Before it sported the fancy name of "Harbor Point," the peninsula-shaped land jutting into the harbor was home to a chrome factory and all the pollutants it left behind.

Now developers are plotting a four-star Westin hotel, restaurants and a park where orchestra musicians can play on the property -- the largest untouched site at the Inner Harbor. H&S Properties Development Corp. and Struever Bros. Eccles & Rouse Inc. are crafting a new master plan for the area and adjacent Harbor East that would also include a high-end department store -- some speculate Barneys -- and expanded retail.

The 280-room Westin and a 350-unit apartment building with rental units are expected to open in 2011. Simon Neggers, a spokesman for Starwood Hotels and Resorts Worldwide Inc., declined comment. Starwood is Westin's parent company.

The anticipated hotel and surrounding stores would fill in the gap between Harbor East, where the Marriott Waterfront stands, and Fells Point. It would be a continuous shopping, dining and entertainment destination, said Christopher H. Janian, development manager at H&S.

I don't see how baltimore is going to support all these hotels including all the hotels it already has. i wish Baltimore was a city that needed all of these hotels, but i don't think we're there yet.

For years Baltimore was actually short on supply. The new Hilton and the Four Seasons aside, most of these hotels coming online are smaller boutiques that cater to a certain demographic. The others are small, moderately priced flags like Red Roof Inn and Quality Inn.

I think we'll be fine.

"The idea is to liven up the streets and create an environment where you can get everything," Janian said.

The developers held a ceremonial groundbreaking in February for the 27-acre Harbor Point site. While they said their $830 million plan to transform the land would include a hotel and 900 Morgan Stanley & Co. workers, they had kept the hotel's brand and other specific ideas for the area under wraps. The new plans envision making Harbor Point more upscale and a bigger tourist magnet than originally imagined. The concept also includes a bigger restaurant and retail component with a stronger tie to Harbor East, where pricey shops and eateries have gobbled up space.

Arhaus Furniture, a seven-screen Landmark Theatres and several restaurants have opened in the past year. Next year, the area will be home to 1,000 Legg Mason Inc. workers and, in 2010, a Four Seasons hotel and condominiums.

Developers are trying to snag high-end stores and "destination" restaurants for the Four Seasons and Legg Mason buildings, Janian said. The two towers will house 77,000 square feet of retail and restaurant space.

"We'd love for a smaller department store for anywhere in the project," Janian said. If not for Harbor East, then developers hope to land a department store on Harbor Point.

Janian declined to specify any retail names or comment on speculation among Harbor East tenants that developers are in talks with Barneys. Executives at Barneys could not be reached for comment. Developers are still in talks with US Lacrosse, the governing body for amateur lacrosse, about moving its headquarters to the area.

Other plans for Harbor Point and Harbor East include:

Building a bridge that would connect Central Avenue to Harbor Point, where two new buildings would house retail;

Creating Harbor Point Park, which would include a field with seating that could be used for orchestra concerts and family-oriented events;

Adding 20,000 square feet of retail to the first floor of Harbor East's Promenade apartment building, where street-level stores would get a new look so that it resembles the glass-and-wood paneling of Charleston restaurant.

H&S executives are finalizing details for the Westin. But other plans are in the conceptual stage and haven't been presented to the city planning commission.

The proposal is unusual in that it includes a strong shopping component at a time when many national retailers are shuttering stores.

Janian said finding retail tenants is always a challenge. But he pointed out that Handbags in the City moved into a bigger space in Harbor East this month and CVS Pharmacy and shoe store Sassanova opened within the last month.

i think they're renting some of the homes at camden crossing now. the homes are very nice, but i just couldn't see myself paying a whoppin' $2400/mo for a house...in that neighborhood.

I hope they start work on the Harbor Point park soon after the Westin and apartment building begin construction. I have a feeling it's going to be very popular. There really aren't that many places in the Inner Harbor where you can just sit and relax by the water. This park should put an end to that.

I like the base. That is parking wrapped in retail, right? I also like the lighting scheme if that's what the renderers were trying to depict.

I'd like to see other angles.

Be patient, my friend, we're working on it. Once the first one gets built, the other 19 will come right quick after that. I am sure of it!

Can anyone give me any details about the Baltimore Arena? First I've heard of it.

Well, the city wants to tear down the old arena and build a better one possibly in hope of attracting an NHL or NBA team to Baltimore. Several different proposals have been designed, but the one above is the most recent proposal. The tower on top is a hotel(I think)and this design for the arena is the first to include a tower. The arena was originally proposed to be built on a different lot to allow construction of a tower at the site of the current arena but now the arena is again proposed at the original site, perhaps with a tower. I believe that the project has official approval from the city, but there is no set date for the start of construction and it is still quite possible, especially due to economic troubles, that the arena won't get built at all. The arena is planned to be state-of-the-art and have 18,500 or more seats.

Thanks for the support! I was reading the Baltimore Sun and it listed the 10 inner harbor as being halted and re-planned due to economic troubles. It's not surprising at the stage it's at, But I read that it is now going to be an office space tower. Does that mean there are no retail or apartments being planned or just not a significant amount?
