The idea is quite old, i don't think it happening anymore, but it would be kinda cool.
The idea was for it to be basically the same as NYC times square (maybe a diffrent name :p ) With shops and food places, and a big clock of some sort (i think that was the main idea) also with advertising (oh yay) and just a place for night life, with clubs and bars. Would be alright. I'm sure someone can dig up some info for ya.

Corner of Bourke St. and Collins St.
Supposedly Bourke St. will continue to run in a straight line, while Collins will swing around to join up. It follows the shape of the land of the old docklands.
Don't get too excited about it, the hype is just that. It is property developer propaganda. Unless you have a job down that way you would have no reason to go there.

If it was in the heart off the city like Bourke St Mall but out on the edge I'm not sure? Maybe lots of neon signs? Will apartment owners enjoy that?

It will be developed over time as the buildings surrounding the intersection are completed. The concept is that the area will be like Times Square but it won't be called Times Square Docklands, they just compared it to times square to give people an idea of what they wanted for that area.

They're already intersecting, but there's not much there apart from a nursery and a carpark.

people said that about new quay as well though and that has done alright for itself considering how far out it is.
I agree that a lot of it is just propaganda though.

It's in the middle of nowhere, but in 10years Docklands will look complete and bring about a change to Melbourne we havent seen before.
