Crosswinds' developers also face two lawsuits challenging the project. If several months from now Crosswinds is still stalled by litigation, Rollason says Miami could start from scratch on the property and solicit competitive bids from different builders. Miami's CRA and Crosswinds are haggling over a deadline to resolve both lawsuits.

The city-owned land slated for Crosswinds occupies a full three-and-a-half blocks adjacent to the Lyric Theater.

Miami Arena owner Glenn Straub filed one of the lawsuits, disputing the selection process the city used to pick Crosswinds because he says he didn't have an opportunity to compete. If the city puts the land out to bid, it could neutralize Straub's complaint. Straub says he would either consider building a condo in the Crosswinds mold or something completely different. He likes the idea of linking the land to the Miami Arena as part of a film industry complex.
