Around the world, most important cities have this and so Cebu has joined the world. You have entered the modern world and this will benefit you and your children,” said Yulo, former president of the Philippine Chamber of Commerce and Industry and former president of the Philippine Stock Exchange. Yulo had a tour at the CICC yesterday with Marisa Nallana, president of the Philippine Association of Convention/Exhibition Organization and Suppliers (Paceos). Nallana, for her part, also said their members are already asking if they could book events at the CICC, an infrastructure project that she said they proposed for the government to build 10 years ago yet. “Key cities in the US and Europe have an exhibit and convention center. Companies from Germany, Taiwan and China wanted to have exhibits here but there’s no place. Ten years ago we proposed this to the Department of Tourism, but this was not a priority. We were having a difficult time organizing big events here because of the lack of venue,” said Nallana. For Yulo, the issue is not whether the CICC could be finished in time for the Association of Southeast Asian Nations (Asean) summit. He expects several events coming up for the CICC, exhibits that he projects would bring a “higher level” of education, generate transport business and the construction of other businesses in the vicinity. Amid continuing criticisms about the CICC from some columnists, Gov. Gwendolyn Garcia dared them to ask any experienced triple A contractors if the CICC construction is an ordinary feat. “We had groundbreaking last April 7 so in less than eight months, we completed a structure with 27,000 square meters of floor area, 3.8 hectares of onsite development and with three million kilograms of structural steel. Ask any experienced contractor just how significant that feat is,” said Garcia. She expects to be doing more test runs for the air conditioning system and escalators as well as attend to the last finishing touches beyond Nov. 30. “We seem to have been too focused on dates. There’s so much speculation and debate and fighting over it, overlooking the fact that there now stands at the reclamation area a monument of the Cebuanos’ ability to deliver,” she said. By Dec. 2 we’re out of here,” said Moro, who hesitated to take over the work of the previous contractor but in the end decided to accept the job “to help Cebu.” The 74-booth international media center, which is being taken care of by Malacañang and equipped with audio and video facilities, will be fully operational by Dec. 4. In recent news articles, Metro Manila's retail sector is too saturated with less than 10% space for the retail sector. My friends from Manila are even wondering why there are only a few malls in Cebu. In my opinion, we need more malls. More malls, more competition. More competition, better service. Better service, less crowds. I believe that our malls are toooooooooooo crowded especially on weekends. We need more malls! Boardwalk and Ciudad might just be a "strip-type" mall and not really a super mall (that houses everything) like Ayala or SM. I've been thinking, Boardwalk and Ciudad might be different. Perhaps it could just be like Banilad Town Center where the establishments are more of bars and restos instead of retail. I'm even guessing that these two new malls definitely won't have cinemas or department stores. One thing for sure, Ciudad would be a hit considering that it would target the nearby IT Park and hotels that line along the Salinas strip. (Fifth Avenue) that blends culture, entertainment, retail, dining and architecture , will rise along Banilad Road, Cebu City. Fifth Avenue is composed of foreign companies WLG Singapore, a leisure company; IPay Limited Hong Kong, a financing company; China Team, a construction company; and the Dino family of Cebu. Lawyer Jose Allado Jr., consortium spokesman, said the estimated cost of the development is around P1.2 billion. This excludes the cost of the construction of a business class hotel inside the 2.8-hectare development. He said in an interview after the project?s ground-breaking yesterday that Ciudad is an entirely new concept, which has not been introduced in the country. We want to develop a destination, where people can visit Cebu in one day. It will have restaurants, coffee shops, retail stores, a museum and many leisurely spots that depict the Cebuano culture,? Sino-Cruz Inquirer Last updated 06:46pm (Mla time) 11/30/2006 CEBU CITY -- A P1.2-billion Spanish-inspired commercial tourist facility is in the works in Cebu City. The Cebu provincial government is considering constructing the tourist facility on its 2.8-hectare lot near the posh subdivisions in Cebu City as a revenue-generating venture. A newly formed consortium will build "Ciudad," a mixed-use development envisioned to provide its visitors a glimpse of the old and modern Cebu. The project's total cost could range from P800 million to P1.2 billion, excluding the hotel, according to Jose Danilo Silvestre, principal architect of DA Silvestre Associates, the firm that came up with the project's design. Silvestre said the project would be on a build-transfer-operate scheme. This meant that the consortium will turn over the project to the provincial government, but it will operate Ciudad on behalf of the province. The provincial government will generate revenues from both the land rental fees and its share from Ciudad's profits. Under the agreement with the provincial government, the Fifth Avenue Property Development Corp. (FAPDC) will pay rental fee of P35 per square meter starting this December. When the project starts operation, the province will get a one percent share of Ciudad's gross sales. Ciudad will feature multi-level interconnected buildings that would house restaurants, a museum, an amusement center and a variety of shops. The FAPDC envisions Ciudad to become an architectural landmark that would showcase a combination of the old and modern Cebu, FAPDC spokesman Jose Allado Jr. said. "It will have the finest dining in town and the best of Cebu's arts, culture and history. It will be like Cebu in a day," Allado said. Since Cebu already has a number of malls, the Cebuano investors wanted to come up with something different. "Ciudad's design would depict the Cebuano heritage," Silvestre said. Ciudad will comprise of Centro Sinulog, a five-level structure that will house a supermarket, a hardware, and an amusement center, among others; Plaza del Sol and Plaza de la Luna, which will house restaurants; and the Mercadillo, which will have micro retail shops that would carry Cebu-made products and souvenir items. Aside from providing a venue to the works of Cebu artists, Ciudad will also host outdoor events and concerts at its plazas. Except for the hotel, Ciudad was projected to be operational by November 2007, in time for the Advertising Congress, Silvestre said. FAPDC assistant executive vice president Roger T. Gopaoco said the consortium building Ciudad is composed of the Singapore-based WLG Pte Ltd, a gaming company; China Team, a company engaged in construction; Ipay Ltd., which is into financial services; and the Dino family, which owns the Philippine Beijing Corp., importer and assembler of a China-made motorcycle brand. The construction of Ciudad started with the groundbreaking held Tuesday at the site. Present during the event were Cebu Governor Gwendolyn Garcia, Mark Chan of IPay, Frederick Tan of WLG and other officials of the consortium. Aside from Ciudad, the FAPDC is looking for an investor-operator of the project's hotel component. Allado said they were negotiating with four prospective investors, three foreign and one local. And maintaining Cebu’s “good political image” in the global economy will “redound” to more developments in the province’s construction industry, Cebu Contractors Association Inc. (CCA) president Charles Sy said. “(The) economic development of a country is related to growth in construction activities. Cebu is experiencing that growth because we are politically stable,” Sy also said. The growth in the industry was seen in the commercial, industrial and housing sectors. But this year was much better than two years ago and it will be favorable in the next five years,” he said. Dagooc The Freeman 12/07/2006 Four local and foreign hotel operators have expressed interest to partner with Fifth Avenue Property Development Corporation to open a 300-room hotel with Casino at the government-owned property in Banilad. Fifth Avenue Development Corporation, a consortium of local and foreign investors, was given the right to develop the Cebu provincial government-owned property in Banilad adjacent to the Cebu Asiatown IT Park. Next year, the consortium will have to decide which hotel management chain or hotel investor the company would partner with in building a business hotel in the area, said Jose Allado Jr., the consortium's spokesperson in a press conference. Allado said the consortium may construct the hotel building, but the management will be given to a hotel management company. "We might build the hotel, but not necessarily," he said. Initially, the company planned to open 120 to 150 rooms for the hotel's phase 1 project, but including phase 2 developments it targets to build a total of 300 rooms. For now, Fifth Avenue has prioritized the construction of its commercial component which will be operational by December of next year. However, Allado said hotel construction will start in the middle of next year, as soon as the company decides which of the four interested hotel companies will be chosen as the company's partner. Part of the company's tentative plan is to make the hotel much affordable for businessmen transients, and that a Casino facility is one of the attractions. The consortium has allotted P1.2 billion for the creation of total tourism commercial structures called Ciudad. Although the hotel structure is also equally important to complement this new integrated tourism shopping, entertainment and leisure destination within the 2.5-hectare property, Allado said construction was targeted to next year, because the company still has to decide which hotel chain will be fit to run the company's preferred hotel concept. The consortium targets to turn-over the Ciudad's commercial spaces to tenants by August of 2007. Earth-shaking works, like building the soil foundation will start before few days from now, while vertical construction of the project starts early January. Malaysia’s UEM Group has expressed interest in the project, but provincial governor Gwendolyn Garcia wants to cast a wider net in search for a suitable contractor that will work on the island-long road network in a build-operate-transfer (BOT) scheme. “We want the private sector to fund this, which is why we’re opening the bidding to other interested parties,” Garcia said at the opening of the Cebu International Convention Center on Wednesday. The provincial government is pulling all stops to impress foreign visitors with its infrastructure and economic prowess during the 12th ASEAN Summit. Garcia described the project as a “trans-axial highway” that would connect the province’s northernmost town of Daanbantayan to Santander in the south. The highway will bisect the cigar-shaped island, and all 47 towns and six cities will be connected to it via feeder roads, she said. Since it will be a BOT project, the winning contractor will operate it as a toll road, the governor said. She gave no details on the length of the concession the government will grant, but the national government in recent years has awarded other toll road operators 30-year contracts. Garcia said representatives of the UEM Group approached her at a recent infrastructure convention in Hong Kong to express their desire to build the highway. The UEM Group, originally United Engineers Malaysia Berhad, is a construction conglomerate that operates the Coastal Road toll highway linking Metro Manila to Bacoor town in neighboring Cavite province. For the Cebu project, Garcia said the government planned to maximize the potential of the highway, including the possibility of it having multiple lanes. “We want a highway that will be functional for the next 30 years,” she said, explaining that it will have to take into account the projected growth in traffic volume over the years.
