pretty much, but green signs can also be placed on intercity roads. Many long roads aren't freeways, like the road to Eilat, the current road to Beer-Sheva, etc.

There are many roads that I would call "expressways". They have no at-grade crossings, and multiple lanes, but lack some characteristics to be called freeways. Those are also marked by green signs. Roads like that are Road 2 from Haifa to Tel Aviv ( Blue sign, blue shield but no freeway mark), Road 4 at the Geha part, between Ganot, and that 4-5 interchange, I forgot it's name, ( green sign, red shield, no freeway mark)
a couple of others also come to mind.

Link to statistics? From what i remember, it isn't really that bad for a country of 6 million+.

Never been to your country but one thing always impresses me about Israel and that is the clean cut planned out road network, at least from what I've seen.

Unfortunately this thread has long been dead, but since I like highways so
much, I'll try to revive it :)

For those of you who are interested in Israel's highways and roads in general,
I found a really great video made by someone random on Google Videos, which
is essentially a 40-minute drive through a part of Israel. Although it's long and
the quality isnt great, I think it demonstrates most types of roads in Israel
(urban, inter-city, freeways, etc.), and many road signs and traffic lights in
particular, really gives you a feel of driving in Israel. And you also get to see
some of the more aggressive side of Israeli drivers, i.e. when changing lanes :D

Most of the high speed roads depicted are non-freeway (since they contain
traffic lights), although there is also a short ride on a freeway at around the
23-minute mark into the video (indicated by a blue sign). Around the 10-min
mark there is a railway crossing... I dunno why i mentioned it, why not :)

Not something fascinating or amazing, but if you are interested about driving
in Israel, this will give a very good overview, enjoy! :)
