The park was supposed to be inaugurated in the first of week of January but owing to the worsening law and order situation in Karachi, the president did not turn up and there was no other reason behind the delay in the inauguration, the official said. He said that his department was completely ready for the inaugural ceremony in the first week of January and even the inauguration plaque had been installed in this context. He, however, said the law and order situation compelled the president not to turn up for the inauguration. While highlighting the salient features of the park, Khan said that the park spans over an area of 152 acres containing every sort of facilities for visitors. He said that the park has walking and jogging tracks, besides having wooden boardwalk, 20 exercise machines, eight canopies, a number of children swings, around 300 benches, five large burning fountains† and one big foundation with glass top. He said that the fountain has a diameter of 40 to 45 feet and a height of 12 feet. The executive director of parks said that the five fountains would sometime spring water and sometime fire. The official said that the park has been decorated with hundreds of footlights which would keep the park illuminating in ordinary days and in holidays large lights would be switched on for the visitors. He said that the park has the capacity to accommodate around 100,000 visitors at a time. He said that park also has a hall spanning over an area of 100X100 feet and resembling the Baradari of Polo Ground. The official said that the park has a total of around 100,000 different types of plants out of which 30,000 are shrubs and 5,000 are grown up trees with an average of seven to eight feet height. “The park has a stone-built boundary wall over an area of 10,000 feet and it has been developed with sandstone which has a prolong life duration. “We have built a park that has an average life of 100 years. It would need no maintenance and it would be an icon of the city,” Khan claimed. He said that the park has five entrances and it has parking facility for 2,000 vehicles at a time. The CDGK official said that the park also has a floating bridge that would be used to have access to a small island when it is high tide time. He said that the park has been developed at a cost of Rs877 million. “We are developing “lungs of city through building parks” like the Shaheed Benazir Bhutto Park where all types of facilities have been provided,” he said. Khan said that presently his department has deployed a few security guards at the park who were previously deployed at the Bagh-e-Ibne Qasim. He said after the inauguration of the park regular deployment of the security guards would be made to keep the park in proper order. Public Transport Management Operation and Regulation District Officer (DO) Muhammad Athar informed The News that the CDGK purchased 25 Hino-made buses at a cost of Rs100 million. He said that 72 up and down bus stops have been constructed on the route, which would start from Orangi Town, and head towards Banaras, Board Office, Nazimabad Chowrangi No. 2, Civic Centre, and University Road. The buses will then travel to MA Jinnah Road, Preedy Street to Empress Market, Lucky Star to Jinnah Post Graduate Medical Centre (JPMC) to Korangi Road, Sunset Boulevard, Punjab Chowrangi and end at Clifton Beach. The DO said that a dedicated bus terminal for this route has been established at Gulshan-e-Zia, Orangi Town, which is spread over four acres. He said this terminal has been established at a cost of Rs80 million, where every sort of facility would be made available for the buses, including repair, maintenance and availability of spare parts. Athar said that given the experiences of the past, the city government has introduced some new ideas on this route. He explained that on the two CNG bus routes that are currently operational, the management operation and maintenance of buses was outsourced to a company, while jobs such as dealing with CNG stations and revenue collection was being directly dealt with by the CDGK. However, Athar said, all sorts of operations have been merged under one package for the third route. He said that the contract of handling all sorts of operations have been awarded to a company named Rahman Coach Service Company, which in turn, would pay the city government Rs450,000 every month. He added that 60 drivers have been deployed on this route. The DO said that the operator has been bound to charge Rs15 from every passenger, the same fare that is being charged on the other two operational routes. The new cards of Rs.50 and 100 denominations are now available at common shops and CNG bus booth. Despite of facing the loss of Rs75million annually in the CNG bus service the City Government has carried on this best and cheap transport service for poors, students as well as labour class. So far 75 buses have been run on different routes in the city while 20 more buses per month will be added in the fleet of CDGK dedicated CNG buses. He expressed these views after inauguration of a new route of CNG bus namely route-III and the new bus terminal at Gulshan-e-Zia Orangi Town near Northern Bypass on Friday. Large number of people including MNAs MPAs Town Nazim of Orangi and SITE elected representatives and otheres were also present on these occasions. Nazim Karachi on this occasion said that only a considerable addition in the CNG buses could replace the old transport system in Karachi with the new one. He said that the people demand end of old bus transport culture in Karachi but it could not be done immediately. He said that four years ago we heard that the federal government had allocated Rs5 billion for CNG bus project in Karachi and the city government had also sent the PC-I for this three years ago but we have not received even a penny in this head nor any progress was made in the mass transit project for the city. Haq Parast leadership has instead of waiting for the action initiated a new model of public transport in Karachi which has never been introduced in the country. He said that we have introduced a new system of e ticketing for this bus service and henceforth this system will be used for all the new buses in the city. City Nazim said that the bus service was aimed to provide best convenient and affordable transport to citizens of Karachi. He said that President Zardari was available for guidance during the entire process, right from the day of blast followed by arson and looting and assessment of losses. Dr. Ebad said that the President himself came to Karachi for providing guidance and gave directions and line of action to help the affectees. He said 29 buildings were burnt, 13 of them required reconstruction. Chief Minister Syed Qaim Ali Shah said that the President has shown generosity in arranging the funds from federal government. He said this is the difference between a political government and the dictator. Political forces feel the pain of affectees and come with to the support of affectees according to their needs, he added. He said that the compensation was paid in a very short time of one month. Former president KCCI and business leader Siraj Kassem Teli thanked the government for compensating the affected businessmen in a very short time and added that everybody in the government should be lauded for this achievement. He pointed out that the government sanctioned Rs 3.5 billion for the compensation of affectees while the claim amount has come down to Rs 1.5 billion due to transparency and honest filing of claims by the affected businessmen. Teli urged the President to provide one year waiver from filing income tax, three to four months waiver from paying utility bills and children’s school fees. Alam said that tenders were invited for this purchase about a week ago, and a number of companies related to the fire tenders business participated in the process. He said that 14 fire tenders would be purchased with Asian Development Bank (ADB) funding, while 12 fire tenders would be purchased with CDGK funding. He said that the average price of one fire tender is around Rs7 million, and thus, approximately Rs182 would be required to purchase the 26 fire tenders. The EDO maintained that shortly after technical evaluation of the bids, purchase orders would be placed with successful companies. He said that it would take three to four months to induct the new fire tenders in the fleet of the city government; however, this time frame would start once order are placed and other necessary formalities are fulfilled. Alam said that apart from these new tenders, 26 fire tenders are being refurbished at a workshop. The last meeting held in August discussed possible sites for the new city between Karachi and Hyderabad. The president issued the directives during meetings with provincial ministers and members of the core committee and also with PPP MPAs who called on him at the Chief Minister’s House. Sindh Chief Minister Qaim Ali Shah was also present. The president’s spokesperson, Farhatullah Babar, told reporters that Mr Zardari had rejected a perception that the planned Zulfikarabad city would be a part of greater Karachi. He said the project was necessary because of the influx of migrants to Karachi and Hyderabad, which had put tremendous pressure on the existing infrastructure. The president said he had asked the Sindh government in August to identify one million acres of land near the coast in Thatta for development of the new city in memory of Zulfikar Ali Bhutto. He said the proposed city would have modern amenities and provide employment and economic opportunities to local. Mr Babar said that foreign consultants would be invited to work out a design for the new city project after the identification of land. He said the president wanted to convert useless state land into a productive asset for the benefit of local people. At the last meeting on the project, Jhimpir and Jhiruk areas of Thatta district were suggested as possible location of the project. Speaking at a ceremony held for the inauguration of the third fleet of 25 CNG buses for route-III and a bus bay, Mr Kamal said that besides procuring CNG buses for its environment-friendly fleet, the CDGK was spending a significant amount of subsidy from its own resources to ensure that the citizens could avail themselves of the CNG bus facility at affordable fares. He told the audience that the CDGK was set to incur a financial loss of Rs50 million per year against its already introduced two fleets of 25 CNG buses each. “And now, it will have to bear another Rs25 million annual loss on account of the operation of the third fleet of as many buses,” he added. The starting and terminating points of the two fleets in operation for six months are Surjani Town and Korangi/Merewether Tower. The new fleet, procured at a cost of about Rs100 million, will ply the third route — Gulshan-i-Zia (Orangi Town) Shahrah-i-Qadhafi, Shahra-i-Orangi, Banaras Chowk, Abdullah College, Board Office, Liaquatabad-4, Civic Centre, Jail Chowrangi, Islamia College, Preedy Street, Saddar, JPMC, Punjab Chowrangi, Uzma Centre, Mideast, Abdullah Shah Ghazi Mazar, Clifton and China Town. The CDGK bus terminal being developed on four acres in Gulshan-i-Zia with an estimated cost of Rs85 million has a bay with a capacity for 76 buses. Work on the construction of workshops and a CNG filling station is also under way, according to an official. The nazim’s speech at the ceremony, which later turned into a political meeting when the MNAs, MPAs and LG representatives from the area raised slogans to eulogize their party leadership. Mr Kamal also recounted the infrastructure development and other public welfare activities carried out by the CDGK over its four-year tenure, and said that the city government served everyone living in the city irrespective of his ethnicity or political affiliation. “No other mainstream political party in the country has such a success story,” he said, adding that the MQM did not have its nazims in Lyari, Gadap, Keamari, Mehmoodabad, as well as different islands and goths in Karachi, but it ensured equal services to the people of all these areas. He said that much had been said in the last six years about the necessity and introduction of a mass transit system for Karachi but little could be seen on the ground. “It is the lethargic officialdom and government’s style of undertaking projects of public utilities that Karachi could not get a penny for the mass-transit programme,” he deplored. He said that the CDGK, frustrated by the federal government’s approach on the issue of release of funds to Karachi for the purchase of public transport buses, decided not to delay the introduction of CNG buses and started financing the project from its own resource-constrained kitty. Mr Kamal said that first the federal government announced 8,000 buses for the city and later reduced the number to 4,000 on the pretext that other cities also needed such buses. However, according to him, the sanctioned amount of Rs300 million for subsidising the interest on finances to be provided by banks to the private operators of the buses had not been released so far. Since the federal government’s bus scheme has been named as an “environment-friendly project”, it was now the federal environment ministry which had been entrusted with the job of releasing the fund to Karachi, he said, adding that the amount could not be released by the federal government despite all efforts and facilitation from the CDGK. The City Government had planned the construction of 116 pedestrian bridges in the current year, out of which 52 bridges have been completed while in the next phase, the construction of 30 more will begin soon for which already Rs600 million have been sanctioned. The City Government will initiate the third phase of the project after completion of the second phase which will would involve the construction of further 34 pedestrian bridges in the city which will complete all 116 bridges in the current fiscal year. These bridges have been constructed at different places on signal free corridor I, II, III, Sharae Faisal, Manghopir Road, Shahra-e-Pakistan, near IBA and other educational institutions in the city to provide convenience in crossing the road. Meanwhile, the provincial government has expressed its inability to provide the Sindh High Court (SHC) with more space adjacent to the Sindh Secretariat. These decisions were taken during a meeting on January 20. The meeting, chaired by Sindh Chief Secretary Fazal-ur-Rehman, was held at the Sindh Secretariat, official sources privy to this development told The News on Tuesday. They said that the chief secretary instructed the officials concerned to demolish all barracks located in the 151-acre Secretariat 4-A and 4- and turn it into ‘Central Park Karachi’ along with the construction of two high-rise towers, which are considered to be sufficient to accommodate the provincial departments. In the first phase, the finance department will shift its offices from Secretariat 4-A to the newly-constructed office building behind the Secretariate-6 annexure (old State Bank library). Rental office accommodation is likely to be acquired for the rest of the offices in Secretariat 4-A, and notices will be given to these offices to shift to the rented premises. Sources said that same process will be adopted for Secretariat 4-B as well. Participants of the meeting were of the view that this project should be taken up in two parts — the development of parks, which will be supervised by the City District Government Karachi’s (CDGK) Parks director general (DG); and the construction of two towers that will be supervised by the Administration and Coordination secretary general. It was also decided that the Administration and Coordination secretary general will be the director of the entire project and the CDGK’s Parks director general will act as the deputy project director. After Secretariat 4-A is vacated, the Parks DG will be instructed to immediately take up the component of the development of a park or green area, comprising tree plantation, fencing and walkways, leaving space for high-rise buildings. The Parks DG will be expected to complete this task within six months. The same process will be repeated for Secretariat 4-B. The meeting also decided that a committee, comprising the additional chief secretary (development) of the Planning and Development Department, the Administration and Coordination secretary general, and the Implementation secretary will meet Tariq Hassan (the winning architect of the design competition) and ask him to change the design of the ‘New Sindh Secretariat Complex’ into ‘high-rise buildings’ large enough to accommodate the office space requirements of the Sindh government. The Parks DG will invariably attend the meetings of the committee with the architect so that there may be no communication gap between the two components of the project, sources said. Following the committee meeting, Tariq Hassan will give a final presentation to the Sindh chief secretary, after which the PC-1 and rough cost estimates of the project will be placed in planning and development to be processed on a ‘fast-track basis’. Waqar Bhatti Karachi Preferring signboards, billboards and other advertisements over trees as the latter do not generate any revenue for the city exchequer, officials of City District Government Karachi (CDGK) have chopped dozens of mature trees to bring the advertisement hoardings on Shahrae Faisal into full public view. The CDGK officials, both from the department of local taxes, and the parks and horticulture, confirmed that they carried out the operation, saying it was a policy decision to prefer advertisement signs over trees. The Sindh Environment Minister Shaikh Muhammad Afzal who was not aware of this blatant violation of country’s environmental laws, Wednesday said he was issuing directives to Sindh Environmental Protection Agency (SEPA) to look into the issue and take appropriate action. “I have not seen any media report in this regard nor has this issue been brought into my knowledge but I’m asking the Director-General (DG), SEPA, to look into this issue and investigate. If this is happening then we shall take stern action against those responsible for it” he told The News when his attention was drawn to the felling of the trees. Several dozen trees on Shahrae Faisal were cut on Tuesday by the officials of local taxes and parks and horticulture departments of CDGK after realising that those trees were hindering visibility of numerous hoardings, billboards and advertisements erected on the main city artery. Director Parks and Horticulture Department of CDGK Liaquat Ali Khan confirmed cutting of trees on Shahrae Faisal by officials of his and local taxes departments but said it was simply the trimming of the trees, which were obstructing clear view of advertisements. “The reports of a dispute between my department and local taxes over cutting of trees is wrong as in fact we helped them trim the trees that were obstructing view of signboards and billboards” he told The News. However, a visit to the Shahrae Faisal near Nursery area revealed that several dozen trees on the city’s most green thoroughfare were chopped in half as their branches and leaves hid the advertisement signs behind them. Some people even expressed astonishment over the cutting of the trees by the CDGK and officials and even argued with the officials concerned to move the sign boards instead of chopping of trees but they were harshly asked to mind their business. “On Tuesday, I was passing through Shahrae Faisal when I saw CDGK personnel cutting trees near Nursery. I parked my car to the side and went to them to ask why they were doing this. They harshly told me that they were clearing sight for signboards” Kamran Ali, a business executive told The News. He said when he asked as to why the officials concerned didn’t move signboards and billboards to some other suitable location rather than chop of trees, he was harshly asked to mind his own business, as if to drive home to him that it was advertisement boards, not trees that generate revenue for the CDGK. Rehan Ahmed, the District Officer (DO), Local Taxes Department of the CDGK, the agency responsible for placement of advertisement boards on city roads, confirmed that his department’s personnel, along with parks and horticulture staff, carried out the operation to clear view of advertisements installed on Shahrae Faisal. “Actually some trees were had overgrown and were hiding the signboards, bill boards and advertisements placed on pedestrian bridges. We had to do so as these advertisements generate revenue for the CDGK and not the trees” Rehan maintained. He, however, claimed that only the trimming of the trees was carried out and hardly a few of them were completely uprooted and added that this was a policy decision taken by the City Nazim Mustafa Kamal himself. One of the vital projects of the SFC-III, the down loop of the Jail Chowrangi flyover that would pass from the premises of the Karachi central prison, has been affected by the situation. The City District Government Karachi (CDGK) and the Sindh government had funded the SFC-III project, bearing the expenditure load by 50 percent each. The PC-I cost of the central prison loop was Rs 1.16 billion and it had three major segments including a loop down inside the central prison, a ramp and an at-grade road towards Civic Centre. The biggest hurdle ahead of the CDGK is to arrange its 50 percent cost share because it is facing a financial deficit and certain types of retrenchment of its funds have compelled it to seek funds from other stakeholders. Three months back, the CDGK sent a summary to the Sindh chief minister requesting that the Sindh government bears the 100 percent cost of the SFC-III, but the matter is still pending. The Sindh home secretary had cooperated with the CDGK and the latter was permitted to build a loop passing from inside the jail premises. As the jail staffers are using the premises as a residential area, the CDGK made a commitment to construct a high-rise building with 100 residential apartments where the staffers should be shifted. The construction of the loop can start only after all the staffers are shifted there. The CDGK Works and Services Department is constructing the high-rise building but at a snail’s pace owing to the dearth of funds. The SFC-III is the oldest project undertaken by the current city government as it was left abandoned for a long time due to the issue of shifting 1,385 families settled around the Preedy Street flyover, one of the SFC-III sub-projects. But those families were eventually shifted and rehabilitated in Mehmoodabad. Each family was allocated a plot and Rs 50,000 was paid in advance. The PC-I cost of the entire SFC-III was increased to Rs 2.5 billion due to addition of various schemes including those for beautification. Recently, the cost has again rose by Rs 400 million after completion of 20 pedestrian bridges at different locations near the SFC-III. Thus the cost now comes to around Rs 3 billion. City Nazim Mustafa Kamal had performed the groundbreaking ceremony of the SFC-III in April 2009. Much of the SFC-III’s construction work has been completed except for the central prison loop, which still lingers on. Everything is being done elaborately, for example all of Karachi's sidewalks are being finished with red brick pavers! How opulent is that? They gave the contract to envicrete and now all of Karachi is being paved with envicrete. They employ the cheapest and least skilled labor for the job and the pavements just crumble in a matter of months leaving the entire area looking decrepit. So yeah, someone needs to introduce them to the concept of sustainability. I think it has to do with the T-Junction flyovers we have in Karachi (FTC, Qaideen etc.) that has to have space for left turns thus making them on the fast lane (since that lane wouldn't be going anywhere). These include construction of a flyover from Jinnah Terminal to Sharae Faisal and a flyover at PIDC roundabout with a cost of Rs.289.94million and Rs.263.92million respectively. Work on both these projects will start within next 15 days to complete them in just 4 months. City Government will also begin work on 2 more flyovers on this corridor next month with an estimated cost of Rs600million. The flyovers will be constructed at Malir Halt and Malir # 15. Pak4Good February 11th, 2010, 05:25 AM Thursday, 11 Feb, 2010 KARACHI: KARACHI: City Nazim Syed Mustafa Kamal said on Wednesday that Karachi cannot make sustainable development until the cantonment boards and other civic agencies are put under a unified authority. “At present, various agencies are working independently, which is hampering development of the city,” the city nazim said at a meet the press programme of the Karachi Press Club. “Unity of command is key to improved and sustainable economic and administrative development of Karachi, which is serving also the Central Asian Republics, Afghanistan, the Middle East etc.” Ardently maintaining that there should be a unity of command by a single authority, he sought the role of civil society and the media in this regard. The nazim said he had been vocal in the past also in exposing the management problems of the city under 13 different bosses. “I don’t say that heads of the Defence Housing Authority, cantonment boards or any other agency should withdraw from the land control on their areas, but they somehow should come to a central place for the sake of improved municipal services and provision of better civic amenities, water, power, sewerage, building control, town-planning and revenue resources,” he said. The city nazim further recalled that a Supreme Court verdict in October 2007 had also corroborated the unity-of-command idea for bringing all stake-holders or civic agencies functioning in the city at one point as far as strategic planning and development of the city was concerned. However, some agencies, including cantonment boards, sought a review of the verdict. Kamal, however, said now the CDGK was preparing to get the review petition vacated. He said he and his colleagues in the city government served all sections of the population in every nook and corner of the city. He expressed his views in this context while speaking at Meet the Press programme of Karachi Press Club (KPC) on Wednesday. Responding to a query as to what would be his “wish” after completing a great number of development projects in the city, he said: “I have completed my tenure and now I want honourable exit”. He said he starts his day with a hope to find any news in this context so that he could be honourably relieved from his responsibilities. On the occasion, he revealed that Signal Free Corridor-V (SFC-V) project has also been conceived, which would link Super Highway with Sohrab Goth and then MA Jinnah Road. He said 60 per cent developmental work on SFC-IV has also been completed and after two months the passage from Sharea Faisal to airport would be made signal free. He also assured the journalist community to construct a boundary wall around the Hawksabay Housing Scheme No. 42 where the KPC members have been allotted residential plots. Besides, he added, he would issue directives for starting paperwork for the construction of park at the housing scheme. He said there exists immense shortage of potable water in the said housing scheme and added that it would take further one-and-a-half months to complete the laying of 20 MGD water supply line in the area at the cost of Rs720 million. “A number of countries got independence after Pakistan and they benefited from our financial package but we stopped progressing. These continued to work and now they stand far ahead of us,” he remarked. Mustafa Kamal said that the number of developmental works completed during the last four years exceeds the number of projects carried out during the last 60 years. “I don’t claim that every problem has been solved but I can claim that we did a record number of works which have no comparison in the past,” he said. He said that the first problem he faced after taking over as City Nazim was that he was being taken as an inexperienced young man, adding, “But I proved in six months that I could fulfill the responsibilities successfully despite being young”. He said that when he took charge there was no concept of mapping underground utilities and there was no interaction amongst the different utility service providers. On his request the utility providers established their respective camps at the project sites as part of his long-term planning, he added. At that time, he said, 45 per cent areas of the city did not have the basic infrastructure of sewerage or water supply lines, while only one out of five industrial zones had water and sewerage infrastructure. During the process of laying basic infrastructure the entire city was dug up by the city government, he said and lauded the role of media and the general public for exercising patience. He particularly mentioned the laying of water supply line of 60 MGD for Lyari Town and 33 kilometer long water supply line for Baldia Town. He said that the SFC-I was completed within the record time of eight months prior to which 25 kilometer long SFC-II project was conceived which was also completed in a record time, following which work on SFC-III was started. The city government had to demolish 1,185 houses at Preedy Street for the completion of SFC-III, he said, adding that the Preedy Street project was pending for 40 years which could not be materialized due to some reasons. Referring to K-IV project, he said, if it was not approved then immense water shortage would have hit the city in 2011. The City Nazim further said that as far as the provision of municipal services was concerned there must be only one agency in the city instead of 13 difference authorities, which was a biggest impediment in implementing development projects. He said that developing Karachi means developing Pakistan as well as the region since the city also happens to be the gateway to Central Asian Republics. He said that Karachi being the financial hub of the country generates 68 per cent of the total revenue of Pakistan, besides NATO forces also use to get supplies from the Karachi port. He said that he has set example during his tenure for his successor not to make excuse for any task. He said that he even developed areas where his party voters do not live. He mentioned the construction of a 62 kilometer long road that connects Mubarak Village and constructing three dams there and two dams in Gadap Town. He said that water supply line was also laid for four islands, thus resolving water supply problem of around 60,000 families. He said that despite constructing the first Parking Plaza at a cost of Rs600 million, which could accommodate 1100 vehicles, only 200 vehicles were parked in it while a number of vehicles were being parked in the surrounding streets. He complained that the city government was facing revenue shortfall and it could not even pay two months salaries to its employees. He said he has been managing the issues despite facing financial crunch, adding, financial matters should not affect development projects of the city government. The SHC was hearing identical petitions against faulty vehicles and illegal bus terminals in the city. The court was informed that a review meeting of concerned authorities and stake holders was held and the decision was taken for allocation of 100 acres in Deh Bijari Bhitti, Gadap, for construction of inter-city bus terminal. It was also decided that CDGK will surrender its previous 45 acres allocated for the said purpose to the Land Utilization department. The CDGK counsel Manzoor Ahmed sought time to surrender the 45 acres and said that such exercise to be completed within two weeks. The Sindh government had previously allocated 45 acres for the intercity bus terminal but the same could not be wrested from the encroachers.. The water and sewerage related works in Landhi has been completed at a cost of Rs738.7 million while a huge amount of Rs220 million was spent on the construction and rehabilitation of sports and recreation centres in this area. He said that in order to provide better health care facilities to the people a modern cardio emergency centre and two other dispensaries and maternity homes were established in the town at a cost of Rs80 million. The City Government had also constructed many schools, colleges and polytechnic institutes in this area at a cost of Rs200 million. Kamal said that the Haq Parast leadership belonged to the poor and middle class and that was why they not only had a good understanding of the problems faced by the common people but also had worked practically to solve these problems. He also thanked the support and cooperation of the people of Karachi especially the media for providing him valuable guidance. Ahmad Rashid Ahmad February 15th, 2010, 06:34 PM The implementation of the Lyari Development Package (LDP) has been delayed due to blockade of funds which were approved by the Federal government in April 2008 for the town’s development. “The mega project was launched by the government for the residents of Lyari. However, the project directorate has not been provided sufficient amount of money to complete the project,” said Lyari Town Nazim Mahmood Hashim while talking to The News. He said that the government initially approved Rs990 million for the project, but the project authorities were provided with only Rs90 million, which is insufficient to complete the works. Hashim added that neither the federal government provided funds approved for the LDP, nor has the provincial government come forward to help the town administration. He said that the people and the legislators representing the area want the projects to be completed at the earliest. Moreover, Hashim said that they need to spend Rs250 million alone to implement the project of lying water supply and sewerage lines near Shah Abdul Latif Bhitai Road. “We are replacing water pipe lines and sewerage lines to ensure that all areas of the town receive potable water and the residents do not have any complaint regarding the chocked sewerage lines. For this, we need delivery of funds on time,” he said. However, the Nazim said that the reason behind the delay in delivery of funds by the provincial government might be the poor law and order situation in the area. “The government is sincere, but due to the deteriorating law and order situation in Lyari, the concerned authorities could not deliver the funds on time. This has affected the development process badly,” he said. He said that despite the lack of sufficient funds, they are trying hard to complete many development schemes with whatever resources they have got. “It may need two more years to complete the projects of water supply, sewerage lines, provision of electricity and road networks, but we are working very hard’ he said. Moreover, the Lyari Nazim added that they have installed generators at all the water pumping stations of the town to avoid delay in water supply in case of power outage. He further said that the old gas supply pipe lines have been replaced in many parts of the town as well. Meanwhile, Hashim denied any lack of coordination between the LDP officials and the town municipal administration. He said that they have formed a committee to implement the project, comprising himself, local legislators and the project director. The committee is responsible for identification of the site for the development schemes as well as their implementation. The hospital is being constructed with the cost of Rs440 million. While talking to media on this occasion the City Nazim said that in the first phase, a 125 bed hospital will be initiated in the next four months. Whereas, he said, in the second phase the hospital capacity would be enhanced to a 400 bedded one. He said that the 400 bed hospital would be the unique trauma centre of the country which will include 16 operation theaters. It was stated that this would be the only hospital of its nature in the country which would contain so many operation theaters. The City Nazim also said that Karachi’s population has grown to Rs20 million and is rapidly growing. He stated that the location of the hospital at Nipa Chowrangi was the central point of the city and is connected with the three signal free corridors. Never in the past, the KPT undertook such a large number of development projects and at the most only utilised 20 to 30 per cent of its total development budget at a time. However, this has over-burdened the technical staff of the port, which has to look after such mega projects like Pakistan Deep Sea Container Terminal being built with billions of rupees at Keamari Groyne. Sources said that around 40 projects of large and medium size are presently in progress at sea and on shore with some on drawing boards and others under tendering process. But deficiency in technical staff is also having its toll over the progress of these projects costing billions of rupees and are mostly behind the schedule, sources added. The food street at old Native Jetty Bridge, which was to be inaugurated late last year as per the announcement made by the port and shipping minister, is still far from completion. Undoubtedly, it is a remarkable achievement on the part of the KPT’s management headed by Ms Nasreen Haque for simultaneously handling such a large number of projects but care should be taken to ensure their timely completion as this will have a direct bearing on ultimate cost and quality of each project, port and shipping experts opined. About half a dozen projects costing billions of rupees are directly related to deep-sea container terminal are presently under progress. However, insiders said that most of these projects are behind their original schedule. Sources said that even a mega project like the terminal is not having an independent manager to monitor the progress of each contractor responsible for a number of jobs. Presently, there are around six major development projects going on which are directly related to the deep-sea container terminal being built at a cost of over $1.6 billion. As a result of the poor and deficient managerial setup the Rs20 billion capital dredging work of the terminal’s basin awarded to a Chinese company is still behind the schedule. Similarly, sources said the dredging and marine protection work is being carried out at a cost of Rs13 billion of the deep-sea terminal and the quay wall is being constructed at Rs19.5 billion. There are still other projects directly related to the terminal, which are in the pipeline but the KPT under its present strength of technical staff in the Planning and Development department (P&D) and Civil Works and Estate division (CW/E) could face difficulty in handling such a volume of work load. There is a delay in re-construction of collapsed berths (No 10 to 14) undertaken by Ssangnyong, the Korean company, at a cost of Rs5.5 billion. The work on removal of debris of these berths at a cost of Rs1.2 billion is yet to be completed even after the lapse of three years. Besides, these projects the KPT’s technical staff will soon have to handle a large number of other projects such as refurbishment of Berth No 1 to 3, which is under tendering process, sources said. The KPT is also working on a project to award the construction of berth No 15 to 17. There are a number of on shore projects such as Lea Market flyover, Wet Land Park at Maai Kolachi, sewerage treatment plant, re-planning of TPX Yard, re-construction of jetties at Boat Basin, and Baba Bhitt Island etc. However, port and shipping experts have warned that unless the KPT does not strengthen its technical staff most of these projects may become victim of delays or even result in poor quality work. Speaking at a gathering of town nazims with the media persons to mark the end of their 52-month-long tenure at the helm of municipal affairs, at a local hotel, Kamal said that 2,159 mega projects, each worth Rs30 million to multiple billions, were completed. Besides, 337 big machines and logistics meant for various amenity works were also purchased. Referring to the time available with his government to conceive and implement the big projects, he said: “I am indeed pleased to tell you that we completed the projects across the city for the benefit of every citizen of Karachi at an average of 48 projects a month.” He said that since the beginning of his government he had a vision to improve the quality of life of citizens irrespective of their political affiliations and ethnicity and worked for it in coordination with nazims and administrative forces of all the 18 towns of the city. “Now I deem it appropriate to extend my gratitude to my party leaders, Governor Ishratul Ibad Khan, President Asif Ali Zardari, former president Pervez Musharraf, the city council and the media, who kept guiding and supporting me and my teams in the city government and town administrations,” he remarked. Though Kamal did not take into account a few mega projects and schemes conceived in the first two years of his government, including that of an integrated solid waste management scheme, which could not be implemented, he said his government had recently taken up the solid waste management issue afresh and decided to build at least five garbage transport stations on a self-help basis. The nazim said that with the completion of so many projects, “we have also planned a lot of projects for future, including K-IV meant for additional 175 million gallon daily water supply to the city, a sewage treatment plant, the Karachi mass transit project and circular railway project to provide more facilities to the citizens. Moreover, the establishment of two desalination plants was also on the card, he told the gathering. He said construction work on the fourth signal-free corridor had been started. The whole corridor from the PIDC intersection to the airport would be made signal-free by January/ February 2011, he said, adding that the signal-free corridor V would run from Sohrab Goth to M.A. Jinnah Road. He said the government had also planned to switch to mechanised sweeping of roads and streets in the entire city as it was already being practised in big cities. Since the number of sweepers was on the decline as members of that community were increasingly entering other professions, “now we would have to adopt machines for cleaning purposes”. Syed Mustafa Kamal said that although “we tried to serve each citizen in the city efficiently, there remain chances of heartburning or wrongdoing and now “very earnestly I submit my apology for that”, the emotionally-charged nazim said. He said this while talking to media representatives after the inauguration of Manghopir Interchange of LEW. The city Nazim said that the government has relocated 28 thousand families previously residing at the bank of Lyari River to a much better place with all basic necessities of life. Kamal maintained that the LEW project must be completed without further delay as its completion would prove to be beneficial for the masses. Areas falling in the way of LEW from SITE town to Sohrab Goth will soon be handed over to National Highway Authority (NHA). This 4.6 kilometer line would link Dhabeji with Forbay, which is the high point. The line measure 72 inches in diameter, and is being laid at a cost of approximately Rs240m. Work of laying the new line was started in June, 2009, and a 4.3-kilometre-long segment has already been completed. The laying of the remaining 300 metres would hopefully be completed by March 30. KWSB Bulk Chief Engineer Najam Alam told The News that this line would replace the existing line, which has turned obsolete to “a great extent.” He said that the work of laying one of the main supply lines was started a year ago, which is now nearing completion. The existing water supply line was laid years ago, and it has already completed its life span. The old line was made of pre-stress reinforced cement concrete (PRCC), as opposed to the mild-steel being currently used. Due to completion of its average life, the old line would frequently burst, and inflict a loss of millions of gallons of water loss. The line being laid out would enable the authorities concerned to supply 100 million gallon per day (MGD) when three pumps are used for water supply through it. Currently work is under progress to lay a line under the railway track at the site through jacking, The News has learnt. This technology is being used so as to prevent any sort of trouble for the traffic concerned, and once the pipeline is inserted through the tunnel, the gap between the pipeline and the tunnel would be filled with the concrete. Moreover, an official of KWSB told The News that the water utility is taking steps to minimise the volume of illegal water supply connections. He said that about 70 illegal connections exist in the city, including in Chakra Goth, Aihsanabad, Ayoub Goth, Pak Colony, Nasir Colony and in some other areas. Four illegal connections near Banaras were recently disconnected by the KWSB, said the official, adding that one disconnected connection was of a six-inch diameter and three were of three-inch diameter. AND WHERES MY PIECE OF THAT WEDDING CAKE DAMNIT! >( Pak4Good March 3rd, 2010, 05:14 AM Wednesday, March 03, 2010 By Imtiaz Ali Karachi A high-level meeting, co-chaired by Principal Secretary to President Salman Farooqui and Chief Secretary Sindh Fazal-ur-Rehman on Tuesday, reviewed the progress of several uplift projects, environmental-friendly and social welfare schemes being undertaken on President’s directives in Sindh and underlined the importance of making coordinated efforts to complete the same. Plantation of neem trees, construction of Karachi Central Park, jail reforms, provision of legal help to prisoners specially women, distribution of land among landless women, bringing road sector development and establishing engineering colleges in Larkana and Khairpur were some of the projects which came under deliberations during the meeting. According to official sources, a report was sought from Secretary Forest about the proposed wide-scale plantation of neem trees in the metropolis. Under the President’s directives, neem trees are likely to be planted in the 15 km area around the city. Such trees would also be planted in all education institutes, government buildings where enough space was available, police headquarters Garden, and police training school in Saeedabad and Razzaqabad. The plantation of neem trees has also been proposed at New Sindh Secretariat and other public and private grounds like St. Joseph, St. Patrick, Grammar School, etc. Secretary General Administration Department, who is also the project director of Sindh Secretariat Complex including Karachi Central Park, was asked to make presentation for the project. Under the President’s directives, Karachi Central Park would be developed on 151 acres after demolishing Secretariat Barracks. Buildings of federal and provincial governments situated in Saddar area would be replaced by two multi-storeyed towers and parking towers. Plantation of neem trees has also been proposed in this park and introduction of drip irrigation system has been suggested to ensure proper use of water. The meeting stressed upon Home Secretary and IGP to expedite efforts for bringing jail reforms, as the President has desired that the Prisons Department must be upgraded in all aspects. It has been suggested that the Prisons Service should be given special status in the rules related to making appointments, promotions and transfers. It has been suggested that these rules should be revised with a view to make the department self-sustaining and without relying on Police Department or its manpower. Public-private partnership has been suggested for improving the quality of prison food. Besides, additional barracks should be added to Malir Jail where plenty of land is available in order to redress the congestion problem, and the possibility of constructing multi-storeyed barracks would also be considered. Installation of jammers in jails and reforming the death cell for prisoners not involved in terrorist activities has also been proposed. Secretary Women Development Department (Sindh) Nargis Ghalo informed the meeting that they were considering to hire lady lawyers to pursue the cases of poor women before courts free of cost. The meeting decided that poor women, who would be getting official land under the government’s scheme, would soon be issued Computerized National Identity Cards (CNICs) by Nadra. Secretary Education was asked to give presentation about proposed engineering colleges in Larkana and Khairpur to Chief Secretary Sindh within next few days. National Highway Authority was also asked to furnish a detailed report about the projects. All concerned senior officials attended the meeting. However, DCO/Administrator Karachi and Wapda authorities were conspicuous by their absence in the meeting, told an official who whished anonymity. Salman Farooqui observed that it would have been more advisable if the DCO Karachi and Wapda officials had attended the meeting, the source said. Meanwhile, an official statement said that the meeting reviewed the following projects: Larkana-Moen-jo-Daro road, Karachi-Hyderabad Motorway, Larkana-Khairpur bridge, Sukkur-Jacobabad Expressway, Ratodero-Sehwan additional carriageway, Khairpur-Kandhkot steel bridge, Gharo-Keti Bandar road, Qazi Ahmed-Amri bridge, lining of canals, RBOD-III, small dams, Manchar Lake, Benazir Bhutto Medical College and university in Lyari Town, cardio-surgery unit at Lyari General Hospital, Lyari Development Package, Zulfiqarabad (new city), Benazir Bhutto housing cell, low-cost housing schemes, provision of quality food and other facilities to prisoners, distribution of lands among landless Haris, cricket stadium at Garhi Khuda Bux, plantation of neem trees and Karachi Green City project. Secretary Finance was asked to take steps on priority basis to provide funds to Health Department and a report was sought about Benazir Bhutto Medical University, Larkana. Wapda officials were asked to send the progress report about the projects to Presidency. The CDGK was asked to expedite work on the renovation and repair of Karachi Polo Ground, Jahangir Park, Hill Park and other parks, while DCO Karachi was asked to submit report about Green Karachi to the Chief Secretary. Home Secretary told the participants that prisoners were being provided quality food whose monitoring was being done by a committee formed by the judiciary. Around 15 barracks were being constructed at Central Prison and Malir Jail, he added. He observed that this has been the nearest way to connect Gulistan-e-Jauhar with adjoining areas and Shahra-e-Faisal and therefore the PC-1 for construction of this twin track road be prepared within a week. Earlier, the administrator had during his inspection of the damaged part of the bridge linking Gulistan-e-Jauhar to airport directed EDO Works and Services Rasheed Mughal to expedite the repair work. He further directed the engineers concerned to conduct a survey on roads, bridges and flyovers and ensure proper maintenance. On the occasion, the administrator was briefed that the estimated cost of 3 kilometres long road was Rs 179 million, which also includes the construction of the old bridge linking Gulistan-e-Jauhar to Shahra-e-Faisal. Pak4Good March 8th, 2010, 08:15 AM Monday, March 08, 2010 By Qadeer Tanoli Karachi The Federal Environment Ministry, with the financial support of the World Bank (WB), has initiated the Clean Development Mechanism (CDM) for the ‘Shaheed Benazir Bhutto CNG Bus Project,’ The News has learnt. A consultant firm, Winrock International (WI), has been hired to train personnel as well as to develop project idea notes (PINs) and project design documents (PDDs) for the CNG Bus Project, sources within the City District Government Karachi (CDGK) informed The News, adding that the consultant has now approached the Karachi Mass Transit Cell (KMTC) to obtain the required information. “The CDM allows emission-reduction (or emission removal) projects in developing countries to earn certified emission reduction (CER) credits, each equivalent to one tonne of carbon dioxide. These CERs can be traded and sold, and used by industrialized countries to a meet a part of their emission reduction targets under the Kyoto Protocol,” explained a statement on the United Nations Framework Convention on Climate Change (UNFCCC) website. “The mechanism stimulates sustainable development and emission reductions, while giving industrialized countries some flexibility in how they meet their emission reduction limitation targets. The projects must qualify through a rigorous and public registration and issuance process designed to ensure real, measurable and verifiable emission reductions that are additional to what would have occurred without the project. The mechanism is overseen by the CDM Executive Board, answerable ultimately to the countries that have ratified the Kyoto Protocol,” the statement continued. Sources explained that the CDM is required to be initiated before the kick-off of the project, and again, after the completion of the project so as to compare and analyse the environmental impact before and after the completion of the project. This study would also explore the possibilities of significant financial assistance from international donor agencies, subject to the submission or fulfilment of the required standing formalities and preparation of the documents, sources maintained. The Shaheed Benazir Bhutto CNG Bus Project is expected to be launched by end-June this year, provided that all milestones regarding project implementation timeline are achieved on time, sources added. It is pertinent to mention here that with successful implementation of the project in Karachi, the model would be replicated in nine other major cities of the country, including Rawalpindi/Islamabad, Lahore, Faisalabad, Gujranwala, Peshawar, Quetta, Hyderabad and Sukkur. Sources said that the scope of the CDM would be extended to these cities as and when the CNG Bust Project is implemented. Moreover, sources said, with the passage of time, if the Bus Rapid Transit System (BRTS) project is implemented in Karachi with the support of Asian Development Bank (ADB), a CDM study will also look into the BRTS as well. Sources maintained that the WB has already given the required funding for the study to the consultant, and added that the KMTC has also furnished the required information to the consultant under the intimation of the environment ministry. According to some documents, copies of which are available with The News, the consultant has sent 15 queries to the KMTC, including the number of buses, plying start date, size of engine, expected kilometres plied per year for every bus, expected number of years the buses will be plied by the government, current diesel consumption in km/litre per bus, capital expenditure, expected fuel expenses per bus per year, any admin charges per year etc. Sources said that in Karachi, the diesel consumption of an old bus is 2 km/litre, whereas a new bus consumes a litre of diesel for every 4.8 kilometre drive. The environment ministry has already released Rs300 million to the State Bank of Pakistan (SBP) for the implementation of the pilot project. As per the plan, the federal government would provide Rs2.5 billion as subsidy and upfront grant for bringing 4000 CNG dedicated buses over the time period of five years for Karachi. The Korangi Creek Industrial Park (KCIP) the first project launched by NIP is the subsidiary of Pakistan Industrial Development Corporation (PIDC) established under section 42 of the Companies Ordinance, 1984. “The launch of KCIP is a milestone in the industrial history of Pakistan as it is the first industrial zone that conforms to all required standards,” said the NIP chief executive Zubair Habib while speaking to media persons. He said: “Our first priority is to stop speculation in KCIP and for this we have taken different measures in industrial land allotment. We first select genuine applicants by asking proper feasibility reports for their projects. Later, the applicants who pass this criterion will be able to go for the balloting process.” The respective companies will be required to set up industry within two years and in case of failure, the land would be confiscated with the penalty. The balloting process will be completed in next three months, Zubair said. There will be 230 industrial plots in KCIP with only two sizes: half acre and one acre for the zone is restricted to small and medium size entrepreneurs. The project has been designed by Jurong Consultants of Singapore who have expertise in designing highly successful industrial parks especially in ASEAN countries. Such projects of NIP are being developed in Pakistan to emulate the success stories of industrial parks in China, Taiwan, Malaysia, Singapore, Thailand, Vietnam and Indonesia to name a few. He visited both the sites and directed officials to maintain the traffic flow on both sides of the roads. He said both flyovers were part of the Signal-Free Corridor-IV project that would develop the city further. The construction work must not be halted and it must incessantly continued, he added. He directed the executive district officer of Transport and Communication to ensure that the construction work continues even at night and added that he would also visit the site at night to observe the progress. Ahmad Rashid Ahmad March 9th, 2010, 06:24 PM City District Government Karachi engineers supervising construction works on two flyovers as part of the fourth signal-free corridor along Sharea Faisal are unable to confirm if a Rs300 million flyover planned at the Hotel Mehran traffic intersection would be built or not. Sources in the government said that mobilisation works for the Mehran flyover, which was included in the list of four flyovers cleared by the planning and development department of the Sindh government for financial purposes, had to be stopped in December 2009 on the instructions of the Sindh chief minister. The corridor project included the construction of the flyovers — one each at the Chanesar Halt intersection, Shaheed-i-Millat Expressway, Regent Plaza intersection and Hotel Mehran intersection, according to the city government’s original plan, at an estimated cost of Rs1.31 billion. Originally it was agreed that the CDGK would bear 25 per cent of the cost and the rest would be borne by the Sindh government. According to a source, the Sindh government about three months back asked the CDGK to defer the construction of the flyover at the Hotel Mehran traffic intersection as some area residents, including an influential political figure, had approached the chief minister to seek the rollback of the project. It was feared that the 150-metre-long bridge with a 250-metre-long ramp on Dr Daudpota Road in its construction and operational phases might compromise the privacy and security of the residents. The CDGK about two months back had also submitted a presentation to the Sindh chief secretary, who was likely to take up the bridge issue with the chief minister, said the source, adding that since then no directive had been issued and CDGK engineers were still waiting for a green signal in the case of the Mehran traffic intersection flyover. It is said that their engineers’ high-ups too had been not pursuing actively the matters pertaining to the ‘not in sight Mehran flyover’ as it was feared that the Sindh government, if annoyed, could create obstacles in the funding of the corridor project. All the four flyovers pertaining to the new corridor, foundation stones of which were laid in October last by Sindh Governor Dr Ishratul Ibad and the then city nazim Syed Mustafa Kamal, were to be completed within four months. The city government — following a decision of the Environmental Protection Tribunal, Sindh, given on March 5 — is also due to submit an environmental impact assessment report on the corridor project to the Sindh Environmental Protection Agency within a month. The CDGK, which was accorded an NOC on the basis of initial environmental examination report, is now required to get an NOC from Sepa on the basis of EIA proceedings, which is a statutory need under the Pakistan Environmental Protection Act, 1997. The CDGK’s works and services department has changed the location of a 225-metre-long bridge, with a 242-metre-long ramp, planned to be built at Chanesar Halt. Now the bridge is being constructed at the Tipu Sutlan traffic intersection. When contacted, EDO for Works and Service Rasheed Mughal told Dawn that the flow of fund for the project would not be an issue at any stage as relevant financial matters had already been settled. Replying to a question, he said the Sindh government, which had already approved the 75 per cent of the funding from its kitty, had recently been requested to bear the entire cost of the project and ensure the provision of the needed fund from the block allocations of Rs2.5 billion already earmarked for Karachi development projects in the Sindh government’s budget for 2009-2010, he added. The buyers of plots will be bound to build the industry as per defined timeline, failing which the plot would be cancelled. Country’s first industrial park was formally launched here on Monday with the pledge that all possible steps would be taken to keep speculators at bay to ensure price stability within the zone in terms of real estate. Speaking at a press conference, chief executive of the National Industrial Parks Development and Management Company (NIP) Zubair Habib hoped that the project, called the Karachi Creek Industrial Park (KCIP), would create significant job opportunities for skilled and semi-skilled workers and contribute to the national GDP growth. Spread over 250 acres, the KCIP has been perceived as a self-reliant industrial community, having not just controlled entry and exit points for round-the-clock security, but also an independent power plant to maintain 24-hour productivity. Zubair Habib said exorbitant land rates, in fact, are one of the main hurdles in promotion of small and medium size industries in the country and the spiraling prices is due to the speculators whose only aim is to reap a windfall by creating an artificial demand. Most of the industrial plots therefore, only change hands without serving the purpose. As such there is a need to curb this menace by all means. He said that NIP would not allow this to happen in the industrial sites developed by them. The terms and conditions of sale would bind the buyer to build the industry as per defined timeline, failing which his plot would be cancelled and sold to the next prospective buyer in the queue. He was of the view that the foreign investors still consider Karachi a suitable place, in the region, for setting up industries but their only concern was security and hassle-free system. The company has been tasked to provide one-stop service to facilitate investors in obtaining approvals for various utilities and building plan from the concerned authorities, essential facilities, like security, fiber-optic telecommunication, uninterrupted power supply, pollution-free environment within the safe and secured four walls of the industrial complex to give a new impetus to industrialization in the country. Pak4Good March 11th, 2010, 05:30 AM Thursday, March 11, 2010 By Shahid Husain Karachi The former Freemason Lodge, now the Sindh Wildlife building, is poised to become a museum with a library, a small park, a lecture room, canteen and washrooms for visitors and the staff. “It will be a museum with all sorts of additional requirements. The Sindh Wildlife Museum will be on the ground floor, the library on the first floor and a semi-public space with a park and exhibition items and a lecture hall,” Christophe Polak, who is looking after the restoration work of the heritage building, told The News on Wednesday. In an exclusive interview with The News, Polak said he had not been able to find a picture to know how the Free Masons Lodge looked like in the past. “I have been working on this project for more than three years. We have weekly meetings on the site every Tuesday,” he said. “We started with documentation of the building partly out of our interest and partly because Secretary Department of Antiquities Kaleemullah Lashari had requested that we should remain in touch with him,” he added. “We took photographs of the building to find what was original in the building and what appears to be added at later stages. All of this got mapped. There is a bit of guess work also that is part of conservation,” he said. Polak is a Belgian architect who did his Masters in Urban Planning from Rijks University of Ghent, Belgium in 1996 and Masters of Architecture in Human Settlements from K.U. Leuven, Belgium in 1998. He said he has three sets of drawings; first, how the heritage building is at present; second, an assumption how it was in the original shape; and third, “what we are proposing”. He said the floor of the library shows that it was in fact a meeting place for Freemasons and not a library. “I am an urban planner as well and felt it’s a very good location for a museum and a library because the Pakistan Institute of International Affairs is the next door. Then there is the Karachi Press Club, YMCA, Arts Council and the city campus of the NED University of Engineering and Technology in the vicinity and they can benefit from it,” Polak said. “Presently, there is an RCC structure in the building which got built by the administration of Sindh Wildlife Department. It was an extension of their office spaces but the government haulted the construction. The RCC structure should be demolished because it can be a very nice place for a view of side elevation; the other side being already too close to YMCA,” he said. “Our intention is to develop the adjacent, partially open plot as an outdoor exhibition space. The other space can be built as a semi-public space, including a park with exhibition items and a lecture hall,” he said. He pointed out that there is an old park at the back of the building. “We intend to convert it into a museum about Freemasons, their history in the city of Karachi, their history in the building.” He said a canteen and washrooms that were missing in the building would also be built. He acknowledged that the historical building was exposed to some threats but hopefully, they would be removed. Elaborating, he said the roof right above the staircase is a later addition and was in bad condition. “My structural engineer Mushtaq sahib has advised to dismantle it,” he said. Then the main wooden staircase at the entrance is sinking for various reasons and has been attacked by termite. “We are not going to replace it,” he said. “Mushtaq sahib has designed a steel structure to reinforce it. The second option has come from a master carpenter from the interior Sindh who claims there is no need to dismantle it. Polak said another important threat to the heritage building comes from its walls that were soaked by water as a result of seepage from the roof since there were no water pipes in the building; from washrooms that were constructed at a later stage and were leaking through capillary action; and, the groundwater table. He said the road on the Governor House side is at a slightly higher level resulting in gushing of rainwater in the building when it rains. “On the advice of Mushtaq sahib who has similar experience at St. Patrick’s Cathedral, we dug a trench all around the building and filled it with gravel. Now all the water is evaporating and the water content of the walls has decreased during the last six months,” Polak said. He said the project is likely to be completed by the end of 2010. “It’s very difficult though to put a timeline in conservation projects because unexpected questions are always coming up,” he said. “There have been interesting debate about the building e.g. the wall stones have eroded at some places but actually eroded stones have also a character,” he explained. He said in some cases a complete new design was needed. “The question also came whether we should have Victorian style furniture or contemporary furniture and we went for contemporary furniture of glass and steel,” he said. Referring to the cost of project, he said it was also an issue because one could not adhere to government rates. “We made calculations on the basis of market rates complimented with detailed design analysis. Addressing a press conference at the Civic Centre on Thursday, Durrani said that many suggestions under consideration for the improvement of sewerage system in Karachi. While responding to a query that former city Nazim, Syed Mustafa Kamal has been claiming that a lot has been done during his tenure with regards to the sewerage infrastructure in Karachi and whether he (Durrani) believes that nothing happened in this context, the minister said, “What has passed is a part of the past.” The minister said that for the first time in history, party-based local bodies’ elections were going to be held. He said that recommendations for the new local bodies system 2010 have already been prepared which would be presented before the provincial assembly and a law would be in place in this context in the next 15 days. He further added that to bring in the new system, they were working for 10 hours in a day and said that the government was committed to conducting the local bodies’ election in four months duration. While responding to another query, he said that the local government system would never be brought to an end but changes would be made in it. Durrani said the president Asif Ali Zardari has given a free hand to the provinces regarding the establishment a local body system of their own choice. “Karachi and Hyderabad do not form the entire Sindh province. Besides these two cities, there are 21 other districts of the province where the present local bodies system has brought disaster and injustice,” he maintained while adding that the allies were being taken on board regarding the local bodies system in the province. Durrani said that he got a briefing on the city government working from the Executive District Officers (EDOs) concerned and learnt about the problems and programmes of the CDGK. He said that the provincial government would fully extend its cooperation for the ongoing projects of the city government regarding the availability of funds. He said that he has asked the EDOs to continue dealing with the public and perform their duties accordingly. “They have been given a week’s time to show their performance, otherwise they would be replaced,” he said. Like Kamal said, any city with a population of over 1.2 million should have its own mayor with autonomy. I fear for karachi again. This was stated by Administrator City District Government Karachi Fazlur Rehman during a visit of the road connecting Landhi with Malir and Shahra-e-Faisal. EDO Works & Services Rasheed Mughal on this occasion while giving a briefing said that Shahra-e-Altaf Hussain would be another route to link Landhi and Korangi with Shahra-e-Faisal after the availability of Malir river bridge connecting Shah Faisal Colony to Korangi. Starting from Landhi No.4 (12000 road) and connecting with National Highway near Malir District Court the new road will be completed with an estimated cost of Rs.125million. After its construction people from Landhi and Korangi who used to go to Quaidabad first would have a direct route to Malir and Airport. Administrator Karachi during the inspection of development work directed concerned officers to ensure smooth flow of traffic around the site of the project. He also gave directives regarding installation of storm water drainage system at this road and completion of work with better quality. He said that the people have availed great convenience with the completion of lot of mega projects in Karachi especially new roads and corridors have solved many transport problems. The new shahrah would provide further convenience to people residing in Landhi and Korangi in their daily life.
