You can just smell elections, cant you?
A new giant 17 Billion NIS "plan" unveiled for the negev, a.k.a "vote for me" economics..

anyways, the plan includes 2 new jewish towns, 2 new bedoin towns and building 50,000 new residential units.

Prime Minister Ariel Sharon, Vice Premier Shimon Peres, and Minister of Finance Ehud Olmert today unveiled the Negev 2015 plan - a NIS 17 billion strategic ten-year plan for developing the Negev through 2015.
NIS 1 billion has already been allocated in the 2006 budget, but, as of now, only NIS 700 million of the 2006 amount has actually been budgeted; the other NIS 300 million is contingent on Israel obtaining US aid. Peres reportedly received a promise from Ministry of Finance budget director Kobi Haber that this NIS 300 million would still be allocated, even if US aid does not materialize.

Daroma-Eidan Hanegev and McKinsey and Co. of the US developed the Negev 2015 plan.

Olmert said NIS 17 billion “is a lot of money”, and that all resources were included in the budget, including NIS 1 billion in 2006. He stressed that the plan only set a framework and set targets at the moment, and that teams would formulate an operational plan over the next two months.

Targets to be achieved by 2015 include:

70% population growth from the current 535,000 to 900,000;
83% increase employment from the current 147,000 to 300,000;
60% reduction in the per capita income gap from the current 10.7% to 4.2%;
30% increase in the number of Jewish students at Ben Gurion University of the Negev and increase of Bedoine students from the current 2% to 5%.

Its a stupid plan. If they want to acheive all these targets, they are better off giving the Negev tax incentives for businesses, make it a Free-Trade-Zone for exports, a give low-interest loans to small businesses. They could use some of that money to fix the old towns instead of building new ones, and to extend the rail service. Doing all this will accomplish all the goals and would cost only a small percenatage of the NIS 17 billion.

I always for Pituah Hanegev...just too bad that they dont invest more in citys like Dimona and Arad...this is were all the money should go, for infrastructure, attractions, and highrise.

arad isnt rich, its actually quiet poor and "ok" with people working in the dead sea chemichals and in beer sheva.

My plan for the Negev

-Eilat to be a "Gambling Zone"
-Extend rail service to Dimona and Eilat(which is already being done)
-Fix existing towns(infrastructure, and public buildings)
-Reduce corporate tax in Negev to 25%
-Implement program that gives new small-buisness owners a 2% fixed loan for up to $50,000
-New businesses are exempt from employer NII and Health tax for 1 year
-Reduce income tax for all people in Negev by 5 points


This is a better plan than anything the government has.

Im for the Free-Trade zone.
As such, it should be in Eilat and Area :)

Make it nice place for people to live tax free...

because bedoins have a different culture, its not ghettos because its their own towns which they run themselves and the other option is to allow them to take over illegaly state lands, which is unfortunately becoming the norm..

Yeah, this is a great idea. It will allow more freedom for women, and the breaking of the totalitarian patriarchal extended family structure. People will enjoy freedom of action and thinking.

They like totalitarian patriarchal extended family structure. And freedom of action and thinking is more important to you then it is to them. Those are all Western ideals which non-Westerners(like Bedouins) don't care about.

I wish the Bedouin were more like what we want them to be, but that is no the case.

But it's a silly notion since you can't really say with any approximation what they like or don't like when they're brainwashed since birth to believe in those ideals. If they were grown in an enviroment where they weren't forced into those ideals, but then still decided to be slaves, then, sure. It's their choice. But this way, it isn't. And since there is no choice, it's mental slavery.
