Pembangunan semula Jalan Pekeliling dijangka bernilai RM2b


KUALA LUMPUR 12 Jun - Projek pembangunan semula kawasan perumahan di sekitar Jalan Pekeliling di ibu negara yang diswastakan kepada Asie Sdn. Bhd. (Asie) dijangka membabitkan kos RM2 bilion dan mengambil tempoh 15 tahun untuk disiapkan.

Pengarah Projek Asie, Raja Datuk Seri Zulkifli Raja Tun Uda berkata, projek itu akan dilaksanakan dalam tiga peringkat iaitu pembinaan penempatan semula, pemindahan penduduk serta kerja-kerja meruntuhkan bangunan sedia ada dan pembangunan semula.

``Kerja-kerja pembinaan kawasan penempatan semula penduduk di rumah pangsa Jalan Pekeliling di dijangka siap 2005 dan disusuli projek pembangunan semula di kawasan itu dijangka bermula 2006,'' katanya.

Beliau memberitahu demikian pada sidang akhbar selepas majlis menandatangani perjanjian kemudahan pinjaman sindiket bertempoh sebanyak RM110 juta antara Aseambankers Malaysia Bhd. (Aseambankers) dan Bintai Kinden Corporation Bhd. (BKCB) bagi memajukan projek itu di sini hari ini.

Di bawah program penempatan semula itu, sebanyak 2,791 keluarga yang menetap di rumah pangsa Jalan Pekeliling akan dipindahkan ke kawasan penempatan semula di Taman Setapak Jaya, Sri Rampai, Setapak di sini.

Rumah pangsa di Jalan Pekeliling akan di robohkan dan kawasan itu akan dibangunkan semula dengan projek hartanah dan komersial.


Raja Zulkifli menambah, selain itu beberapa lagi kawasan rumah pangsa lama antaranya di Jalan Hang Tuah sedang dipertimbangkan untuk diroboh bagi memberi laluan kepada projek pembangunan baru di situ.

Jelasnya, kawasan penempatan baru di Sri Rampai yang dikenali sebagai Projek Taman Sari akan menempatkan 3,737 unit rumah pangsa, 300 kuarters polis, Hospital TB dan kompleks Dewan Bandaraya Kuala Lumpur (DBKL).

Sementara itu Menteri Di Jabatan Perdana Menteri Senator Datuk Tengku Adnan Tengku Mansor berkata, pembinaan semula kawasan sekitar Jalan Pekeliling merupakan sebahagian daripada pelan pembangunan semula kawasan perbandaran DBKL.

Ujarnya, projek tersebut dijalankan bagi memberi keselesaan kepada rakyat terutamanya penduduk flat di Jalan Pekeliling yang sudah berusia lebih 30 tahun.

Kemudahan pinjaman sindiket tersebut turut melibatkan beberapa bank lain termasuk Affin Bank, AmBank, Bank Bumiputra Commerce, Eon Bank serta Maybank.

Pada majlis itu Aseambankers diwakili oleh Naib Presiden Perbankan Pelaburan dan Pasaran Hutang Emran Ismail manakala BKCB diwakili oleh Pengerusi Kumpulan Syed Ahmad Abu Bakar dan Pengarah Eksekutif Datuk Ang Lian Kim.

Definitely they will issue in the newspaper about the date n Jalan Tun Razak will be close for that purpose.

its really one of the first buildings in KL pre fabricated! Surely then they take it apart the same way they built it ha ha !Better still if they can move it elsewhere!Really no reason to close jalan tun razak .its bad enough as it is despite of widening of the bridge under the lrt stn .

Projek roboh Flet Pekeliling


KUALA LUMPUR: Flet Pekeliling di Jalan Tun Razak, di sini yang selama 36 tahun menjadi mercu tanda utama di ibu negara, akan dirobohkan selepas Tahun Baru Cina menggunakan kaedah konvensional pecah dan roboh secara berperingkat.



Projek meroboh dan membangunkan semula tapak flet itu dengan pusat komersial akan dijalankan oleh Asie Development Sdn Bhd yang beribu pejabat di Desa Pandan di sini.

Jurucakap syarikat itu berkata Dewan Bandaraya Kuala Lumpur (DBKL) sudah mengarahkan pihaknya melaksanakan proses merobohkan bangunan itu secepat mungkin.

“Ini kerana bangunan yang dikosongkan sejak akhir tahun lalu dikhuatiri menjadi sarang penagih jika terbiar terlalu lama,” katanya.

Bangunan itu meliputi dua blok kediaman 17 tingkat, empat blok rumah kedai empat tingkat dan pejabat DBKL.

Two blocks at Pekeliling Flats torn down

KUALA LUMPUR: Two blocks of the Pekeliling Flats have been torn down and others are in the process of being demolished following months of relocating residents.

Motorists driving along Jalan Tun Razak towards Setapak and Kuala Lumpur Hospital can now see a glaring space on the left, where the low-rise commercial-cum-residential Blocks H99 and J97 once stood.

It is learnt that demolition works began a month ago, following the relocation of residents from Blocks A, B, H and J in August, and Blocks G, K and L in September last year. Block D was vacant by Hari Raya Puasa in November, leaving only Blocks C, E and F occupied.

An office-cum-business block is currently being torn down.

Abdul Naim Jalil, 64, who used to operate a food stall there, said demolition works on the block began about four days ago.

One of Kuala Lumpur’s earliest public housing projects, the Pekeliling Flats – also known as Tunku Abdul Rahman public flats – was built in 1967. It had 11 residential blocks comprising 2,969 units.

The area will make way for a commercial and housing project called Tamansari.

The ones at pekeliling actually look like the ones still existing in the UK and Germany. I even saw in a design mag that the their style are pretty "in" now. But the redevelopment at pekeliling will surely be a much more modern and better looking one lah. The ones at BB are a bit too ugly for such a nice area but too bad those are private and legal which then is harder to deal ler

its nothin new really taking down these old public housing building!just that what they planing to built in its place that troubles me. i have no clue whats planed for these area but its save to assume that its going to be more expansive apts double in height what is really the point of taking down the old pekeliling flat when at the end they just going to double the amount people living there in the future!i see the lrt andmonorel being high on their selling pitch!well guys just my humble opinion.

Quite a nice place this Desa Rejang. My friend open his clinic there n I have been to that place couple of time already. :D

Rivercity garden VS kl sental .. so
which one better ??

i think, the Rivercity Garden have a beutiful landscape compare to kl sental.
interm of height diagram.. both are great ( scored rivercity 2 - 1 kl sental ) :) becoz, the Rivercity more dense n got many buildings rather than kl sentral.

WORK to demolish two blocks of the 17-storey Pekeliling Flats on the Lebuhraya Mahameru-bound Jalan Tun Razak are expected to be completed by April.

Once the two high-rises, Blocks A101 and B91, have been knocked down, work will begin on the first phase of an urban renewal project called Tamansari.

The Tamansari project will be undertaken by Government-appointed developer ASIE Sdn Bhd.

Since the demolition exercise started on Dec 27 last year, Blocks H99 and J97, consisting of four-storey shophouses, had been torn down by crawler-mounted excavators.

Another seven blocks on the Jalan Pahang-bound side of the road will be demolished at a later stage.

C. Sivakumar, the safety and health officer of Chang Cherng Trading which has been contracted by ASIE to undertake the demolition project, said his company was complying with safety regulations such as in the use of scaffolds, safety nets and other safety measures and methodologies constituted in the Factories and Machinery Act 1974 and Occupational Safety and Health Act 1994.

“We achieved zero-occupational accident, zero-poisoning and zero-disease outbreak at our site throughout January,” he said during a media briefing at the site office in Jalan Pekeliling Lama.

Media members were taken on a tour of the site where a crawler-mounted excavator was hoisted to the top of the 17-storey Block B91.

There, several excavators will break the pre-fabricated structures into small concrete pieces before disposing of them through the flat's air wells used as chutes to transfer debris from the top to the ground level.

As excavators work on the top of the building, debris will be hauled away through the openings of the chutes.

This method will be used to demolish Levels 6 to 17 while long-arm cranes with breaker jaws will break down the remaining structures from the sixth floor onwards.

Sivakumar said 37 workers had been engaged for the job.

”Although we’ve been given April 15 as deadline to finish the demolition, we have requested for an extension as we want to carry out the project slowly to reduce the environmental impact on surrounding areas,” he said.

Residents of Blocks A, B, D, H, J, and L have been relocated to other newer public flats, mainly Desa Rejang PPR in Setapak Jaya, leaving only Blocks C, E, F , G and K occupied.

Components of Tamansari

Just under half or 43 per cent of the total development space in Tamansari, Kuala Lumpur will house residential pro-perties. Commercial development like retail space, offices and condotels will occupy another 29 per cent. This leaves the remaining 28 per cent for public and recreational facilities.

In the Dec 21, 1998 issue of City & Country, we outlined the proposed components of Tamansari. Some changes, however, have been effected. The following is the updated list:



Parcel A
The Menara Sari Complex and five-star Luxury Spa Hotel
This parcel will have the tallest building in Tamansari, sitting atop part of the City Walk and fronting the most breathtaking view of the Gombak River Promenade. The 40-storey twin tower signature entry ¡X one office tower and the other retail ¡X will also house a five-star 350-room hotel tower.

Parcel B
Plaza on the Park
A commercial plaza fronting the Gombak River Promenade earmarked for business-related activities. The "super intelligent" cascading building ranges from 10 to 22 storeys and will boast a flexible modular concept with private entrances.

Parcel D
Condominiums
This parcel will comprise 446 condo units in two 38-storey and one 36-storey block that share modern facilities and easy access to amenities.

Parcel F
Medical centre and hospital apartment
Twin towers rising 24 storeys sited on a common podium will also provide temporary and permanent lodging facilities for doctors, nurses and patients' families.

Parcel G
Condominiums
A 32-storey condo complex comprising 240 units to front Jalan Tun Razak. It will be directly connected to the Transportation Plaza and the City Walk.

Parcel H
Apartment Towers over City Walk
Twenty-five-storey twin towers, housing 300 apartment units, will sit above part of the City Walk and will be directly connected to the Transportation Plaza.

Parcel J
Apartment blocks on a commercial podium
A 22-storey serviced apartment tower and a 12-storey apartment tower will sit on the commercial podium linked to the City Walk fronting Jalan Tun Razak.

Parcel K
Apartments and townhouses on a commercial podium
Three blocks of 25-storey towers consisting of 600 condo units will sit atop part of the City Walk. A total of 180 townhouse units will occupy the upper podium level while commercial areas will be on the lower podium.

Parcel L
Serviced apartments and Transportation Plaza
A 25-storey serviced apartment with 132 units will sit above a retail and commercial podium. There will be an intra-city terminal with city buses and taxis on the ground level at the podium connected to the Transportation Plaza in Parcel X.

Parcel M
All-suite corporate quarters and Marriage Pavilion
Thirty-five-storey twin towers mounted on part of the City Walk will house the all-suite corporate quarters, a five-star resort-style hotel and the Marriage Pavilion.

Parcel N
Office tower
Semi-circular intelligent building cascading from 25 to 30 storeys will offer some 500,000 sq ft of office space.

Parcel P
The Residency Luxury Condos
This semi-circular 30-storey building complements the office tower in Parcel N, offering 304 luxurious residential units.

Parcel Q
Luxury condos
Some 150 high-end luxury condo units will be housed in six 15-storey blocks fronting the Gombak River Promenade.

Parcel R
Condos
A 27-storey luxury condo block fronting the Gombak River Promenade. It will be directly connected to the Transportation Plaza and City Walk via a bridge (Parcel W).

Parcel S
Public housing
This parcel will probably be separated from the rest by a chain link fence.

Parcel V
City Walk over Gombak River
A 2-storey elevated structure across the Gombak River with retail and shopping areas.

Parcel W
Restaurant overlooking Gombak River
A 2-storey elevated structure with a restaurant overlooking the river, and connecting the high-end residences on Parcels Q and R across the Gombak River to the Transportation Plaza and the City Walk.

Parcel X
Transportation Plaza
A 3-storey structure elevated above Jalan Tun Razak will connect the three multi-modal public transportation systems ¡X the LRT, PRT and intra-city buses and taxis ¡X with the retail and shopping centre at the adjacent serviced apartment in Parcel L.

Parcel Y
Skybridge over Jalan Tun Razak
A 3-storey elevated structure across Jalan Tun Razak with retail and shopping areas will form part of the City Walk.

PETALING JAYA: Work on the RM5.8 billion Tamansari, an urban renewal development of the decades-old Pekeliling flats (file pix) along Jalan Tun Razak in Kuala Lumpur, has been delayed yet again.
The project, conceived in the mid-1990's, is a mixed development by Asie Sdn Bhd to replace Dewan Bandaraya KL (DBKL)'s ageing low-cost flats that have been an eyesore.

According to reports in 2003, construction of the first two parcels ­ Parcel X (Transportation Plaza) and Parcel L (serviced apartments) -- was to start by early 2004. But this did not take place. Asie subsequently announced in October last year that Parcel K would instead be the first to launch by end-2005.

But in the developer's statement in response to queries from The Edge, a sister publication of theSun, Asie has informed that they are still awaiting full possession of the site, which is currently 95% vacant. It said DBKL has yet to relocate the market and the hawkers which are within and near the Parcel K site. As to the cause of its initial delay, where work was to have started in early 2004, The Edge reported that this had to do with "issues related to the relocation of the flat dwellers".

The work to demolish all 11 blocks of low- and high-rise flats in the site was to have been completed by the middle of the year. However, in its email reply to queries, Asie said only partial vacant possession of Parcel K has taken place. The developer is still "awaiting official handover of Parcels G, H and J".

Covering roughly 57 acres, the development planned on this leasehold site is expected to be developed over a 7- to 10-year time period. The entire development is planned over 21 parcels. The master plan for this project was approved by DBKL in July 1997. Asie is believed to be among several companies that vied for this major renewal project back then.

To re-house the occupants of the flats, Asie has completed Sri Rampai 1, which comprise 1,920 homes in eight blocks in Setapak in March 2005, nine months ahead of schedule. Sri Rampai 2, made up of 880 units in four 20-storey blocks, will be ready by the end of the year.

The four-acre Parcel K, which has an estimated gross development value of RM600 million, is planned with 246 units in three serviced apartment blocks and two office towers with about 583,654 sq ft of space. The serviced apartments will range between 890 to over 5,000 sq ft in size with prices to range from about RM380 to RM395 psf. Average prices for the office space is expected to be from RM400 to RM450 psf.

THESE two photos show a similar view of the Pekeliling Flats area near the Titiwangsa KL Monorail and Ampang/Seri Petaling Line stations in Jalan Tun Razak, Kuala Lumpur.

But the glaring difference in the photos is that now Blocks A101 and B91 (on both sides), which once stood 17 stories tall, have been demolished to make way for an urban renewal project called Tamansari.

Since the demolition exercise started on Dec 27 last year, Blocks H99 and J97, consisting of four-storey shophouses (between the two blocks of flats), had been torn down by crawler-mounted excavators.

“We have complied with all the requirements set by the Occupational Safety and Health Department, Department of Environment and KL Monorail, including the handling of debris, noise monitoring, putting up of safety nets around the buildings and tilting tests to ensure the monorail columns are stable,” said.

The demolition project was carried out without using explosives. Instead, the contractors used a method whereby crawler-mounted excavators were hoisted to the top of the flats.

There, the excavators broke the pre-fabricated structures into small concrete pieces before disposing of them through the flat’s air wells used as chutes to transfer debris from the top to the ground level.

Almost all residents of the 11 residential blocks have been relocated to other newer public flats, mainly Desa Rejang PPR in Setapak Jaya.

One of Kuala Lumpur’s earliest public housing projects, the Pekeliling Flats – also known as Tunku Abdul Rahman public flats – were built in 1967. It is learnt that the remaining seven blocks in the area will be demolished at a later stage.

THE RM9 billion urban regeneration project at the intersection of Jalan Pahang and Jalan Tun Razak area in Kuala Lumpur will have as its centrepiece a 60-storey tower unlike any other in the world.

The project owners will only unveil the uniqueness of the tower at an official ceremony planned for later.

Meanwhile, a strong team of foreign and local financiers, project managers, consultants, architects and designers have been assembled for the Tamansari Riverside Garden City project, previously the Pekeliling Flats area.

Construction is scheduled to start by January 2008 and the entire project is targeted for completion within seven or eight years.

The project owners comprising Australian financial services group Macquarie Bank, Australian construction and engineering company, Leighton Group, construction investment firm Saha Regal and local project developer ASIE Sdn Bhd signed a joint-venture agreement recently.

Master planner and architect for the project is the renowned firm Goh Hock Guan & Associates (GHG).

Also involved are Malaysia's Bank Pembangunan Bhd, Australia-based design group, Hassell; global project consultant, Rider Hunt; and international consultant engineers comprising the ARUP group, Lincolne Scott and Connell Wagner.

Based on a waterfront city-within-a-city concept, the 22.3ha Tamansari will consist of a mixed development of commercial and residential properties.

Speaking to Business Times last week, GHG principal Goh Hock Guan and ASIE chairman Datuk Khalil Akasah summarised the development as being another prestigious address in Kuala Lumpur.

Parcel M within the Tamansari project's first phase will cost about RM700 million. The project parcel will be connected across the busy Jalan Tun Razak to the site across the highway via an elevated walkway.

It will include the area where one part of the Pekeliling flats once stood. Residents of the one-room flat built in the 1970s have since been relocated to a three-room flat built by ASIE with financing from Bank Pembangunan.

Parcel M within the first phase will include the unique tower to be built on the banks of the Gombak River. The parcel will cost about US$1 billion (RM3.36 billion).

Other parcels within the entire project will include hotels, condominiums, office and commercial blocks, government and public housing and a medical centre.

The entire project will be done on a private financing initiative basis. Its ownership will remain with the joint-venture partners while financing will be undertaken by Macquarie Bank which will also conduct international sales of the properties.

As at December 2006, Macquarie has total assets of about A$112.6 billion (RM335 billion) and a market capitalisation of A$153.4 billion (RM457 billion).

The Leighton Group is an internationally renowned project developer and contractor based in Australia.

GHG, meanwhile, is helmed by Goh, a veteran in town and project planning whose numerous projects include the highly successful Subang Jaya.

ASIE was first awarded the project by the government in 1998, but it was unable to proceed until residents of the Pekeliling flats were relocated.

ASIE is controlled by Khalil, who was an aide to the late Tun Abdul Razak Hussein, Malaysia's second prime minister.

KUALA LUMPUR: Selepas bertahun tertangguh, kumpulan terakhir 140 penghuni Perumahan Awam Tunku Abdul Rahman atau Flet Pekeliling di Jalan Tun Razak, di sini, akhirnya akur untuk dipindahkan ke Flet Sri Terengganu, dalam tempoh terdekat.

Pengarah Jabatan Perancangan Ekonomi dan Penyelarasan Pembangunan Dewan Bandaraya Kuala Lumpur (DBKL), Mohd Yusoff Ibrahim, berkata penghuni terbabit bukan saja bersetuju dipindahkan bahkan sudah meninjau penempatan baru mereka di Sri Terengganu.

“Kita bertanya apa masalah mereka dan mana-mana permintaan yang dikemukakan sesuai dan boleh dipenuhi akan kita penuhi. Antaranya, timbul rasa tidak puas hati apabila ada di kalangan penghuni mendapat unit yang mempunyai satu bilik dan ada penghuni lain mendapat unit dua bilik.

“Jadi, kita cuba membantu mereka dengan memberikan dua unit kediaman kepada mereka yang mendapat unit satu bilik. Selain itu, mereka turut meminta Parcel S dimulakan projek pembinaan terlebih dulu,” katanya pada pertemuan bersama Datuk Bandar dengan media di sini, semalam.

Beliau berkata, notis pemindahan kepada penghuni terbabit sudah dikeluarkan dan mereka boleh berpindah ke Sri Terengganu pada bila-bila masa kerana penempatan itu sudah tersedia kosong untuk mereka huni.

“Penyewa di blok Sri Terengganu sudah dipindahkan ke penempatan baru di Projek Perumahan Rakyat (PPR) Batu Muda kecuali tujuh unit masih berpenghuni yang memerlukan kita memujuk secara lembut.

“Kita juga akan membantu dari segi pengangkutan untuk memudahkan mereka berpindah, seperti dilakukan kepada penyewa perumahan awam itu ke Sri Rejang, Setapak, dulu.

“Mereka boleh mula mengambil kunci kediaman masing-masing dan boleh berpindah dalam tempoh terdekat. Mereka akan tinggal di sini sementara menunggu perumahan kekal mereka di Parcel C disiapkan sepenuhnya,” katanya.

Beliau berkata, selepas pemindahan baki penghuni Flet Pekeliling itu, pihaknya akan menyerahkan kawasan berkenaan kepada pemaju bagi membolehkan mereka masuk dan melakukan kerja merobohkan bangunan berkenaan.

Flet Pekeliling dibina pada Rancangan Malaysia Pertama (RMK-1) iaitu rumah pangsa kedua di ibu negara selepas Perumahan Awam Razak Mansion di Sungai Besi bagi menempatkan golongan berpendapatan rendah dan setinggan.

Isu Flat Pekeliling selesai

KUALA LUMPUR 2 Jan. - Masalah pemindahan pemilik rumah Perumahan Tuanku Abdul Rahman atau lebih dikenali sebagai Flat Pekeliling akhirnya menemui titik noktah apabila kumpulan terakhir penduduk di situ berpindah ke Projek Perumahan Rakyat (PPR) Seri Terengganu, Sentul pada 29 Disember lepas.

Setelah sekian lama bertegang leher untuk mencari kata sepakat, kini kedua-dua pihak iaitu Dewan Bandaraya Kuala Lumpur (DBKL) dan penduduk sudah dapat menarik nafas lega apabila masalah itu dapat diselesaikan dengan cara baik.

Malah, kunjungan Timbalan Menteri Wilayah Persekutuan, Datuk M. Saravanan ke PPR Seri Terengganu hari ini disambut baik oleh penduduk yang sebelum ini hampir mengisytiharkan 'perang' dengan DBKL.

Lebih mengharukan ialah apabila segelintir penduduk meminta maaf daripada Saravanan di atas beberapa insiden yang berlaku sebelum ini terutama 32 keluarga yang menolak surat 'Aku Janji' yang dikeluarkan baru-baru ini.

Saravanan ketika ditemui memberitahu, hanya tiga pemilik daripada 153 keluarga masih tidak mengambil kunci daripada DBKL tetapi kesemua unit di Flat Pekeliling telah dikosongkan.

"Seramai 107 keluarga yang berpindah di sini akan tinggal selama tiga tahun sebelum rumah yang dijanjikan di Parcel S tidak jauh dari penempatan mereka sekarang siap dibina,'' katanya kepada pemberita selepas menemui penduduk-penduduk di situ.

Sebelum itu, beliau bersama Ahli Parlimen Titiwangsa, Dr. Lo'Lo' Ghazali dan beberapa pegawai DBKL meninjau rumah penduduk di situ untuk mengenal pasti masalah yang dihadapi mereka setelah berpindah.

Antara masalah yang mendapat perhatian beliau ialah soal kebersihan dan beberapa infrastruktur yang memerlukan pembaikan segera.

Saravanan berkata, keengganan 32 pemilik rumah terakhir yang menolak surat 'Aku Janji' baru-baru ini selesai setelah mereka mengubah keputusan dan menerima surat itu pada petang hari mereka menolaknya.

"Pada masa ini, bekalan air serta elektrik telah dipotong kerana tiada lagi penduduk tinggal di Flat Pekeliling,'' jelasnya.

Beliau seterusnya memberitahu, wang lebihan dari perbezaan harga rumah yang lama iaitu RM51,000 dan yang baru sebanyak RM42,000 akan diberikan selewat-lewatnya dua bulan dari sekarang.

"Namun, saya akan cuba meminta DBKL membayar duit lebih tersebut sebelum Tahun Baru Cina kerana kebanyakan penduduk di sini terdiri daripada masyarakat Cina,'' katanya.

Saravanan juga menegaskan, kesemua penduduk akan tinggal di situ secara percuma kecuali perlu menjelaskan bil elektrik dan air tetapi bebas untuk melakukan sebarang pengubahsuaian rumah.

Beliau yakin penduduk terbabit gembira dengan pemindahan ke PPR Seri Terengganu itu kerana rumah di situ lebih selesa berbanding di Flat Pekeliling.

"Mereka mendapat ruang tamu yang lebih luas serta satu bilik dan satu bilik air tambahan jika dibandingkan dengan rumah lama mereka yang hanya mempunyai satu bilik,'' katanya.

Beliau berjanji kepada penduduk di situ bahawa rumah baru mereka di Parcel S akan dapat disiapkan dalam tempoh tiga tahun.

"Mereka boleh memantau sendiri perjalanan projek perumahan baru mereka itu kerana ia terletak tidak jauh dari PPR Seri Terengganu,'' ujarnya.

Selain itu, beliau meminta penduduk di situ menubuhkan satu jawatankuasa di kalangan mereka supaya tidak terlalu bergantung kepada DBKL dalam setiap urusan.

Isu perpindahan penduduk Flat Pekeliling mula mendapat perhatian pada tahun 2006 apabila terdapat sebahagian besar daripada mereka enggan berpindah ke rumah PPR yang ditawarkan.

Hanya segelintir daripada mereka berpindah sementara ke PPR Desa Rejang atau mengambil wang tunai sebanyak RM51,000 berdasarkan nilai jualan rumah di Flat Pekeliling.

Masalah terbabit mula kusut sejak dua tahun lalu apabila pelbagai syarat serta tawaran yang diberikan oleh DBKL kepada penduduk terbabit tidak diterima oleh mereka.

Namun, sikap sabar tetapi tegas DBKL dengan membuka ruang berbincang akhirnya membawa kepada penyelesaian masalah itu.

Penduduk hargai sikap terbuka kerajaan


KUALA LUMPUR 2 Jan. - Penduduk asal Flat Pekeliling menghargai sikap terbuka dan sabar Kementerian Wilayah Persekutuan dan Dewan Bandaraya Kuala Lumpur (DBKL) dalam isu pemindahan mereka dari flat tersebut ke Projek Perumahan Rakyat (PPR) Seri Terengganu di Sentul walaupun berlarutan selama lebih dua tahun.

Menurut mereka, keterbukaan kerajaan serta DBKL dalam membincangkan isu hak penduduk itu telah membawa kepada penyelesaian isu tersebut.

Mereka kini berharap DBKL dapat mememastikan pula rumah baru mereka siap dalam tempoh masa yang dijanjikan.

Setiausaha Barisan Jawatankuasa Penyelaras Pembangunan Perpindahan Rumah Pangsa Tuanku Abdul Rahman, Zulkifli Mohd. Noor, 53, berkata, kebanyakan penduduk gembira kerana diberikan penempatan sementara yang lebih selesa.

"Walaupun sementara, kami berasa cukup selesa jika dibandingkan dengan rumah kami yang lama.

"Segala kemudahan seperti surau dan taman permainan terdapat di sini serta dekat dengan bandar, memberikan kami kemudahan untuk berurusan,'' katanya selepas menemui Timbalan Menteri Wilayah Persekutuan, Datuk M. Saravanan yang melawat di situ hari ini.

Cuma apa yang diharapkan oleh beliau ialah DBKL dapat terus mengawal keselamatan di situ walaupun penduduk akan menubuhkan Rukun Tetangga (RT) tidak lama lagi.

"Kebanyakan penduduk dari Flat Pekeliling terdiri daripada warga emas dan tidak mungkin kami mampu menjaga sepenuhnya keselamatan di sini, tambahan pula kawasan ini merupakan tempat tumpuan penjenayah,'' jelasnya.

Dalam pada itu, beliau menambah, penghuni Flat Pekeliling sebenarnya tidak mempunyai masalah atau marah kepada pihak kerajaan atau DBKL.

Pendapat beliau dipersetujui oleh Pengerusi Jawatankuasa itu, Richard Poh Soon Song, 50, yang berkata, pemilik Flat Pekeliling akan sanggup membuat apa sahaja jika rumah dijanjikan tidak siap dalam tempoh tiga tahun.

"Saya berharap pihak pemaju berkenaan akan membina rumah kami mengikut perancangan yang telah ditetapkan, penduduk di sini tidak mahu ia mengambil masa lebih dari tiga tahun.

"Namun, setakat ini, saya rasa puas hati dengan komitmen yang diberikan oleh pihak kerajaan dan DBKL dalam menangani masalah kami,'' jelasnya.

Seorang penduduk, R. Velasamy, 65, mengakui banyak kerosakan yang terpaksa dibaikinya sendiri semasa mula-mula menduduki rumah di PPR Seri Terengganu itu.

"Kerosakan paling ketara ialah sistem pembentungan yang tidak terjaga dan pintu-pintu yang terkopak serta tertanggal.

"Namun selepas kedatangan Datuk M.Saravanan, pihak DBKL berjanji akan membaiki dan menyelenggara semua kemudahan itu dan saya harap tidak ada masalah lagi selepas ini,'' ujarnya.

Dia juga berterima kasih kepada kerajaan yang menyediakan rumah itu.

The first phase of an ambitious Taman Sari waterfront city project at the former Pekeliling flats area in Kuala Lumpur is expected to generate RM4.77 billion in gross development value (GDV), its owner said.

The owner, Asie Sdn Bhd, expects to spend nearly RM1.5 billion to develop the phase, which will include a centrepiece 60-storey revolving tower costing RM1.1 billion.

Asie chairman Datuk Khalil Akasah said works on the first four parcels sprawling 3.24ha should start in early September, with the entire first phase expected to be completed in 48 months.

The whole project itself, encompassing 24 parcels on 23.08ha at the intersection of Jalan Pahang and Jalan Tun Razak, should be fully developed in seven to 10 years.

"We will work on parcel K first. After six months, parcels X and L will be simultaneously launched. The following six months, we will launch parcel M, which will boast the 60-storey revolving tower.

"Each parcel should take about 36 months to complete," Khalil told reporters after signing an agreement with Thailand's CH Prosper Co Ltd in Kuala Lumpur yesterday.

Prior to this, Asie has tied up with another Thai firm, Saha Regal Best Co Ltd, to provide some funds for the project.

The latter will also own a 20 per cent share in the joint-venture company, Taman Sari Development Corp, which was set up to develop the project.

Other Thai investors in the project include Virginia Corp and Islamic Bank of Thailand.

A RM417 million loan has been secured from Bank Pembangunan Malaysia Bhd, while some other fundings came from the sale of condominium units under parcel K, Khalil said.

"We have sold 30 per cent of the 178 units of condominiums under parcel K," he added.

Asie won a 99-year concession about 10 years ago to redevelop the one-room Pekeliling flats area built in the 1970s. In return, it will provide new houses for the affected owners at new locations.

The company had so far built about 3,000 units, or 40 per cent of the total houses required, costing RM150 million.

Parcel M with the unique tower, will be built on the banks of the Gombak River. Other parcels within the Taman Sari project will include hotels, condominiums, office and commercial blocks, government and public housing and a medical centre.

Asie is controlled by Khalil, who was an aide to the late Tun Abdul Razak Hussein, Malaysia's second prime minister.

Pembangunan babitkan kawasan 3.2 hektar

TAMANSARI Development Corporation (Tamansari), sebuah syarikat usaha sama antara Asie Sdn Bhd dengan syarikat dari Thailand, Saha Regal Best Co Ltd, akan memajukan projek pembangunan hartanah bercampur, Taman Sari di Jalan Tun Razak, Kuala Lumpur.

Pengerusi Asie, Datuk Khalil Akasah, berkata fasa pertama projek itu dengan nilai pembangunan kasar (GDV) RM4.77 bilion akan dimulakan pembangunannya awal September ini membabitkan kawasan seluas 3.2 hektar di tapak perumahan flet Pekeliling yang dirobohkan pada 2007.

Beliau berkata, ia antara lain akan mengandungi menara berputar setinggi 60 tingkat dianggarkan bernilai RM1.2 bilion yang bakal menjadi mercu tanda baru Kuala Lumpur.

Katanya, komponen lain termasuk apartmen servis dan menara pejabat, hotel bertaraf lima bintang dan hotel bajet serta pusat perubatan.

"Pembangunan keseluruhan projek Taman Sari ini akan membabitkan 27 parcel di kawasan seluas 22.8 hektar. Menara berputar yang akan dimajukan dalam fasa pertama akan menggunakan teknologi moden yang mampu bertahan daripada gempa bumi," katanya pada sidang media selepas majlis memeterai perjanjian pelaburan bagi fasa pertama projek itu di Kuala Lumpur semalam.

Majlis itu disaksikan Pengerusi Tamansari, Tan Sri Hashim Meon dan bekas Perdana Menteri Thailand, Jeneral Chavalit Yongchaiyudh.

Khalil berkata, projek pembinaan apartmen servis dengan 242 unit dan menara pejabat setinggi 25 tingkat di podium komersial akan dilaksanakan bermula September ini diikuti dengan pembinaan parcel lain.

Mengenai menara berputar, beliau berkata, ia akan menempatkan masing-masing 16 tingkat untuk ruang pejabat dan bilik hotel 288 bilik, 22 tingkat apartmen servis dan penthouse selain enam tingkat ruang niaga.

Construction of the Tamansari Riverside Garden City project is scheduled to start by January 2008 and is targeted for completion within seven or eight years

THE RM9 billion urban regeneration project at the intersection of Jalan Pahang and Jalan Tun Razak area in Kuala Lumpur will have as its centrepiece a 60-storey tower unlike any other in the world.

The project owners will only unveil the uniqueness of the tower at an official ceremony planned for later.

Meanwhile, a strong team of foreign and local financiers, project managers, consultants, architects and designers have been assembled for the Tamansari Riverside Garden City project, previously the Pekeliling Flats area.

Construction is scheduled to start by January 2008 and the entire project is targeted for completion within seven or eight years.

The project owners comprising Australian financial services group Macquarie Bank, Australian construction and engineering company, Leighton Group, construction investment firm Saha Regal and local project developer ASIE Sdn Bhd signed a joint-venture agreement recently.

Master planner and architect for the project is the renowned firm Goh Hock Guan & Associates (GHG).

Also involved are Malaysia's Bank Pembangunan Bhd, Australia-based design group, Hassell; global project consultant, Rider Hunt; and international consultant engineers comprising the ARUP group, Lincolne Scott and Connell Wagner.

Based on a waterfront city-within-a-city concept, the 22.3ha Tamansari will consist of a mixed development of commercial and residential properties.

Speaking to Business Times last week, GHG principal Goh Hock Guan and ASIE chairman Datuk Khalil Akasah summarised the development as being another prestigious address in Kuala Lumpur.

Parcel M within the Tamansari project's first phase will cost about RM700 million. The project parcel will be connected across the busy Jalan Tun Razak to the site across the highway via an elevated walkway.

It will include the area where one part of the Pekeliling flats once stood. Residents of the one-room flat built in the 1970s have since been relocated to a three-room flat built by ASIE with financing from Bank Pembangunan.

Parcel M within the first phase will include the unique tower to be built on the banks of the Gombak River. The parcel will cost about US$1 billion (RM3.36 billion).

Other parcels within the entire project will include hotels, condominiums, office and commercial blocks, government and public housing and a medical centre.

The entire project will be done on a private financing initiative basis. Its ownership will remain with the joint-venture partners while financing will be undertaken by Macquarie Bank which will also conduct international sales of the properties.

As at December 2006, Macquarie has total assets of about A$112.6 billion (RM335 billion) and a market capitalisation of A$153.4 billion (RM457 billion).

The Leighton Group is an internationally renowned project developer and contractor based in Australia.

GHG, meanwhile, is helmed by Goh, a veteran in town and project planning whose numerous projects include the highly successful Subang Jaya.

ASIE was first awarded the project by the government in 1998, but it was unable to proceed until residents of the Pekeliling flats were relocated.

ASIE is controlled by Khalil, who was an aide to the late Tun Abdul Razak Hussein, Malaysia's second prime minister.

Tambah Khalil, projek Taman Sari itu merupakan projek pembangunan semula menggantikan rumah pangsa Jalan Pekeliling di atas tapak seluas 3.2 hektar.

revolving structure is nothing new here. you can just look up at kl tower and federal hotel. the only thing ll make me awe is the dynamic tower proposal in dubai and moscow, which rotates according to each owner preference, right at his finger to dictate anytime, any direction he wants it.

so dont buy into this another fairy tale marketing gimmick malaysia developers used to do, over and over again.

i suppose they mean entire tower, but of course on the basis of each floor rotates independently. not the whole structure from the ground, thats would be insane and too dangerous for a gigantic move.

the dubai/moscow proposals however go to the extreme. the changing shape produces twisting effect pressure onto the building structure. they got to deal with varies wind pressure because it keeps interface with changing shape. another mind-blowing stuff is the cantilever floor or hanging out from the core without end support. in dubai case, at least it is 15m radiates out. another interesting thing, should the floor above suddenly blocking the sunlight from penetrating to the below balcony floor, the balcony can be further push out to get sunlight. but the tmnsari case (from the rendering) suggests similar design like the kltower, with end supports at the floor perimeter, which in fact doestnt rotate, but remain stationary while only the floor plate revolves. to me, dubai one is thrilling to look at it, even you dont hv to be in there to feel it.

Tamansari To See Capital Appreciation Of More Than 10 Pct


KUALA LUMPUR, July 29 (Bernama) -- The TamanSari Project which involves redevelopment of the former site of the Pekeliling Flats in Jalan Tun Razak, will see capital appreciation of more than 10 percent in the next two to two and a half years.

Project owner Asie Sdn Bhd's chairman Datuk Abdul Khalil Akasah said the normal appreciation value would go above 10 percent after two-third's completion.

"We hope that the site will be cleared by the end of this year and the foundation completed by March," he told reporters at a luncheon here Wednesday.

A revolving tower, is the iconic feature of the first phase of the project, which is tipped to be another unique architectural development in Kuala Lumpur.

The project is to be developed by Taman Sari Development Corp, a joint venture company with Asie having a 20 percent stake.

The first phase of the TamanSari project which covers 3.754 hectares includes the development of the 60-storey revolving tower, 242 units of service apartments and a four-storey transportation plaza podium connected to a transportation hub.

Beside the revolving tower, another unique aspect of this project is the buildings, that would be developed to withstand earthquakes.

The planning of TamanSari or the Riverside Garden City is by renowned town-planner, Goh Hock Guan and Associates (GHG).The company was also behind the development of Kuala Lumpur's first hotel, the Federal Hotel.

According to GHG principal Goh Hock Guan, the concept and system of the revolving tower is new, and is expected to be patented.

"Besides that, the building will be specially designed to resist earthquakes of up to a magnitude of 9.2 on the Richter scale.

"For this purpose, the company has already assigned a specialist in earthquake design to the project," he stated.

GHG will also implement an environmentaly friendly design, in support of green technology in the country.

Residential units will be up for sale by early next year.

The first phase of an ambitious Taman Sari waterfront city project at the former Pekeliling flats area in Kuala Lumpur is expected to generate RM4.77 billion in gross development value (GDV), its owner said.

The owner, Asie Sdn Bhd, expects to spend nearly RM1.5 billion to develop the phase, which will include a centrepiece 60-storey revolving tower costing RM1.1 billion.

Asie chairman Datuk Khalil Akasah said works on the first four parcels sprawling 3.24ha should start in early September, with the entire first phase expected to be completed in 48 months.

The whole project itself, encompassing 24 parcels on 23.08ha at the intersection of Jalan Pahang and Jalan Tun Razak, should be fully developed in seven to 10 years.

"We will work on parcel K first. After six months, parcels X and L will be simultaneously launched. The following six months, we will launch parcel M, which will boast the 60-storey revolving tower.

"Each parcel should take about 36 months to complete," Khalil told reporters after signing an agreement with Thailand's CH Prosper Co Ltd in Kuala Lumpur yesterday.

Prior to this, Asie has tied up with another Thai firm, Saha Regal Best Co Ltd, to provide some funds for the project.

The latter will also own a 20 per cent share in the joint-venture company, Taman Sari Development Corp, which was set up to develop the project.

Other Thai investors in the project include Virginia Corp and Islamic Bank of Thailand.

A RM417 million loan has been secured from Bank Pembangunan Malaysia Bhd, while some other fundings came from the sale of condominium units under parcel K, Khalil said.

"We have sold 30 per cent of the 178 units of condominiums under parcel K," he added.

Asie won a 99-year concession about 10 years ago to redevelop the one-room Pekeliling flats area built in the 1970s. In return, it will provide new houses for the affected owners at new locations.

The company had so far built about 3,000 units, or 40 per cent of the total houses required, costing RM150 million.

Parcel M with the unique tower, will be built on the banks of the Gombak River. Other parcels within the Taman Sari project will include hotels, condominiums, office and commercial blocks, government and public housing and a medical centre.

Asie is controlled by Khalil, who was an aide to the late Tun Abdul Razak Hussein, Malaysia's second prime minister.

^^ i prefer the above design better though i personally don like the gaps between the sections.. but if the gaps would make the tower appear even higher than the usual height of a 60-story (coz i believe the gaps won't be included in the level count) then they are most welcomed :banana:

Operasi meroboh itu mendapat kelulusan Dewan Bandaraya Kuala Lumpur (DBKL) dijalankan secara berperingkat dengan blok pertama membabitkan Flet Sri Terengganu, Sentul yang juga tapak pembangunan Parcel S.

Ketua Pengarah DBKL, Datuk Salleh Yusop, berkata pemaju sudah diberi kelulusan untuk merobohkan lebihan blok Flet Pekeliling.

Katanya, ketika ini beberapa blok Flet Sri Terengganu sudah dikosongkan termasuk bebas daripada sebarang besi dan kerangka bertujuan melicinkan operasi meroboh.

“Pemaju mula mengosongkan bangunan daripada besi, kaca serta kayu yang boleh mengganggu proses dan sebaik semua selesai kerja meroboh akan dijalankan mengikut aras demi aras.

‘Proses ini memakan masa sekurang-kurangnya empat bulan untuk satu blok kerana ia perlu menggunakan sistem meroboh satu tahap ke satu tahap, bukannya meruntuh terus.

“Pihak DBKL juga sudah meminta pemaju mengekalkan ciri keselamatan tinggi ketika proses meroboh dengan memasang penghadang di sekeliling bangunan dan jaring keselamatan,” katanya.

Kerja meroboh beralih kepada Flet Pekeliling selepas Flet Sri Terengganu selesai, dua blok flet dibina di bawah Rancangan Malaysia Pertama (RMK-1) diroboh.

Omotesando reurbanised project in Tokyo.

the original structure here is an old apartment as you can see on the right hand site. the apartment is one old the oldest in Tokyo and now turned into a luxury shopping mall.

same like Pekeliling project, we should retain some part of Pekeliling Flat as it is part of history of Kuala Lumpur...but how? Pekeliling is too high to be retained

Segerakan proses roboh Flet Pekeliling





KUALA LUMPUR: Pemaju hartanah bagi projek pembangunan bercampur, Taman Sari di Jalan Tun Razak-Jalan Pahang di sini digesa menyegerakan proses meroboh beberapa blok perumahan awam Tunku Abdul Rahman (TAR) bagi mengelakkan kegiatan jenayah terus berleluasa.

Selepas hampir setahun dikosongkan sepenuhnya, perumahan awam TAR atau lebih dikenali sebagai Flet Pekeliling yang dijadual dirobohkan selepas Aidilfitri lalu, bagaimanapun sehingga kini masih gagal dilaksanakan.

Ketua Pengarah Dewan Bandaraya Kuala Lumpur (DBKL), Datuk Salleh Yusop berkata, pemaju bertanggungjawab sepenuhnya terhadap tanah bakal dibangunkan dengan projek bernilai RM3 bilion itu, selepas diserahkan kepada mereka.

“Kerja merobohkan bangunan flet berkenaan sepatutnya sudah dimulakan dan DBKL sudah beberapa kali mengarahkan pemaju melaksanakannya dengan segera.

“Tidak ada alasan lagi mengapa mereka perlu melambatkan proses berkenaan malah mereka juga bertanggungjawab mengawal segala aktiviti yang berlaku di tapak projek itu termasuk pencerobohan pihak tidak bertanggungjawab,” katanya ketika dihubungi Harian Metro di sini, semalam.

Katanya, pihak DBKL juga sudah meminta pemaju mengekalkan ciri keselamatan tinggi ketika proses meroboh dengan memasang penghadang di sekeliling bangunan dan jaring keselamatan.

“Apa yang berlaku, kawasan itu tidak dipasang dengan penghadang atau tanda larangan sekali gus menyebabkan sesiapa saja bebas keluar masuk kawasan itu termasuk dijadikan tempat meletak kenderaan haram.

“Disebabkan tiada penghadang di sekeliling bangunan, pihak tidak bertanggungjawab mengambil kesempatan menjadikan sebahagian flet kosong itu tempat melakukan kegiatan tidak bermoral,” katanya.

Justeru katanya, DBKL akan meminta kerjasama pihak polis untuk memantau kawasan berkenaan daripada kegiatan penagihan dadah dan jenayah seperti didakwa penduduk berhampiran selain mengarahkan penguat kuasa DBKL melakukan rondaan lebih kerap.

Harian Metro baru-baru ini melaporkan kebimbangan masyarakat setempat berikutan bangunan flet kosong terbabit dijadikan sarang jenayah oleh pihak tidak bertanggungjawab.

Final farewell for the historic Pekeliling flats

DEMOLITION works on the rest of the Tunku Abdul Rahman flats, better known as the Pekeliling flats, located next to Jalan Tun Razak where the Titiwangsa Monorail station is, will start next month.

The nearby Sri Terengganu flats are scheduled to be demolished beginning this month and all the blocks in both areas are expected to be completely gone in one-and-a-half years.

Built in 1967, the 17-storey flats are one of the city’s earliest public housing project to be built and they have seen their share of tragedies.

Many had committed suicide at the flats and Annie Anthony, a former resident, recalled memories of hearing a dying man’s screams after he jumped off the 16th floor blindfolded.

Coming down: The rundown Tunku Abdul Rahman flats have been slated for demolition.

This was 26 years ago and it was one of the 10 suicide cases she had witnessed while living there for a decade.

About 13 years ago, Zainuldin Abdul Talib, 31, injured his wife on the left thigh with a knife at their home in the flats and pleaded guilty to committing criminal intimidation.

A sales assistant Norazwin Zahari was also murdered at the flats about four years ago by a drug addict whom police apprehended.

The list of bad things about the flats does not end there as a few former residents revealed back in 2004 before their relocation.

According to S. Chelvi, women were scared to use the lifts alone as they had a tendency to jam, sometimes for up to four hours.

Stripped: Many of the buildings at the site are only a shell.

A.H. Tan said that the one-room flats were dirty and noisy and not suitable for families with growing children who wanted their own rooms and privacy.

Leaks, water supply disruptions and poor maintenance were common at the flats and there was no provision for the physically disabled.

When privatisation and redevelopment plans for the flats were announced in early 1995, an estimated 8,000 to 12,000 residents were scheduled to be relocated in two phases.

Government-appointed developer ASIE Sdn Bhd began demolishing some blocks at the end of 2005 until early 2006 after most of the residents from the 11 Pekeliling flat blocks have moved out, mostly to the Taman Sri Rampai flats in Setapak.

However, a small number of residents, mostly senior citizens living in Block C, G, K and L did not move until late 2007, saying that they had been left in a lurch because they were promised flats in Sentul that were not ready though eventually they reached a compromise and moved out.

Residents of the Sri Terengganu flats, located near the Pekeliling ones, moved out in a hurry in late 2008 for fear of drug addicts who had starting occupying the nearby empty blocks.

Three new blocks of apartments are scheduled to be built at the current location of Sri Terengganu flats.

According to previous reports, the area will see a redevelopment project called Taman Sari being built as part of the government’s urban renewal efforts to provide residents with better housing and living conditions.

It was also reported that when the car park was built at the location where the first Pekeliling flats was demolished, passenger rates for the KL Monorail went up to about 20,000 people in a day.

But after all is said and done, many who had been forced to move out of their homes were nostalgic and sad about it as some had inherited their flats from their parents and many had the opportunity to bring up their third generation there.

Those flats were pre fabs thats why i dont understand the way they demolished the other blocks.May be its cheaper that way instead of having to rent cranes!

those prefab units were structurally grouted to other cast in place structure. it is not like you can put in and take out as easy as lego does.

Is the developer going to start the project anytime soon? What measures are taken by the developer and City Hall to ensure pedestrians' safety as they walk to the nearby LRT station?

The Pekeliling Public Housing Flats have been vacant since Dec 31, 2008, for the developer Asie Sdn Bhd to commence its redevelopment project.

The project comes under the supervision of the real estate/property management division of the Prime Minister's department.


In line with the concession agreement, DBKL relinquished the Pekeliling Public Housing Flats plot to the General Manager's department of Land and Mines on Feb 11 last year.

This parcel of land was subsequently handed over to the developer as it had requested permission to develop it quickly to avoid any form of encroachment.

The developer is scheduled to begin demolition works early next year.

We have advised the developer to erect a temporary wire fence along the perimeter of the plot for the public's safety as it carries out demolition work.

Finally, I am sure city folk will be happy to know that the planning of Taman Sari or the Riverside Garden City on this once famous landmark is an environment-friendly design that will create yet another exciting change in the KL skyline. -- datukbandar@dbkl.gov.my.

KUALA LUMPUR: The demolition of the remaining nine blocks of Pekeliling flats in Jalan Tun Razak here will be discussed at a meeting by the Federal Territories and Urban Wellbeing Ministry's Urban Planning Committee on Privatisation this week.

The development is to make way for a waterfront city project called Taman Sari.

"We will get an update on the progress of the Taman Sari project and we will call in the developer, if necessary, to decide on when to demolish the remaining buildings," said a ministry spokesman when contacted by The Malay Mail.

"We want the project to be successful and at the same time mindful of former residents affected by the project."

When The Malay Mail visited the fenced-up area yesterday, there were no signs of workers or heavy machinery.

A former Pekeliling flats resident, who preferred to be known as Tek, said he and his former neighbours wanted to know how long they had to wait for their new replacement houses as promised.

"We moved into the nearby transition flats in 2008 and are anxious about when we will get proper housing again. We do not want to be stuck here for many years," said the 66-year-old.

Another resident at the transition flats, who did not want to be named, said the sooner the Taman Sari project was completed, the sooner they would get their new homes.

"Most of us are from the lower-income group and we want to know how long more we have to wait," he said.

The government had appointed Asie Sdn Bhd as the developer of the Taman Sari project, a RM5 billion mixed development consisting of new housing and commercial lots.

When contacted by The Paper That Cares, an Asie spokesperson said he would have to refer to its management on the issue and declined further comment.

The Pekeliling flats, also known as the Tunku Abdul Rahman flats, was once the second-highest apartment building in KL, after Suleiman Courts, and was one of the earliest housing projects for city folks.

The 11 blocks of the Pekeliling flats were built between 1964 and 1967. Blocks A and B were demolished in 2006.

M Sentral shall comprise smaller sized and more affordable serviced residences as there is strong demand due to lower entry prices, as well as some retail units.

Mah Sing unit Grand Pavilion Development Sdn Bhd had inked a joint venture agreement with Asie and its unit Usaha Nusantara Sdn Bhd for the joint development.

Under the deal, Usaha Nusantara would grant Grand Pavillion the sole and absolute right to develop the land for an entitlement of RM106.60 million to be settled via 60% in cash (RM63.96 million) and 40% stake in Grand Pavillion.

Mah Sing shall continue to have 60% shareholding in Grand Pavillion. It said Asie had full rights and approvals for a mixed development comprising residential and commercial properties and community, leisure, recreation and infrastructure facilities on 15 parcels of development land together with five air rights in Precinct 2-Pekeliling of the River Corridor Development under the Blue Corridor policy of Kuala Lumpur City Plan 2020.

Called M Sentral, it will feature serviced residences and retail lots worth a combined RM900 million.

Asie, a private concessionaire, has full rights and approvals to build residential and commercial properties, leisure, recreation and infrastructure facilities on 15 parcels of development land with five air rights in Precinct 2-Pekeliling of the River Corridor Development under the Blue Corridor policy of Kuala Lumpur City Plan 2020.

Located on 23ha along Jalan Tun Razak-Jalan Pahang, the former site of the Tunku Abdul Rahman flats or Pekeliling flats, the 15-year project is envisaged to be bigger than Mid Valley City.

Yesterday, Mah Sing's wholly-owned unit, Grand Pavilion Development Sdn Bhd, signed a joint venture agreement (JVA) with Asie and its subsidiary Usaha Nusantara Sdn Bhd to develop M Sentral.

Under the JVA deal, Usaha Nusantara will grant Grand Pavillion the sole and absolute rights to develop the 1.6ha land for an entitlement of RM106.60 million. This will be settled via 60 per cent in cash (RM63.96 million) and 40 per cent stake in Grand Pavillion.

Mah Sing will continue to have 60 per cent shareholding in Grand Pavillion, it said in a statement issued yesterday.

Mah Sing group managing director and group chief executive officer Tan Sri Leong Hoy Kum said work on M Sentral will commence by the first half of next year, pending authorities' approval and fulfillment of conditions. It will take five years to develop.

Leong said there is a provision for a sky bridge's connection to the remaining 58 acres, in line with the understanding that Mah Sing may be the potential joint venture partner for other parcels within the land, subject to terms and conditions to be mutually agreed upon.

Kuala Lumpur: Asie Sdn Bhd expects to give out at least two more contracts by year-end to help develop properties worth over RM1 billion at its Tamansari Riverside Garden City urban regeneration project in Kuala Lumpur.

Its founder, Datuk Khalil Akasah, said Asie is in talks with several local and foreign developers which have expressed interest to undertake joint venture developments with the company.

"The Tamansari project will finally breathe fresh air after waiting so long to kick-start. We are upbeat about the project, which has garnered a lot of investors' interest," Khalil said in an interview yesterday.

The urban regeneration project was mooted some 30 years ago by Malaysia's second prime minister, the late Tun Abdul Razak.

On August 2, Asie gave out its first contract for the RM9 billion Tamansari project to Mah Sing Group Bhd, Malaysia's fifth largest property developer by revenue.

The contract given to Mah Sing entails it to undertake a niche development on 1.6ha. Called M Sentral, it will feature serviced residences and retail lots worth a combined RM900 million.

Khalil said the project will be undertaken by several developers to ensure its success.

"We are not going to depend on just one player such as Mah Sing to do the job. We will replicate what MRCB did for KL Sentral where it parcelled out the land development to several players," Khalil said.

Located on 23ha along Jalan Tun Razak-Jalan Pahang; the former site of the Tunku Abdul Rahman flats or Pekeliling flats, the 10- to 15-year project is envisaged to be bigger than Mid Valley City.

Asie signed the privatisation agreement in 1999, obtaining full rights and approvals to build residential and commercial properties, leisure, recreation and infrastructure facilities on 14 parcels of development land.

Under the deal, Asie is required to construct 3,500 units of public housing and facilities in exchange for the 23ha land. Asie has built and handed over 3,000 units in 2006.

Mah Sing disputes JV partners’ claims

KUALA LUMPUR: Mah Sing Group Bhd has disputed its joint-venture partners' claims that the joint venture agreement (JVA) for the proposed joint-venture development on 4.08 acres along Jalan Tun Razak has lapsed.

Mah Sing said Asie Sdn Bhd and Usaha Nusantara Sdn Bhd through their solicitors had taken the position that the JVA had lapsed and was of no effect from Dec 2 “as they inter alia take the position that the conditions precedent in the JVA were not met.”

“Mah Sing, however, takes a different position and maintains that the JVA has not lapsed and as stated in our announcement dated Dec 6, has waived the conditions precedent 2.6.2(b), 2.6.2(c), 2.6.2(d) and 2.6.2(e) as set out in the announcement dated Aug 2.

“Mah Sing's solicitors have today issued a letter to Asie's and Usaha Nusantara's solicitors inter alia maintaining this position.

“Together with the letter, Mah Sing's solicitors also returned the RM6.4mil deposit (with interest earned thereon) attempted to be refunded by Asie and Usaha Nusantara as Mah Sing is unable to accept the refund of the deposit,” it said.

Mah Sing had in August this year secured the development rights for a 4.08-acre parcel along Jalan Tun Razak-Jalan Pahang, which formerly housed the Pekeliling flats.

Mah Sing's wholly-owned subsidiary, Grand Pavilion Development Sdn Bhd, had entered into a joint venture agreement with privately-held Asie Sdn Bhd and its unit, Usaha Nusantara Sdn Bhd, to undertake a niche development named M Sentral with a potential gross development value of RM900mil.
