Dont know the laws seem to be flexible.. i am for allowing more non-jewish EU residents to get citizenship, but I dont know the legal procedures because we have for example now a big wave from african countries of people who claim to be assylum seekers, and just recently a large group from ethiopia were denied in israel while countries like canada did accept them so I guess the laws here are ammusing, for example a russian who's grandfather was jewish can probably get it..

russian jews came since 1989 and till today i think just 60% speak hebrew fluently maybe less..
