قال مختصين إن الصكوك المزمع إصدارها من هيئة الطيران المدني لتمويل مطار الملك عبدالعزيز الدولي الجديد بنحو 27 مليار ريال ، ستكون حافزاً استثمارياً مضموناً للعديد من المستثمرين الذين يرغبون الاحتفاظ بأموالهم على شكل مرابحات، وتوقعوا أن الإقبال عليها سيكون مرتفعاً وبأرباح عن كل صك لن تقل عن 10% سنوياً، معتبرين أن هذه الخطوة ستجعل للصكوك دوراً مهماً في منظومة القطاع المالي السعودي.

واشار المحلل المالي ومدير إدارة الأبحاث والمشورة في شركة البلاد للاستثمار تركي حسين فدعق إن الإقبال على صكوك مطار الملك عبدالعزيز الجديد سيعتمد على عدة عوامل من أهمها العائد المتوقع للمستثمرين مقارنة بالفرص البديلة ، لذا اعتقد أن إصدار الصكوك خلال العام 2012 (في الوقت الذي تعد أسعار الفائدة عند مستوياتها الدنيا) سيحفز ذلك العديد من المستثمرين الذين يرغبون الاحتفاظ بأموالهم على شكل مرابحات .

وقال إن عملية إصدار الصكوك ستتم عن طريق مستشار مالي مرخص من هيئة السوق المالية ، أما الأرباح الموزعة وآليتها فتعتمد على طريقة هيكلة الصكوك ، ووصف طريقة تمويل المشروعات عن طريق الصكوك بأنها مستخدمة عالمياً وأثبتت نجاحها في العديد من المشاريع وخصوصاً مشاريع البنية التحتية حيث تضمن الحكومة هذه المشاريع ويمول المستثمرون المشروع الذي عن طريقه يتم دفع مستحقات هذه الصكوك بناء على نشرة الإصدار الخاصة بها ، وفي الاقتصاد السعودي هي عملية حديثة نسبياً فقد تم وضع الإطار التشريعي لها وتم إصدار بعض الصكوك في السوق المالية السعودية .

ورأى عضو الجمعية السعودية للاقتصاد والمحلل الاقتصادي الدكتور عبدالله أحمد المغلوث أن هذه الخطوة ستؤدي إلى تعاظم دور الصكوك في تعزيز التنمية الاقتصادية في المملكة حيث مارست عدة شركات منها سابك والشركة السعودية للكهرباء هذا المجال ، كما أن هذه الصكوك في وضع مميز يتيح لها أن تجسر الهوة بين مجموع رؤوس الأموال الكبيرة في المملكة ومتطلبات تكلفة الاستثمار في البنية التحتية الهائلة التي تقدر كلفتها بأكثر من 2,8 تريليون ريال.

وأكد أن الاستثمار في هذه الصكوك يعتبر ناجحاً لأنه مجال وفرصة جديدة ومنتج جديد في مجال الاستثمار من خلال الصكوك التي تمول مشروعاً ويعد احد الخيارات التي تشكل فرصة استثمارية مناسبة لأن جهات رسمية تضمنها .

وتوقع المحلل المالي بارع عجاج ألا تقل ربحية الصك الواحد سنوياً عن 10% خلال الثلاث سنوات وهي عمر إنشاء المشروع ، خلال الثلاث سنوات وهي عمر إنشاء المشروع وقال إن الإقبال عليها سيكون كبيراً وسيفوق الإقبال على السندات الحكومية ، وأفاد أن طريقة التمويل نقلة مالية في توفير التمويل اللازم للمشروع الضخم دون أعباء على ميزانية الدولة ، وأضاف ينتظر أن تكون الأذرع الاستثمارية الإسلامية للبنوك السعودية ستكون في مقدمة من يسعى للحصول على أكبر قدر من هذه الصكوك.

وكانت الهيئة العامة للطيران المدني قد اعلنت انها بدأت في طرح صكوكها المتوافقة مع أحكام الشريعة والخاصة بتمويل مشروع تطوير مطار الملك عبدالعزيز الدولي بجدة على المستثمرين.

وأوضحت الهيئة أن الصكوك تتميز بأنها مضمونة بالكامل من وزارة المالية، مشيرة إلى أن هذا الإصدار هو الأول ضمن إصدارات متتالية لتمويل تكاليف تطوير المطار والبالغة 27.111 مليون ريال .

بدأت هيئة الطيران المدني طرح صكوكها الإسلامية لتمويل مشروع تطوير مطار الملك عبد العزيز في جدة.

أكدت مصادر لـ «الاقتصادية» طرح هيئة الطيران المدني صكوكا بقيمة 15 مليار ريال لتمويل مشروع مطار الملك عبد العزيز الدولي في جدة، فيما حددت مبلغ مليون ريال حدا أدنى للاكتتاب. وتبدأ هيئة الطيران المدني تسجيل العروض اليوم وحتى بعد غد لتغطية الاكتتاب، مع توقعات بتغطية الاكتتاب أكثر من مرة، وعمل نسبة وتناسب لتخصيص الحصص.

وأكد لـ"الاقتصادية" لاحم الناصر، مستشار في المصرفية الإسلامية، أن عمر الصكوك عشر سنوات وتنتهي في 2022 ولا يوجد تسعيرة للصكوك، وأقل اشتراك مليون ريال، مبينا أن التسجيل سيبدأ اليوم ويستمر لمدة ثلاثة أيام. وأوضح لاحم الناصر، أن وكيل الطرح شركة HSBC العربية السعودية المحدودة وسيتم التسجيل في تداول، موضحا أن الطرح خاص وليس عاما ويستهدف المستثمرين النوعيين من الشركات ورجال الأعمال، ويضم السعوديين والأجانب، في أول طرح حكومي، مشيرا إلى أن هيكل الصك قائم على عقد المرابحة الإسلامية ومتوافق مع أحكام الشريعة.

وتطرق إلى عوامل الجذب للصكوك المطروحة لتمويل مشروع مطار الملك عبد العزيز الدولي في جدة والتي تتمثل في الربحية وانعدام المخاطرة، مضيفا "يبدأ تسجيل العروض اليوم لتغطية الاكتتاب، وإذا تمت التغطية أكثر من مرة يبدأ تخفيض السعر لوجود الإقبال، فيما لو أصبح الإقبال ضعيفا سيتم رفع السعر، وسيتم عمل نسبة وتناسب إذا تم تغطية الاكتتاب أكثر من مرة ليتم بعدها تخصيص الحصص وتحديد الربحية.

وفي السياق ذاته، أرسلت هيئة الطيران المدني ملخص الشروط إلى البنوك والجهات المعنية بطرح صكوك تمويل مشروع مطار الملك عبد العزيز الدولي؛ تمهيدا لتسجيل العروض. وبدأت الهيئة العامة للطيران المدني الأسبوع الماضي في طرح صكوكها المتوافقة مع أحكام الشريعة والخاصة بتمويل مشروع تطوير مطار الملك عبد العزيز الدولي في جدة على المستثمرين، وأوضحت أن الصكوك تتميز بأنها مضمونة بالكامل من حكومة المملكة العربية السعودية (وزارة المالية)، مشيرة إلى أن هذا الإصدار هو الأول ضمن إصدارات متتالية لتمويل تكاليف تطوير المطار والبالغة 27.111 مليون ريال.

وقدمت وزارة المالية الضمان نيابة عن الحكومة، في حين ألحقت مؤسسة النقد العربي السعودي تلك الصكوك بقائمة الأوراق المالية المقبولة في اتفاقيات إعادة الشراء إلى جانب وزن مخاطر يساوي (صفر) لغرض احتساب كفاية رأس المال؛ بصفة أن الهيئة مؤسسة حكومية، بالإضافة إلى الدور الفاعل لكل منهما في المشاركة في ترتيب إصدار الصكوك والتعريف بها لدى المؤسسات المالية. وتسعي الدولة من خلال هذه الخطوة إلى إيجاد قنوات استثمارية وادخارية وتقديم مشاريع ذات جدوى اقتصادية للقطاع الخاص لتمويلها مع ضمان الحكومة للتمويل.

RIYADH (Zawya Dow Jones)--Saudi Arabia plans to offer 15 billion Saudi riyal ($4 billion) worth of Islamic bond, or sukuk, issues to finance parts of a new terminal at Jeddah airport that will cost SAR27.1 billion to build, a person familiar with the matter said Monday.

The 10-year bonds, to be issued by the General Authority of Civil Aviation, or GACA, will have a profit rate of 2.5%. HSBC Holdings PLC's (HBC) Saudi unit is managing the sale, the person, who declined to be identified, said.

Last week, GACA said any sukuk issues would be fully guaranteed by the kingdom's finance ministry and would be paid back through the authority's revenues. However, GACA didn't specify the size of the bonds or if they will be offered to international investors.

In January 2011, GACA President Abdullah Al Rehaimy said the world's top oil producer would issue within months SAR4.5 billion worth of bonds and sukuks to finance the airport. GACA may also issue second and third tranches of bonds and sukuks of similar values at a later stage, he added at the time.

Saudi Arabia, the Arab world's largest economy, kicked off early last year construction of the new terminal at the airport in the Red Sea port city of Jeddah. The first phase of the project will expand the airport's capacity to 30 million passengers a year from 17 million now.

In November 2010, industrial conglomerate Saudi Bin Laden Group was awarded the contract to construct a single 670,000-square-meter terminal with 94 aircraft bays to replace the two aging facilities currently handling airport traffic.

No foundation or concrete work has been started. The reason because Binladen (contractor) still not able to finalize design and buildings layout and therefore they can not start building or pouring concrete. Cranes or lifters are there for show only. It might take 2-3 months to start real work.

أعرب صاحب السمو الأمير فهد بن عبدالله بن محمد رئيس الهيئة العامة للطيران المدني عن سروره بالنجاح الكبير الذي تحقق تجاه تغطية صكوك الهيئة التي تم طرحها الأسبوع الماضي على المستثمرين .
وقال سمو رئيس الهيئة العامة للطيران المدني في تصريح صحفي اليوم إن الهيئة قد أنهت بنجاح كبير عملية تخصيص الصكوك التي تم طرحها مؤخرا لتغطية تكاليف بناء مطار الملك عبدالعزيز الدولي الجديد بجدة ، لافتاً إلى أن حجم الإصدار كان (15) مليار ريال سعودي قد تمت تغطيتها أكثر من ثلاث مرات من قبل المؤسسات الاستثمارية بالمملكة التي شملت بعض المؤسسات الحكومية وأغلب البنوك السعودية وبعض الشركات الكبرى بالمملكة.
وأشار سمو رئيس الهيئة العامة للطيران المدني إلى أن الإقبال الكبير على صكوك الهيئة وتغطيتها لأكثر من ثلاث مرات يعكس ثقة المستثمرين بالاقتصاد السعودي وخصوصاً في مشاريع الدولة التنموية ومؤسساتها الكبيرة مثل الهيئة العامة للطيران المدني، معرباً عن شكره لكل من وزارة المالية ومؤسسة النقد العربي السعودي على دعمهما لتوجه الهيئة لتمويل مشاريعها من خلال إصدار صكوك تتفق وأحكام الشريعة الإسلامية.
الجدير بالذكر أن هذا الإصدار هو الأول من عدة إصدارات تنوي الهيئة العامة للطيران المدني طرحها خلال العام الجاري والعام القادم ، وهي مقومة بالريال السعودي ومداها عشر سنوات حيث تحظى بدعم من وزارة المالية ومؤسسة النقد العربي السعودي .

As far as a know, some contractors may begin the construction even if the final designs and the final drawings are not done yet. They may work simultaneously. Maybe they r working on the site preparation and the underground infrastructure now until both side reach a mutual agreement.

Ahmed, you maybe right but it's too risky. When you pour concrete for foundation, you will not be able to change later the room/building size. And in case your foundation didn't match final design drawings then you are either paying extra (i.e. profit is reduced) or saving (i.e. profit is increased) !! And in case the mismatch is high then it will end with a fight between you & Binladen :bash:

The construction/implementation phase is very complicated job. It comes after design phase. Construction Contractors during bidding, they estimate budgets base on design drawings. This why contractors don't want to start construction until the scope is 100% defined or less than was estimated to avoid budget manipulation.

I guess Binalden will start building control tower soon ..........just to show big people everything is moving as fast as supposed to be. ........Hell they don't know anything

please look at second photo I uploaded, they already started to close ceiling for ground level (tip of terminals) with concrete columns already raised and finished at the same exact location I illustrated in my mentioned photo.
by the way, I work at the airport almost every day (except my RDO's), but far away from the project and I can't get optical zoom camera inside the airport for a close up shot, I just use my mobile phone and the work is in full swing.

JEDDAH — The sprawling 120-acre Haj Terminal at Jeddah’s King Abdulaziz International Airport (KAIA) tops the list of best airports around the world.

The list of the world’s best and worst airports was released by popular travel website Frommers.com recently. The travel guide publisher says the best and worst choices were based on cleanliness, services, on-time departures, navigation and the ease of getting to and from a city’s center.

The KAIA Haj Terminal took the top spot with its 210 “stunning” white fiberglass tents that have a cooling effect on the hot desert air. The terminal is only open six weeks per year to cater for the millions of travelers who come to the Kingdom on pilgrimage to Makkah, the website said.

During this six-week period, it is one of the busiest airport terminals in the world.

Two years ago, the terminal received an American Institute of Architects award for its architectural design “that has stood the test of time for 25 years.”

The Haj Terminal has 210 open-air, white fiberglass tents which create a “chimney effect” that can cool the hot desert air by 50 degrees without expensive, hard-to-maintain air-conditioning. The tents can accommodate 80,000 people.

At second place on the Frommers.com list was the Leifur Eriksson Air Terminal at Keflavik, Iceland with its “Ikea” feel. South Korea’s Seoul Incheon Airport came in at number three and New Zealand’s Wellington “Rock” Terminal was named number four.

The reviews were not all glowing though, with New York JFK Airport Terminal 3 heading the worst airport list.

Frommers described it as: “Endless immigration lines in a dank basement, an utter lack of food and shopping options, three crowded and confusing entry points, and hallways that could have been designed by M.C. Escher for vomiting international travelers out onto an underground sidewalk with no cabs available.

“There’s also a sense that the cleaning crew gave up in despair a while ago.”
Second place on the list was Philippines’ Manila Airport Terminal 1, followed by Moscow’s Sheremetyevo Airport Terminal B/C and Paris’ Charles de Gaulle Airport, Terminal 3.

HSBC proud of SR15bn GACA sukuk success

HSBC Saudi Arabia Limited led the successful SR15 billion 10-year sukuk issuance for the General Authority of Civil Aviation

(GACA).

The funds from the sukuk issuance will be used for the construction of the new King AbdulAziz International Airport in Jeddah.

aha ... I see.... All I can say, thanks for photos..... although didn't show any indication of construction start ....

They are working 24/7 day and night and work is in full swing, photos will not show much if I have no proper zoom from far away. Unless you can prove otherwise I see construction is fully underway.

My advice is to educate yourself little about construction activities before you judge.

They are working 24/7 day and night and work is in full swing, photos will not show much if I have no proper zoom from far away. Unless you can prove otherwise I see construction is fully underway.

my advise to you is to take a short trip (if you are in Jeddah) to see the work your self, get some photos and educate us with your valuable knowledge, I assume since you have an insider info about design changes, getting inside a construction area (you or one of your insider friends) is not harder than getting secretive info, isn't it?

Let's have some faith and hope and wait to c things in real . My advice to u guys ... Just take it easy .. If they already started .. Well that is a real good news. If they didn't ... Let's hope they do very soon and the delay is for the sake of the project.

تفاعلا مع تقرير "الاقتصادية" المنشور في 18 كانون الثاني (يناير) حول تصريح بعض المختصين بوجود محاذير شرعية وائتمانية في صكوك "الطيران المدني" وإيمانا بالنصيحة التي وجهها البنك الذي أدار عملية الاكتتاب والمذكورة في نشرة الإصدار والمتعلقة باستشارة الفقهاء الشرعيين والقانونيين حول الأمور التي تتعلق بالهيكلة، نقدم في هذه الزاوية هذا التحليل المتعمق حول الهندسة المالية المعقدة لأول سندات سيادية لبلادنا بعد أن تم الاطلاع على نشرة الإصدار.

في البداية علينا أن نشير إلى أن الغرض من هذا الإصدار (البالغ 15 مليار ريال) هو تغطية تكاليف بناء مطار الملك عبد العزيز الدولي بجدة.

وذكر في نشرة الإصدار، التي بلغ عدد صفحاتها 74، أن مجموعة بن لادن ستكون مسؤولة عن عملية البناء هذه المتعلقة بالمطار الجديد.

ويندرج هذا المشروع تحت مظلة المشاريع التي تعرف عند المصرفيين الاستثماريين بمشاريع "تسليم المفتاح" (Turn-Key) والذي سيسلم مفاتيح المطار الجديد هنا هي مجموعة بن لادن.

الهيكلة

أصبح من المتعارف عليه في منطقة الخليج أن تقوم البنوك الإستثمارية بتعقيد الهيكلة بحيث يصعب فهمها.

حتى شركات التصنيف الائتماني أبدت انزعاجها لدرجة أنها أصبحت تطالب برسوم أكثر لقاء الوقت الإضافي الذي يمضونه من أجل استيعاب الهيكلة بشكل كامل.

وبخلاف الصكوك الآسيوية التي تكون هياكلها في غاية الشفافية، تحاول البنوك في منطقتنا تعقيد الهيكلة عبر إخفاء جزء من عوالمها وذلك خوفا من أن يتم استنساخها من قبل المنافسين.

وسأحاول في هذا التحليل ملء بعض هذه الفجوات التي تدور حول الهندسة المالية لصكوك الطيران المدني وذلك عبر "تفكيك" الهيكلة من أجل تبسيط فهمها على المصرفيين وطلاب العلم.

ويتضح من تحليل أصول الصكوك أن الهيكلة ليست قائمة على هيكل واحد كما تم الترويج له في وسائل الإعلام, فمحفظة الصكوك هذه قائمة على عقد "المضاربة (51 في المائة) والمرابحة (49 في المائة).

وهناك حكمه من جعل أصول المرابحة تصل إلى هذه النسبة وسوف أرجع إلى ذلك لاحقا. ما يمكن قوله عن "اتفاقية المرابحة" إن نسبة العائد مرتفعة جدا وتصل إلى 12 في المائة سنويا.

أما فيما يتعلق بالجانب الشرعي لما يمكن أن يوصف بشكلية "المرابحة" فإن أقصى ما يمكنني قوله هنا هي أن "الأشياء ليست كما تبدو". ومع هذا ستكون لنا عودة قريبة حول هذه النقطة الجدلية.

محفظة الصكوك

بخلاف الهياكل التقليدية، تتوزع أصول الصكوك على: 1) الأصول التي تم شراؤها بعقد المضاربة.

2) اتفاقية المرابحة.

3) الفوائض الزائدة الموجودة في "صندوق الاحتياطات".

4) أرباح الاستثمارات القادمة من "المرابحة". ما يهمنا هنا هي الأصول التي تم شراؤها من هيئة الطيران المدني لصالح حملة الصكوك مقابل عقد المضاربة.

فبموجب هذه الهيكلة يحق لحملة الصكوك الحصول على الرسوم التي تدفعها الطائرات لقاء 1) هبوطها على المطارات الثلاثة التي سيتم ذكرها بعد قليل.

2) وكذلك الرسوم التي يتم دفعها لقاء استخدام مواقف الطائرات في المطارات الثلاثة وهي 1) مطار الملك عبد العزيز الدولي بجدة،

2) مطار الملك فهد الدولي بالدمام،

3) مطار الملك خالد الدولي بالرياض.

وهذه الهيكلة متشابهة تماما مع صكوك الإجارة القائمة على "انتفاع" حملة السندات من التدفقات النقدية القادمة مع الأصول. إلا أنه وبعد قراءة متعمقة لنشرة الإصدار يتضح أنه تم هندستها ماليا لتصبح قائمة على عقد "المضاربة". والمضاربة عبارة عن شراكة في المال بين "رب المال" والعمل من جانب "المضارب". وبعد تمعن طويل اتضح لي أن هيئة الطيران المدني هي المضارب هنا. وسيكون لها نسبة من الأرباح لقاء خبرتها الإدارية في إدارة هذه الأصول.

وبخلاف الدفعات الدورية لصكوك الشركات التي تراوح فيه نسبة الدفعات السنوية ما بين 4 في المائة إلى 5 في المائة وفقا للجدارة الائتمانية، فإن صكوك "الطيران المدني", ونظرا لأننا نتحدث عن إصدار سيادي منخفض الخطورة, فإن نسبة الدفعات الدورية لحملة الصكوك بشكل سنوي تصل إلى 2.5 في المائة وفقا لما تم الإعلان عنه.

استخدام الفائض

وجرت العادة مع الهياكل الهندسية للصكوك أن يتم استخدام "حساب احتياطي" وذلك بغرض حماية حملة الصكوك من التقلبات التي قد يواجهونها من جراء انخفاض التدفقات النقدية القادمة من أصول الصكوك.

ولتلافي ذلك يحسب للبنك الاستثماري الذي قام بالهيكلة قيامه باستخدام "استثمارات المرابحة" من أجل تعويض حملة الصكوك من أي نقص يتعرضون له خلال التوزيعات الدورية أو حين موعد إطفاء هذه الصكوك بعد مرور عشر سنوات من تاريخ إصدارها. أما اللافت للنظر في هذه الهيكلة فهو الترجيح المحتمل لحصول جهة الإصدار على "الفائض" الذي تراكم من الأصول القادمة من الصكوك.

ولهذا كُتب في نشرة الإصدار، وعلى قبيل المجاملة على الأرجح، أن الفائض هو تابع لحملة الصكوك إلا في حالة اتفاقهم على التنازل عنه لجهة الإصدار (أي هيئة الطيران المدني) لقاء ادارتها لهذه الأصول. وفي جانب آخر من نشرة الإصدار (الصفحة الثالثة) تم ذكر أن الفائض سيرجع بالكامل لجهة الإصدار (من دون حتى استشارة حملة الصكوك).

ما الموقف الشرعي من «الضمان» السيادي؟

لعل ما سبب أزمة الصكوك في أواخر 2007 هي اتفاقية "إعادة الشراء" لأصول صكوك المشاركة والمضاربة وكون 85 في المائة من هذه الهياكل غير متطابقة مع الشريعة.

وكان الشيخ محمد تقي عثماني يخشى عندما أطلق هذا التصريح أن ينتهي المطاف بسوق السندات الإسلامية لأن يصبح مثل السندات التقليدية من حيث "ضمان" استلام حملة الأوراق المالية القيمة الأصلية لاستثماراتهم من دون تقاسمهم للمخاطر التي قد تأتي مع هذه الاستثمارات.

فهل يعني الضمان السيادي الذي قدمته وزارة المالية أن صكوك "الطيران المدني" أصبحت مخالفة للشريعة؟ الإجابة عن ذلك، في رأيي الشخصي، هي بالنفي.

فهذا النوع من الضمانات يعرف بضمان "الطرف الثالث" وهو جائز. فحملة الصكوك يعرفون أن هيئة الطيران المدني لم تتعهد لهم بأي أصول كضمانات في حال تعثرت هذه الصكوك.

بل اعتمدت الهيئة على اتفاقية الدعم الائتمانية التي وقعتها مع وزارة المالية والتي ستضمن بموجبها الالتزامات المالية المرتبطة من عقد المضاربة والمرابحة.

وهناك فتوى صادرة من مجمع الفقه الإسلامي الدولي والتي تنص بأنه ليس هناك ما يمنع شرعا من النص في نشرة الإصدار على وعد طرف ثالث منفصل في شخصيته وذمته المالية عن طرفي العقد بالتبرع بدون مقابل بمبلغ مخصص لجبر الخسران في مشروع معين، على أن يكون التزاما مستقلا عن عقد المضاربة، بمعنى أن قيامه بالوفاء بالتزامه ليس شرطا في نفاذ العقد وترتب أحكامه عليه بين أطرافه، ومن ثم فليس لحملة الصكوك أو عامل المضاربة الدفع ببطلان المضاربة أو الامتناع عن الوفاء بالتزاماتهم بها بسبب عدم قيام المتبرع بالوفاء بما تبرع به، بحجة أن هذا الالتزام كان محل اعتبار في العقد.

ما مخاطر الإدراج الثانوي؟

بحسب نشرة الإصدار فإنه ينتظر تسجيل الصكوك لدى تداول، الأمر الذي يعني أنه سيتم تداولها.

فالبنسبة للمخاطر الشرعية المتعلقة بتداول الدين فقد تم التحدث عنها بإسهاب في مقال الأسبوع الماضي وتم إيضاح المخرج الشرعي الذي تم تطبيقه مع صكوك "الطيران المدني".

فهذه الصكوك جائز تداولها نظرا لأن أصول المرابحة تشكل نسبة "قليلة" من النسبة الإجمالية للأصول التي ارتكزت عليها عملية الإصدار.

ما يهمنا هنا هو ما تم ذكره في نشرة الإصدار والذي أشبه بالاعتراف بأن السعودية لا تملك سوقا ثانوية متينة ذات عمق.

وتبع ذلك تحذير مبطن بأن أي عملية بيع في السوق الثانوية قد تكون بسعر منخفض مقارنة بالسعر الأصلي (وهو مليون ريال للصك الواحد).

وأرجعت نشرة الإصدار ذلك إلى عدم وجود سيولة في هذا السوق وكون هذه السوق الثانوية مقتصرة فقط على من وصفتهم بالأشخاص "المؤهلين" (أي المستثمرين المؤسسيين).

25 فبراير 2012 09:57 ص آخر تحديث : 25 فبر 2012 09:57 ص أرسل لصديق طباعة شارك ضبط الخط Tweet كشفت جولة لـ «المدينة» حول موقع مشروع مطار الملك عبدالعزيز الجديد بجدة بعد مرور عام من انطلاق العمل، أن عملية التنفيذ تسير وفق جدول زمني، والذي وضع حتى العام 2014، وتركزت الأعمال على تأسيس القواعد الرئيسية والردميات، وأعمال المساحة لإنشاء مبنى السلامة والأنظمة الاقتصادية وصالة الطيران الخاص (GA) ومجمع الوسائل الرقابية وساحات الطيران حيث اكتملت أجزاء كبيرة منها حتى الآن عن طريق عدد من الشركات المتخصصة.

وخلال الجولة التي التقطت العديد من المشاهد للأعمال الجارية في إطار المرحلة الأولى من المشروع بمختلف أشكالها من قبل أعداد المهندسين والمشرفين والعاملين التابعين لعدد من الشركات العاملة بمشروع المطار كمجموعة بن لادن السعودية والمباني وشركة سعودي أوجيه إضافة إلى شركات الخدمات والنظافة العامة كشركة «أطياف» حيث لوحظ بالموقع الاهتمام بالبيئة وبنظافة وسلامة موقع العمل علاوة على التنظيم الجيد والتوفيق من قبل الجهة المالكة للمشروع بين الشركات العاملة بالموقع في حين بدت أعمال المرحلة الأولى من المطار تسير وفق جدول زمني والذي وضع حتى العام 2014، وتركزت الأعمال على التأسيس للقواعد الرئيسية والردميات وأعمال المساحة لإنشاء مبنى السلامة والأنظمة الاقتصادية وصالة الطيران الخاص «GA» ومجمع الوسائل الرقابية وساحات الطيران حيث اكتملت أجزاء كبيرة منها حتى الآن عن طريق عدد من الشركات المتخصصة ويظهر عاملو المشروع بأغطية واقية من الشمس والغبار والعواكس المضيئة حيث لم يتوقف العمل بسبب التقلبات الجوية خلال الفترة الأخيرة.

توفير كل المرافق والخدمات بالمعايير العالمية

ذكرت مصادر لـ «المدينة» أنه من المأمول أن يصبح مشروع مطار الملك عبدالعزيز الدولي الجديد محورًا عالميًا نموذجيًا بحيث يعزّز النهضة الاقتصادية لمدينة جدة وللمملكة، كما يدعم قدراتها كبوابة رئيسية للمنطقة، ولتحقيق هذا المهمة يسعى المطار لتوفير كل المرافق والخدمات بأعلى معايير الجودة العالمية، وذلك لجميع العملاء من المسافرين والمستأجرين ومشغلي الخطوط الجوية، بمستويات من الاحترافية والكفاءة العالية، وأساليب مجدية ماليًا وملتزمة بيئيًا لذا تم رصد مبلغ 27 مليار ريال لهذا المشروع وعلى مساحة إجمالية تقدر بـ 670 ألف متر مربع، ويملك برج مراقبة من أكبر أبراج مراقبة الطيران بالعالم حيث يزيد طوله على بطول يزيد على 130م.

وأضافت المصادر ذاتها: من المفترض أن يكون المطار الجديد مركزًا اقتصاديًا متطورًا ومعْلَمًا حضاريًا بارزًا للمملكة والمنطقة بتكامل مع خطط التنمية الطموحة للمملكة، ويحقق الطموح في تعزيز مكانة مدينة جدة كمحور عالمي يقع بالمملكة العربية السعودية.

هيئة الطيران المدني.. لا تتجاوب

«المدينة» وفي اطار حرصها على ابراز جهود الدولة واعطاء المواطنين والقراء فكرة شاملة عن هذا المشروع الوطني العملاق، تواصلت عشرات المرات على مدى شهر كامل مع المتحدث الاعلامي لهيئة الطيران المدني خالد الخيبري، وطلبنا منه تزويدنا بالمعلومات والسماح لنا بدخول موقع المشروع لنقل الصورة كاملة، إلا انه رفض التجاوب معنا، وكان يتذرع في كل اتصال باعذار غير منطقية بل كان يشعرنا أن الكتابة عن هذا المشروع العملاق أمرا لا يحبذه.

ثلاث مراحل للتطوير تصل بالطاقة الاستيعابية إلى 80 مليون مسافر

وأسهبت المصادر ذاتها في الحدث عن تصاميم المشروع حيث صمم المخطط العام على أن يتمّ تنفيذ التطوير على ثلاث مراحل حتى العام 2035م حيث تصل الطاقة الاستيعابية الكاملة للمطار الجديد إلى القدرة على خدمة (70-80) مليون مسافر سنويًا، وذلك باستخدام المدارج الثلاثة الموجودة حاليًا. كما تلتزم الخطة الاسترتيجية مبدأ «في الوقت المحدّد» لضمان التوازن الأمثل بين الاستطاعة وجودة الخدمات والتكلفة، وبذلك تكون قد حققت مطارًا جديدًا ولكن ضمن حدود المطار الحالي. ولعلّ من أبرز المزايا التي توفرها المساحة الكبيرة المتاحة حاليًا هي تمكين الخطة من المضيّ قدمًا في تحقيق أهدافها المرسومة ويتضمن المشروع لعناصر الرئيسية التالية:
مجمّع صالات المسافرين التي تقام على أرض تبلغ مساحتها 670 ألف مترًا مربعًا، وهي منشأة فائقة التطور بتصميمها الفريد.

ستجهز صالات السفر بـ (46) بوابة لصعود الطائرات، تتصل بـ (96) جسرًا للوصول للطائرات، بما فيها الطائرات العملاقة ذات الطابقين من طراز ( إيرباص - A380 ) صالات الانتظار وفق أرفع المستويات، فندق تابع للمطار، ومنطقة للأسواق التجارية الحديثة.

نظام نقل الركاب الآلي يصل بين مركز استقبال الركاب ومركز الرحلات الدولية، وذلك لتسهيل تنقل المسافرين آليًا. مركز حديث للمواصلات، يضم أحدث وسائل النقل المتنوعة بما فيها محطة قطار متكاملة، وذلك لانتقال الركاب وسفرهم بمنتهى اليسر.

نظام متطور لتحميل ومناولة أمتعة المسافرين، يمتد لأكثر من ٦٠ كيلو مترًا من سيور النقل المتحركة.

أحدث نظام تقني للتحكم بحركة المرور الجوي، مع برج المراقبة الملاحي بتصميمه الفني المميز، والذي يبلغ ارتفاعه أكثر من 130 مترًا.

شبكات واسعة من الطرق والأنفاق ومدارج الطائرات، ومرافق ومنشآت متنوعة للدعم والمساندة، وقد صممت جميعها بعناية بشكل متناسب مع تصاميم المباني الرئيسية.

محطة خاصة لخزانات الوقود وشبكة إمداد الوقود.

مشتل مركزي خاص للعناية بالنباتات وخدمة حدائق المطار الداخلية وما حوله.

صممت صالة المطار وفق أرقى المواصفات الفنية وهي على أعلى مستوى من التطوير وقادرة على خدمة 30 مليون مسافر سنويًا مع إمكانية استخدامها لكلّ من الرحلات الداخلية والدولية.

كما سيضم المطار مركزًا للمواصلات، ومحطة قطار حديثة لقطار الحرمين السريع الذي يتم بناؤه الآن بحيث يربط المطار بكل من مكة المكرمة والمدينة المنورة.
كما تشمل المرحلة الأولى برنامجًا متكاملًا لدعم وتحسين البنية التحتية: برج جديد للتحكم بحركة وأنظمة وأجهزة الطيران، شبكة جديدة من الطرقات داخل أرض المطار وخارجه، شبكة حديثة للخدمات والمرافق العامة، ومباني الدعم المساندة الأخرى.

تشمل المرحلة الأولى من أعمال التطوير أيضًا إتاحة الفرص الجديدة لاستثمارات القطاع الخاص (إنشاء قرية الشحن، ومدينة المطار).

وفي هذه المرحلة سوف يستمر المطار الحالي في تقديم خدماته الكاملة دونما توقف وفي كل الأوقات أثناء عمليات التطوير والبناء.

في حين سينفذ برنامج جهوزية تشغيل المطار وفق خطة مبرمجة، بحيث يتم نقل جميع الخطوط الجوية من الصالتين الحاليتين إلى المنشآت الجديدة بكل سهولة وانسيابية.

ستعزز هذه المرحلة فرص مشاركة القطاع الخاص في المشروع، وذلك من خلال الاستفادة من الطابع الحيوي «الديناميكيي» للمشروع، وما يتيحه من التنوّع والجودة العالية للنشاطات التجارية المختلفة عبر أعمال تطوير المطار الجديد. وذلك سيساهم في إحداث فرص عمل جديدة.

شروط للتصميم واختيار المواد

أخذ بعين الاعتبار خلال جميع مراحل التصميم والتنفيذ وما يتبعها من عمليات أقصى درجات الاهتمام والالتزام بقواعد المحافظة على البيئة وحمايتها. وتحرص هذه السياسة على تحقيق الهدف المحدّد، بحيث يحرز المشروع الشهادة الفضية، وفق معيار»Leadership in Energy and Environmental Design»، وذلك لبلوغ موقع الريادة على مستوى الطاقة والتصميم البيئي المثالي، وهذا يقتضي اتباع أساليب دقيقة جدًا والتزام شروط صارمة سواء في التصميم واختيار المواد، واعتماد مبدأ إعادة التدوير، والالتزام بخفض مستويات النواتج الكربونية حيثما أمكن ذلك.

لقد حظيت الاعتبارات البيئية باهتمام بالغ في كل الجوانب وعلى كل الصعد؛ فأعمال التنظيف وتحسين الأرض جارية ومستمرة على قدم وساق منذ بداية المشروع حتى الآن.

Runway still under reconstruction by Almabani company and that is the worker's bus, also the RUNWAY still closed due to GSE tunnel (number 1 in illustration above) that goes under runway 34/16C and taxi way T and K is still under construction as well.

واس- جدة: أكد أمير منطقة مكة المكرمة الأمير خالد الفيصل بن عبدالعزيز ضرورة استعداد الإدارات الحكومية ذات العلاقة، لمرحلة الانتقال إلى مطار الملك عبدالعزيز الدولي الجديد بجدة، الذي من المتوقع أن تنتهي المرحلة الأولى منه نهاية عام 2014م.

وشدد لدى ترؤسه اجتماع عرض مستجدات مشروع المطار في مكتبه بجدة، اليوم، على أهمية التنسيق بين الجهات ذات العلاقة مع هيئة الطيران المدني وإدارة مشروع المطار، لمعرفة احتياجات المطار المستقبلية خصوصاً في ما يتعلق بالطاقة البشرية من توفير الأعداد البشرية الكافية للتشغيل، وتدريبها قبل انتقالها للعمل في المطار الجديد.

واطلع أمير مكة على عرض مرئي قدمته هيئة الطيران المدني بحضور نائب رئيس الهيئة الدكتور فيصل بن حمد الصقير ووكيل إمارة منطقة مكة المكرمة الدكتور عبدالعزيز الخضيري ومدير مشروع المطار المهندس محمد عابد وعدد من المسؤولين.

وشمل العرض المرحلة الأولى من المطار الجديد التي تهدف إلى توفير الخدمة لـ 30 مليون مسافر سنوياً، فيما ستخدم المرحلة الثانية بعد إنجازها نحو 40 مليون مسافر بحلول 2025م وستخدم المرحلة الثالثة 80 مليون مسافر بحلول عام 2035م.

وتتضمن المرحلة الأولى التي يجري العمل على تنفيذها عقدين لتطوير مجمع صالات، وبرج المراقبة، والمرافق المساندة، علاوة على مركز النقل، والأعمال الأرضية، وأعمال البنية التحية ومركز الخدمات.

وسيرتبط المشروع مباشرة بقطار الحرمين، كما سيحتوي أيضاً على محطات قطار آلي لنقل المسافرين وفندق يحتوي على 118 غرفة ومنطقة تجارية.

ويجري العمل حالياً على أرض الواقع، إذ قطع التنفيذ خطوات متقدمة في مجال إنشاء مبنى مواقف السيارات ومجمع صالات المسافرين، إلى جانب أنفاق الخدمات ومركز الأعمال والطريق السريع.

Coordination a must to operate new Jeddah airport

Makkah Gov. Prince Khaled Al-Faisal urged the government to make necessary preparations prior to shifting to the new King Abdulaziz International Airport by the end of 2014.

He also underlined the need for enhanced coordination with the General Authority of Civil Aviation (GACA) and the New Airport Project Department to find out the future requirements of the airport, especially with regard to human resources.

“Emphasis should be given to make available a sufficient number of qualified hands for the airport’s operation and give them training before they work at the new airport,” he said. The governor was chairing a meeting of officials to review the progress on the new airport project.

Prince Khaled also watched a video presentation by GACA on the first phase of the project. The meeting was also attended by senior officials such as Faisal bin Hamad Al-Soghair, deputy chairman of GACA, Abdul Aziz Al-Khudairy, undersecretary at Makkah governorate, and Muhammad Abed, director of the airport project.

The late Crown Prince Sultan laid the cornerstone for the new airport on Jan. 11 last year. Saudi Binladin Group was awarded the contract worth SR27.1 billion ($7.2 billion) in November 2010 following a bidding process.

The airport is designed in the shape of two crescents because of its status as a gateway to the two holy mosques. The current capacity for the airport stands at 17 million passengers. The new airport’s annual capacity will rise to 30 million passengers when the first phase of the project is completed within the 36-month contract period. The airport’s capacity will increase to 40 million and then 80 million passengers when the second and third phases of the project are completed in 2025 and 2035 respectively.

The country's largest builder will construct a single 670,000-square-meter terminal with 94 aircraft bays to replace the two ageing facilities currently handling airport traffic. It will also build what the Saudi airports authority has described as the world's tallest airport control tower at 133 meters and infrastructure linking the terminal with roads and the planned high-speed Haramain railway that will join Jeddah with Makkah and Madinah.

The ongoing work of the first phase covers construction of the passengers’ terminal complex, control tower, supporting facilities, transport and service centers, and a multi-story car park.

I know I'm going to disappoint you but this project is not financed by the government so you can not hint a "pie or a cake" of the budget ;)
this project is financed by selling "Sukuks" for investors and some local banks, and that was their first step into privatizing the Civil Aviation facilities and the national carrier. :)

Bad News .... the airport project has been extended one more year so the total period becomes 4 years since awarding date end of 2010.

The more changeable and complicated work is the terminal and Binladen failed to start construction on time..... congratulations for this company

«عكاظ» تتجول داخل مطار الملك عبدالعزيز الدولي الجديد في جدة

البدء في صب سقف صالات الركاب الرئيسية والانتهاء من جزء كبير من البنية التحتية

باق من الزمن أقل من 24 شهرا ويتم الانتهاء من إنجاز مطار الملك عبدالعزيز الدولي الجديد في جدة، الذي يعد أضخم وأحدث مشروع مطار في المنطقة يستقبل أكبر الأساطيل الجوية في العالم.
بدأت ملامح هذا الصرح تظهر من خلال العمل الجاري لتسقيف وصب أجزاء كبيرة من الدور الأول للصالة الرئيسية للمطار، وجزء من الأنفاق والدور الأول من مواقف السيارات.
«عكاظ» وقفت ميدانيا أمس على المشروع الذي تنفذه هيئة الطيران المدني، واطلعت على أهم مراحل المشروع التي ظهرت على سطع الأرض، بعد أن أنجز جزء كبير من البنية التحتية له.
وقال لـ «عكاظ» المشرف العام على المشروع المهندس محمد أحمد عابد بدأنا بصب سقف الجزء الشمالي الشرق والغربي للصالة الرئيسية للمطار، وانتهينا من جزء كبير من البنية التحتية، حيث لدينا 15 كيلو مترا طوليا تعتبر أنفاقا للخدمات، وانتهينا من إنجاز ألف وسبعمائة متر طولي، منها ومن أساسات الطرق الداخلية، والجسور التي تبلغ أطوالها 36 كيلو مترا طوليا، وطول أنفاق الخدمات 9.5 كيلو متر 2.5 كيلو متر جسور وكباري للسيارات.
وأكد المشرف العام على المشروع متابعة صاحب السمو الأمير فهد بن عبدالله رئيس الهيئة العامة للطيران المدني لتنفيذ المشروع والوقوف الميداني على مراحله أولا بأول.
كما رافق «عكاظ» في الجولة المشرف العام ومدير عام العلاقات العامة في هيئة الطيران المدني خالد الخيبري، حيث استغرقت الجولة عدة ساعات، وتوضح الصور حجم المشروع وعدد العاملين فيه، حيث تجاوز ثمانية آلاف عامل ومهندس وفني.
وبين المهندس عابد أنه تم حفر 5 ملايين متر مكعب للأساسات.
وأفاد أن مجمع صالات السفر للمطار الجديد يضم منطقة تجارية، الصالات الداخلية وتقع على مساحة تسعة آلاف متر مربع، وصالات السفر الدولي وتقع على مساحة 21 ألف متر مربع وفندقا يضم 118 غرفة، مكونا من ثلاثة أدوار، وهناك قطار داخلي لخدمة الركاب مابين الصالات، كما ستضم الصالة 115 سلما كهربائيا، و192 مصعدا و46 جسرا تلسكوبيا للركاب تربط الصالات بالطائرات، منها 4 جسور لطائرات الإيرباص 380، وهناك 200 كاونتر و80 كاونترا للخدمة الذاتية، 63 كاونترا للجوازات.
كما تضم صالات صعود الطائرات 54 صالة للرحلات الدولية و28 صالة للرحلات الداخلية و4 صالات لكبار الشخصيات، وهناك ستة مواقع لاستلام الأمتعة للقادمين على الرحلات الداخلية وعشرة للقادمين على الرحلات الدولية.
وتبلغ مساحة الصالات 670 ألف متر مربع، وطاقتها الاستيعابية 30 مليون مسافر، وهناك نظام متطور لتحميل ومناولة أمتعة المسافرين من السيور يبلغ طولها 60 كيلو مترا، وفي عام 2014م سيتم البدء في تشغيل المطار، كما يجري تنفيذ أعلى برج جوي في المطار الجديد ارتفاعه 136 مترا.
كما يضم المطار محطة حديثة لقطار الحرمين السريع الذي يتم بناؤه الآن بحيث يربط المطار بكل من مكة المكرمة والمدينة المنورة. كما تشمل المرحلة الأولى برنامجاً متكاملاً لدعم وتحسين البنية التحتية: برجا جديدا للتحكم بحركة وأنظمة وأجهزة الطيران، شبكة جديدة من الطرقات داخل أرض المطار وخارجه، شبكة حديثة للخدمات والمرافق العامة، ومباني الدعم المساندة تشمل المرحلة الأولى من أعمال التطوير أيضاً إتاحة الفرص الجديدة لاستثمارات القطاع الخاص (إنشاء قرية الشحن، ومدينة حول المطار).
وسوف يستمر المطار الحالي في تقديم خدماته الكاملة دونما توقف وفي كل الأوقات أثناء عمليات التطوير والبناء. كما سيتم تنفيذ برنامج جهوزية تشغيل المطار وفق خطة مبرمجة، بحيث يتم نقل جميع الخطوط الجوية من الصالتين الحاليتين إلى المنشآت الجديدة بكل سهولة وانسيابية. ستعزز هذه المرحلة فرص مشاركة القطاع الخاص في المشروع، وذلك من خلال الاستفادة من الطابع الحيوي (الديناميكي) للمشروع، وما يتيحه من التنوّع والجودة العالية للنشاطات التجارية المختلفة عبر أعمال تطوير المطار الجديد. ما يساهم في إحداث فرص عمل جديدة ـ كما سيتم تنفيذ برنامج تجهيزات تشغيل المطار وفق خطة مبرمجة بحيث يتم نقل جميع شركات الطيران من الصالات الحالية للمطار الجديد، ويتضح ان هناك نفقا بأربعة مسارات تحت المدرج الأوسط لتسهيل وصول سيارات وآليات الخدمات الأرضية في منطقة المطار، بحيث تمنع حركة السير في منطقة المطار وستتحول من تحت الأرض عبر هذا النفق.

تقوم إدارة مرور محافظة جدة صباح الجمعة القادمة بعملية إغلاق الخط القادم من خط الحرمين شرقًا باتجاه تقاطع شارع النزهة مع الأمير ماجد ليصبح المسار إجباريًا نحو الغرب، ويأتي ذلك ضمن الأعمال الجارية في إطار مشاريع المطار الجديد حيث سيكون شارع الأمير ماجد المدخل الرئيس للمطار، وبالتالي سيكون هناك جسور ومشاريع عدة في حين ستتم الاستعانة بكوبري القاعدة الجوية كبديل للقادمين من خط الحرمين، ويتم خلال فترة الإغلاق اكتشاف منطقة التقاطع من قبل الشركات المنفذة، وتحديد مناطق تمديد الخدمات المختلفة لتحويلها عن مسارها تمهيدًا لعمل التفافات دورانية (يوتيرن) وإزالة الإشارة بتقاطع شارع النزهة مع الأمير ماجد نهائيًا.وأوضح العقيد المهندس هذلول الجعيد أن هذه الخطوة جاءت لتخفيف العبء على المنطقة وإتاحة المجال لاستكشاف خطوط الخدمات المختلفة وتحويلها، ومن ثم عمل الجهات ذات العلاقة لتحويلات دورانية تسهل بعد ذلك حركة المرور بالمنطقة بشكل دائم وقد تم التنسيق مع هيئة الطيران المدني بهذا الخصوص.
من جانبه قال مدير إدارة المرور بمحافظة جدة العميد محمد بن حسن القحطاني إن إدارة المرور تعمل بشكل حثيث على التنسيق فيما بينها والجهات ذات العلاقة كأمانة محافظة جدة أو المحافظة أو هيئة الطيران المدني وغيرها سعيًا في فك الاختناقات المرورية وتيسير حركة المشاريع المختلفة بنفس الوقت .
وأضاف: إغلاق الخط القادم نحو تقاطع شارع النزهة مع الأمير ماجد جاء بناء على التنسيق مع هيئة الطيران المدني لعمل تحويلات دورانية حيث من الممكن أن يستمر الإغلاق لشهر أو شهر ونصف فقط.

PETALING JAYA: Eversendai Corp Bhd has been appointed as a sub-
contractor to erect structural steel works worth RM158mil for the railway station in the King Abdul-Aziz International Airport development project for the first phase in Jeddah, Saudi Arabia.

The project was awarded to the group's subsidiary, Eversendai Engineering LLC in Dubai, by the main contractor, the Saudi Binladin Group, Eversendai told Bursa Malaysia in a statement.

Eversendai's scope of work includes engineering, connection designs, supply, fabrication and delivery to site, painting, fire proofing, metal decking and erection of structural steel works.

“Three new terminal buildings, a high-speed rail link and a capacity for up to 80 million passengers a year are among the targets proposed for the new airport,” said Eversendai.

“Work on this contract is expected to use nearly 12,000 tonnes of steel and anticipated to be completed in 2013.”

It said the contract was expected to have a favourable impact on the group for the 2012 and 2013 financial years.

Habtoor Leighton Group (HLG), has announced a $150m, or 20%, stake in the $800m aircraft maintenance facility contract awarded to the TAV Construction joint venture bid for the project, also involving Al Rajhi.

The Saudia Aerospace Engineering Industries (SAEI) aircraft hangar facility at King Abdul Aziz International Airport in Jeddah comprises 11 aircraft maintenance, repair and operation (MRO) hangars alongside a raft of ancillary administrative buildings.

“Strategically this is a very important project for us; this project is our first major project in Saudi Arabia, which is perhaps our most important geographic growth market,” said Laurie Voyer, CEO and MD at HLG, according to Gulf News.

The project is intended to meet MRO business needs for the next 20 years. “The Aircraft Maintenance Hangars will be the largest and most advanced MRO facility in the region,” said Mr. Yusuf Akcayoglu, regional director at TAV Construction.

The duration of the project is 900 days.

With the addition of this contract, HLG’s total orders stand at $4.4bn.

“Our growth strategy is based on diversifying our workload by both geography and work type with good quality clients who value our services,” said Voyer. “We are able to leverage off the Leighton Group’s Australian and Asian experience in delivering airport infrastructure and apply this to a new market.”

The project is part of the estimated $7.2bn expansion plan to increase the King Abdul Aziz International Airport’s capacity from 13m to 80m passengers per year by 2035.

معرض عالمي في جدة يستعرض مشروعات سعودية بـ 20 مليار دولار
25/ابريل/2012 تستضيف جدة في الأول من مايو المقبل واحداً من اكبر المعارض المتخصصة في المطارات وصناعة الطيران والخدمات اللوجستية بمشاركة نحو 200 شركة عالمية.

ويستهدف المعرض الذي سيدشنه صاحب السمو الأمير فهد بن محمد بن عبدالله، رئيس الهيئة العامة للطيران المدني، استعراض الفرص المتاحة في البنى التحتية لصناعة الطيران والمطارات والخدمات اللوجستية في المملكة العربية السعودية، والتي تعتبر الأسرع نموا.

وتشير المعلومات الى ان المملكة العربية السعودية لديها خطط طموحة للاستثمار في انشاء مطارات جديدة وكذلك توسعة وتطوير وإعادة تأهيل المطارات القائمة على مدى العقد المقبل.

وتشير تقديرات المنظمين للمعرض ان السعودية ستنفق مابين 10-20 مليار دولار امريكي في إنشاء وتطوير المطارات بحلول العام 2020، مشيرة الى ان شركات القطاع الخاص سوف تساهم بشكل كبير في هذه الخطة السعودية.

ويأتي مشروع مطار الملك عبدالعزيز الدولي الذي تنفذه الهيئة العامة للطيران المدني حالياً كأكبر المشاريع السعودية والذي تقترب تكلفته من 11.5 مليار دولار امريكي، والذي من المقرر أن تكتمل مراحله الثلاث في عام 2035.

لزيادة الطاقة الاستيعابية للمطار من 15 مليون مسافر الى اكثر من 80 مليون مسافر في السنة.

اضافة الى مشاريع التطوير والتأهيل لمطار الامير محمد بن عبدالعزيز في المدينة المنورة لزيادة طاقته الاستيعابية الى اكثر من 14 مليون مسافر في السنة بتكلفة تتجاوز 1.5 مليار دولار.

ويستقطب المعرض كبرى شركات صناعة الطيران وانشاء المطارات والبنى التحتية والخدمات اللوجستية الأوروبية والامريكية التي تطمح الى المشاركة في استثمار هذه المشروعات العملاقة التي تخطط لها المملكة لتطوير واعادة تأهيل مطاراتها.
