Kidney centre planned for Quetta

QUETTA, Feb 11: Balochistan’s Chief Secretary K.B. Rind announced on Friday that a well-equipped kidney centre and hospital would soon be set up in the provincial capital under the auspices of the UAE-based Shaikh Zayed Trust.

The announcement was made at a ceremony held here in connection with the establishment of Al-Shifa Eye Hospital in Quetta.

The chairman of Al-Shifa Trust, General (Retd) Jahan Dad Khan, Red Crescent provincial chief Sikandar Hayat Jamali and Chiltan Town Nazim Mir Ismail Lehri were present on the occasion.

Mr Rind said that already a hospital had been opened in Dalbandin with the financial assistance of the UAE ruler. He said the government was making “all out efforts” to provide better health facilities to the people of the province.

While expressing happiness over the setting up of a modern eye hospital by Al-Shifa Trust in Quetta, the chief secretary pledged to extend all help and cooperation to the hospital on behalf of the government.

He said the government had on the request of the trust allotted 8 acres of land worth Rs104 million to the trust for the construction of an international level eye hospital in Quetta.

He said the government had also provided water, power and gas facilities along with the land.

Gen Jahan Dad Khan thanked the provincial government for providing land to the trust and allowing it to establish an eye hospital there.

QUETTA: The federal government is spending Rs 40 billion on Kachhi canal project and Rs five billion on 'Right Bank Outfall Drainage' (RBOD) project in Balochistan and these projects will be completed by end of the current year, official sources told APP here on Sunday.

The execution of RBOD project aimed at protecting cultivated land from water-logging in canal areas of Balochistan under the 'federal government development programme.' The project is being completed in three phases. 'A drain is being constructed from Nasirabad (Balochistan) to Mero Khan zero-point (Sindh) to drain out saline water of Balochistan. Besides, water-logging drainage is also being built parallel to Kerther canal under the RBOD project,' the sources explained.

Besides, a new water channel will be constructed in Nasirabad for utilizing 400 cusec water for irrigation purpose, they said, adding the completion of the RBOD project will protect hundreds of thousands of cultivated land from water-logging in different districts of Balochistan including Nasirabad and Jaffarabad.

Referring to Kachhi canal project, the sources said that the completion of Kachhi canal project will bring about 0.8 million acre of barren land under cultivation in Nasirabad, Jaffarabad, Bolan, Jhal Magsi and Dera Bugti districts after completion of the project.

These projects have been launched by the federal government are unprecedented in their nature in irrigation and agriculture sectors in the province. The completion of the projects will revolutionize the irrigation and agriculture sectors and these sectors will soon enter in new era of development in the province.

Special anti-polio drive begins today: A special three-day anti-polio drive will begin in 11 districts of Balochistan from Monday to July 30, during which health workers and volunteers will visit door-to-door to administer polio drops to children below the age of five years.

The provincial government in collaboration with the WHO, UNICEF and Rotary Club had decided to carry out the campaign against polio after detection of two polio cases one each in Pishin and Killa Abdullah districts in the province, the provincial health department sources told APP here on Sunday.

The sources said that the anti-polio campaign will be launched in Killa Abdullah, Pishin, Zhob, Loralai, Musa Khel, Barkhan, Nasirabad, Jaffarabad, Lasbella, Mastung and Quetta districts.

Quetta Naib City Nazim Manzoor Kakar said the health department had conducted training of health workers and volunteers for the vaccination purpose.

A total of 1668 workers and volunteers would vaccinate 16254 children below the age of five years in the provincial capital. Besides, the district government had planned to set up 113 special centres at 50 main places of the city. These centres will remain open from 9 a.m. to 6:00pm.

He said the health department had also made special arrangements at railway stations, bus terminals, check posts and airport where children of passengers' would be vaccinated.

He said the government would launch a massive campaign in collaboration with the print and electronic media for raising public awareness about the severity of the disease and with urgency of attaining zero prevalence of the polio virus in the area.

This decision was taken in a high-profile meeting held here, which was attended by the UAE Minister for investment, Khadim Abdullah Al Dari and other officials comprising of seven-member delegation.

The meeting was told that the UAE government and a private international farming company, Al Dahra would initially embark on a project of agriculture farming on 18,000 acres of land in Mirani Dam command area, where wheat, cotton, pulses and other grains would be cultivated. Later, the cultivation area would be stretched over to 33,000 acres. The work on the project would commence next year beginning.

Balochistan chief minister approved the setting up of a high-level committee for finalizing the additional clauses of the agreement on behalf of the Balochistan government, which would be implemented in consultations with the UAE concerned officials.

QUETTA: Balochistan Minister for Communication and Works (C&W) Muhammad Sadiq Umrani Saturday said that Zhob-Qamar Din Karez road is an important highway, which is expected to be completed by December 2010.

Replying to a question during assembly session, the minister said that the construction quality of the road is up to the mark and the concerned chief engineers have visited and examined the quality four times since July 2005.

To another question, the minister said that tenders of Barak Shaz Badini road were floated on directives of the provincial government despite the fact that this road was not part of the approved PC-I of the ECNEC. He said that work order of the said road had been halted due to lack of funds.

He said that some 12 villages of district Jaffarabad would benefit from 16.5 kilometres long Shah Wah road in tehsil Sohbatpur. The road is being constructed by Ms Karamullah Government Contractors. The company has been paid Rs. 348 million for the project.

The minister assured that quality of construction and all the appointments and transfer and posting would be made on merit in the department. Speaker Balochistan Assembly Muhammad Aslam Bhotani who was chairing the session of the assembly adjourned the house till November 11.

IT's a highway, not a road. Also, since it sounds as if it's a new road and not repair work, I don't think there's much wrong with taking that much time. FK, were you in Karachi between 97-99? It took almost 2 years to repair Shaheed-e-Millat Road. Remember??? The work started when I was in O levels, and ended when I was about to finish my A levels.

QUETTA: President Asif Ali Zardari announced on Friday a development package of Rs46.6 billion for Balochistan.

Speaking to tribal elders and notables at the Governor’s House, he said that Rs36 billion would be spent on building four big dams and Rs2.5 billion on delay action dams in the province.

An amount of Rs3 billion will be spent on development of Quetta and Rs5 billion on laying two high-power transmission lines.

The president said the government would not allow militants to use Balochistan for terrorist activities.

‘The best way of achieving rights is democracy, which is in the interest of every Pakistani,’ the president said, adding that the government would take all steps to develop Balochistan and bring it on a par with other provinces.

He said grievances of the Baloch had been misused in the past and assured the elders that the government would address all problems now.

Later President Zardari, speaking at a press conference, said he had directed the provincial government to set up a parliamentary committee of its coalition partners to start talks with Baloch resistance groups in order to bring them into the mainstream.

He did not agree with a questioner that a general amnesty would help in resolving the Balochistan issue, recalling that amnesty had been given thrice in the past, but had not produced any positive result.

‘We want a durable solution to the problems and need efforts to find out such solution.’ Mr Zardari said problems that had accumulated over 60 years could not be solved in six months.

He said he had asked partners in the ruling coalition to prepare a resolution on issues being faced by Balochistan, discuss it in the provincial assembly and then send it to the federal government for necessary legislation.

‘My government won’t hesitate to make constitutional amendments in the light of legislators’ recommendations to solve problems of the province.’

The president said the PPP-led government was committed to alleviating the misery of Balochistan and removing the sense of deprivation.

In reply to question about missing people, Mr Zardari said the governor and the chief minister had been asked to set up a committee to review the list.

About the kidnapped UN official, John Solecki, Mr Zardari said the interior ministry was in touch with the provincial authorities and the issue would be resolved soon.

The president said the government had distributed Rs2.3 billion among the people hit by last year’s earthquake in Balochistan, assuring the affected that their grievances would be redressed.

The chief minister offered free plots to neighbouring countries, including Iran, Afghanistan, and Turkey for establishing their trade consulates to make Gwadar a hub of regional trade and economic activities.

QUETTA: Balochistan Chief Minister Nawab Aslam Raisani has suggested construction of another deep-sea port and a shipbuilding yard at Makran coast.

Speaking to the editors and senior journalists at the Chief Minister House on Tuesday he said that the site for the new port would be decided after the proposal is finalised. However, the shipbuilding yard could be set up at Ormara.

He said that he was also making efforts to set up Reconstruction Opportunity Zones (ROZs) in different areas of the province that would help in providing resources for resolving the long time financial crisis of the province.

The chief minister pointed out that possibly, these ROZs would be established in Quetta, Khanozai, Makran, Nasirabad, Khuzdar and some other areas, where industries would be set up with the US financial assistance.

The US would provide raw materials as well as the duty-free access to its markets for disposing of production of these industrial units, Nawab Raisani disclosed.

Referring to the Gwadar Port he said that he had expressed his reservations about the contract signed with Port of Singapore for running the port and demanded that the contract should be cancelled or rectified in favour of Balochistan.

The chief minister offered free of cost plots to the neighbouring countries, including Iran, Afghanistan, and Turkey for establishing their trade consulates for making Gwadar a hub of regional trade and economic activities.

He said that he had suggested to the president in writing to invite a consortium of ECO countries to discuss ways and means for promotion of communications among the member countries.

In order to strengthen communications Quetta -Taftan railway track is being upgraded and the first international goods train would leave Islamabad for Turkey via Quetta and Iran on August 14, 2009. Responding to a question about the federal government’s financial assistance to Balochistan, he said that he and all coalition partners made efforts to get maximum funds for the development of the province.

He said that the National Economic Council (NEC) had approved Rs50 billion for Balochistan in the federal PSDP. The province succeeded in its efforts to get a total amount of Rs80 billion for the next financial year.

He said that Rs17.5 billion overdraft was not included in this amount and the federal government would pay the same to the State Bank.

Prime Minister (PM), Syed Yousuf Raza Gilani said the Balochistan Package will soon be tabled in joint session of the Parliament.

Talking to the activists of Pakistan Peoples’ Party (PPP), Balochistan Friday, PM said he was taking all political parties into confidence on Balochistan Package.

“Development of Balochistan is our top priority for which necessary resources are being provided.”

PM approved establishment of Cadet College and construction of two flyovers in Quetta.

Gilani allocated Rs1 billion for gas and power projects in Naseerbad and Jaffarabad, as well.

Chief Minister Mian Shahbaz Sharif has said that Punjab government will construct a latest cardiac hospital in Quetta. He said training would also be arranged for doctors, nurses and paramedics of Balochistan for the institute.
He made the announcement while presiding over a high level meeting regarding establishment of the Balochistan Institute of Cardiology, Quetta, here on Friday. He said the state-of-the-art hospital cardiac hospital would be a gift from Punjab for Balochistan. He said this would be the first hospital to be constructed on “a keyturn basis” that’s why services of the maximum experts should be acquired for its success. He said Pakistan had limited resources, therefore, austerity should also be kept in view while ensuring high quality in development projects. He said the latest and best medical equipments would be provided in the hospital and a construction firm would also provide equipments in addition to the construction design.
The chief minister said a system of training of doctors, nurses and paramedics of Balochistan on an emergency basis should be evolved so that they could perform their duties at the completion of the hospital. He said utilisation of locally-made material of international standard should be encouraged in the construction of the hospital.
The meeting was informed that the special committee, constituted under the supervision of Senior Advisor Sardar Zulfiqar Ali Khan Khosa, had negotiated with two firms, including a German company, interested in constructing the Balochistan Institute of Cardiology. The meeting was informed that the site had been identified for the hospital and soon foundation stone of the project would be laid. Important decisions were also made during the meeting regarding an agreement and other details with the German construction company.

Shahbaz Sharif has laid the foundation stone of the Cardiac Hopsital consisting of 150 beds & it would be completed in 1.5 years. The construction work of that hospital has been awarded to some German firm & this hospital is alongside Bolan Medical college on 25 acres land..........:banana:

Govt to build 4 dams in Balochistan

ISLAMABAD: The government has started considering plans to build four new dams in Balochistan. President Zardari has issued directives to Federal Minister Babar Awan to consult with Baloch leaders on plans to build dams in the province.

Baloch leaders Nawab Khalid Gichki, Nawab Abdul Rehman and Yar Mohammad Jamali met President Asif Zardari here in the Capital, said the report of private TV channel on Tuesday.

On the occasion, President Zardari said that poor women will be given free agriculture land in the areas where dams will be built. Zardari said that the government wants trustworthy relationship. He said that baloch leaders living overseas should also play their role in national politics.

President Asif Ali Zardari on Thursday inaugurated a number of development projects here, aimed at bringing about a positive change in the socio-economic life of the people. President Zardari said under the 39-point socio-economic Aghaz-e-Haqooq-e-Balochistan package the province was being given top priority and Rs 83 billion had been allocated per annum for poverty alleviation and development.

He said the province would also get Rs 120 billion payment in rights for the natural gas reserves, while the ownership rights of the Saindak project have also been transferred to it.

The President inaugurated the 180 meter long Lakpass Tunnel that has been completed with an amount of Rs. 921 million.

Chairman National Highway Authority Chaudhry Altaf informed the President that Lakpass Tunnel, located about 27 kilometers south of Quetta, is the shortest route connecting the provincial capital to Iran through N-40 and Karachi through N-25.

He said ,”the tunnel now facilitates the commuters with provision of safe and efficient route with elimination of curves, reduction of travel time, vehicle operating cost and accidents and decreases the transportation time from farm to market”.

The President also inaugurated 50 kilometers long Kanozai-Muslim Bagh Section N-50, which has been completed at a cost of Rs. 1169.407 million. He also inaugurated the 50 kilometers long Muslim Bagh-Qila Saifullah Road Project N-50, completed with an amount of Rs. 1667.191 million.

President Zardari also inaugurated 132KV Gawadar-Industrial Grid Station, which is located at a distance of about 40 kilometers from Gawadar towards Pasni on Coastal Highway.

Managing Director PEPCO Tahir Basharat Cheema informed the President that the project has been completed with an amount of Rs. 165 million on the directives of the federal government because of non-availability of electricity in the area.

The project after the completion of grid station will not only help flourish the industry in the area, but will also provide employment opportunity and socio economic uplift of the dwellers.

The President also inaugurated 132 KV Hurmzai Grid Station, which was completed at a cost of Rs. 300 million.

The President was informed that Hurmzai is located at a distance of about 50 kilometers from Quetta in the jurisdiction of district Pishin towards Chaman.

He was informed that the area was agriculture dominated and was getting power supply from 66 KV Alizai and 132 KV Yaru and Pishin Grid Stations. However due to lengthy 11 KV Feeders and over loading of 132 KV and 66KV network, the consumers of the area were facing acute low voltage problems and frequent outages.

With the completion of 132 KV Grid Station in Hurmzai, the President was informed that the people of the area will now be facilitated with improved voltages and power stability.

President Zardari also performed the ground-breaking of the 150 km Qila Saifullah-Zhob Road.

The Chairman National Highway Authority informed the President that the project is part of Global PC-1 for NHSP approved by ECNEC on January 21, 2010.

The President was informed that NHA Executive Board has already approved award of works for this project to M/s LIMAK International+ZKB (JV) for Rs. 8350 million and the project will be completed within three years after commencement of work at the site.


President Zardari earlier also chaired a meeting to review development projects in the province.

He said there would be no cut in the development funds and directed that the process of award of projects be expedited so that the people can benefit from the projects.

He said that “we have the political will and the federal government is committed to address the issues and resolve the problems of the people of Balochistan”.

The President was briefed about the socio economic status and the economic potential of the province, Federal and Provincial PSDP 2009-2010 and Aghaz-e-Huqooq-e-Balochistan Package.

He was informed that under the Provincial PSDP 2009-2010, an amount of Rs. 18536.322 million has been allocated which included 13429.109 million local and Rs. 5107.213 million under FPA.

The amount is being utilized for completion of 349 ongoing development schemes and 293 new development schemes of roads, education, health, water supply and public health engineering sectors.

The President was informed that under Balochistan Project in Federal PSDP 2009-2010, 262 projects are being implemented with an amount of Rs. 48.9 billion, which included 223 Balochistan Specific Projects with Rs. 43.1 billion and 39 Umbrella Projects with Rs. 5.8 billion.

Under the Balochistan Specific Projects, Rs. 8.5 billion have been allocated for NHA Roads, Rs. 14.9 billion for water sector projects including construction of dams and delay action dams, extension of Patfeeder Canal, and Kachi Canal, Rs. 3.7 billion for power supply projects, Rs. 2.5 billion for education projects, Rs. 1.9 billion for law and order and Rs. 1.1 billion for Gawadar projects.

About Aghaz-e-Huqooq-e-Balochistan, the President was informed that it will be the major reconciliation efforts by the federal government, which included 20,000 jobs for unemployed graduates, special quota for scholarships by Higher Education Commission, start of mega project with the consent of the Government of Balochistan and due share in profits, technical training to local youth in Gawadar and absorption in GPA, GDA, and special economic zone.

It was informed that the portion of revenue collected by GPA will be allocated to the development of Balochistan while a special package for the development of Sui will be developed.

It was informed that the federal government will give 20 percent to Balochistan from its share in the Saindak Project and special incentives will be given to local tribes in Kohlu to facilitate exploration.

Among others, Governor Balochistan Nawab Zulfiqar Magsi, Chief Minister Balochistan Nawab Muhammad Aslam Raisani, Federal Ministers Qamar Zaman Kaira, Raja Parvaiz Ashraf, Ayatullah Durrani, Arbab Alamgir, Rehmatullah Kakar, Mir Israrullah Zehri and provincial ministers were also present on the occasion.

ISLAMABAD – Pak Army on Friday unveiled a special programme to encourage Balochistan youth to join the army. According to the informed sources, the programme is in line with the special Balochistan package initiated by the federal government and has been launched keeping in view the backwardness of the province.
Sources were of the view that the move would also help in tackling rampant unemployment in the province. The programme would offer special incentives to Balochistan youth including relaxation of 3 years in age, 5 cms in height and eligibility for middle educated youth.
Moreover, the programme grants special exemption to the applicants in registration fee for enrolment.
Unlike other parts of the country, induction process in Balochistan would continue throughout the year with a view to facilitate Balochistan’s youth.
Other than Quetta, Army Selection and Recruitment Offices have also been established in Loralai, Sibi, Khuzdar and Turbat.
Apart from this, mobile selection teams are also sent to the far-flung areas of Balochistan.
To enhance the induction of youth of Balochistan, various Army units in Balochistan have also been assigned the task to conduct enrolment across Balochistan.
In this regard, excessive publicity has been carried out through media as well. Similarly ISSB Centre has been established in Quetta.
It is worth mentioning that increase in induction of females in the Army from Balochistan has also been noticed, which is quite encouraging.

Central Development Working Party (CDWP) has approved 32 projects of over 28 billion rupees for Balochistan pending since last two years in the sectors of communication, irrigation, transport, fisheries, health, education, industries, commerce, food, agriculture, dams housing infrastructure, environment and higher education.

CDWP met here Friday under Nadim ul Haq, deputy chairman planning commission. Besides chief minister Balochistan, Nawab Aslam Raeesani, federal and provincial secretaries and senior officials also attended the meeting.

Approval was accorded in respect of 3 projects in agriculture sector, 2 in health, 6 in industries and commerce, 10 in transport and communication, 5 in irrigation, 3 in infrastructure and housing, 1 in environment and 4 in higher education.

A sum of Rs 6.27 billion have been allocated for the construction of Gwadar Express way, Rs 5.76 billion for Patfeeder canal, Rs 2.46 billion for 1000 dailay action dams and 20 small dams and Rs 1.49 billion and Rs 1.55 billion for construction of universities in Loralai and Turbat.

Chief minister Balochistan said on the occasion that development program funds for Balochistan had not been slashed under the directives of president Asif Ali Zardari and prime minister Syed Yousuf Raza Gilani so that backward province of Balochistan could be brought at par with other provinces in terms of development.

The special meeting held by CDWP for approval of development projects for Balochistan demonstrates sincerity of government, he added.

Speaking on the occasion, deputy chairman planning commission, Nadim ul Haq said funds for uplift projects of Balochistan had not been curtailed. These projects would be completed within 4 to 5 years, he told.

beta most of the bigger cities of Pakistan got made a masterplan, i think in the 70's and couple of then got revisted a couple of years back... so there gotta be a masterplan, that they don't use is an altogheter different topic.......

REVISION OF QUETTA MASTER PLAN (Urban Planning):

In the Urban planning context, future growth, form and direction of the City has been visualized up to the year 2008. Major zoning and land uses have been identified and recommendations made for housing, education, medical care and public utilities etc.

In pursuance of recommendations of Quetta Master Plan, the Bus / Truck Stand, Garrages, Crate / Bardana Market, Fruit & Vegetable Market, Bakra Piri, Slaughter House, Oil Depots, Coal Plots, had been shifted from the heart of Quetta City.

The shifting of Dairy Farms, Skin / Hide Market, Iron and Timber Depots, Show-rooms are in hand to the suburbs of Quetta City. This will result in removal of road congestion and improvement of urban environments.

(Long Term Planning) Existing Quetta Master Plan ended in 2008. The plan requires up-dating for next twenty years i.e. up to 2028. A summary has been moved on 31st May 2010 to Provincial Government for approval and engagement of a consultancy. Futuristic plans of departments / agencies are being collected to prepare basic parameters of the Plan.
