The project was previously scheduled to be completed in 2011 but was delayed due to the global economic recession, informed sources told Arab News. Saudi Binladin Group and Saudi Oger, which were the project’s previous contractors, could not complete it. “Earlier we had a plan to complete the project in one go by 2011. Because of the delay, we have decided to implement it in phases,” said a source close to the company. Saudi Binladin and Saudi Oger said they were unable to complete the project on time because of the economic crisis that hit the world in 2008 that made it difficult for them to receive adequate funds. They also blamed the rocky terrain for the delay. The project includes construction of nine hotels and 89 residential apartments in the first phase and four hotels and 72 apartments in the second phase. Khatib & Alami will be the technical supervisor of the project for two years, it said in a statement posted on the Saudi bourse website. Last month, Jabal Omar said it signed a SAR3.4 billion contract with Nesma & Partners Contracting Co. for the first phase the project. The project comprises the construction of three luxury hotels, hundreds of shops and air-conditioned prayer facilities for 100,000 worshippers, as well as housing, close to the Grand Mosque. Work on the first phase, which is scheduled to take 24 months, will overlook Ibrahim Al Khalil Avenue. Yesterday, Jabal Omar said will pay off Saudi Oger – one of Saudi Arabia’s biggest builders - for work completed so far on the northern part of the project to take back control of the northern part of the project. The listed developer was created four years ago by Makkah Construction & Development Company specifically for the project. Despite raising SAR 500 million in an initial public offering in 2007 the project has seen stalled development in the last few years through an inability to raise further financing. The company made a net loss of SAR 37 million last year. But in October, it finally secured US $1.5 billion loan from four banks to help speed construction. The company’s chairman, Abdul Rahman Faqeeh, also indicated that it may mobilise around SAR 3 billion through sukuks if needed. Dallas-based Wilson Associates, considered among the elite of the world's hospitality interior design firms, was chosen to design 19 hotels going up simultaneously in Mecca, Saudi Arabia, the birthplace of the Prophet Muhammad and the religion he founded. Unlike other fantastic projects that have come her way - the Atlantis in the Bahamas, the Venetian Las Vegas and Venetian Macau and palaces for Middle Eastern royals - this project is spiritually unparalleled. The hotels are part of a $6 billion redevelopment in Mecca, center of the Islamic world. More than 65,000 pilgrims from around the globe come to the Grand Mosque every day. And many of them need places to stay. That's why 26 hotels are being built at once by H.E. Sheikh Abdul Rahman Fakieh, chairman of Jabal Omar Development Co. Countdown A large digital clock on a construction site billboard tracks the days left to finish the project. The count is less than 500 days. To help prevent cultural missteps, the project director is an architect, hospitality designer and a Muslim, Wilson says. Her firm has worked on 59 Middle Eastern properties in 15 years. Wilson Associates recently opened its first Middle East office in Abu Dhabi, where it designing two wings in the new Presidential Palace Development, that country's White House. Wilson attributed landing the Mecca project to "the combination of 39 years of hard work in the business, good old-fashioned networking and being in the right place at the right time." Two years ago, San Francisco-based Equinox Hospitality Group asked Alan Benjamin, a hospitality purchasing agent, to recommend interior designers for Jabal Omar Development's hotels. He pointed to Wilson Associates and its director of corporate business development, Michael Linczyc. Equinox initially thought Wilson was only suited to design the interiors for the project's three five-star hotels. Last year, Benjamin, an avid Porsche track racer, invited Equinox founder Abdul Suleman and the other Mecca interior designers and suppliers to attend his annual Track Day in Colorado. "Believe it or not," says Wilson, "it was between racing around in Porsches, Ferraris and vintage American muscle cars that Michael met with Abdul and discussed the option of Wilson Associates using multiple offices and teams to take on more of the projected 26 hotels." Linczyc left the track with a commitment for 12 hotels. A few months later, he increased that to 19, including a dozen mid-range hotels, a new category for the firm. "Most people would say, 'Boy I wish I could stay in these three-star hotels,' " Linczyc says. "We didn't cut any corners." Surprises On Jan. 14, Linczyc went to Jeddah to show plans to Sheikh Fakieh. Armed with his laptop and flanked by two associates, Linczyc was expecting a small gathering that would last several hours. When the trio arrived, they were told they had 12 minutes with the sheikh. When they entered the room, it was filled with 40 dignitaries. "I didn't have enough business cards to hand out to everyone there," Linczyc says. "I rattled through plans for all 19 hotels in roughly 12 minutes - maybe 15. They looked at what we had done in the past and trusted us to follow through with what they wanted." This is another remarkable twist in Trisha Wilson's already remarkable career. Her big break came in 1975, when she hoodwinked Dallas developer Trammell Crow into thinking her fledgling company was bigger than just her and landed the interior design work for his Anatole hotel. Now she's the rock star of hospitality interiors, and more than a million guestrooms bear Wilson Associates' touch. "My focus is to make sure clear communication is in place 100 percent of the time among all consultants," she says. "It's important to remember the whole team is striving to achieve the same vision. Our eye is on the ball at all times." Ironically, Wilson and most of her design team will never see their completed work. Non-Muslims are not allowed to visit Mecca. The property firm, created four years ago to oversee the Jabal Omar mixed-use development in Makkah, is seeking to kickstart construction on the project with new equity to add to a bridge loan from five national banks secured last year. The project will eventually see the construction of three luxury hotels, hundreds of shops and air-conditioned prayer facilities for 100,000 worshippers, as well as housing, close to the Grand Mosque. The first phase, scheduled to take two years, will centre around work overlooking Ibrahim Al Khalil Avenue. Construction stalled during the wider economic recession despite Jabal Omar Development raising SAR 500 million in an initial public offering in 2007. Net losses for the company soared 61% last year, at SAR 37 million against the loss of SAR 22 million the previous year. Losses per share reached 5.5 Hallals against 3.4 Hallals the previous year. The company made a loss of SAR 7.4 million in the first quarter, against SAR 8.9 million in the first quarter 2010. The project has since undergone a major revision, which led to a rise in expenses and no operating profits last year. Saudi Oger, the contracting giant, last month was paid SAR 588 million to terminate its contract with the developer when the two parties failed to agree on a lump sum on the project. Nesma & Partners Contracting Company was signed as main contractor on the first phase in a deal worth SAR 3.4 billion in January. Ahmad Rashid Ahmad May 9th, 2011, 08:37 PM The Saudi Capital Market Authority (CMA) has approved the increase of Jabal Omar Development Company’s capital by SR2.58 billion. The subscription of the new shares would be restricted to shareholders who were on the list on the day of its general assembly meeting scheduled to be held end of this month. The nominal value and number the new shares to be floated for subscription would be decided after the stock exchange on the day of the general assembly meeting, informed sources said. The move comes as part of the company’s efforts to complete the housing project located close to the Grand Mosque in Makkah as quickly as possible. The company has appointed a new contractor after the previous contractor delayed the project that aims at building 36 residential towers comprising 12,000 rooms within the next three years to meet the requirements of the increasing number of pilgrims. “The general plan of the project includes construction of a pedestrian path with a width of 40m and length of 300m from the end of King Abdul Aziz Road to the western courtyard of the Grand Mosque, passing through the residential project,” one source said. He said the pedestrian path would facilitate the movement of pilgrims and other worshippers who come from the side of the road and neighboring residential districts and help them reach the mosque quickly. “A tunnel will be established along Ibrahim Khaleel Street to facilitate the movement of vehicles and separate them from pedestrians,” the source said. The company will construct part of the first ring road at its expense, from Umm Al-Qura Road to Ibrahim Khaleel Street with a length of 600 meters. The project is designed to accommodate 150,000 worshippers, including 85,000 on the prayer places of the residential towers and their courtyards. Abdul Rahman Faqeeh, chairman of the company’s board of directors, said the project was delayed because of changing contractors and because of delay in vacating owners of real estate properties that existed in the area. “Some owners have not yet vacated their properties worth SR405 million,” he pointed out. The three hotel chains will operate 12 properties at the mega development, which will house 37 hotel towers up to 48-storeys tall and provide accommodation for 45,000. Under the terms of the deal Hilton will operate six properties in the development, a move that will triple its Saudi portfolio and call for the recruitment of 9,000 staff in the kingdom over the next three to four years, “There’s no mistaking the potential for even further growth in the kingdom,” said Ian Carter, president, global operations and development, Hilton Worldwide. “We are also seeing an increased interest from owners who are developing hotels in the secondary cities… to make the most of the booming market.” US hospitality chain Marriott International will operate three hotels in the project, bringing the number of properties it operates in Saudi Arabia to 11. Fellow American hotelier Hyatt International will also manage three hotels in the holy city, which will open over the next three years. Saudi’s holy cities play host to millions of religious tourists each year, who flock to the kingdom to undertake the pilgrimages hajj and umrah. Overlooking the Grand Mosque in the centre of Makkah, the Jabal Omar development will help to meet the demands for a wider variety of accommodation from the rising number of pilgrims visiting Saudi Arabia every year. The announcement about starting commercial leasing of the massive development project was made by Abdul Rahman Faqih, chairman of the company, in a press conference here on Wednesday. "This amount is equal to three times of the revenues projected in the economic feasibility study. Construction work of the multi-billion riyal project is proceeding on schedule," he said. Jabal Omar Project that overlooks the Holy Kaaba in the central Haram area includes luxury hotels, commercial shops and houses. Faqih lauded Custodian of the Two Holy Mosques King Abdullah, and Crown Prince Naif, deputy premier and minister of interior, for their material and moral support that enabled the company to make great strides in developing one of the Kingdom's largest projects. He also commended Makkah Gov. Prince Khaled Al-Faisal, who is also chairman of the Authority for the Development of Makkah and the Holy Sites, for his keenness to complete the project at the earliest possible. Faqih said that the company's shareholders were briefed on the progress of the project at the fourth general assembly meeting held recently. Unveiling details of leasing commercial units, Faqih said that a total of 2,106 square meters of shopping space have been allotted for 48 shops, and this represents 2.5 percent of the total commercial area. The first phase also includes 86 villas and furnished apartments. Hilton Worldwide will manage six hotels while Marriott and Hyatt will manage three hotels each at the project. "Renting commercial outlets in the first phase of the project will be completed early 2013. Contracts for the second phase of the project on Ibrahim Al-Khalil Street were awarded to Saudi Arabian Baytur Construction Co. and Azmeel Contracting and Construction Corporation for an amount of SR1.49 billion," he said adding that the second phase would also include commercial area, four hotel towers and 72 residential villas. Period of implementation of the second phase is 24 months. Calling Jabal Omar as one of the largest development projects in the Middle East region, Faqih expressed satisfaction over the project's cash liquidity. "We had carried out studies about financing the project in a scientific and meticulous manner. The company managed to collect a major portion of the cost of the first phase through a syndicated loan from local banks, amounting to a total of SR7 billion instead of SR5 billion that was agreed upon earlier," he said. Faqih noted that the company signed a loan agreement with the Ministry of Finance for SR3 billion to implement the third phase of the project that includes four hotel towers, and a central commercial market. Referring to the electricity power supply for the project, he said that a huge electric transformer with a capacity of 240 mega vault will be established by the company. Sheikh Fakih expected the number to rise in the future in light of the development pace Makkah has been witnessing recently in all economic fields. Forty eight shops have been rented annually for total value of SR61 million, an amount that is three times the annual revenue projected in the feasibility study, he pointed out. The area of rented shops is 2,106 square meters, which constitutes 2.5 percent of the total area allocated for rent, he noted. The first stage of the project will be completed in early 2013 and will consists of 10 hotels and 86 villas and residential units. The second stage will be completed in 24 months from now and consists of four hotels and 70 villas. Regarding the cash flow and financing of the project, Sheikh Fakih said several local banks expressed desire to finance the project. Some SR7 billion were borrowed to implement the first stage of the project and SR1,490,000,000 were borrowed for the second stage. Financing for the third stage was secured from the Ministry of Financing with a loan of SR3,000 million. Sheikh Fakih said the electricity consumption in the project would not impact the overall performance of electricity in the Central Area of the Grand Mosque. (4250.SA), or JODC , plans to launch soon the third phase of its large-scale mixed-use real-estate project in the Saudi holy city of Mecca, Jeddah-based Okaz daily reports Thursday, citing an executive. JODC has secured a loan worth 3 billion Saudi riyals ($799.9 million) from the kingdom's finance ministry to cover the cost of the third phase which will involve the construction of two building platforms, four hotel towers, and a central commercial market, Abdul Rahman Faqeeh, the company's chairman, said according to the paper. The second phase, whose cost totals nearly SAR1.5 billion, has been launched and will be completed within two years, the daily cites Faqeeh as saying.
