Kempinski Raise Flag in Thailand

Kempinski Hotels & Resorts have signed a management contract for a deluxe five star hotel in Bangkok, establishing the Group’s operational presence in Thailand.
Kempinski, Europe’s oldest hotel group, was founded in Germany in 1897 and is today owned by the Crown Property Bureau of Thailand, making this announcement even more special. The Siam Kempinski Hotel is scheduled to open in March 2007. Contemporary Thai design and local handicrafts will complement the outstanding water features and landscape gardens to create a city resort, targeting corporate as well as the five-star leisure market.

BBG wins Thai hotel contract

Luxury hotelier, Kempinski Hotels & Resorts, and developer, Natural Park Public Company Ltd., have selected Brennan Beer Gorman Architects (BBG), in conjunction with Tandem Architects, to design the latest luxury property in Thailand.

Siam Kempinski Hotel & Residences will offer 300 guestrooms, including suites and lavish duplex garden cabanas, three restaurants, conference center and wellness center. In addition, 100 exclusive residences will be available within the complex. Currently in construction, the project will be complete in 2007.

"Siam Kempinski's design is contemporary, elegant and expressly Thai," said Jeffrey Williams, AIA, a partner with BBG.

นายเสริมสิน สมะลาภา กรรมการ ผู้จัดการ บริษัทแนเชอรัล พาร์ค (มหาชน ) หรือ N-PARK เปิดเผยว่า วานนี้ (5 พ.ย.) บริษัทริชชี่ อินเตอร์เทรด ซัพพลาย จำกัด ซึ่งเป็นบริษัทในเครือแนเชอรัล พาร์คได้ลงนามสัญญาเช่าช่วง ที่ดินส่วนติดกับโครงการสยามพารากอน จำนวน 18 ไร่ ระยะเวลา 30 ปี กับบริษัทสยามพิวรรธน์ จำกัด เพื่อนำไปพัฒนาโรงแรมและเซอร์วิสอพาร์ตเมนต์ โดยมีมูลค่าการลงทุนกว่า 3,000 ล้านบาท รวมค่าเช่าที่ดินและการก่อสร้าง โดยแบ่งจ่ายเงินค่าเช่าที่งวดแรก 500 ล้านบาท ส่วนที่เหลือแบ่งจ่ายรายเดือน หลังจากเริ่มเปิดดำเนินงานโรงแรมและเซอร์วิสอพาร์ตเมนต์ ในอีก 2 ปีข้างหน้า

สำหรับโครงการโรงแรมจะเป็นโรงแรมหรูระดับ 5 ดาว มีห้องพักจำนวน 300 ห้อง โดยให้เชนโรงแรมเคมปินสกี้ (Kempinski) ที่มีชื่อเสียงติดอันดับของ ยุโรป และที่สำคัญสำนักงานทรัพย์สินส่วนพระมหากษัตริย์เป็นผู้ถือหุ้นใหญ่ 80% เป็นผู้เข้ามาบริหารส่วนเซอร์วิส อพาร์ตเมนต์มีจำนวน 150 ห้อง

การคัดเลือกเชนโรงแรมที่จะเข้ามาบริหารโครงการนี้ มีเชนโรงแรมเสนอ ตัวกว่า 10 ราย แต่ที่เลือกเคมปินสกี้ เพราะมีการรับประกันรายได้ให้บริษัทปีละประมาณ 100 ล้านบาท เนื่องจากเคมปินสกี้มั่นใจในทำเลที่ตั้งโครงการที่อยู่ใจกลางเมือง ที่มีขนาดใหญ่ที่สุดถึง 18 ไร่ โดยปกติโรงแรมขนาดใหญ่ใจกลางเมืองจะมีพื้นที่เพียง 1-2 ไร่เท่านั้น ทำให้บริษัทมั่นใจว่าสามารถทำรายได้จากโรงแรมและเซอร์วิสอพาร์ตเมนต์ได้ปีละ 800-900 ล้านบาท คาดว่าจะใช้เวลาถึงจุดคุ้มทุนประมาณ 10 ปี

ทั้งนี้ ตัวอาคารโรงแรมจะเป็นลักษณะ Low Rise โดยมีคอนเซ็ปต์เป็น?ซิตี้ รีสอร์ตŽ ซึ่งเป็นรูปแบบการบริหารที่เคมปินสกี้มีความชำนาญอยู่แล้ว และจะสร้างความแตกต่างจากโรงแรมคู่แข่งที่อยู่ในพื้นที่เดียวกัน ที่ทั้งหมดเป็นอาคารสูง โดยราคาห้องพักเฉลี่ยคืนละ 170-200 ดอลลาร์สหรัฐ ส่วนเซอร์วิสอพาร์ตเมนต์ จะเน้นเจาะกลุ่มนักท่องเที่ยวต่างชาติที่มาพักแบบลองสเตย์ เฉลี่ยตารางเมตร ละ 1,000 บาทต่อเดือน ทั้งโรงแรมและเซอร์วิสอพาร์ตเมนต์จะเน้นกลุ่มนักท่องเที่ยว ต่างชาติเป็นหลัก

ผนึกจุดเด่นศูนย์ครบวงจรดูดลูกค้า

นางชฎาทิพ จูตระกูล กรรมการและผู้บริหารสูงสุด บริษัทสยามพารากอน ดีเวลลอป เม้นท์ จำกัด เจ้าของโครงการสยามพารากอน เปิดเผยว่า ได้ใช้เวลานานกว่า 2 ปี ในการคัดเลือก ผู้ที่จะเข้ามาลงทุนโครงการโรงแรมในพื้นที่ติดกับสยามพารากอน โดยมีผู้พัฒนาโครงการในประเทศเสนอตัวทั้งหมด 12 ราย ซึ่งคณะกรรมการได้ตัดสินใจเลือกกลุ่มแนเชอรัล พาร์ค ซึ่งเสนอแผนทำโครงการในระดับเฟิสท์ คลาส ตรงกับความต้องการของบริษัทที่ต้องการให้พื้นที่ ใจกลางเมืองที่มีขนาดใหญ่ที่สุด เป็นรูปแบบของ ซิตี้ รีสอร์ต โฮเท็ล เพื่อให้เป็นแลนด์มาร์กแห่งใหม่ของกรุงเทพฯ และกลุ่มแนเชอรัล พาร์คก็เสนอผลตอบแทนดีที่สุดให้บริษัทด้วย

?หลังจากเซ็นสัญญาให้แนเชอรัล พาร์ค เช่าช่วงที่ดินเพื่อลงทุนโรงแรม และเซอร์วิส อพาร์ตเมนต์แล้ว ส่งผลให้โครงการในพื้นที่ 70 ไร่มีความสมบูรณ์มากที่สุด ประกอบไปด้วยสยามเซ็นเตอร์ สยามดิสคัฟเวอรี่เซ็นเตอร์ อาคาร สำนักงานสยามทาวเวอร์ อาคารจอดรถสยาม เซ็นเตอร์ และที่กำลังก่อสร้างคือ สยามพารากอน ทำให้ทั้งโครงการมีพื้นที่รวม 1 ล้านตารางเมตร ซึ่งเมื่อทุกอย่างเสร็จสมบูรณ์ในปี 2548 ก็จะเป็น โครงการที่สุดแห่งความภาคภูมิของกรุงเทพ-มหานครŽ นางชฎาทิพ กล่าว

นายเสริมสิน กล่าวต่อว่ารูปแบบการทำตลาดของโครงการนี้จะเป็นแนวคิดแบบคลัสเตอร์ คือโครงการที่อยู่ในพื้นที่เดียวกันและช่วยส่งเสริมกันเอง โดยเฉพาะตัวโครงการศูนย์การค้า ทั้ง 3 แห่งที่อยู่ในพื้นที่เดียวกัน จะช่วยส่งเสริมให้ตัวโรงแรมและเซอร์วิสอพาร์ตเมนต์ทำราคาได้ดี นอกจากนี้ตัวโครงการเดอะสยาม โอเปร่า โรงละครในโครงการสยามพารากอนพื้นที่กว่า 5,000 ตารางเมตร บริเวณชั้น 6 ที่บริษัทเป็นผู้ลงทุนจะเป็นอีกหนึ่งกิจกรรมเสริมให้กับผู้เข้ามาพักในโรงแรมและเซอร์วิสอพาร์ตเมนต์ด้วย

ลุยลงทุนโรงแรมจังหวัดท่องเที่ยว

นอกจากการลงทุนโรงแรมและเซอร์วิส อพาร์ตเมนต์ในกรุงเทพฯแล้ว บริษัทได้เข้าไปลงทุนโรงแรมในจังหวัดท่องเที่ยวยอดนิยมของไทยอีก 2 แห่ง คือ โครงการโรงแรมเชดี (Chedi) เชียงใหม่ บริเวณที่ตั้งเก่าของสถานกงสุลอังกฤษ ริมแม่น้ำปิง พื้นที่ 17,000 ตารางเมตร จำนวน 120 ห้อง ลงทุน 800-900 ล้านบาท และโรงแรมเซไต (Setai) ภูเก็ต บริเวณจุดชมวิวของ อ่าวกะตะน้อย พื้นที่ 35,000 ตารางเมตร จำนวน 120 ห้อง ซึ่งเชนโรงแรม เชดีและเซไต เป็นของกลุ่มเจเนอรัล โฮเท็ล แมเนจเม้นต์ หรือ จีเอชเอ็ม ของภูมิภาคเอเชียที่มีความชำนาญและเชี่ยวชาญ การบริหารรีสอร์ตอย่างมาก ที่มีชื่อเสียงมากที่สุดคือรีสอร์ตบนเกาะบาหลี อินโดนีเซีย

"บริษัทยังมองหาทำเลและโครงการดีๆ เพื่อ จะลงทุนด้านธุรกิจโรงแรมและรีสอร์ตอีกในอนาคต โดยสนใจโครงการที่ก่อสร้างเสร็จแล้ว หรือใกล้เสร็จ เพราะใช้ระยะเวลาพัฒนาโครงการ ไม่นาน ก็เปิดดำเนินการขายหรือเช่า และสร้างรายได้ให้บริษัทได้ทันที"

นโยบายการดำเนินธุรกิจของบริษัท จะเน้น การเติบโตแบบยั่งยืน โดยแบ่งช่องทางการสร้างรายได้เป็น 2 ช่องทาง คือ รายได้จากการขาย 40% รายได้จากการเช่า 60% โดยรายได้จากการเช่า มาจากโครงการที่สร้างรายรับอย่างต่อเนื่อง เช่น โรงแรม เซอร์วิสอพาร์ตเมนต์ และอาคารสำนักงาน ส่วนรายได้จากการเช่า เช่น โครงการบ้านเดี่ยวจัดสรร ทาวน์เฮาส์ คอนโดมิเนียม

เพิ่มทุนริชชี่ฯ 100 ล้านบาท

นายเสริมสิน กล่าวต่อว่า ที่ประชุมคณะกรรมการของแนเชอรัล พาร์ค ซึ่งประชุมเมื่อวันที่ 4 พฤศจิกายน 2546 มีมติให้บริษัทจองซื้อหุ้นสามัญเพิ่มทุนในบริษัท ริชชี่ อินเตอร์เทรด ซัพพลาย จำกัด (ซึ่งเป็นบริษัทย่อยที่บริษัทถือหุ้น อยู่ 75% ของทุนจดทะเบียนชำระแล้ว ) จำนวน 742,500 หุ้น ในราคาหุ้นละ 100 บาท

ทั้งนี้ เพื่อเป็นการรักษาสัดส่วนการถือหุ้นของบริษัท ริชชี่ อินเตอร์เทรด ซัพพลาย จำกัด ที่มีทุนจดทะเบียน ณ วันที่ 31 ตุลาคม 2546 ชำระแล้ว จำนวน 1,000,000 บาท แบ่งเป็นหุ้นสามัญจำนวน 10,000 หุ้น มูลค่าที่ตราไว้หุ้นละ 100 บาท เมื่อวันที่ 4 พฤศจิกายน 2546 ที่ประชุมผู้ถือหุ้นของบริษัท ริชชี่ อินเตอร์เทรด ซัพพลาย จำกัด มีมติให้เพิ่มทุนจดทะเบียนอีกจำนวน 99 ล้านบาท เพื่อให้เป็นทุนจดทะเบียนจำนวน 100 ล้านบาท โดยการออกหุ้นสามัญใหม่จำนวน 990,000 หุ้น มูลค่าที่ตราไว้หุ้นละ 100 บาท และจัดสรรให้แก่ผู้ถือหุ้นเดิมตามสัดส่วนในราคาหุ้นละ 100 บาท

โดยบริษัทจะเข้าจองซื้อหุ้นสามัญเพิ่มทุนจำนวน 742,500 หุ้น (มูลค่าที่ตราไว้หุ้นละ 100 บาท ) ในราคาหุ้นละ 100 บาท คิดเป็นจำนวนเงินลงทุนทั้งสิ้น 74,250,000 บาท พื่อเป็นการรักษาสัดส่วนการถือหุ้นของบริษัทในบริษัท ริชชี่ อินเตอร์เทรด ซัพพลาย จำกัด

ในช่วงนี้ริชชี่ฯ ซึ่งเป็นบริษัทที่ลงทุนโครงการโรงแรมและเซอร์วิสอพาร์ตเมนต์ ในโครงการสยามพารากอน ยังไม่จำเป็นต้องใช้เงินทุนมากนัก เพราะต้องรอประมูลแบบก่อสร้าง จากบริษัทที่จะส่งเข้าประกวดก่อน ซึ่งจะใช้เวลาประมาณ 6 เดือน หลังจากนั้นจึงเริ่มลงมือก่อสร้าง เมื่อถึงเวลานั้นบริษัทจะเพิ่มทุนจดทะเบียนให้ริชชี่ฯ อีกครั้ง เพื่อนำเงินมาลงทุนในโครงการนี้ ซึ่งเมื่อริชชี่กู้เงินเพิ่มตามสัดส่วนดังกล่าว จะส่งผลให้อัตราส่วนหนี้สินต่อทุนเพิ่มเป็นอัตรา 1:1 เท่า และสัดส่วนนี้จะไม่เพิ่มจากนี้ เพราะ N-PARKจะนำเงินมาเพิ่มให้ในส่วนที่เหลือ

พัฒนา 7 โครงการมูลค่า 9 พันล้าน

หลังจากแนเชอรัล พาร์ค ได้เสร็จสิ้นการดำเนินตามแผนฟื้นฟูกิจการ โดยสามารถระดมทุนจากผู้ถือหุ้นใหม่ทั้งในและต่างประเทศได้เพิ่ม ขึ้นอีก 1,908 ล้านบาท ในเดือนม.ค. 1,947 ล้าน บาทในเดือนพ.ค. และอีก 4,029 ล้านบาทในเดือน ต.ค.2546 รวมเป็นทั้งสิ้น 8,000 ล้านบาท

ปัจจุบันแนเชอรัล พาร์ค ร่วมเป็นพันธมิตร กับผู้ประกอบการในประเทศที่มีศักยภาพด้านการ พัฒนาโครงการหลายราย ประกอบด้วย เป็นผู้ถือหุ้น 24.8% ของบริษัทแสนสิริ จำกัด (มหาชน ) ซึ่งจะเข้ามาช่วยสร้างรายได้จากการขาย ถือหุ้น 22.5% ของแปซิฟิค แอสเซ็ทส์ จำกัด (มหาชน ) เพื่อเสริมสร้างรายได้จากการเช่า และถือหุ้น 28.5% ของบริษัทสยามซินเทค จำกัด (มหาชน ) เพื่อสนับสนุนด้านการก่อสร้าง โดยโครงการโรงแรมและเซอร์วิสอพาร์ตเมนต์บริเวณสยามพารากอนบางส่วนก็มอบหมายให้สยามซินเทคเป็นผู้ก่อสร้างด้วย

ขณะนี้แนเชอรัล พาร์ค กำลังอยู่ระหว่างการพัฒนาโครงการอสังหาริมทรัพย์ 7 โครงการ รวมมูลค่า 9,000 ล้านบาท ได้แก่ โครงการ อพาร์ตเมนต์ แนเชอรัล พาร์ค ซอยสุขุมวิท 49 สูง 15 ชั้น จำนวน 82 ห้อง โครงการเซอร์วิส อพาร์ตเมนต์ เดอะแนเชอรัล วิลล์ เอ็กเซ็กคิวทีฟ เรสซิเด้นท์ ถนนหลังสวน สูง 27 ชั้น จำนวน 150 ห้อง โครงการอาคารสำนักงานเดอะแพลตินัม บนทำเลทองติดสถานีรถไฟฟ้าชิดลม สูง 25 ชั้น โครงการโรงแรมเชดี เชียงใหม่ จำนวน 120 ห้อง โครงการโรงแรมเซไต ภูเก็ต จำนวน 120 ห้อง โครงการสยามโอเปร่า และโครงการโรงแรมเคมปินสกี้ 300 ห้องและเซอร์วิสอพาร์ตเมนต์ 150 ห้อง หลังสยามพารากอน

No, actually they are waiting to lift all the trusses up to Siam Opera roof before the main construction can actually begins.

It looks so short, even for an 18 storey tower. But it doesn't have to be very tall around there I guess and it will do a welcome job of covering the bland rear view of Siam Paragon.

About half a year. All trees are temperary removed to Rama IX green house and will be moved back when the construction is finished.

Paragon has got a really ugly backside. But I guess this is what the Kempinski is for... a thong for Paragon's backside.

I'm not sure if thongs and ugly backsides are a good combo :D

I have read through this thread and from what I could gather, I could not find information on the bridge across the canal.

Why is it not being used, I seldom see any cars crossing it? Occasionally, I can from my Grand Diamond Condo see a car or two.

I used this bridge once.

It seems that there're very few people know about it and use it.
What I wonder is why theyopen it for only one direction, exiting Siam Paragon to Petchburi rd. but not the other way around.

Last night as I drove out from Siam Paragon, I thought I would give it a try as I saw the sign pointing to the bridge (and Petchburi road). Once I started the right turn, a half-asleep security guard jumped to life from his chair and almost blew his whistle into Kingdom Come.

There was no way he would let me use the bridge last night…. :ohno:

I haven't tried walking it yet but it would have been a great short cut from Grand Diamond!

Yeah unfortunately, considering how pedestrians even have the lowest priority on many sidewalks in Bkk :(

Trying to stay within the topic, but it's funny you mention it, but more than two handful years ago when I first started driving here in Thailand after moving here (from Philippines and Indonesia), I once stopped at a zebra-crossing to let a woman cross the street.

This made the driver of the car behind me very angry and he came out screaming at me... :nuts: so much anger...

I tried walking the bridge from Petchbure road yesterday but after crossing it and arriving at the Siam Paragon side, a security guard told me that 'doen may dai krub' (can not walk) across.

I just don't get it, why not? It's an god-blessed beautiful short cut.... :ohno:

Even if you're not in a car's way they'll try to run you over. ( happened to me )

On thonglor we have a proper red light pedestrian crossing. And 50% of drivers ignore it all the time even when red. Someone needs to teach Thai drivers to be more civilised.

Thanks for the photo update and the walking experiment pakarang :) I hope people's mindset about creating a pedestrian friendly environment will improve over time, but for now it will be interesting to watch this hotel grow. I'm sure it will improve the view from Grand Diamond by replacing the dull rear view of Siam Paragon with something more lively.. even if some of the green area will be blocked as well.

Pleasure is all mine...

I wonder though, the squattered area, including two or three really old-looking apartment blocks, besides the Saen Saeb Canal in the area behind World Trade and Siam Paragon/ Kempinski....

It's got to go - maybe the governement can make a new nice apartment for them somewhere and make a canal walk in the area instead... a new suan lum mini-night plaza... lol

If this is what the Kempinski is still going to look like..it's a tad boring and a design than can be easily got wrong and look shabby very quickly if the right quality of materials are not chosen.

Materials
and Greenery
are the key components here, the Kempinski group must really focus on ultra quality and design so as not to undermine their branding

If anyone has any updated architect plans I'd be really interested to see

The new road connecting the Kempinski and Centara is very wide, double lane, who is it mean for?
There should be some kind of shuttle service between Central and Paragon.
I found it to be an excellent short cut when I fund myself on Ratchadamri and anted to get to Siam quickly...

off a tangent here slightly but the kempinski looks as if it will be easily accessible from Paragon unlike the Centara is to central world...the paragon lady owner has a good business head and the fact that one also has access to the BTS from Paragon is a winner.

Central world should have done the same.
Ig I was central world I would have got together with Gaysorn family and the owners of the other place (facing Gaysorn) and somehow investigated if another station stop could be added, I know that one would want to consider the shrine but I think a stop outside Gaysorn and the hotel there would work..or a stop just after the shrine between Zen and the police hospital.

I cannot understand why that has not yet occurred, if I was Central owners I would be looking into increasing my traffic flow. Paragon is way much more busier than Central

You mean stops less than 100 metres apart? That's a bit close by any standards. Their best realistic bet is to wait until there is a major transport station on Petchburi (in 2030 or something!)

I now what your saying, others an my partner said exactly the same thing, but then when we walked from either Chidlom or Siam to get to Central...its not exactly and easy or dare I say short walk for when the days starts to get really hot.
I think in this case it would be a viable consideration because it so populated, it would actually disperse traffic from those 2 stations which will only get bigger..its a bit like Piccadilly station and Leicester sq station, they are less than 100 metres away from each other, BUT help in commuter dispersing...

Ratchadamri needs a sky walk running the length of it all the way to Pratunam with more points to get off on either side, with escalators and not shoddy steps that one nearly trips over. The owners of that land really should do more to maintain its up keep or at least make sure the people responsible for it do !!!

With all the projected buildings that are being considered in that area the BMA really should bring together a consortium to address pedestrianisation..eg to walk over the bridge over san sep is bloody dangerous...and lets face it diesel is not always going to get subsidised by the government. Public transport need to be increased and made easier and much more effective

again, I agree....but given the 'proactive' stance of the BMA and Thai developers, it may be something that 22nd century Bangkok will enjoy...

as far as I know, the issue of centralworld/Gaysorn not having a stop directly, is because first off, a lot of the developers when the BTS was being built DIDN"T want the stop right outside their sites; I can just imagine that back then the idea of direct connections into the building didn't appeal; vsibility blocked...etc etc.

And with Siam being a logical main stop, that meant at the time that Chitlom wanted to be easily accessed, plus Mater Dei....

There is no way you could have a stop between the two; physically not possible as it is dual level there.

At the time, remember that the BTS was built when Central did not own the World Trade Center, and Siam Paragon those guys didn't even own the land at that point, I think they secured the land in maybe 2001? a year later when it was clear that the skytrain had a huge advantage, especially at Siam as the interchange sta-chun.

That road as I understand is to reduce traffic, but Central are dragging their heels in order to preserve the traffic they have. IMHO CW is a better shopping centre in a lot of respects, but Paragon's location and coming first is just the total winner. Plus they got a least a range of luxury tenants which CW couldn't really do being next to the Gaysorn guys.

Kempinski on the other hand is targeting the same market as all the other luxury hotels on that road and their major competitor would be The Grand Hyatt Erawan, Intercontinental and so on...

Not do-able BKK is no longer a major port for Expo and meetings as it once was, Malaysia is taking that apple, ie F1....so my sentiments stay the same, Centara has competition...and a serious one at that.

in my opinion ALL hotels are having problems now because of the current econ downcycle (made worst because of the local political problems and H1 flu)....

BUT when the cycle goes back up....people will be complaining about how to get a room on short notice.... same 'ole story....

anyway...I like the new Kempinski coming up....I think it will cater to a slightly different crowd than the Centara because its a bit more upscale....

for the future, I think we need just a bit more Marriott Courtyards, Accor Ibis, and aLofts, Holiday Inn Express and those kind of good quality budget places too....

Well... every time I was there, they always have some kind of 300+ pax meetings going on. Last time I was there doing an event, I've talked to the Catering Sales Manager and she has told me that they are always on a 70% occupancy so I think they are doing quite well.

น่าจะสร้างตึกหรืออะไรมากกว่านะครับ เพราะวิวไม่ดีเลยถ้าจะสวนสาธารณะเป็นจริงจังๆ แบบสวนเบญจสิริ อะไรยังงี้ มองไปติดพันทิปเต็มๆ ส่วนตัวอยากให้สร้างเป็นสนามบอร์ดหรือว่าอะไรให้เด็กมันเล่นกัน พวกกีฬา extreme ทั้งหลายอ่ะ sakteboard, BMX, hiking, etc ติดกันก็เป็นสวนเล็กๆ ให้เด็กมันมาโชว์นู่นโชว์นี่ก็ได้ ทำให้เหมือนสวนสันติเลยฮะ จะดีมาก

แม้ว่าโครงการจะติดปัญหาและที่ผ่านมายังไม่มีรัฐมนตรีหรือรัฐบาลชุด ไหน กล้าฟันธงว่าจะดำเนินโครงการต่อหรือยกเลิก ส่งผลให้ที่ผ่านมา กทพ.ต้องถูกบริษัท ทางด่วนกรุงเทพ จำกัด (มหาชน) หรือบีอีซีแอล ฟ้องร้อง เนื่องจากไม่สามารถหาพื้นที่ก่อสร้างได้ตามสัญญา

แหล่งข่าวจากกทพ.กล่าวว่า ปัจจุบันกทพ.อยู่ระหว่างเจรจากับบีอีซีแอล เพื่อหาทางออกร่วมกัน เพื่อยุติปัญหาการฟ้องร้องกรณีโครงการก่อสร้างด่วนบ้านครัว มูลค่า 308,944 ล้านบาท ซึ่งเป็นผลมาจากกทพ.ส่งมอบพื้นที่ก่อสร้างให้ไม่ได้ ขณะนี้อยู่ในขั้นตอนการพิจารณาของอนุญาโตตุลาการ

อย่างไรก็ตาม หากหากกทพ.จะเดินหน้าก่อสร้างต่อ อาจกลายเป็นประเด็นการเมืองได้ เพราะนักการเมืองในพื้นที่ดังกล่าวอาจต้องการรักษาคะแนนเสียงของตนเองไว้จึง ยังไม่ต้องการจะไปดำเนินการใดๆที่จะกระทบคะแนนเสียง ดังนั้น จึงต้องการให้รัฐบาลชี้ขาดว่าจะยังคงให้กทพ.เดินหน้าโครงการหรือล้มเลิก โครงการ ซึ่งกทพ.จะได้หาแนวทางใหม่หรือพื้นที่ใหม่สำหรับการก่อสร้าง เพื่อแก้ปัญหาการถูกฟ้องร้องจากภาคเอกชน

“หากรัฐบาลยังไม่ตัดสินใจก็มีวิธีการให้รัฐบาลตัดสินใจได้ คือจะสร้างทางเส้นอื่นทดแทนให้ แล้วดูว่าเพียงพอต่อความต้องการใช้ของประชาชนหรือไม่ สามารถแก้ปัญหาจราจรได้หรือไม่ หรือถ้าแก้ได้จะยกเลิกสร้างโครงการบริเวณบ้านครัวหรือไม่ ซึ่งรัฐบาลควรจะระบุเลยว่าสร้างหรือไม่สร้าง กทพ.จะได้เตรียมแผนงานอื่นทดแทน”แหล่งข่าว

ขณะเดียวกัน กทพ. ได้ขอต่ออายุพระราชกฤษฎีกาเวนคืนที่ดินโครงการทางด่วนสายนี้ ออกไปอีก 4 ปี มีผลบังคับใช้ไปแล้วหลังจากที่ลงประกาศในราชกิจจานุเบกษา เมื่อวันที่ 7 ม.ค.2551 ที่ผ่านมา อย่างไรก็ตามถึงแม้ว่า แม้ พ.ร.ฎ.เวนคืนที่ดินจะมีผลบังคับใช้แล้ว แต่ กทพ.เองก็ยังไม่สามารถลงพื้นที่เพื่อทำการสำรวจ แนวเส้นทางได้ เนื่องจากต้องรอดูความชัดเจนจากรัฐบาลว่าจะหาทางออกเกี่ยวกับโครงการนี้ อย่างไร หลังจากค้างคามานานหลายยุคหลายสมัย

ทั้งนี้โครงการดังกล่าวมีการศึกษาไว้ตั้งแต่ ปี 2543 โดยจะเวนคืนบริเวณชุมชนบ้านครัว วิทยาลัยช่างกลปทุมวัน สะพานหัวช้าง และวัดปทุมฯ จำนวน 639 หลังคาเรือน ใช้งบเวนคืน 3,593 ล้านบาท แบ่งเป็นเขตราชเทวี 361 หลังคาเรือน เขตปทุมวัน 278 หลังคาเรือน แต่ปัจจุบันช่วงเขตปทุมวัน ยอดจะเพิ่มขึ้นมากเป็นหลาย 100 หลังคาเรือน เพราะมีชาวบ้านปลูกบ้านใหม่เพิ่ม โดยเฉพาะบริเวณหลังวัดปทุมฯ

แหล่งข่าวจาก กทพ.กล่าวอีกว่า ค่าเวนคืนและค่าก่อสร้างอาจเพิ่มขึ้นจากเดิมที่เคยศึกษาไว้ปี 2549 ซึ่งขณะนั้นค่าก่อสร้างและเวนคืนที่ดินโดยรวมอยู่ที่ 8,100 ล้านบาท แยกเป็นค่าก่อสร้าง 2,861 ล้านบาท ค่าเวนคืนที่ดิน 5,239 ล้านบาท

สำหรับแนวเส้นทาง มีระยะทางยาว 2 กม. จุดเริ่มต้นจะเชื่อมกับทางด่วนขั้นที่ 2 บริเวณด้านใต้ของด่านยมราช จากนั้นจะตัดเลาะคลองแสนแสบไปยังสะพานหัวช้าง ผ่านด้านข้างวังสระปทุม หลังศูนย์การสยามพารากอน หลังวัดปทุมวนาราม ถนนอังรีดูนังต์ แล้วไปลงที่ถนนราชดำริ

i agree with you there. at the moment it looks like it was completed in the 80/90s

the design is kinda boring, and it's right behind Siam Paragon which means that no one will see from the street view
