seeing how politis and beurocracy work in Israel theywill never be united, and

I agree with you that their unification is a far dream, but I think that such will bring benefits.
True some level of authority will stay in the hands of former municipalities, however it is the case in all major cities – Berlin for example has a rathous(like a city hall) on every corner.
Unification will mean that taxes from the richer neighborhoods will improve infrastructure in poorer areas which is a fair and needed thing to do.
another advantages are that the “big TA” would be able to coordinate major projects in a better way; when people will look at a world map they will realize we have a city with over million residence(reputation) and other stuff..

I am comparing Israel to first world standards. The other countries you mentioned don't have the infrastructure and general level of development. I am also joking here, since I know that the reputation is exaggerated. Driving in Israel is okay, and has the usual challenges of driving in a small, crowded, and mountainous place. However, the drivers are indeed rude and impatient, which can create dangerous situations.

Israel actually has some nice driving regulations too, such as its safe traffic lights (although some people say that because they are so safe drivers in fact drive more aggressively).
