Memon Group announces new project at Sports City

Staff Report


Dubai: Memon Real Estate unveiled its latest project at a function held to celebrate the developer's 28 years in operation.

Champions Tower II, a Dh110 million residential tower, will be situated in the Dubai Sports City, part of the Dubailand mega-project.

The launch comes on the heels of Memon's successful sales campaign for its 125-unit Champions Tower I at Sports City, which sold out in five months.

Abu Shaikhani, Memon Group chairman, said it will be the only tower with wide-open gardens around it with views to the canal and golf course. "It will be a tower with appealing looks, modern concept and functional in design," he said.

Designed by architect Adnan Saffarini, the 12-storey building will offer 174 units with an option to choose from studio, one- and two-bedroom apartments.

The tower will include a spacious lobby area in marble with three high-speed elevators, 24-hour security, in-house maintenance team and the option of choosing from basement parking or covered parking on the ground floor.

The tower will be situated next door to David Lloyd Tennis Academy, Butch Harmon Golf Academy, Manchester United Academy and the ICC Cricket Academy.

In addition it will be surrounded by a sports mall spread across 1.5 million square feet, more than seven international schools, 14 sports academies, besides other modern facilities including swimming pools, spa, sauna, jacuzzi, fully-equipped gymnasium, indoor games room and others.

The apartments will be sold for Dh280,000 and above, while the annual maintenance fee has been fixed at Dh6 per square foot.

Present at the ceremony were top company officials, including Ahmed Shaikhani, Managing Director, Memon Investments; Don Leask, Project Development Manager, Dubai Sports City; Ahmed Sattar, Executive Director, Memon Investments; and Younan Youssef, Manager - Projects, Memon Investments.

The groundbreaking followed Memon Investments’ recent awarding of shoring and excavation contract for Champions Tower II to Stromek Emirates Foundation (SEF), a subsidiary of M`sharie, the private equity arm of Dubai Investments. The piling company will be in charge of the important first phase of construction, which includes excavation, shoring and foundation work. SEF has committed to complete the first phase in record time as the contract for the construction of the tower is currently under tender. Champions Tower II’s shoring and excavation project will be SEF’s second venture with Memon Investments, as the company is also handling the foundation work on Champions Tower III.

I've just joined and am purchasing a Studio Apartment on the 7th Floor of CT2. Is there anyone else out there buying in the same development?
I'm concerned at the lack of progress and the fact that the Memon Website is still 'under development' Any info or links to other sites where I can contact other purchasers will be most welcome.

Yeah we bought an appartment on floor 8 a year ago..!! Progress is slow and forthcoming info from memon also slow. However they reckon its going to be built by oct 08 so i spose we'll just have to be patient..! I found out that they have in fact had the ground breaking ceremony last october, so the building work should have started by now:)

Hi Mike,

As far as I can tell Champions Tower 2 is just a figment of the developers imagination at the moment! Although the launch ceremony was held in October nothing has been done yet. The long promised website doesn't exist either.
I am considering withholding further payments until we know exactly what's going on although,having read the Purchase Agreement,also have my doubts as to where our existing payments have gone.
What % have you paid so far? I wonder how many CT2 3 and 4 'worried' Investors there are out there.

Well we've paid about 75% now and we have receipts for all the payments so far. However after contacting the developers they told me the website should have been up and running last week but its not..!!:ohno: Gunna keep pestering them till I get some answers tho:bash: :nuts: If I stop paying now I lose my early payments bonus. I paid Memon a visit last time I was in Dubai and everything seemed kosher so I might pay them an unexpected visit shortly..!!^^:cheers:

Hi Everybody,

I've been badgering the Agents and they tell me the excavations have started and will take approximately 3.5 months to complete. The revised completion date is March/April 2009 and,if you believe Derby County will win the Premiership this year,then you might believe that as well.:nuts:
Strangely enough CT1 is scheduled for completion in June? Re CT3 and 4 God knows.
I will be contacting Memon to ask for further payments to be postponed until they produce evidence that the development is well under way. I'll post the response when I receive it.

Memon Investments, a leading Dubai-based property developer and part of the international business conglomerate, the Memon Group of Companies, has awarded an AED 55.5 million contract for the construction of Champions Tower II to Al Sarh Contracting. The announcement follows the completion of the shoring, initial excavation and foundation work on the AED 110 million tower by Stromek Emirates Foundation (SEF), a subsidiary of M`sharie, the private equity arm of Dubai Investments. Present at the signing ceremony was Rizwan Shaikhani, Joint Managing Director, Memon Investments and Eng. Emad Eddin Al Khalil, Executive Manager, Al Sarh Contracting.


Al Sarh Contracting has outlined a comprehensive schedule to ensure that the project is completed within only 18 months from the commencement of groundwork construction in March. Al Sarh has also allocated a total of 100 staff including engineers, project managers, site supervisors and construction workers to ensure the timely delivery of the tower in accordance with the contract. Eng. Adnan Saffarini Office, the architect of the tower, is expected to play an important role as primary project consultant.

I know Memon has the escrow accounts for most of their projects in place now (also for Champions Towers I, II and III).
I received the numbers from Memon and checked them with RERA. :banana:

I am writing to update you on the progress of the Champions Tower II development in Dubai.

In February, we reported that excavation work had started and that it was expected to be completed by March 2008. The excavation, shoring and piling work has taken longer than first anticipated and is ongoing.

This will cause a slight delay in the completion of the development. We understand that the anticipated completion date will now be September 2009. The developers assure us that they are making every effort to complete the project without any further delays.

I will update you again on the progress of Champions Tower II in August/September, when I hope to include some photographs of the build.

Guys this company is one of the worst in Dubai, do not buy from them. I bought a unit in their project in Dubai Silicon Oasis and was unwilling to make payments after I had paid 25% because of the lack of work. They then started 'ground work' which is technically just digging a whole in November last year which is when the escrow laws came into place. I then asked for the escrow account which was given to me in April, while arranging a payment they then cancelled my unit. They now refuse to respond to my emails and telephone calls. I am taking them to court and if anyone else has had problems please send me a message

Since they 'launched' their website I haven't seen or heard anything about the constructions from Memon. I like to have some updates.
I'm going in October to Dubai and nobody's gonna keep me from entering DSC. :bash:

Memon awards Dh1.96m deal

Elevators firm ETA Melco has secured a Dh1.96 million contract for two Memon Investments apartments in Dubai Sports City.

The deal will see ETA Melco install six high-speed Mitsubishi elevators within the 13-storey Champions Tower II and the 16-storey Champions Tower III over 16 weeks.

Upon completion, the lifts will include technology to reduce power costs by up to 50 per cent compared with conventional drive technology. ETA Melco will also provide free routine maintenance and emergency breakdown support for two years.

Rizwan Shaikhani, Joint Managing Director at Memon Investments, said: "We have identified our new partner's competence and professionalism, which was reflected by the comprehensive bid they have submitted that covered all aspects of the installation and post-delivery services.

Has anyone who is buying from Memon had the contract checked by by an independant Solicitor?

I have been quoted £1000 by the International Property Law Centre for a contract review but don't want to shell out if I don't need to.

Sports city has tons of construction going on at the moment !

Company to deliver 890 air-conditioning units within developer’s projects





January 13, 2009





Memon Investments, a leading Dubai-based property developer and part of the international business conglomerate, the Memon Group of Companies, announced that it has appointed Umm Al Quwain-based HI-TECH Electro Mechanical Contracting Est. to install YORK air-conditioners within four of its towers - ‘Champions Tower I, II and IV’ and ‘Cambridge Business Centre’, which are collectively valued at 715 million. The developer revealed that it has awarded an AED 13.6 million contract for 890 air-conditioning units, which will be exclusively supplied by Gulf Sail Gen. Trdg Group, the authorised distributor of YORK products in the UAE. Under the terms of the contract, HI-TECH E.M.C will supply and install its ‘Affinity Series Air Conditioners’ - an internationally reputed range of air-conditioning solutions, which are engineered to meet the exceptionally high standards for long-life, quiet operation, cost-effectiveness and energy efficiency. Featuring an industry-leading two-stage scroll compressor design, the ‘Affinity’ models can operate at a partial capacity when the ambient conditions are mild, and can automatically shift into full capacity when required. Memon Investments has also identified with the product’s energy-saving features in line with the developer’s commitment to green building codes, which it will be implementing within the 5 new projects it has planned within Jumeirah Village South (JVS).

I'm sure all of you have heard whats going on with BMG and the CUBE. Just wonder if we can pressure Memon to pass over savings to Investors like some other developers.

I got an email from Memon stating that they dont cancel projects or delay them to save on construction costs so we will have to keep an eye on this.

Infrastructure Work Progress:

The actual Overall progress of the infrastructure work is 90.5% against 100% planned based on old program revision.

Anew revised program has been submitted Clause 14.2 Rev 3 which incorporates all remaining works to June 2009 incl. Landscaping & MV, LV work are expected to be competed June 2009.

DSC Contractors have substantially completed all of there works for where DM East Parallel Road, however not critical. Road works is project to be complete by the 1st week of June 2009.

11 KV substations are in progress, 78 out of 90 substations have been structurally completed up to roof slabs, 18 substations are complete up to block work and 4
Complete with the internals, services.

RTA contractor is progressing with the works on the East Parallel Road. They are expected to be completed by Aug. 2009

The 25,000- seat stadium will have state-of-the-art facilities for players, match officials, VIP’s spectators and the media. It will be one of the most advanced of its kind in the world.

The 2009 Asia Cup hockey tournament, to be held at Dubai Sports city, the Asia Cup is a qualifying event for the 2010 World Cup. The UAE may also host the Asian Championship Trophy for both men and women. Once the hockey stadium is complete,

The leading MEP contractor will manage the electrical, fire alarm, plumbing, and fire fighting works within Memon Investments’ ‘Champions Tower II’ and ‘Champions Tower III’ projects, located in Dubai Sports City. With construction progressing on the two towers, which are collectively valued at AED 255 million, the developer most recently awarded an AED 1.96 million elevator contract to ETA MELCO for the installation of six high-speed, state-of-the-art Mitsubishi elevators within the 14-storey Champions Tower II and the 16-storey Champions Tower III.

Things have slowed right down on every project.
CT 4 is one of the latest projects launched so won't be as up to speed as early projects yet..!!
We bought in CT 2 in 2006..!! LONG LONG Time ago..!

Think you just got to be patient.

Thanks for the info and the pictures when i bought from ct4 i was told this buildilng will be ready by dec 2009 later they said may 2010 now is changed to 2011 you are right i have no choise but to be patient as long as they start building it i'll be happy

Just had an email from Memon advising me that completion is due for completion June 2010 and they want land registry fee and electricity utility charge @ AED 20/-per sq ft up front..????

Memon Investments is pleased to inform you that we have signed the pre-registration agreement with the Dubai Land Department in line with Law No. 13 of 2008. regulating the interim Real Estate Register of Dubai.



As you are aware, the Dubai Government has been taking a series of intensive measures to support investor interests and strengthen the property sector of the emirate.



The advantage of registration is that your unit purchased off-plan is registered with the Government of Dubai, and as soon the project is completed and upon handover, you can transfer the completed unit from the interim Registration to the property title deed under your name.



The pre-registration has begun, and we will undertake the pre-registration process on your behalf with the Dubai Land Department, The cost of pre- registration per unit has been fixed at a total of AED 2000,

Well it was that long ago I can't remember, but I have just replied to Memon with the same question and will keep you posted as to reply..!

I have payed for my studio 100% and kept my side of the bargain but they told me originally that it would be completed 2008. Surely they can't expect us to pay these extra charges until completion..??:ohno::bash:

Is so easy for them to come up with new things and demand for you to pay for it and if you don't they say you loss your apt but they don't care that they have it in writting for this project to be finshed in 2008 in most placese you may have up to 6 months grace period to be late not 2 years or more without them paying us any penalty.

But if we are late we'll pay late fee or we loss the place.This is madness why we shouldn't hold them responsible and they can.

I seem to be getting nowhere asking Memon for an explanatiuon as to why this electricity utility charge is so very expensive. They just keep refering me to the clauses in the contract.

Will the cost associated with water and any gas supply be so expensive. If so it increases the original purchase price by 10%.

Surely they cannot just charge whatever they want without any justification.

Also can someone explain why I woud need to sign up for the Home Secure Plan if I intend to purchgase the property outright ie. no mortgage. I am unsure as to what this actually is.

I just spoke to memon about the insurance for your payment plan and told them i don't want any insurance for it and when i siad to him this not mandetory he just asked me to reply to his email and say that i don't want it which i did .

maybe you should speak to them.

Just to let every one know about the regestaion fee according to reara theycan charge us when the building is finished not now so they are not very honest with the investors.

As far as the electicity charge they asked for so far no one in Dubai has told me this a normall thing. i belive this charge belongs to memon only they are acting like thieves.

We refer to your email and would like to clarify that the Electrical utility charges are for the Mainline Connection and the same can be cleared by checking your SPA page 7 clause 9.1 and 10 or page 5 , 2.4 or 2.5

As for the Pre Registration the same is charged @ 2000 AED as we have to register your unit with the Dubai Land Department.

Please note that these payments are to be made with immediate effect to avoid any disruption in the construction activity as well as the project handover.

I wanted to start by asking whether anyone has actually paid the connection charges (main line) and the pre reg fee?

It appears Memon are insisting on the payments as part of the contract and they are threatening late payment fees if not paid by end of Sept.....:ohno:

How do other people feel about this and what are your plans?
Apologies if this seems a bit in your face but I have purchased an aprtment in this investment and I am fnding it very difficult getting any sense out of the developer:bash:

The home secure plan is not compulsary, however they still want you to pay for the land registry which is compulsary to register your plot in your name..!!
Fill out the attached form from their email and return it to them with pre reg fee.!!
Your right pre reg fee is reasonable, however hook up fee is excessive..!:bash:

just seen this thread - I am also an investor at CT2 and what I've read pretty much reflects my experiences with Memon, though they have confirmed that the home insurance is not essential (though they still keep sending me emails asking to me to pay it).

I'm in agreement with a co-ordinated approach as it's something I'd liketo do in terms of seeking compensation off them for the delay. I'll email my details to the CTinvestor email address.

I agree with you they are working very slow on the buildings the ct1 was going to be done in 2008 then they said for sure in 2009 but is not going to happen for this year.

so what's the garantee they are going to finish the rest if they are out of money.
sending money to memon at this time is with no garantee if or when they are going to finish so they should stop the payments for one year so they atleast give people a brake.

Hi guys,

I have just joined this forum today. I have had similar problems to everyone on here.

Bought my Studio on the 5th floor in Aug 2006. I went on a 5 year payment plan and have been paying on time every month. I started complaining and holding my payments back earlier this year when I realised the construction was more more or less at a stand still.

I contacted RERA at the time who advised not to make further payments. But since then Memon have been buzzing as I think now they have gone to the 5th floor.

My complaints pushed Memon to extend my payment plan free of charge by another 3 years which I am happy with as it reduces my monthly payments.

I was then told about these utility charges and land reg fee (the latter is quite normal to my understading). Furthermore, Memon advised they had to increase the sizes of the studio apartments due to some technical fault so now I have to pay extra for this too.

I dont know if anyone else here has had this yet? So basically according to Memon, Studios and 1 Bed sizes will be increased due to the regulations and investors will have to pay the difference and 2 Bed sizes will be decreased and Investors will be refunded for these.

I hope we dont have to pay for the Utility Charges - I was quoted 11,000 AED.

Has anyone spoken to RERA about this and if so what was there response?

You know I really cant remember - I have to go and check my original contract. I was charged extra for the 5 year payment plan. I think at the time I paid something like 650AED per sq ft and Memon say today its worth like 1200 AED per sq ft even in this recession. I know there prices are over hiped alot but I have not been able to get prices from elsewhere.

But what I am really not too sure about is this Utility Charge. Hence why I ask has anyone checked with RERA about this?

I think they will complete though. They offerred me a price plan a few months back where I can pay only on construction of each floor. So everytime they complete a floor I pay the next installment. For them to offer me this price plan to me shows they are confident they will complete. Dont know about the timescale but I am more worried about the completion and the price I am paying.

I emailed Memon asking for an update and received a reply stating that CT2 is now up to the 7th floor and requesting the next 'stage' payment.

There were a couple of inconclusive pics attached so I wonder whether anyone is able to confirm whether this is true or not?

just been to Dubai and got back yesterday. Met Santy at Memon offices and had a long meeting and undertook a good long site visit on CT02. Took loads of pictures and will upload them in a couple of days. Santy said still on course for completion for June
2010. Currently on 7th floor but whole of Sports City is still like a building site, though ICC have moved i and cricket and athletics stadiums are completed as well as the golf course.
PM me if you want any further information. Disappointed I've not heard anything from anyone else on this forum for a while, especially the person who rallied everyone together and asked for details to start a pressure group.

I have previously made a substantial amount of the purchase price and received a letter from Memon saying that the final payment would now be payable on completion.

Well, I think requesting to pay outstanding instalments is pretty normal. Memon is building their projects, but as we know everything in DSC is delayed and delayed... For some reason I still have faith in this company...

Dear we all should pay, by not paying we may ruin our investments.
Yes we can ask for construction base payment plan, and we have no choice even. As far they are constructing is good for us, I am again and again telling that we must realized their intentions, and atleast they are here, those with bad intentions already gone or stucked in between.
Help them atleast by paying which have committed and accordingly they also
must have their commitments against the constructions. so Don't delay payments, and I am sure if we pay on time as our duty, now they also won't delay, as each delay means more cost to them. Rest I leave it to you all.

Me neither. I got this email from Memon talking about this merger. I dont know if thats a good thing or bad thing? What happens to our investment? Our contracts are with Memon so are they still valid or do we need new paperwork?

On the question on further payments for increased unit sizes - I was having this dispute with Memon last year when they mentioned I will have to pay extra due to my Studio size increasing by 76ft I think. I asked why this was they replied due to some change in the regulation they have had to increase the sizes of studios and 1 beds and decreased the sizes of 2 beds. So according to them they will be refunding/reducing the prices for the 2 beds and asking for more money for the 1 beds/studios. I have deferred my payments for this extra cost til 2011 for now. But need to probably chase this up with RERA unless someone here knows the facts about this?

if the developer increases the size of your purchase you do not have to pay extra !
that is the law in dubai !
you need a solicitor for this lot to show you any respect ,then you will find they will not adjust the price !

We have had these press properganda articles from these people on many occasions before when they where know as memon !
These press releases are missleading and raising false hopes for investers !
On skysraper dubai marina tread i think
imre coments regarding apartment buidings in dsc with few workers on each just so they can get the next payment off inversters ( very sad)!
Well this company is one of these !

I can,t se any champion towers finishesd this year !
The sites are just not active enough ,some are just 2 days a week or nothing depending on there whim!
Please take no notice of the propergander press releases there pure b---sh-t !
They have done these releases a number of times over recent years but 3 guys working every now and again on these towers means they may well be grinding to a halt unless they can get extra money out of investers by whatever means possible !
I am not an invester in champion towers but i do know what is going on here and i would advise any person involved with these project may the lord have mercy !:)
I would be very suprised if they get finished at all !

So to say you'd be surprised if the CT's ever get finished is a surprising conclusion. I admit my faith isn't growing as things take so long, but let's keep hoping for the best... :)

it,s the only update we have at the moment ,can,t seem to get info or pics at the moment maybe i am not trying hard enough !

New pictures from Memon - on 11th floor now. Looks like a floor a month to me. At this rate I reckon by march/april 2011 they should have the main structure up but still alot of work left to do.

Dont know about everyone else but I am glad they are finally speeding things up a little.

Picture on last post of CT2 is about the latest but DSC has progressed a fair bit since I last went on site in Nov 2009.
It seems Memon are trying and I'm fairly confident that CT2 will complete. They are still saying 1st or 2nd quarter of 2011 but that they will have a better idea of a more realistic completion date after JUne this year. completion dates up to now have been estimates provided by site teams but after June they hope to be working on the internals so will be able to give a more realistic timescale for completion. Apparently they already have a show flat in CT3 but couldn't find it by myself and it was getting dark. They are hoping to have a show flat in CT2 by the end of the year. Anyone want more details of my meeting with Memon please send me a personal email.

Anybody seeking to employ the services of Mr Sunil Thacker needs to be a ware that this man was given the sack from the law firm TLG. He was given the sack for ill advising and misleading clients as well as making promises that were not true. This man is a crooked cheat and will seek to take advantage of desperate investors. As per rera website ct3 work started again from jan.
Ct2 is officially on hold, any investor from this tower contacted memon regarding this?

Then they refunded my money in full.!!!!!!!!!!

Datok. Just seen your message to post you. Do you have any news on Champions Tower 2 ? We are seeing messages that construction has stopped and there was a post claiming refunds being given? Have e-mailed and attempted to contact Allan at MEmon to confirm status and possibility of a refund.

towers 3. Only just seen your message, do you know the latest situation in regards to CT2. We have chased for confirmation as to whether construction is on hold or if indeed refunds are happening. Any feedback and thoughts gratefully appreciated.

MikeMuz. Have sent a message to your inbox and would be grateful if you can tell me best way to get a refund. Do you have name of the person who authorised the repayment at Memon? Did you have to go through a lawyer or did they just refund automatically? Any help and thoughts gratefully appreciated.
