LAHORE: Provincial Minister for Special Education Malik Muhammad Iqbal Channer has said that the Punjab government is taking measures for the uplift of public education sector under the dynamic leadership of Chief Minister Shahbaz Sharif.

He expressed these views while talking to different delegations here Sunday.

During the current financial year, 144 schools would be established under the centres of excellence schooling project at the cost of Rs 3620 millions, the minister maintained.

Under this scheme an orphanage will also be constructed at each district headquarter to accommodate 150 inmates each.

He said that the Punjab Chief Minister desired to introduce a new comprehensive education policy for the promotion of education. The main objectives of this policy were to provide access to education and ensure the quality education, he added. Giving details of the project, the minister said that under this project schools would be established at each Tehsil/District Headquarters (one for boys and one for girls) Phase one would cover 144 schools at an estimated cost of Rs 3620 million. Construction cost of the school at Tehsil level would be Rs 20 million and at District Headquarters Rs 40 million each (Rs.20 million for orphanage). These schools would work as autonomous bodies and will be governed by Board of Governors headed by district coordination officers.

The chief minister of Punjab has requested NESPAK to come up with a way to widen Lahore’s canal road without cutting down any of the trees that line the only avenue of its kind in the world. Ostensibly, this is to cater to the increased congestion and automobile traffic that uses the now signal-free corridor through most of the city. The request made to NESPAK comes months after members of civil society were privately assured that the canal road widening plan would not be pursued by the Sharif government. Of course, NESPAK has no choice but to comply with the executive order it has received. For them, it is less of a study of whether the road can be widened and more of an exercise of how to get it done. One sympathises with the rock-and-hard-place NESPAK finds itself in, but the issue of the canal road widening needs to be understood within the context of the future of the city.

When the previous government attempted to widen the Canal Road, it was met with unexpected and unprecedented opposition from Lahoris keen to preserve one of the last jewels of its built heritage. The Lahore Canal was originally nothing but an irrigation channel diverted from the Ravi to feed the pleasure garden of Shalimar and bring life to Lahore’s first suburb: the Mughal-era’s Baghbanpura. The canal was later straightened and led to Head Bulloki by the English colonialist as part of their great effort to irrigate the Doab areas of Punjab. The canal system introduced by the Colonialists and its augmentation during Ayub Khan’s time must be given due credit. It was only by unleashing the potential of the fertile soil of Punjab did the Colonialist feed the belly of its Indian Empire; and the Green Revolution of the 1960s is the reason behind Ayub Khan’s “Golden Decade of Progress,” whatever that means. Make no mistake, the canal irrigation system of the Punjab is the most significant event ever to have taken place in South Asia.

Not fifty years ago, the Lahore canal was the outskirts of the city. Only the military Cantonment and an experiment in George Jacob Holyoake’s principle of cooperation, the Model Town, stood on its other side of its banks. Expanding city limits swallowed the canal up years ago and today the Lahore canal neatly bisects the city diagonally, from northeast to southwest. Its accidental place in the middle of the city – it is not so much a “natural” artery than one that has found itself in the right place at the wrong time – is due to the remarkable sprawling growth of Lahore. Because it was built as an irrigation canal, it is lined with eucalyptus (an unfortunate mistake in selection fuelled by the ridiculous notion that, as these trees were fast-growing, they could be used to bolster paper production in the country) and other trees and dominate its entire length. Today, the Lahore canal is a verdant break from the cement that has pervaded every other aspect of this city’s characteristics. And it is very much part of the soul of post-Partition Lahore.

It is precisely because Lahoris identify the canal with the green of their city – the last great public parks, the Race Course Park and Iqbal Town Park, were commissioned in the 1980s – that they reacted so fiercely to Chief Minister Perviaz Elahi’s ill-advised and ill-intentioned scheme to widen the canal to accommodate more traffic. The plan envisioned the canal as a high-speed artery that catered to the traffic from outside Lahore to the two new hotel and commercial shopping plazas to be built i) at the intersection of the Mall and canal; and ii) opposite Gaddafi Stadium on Ferozepur Road. This was not the development proud Lahoris wanted, and they let it be known. The Lahore Bachao Tehreek presented opposition seldom seen in civil society movements. Its voice carried enough of a bharak to send Pervaiz Elahi and the hubris of his juggernaut scrambling, ostensibly to fight another day.

Of course, no one doubts that Chief Minister Shahbaz Sharif has the political power to steamroll any canal remodelling project, regardless of any public outcry, prudent urban planning policies or environmental and local laws that may offer resistance. That’s not the point. The point is whether wasting valuable political capital on this project will be prudent for the future of the city. Consider the following:

At Partition, the population of the city stood at approximately 800,000. Today, it is about 400 percent of that figure and stands at just below eight million. The UN estimates that the city will have a population of 15 million within the next decade. When Enrique Penalosa, the former Mayor of Bogota, came to Lahore in September, he estimated the city would grow to at least 25-30 million by 2030.

Private developers (and the DHA behemoth) moved in to take advantage of this great demand for housing. Their response has to provide expensive, sprawling, automobile-dependant and energy-inefficient housing to a gullible elite taken in with the specious observation that property never depreciates in value. Of course, speculative investments also acted to keep property prices (and file prices) artificially high. The low turnover in residential properties means it will be decades before we even begin to realise the affect speculation actually has on property prices. Two further points: i) None of this development catered to low-income families, by far the largest proportion of urban housing demand; and ii) this development is based on the profit to be made by the private developers – housing schemes are designed to sell as many units as possible, not to provide recreational space for its eventual inhabitants.

So widespread was this private development that, if one cares to compare the new and upcoming housing societies on a Google Earth map of the city, one will find: i) the footprint of the DHA Phases I through VIII is about the same as the footprint of the rest of the city; and ii) private housing schemes stretching southwards for miles and miles. As things stand, the Lahore canal will be nothing but a sliver on the northeast of the city by as early as 2030.

With the economy in tailspin, the private developers find themselves in a fix. Increasing costs of cement and steel have raised construction costs higher than were projected. The weak economy means that even those investors who sought to build on their plots (as opposed to investors who bought plots merely to trade and speculate in property) are delaying their plans until things look rosier. This means they must be finding further financing and purchasers harder and harder. One can understand if they have turned to the chief minister with a plea to widen the Canal Road. In their minds, the illusion of accessibility will keep their investments attractive to the public. They are mistaken, as it would be wiser for them to take the hit and wait out the economy for a couple of years. The demand for housing is not going away. But the demographic of the final resident is all set to change. Developers should be looking to accommodate these new circumstances. But most importantly, the chief minister should remain aware that spending previous development funds on the road-widening project will not do him any favours in the future.

Work on road projects begins

On the special directives of the Punjab chief minister, the Lahore Development Authority and its subordinate agency TEPA has commenced work on different road construction projects under “Lahore Road Rehabilitation Program Phase II” with an estimated cost of Rs 14.35 billion.

Beside remodelling and widening of a number of existing roads as well as constructing new roads linking the far flung areas of the city, the program also includes building of Shalimar interchange in Mughalpura and an underpass on railway crossing in Kot Lakhpat area.

A special meeting to review the pace of the ongoing work on these projects was held, here, on Monday. Chairman Chief Minister’s Task Force Khawaja Ahmad Hassan presided over the meeting which was attended by LDA Director General Shahid Mahmood, Chairman Chief Minister’s Task Force on Horticulture Mustafa Kamal, provincial assembly members Hafiz Mian Muhamamd Numan, Sheikh Alla ud Din, Ch Shehbaz and Mr. Allah Rakha besides high officials of TEPA, WASA, FWO, Lesco, PTCL and other civic service providing agencies.

Khawaja Ahmad Hassan directed the officials concerned for taking into account future requirements of the increasing population of the provincial metropolis while planning these projects. He underlined the need for constructing drains along all new roads with a view to ensuring quick disposal of rain water as it caused depletion of road surface if remains accumulated for a few days.

He asked for earmarking a separate lane for cyclists along busy roads besides placing traffic signals on important crossings as well as installing street lights on these roads.He called upon the agencies involved in these projects for keeping a close liaison among themselves and for working with complete harmony for ensuring timely and up to the mark execution of these projects.

He directed for widely publicizing the traffic diversion plan with a view to avoiding any inconvenience caused to the general public as a result of the ongoing civil work. The meeting decided to review progress of all the departments regularly and a meeting will be held for this purpose every week.

LAHORE: Chief Minister's Task Force on Horticulture Chairman Mustafa Kamal on Friday visited various parks at Allama Iqbal Town and checked facilities being provided for visitors.

Kamal was accompanied by MPA Rana Muhammad Ijaz.

At the main Gulshan-e-Iqbal Park, Kamal expressed dissatisfaction over the state of affairs at the public facility.

He inspected the food quality and the rate list in the park's canteens and directed the officers concerned to ensure better quality of eatables and keep the rates at reasonable.

Chief Minister's Task Force on Horticulture Chairman Mustafa Kamal directed the director engineering of Parks and Horticulture Authority (PHA) to evolve a comprehensive plan to provide needful at the park, like installation of an iron grill around the Gulshan Park, provision of better picnic facilities on the hill, improvements in the skating ring and the walkways, better lighting, and upgradation of the gyms.

LAHORE: Punjab Chief Minister Shahbaz Sharif has ordered timely and quality completion of all developmental projects.

He was presiding over a high-level meeting to review the pace of implementation of various developmental projects in the province here Saturday. He said construction work on Rawalpindi Expressway at a cost of Rs 20 billion has been started while an expressway would be constructed on the same pattern in Lahore. Maximum entry and exit points would be constructed for the convenience of the citizens, he added.

While addressing the meeting, Shahbaz Sharif said the government had initiated mega developmental projects in the province for the improvement of infrastructure as well as providing better transport facilities to the masses. He added these projects would be completed within stipulated time and in transparent manner. He directed setting up of maximum entry and exit points for the smooth flow of traffic on Rawalpindi Expressway so that people could benefit form this project. He ordered constitution of a committee comprising representatives of FWO, Secretary C&W and Chairman P&D to remove hurdles to the timely completion of this project. He said feasibility report is being prepared for the construction of expressway in Lahore which will cost Rs 42 billion. He said he will talk to the Chinese investors for this mega project during his visit to China.

The chief minister directed the WASA and other departments to complete their work before the construction of roads in Lahore as permission of digging will not be granted to any department after the completion of the city roads. He directed the authorities concerned to start the construction work of the roads of walled city from next Monday. He also directed the authorities to install 70 new tube-wells in Lahore within two months.

The meeting also reviewed the pace of implementation of various development projects, including Murree Road, Adiyala Road and Depalpur Road.

Wait there Qaiser Man, I think you've got me all wrong. I meant that you should post these Maps in this Lahore thread (http://www.skyscrapercity.com/showthread.php?t=734972) in the International Forums. I was on about the Islamabad, Karachi & Lahore threads in the "City/Metro Compilations" section all along!!

And there's no need to include completed projects on this map as before these projects, the tallest building in Lahore was just 12/13 stories. Thats no Skyline!! And anyways in the "City/Metro Compilations" section people only talk about U/C projects.

You should also post this map there on top of the labeled map and the google map, leave the unlabeled map.

THE Punjab government has decided to discard some development schemes, considered to be useless, of the Annual Development Programme (ADP) 2008-09 to introduce new useful schemes for public welfare, The News has learnt.

The sources said the decision was made during a meeting held to review the ADP’s first quarter’s utilisation here on Wednesday. Punjab Chief Secretary Javed Mahmood chaired the meeting while P&D Chairman Sami Saeed, Finance Secretary Tariq Mahmood Pasha and administrative secretaries of departments concerned attended the meeting.

They said the government had utilised 24 per cent of the ADP’s total budget worth Rs160 billion in the first quarter of the current fiscal year. The funds, saved from the abandoned schemes, would be spent on new pro-people schemes, the sources added.

The meeting reviewed progress of the ADP’s first quarter. The participants discussed the strategy, to be adopted to rationalise the spending of the ADP funds and introduce transparency in it. They were of the view that unnecessary expenditures included in the PC-I of the development schemes should also be removed to rationalise their budget.

The representatives of the departments concerned briefed the meeting that there were some development schemes, particularly in health, information technology and roads sectors, that would prove to be useful. They suggested after thorough examination that such schemes should be replaced by other development projects that might facilitate people. The participants also strongly recommended for improving transparency in spending of the ADP to help curtail the unnecessary expenses in the development schemes. Careful use of funds would create extra fiscal space in the budget, which could be utilised for either new schemes or could fund those ongoing schemes that required extra funding, they maintained. They said the funds could also be saved through better financial management, which would also help control corruption in the shape of ‘commissions’ taken by the officials in development schemes.

It may be recalled that in the Punjab Budget 2008-09, Rs160 billion were allocated for the ADP. There was an increase of 31.47 per cent when viewed against the revised ADP size of Rs121.7 billion of the previous fiscal year. Almost 50 per cent of the allocations in the ADP were given to the social sectors in line with the development priorities of the government. Education sector alone constitutes approximately 25 per cent of the total allocation in the ADP.

Punjab Chief Secretary Javed Mahmood confirmed that the meeting decided to abandon such schemes which, being useless, would be waste of public exchequer. He said the utilisation of the ADP budget for the first quarter was to their expectations and it would increase manifold by the end of the second quarter.

The CS said that the government was making efforts to rationalise the spending of the ADP funds and make it transparent, which would check wastage of financial resources. He said the P&D chairman and departmental secretaries concerned would personally visit the development project sites, even at union council level, to inspect the progress of the uplift work.

To a question, the CS dispelled the apprehensions that there would be a cut in the size of the ADP, as was carried out by the Federal government in the Public Sector Development Programme (PSDP). He said the Punjab government was in a comfortable position financially and if the need arose, it could enhance the budgetary allocation for the ADP. He dismissed the rumours that funds from the ADP were being used for the funding of ‘Sasti Roti’ programme, adding that a separate fund was allocated for the programme in the current budget and it had no link with the ADP.

SC asks AG to assist court about fate of illegal high-rises

LAHORE: A Supreme Court (SC) full bench has asked Punjab Advocate General (AG) Khawaja Haris to assist the court to decide the fate of high-rise buildings constructed against building by-laws.

The bench was hearing a suo motu case against high-rise buildings in the city. The bench asked the AG for legal assistance when Amir Alam Khan advocate, representing the owner of Ahad Tower, Kalma Chowk, said that there was no provision in the law that a building constructed against by-laws should be demolished. The court gave 15 days to the AG to submit a report. The bench also asked the AG to assist the court about the Lahore Development Authority (LDA) law that a building plan submitted to it would be considered to be sanctioned after the lapse of 60 days.

Alam Khan said his client had submitted a revised plan for the building but the LDA had not rejected it even after the lapse of 60 days. Citing building rules and regulations, Alam said an integral part of an illegal and unauthorised building should not be demolished.

CHIEF Minister Mian Muhammad Shahbaz Sharif has said that the provincial government has prepared a comprehensive package of incentives for Chinese companies for investment in Punjab and complete protection as well as a favourable atmosphere will be made available to Chinese entrepreneurs in the province.

According to a handout, speaking at the inauguration of Investment Council of major investors of mega companies and traders in Jiangsu province on Thursday, he said that maximum facilities would be provided in this regard and due to conducive and safe atmosphere available in Punjab, they could complete their projects in a proper manner.

Identifying the projects for mutual cooperation in various sectors, the chief minister said that the government had planned a number of projects of infrastructure development including construction of an elevated expressway, Ring Road and mass transit system in the provincial metropolis for coping with the traffic problems.

Chief Minister Mian Muhammad Shahbaz Sharif assured that an attractive rate of return would be offered to the Chinese companies and investors in Punjab.

He said that the government was utilizing all available resources for increasing literacy rate for the provision of a skilled workforce.

The Chinese companies, which participated in the Investment Council, specialize in power generation, solar energy, wind energy, road construction, garments and textile, manufacturing of CNG buses, real estate and construction.

Addressing the investors, the chief minister said that Punjab has vast iron and coal reserves, which could be used for steel production and power generation and he during his visit had invited a major Chinese construction and engineering firm to help in the excavation of these reserves.

He said that Punjab has valuable land and besides industrial and trade projects, planning was also being made for development of housing schemes.

He asked the investors to extend cooperation to the Punjab government in the implementation of these projects and an investment strategy could be worked out with mutual consultation for the implementation of these projects.

Chief Minister Mian Muhammad Shahbaz Sharife said that Punjab needed cooperation of Chinese investors in power generation, CNG buses, real estate and textile sectors.

He said that joint ventures with China could help promote industrial and trade relations.

Two MoUs were also signed at the inauguration of the Council with leading companies of Jiangsu for different development projects in Punjab including cooperation in the construction of Rawalpindi Expressway and Ring Road in Lahore.

LAHORE: Over one billion rupees will be spent on the construction of structure road approved by the Punjab government from Expo Centre, M.A. Jinnah Town to Valencia Town.

Official sources told APP here Friday that the road project is part of a master plan to be completed within a year. The approved road is located in southern part of the city which will provide a direct and shortest link from Thokar Niaz Baig via Bypass Road, Expo Centre, Khayaban-e-Jinnah and Defence Road to Kahna Railway Station.

This project consists of two sections i.e. section-I starting from Khayaban-e-Jinnah to Valencia having a length of 1.3 km and section-II starting from Bypass road to Khayaban-e-Jinnah with 5 kms length.

The section-I of the road was approved by the government to the extent of service road and it was decided that cost of land and construction was proposed to be shared by the benefiting housing societies and the dual carriageway will be constructed by them as and when required.

The construction of section-II of road starting from Bypass/Expo centre to Khayaban-e-Jinnah passing through various housing schemes was not recommended by the government, keeping in view the existing dual carriageway i.e. Khayaban-e-Jinnah running parallel to the proposed road section.

However, the housing societies may construct the road portion within their boundaries and construct missing links by sharing the cost, if so required.

According to DG LDA, the construction of service road from Khayaban-e-Jinnah to Valencia housing scheme will cater for the traffic needs. He said the missing link needs to be constructed as the remaining portion starting from Valencia to Kahna Railway station has already been constructed by the housing societies.

However, section-II is not required at this stage.

LAHORE: The Punjab government has approved the construction of Southern Bypass from Ferozepur Road to College Road (old Ring Road) which will be completed at an estimated cost of Rs 2.8 billion.

An official from the Planning and Development (P&D) department told APP here Sunday that the road is a missing link of Southern Bypass starting from Canal Bank at Thokar Niaz Baig to Ferozepur Road at a few kms from the General Hospital. A section of about seven km from Canal Bank to College Road has already been constructed while the remaining seven kilometres portion of the road will be constructed in two packages: Package-I starting from Ferozepur Road to Railway Line and Package-II starting from Railway Line to College Road.

The official said that the project was reviewed last month in pre-PDWP (Provincial Development Working Party) of the Planning and Development Department wherein it was observed that the proposed road (old Ring Road alignment) starting from College Road involves a lot of structures and 'abadies' and would involve huge land acquisition and compensation of Rs 1.7 billion against the construction cost of Rs 768 million and resettlement issues which can be avoided by adopting alternate routes.

He said it was decided that PC-II should be submitted first for feasibility study rather than submitting PC-I, keeping in view alignment of the ongoing project of Lahore Ring Road and different options available for project. The PC-I for the most viable/feasible option after detailed designing and construction will be submitted afterwards.

According to deputy director TEPA, the two feasibilities; one through World Bank and the other with assistance of Japan have already been carried out and all the options had been considered.

In the light of the reports, it was observed that the alignment was the most feasible route as no other alignment is feasible as per the Master Plan of Lahore city. The roads through Green Town and Sattokatla drain are internal roads, which can not be used as bypass roads.

The requisite information and vetted estimates and design referred to in the working paper will be incorporated in PC-I, he added.

LAHORE: The extension of the Zahoor Elahi Road from the Main Boulevard to the Gulberg Mini Market was reconstructed twice within a few months, while nearby roads that are in worse conditions and require immediate construction work remain ignored, Daily Times learnt on Sunday.

Smaller roads linked to the MM Alam Road had been lying in dilapidated conditions for years but the administration has taken no steps to improve these roads despite multiple complaints by the residents. These roads, which require extensive construction work, have not only been a nuisance to the residents but have also proven to be unhealthy for the environment.

Residents: A resident of Gulberg Town, Marriam, said that the town administration sidelined all complains regarding the construction of roads adjacent to her house. She said that the government did not construct roads on the basis of requirement. She said that all residents had been suffering due to the shabby roads that became water ponds whenever it rained. She said that the presence of dust and mud in the area contributed towards nuisance in the form of air pollution.

Another resident, Babur Ali, said that the current government had failed to administer the town effectively. He said that the people had to suffer because of their unsynchronised and haphazard decisions while the residents failed to understand what was going on. He complained that despite several promises, the government had not started construction work on the MM Alam Road. He said that the road that links the Gulberg Mini Market to the MM Alam Road was recently repaired, adding that it was unfair on the part of the government to allocate funds again for that road instead of utilising them on roads that had been in worse conditions for several years.

Babur said that the I-Max Theatre had proven to be a nightmare for the residents of the area as it not only deprived the locals of a big park that added to the beauty of the area but also destroyed the infrastructure in the area. He added that the government had shelved it without holding anyone accountable for the loss of millions of rupees.

Roads and Streets Gulberg Town Officer Mian Mehboob Saqib said that he had recently been transferred to the post and could not explain the past actions of the government. However, he admitted that the government had conducted patchwork of the same road during his tenure while other roads had been in worse conditions. He said that development of roads linked to the former I-Max Theatre on MM Alam Road was also in cards, adding that the department was only waiting for the decision regarding the fate of the site after the project was shelved, so that the roads could be constructed in accordance with the new building that is to be built on the site.

Yeah Mall of Lahore was opened Sep - Oct, but it is not fully functional as shops are not fully sold out and the building is Park Lane tower which i think is absolutely outstanding, I saw the details of this Project in Property Standard magazine July issue, i think magazine should be available online

LAHORE: The government is all set to restore the visual beauty of the City roads which have been damaged during the last couples of decades due to the collective negligence of the successive administrations and policy bottlenecks, said District Coordination Officer Sajjad Ahmed Bhutta told The Post that a unique plan has been readied for the development and enhancement of the roads visual beauty which includes civil work, lighting arrangements, constructing service roads, footpaths, public toilets, bus shelters and raising road horticulture like grassy lanes and green plants.

Bhutta said the up gradation of five major roads The Mall, Jail Road, Ravi Road, Ferozpur Road and Multan Road have been on the top priority of the City District Government Lahore (CDGL) but the in the visual up-gradation plan the Multan Road has been excluded as it is being built anew.

Sajjad Ahmed Bhutta said that smooth and 'good visual' roads are basic right of citizens as it really affects the mood of motorists. "The bad visual and dirty sight on roads left bad effects on the psyche of the citizens in the long run and similarly good visual helped in the betterment of the citizens' health graph, the DCO added.

The DCO said that survey of roads has already been started and in just one week work will be started on the plan in collaboration with Traffic Engineering and planning Agency (TEPA), Lahore Development Authority (LDA), Solid Waste Management (SWM), Water and Sanitation Agency (WASA) and Parks and Horticulture Authority (PHA).

He said it is new trend in the country and it will prove role model for other roads and projects in the city.

"The government machinery is ready to actualize the plan as per the directions of the Punjab chief Minister," he said. Rough shoulders along roads will be carpeted while missing service roads will be completed.

LAHORE: DCO Sajjad Ahmed Bhutta has warned fruit and vegetable markets shop owners to restrict their business to the limits of markets and discourage business of hawkers and peddlers in front of their shops.

He gave these instructions during a visit to vegetable and fruit market Badami Bagh and said the market will be remodeled according to the master plan of 1960, besides removing encroachments.

The DCO said goods transport, iron shops, hotels and PCOs located in the limits of the vegetable market will be demolished to widen its area. He directed the TMOs, markets committee members and officials of solid waste management department to take steps for cleanliness of the market on priority. He ordered a crackdown against illegal occupation of land in the vegetable market. He said the sale of vegetables and fruits outside the market was illegal and would not be tolerated in any case.

LAHORE: A project of Rs 272.977 million has been approved for the construction of traffic police lines to provide office and residential facilities to the traffic wardens. According to official sources, the scheme was earlier approved in November 2007 at a cost of Rs 242.447 million, but due to delay in its layout plan the cost of material had increased manifold. Later, the police department submitted an amended cost estimate amounting to Rs 272.977 million to the Punjab government which after deliberations approved the project which will be completed within three years.

LAHORE - The Traffic Engineering and Planning Agency (TEPA) will construct a flyover at the cost of Rs 900 million on Shami Road. It will not only improve traffic flow in the Cantonment and Defence localities but also provide an alternate route to the Lahore Airport. One-kilometer-long flyover will be built from Hussain Chowk to Hamdani Chowk on Shami Road linking Liberty Chowk to the Airport Road at Bhatta Chowk and with the Kheera Distributary on the Ring Road passing through Baidian Road.

The flyover will lessen the load of traffic on the Jinnah Flyover. It will also ease the flow of traffic on the Qarshi Lane from Centre Point to Firdous Market, as well as the Cavalry Ground area leading to Defence Chowk on Walton Road.

Under master plan 1990, TEPA was assigned the task and PC-1 of the project is being prepared. The construction is likely to be started in April and expected to be completed by December 2009. The Punjab Government has assigned the design preparation to NESPAK, which will complete the job by the end of 2008.

The flyover will start from a point near a coffee shop on Mehmood Ali Kasuri Road and will pass over the Railway Line and the adjacent localities and will end on the Shami Road at Hamdani Chowk. TEPA Chief Engineer Khushhal Khan termed the flyover a mega development project that would go a long way in streamlining the flow of traffic.

He said presently most of the people, coming from and going to the airport, use The Mall for the purpose. As such construction of the flyover will also decrease the traffic load on The Mall. The people will prefer using the new route.

“During the construction of the flyover, the Defence and Cantonment traffic will be turned one-way. The Jinnah Flyover will be used to leave Defence and the Hussain Chowk,” he added.

“Flyovers and underpasses are not only constructed to ease the traffic load but also to give modern look to the city. They also shorten the distance besides making the traveling enjoyable,” he concluded.

Addressing a press conference here Saturday, Chairman CM's Task Force on Horticulture, Mustafa Kamal said that the first phase of visual garden would be completed by March 2009. Under this project, public art work will be displayed, and monuments and fountains would be installed at road crossings. He said the green belts of 32 roads would be landscaped which would give fascinated look. "We are taking measures to design parks of international standard to beautify Lahore city," he added.

He said that a Street Furniture project is being started with private partnership and under this project benches, dust bins, iron grill, public toilets, potable water and bus stop shelter would be provided to facilitate the picnickers. Chairman Task Force said that both the projects would be completed at a cost of Rs 250 million and some multi-national companies have expressed expression of interest to contribute Rs 120 million for this purpose.

In fourth phase, 15 new sports grounds would be established in the city, he added. Director General PHA, Nadeem Aslam was also present on the occasion.

52 illegal structures demolished

LDA continues anti-encroachment drive

LAHORE: The Lahore Development Authority (LDA) continued its drive against encroachments on Moulana Shoukat Ali Road, Faisal Town, for the second consecutive day on Tuesday, and demolished as many as 52 platforms that had been constructed in the front line of showrooms and offices, in contravention of building regulations in the area.

The staff of the Lahore Development Authority also removed scores of other infringements during the jointly carried out operation which was participated by the officials of the Estate Management Directorate and Town Planning Wing of Lahore Development Authority as well as representative from Water and Sanitation Agency. All these encroachments were causing impediments in free movement of pedestrians.

Lahore Development Authority has urged residents of its schemes' to voluntarily eliminate all encroachments without further delay, failing which they will have to bear the demolition charges as well. The encroachers will also be dealt sternly under sections 33, 34 and 40 of LDA Act 1975.

ACtually, it's just bare cement. I think the structure can look really nice depending on the cladding chosen. But as long as that silver aluminum one isn't chosen that's on every building in Karachi. Which road is it? And more info about surrounding will be helpful.

Someone hasn't visited Karachi. Karachi looks like someone took a dump over the whole city. It's unbelievably dirty. Lahore is infinitely cleaner in comparison, probably second only to Islamabad.

LAHORE: Existing public transport like wagons, buses, motorcycle rickshaws, and illegal route operators have become major hurdle for Lahore Transport Company (LTC) to launch new urban buses in the city, The Post has learnt.

Official sources confided to The Post that the transporters are not willing to launch new urban buses in the city without complete monopoly on roads and the transport department has no option expect removal of exiting transport like motorcycle rickshaws, wagons, mini buses and "illegal route operators" from the roads.

The officials said that the government is planning to launch about 300 urban buses within next two months and old buses will be banned on routes which are being allotted to owners of new buses on the demand of transporters the officials said that as per the population of the city about 4500 buses are required to meet international standards.

The color, design, and logo of the buses will same in the city and the bus service will be a project based on the government-private partnership and staff of the Lahore Transport Company will monitor and regulate the bus service. Source said that traffic warden will have no control on the new bus service rather special police of the LTC will control the bus service. They said the LTC intends to provide international quality transport to citizens.

The most important thing about the new bus service is that head way frequency of buses arrival on each stop will be 3 minutes in peck hours and 30 minutes in the late night hours. From 7am to 9am and 2pm to 5 pm bus will reach on bus stops after every 3 minutes and from 7pm to 9pm 5minutes while from 10 pm on wards with interval of 30 minutes.

Sources said transporters all demands are being considered by the transport department on the direction of the Punjab chief Minister Shahbaz Sharif in day to days being held as part of Confidence Building Measures (CBMs) between the LTC and the transporters to phase out the map of the new urban transport service in the city as per international standards.

They said the government has promised to give Rs 800,000 to transporters on purchase each bus for induction of new buses but transporters demands are on rise.

The LTC which was established on December 13, 2008 is planning to develop the quality of urban transport in the city as per international standard working jointly with the big transporters groups.

The officials added that at the moment there is deadlock on the issue of complete control of routes as the government can not ban other bus operators so easily.

The ambitious transporters groups conveyed to LTC that no public transport service other than their buses should be allowed to run on the routes which will be given to them.

Chief Transport Planner Ghulam Dastagir Khan told The Post that 4500 buses are required to meet the transport needs of the provincial capital but presently 300 buses are on cards which will be launched within next two months.

He said that the government will purchase buses from local manufacturers including Hino, Isuzu, Nissan gandhar, Afzal Daewoo motors and transport department will pay Rs 25 percent of the cost of the bus to manufacturer companies so that they may provide buses to transporters on less rates. He said LTC will enforce head way frequency of 3 minutes for on each bus stop.

Yeah i also heard this news. and hopefully he will also act on this. Today i have seen some tractors and laborers busy in cleaning up the Canal. Few days ago they did the same with some "Ganda Nalas".

This is not MM Alam Road. I dont know the name of this road but its where Pace Tower is being constructed, look at the "Salt n Pepper Grill" Board. you can also see the Nishat Chunian and MCB buildings behind the bulldozer.

LAHORE: The Punjab government has allocated Rs 100 million to the Parks and Horticulture Authority (PHA) for the city’s beautification project. The PHA is attaining assistance for the project from the civil society, relevant businesses and individual stakeholders.

PHA Director General (DG) Nadeem Aslam Chaudhry told Daily Times on Tuesday that the money would be utilised to enhance the city’s beauty. While talking about the city’s beautification project, he said it would be different from previous projects, as it will not be executed by just the PHA.

He said comments from several interest groups, citizens and official departments would be taken into consideration before any plans were finalised.

He said he wanted monuments placed at several parts of the city, adding that, for example, the road towards the Lahore Press Club should have a metallic or wood pen to symbolise the club’s presence. He said monuments would enhance the city’s beauty. He said this was just an idea, adding that it might be dropped or further refined by the authorities concerned. The DG said some Lahore Chamber of Commerce members wanted to get work done on the roads that lead to Aiwan-e-Tijarat.

if you are going towards the airport from defence..... it will come after you cross Bhatta Chowk... around 2 kms from Bhatta Chowk...

if you are coming from Cantt.... the new road which takes you to the airport.. after crossing the airport.. this will come after 2-3kms on your right side....

dont have the updated google earth these days otherwise would have posted the proper directions...!!

These stores that are popping up like Metro and Makro are great, but thats the reason I don't like going to them, there is always too many people there. People load up their entire families and bring them to these places, as if going shopping for groceries is a family activity. I hope as people get used to this type of shopping concept and more such stores open, the crowds reduce so it can be peaceful inside.

LDA demolishes 34 illegal structures



Staff Reporter

LAHORE: The staff of the Town Planning Wing and Estate Management Directorate of Lahore Development Authority demolished as many as 34 structures built illegally along road leading to Sherpaoo Bridge from Mini Market in Gulberg area, during a jointly carried out operation in connection with the ongoing anti-encroachments drive, here on Monday.

The LDA staff razed a number of platforms, ramps and other structures that had been constructed in the front line of restaurants and shops, in violation of building regulations. All these encroachments were causing impediments in movement by pedestrians, flow of traffic as well as quick disposal of storm water from the market.

Lahore Development Authority's anti-encroachment drive is going on in its scheme area and utility area of private housing schemes with a view to purging these vicinities of illegal structures and other disorders that create hurdles in pedestrians' movement, smooth flow of traffic as well as quick disposal of storm water from roads.

Lahore Development Authority has urged residents of its schemes' area for voluntarily eliminating all encroachments without further delay, failing which they will have to bear the demolition charges as well.

The encroachers will also be dealt with under sections 33, 34 and 40 of LDA Act 1975.

THE staff of the Lahore Development Authority (LDA) launched another massive operation against the encroachments at Main Boulevard, Gulberg, and demolished more than 40 structures that had been illegally built along the left side of the road leading to Main Market from Siddique Trade Centre on Tuesday.

The staff of the Town Planning Wing and Estate Management Directorate of the Lahore Development Authority jointly carried out this operation and razed a number of platforms, ramps and other structures that had been constructed in the front line of restaurants and shops, in violation of the building regulations.

All these encroachments were causing impediments in movement by pedestrians, flow of traffic as well as quick disposal of rainwater from the market. The LDA’s anti-encroachment drive is going on in its scheme area and utility area of private housing schemes.

DHA residents still waiting for Bhatta Chowk flyover

LAHORE: Residents of the Defence Housing Authority (DHA) are still waiting for the construction of a flyover across Bhatta Chowk to allow for easier access to the airport, Daily Times has learnt.

The project was proposed about five years ago, but was not implemented because of conflicts regarding the expenditure, while residents continue to suffer due to massive rush and damaged roads.

DHA Residents Association (RA) President Muhammad Sadiq told Daily Times that the flyover was one of the priorities of the newly elected body, adding that residents had complained of delays in catching flights and seeing off or receiving relatives from the airport.

Former information secretary of the RA Azam Nasir said the residents had been pursuing the development of the flyover at Bhatta Chowk for five years. He said the DHA administration had also shown interest in the project, but no action had been taken.

A DHA resident, Khurram Haroon, said the development of the flyover had remained one of the major demands of residents. He said the government should maintain signboards, adding that most major boards were positioned behind electricity poles or the paint on them had faded.

DHA Lahore Spokesman Tajamul Hussain Anjum told Daily Times that the project was still being worked on and the administration would release its details very soon. He said the DHA always took special care to facilitate the residents in terms of cleanliness and infrastructure, adding that he would ask the department concerned to check current status of the signboards at the square.

hey can any one here about the new projects, one of which is a new six star hotel which is build just in front of siddique trade center, which i think named as G-W-6. a twin tower of 40 floors each. and is is a local investment of almost 12 million. nowadays i heard that some digging work is going on. other is warid tower which is also 36 floors and tivoli tower which is of 19 floors and 5 floors on mall raod. but i could'nt know anything more about this projects. and one is liberty city i just heard about that from my one friend but not confirmed.
can any one assist me more on these projects.

PUNJAB Chief Minister Mian Shahbaz Sharif has said the provincial government has set up the Lahore Transport Company (LTC) as provision of modern transport services to the masses is his top priority.

The CM was speaking at a meeting at the Chief Minister’s Secretariat to review transport services. Task Force on Transport Chairman Tasneem Noorani and the transport secretary were present in the meeting. The CM said an order for 365 new buses has been placed and the new transport system will soon be launched in the City.

He said the government was fully aware of the problems faced by the people due to the lack of transport services in the City and he focused on this issue immediately after he assumed the office of Khadim-e-Punajb. He said that a special task force was formed for the improvement of transport sector and the LTC was set up in the light of its recommendations. He said an order for 365 new buses had been placed in the first phase and that these buses will arrive within one to two months. He said that consultation with technical experts was of key importance for operating the transport system successfully and services of foreign experts could also be acquired. He said maximum number of experts from private sector should be inducted in the eleven-member Board of Governors of the LTC. He said that the project for provision of modern transport services to masses had already been delayed and efforts should be made on war-footing for early implementation on this project. He also approved the logo of LTC and issued instructions for the provision of funds on an immediate basis.

The CM praised the efforts of task force chairman and the transport secretary for the improvement of transport services. Earlier, the task force chairman and the transport secretary briefed the meeting that a site has been selected for the company and it will be registered within a day or two. They said that 365 buses were being purchased in the first phase and an order will be placed for the purchase of 300 more buses. They said that negotiations were being held with different operators for plying the buses. Other issues were discussed in detail in the meeting.

It's hard to tell what material they're using for the facade. Is it just white painted plaster or some kind of stone? A stone facade, obviously, will look much better.

Otherwise the design is quite good.

Adviser to Chief Minister Pervaiz Rasheed, Member of National Assembly Umar Suhail, Member of Punjab Assembly Saeed Elahi, Usman Pirzada, and various other senior officers were present. Shahbaz said the former government had spent Rs 25 crore on the project and had even made the payment for machinery, which was still lying abroad with the supplier. He said a large sum of money had been spent on the project from the public exchequer, adding that he had ordered immediate import of the machinery.

The meeting was informed that the Punjab government would have to bear an additional annual expenditure of Rs 8 crore to continue the project. The participants of the meeting unanimously agreed upon the conclusion that the government could not afford such an extravagant entertainment project at this point in time, as there were greater issues to adhere to.

^^ i take it as a good decision, and this type of practice should be stopped all over Pakistan. i have never seen in any developed country a public park area being converted into shopping mall. n i hope this will not happed again.. there are only few parks in lahore and we are trying to covert them into parking plaza's shopping mall. so it should be stopped

and if you didnt know a massive park is located right behind the site so whats the fuss. and the cinema/mall was only allocated for 40% of the dungi ground while 60% was public space, so again whats the fuss about haveing parks and public spaces when theres a huge park right next to it

obviously people would be playing on it because it was empty, if you own a plot and keep it empty and children start playing on it, does that mean you should not built a house their again and leave it empty, it was actully more like a junk yard where people use to throw their rubbish and children play cricket between it. and then again like i said over 60% of the area will remain open for public space so their will hardly be a difference.

HAVING A PLAYGROUND IN THE MIDDLE OF THE CITY IS BY FAR THE WORST PLANNING EVER, IMAGINE A PLAYGROUND ON OXFORD STREET OR 5TH AVENUE. PLAYGROUNDS ARE NOT FOR COMMERCIAL DISTRICTS, THEY ARE FOR RESIDENTIAL AREAS.

MM Alam road needs proper planning to be made on like lines of something like oxford street or 5th avenue.

I don't get it. If the machinery is already there and some of construction has already taken place then why not sell it to a private firm and let them run the IMAX theatre??

After the first week of March, visitors and shoppers coming to The Mall will witness a metered parking zone where they will have to pay Rs 10 per hour for parking their vehicles.

This parking zone will be from Shahdin Manzil to Masjid-e-Shuhada. There will be two entry and exit points to this new parking zone. The first entry point will be at the start of the side road in front of the Shahdin Manzil and people coming from Queens Road will use this entrance. The second entrance is the road cut after the traffic signal at Punjab Assembly and this entrance will be used by the people travelling on The Mall towards the GPO.

The two exit points of this parking lot will be the roads leading to Lawrence Road and Regal Chowk from Masjid-e-Shuhada while the road cut, which at present is connecting The Mall in front of Masjid-e-Shuhada with the side road, will be blocked and can only be used in emergency situation. As many as 320 cars can be parked at a time in this parking zone.

People using this parking zone will have to pay while no charges will be taken from motorcyclists. This initiative was taken following the directions of the Punjab chief minister who specifically instructed the CDGL to exempt motorcyclists from the parking fees.

If a person wanted to park his/her vehicle for more than one hour then he should take a ticket for two or three hours initially or he can also extend his parking status by getting a new ticket after an one hour and ten minutes.

The CDGL has also authorised a private company managing the parking zone to impose fines on the vehicles for wrong parking, extending parking of a vehicle without taking a new parking slip, not displaying parking ticket from inside the vehicle’s front window and etc.

The company’s security staff will clamp the tyre of such a vehicle and it can not be allowed to move till payment of fine, which will start from Rs 50 and can exceed to Rs 500 in case of extreme violation.

All the parking token/slips machines are based on solar power so in case of loadshedding, the commuters will not face any problem. This makes the parking zones environmentally-friendly.

The parking zone will be expanded further and in the next phase, it will be established on side lane from Regal Chowk to State Bank building and the side road from Cathedral School to Panorama Centre, said Maqsood Ahmed, Project Director of Meter Parking. He said the City District Government Lahore (CDGL) has hired management services of his company, AZCOMM, to run different metered parking zones in the provincial capital.

“Initially we are given a contract of installing 16 metered parking machines out of which ten were installed at Liberty’s metered parking and six will be installed at The Mall’s first metered parking zone,” he said.

He said that the latest ticketing equipment of a leading French firm was installed at the metered parking. A central control room has also been established in town Hall to monitor the ticketing equipment, revenue and status of parking zones.

Answering a question about parking of motorcycles, he said no charges would be collected from motorcyclists. He said the motorcycles will be parked in inner roads between the shopping centres.

He said in the parking zone, motorists would find machines at a distance of 30 meters and can get tokens from any of the machines. He said this would end all complaints of the motorists regarding the behaviour of contractors as well as rates, which they are facing in other parts of the city.

The company’s uniformed facilitators will guide the motorists about getting parking slips from the machines and will also provide them change at the spot, he said, adding the commuters can also lodge a complaint against any facilitator in case of rude behaviour or any other issue.

He said 90 per cent work regarding parking lanes for cars have been completed at The Mall while the remaining 10 per cent was expected to be completed within the next two hours. The remaining work also included installation of six token machines, he concluded.

Extension of Secretariat by demolishing the old building intact with but now they are working day and night a few days back the heavy machinery are also there in plot but now only workers but at the time when i take that pic may be the lunch break is going on.
