Clubs like Panathinaikos make A LOT of sense. Sure, they don't have the prestige of clubs that play in big leagues with a lot of big sized teams. But they have a lot of advantages.

They play in a league with virtually 1 other contenders in Olympiacos (ok, AEK, Aris, PAOK can contend, but they can't sustain it). They wouldn't have to justify spending so much money on players to win titles. They can buy up top players in the Greece, and then add by buying internationals offering them Champions League football. But these players wouldn't have to be spectacular or cost a lot of money, it could be done on a pretty decent budget and it should still be enough to take titles.

They have a direct route to Champions League football without having to fork out like teams in big leagues. They have a massive fanbase in one of Europe's largest cities.

If and when a European league comes to fruition, they would be primed as an established European club. I mean, they already a strong brand and club, but all big clubs in smaller countries/leagues should be looking to emulate Shakthar Donestk, who are slowly becoming established among elite clubs.

If any of this is true, it has a lot of logic behind it.

The Saudi sultan is expected to arrive Athens the upcoming week, but I still think its to good to be true. But lets keep our fingers crossed.

but ukraine is a big country, popilation is between 45-48 miliiom people. also ukrainian championship is largen than greek is.

The Shakhtar example was just to illustrate how a club can slowly become established in Europe through a new stadium and investment. I wasn't comparing Ukraine to Greece. Although potentially, Shakhtar would not be much different from Pana in many ways.
