 km away. The principal reason: Supplying oil from the nearby Persian/Arabian Gulf to the Eastern parts of the country.

Various supermarkets and hypermarkets such as Conad and Euromax operate within these trade centres.

The sector continues to present excellent investment opportunity in Albania. More trade centres are scheduled to be opened in the capital of Tirana.

Moreover, the Council of Urbanisation of the Tirana Territory approved a project relative to the construction of another underground trade centre near Skanderbeg Square.

Albania is building its first wind park and plans to export energy to Italy under a new initiative. Two companies -- Italy's Moncada Costruzioni and Enpower Albania -- are behind the project, which could provide a capacity of 500MW.

Production is expected to begin by 2010. Energy will travel through a power cable stretching from the Albanian port of Vlora to Italy's Brindisi, at a depth of 825m.

"In the near future, [the cable] could enhance the import of energy produced by conventional plants that [we] intend to develop on Albanian soil," said a statement from Moncada Construzioni. In August, the Albanian government approved the use of forest and pastureland in the municipality of Vlora for development of the wind park.

Experts say the potential for similar projects exists at a number of locations in Albania -- especially in the lowlands, along the coast and in the hills. The Electricity Regulatory Authority (ERE) has now licensed several companies to develop this potential.

Last year, the first licence went to the Hera company, which plans to build a wind farm in the area of Kapshtica and Bilisht, southeastern Albania, with a capacity of 150MW. The project will cost 240m euros.

The Terpani Monuntains near the southern city of Berat is another area planned for the development of wind energy. The project investment is estimated at 460m euros, with an installed capacity of 225MW.

Italgest, an Italian wind energy company, has proposed building a wind power plant near Kryevidhi, 50km from Tirana. The facility would generate 150MW, and the company's investment will reach 202m euros.

Problemi eshte qe te gjitha planet serioze duken ne fillim. Sa plane termocentralesh, hidrocentralesh, centralesh berthamore, centrale gazi te lengshem etj kemi pare deri tani? Sa prej ketyre planeve kane filluar te vihen ne jete? Vetem nje, termocentrali i Vlores, dhe edhe ai ka hasur ne 100 veshtiresi.

The country’s projected economic growth, at 6 per cent, puts it only after Montenegro, whose economy is expected to grow by 7.2 per cent by the end of the year. Glad to see that Albania si doing well. But what was the actual growth in the first half of the year? (cause the values in the quote are estimations i assume).

Sorry for the off-topic, but Romania's GDP grew by 8.8% in the first half of the year, in Q2 reaching 9,3%. The economy is projected to grow at over 9% by the end of the year, some even saying we might reach the 10% barrier.

Premier Berisha assessed the privatization procedure as the best and the most transparent model carried out during the recent 18 years of the privatization process of a state asset.

The Council of Ministers approved last Friday the privatization plan of 85% of the shares of the state-run ARMO oil company. Considering it as the main item in the agenda of the meeting of the Council of Ministers, Prime Minister Sali Berisha said that the contract to privatize ARMO was concluded following the successful negotiation process and the buyers are the consortium comprising Texas-based Refinery Associates of Texas, and Geneva, Switzerland-based Mercuria Energy Group Ltd. and Anika Enterprises and "Amra Oil" company.

Premier Berisha assessed the privatization procedure as the best and the most transparent model carried out during the recent 18 years of the privatization process of a state asset.

"This procedure has set an example and has been evidence of the competence, integrity and transparency of the activity of the government and of the relevant Cabinet department. This is certainly the most successful privatization in the history of the country and this is confirmed by all the facts. In 2004, on this company with all its fixtures and fittings, it was offered the total value of 10 million USD. Whereas, without the fixtures and fittings, several stations and depots- with which another enterprise has been established- the company got privatized at 130 million Euros. I would like to inform the Albanian citizens that we are determined to get much more from ARMO BISS privatization alone than what was offered to ARMO as a whole 4 years ago," said the prime minister.

The prime minister considered the success achieved with privatization of this company also as evidence of more trust of the international business to invest in Albania.

"Naturally, the crystal clear credentials of the government of Albania are added to its value. The world business community has trust in us as the country where its dreams come true and projects develop."

Ne besojmë se vetëm nëpërmjet dialogut dhe bashkëpunimit, Shqipëria dhe të gjitha vendet e tjera të rajonit mund të ndërmarrin dhe realizojnë reforma konsensuale, të cilat do të jenë të qëndrueshme dhe të pakthyeshme.

Ne gjithashtu diskutuam çështjen e liberalizimit të vizave, për të cilën unë jam dakord me Kryeministrin se është një çështje shumë e rëndësishme për të gjithë qytetarët shqiptarë. Për këtë, ne duam ndihmën e qeverisë shqiptare, që të punojë shumë për plotësimin e kushteve të udhërrëfyesit për liberalizimin e vizave, që do të na ndihmonte ne t`u rekomandojmë vendeve anëtare të Bashkimit Europian, liberalizimin e vizave me Shqipërinë.

Për këto çështje dhe çështje të tjera ne do të garantojmë fondet e mjaftueshme nëpërmjet Instrumentit të Para-Aderimit. Rreth 200 milionë euro do të jepen gjatë 3 viteve të ardhshme dhe jam shumë i kënaqur të theksoj se këto do të jenë fonde që do të jepen si grante nga vendet e Bashkimit Europian.

Së fundi, dua të shfrytëzoj këtë rast për të vlerësuar rolin e moderuar të Shqipërisë në rajon, në veçanti rolin e saj konstruktiv për zgjidhjen e çështjes së Kosovës.

Kryeministri Berisha: Sapo përfunduam një diskutim të thelluar të zhvillimeve në Shqipëri, të realizuara në dritën e detyrimeve të marrëveshjes së Stabilizim Asociimit, me zyrtarin e lartë të Komisionit Europian, Drejtorin për Zgjerimin, zotin Mirel. Unë mendoj se zhvillimet e deritanishme provojnë se shqiptarët janë të përcaktuar për konsolidimin e demokracisë, shtetit ligjor dhe ekonomisë së lirë të tregut. Në këtë kontekst, kriteret e Kopenhagenit, standardet europiane, partneriteti europian përbëjnë parimet dhe linjat më të shkëlqyera për të pasur në Shqipëri një demokraci dhe ekonomi tregu funksionuese.

Nga ana tjetër, shfrytëzova rastin për t’i shprehur mirënjohjen më të thellë Komisionit Europian, i cili gjatë këtyre 18 viteve i ka dhënë Shqipërisë dhe shqiptarëve ndihmë të jashtëzakonshme. Ndihmat e KE-së për Shqipërinë dhe shqiptarët kanë tejkaluar prej vitesh 1 miliard euro dhe 200 milion të tjera janë në proces. Pa këtë ndihmë, solidaritet dhe bujari, Shqipëria nuk do të mund të ishte kjo që është sot.

Unë e sigurova zotin Mirel dhe Komisionin se qeveria është e vendosur të vazhdojë me konsekuencë luftën kundër korrupsionit dhe krimit të organizuar, të vazhdojë me vendosmëri reformën për zgjidhjen e problemeve të pronësisë, të vazhdojë frymën konsensuale me opozitën, në reformat e mëdha e të rëndësishme që duhet të ndërmarrë vendi, reformën zgjedhore, reformën e sistemit të drejtësisë dhe reforma të tjera. Ne gjykojmë se rruga e progresit është progresi konsensual dhe qeveria qëndron në këtë koncept. Shprehim gjithashtu vlerësimin se edhe opozita ka dëshmuar vullnet në këtë aspekt.

Edhe një herë, dëshiroj të shpreh mirënjohjen time e të falënderoj zotin Mirel për këtë vizitë, të falënderoj Komisionin Europian, ambasadorin Lohan dhe stafin e tij për mbështetjen e madhe dhe bashkëpunimin e shkëlqyer që ne kemi.

Zoti Kryeministër, cilat janë hapat që do të ndërmerrni për të realizuar reformat, në një bashkëpunim konkret me opozitën?

Kryeministri Berisha: Me opozitën ka një dialog konstant. Ne jemi të vendosur të punojmë bashkërisht për Kodin Zgjedhor. Ekspertët tanë kanë kontakte të vazhdueshme dhe unë jam i bindur se ata do të gjejnë gjuhën e përbashkët për t’i dhënë bazën më të mirë ligjore procesit zgjedhor, ashtu sikurse e gjetën për ndryshimet kushtetuese dhe për të lënë mbrapa Dushkun.

Fushë tjetër e rëndësishme është prokuroria dhe drejtësia. Në gjykimin tim, nuk mund të ketë qëndrime të ndryshme përsa i përket këtyre institucioneve, pavarësisë së tyre dhe përgjegjësisë së tyre ligjore.

Ju keni ndjekur dhe ndiqni zhvillimet në Shqipëri. Në tre vjet, 160 punonjës të të gjitha niveleve, përfshirë edhe zëvendësministra, sekretarë të përgjithshëm, drejtorë të përgjithshëm etj. përballen me ligjin për shkak të korrupsionit. Janë 110 policë që përballen me ligjin për shkak të qëndrimit të përgjegjshëm të kolegëve të tyre. Ne jemi të bindur se si qeveria dhe opozita ndajnë të njëjtin koncept se nga përgjegjësia ligjore nuk duhet dhe nuk mund të përjashtohet askush.

Zoti Mirel, ju përmendët tre çështje kryesore për Shqipërinë: reforma zgjedhore, reforma në drejtësi dhe çështjen e luftës kundër korrupsionit. Këto janë çështje janë thënë sa herë që zyrtar i KE-së vjen në Tiranë. I thoni këto se Shqipëria nuk ka asnjë progres në këtë drejtim?

Zoti Mirel: Dua të theksoj se jo vetëm Shqipëria, por edhe vendet e tjera në rajon kanë një luftë të gjatë me korrupsionin. Ky është një proces i gjatë, për të cilin masat janë marrë dhe duhet të vazhdojnë të merren. Ajo që kemi parë nëpër vite është progresi dhe kjo është e rëndësishme jo vetëm për përgatitjen e Shqipërisë për hapin e ardhshëm, por edhe sepse është pjesë e udhërrëfyesit për liberalizimin e vizave. Prandaj ne inkurajojmë qeverinë të vazhdojë me përpjekjet e saj.

Ku është Shqipëria me çështjen e liberalizimit të vizave dhe a ka një afat konkret?

Zoti Mirel: Besoj se kësaj pyetje i jam përgjigjur tashmë. Udhëzuesi është pak a shumë një listë kushtesh që duhen përmbushur. Heqja e aplikimit të vizave nuk ka për shtysë një kalendar, por ka reformat.

Kryeministri Berisha: Siç e tha zoti Mirel, përgjegjësia është në anën e qeverisë.

Doing Business 2009: Albania is among the top 10 reformers globally during 2007-08; Eastern Europe and Central Asia Lead in Reform Worldwide

WASHINGTON, D.C., September 10, 2008 – Albania ranked second among countries which undertook reforms during 2007-08 to make doing business easier, according to Doing Business 2009—the sixth report in an annual series published by the World Bank and IFC.

In four of the 10 areas assessed by the report between June 2007 and June 2008, Albania saw key reforms that have simplified and eased regulations. Its overall rank on the ease of doing business index climbed to 86 from 135, putting Albania on par with other countries in the sub-region.

Albania made getting credit easier by establishing a public credit registry, and strengthened investor and shareholder protections with a new company law. Starting a business has become easier with the consolidation of several procedures under the National Registration Center and a reduction in registration fees.

Other reforms that are recognized by the report include the reduction in corporate tax rates from 20 percent to 10 percent and the introduction of e-filing of corporate taxes for large businesses.

“The Doing Business 2009 confirms the remarkable progress that Albania has made, since the onset of transition, in putting together the rules for a functioning market economy", said Camille Nuamah, Country Manager for World Bank Office in Albania. “The country needs to build on this by ensuring that “new rules” become “good rules” – ones that are implemented transparently, efficiently, and even-handedly, and that facilitate, rather than get in the way of, good investments and good jobs.”
In Eastern Europe and Central Asia, 23 of the region’s 25 countries implemented 62 regulatory reforms, accounting for more than a quarter of the worldwide total. Four of the 10 economies making the most regulatory reforms are in Eastern Europe and Central Asia. The top 10 are, in order, Azerbaijan, Albania, the Kyrgyz Republic, Belarus, Senegal, Burkina Faso, Botswana, Colombia, the Dominican Republic, and Egypt.

“Countries in Eastern Europe and Central Asia continue to lead the world in easing the regulatory burden on business, and in sustaining their reform agendas,” said Svetlana Bagaudinova, a coauthor of the report. “Albania has this year joined the ranks of top reforming countries making it easier for entrepreneurs to do business and create jobs.” she added.

Singapore leads the global rankings on the overall regulatory ease of doing business for a third consecutive year. New Zealand is runner-up, and the United States is in third place. High-ranking countries in Eastern Europe and Central Asia are Georgia (15), Estonia (22), Lithuania (28), Latvia (29), and Azerbaijan (33).

Doing Business 2009 ranks 181 economies on the overall ease of doing business based on 10 indicators of business regulation that record the time and cost to meet government requirements in starting and operating a business, trading across borders, paying taxes, and closing a business. The rankings do not reflect such areas as macroeconomic policy, quality of infrastructure, currency volatility, investor perceptions, or crime rates.

TIRANA Sept 10 (Reuters) - The risk of inflation is lowering in Albania, so the country does not need to raise interest rates after five increases over the past two years, the country's central banker said on Wednesday.
At the same time, lack of clarity on land titles is hampering overall economic progress of the former Stalinist, Balkan country.
"There are still in place elements of risk but they are lowering and going down," central bank governor Ardian Fullani told Reuters, referring to inflation. "All the preconditions are that this level of interest rates for the moment is comfortable for the market."
Albania last raised its rates in November 2007, when the central bank set a rate of 6.25 percent.
"On one side we increased the interest, tightened monetary policy," Fullani said, at the Bank of Albania headquarters built in the late 1930s by one of Italian dictator Benito Mussolini's favoured architects. "On the other side we gave the right incentives for credit growth and strengthening supervision."
"Inflation is going down. In a year, year and a half, the inflation is entering into the band of 2 to 4 percent, with a point target of three percent."
He said external pressure on Albanian inflation including from oil prices had fallen while domestic production was up, lessening price pressure. Inflation was down to 2.5 percent in August, down from 4.2 for the same month in 2007.
"We have been very careful first of all not to harm the market because the country is developing," the central banker said. "But in the meantime we are cooling down through tighter monetary policy and better rules and regulations."
As an example of banking regulations, he cited the need for improved governance, transparency and internal control and risk management at banks.
SOLID GROWTH
The International Monetary Fund is projecting 6.1 percent growth in 2008, following annual growth of 5 percent to 6 percent annually in recent years in the wake of economic turmoil in the 1990s.
"For sure, we'll have 6 percent solid growth," Fullani said in the interview. "It might be bigger."
The central banker called Albania's large trade imbalance a long-term threat to the economy.
Another significant obstacle to economic development is lack of transparency on property titles, which means it is often difficult to know for sure who owns what in the country. Until 1990, Albania was Europe's most isolated Communist country.
"The success of the economy today and in the future will be the efficiency of structural reform, beginning from the land title," said Fullani, who began his banking career during the Communist era but today works closely with Western financial institutions. "That is for me the most important issue."

It's nice to see that inflation is back under control, such an important thing to have a stable market. I can't beleive the land title issues havent been resolved yet, but when they do there will be a huge boom in the real estate sector and since most people own there own places it will give them a reasonable capital base for investments. It's a little late, but with property prices falling around the in the west, many places are looking for the next big thing, and in comes Albania.

The problem, why land ownership problem was not resolved till now, was because there was no political will to solve this problem. But since the EU made this resolution as one of them main economic criterias for the albanian government to join the EU, there is now a political will to resolve the land ownership issue.

I dont think you understood me. Inflation never goes away, it has to constantly be kept in check by the c-bank. I wasnt talking about 2000, i was talking about the cost-push inflation as a result of rising world prices from 2007-08 and the consequences of it on Albania's monetary policy.

TIRANA, Sept 11 (Reuters) - Prime Minister Sali Berisha said on Thursday that he expected Albania to conclude a 1 billion euro ($1.39 billion) deal in the coming weeks with Austrian utility EVN (EVNV.VI: Quote, Profile, Research, Stock Buzz) to build hydroelectric power stations.

In an interview with Reuters, Berisha cited the deal as an example of growing foreign investment and one of the largest in the Balkan country's history.

EVN won a tender to build hydroelectric power stations in January, and officials at the time said the investment would require 900 million euros. Berisha gave a round figure for the deal of one billion euros for four plants.

"There are negotiations now on hydropower plants, contracts which go up to, a single one (contract), one billion euros," Berisha said in his office in Tirana. "They will be soon finalised, but negotiations are tough." (Reporting by Adam Tanner; Editing by Anthony Barker)

Investors from all over the world, mainly from Western Europe, are discovering cheap, desirable Albanian real estate.

Foreign investors have turned their attention to Albanian real estate, especially in the tourist areas by the sea.

In a time when investors and tourists alike have explored Mediterranean beaches, largely untouched Albania is turning more heads. The stable economic and political situation and the prospect of EU and NATO membership make Albania even more attractive.

Experts in real estate confirm that EU and NATO integration processes under way in Albania will ensure considerable appreciation in real estate over the next five to ten years. Some predict annual appreciation of 30%.

"We are very confident that Albania has a bright future. The country ... will become an attractive market in three to five years," said Philip Bay, regional director of Colliers International Southeast Europe.

Another advantage for the Albanian market is that it offers the lowest prices on the continent of Europe. Investors buy properties along the entire coast. Shengjini in the north has been in the bull's eye of Russian investors, who are turning to Albania after buying up numerous properties in Montenegro.

Real estate agents say the south of Albania from Vlora to Saranda remains a prime market, but they see buyers beginning to covet Lalzi Bay in Durres, still a large and pristine area.

Western Europeans are now buying apartments, especially those along the southern coast in Vlora and Saranda. Most of the buyers come from the United Kingdom, Ireland and Norway. German investors are showing particular interest in territory between Durres and Tirana.

Robin Barrasford, managing director of Barrasford and Bird, a British real estate consultancy, says Albania represents an excellent opportunity. "We advise the investors to buy, as they will make money in three years," said Barrasford. In an Albanian magazine interview, he likened the country's prospects to Bulgaria's real estate boom a few years ago.

Foreigners investing in Albanian property need to prepare for potential drawbacks, such as trying to obtain clean title deeds. The government is still in the process of returning property to its pre-communist owners, and disputes over ownership can arise. Therefore, most foreign buyers of real estate in Albania ask for legal advice before investing.

Albania attracts Israeli investors

Albania may soon become the new mecca for Israeli real-estate developers. Over the past 10 years, Eastern and Central Europe has become the playground of local real-estate operators who have promoted real-estate projects in most of the countries behind the former iron curtain.

The fall of communism and the creation of market economies in these areas has created vast real-estate opportunities, and local companies have not fallen behind in taking advantage of them.

Now the spotlight is on Albania.

"We are very keen on attracting foreign investments, and we are especially interested in attracting Israeli foreign investors," Albanian Ambassador to Israel Tonin Gjuraj recently told The Jerusalem Post. "We want to develop real estate so as to construct better housing for our citizens and hotels for the tourists who are flocking to visit Albania. We are interested in attracting foreign capital to develop our chrome and nickel mines, our petroleum resources and our infrastructure."

Tourism in Albania is growing rapidly, with two million tourists last year. Visitors are flocking to Albania because it has stunning beaches and scenery, and it is inexpensive.

Underdeveloped opportunity

One of the reasons Albania is such a bonanza for investors is because it was the most backward country in Europe and is still underdeveloped. Albania was ruled by Enver Hoxha, a hard-line Maoist Communist, from the end of World War II until 1985. It was isolated from the rest of Europe, including its neighbors, Yugoslavia and Greece.

But Albania is now trying to catch up. To do so, it needs a large influx of foreign capital; its 3.5 million citizens cannot do it alone. The government has instituted a fiscal and regulatory regime that is favorable to investors, and Israeli real-estate operators are taking advantage of the opportunities.

Koby Dayan, general manager of Adal Holdings, is optimistic about Albania's economic prospects. His company might be the biggest Israeli real-estate investor in Albania.

"The attractions of Albania for Israeli investors are because it is so underdeveloped and also because it is relatively near," he told the Post. "Its very close relations with Italy are also important.

"To the best of my knowledge, [other] Israeli companies are involved in infrastructure projects, in the energy business, in mining and, of course, in real estate. Adal in Albania is only involved in real estate."

Adal is constantly attracting new partners and investors for its projects in Albania, Dayan said. In the port town of Vlorë, or Valona, it is building, in partnership with Israeli businessman Gabi Vanuno and others, a 250-room hotel. When completed, it will be leased to one of the leading international hotel chains, he said. This group of investors is also involved in building approximately 1,000 holiday homes in a 55,000-square-meter area near Vlorë, he added.

The group, together with Israel's Ashtrom Corporation, has made an offer to upgrade and deepen the port of Vlorë, which was built by the Italians.

Adal is also involved in building projects in Tiranë, the capital. It has an option to buy a large plot of land in one of the best areas near the new Sheraton Hotel and the presidential palace. It will be used to construct a 49-story building that will be the tallest structure in Albania. The tower will be triangular in form: one side will have offices; another a hotel; the third side, luxury apartments. A shopping mall will be located on the ground floor.

Adal is also trying to organize a group of investors for a vast tourism complex and a large residential-commercial project, Dayan said.
