Qatar-based Al Addiyar Real Estate Investment Company said it had signed an agreement with Gulf Energy, to develop an `Energy City' in Qatar. It said the 'ground-breaking development will raise the global stakes of Middle East's energy sector, reshape the dynamics of its business and expand its role in the management of above-ground resources'.
The construction of the project will begin in the third quarter of this year, said Al Addiyar Real Estate Investment Company chief executive Nassser Hassan Al Ansari.
Al Addiyar is a government-owned company with a capital of $1 billion and Gulf Energy is a global consortium of leading energy consultants, researchers and academics.
Gulf Energy will develop the marketing as well as technical strategy in co- operation with Al Addiyar Real Estate to develop this landmark project.
The multi-billion dollar Energy City, positioned as the first-ever integrated, energy hub in the region, will significantly enhance the Gulf region's ability to capture critical revenue streams from hydrocarbons, and act as a nucleus for the core elements of the vertical section of the Middle East's oil and gas industry.
Commenting on the project, Nassser Hassan Al Ansari added:
'According to the master plan, the `Energy City,' will function as a nerve centre of global oil and gas business in the Middle East, by attracting the biggest players in the hydrocarbon value chain.
'It will consolidate markets, R&D, technology, education, training and finance under roof, promoting co-operation at both commercial and technical levels.
'The development will also offer opportunities for real estate investment in hotels, exhibition halls and malls.'
The project is a pioneering initiative that will take the Middle East much beyond its role of just controlling over half of the world's oil and gas reserves.
Energy City will place Qatar on the world energy map, joining the league of other key energy centres like Calgary, Singapore, Houston, Stavangar and Aberdeen.
'The multi-billion dollar Energy City will revolutionise the oil and gas sector in the Gulf,' Ansari said.
'It will house an integrated complex where international and state-owned oil companies and service providers will base their operations.
'The Energy City will also integrate crucial asset classes such as hi-tech data, infrastructure, communications and advanced management.'
He said the Energy City would also have a Shipping and Trading component which can be housed anywhere in the Gulf and still be part of Energy City - thus reinforcing its regional character. It will host the Gulf Mercantile Exchange (GMEX), trading rooms, brokerage offices and base for shipping and logistics.
The intellectual and technology cluster will form the heart of Energy City. Its Core Research Lab and Data Centre will form a crucial area comprising a main research laboratory linked to geology & geophysical analysis facility.
Ansari said the Energy City would also offer research centre a Research Satellite for environment, renewable energy and regulatory policy.
An exclusive Education and Training Centre will be set up in collaboration with Imperial College, Texas, A&M and IFP, with regional affiliations.
The Service Industry Satellite will serve as a base for oilfield services industry comprising drilling, service, EPC contractors, offshore suppliers and seismic companies. The Infrastructure and Downstream Satellite will house downstream companies.

Gulf Energy, a consortium of energy consultants and investors from the Gulf, US, Europe, and SE Asia, has revealed plans for the $1.6bn first phase of Energy City-Qatar. A number of specialist centres will be built in phase one, with the aim of consolidating markets, R&D, technology, education, training and finance under the one roof, according to a statement. Gulf Finance House has been appointed as lead financial advisor to the project.

Gulf Energy, a global consortium of leading energy consultants and major investors from the Gulf, US, Europe and South East Asia, yesterday unveiled the master-plan for phase one of the multi-billion dollar Energy City.
The project aims at significantly enhancing the Gulf region's ability to capture critical revenue streams from hydrocarbons and act as a nucleus for the core elements of the Middle East's oil and gas industry.
"As a leading Islamic investment bank that has been associated with some of the most prestigious projects in the region, we are confident that GFH will be able to create a viable, innovative and strong financial blue-print for the Energy City - Qatar project," said GFH chief executive officer and board member Esam Janahi.
"The proposed clusters that will comprise the first phase development of the project will include an Intellectual and Technology centre; Education and Training centre; Shipping and Trading centre; Oil and Gas Producers centre; Service Industry centre; Infrastructure and Downstream centre; and an Information, Press and Associations centre.
"Energy City - Qatar is an extremely prestigious project that will function as a nerve centre of the global oil and gas business in the Middle East, by attracting the most significant global players in the hydrocarbon value chain."
The global energy markets are passing through a phase of unprecedented change, said Mr Janahi.

I think that when building a multi billion project selecting a good name is around the least of their priorities. Anyways the project is still in the early stage they can always change the name later on.
On another note I think that Bahrain working with Qatar on this project is great. Something that I think we will see a lot more of in the near future, especially after the bridge.

Anyways, Ras Laffan Industrail City for such a long time there was talk to name it either RL Energy City or RL Green City sort of to give it a positive ring. This project is probably going to be integrated with Ras Laffan Industrail City, where the worlds largest gas industry sits.

ويعتبر السيد ريتشارد اتش. ماتزكي من الولايات المتحدة الأمريكية أول عضو يتم تعيينه في المجلس الاستشاري العالمي للمشروع، ولديه خبرة غنية تزيد علي 40 عاماً في قطاع صناعة الطاقة، وشغل مناصب ادارية كبري في شركات عالمية عديدة.
ويتمثل الهدف من استقطاب هذه الكفاءات المتخصصة في قطاعات الأعمال المختلفة علي مستوي دول العالم في دعم وتعزيز مشروع مدينة الطاقة قطر التطويري بأفضل الاختصاصيين الذين يتمتعون بخبرات واسعة في مجالات عملهم.
وكان السيد ريتشارد اتش. ماتزكي يشغل منصب نائب رئيس مجلس ادارة شركة شيفرون تكساكو عندما تقاعد منها في العام 2002، وتُعرف عنه خبرته الواسعة والمتخصصة في عمليات اكتشاف النفط ووضع الاستراتيجيات والدراسات التقنية لشركات النفط وتحقيق الربحية العالية من هذه الصناعة. وكان ماتزكي يتولي منصباً ادارياً مهماً في الفترة التي حققت فيها شركة شيفرون تكساكو نمواً ونجاحاً عالمياً مشهوداً، ونجحت الشركة تحت ادارته في الحصول علي حقل النفط العملاق "تينزيك" في كازاخستان وخط أنابيب "كاسبيان" الذي يمر في روسيا الجنوبية.
والي جانب الشركات الأخري فقد قدم خدماته وخبراته من خلال مجلس ادارة شركة "لوك أويل" التي تعد أكبر شركة بترول في روسيا وكان يرأس فيها لجنة الاستثمار والاستراتيجيات. ويشغل ماتزكي حالياً منصب رئيس مجلس ادارة المجلس الأمريكي الايراني وقدم خبراته في مجلس ادارة اللجنة الوطنية للعلاقات الأمريكية الصينية والمجلس الاستشاري للدراسات الاستراتيجية والدولية، وهو الي جانب ذلك عضو مؤثر في لجنة العلاقات الخارجية وغرفة التجارة الأمريكية الروسية.

Doha: Associated Consulting Engineers (ACE) has been appointed sub-consultant for infrastructure works for the multi-billion dollar Energy City project.
Parsons International Limited (Parsons), on the other hand, will be the design sub-consultant to carry out the traffic impact study for the Energy City Qatar.
MZ and Partners, lead architects for the Energy City Qatar, has announced the signing of strategic agreements with ACE and Parsons.
Energy City is designed as the Middle East's first integrated energy business centre for the global oil and gas industry. It is being developed through strong regional and global partnerships, enhancing the flow of inward investment into Qatar and the region, providing a further boost to the economic diversification effort.
The first phase of the Energy City project was announced recently at a cost of $1.6bn.

Doha: The Middle East's first energy business hub, Energy City Qatar (ECQ), was officially launched yesterday under the patronage of the Emir, H H Sheikh Hamad bin Khalifa Al Thani, at a glittering ceremony held at the Doha Sheraton.
ECQ is poised to be full-service energy business centre catering to the commercial, technical and human resource needs of the oil and gas industry in the region, the first of its kind.
The Prime Minister, H H Sheikh Abdullah bin Khalifa Al Thani, presided over the event, which was compered by the legendary TV personality Sir David Frost, and attended by H E Sheikh Hamad bin Jassem bin Jabor Al Thani, the First Deputy Premier and Minister of Foreign Affairs, a host of key government officials and business and energy leaders from across the world.
The gathering was addressed by H E Abdullah bin Hamad Al Attiyah, the Second Deputy Premier and Minister of Energy and Industry, H E Sheikh Mohamed bin Ahmed Al Thani, the Minister of Economy and Commerce, and Esam Janahi, Chairman of Gulf Energy.
A highlight was that special pre-recorded video messages from Bill Gates, Chairman and Chief Software Architect of Microsoft Corporation, David O' Reilly, Chairman and CEO of Schlumberger, and Helge Lund, the President and CEO of Statoil, were relayed at the event.
Commenting on this momentous occasion, Janahi said, “The Middle East accounts for over 60 per cent of the world's proven oil reserves and over 40 per cent of the world's natural gas reserves. But, the region doesn't have a dedicated energy business centre. Energy City Qatar was conceived with the central aim of filling this void and positively contributing to the economic development of Qatar and the region."
Energy City Qatar will be the Middle East's first full-service energy business centre catering to the commercial, technical and human resource needs of the oil and gas industry operating in the regions, with cutting-edge facilities and services. It will also be home to a dedicated energy trading platform, the International Mercantile Exchange (Imex), which will be regulated by the Qatar Financial Centre Regulatory Authority.

Halawala April 9th, 2006, 11:57 AM Microsoft is working out a detailed plan to set up a “fully digital workplace” at the multibillion-dollar Energy City Qatar, the first integrated business centre for hydrocarbon in the Middle East.
“We will finalise the design elements in two months. To be driven by futuristic technology, the digital environment will provide for a state-of-the-art community at the Energy City Qatar,” Microsoft Qatar country manager Mohamed Hammoudi told Gulf Times yesterday.
Hammoudi said he was looking beyond mobile connectivity by targeting a fully digital workplace at the Energy City Qatar.
“We are looking at intelligent offices there. All physical things at Energy City Qatar can act as a graphical interface device at the connectivity point.
“The flow of information between devices will be eased considerably. And all devices – be it laptop or a handheld gadget, will be a repository of information and data. And they can be operated from anywhere within the city.
Hammoudi said it was a futuristic technology, which would be finalised within two months. However, the whole concept was relatively new in the region.
“At the scale of digital functionality we propose at the Energy City Qatar, we have not undertaken any other projects in the region,” the Microsoft country chief said.
Energy City-Qatar is promoted by Gulf Energy, a global consortium of leading energy consultants and major investors from the Gulf, the United States, Europe, and Southeast Asia.
Qatar, he said, was a booming market with enormous potential for the IT.
“The economic surge the country has made in the last few years is unparalleled and the demand for computer software has gone up considerably in the period,” he said.
Asked whether Microsoft planned a research and development base in Qatar he said, “as a tenant at Qatar Foundation’s Science and Technology Park we will be involved in bringing the elements of R & D to the STP and its benefits will be enjoyed by the State. We will also tie-up with Qatar University in R & D”.
Hammoudi said Microsoft was also investing quite a lot on Internet security.
“Security is paramount for us. At Microsoft we have what is called total trustworthy computing and all our products undergo an extensive security check before they are released.
“For us security does not relate to technology alone. Security in usage is equally important. We do a lot of ethical hacking to make sure the code is unbreakable. And during the life of a product we look at ways to enhance its security,” he said.

Gulf Finance House (GFH) chief executive officer and board member Esam Janahi has said the roadshows on Energy City Qatar held across the world have had an incredible response.
Gulf Finance House and Gulf Energy, an international energy consulting firm, are jointly developing the $2.6bn Energy City Qatar (ECQ) at Lusail.
“Investors want unique things and they invariably look for projects that have a lot of potential. Energy City Qatar is one such project,” Janahi told Gulf Times here yesterday.
He said the Energy City Qatar promoters had already raised about $500mn to finance the first phase of the project.
“Most of the funds have come from the regional investors. We have had international investments as well,” he pointed out. Janahi said, “The project is well on track. We work closely with Qatari Diar, the promoters of Lusail Development. They are putting in the infrastructure.”
The project's master plan had already been finalised. Gulf Finance House had been appointed as the Lead Financial Consultant while Hess Energy Company and PFC Energy have been engaged as principal consultants on various aspects of the project, including the creation and design of an international mercantile exchange (Imex), a platform for electronic trading of energy contracts and derivatives.
Janahi said Energy City Qatar was privileged to receive the personal endorsement of Bill Gates, chairman of Microsoft Corporation, and John T Chambers, chairman of Cisco Systems. ECQ has also entered into technology partnerships with both Microsoft and Cisco.
Energy City Qatar was unveiled in Doha in March this year.

The Energy City Qatar will be the Middle East's first purpose built hub for energy and was launched this March as a private sector development.

DOHA: The $2.6bn Energy City Qatar (ECQ) is now working on the master infrastructure for the plots that are going on at its Lusail location, its chief executive officer Bob Moore has said. There are approximately 92 plots and ECQ is doing the baseline infrastructure including roads, electricity and gas supply. In parallel ECQ will be building the IT infrastructure including fibre optics that go into each building, he said in an interview with Gulf Times here.
"When a prospective client comes in, he can get into a one-stop shop here. He will have all the facilities here which are otherwise managed by different service providers," Moore said.
The Energy City concept involves the master planning and construction of an integrated business centre that specialises in the provision of complete business infrastructure for leading oil and gas producers, both local and international, downstream refiners and producers, support services, shipping and energy trading businesses.
Moore said ECQ hoped to take delivery of the designated land at Lusail sometime early next year. The work on the infrastructure will begin thereafter.
"Our first building will be ready by mid-2009. We are expecting our last building to be up by mid-2012," he said.
A couple of other buildings would also come online as scheduled, he said. One will be the International Mercantile Stock Exchange (Imex) and the other ECQ’s dedicated building which will house besides the CEO and other officials, a data and communication centre and a facility for business process outsourcing.
On the Imex, Moore said: "We contracted several consultants to work on the different business processes that allow us to position the International Mercantile Exchange. We are currently sourcing the location.
"We already found an office facility for that. We are currently sourcing the team that would lead the IMEX including the CEO and some other officers. We have an operations model that has been worked on heavily in the last three to six months. That’s ready."
ECQ has already entered into technology partnerships with both Microsoft and Cisco, he said.
ECQ is also privileged to the have the personal endorsement of Bill Gates, Microsoft Corporation chairman and John T Chambers, Cisco Systems chairman.
Moore said he was really bullish about Energy City Qatar’s prospects.
"We are at Lusail, which is a great location. Qatar Petroleum’s global HQ will be next to us at Lusail. We are fortunate to be in Qatar. Everyone in the global energy industry now wants to be here," he pointed out.
ECQ will be the home of the energy industry in Qatar. "From oil and gas firms to associated service companies and infrastructure, utility and EPC companies will be there. Even lawyers and accountants will be at the ECQ.
"I am confident all firms that have some association with the energy sector will get represented at the Energy City Qatar," Moore said.
Energy City Qatar has received attention worldwide. Global energy companies have given the green light for ECQ to associate with their local arms in Qatar.
Esam Janahi, Gulf Finance House (GFH) chief executive officer and board member, recently said that ECQ had raised more than $500mn to finance the first phases of the project.
GFH and Gulf Energy are jointly developing the Energy City Qatar project.
GFH was appointed the lead financial consultant while Hess Energy Company and PFC Energy have been engaged as principal consultants on various aspects of the project, including the creation and design of the Imex.
ECQ has an International Advisory Body comprising eminent experts from the business world, particularly from the energy and energy-related sectors. The board includes Henri Philippe Reichstul (Brazil), Simon Tay (Singapore), Bernard De Combret (France) Harald Norvik (Norway) and Richard H Matzke (USA).

First of all Lusail City has high-rise .... no doubt ... However Energy City will accommodate different companies from around the world... or we can say representatives of the companies ... so we have two factors:
1) Company "representatives" are small.
2) Each Company wants its own building.
So low rise is better ...

Doha: Qatar's Energy City Qatar (ECQ) and National Petroleum Service (NPS) signed a 65 million Qatari riyal contract here yesterday to build a new development in Energy City Qatar's Lusail district.
Under the terms of the contract, NPS, one of the largest petroleum services company in the region, purchased a plot within Energy City Qatar (ECQ) to build their new regional headquarters.
"Energy City Qatar is attracting petroleum service companies to its energy business cluster...This deal with National Petroleum Service demonstrates the potential of Energy City to bring together visionary Qatari and international oil and gas companies who understand the importance of working together within the region's own purpose built energy cluster," said Hesham Al Emadi, chief executive officer of ECQ, addressing a press conference.

In a statement, National Petroleum Services President Abdul Aziz Al Dolaimi said Energy City is set to become the Middle East's home for global players in the oil and gas industry. Doha • The $ 2.6bn Energy City Qatar (ECQ) project is well on track to become an ultra-modern business hub for oil and gas industry with the awarding of several contracts coming close on the heels of recent phenomenal pre-sales and sales value worth
QR3.5bn in just one and a half month and a QR700m agreement with Qatar Real Estate Investment Company.
The latest in a series of key milestones for the project is the signing last week of a contract worth QR65m with National Petroleum Services for ECQ's Lusail development. Under the terms of the contract, National Petroleum Services have purchased a plot within the ECQ to build their new regional headquarters.
"The deal demonstrates the potential of ECQ to bring together visionary Qatari and international oil and gas companies who understand the importance of working together within the region's own purpose built energy cluster," said Hesham Al Emadi, ECQ Chief Executive Officer.
National Petroleum Services President and CEO, Abdul Aziz Al Dolaimi, stressing the importance of the contract said his company's move to ECQ underscores its strong commitment to the future of the energy industry in Qatar.
Al Emadi told a news conference yesterday that the group has sold 100 per cent of the plots that make up the residential park of Lusail and almost 80 per cent of the commercial component of the project.
The 30 different investors in the plots of land thus far are local and regional property developers with approximately 70 per cent from Qatar, 10 per cent from Kuwait and 10 per cent from Saudi Arabia and the rest from Bahrain.
Al Emadi added that ECQ is also working with the government to create a business model which will be similar to the Qatar Financial Centre or free zone concept as part of business incentives to be offered to companies, but this is yet to be finalised.

DOHA: Energy City Qatar (ECQ) plans to go green and will seek an internationally accepted rating for the design, construction and operation of high performance environment-friendly buildings.
The energy hub within Lusail Development has specified that only “Green Buildings” will be allowed in the 72 hectares where local and international oil and gas firms and other service industry and infrastructure companies will be setting up various facilities.
Ahmad A. Al-Abdulla, Energy City Qatar’s chief technical officer told newspaper here yesterday, “We will be the first energy city in the whole world to get such a prestigious rating.”
Energy City Qatar’s current plan is to get the US Green Building Council’s LEED Rating by 2010 or 2011. The process of handing over the allotted land to clients will be completed in Q2, 2008. The construction of buildings is expected to be completed by late 2009 or early 2010.
He said “By emphasising on ‘Green Buildings’ we are clearly sending out a message. We love and care for the environment. Hence the development we envisage centres on safeguarding our environment.”
Al-Abdulla said buildings in all the 92 plots at Energy City Qatar would be powered by alternate energy to the extent possible. Solar and wind energy will be tapped for the purpose. Only environmentally friendly construction materials will be used. Buildings will be designed in such a way that sufficient natural light will be available.
Al-Abdulla said all buildings within Energy City Qatar would have provisions for rain water harvesting. Water will be recycled and used for irrigation within the Lusail development. “Green built” projects stand to realise higher absorption and occupancy rates, rents, and sale and insurance prices than comparable non-green properties.
He pointed out “This will reduce burning of oil and gas. By curtailing energy consumption, we are also reducing carbon emissions.”
The Energy City Qatar’s chief technical officer pointed out “The cost of building green properties will not be higher than conventional structures. Also, they will provide great benefits to their owners and occupants in the long run.”
Al-Abdulla added Energy City Qatar would host a campaign, stressing on the importance of green properties. As part of the campaign a day-long seminar on “Green building design” would be held in Doha on November 19. Some six world renowned experts will address the seminar. Besides our clients, we are also inviting their architects to attend the seminar. Various government ministries, departments and real estate companies have also been invited for the seminar.”
The Energy City Qatar’s chief technical officer added it was true the concept had not been properly absorbed in the region so far. But in many parts of the world, there is a lot of focus on green properties.

Basic infrastructure works on the QR 9.46bn ($ 2.6bn) Energy City Qatar (ECQ) mega project in Lusail are now underway well on schedule with completion slated within the next 18 months.
A local civil engineering and contracting company, Qatar Building Company has been awarded a QR171m contract to construct the area's infrastructure.
The woks to be undertaken involve roads network, electricity connections, water and drainage pipelines as well as sewerage system.
All ECQ installations are expected to be completed by 2012 with the first building within a city designed to accommodate 20,000 employees and 10,000 residents, to be delivered during 2009.
The last buildings in ECQ have to be delivered by the end of 2011 or beginning of 2012, said officials noting that conditions have been put on developers to this effect.
The 1.2 sqkm ECQ, part of a major new city development in Lusail is to become the region's first integrated business and residential hub dedicated to the hydrocarbon industry.
The land within the Lusail Development Project was purchased by developers for QR 4bn in record time, according to ECQ management.
The company's CEO, Hesham Al Emadi told reporters yesterday that the launch of ECQ infrastructure works is significant as it would allow developers and contractors to start construction within the second semester of 2008, thus creating unprecedented economic activities for various infrastructure sectors.
"This extremely important contract is an important launching milestone of the ECQ infrastructure works," he said.
He added that the entire civil engineering work will not be carried out by a single firm but by different contractors undertaking different components of the infrastructure.
Qatar Building Company Group CEO, Abdul Hamid Mustafawi said skills, experts, human resources and modern heavy equipment will be pooled for guaranteeing work progress and timely completion.
"We are confident in executing the project, which is the first of its kind in the region, according to the highest international specifications," he said.
ECQ has drawn up a work plan for the coming two years, in view of marketing the city through international exhibitions and conferences to attract more developers.

Energy City, Marafeq sign cooling service MoU
DOHA: Energy City Qatar and Marafeq Qatar yesterday signed a Memorandum of Understanding (MoU) for the provision of full scale cooling services with a total capacity of 45,000 tonnes of refrigeration for the Energy City Qatar project in Lusail.
Marafeq Qatar is a joint venture between Barwa Real Estate Company, Qatari Diar, GDF Suez and Suez Environment.
Energy City Qatar CEO, Hesham Al Emadi and Marafeq CEO, Charles Dupont as well as Board Member, Hervé Thomas signed the MoU at Marafeq Qatar headquarters. During the signing ceremony, Energy City Qatar revealed some of its future facilities and services that will distinguish the city as a pioneering landmark of development in Qatar.
Speaking on the occasion, Engineer Hesham Al Emadi said: “The signing of the MOU with Marafeq Qatar marks the first of the services to be provided in Energy City Qatar, the city which has the full support and confidence of the Qatari government and the Lusail project’s board of directors.”
“Together with the recent ground breaking that marked the launch of Energy City Qatar’s headquarters building, the district cooling services further prove that Energy City Qatar is making its dream to reality. The city will become a home for energy companies.”

Where I am from we are allowed to openly criticize our leaders and vote them out of office if we no longer believe in them. Clearly in this region you don't have that option. Instead everyone seems to blindly believe what they are told.

aviduser March 29th, 2009, 11:37 PM As you can see all three articles are taken from the same source Arabian business, the first article is a press release from commercial bank. Arabian business is generally sympathetic to Qatar. I deleted many other articles but these illustrate the two main ones I am asked about above.
I do not make up figures, I have no reason to lie. I am trying to inform people that the generally accepted view that everything is fine in Qatar is not the complete picture.
There are people that read this site like myself who have made significant investments in Qatar. I believe those people have a right to the truth and to a more honest view of the Country.

What does where your from have to do with this? You are on these forums making it sound like the country's economy is at its knees while that is clearly not the case and insulting 15 year olds, is that the norm where your from? I am Arab, yet I have no problem criticizing things in a proper fashion, not simply bashing kids who don't know better. I call things as I see them, there is nothing in my culture stopping me or any other Arab from doing so.
Now that you've posted the above articles, we can actually have a proper discussion here. THAT is what I was looking for, rather than just calling an entire nation naive.
There is no doubt that Qatar's banks were to be affected. Many have investment porfolios in foreign countries, and banks around the world borrow heavily from each other, so the reduction in liquidity worldwide and the recession in many major economies was always going to have an effect on Qatar, as it did with most other countries. You yourself are naive if you think you are the only one aware of this - i've only been back from the UK for a week, yet repeatedly I have heard this topic discussed to death.
The thing that sets Qatar apart from most other countries is that it has a security net few other countries enjoy - and that is the oil and natural gas wealth which allows the government to step in and ensure things don't reach a critical point. So, while the banks certainly are feeling the effects of the credit crunch, the Qatari government has the capability of ensuring that the effects of this are minimal. While I do believe that the private sector should be able to support itself, and the government's intervention clearly shows the country has been affected, the fact remains that the Qatari government is able to ensure that the effects of the crisis are minimal.
Compare this to the failures we have been seeing recently around the world, whether it is Northern Rock and RBS in the UK, AIG's huge bailouts, the recent Obama bailout plan, etc. Compare this to the debt Dubai is suffering from; it is estimated that Dubai's foreign debt currently stands at $100 billion, compared to $17 billion in 2003, which translates to $400,000 of debt per citizen. The situation in Qatar, while not as rosy as some would like us to believe, is not nearly as bad as it is in large parts of the world. $1.8 billion is a drop in the bucket compared to the situation in many places.

Avid, the crisis is worldwide and in Qatar too, but it’s all about how it is being tackled that leads people to say that Qatar is sitting well. The point is, Qatar can afford the minimal support package it has implemented. In other places, there are throwing hundreds of billions of dollars into just every kind of industry to avoid a collapse…and you know how they finance it? By printing money they don’t have! You should get paranoid about this, not about Qatar!
By the way, Qatar will most probably be the fastest growing economy in the world in 2009 with around 10% growth, why didn’t you post articles about that? This estimate is from reliable sources too, you know.
aviduser March 30th, 2009, 04:25 PM I am not arguing that Qatar has enough money to pay it's debt I was responding to the accusation that I was making things up.
I am not entirely sure that the Countries finances are quite as secure as you think they are but that is another matter. Gas for example presently costs almost more to produce than it does to sell.
Qatar will have 10% growth and will no doubt continue growing but that 10% means nothing to an investor like myself. I am worried about the micro economic picture. 10% growth does not tell the whole story about actual economy. People have a right to know more about the country they are thinking of investing in.
When I invested in the Country I saw the headline figures of 24% GDP growth and thought that would be directly translated into wealth in the greater economy as it would most in most other Countries. It was only after a time that I realised that it works differently in Qatar
I can see that there are not enough people here to fill the amount of property being built. That as an outside investor matters much more than if the economy is growing at 10 or even 50%.
Anyway till a thread is created for this lets leave it at that. I have a wider audience else where.

Damac tried very hard to get into projects in Bahrain and finally they got a plot in Bahrain Bay. After the financial crises they pulled out of their agreement with BB using the excuse that the plot was not sea facing and thank god for that.

Basic infrastructure work at the multibillion dollar Energy City Qatar, the Gulf region’s first oil and gas industry hub, will be completed by the year-end, chief executive officer, Hesham al-Emadi, has said.
Most of the 54 developers are preparing to begin construction at their sites this year, al-Emadi said. Some 52 projects are being set up at Energy City Qatar (ECQ) in 92 plots.
“Most of them are currently working on the concept design. We have provided them with the infrastructure to begin work at ECQ,” al-Emadi told Gulf Times yesterday.
He said 70% of the infrastructure work had already been completed at Energy City Qatar, part of the major new city development at Lusail, which in addition to major business and entertainment districts, will be home to some 200,000 people.
Launched by Gulf Energy, ECQ aims to attract the industry leaders in oil and gas production, international and national oil companies, support services, infrastructure and downstream activities, shipping and trading, market and resource data and intellectual property.
“Once our physical infrastructure is ready, I am quite sure lot of major international energy companies will consider moving there. That’s kind of facilities we are setting up at the Lusail development,” al-Emadi said.
Asked whether the global economic downturn had impacted the project development he said: “A majority of our developers are real large-scale players and will not find difficulty raising finance. But some smaller developers may get affected as banks tighten lending due to the global economic crisis. But only a handful of our developers are of that scale.”
Al-Emadi said Energy City Qatar would sign a “major agreement” within a few days. But he did not elaborate.
“We are upgrading a MoU signed earlier. It is a major deal,” he said.
He said the project was on schedule. “We are looking at the project completion by 2011,” al-Emadi said.
ECQ will be a single point of access to markets and expertise, the Middle East home for global players in the hydrocarbon value chain.
“Energy City has the full support of the Qatari government and we aim to lead the way in ‘hydrocarbon above ground’ resource development,” he said.
He also said work on similar projects in India and Libya was expected to begin this year. The project in India near Mumbai is being set up at a cost of $10bn. The Libyan project will exceed $6bn.

Qatari developer Energy City has invited contractors to bid by 26 August for a contract to build low-rise buildings at the Energy City development at Lusail.
The contract involves the construction of three buildings: a five-floor office building, a three-floor bank building and a single-storey data centre.
The total built-up area is 81,000 square metres. Contractors expect construction to start in October and the contract will run for 16 months.
The Qataris have also approached contractors to work on the Qatar Petroleum (QP) Complex, which is also in Lusail.
The national oil company will use the complex to centralise all of its Doha-based functions.
The complex includes a main office tower and a series of interconnected mid-rise office buildings that will house about 3,000 QP employees.
The QP complex will also have a medical centre, corporate training facilities, data centres, multi-floor car parks, recreational facilities, a sports stadium, and associated infrastructure.

Smart building solution provider Integrated Technical Group Co (ITG) yesterday signed an agreement with Energy City Qatar to design and build a smart-city system for the multi-billion dollar project.
The system, once operational, will make Energy City a self-running locality with minimum reliance on human element, officials said.
The agreement was signed in the presence of ITG board chairman Sheikh Abdullah bin Nasser al-Thani by ITG deputy chairman and CEO Eng Osama al-Omar and from ECQ, its CEO Eng Hesham al-Emadi.
The fully-integrated smart-city system by ITG, established in 2006, will provide security, monitoring, safety, building and infrastructure control services, traffic control, energy management, and other services to ECQ.
The estimated cost of the agreement is over QR400mn, officials said.
Al-Emadi said: “ECQ is the city of future and this e-city will rely on highest standards of connectivity and efficiency that can help the global energy industry achieve peak performance.”
ECQ has been designed to be the first fully-serviced e-city and fully-connected business cluster in the world.
Sheikh Abdullah said: “Our smart-city system is currently receiving significant attention among many major real estate projects developing specialised developments in Qatar and the region. It is also expected to provide support to the efforts underway in preparation for the 2022 FIFA World Cup to be held in Qatar.”
Al-Omar said: “Our system is based on an innovative model, which is the first of its kind. According to him, the various components of the smart-city solution will work under a single integrated structure, offering centrally-coordinated and homogeneous automated services to the city and its various parts, without conflicts.
“It will be capable of containing various incidents that may occur in the city, such as entryways, buildings, intersections and other components, as soon as they happen, and then implementing the appropriate response in accordance with the rules adopted by the city’s management,” al-Omar said.

The infrastructure of Energy City Qatar (ECQ), a multi-billion dollar project in Lusail City, is expected to be completed in mid-2011, a senior official told Gulf Times yesterday.
ECQ chief executive officer Eng. Hesham al-Emadi said the delay has been due to some technical changes to original design.
“There was an agreement to go green. There was also the decision to install district cooling system. We had to dig again,” al-Emadi told Gulf Times, on the sidelines of an agreement signing with a local company to provide smart-city solutions to ECQ.
“We don’t consider it a delay. It is an extension of the kind of world-class facilities the project will have,” he said.
First tenants are now expected to move in at the end of 2012.
According to al-Emadi, work is moving ahead despite some hurdles, with district cooling system including laying of pipelines etc close to 50% completed and streets in ECQ “45-50%” completed.
Earlier in June, the official had said infrastructure will be ready by 2010-end, enabling first tenants to move in at the end of 2011, and the project to be completed in full in 2012.
“This shifting of six months has never affected our building programme. Of the 45 developers on board, close to 30 have their concept designs ready,” al-Emadi said.
Construction is expected to start in 2011.

Qatar Solar Technologies (QSTec) committed to helping Energy City Qatar (ECQ) incorporate solar panels and technologies into its future developments by signing a Memorandum of Understanding on Tuesday.

Dr Khalid Klefeekh Al Hajri, Chairman and CEO of QSTec and Rashid Nasser Sraiya Al Kaabi, Chairman of Energy City both signed the MOU at ECQ's offices in West Bay, Doha.
By incorporating QSTec's solar panels and technologies into its buildings, ECQ will meet national building standards such as QSAS and silver and gold LEED certifications; codes designed to encourage organizations to use environmentally friendly and sustainable energy sources in buildings.

In the not too distant future, QSTec hopes to build solar modules made in Qatar, made from QSTec's own polysilicon and then exported to the rest of the world.
Built on 1.2 million square meters of land in Ras Laffan Industrial City, Qatar, QSTec's US$1 billion polysilicon manufacturing plant will produce 8,000 metric tons per year (MTPY) of polysilicon per year but it is designed to expand as demand grows. Eventually, more than 45,000 MTPY of polysilicon can be produced with the plant being designed to seamlessly incorporate ingots, wafers, cells and module manufacturing facilities.
ECQ is a fully integrated business cluster that will be the Gulf's first oil and gas industry commercial hub. ECQ will be a single point of access to the Middle East and global Oil & Gas players in the hydrocarbon value chain.
The Memorandum of Understanding agreement is another affirmative step for QSTec to provide Qatar with a sustainable source of energy.
