I'm sorry, but Spain has more Kms. of highways than NL.
If you count the Autopistas and Autovias (which you can consider as highway) Normaly the autopistas have toll (péage). The Autovias are in good condition sometimes better than the Autopistas.

But in The Netherlands the roadnetwork is very good! I like to drive there! :)

Do you have examples(images) of autovías or(or is y and? ;)) autopistas libres? I think in Holland we call such roads "autoweg". Don't know how much KM of roads we have of that.

In Spain there are two classes of motorways: AP and A. Only AP roads are described as real motorways (autopista). A roads are 'dual carrigeways with motorway characterestics', that means that is is build with motorway standards, but not in fact a motorway. In the Netherlands you have just a few of those roads, but they are not signed as (semi-)motorway since it is not a special road class. Our "Autoweg" means road for fast traffic, but that implies also normal roads with limited access.
In the Netherlands you just have A roads (Motorways) and N roads (Non-motorways). (There are smaller s and r roads, but that is another story...)

To have in mind the size of the country, the Netherlands and Belgium has the most higways per square kilometer in Western Europe!
