Sandakan: Chief Minister Datuk Musa Haji Aman reminded elected representatives to go down to the ground to determine programmes and projects that need to be implemented in their respective areas.
"If you do not visit your areas on a regular basis, you will never know the problems faced by the people," he said while addressing a meet-the-people session at Kampung Nelayan Tengah, near here, Thursday.
He also pointed that the allocation for each State representative had been increased from RM350,000 to RM500,000 so that more development projects could be implemented, towards improving the living standard of the people.
At the same time, each Member of Parliament gets RM2 million a year to take care of their respective areas. It had been the Government's responsibilities to ensure projects and programmes are implemented and completed on time, he said.
Musa, who is also Finance Minister, also wanted government and agencies to cut down red tape and that setting up one-stop agencies was a good steps in the right direction.
The State Government would also implement projects that would generate employment and create economic spin-offs, such as the ongoing Education Hub project in Sandakan, he said.
The Sandakan Education Hub is expected to be fully operational within the 9th Malaysia Plan to house various educational institutions like TAR College, Mara Junior Science College, Sandakan Polytechnic, Inland Revenue Board training school and a Smart school.
Earlier in the morning, the Chief Minister officiated at the opening of Kampung Tamoi's bridge in Tongod, some 150km from here.
The RM3.5 million 180-km bridge was constructed by a private company Maxland Sdn Bhd in collaboration with Yayasan Sabah, and accessible to all kinds of vehicles, including timber-laden lorries not exceeding 61 tonnes.
Musa also officiated at the opening of the Millian Forestry Centre in Kuamut.
Speaking at the opening of the two projects, he said timber companies having gained profits should not shirk their social obligation to help the local community, especially those living near their concession areas, to be emulated by other companies.
Among those present were State Assemblymen Johnny Intang (Kuamut), Datuk Michael Asang (Labuk) and Yayasan Sabah Director Tan Sri Khalil Datu Jamalul.

At the end of 1990's, i think there were more than 4 or 5 cinemas, then after that, all closed down..........so, now currently, with this cineplex, Sandakan got only 1 cineplex.........in the next 2 or 3 years, Sandakan would have 2 more cinemas (possibly in Taman Utama and Sandakan Harbour Square)

I don't have the exact answer..........some of those who i asked said maybe because 'ASTRO' (which i think it is unlikely) or even pirated VCDs......
Like most things in Sandakan, only now there are more projects planned such as cineplex, malls, universities compared to the past decade......
Sabahkid February 9th, 2007, 12:58 PM Many people in Sandakan like to talk abt the 70s or early 80s cos during tat period, we were a larger town than KK. Of course, everything changed when the timber industry went down hill n the state govt went out of money (tat means only enough fund for the capital).
But we should all work towards making Sandakan a better place to live, work and play for the years ahead.

Yup, the actual size for the Harbour Mall and Hotel building is actually very small in terms of width.....

Would have thought that they will "stir up" market attention thru series of marketing effort like "coming soon: the tallest shopping in Sabah" or sth to that extent to create the anticipation. Based from the New Sabah Times report....i think it is the one under construction, facing to the sea that one, the fact that it would be completed in the second half of this year make its to possible to assume that the hotel should be the building that is currently under construction, facing the sea.....that's my opinion

Yup, i am surprised of one thing.......the hotel management introduce their new brand "Homestead" to their boutique hotel in Sandakan rather than reusing existing brand such as Parkcity Everly....

I don't remember it clearly, but the site where the old fish market still dont have any construction if i am not mistaken, just a passageway to the site.....
What is under construction from my eye is the block facing the sea and some foundation works on other shopoffice block (Phase 2 i think)....

Well, their website has not being updated for more than a year now.....
Anyway, today when i went to IJM, they said the planned 4 star hotel is about 8 storeys tall......the mall itself, the land should be about 4 acres.....

S'kan airport needs upgrade
Sandakan: Upgrading of the Sandakan Airport has to be carried out urgently to cope with the increase in passenger arrivals, especially foreigners, State Infrastructure Development Minister Datuk Raymond Tan Shu Kiah said.
He said it was high time the airport, opened some 25 years ago, be upgraded to meet current needs.
"Previously, the airport only catered for domestic flights to Kota Kinabalu and Tawau as well as transit flights to Kuala Lumpur.
"Now, with AirAsia, we have direct flights from Kuala Lumpur and Johor Baharu," he told reporters after opening a new travel agency, the Sepilok Tropical Wildlife Adventure, here.
Tan said facilities at the airport should also be upgraded for public convenience.
"We should be able to give a good image , especially to foreign tourists, as soon as they step foot at the airport," he added.
Tan, who is also Tanjong Papat State Assemblyman, said work to upgrade the airport would cost between RM30 million and RM50 million compared with RM1.4 billion spent on upgrading the Kota Kinabalu International Airport.

The terminal, which covers 8,645sqm floor space, has the capacity to handle 1.5 million annual passengers. In 2005, the airport handled 621,513 passengers with 10,876 flights.

For this year, the only fix that i saw in the airport is just the toilet renovation and the replacement of ceiling panels

If the plan to upgrade the Sandakan airport is to be realised, the funding should cover at least terminal building expansion, the runway itself needs no upgrading because it is already capable of handling A330.......
Erm, 30 to 50 million ringgit is not enough to build an entirely new terminal building.....the Tawau airport itself which was completed in 2001 was built at RM 228 million...

Concern over S'kan squatters
Sandakan: Infrastructure Development Minister Datuk Raymond Tan Shu Kiah is confident that Sandakan could be further promoted as a tourist destination.
He noted that 2006 had been a good year for the development of Sandakan, with the opening of the Sandakan Harbour Square and the main central market.
Tan, who is Tanjung Papat Assemblyman, commended the Council for their wise spending of funds without suffering heavy losses, saying this had given clear indications of development plans for 2007 and 2008.
Addressing the swearing-in ceremony of new Council members here, Monday, he however stressed that the Council should be guided by the Government's halatuju concept emphasising on tourism, manufacturing and agriculture.
While declaring that Sandakan had a huge tourism potential, he said the immediate step would be to upgrade and improve the Sandakan Airport which not only handles transit passengers but also tourists visiting the area for its varied attractions.
He suggested that the empty lots in the town area be turned into budget hotels for foreign tourists flying into the municipality, saying that the operators could be assured of handsome profits.
However, a factor that could tarnish the local tourism industry was the perennial presence of squatter colonies and illegal immigrants.
He hoped that relentless efforts could be take to remove the squatters that could hamper development programmes in Sandakan.
Such effort could fail if the illegal immigrants continued to be illegally employed or given places to stay on rental basis.
He noted that many premises in town or kampungs are rented out to illegal immigrants and hoped an integration operation involving the various agencies could be mounted up to weed them out.

1,000ha of mangrove swamp to make way for palm oil industrial zones
KOTA KINABALU: Sabah is losing 1,000ha of mangrove swamp for developing two palm oil industrial cluster zones in the east coast.
The two zones for the Palm Oil Industrial Cluster (POIC) in Lahad Datu and Sandakan were outside the 40,000ha of mangrove swamps gazetted for protection by the state two-years ago.
"It is always difficult to balance between development and the environment," the State Secretary Datuk K.Y.Mustafa said with regards to concerns over the clearing of mangrove swamps at a time when the Prime Minister wanted such areas protected.
Mustafa said on Tuesday that the two areas - about 600ha of wetlands in Lahad Datu and an estimated 400ha at Sibuga near Sandakan - were identified for industrial development because they were close to ports.
He said the mangrove swamps cleared for the Lahad Datu POIC zone were mainly on private land and some parts of the sea front.
With regards to the intended clearing of another 30% of mangrove to make way for a second POIC zone in Sibuga, he said that the wetlands concerned was along a river but the general location was on the periphery of the Seguntor industrial estate.
Elabrating further on why Sabah was clearing the mangrove swamps in the state after Mustafa opened a Global Climate Change seminar here, the Sabah Science and Technology advisor Datuk Tham Nyip Shen said the wetland clearing was necessary.
Tham said that the development was needed to meet the downstream needs of the Sabah palm oil industry.
He added the state has been very aggressive in conservation including gazetting Maliau Basin and Kinabanatangan Wildlife Flood plain among others.
He said both the POICs were planned way back in 1996 and there was a need for them to be close to ports.
"They are bigger areas being kept for conservation and these two places are zoned for industrial developmentm," said Tham, a former deputy chief minister.

Original airport design had passengers walking up/down those sloping walkways (there were no steps as far as I can remember) - very scenic but terrible when it rains

U are right. When Subang (SBZ) was closed, its aerobridges were salvaged, refurbished and were installed at various domestic airports in the country, including Sandakan, Sibu & Kota Bahru. I reckon this was rather a wise move because 1st, domestic airport users like us can enjoy the convenient of an aerobridge, and 2nd, it can be done with a small budget (else we may never have one installed if we want a new one!).
At the moment, the Sandakan airport is still under utilised during non-peak hrs (no. of pax handled in 2005 was reported to be around 0.63 million, as oppose to its capacity of 1.5 million). We have 2 aerobridges at the airport, but have u ever seen both in use at the same time? Hardly, we don't have the traffic yet.
Don't get me wrong. I'm not against any upgrading work for the airport. But most importantly, we should ask the govt what they are going to do with the airport AFTER it has been upgraded. Will there be any policy in place to raise the status of the airport from existing domestic one to a say, regional one serving the entire east coast of the state?
What's the point if we got a nice airport but nothing is done to increase its level of importance & usage? I mean look at the Tawau "not-so-new" airport. What purpose is it serving as compared to the old one? Exactly the same! Other than a bit of feel good factor to the local residents, there isn't any additional or extra benefits brought to the district due to the opening of the new airport.
We must not go down the same path. We need to lobby for more than just cosmestic changes to the airport building. We must fight for an elevated status to our airport, and hence, the same for the whole of Sandakan.

Sandakan: Local Government and Housing Minister Datuk Hajiji Mohd Noor said the Sandakan community can take pride in having the most complete and ultra modern central market in Sabah.
He noted that the new central market, located at Sandakan Harbour Square and covering 190,00sq ft, could accommodate more than 1,400 traders in a more conducive and comfortable environment compared to the previous one that was small, congested and disorderly.
Opening the new market Tuesday, he expressed optimism that the structure could serve as one of the major tourist attractions in the town area, considering that Sandakan is the gateway to Nature.
However, he reminded that the public must strive to maintain general cleanliness of the area through the cooperation of the public and private sectors.
He said the people should refrain from indiscriminate dumping of rubbish, so that the council could face little difficulties in keeping the town clean.
Hajiji also pointed out that the public eatery sector of the market was the largest in Sabah, covering 70,000 sq ft, with the capacity to accommodate 238 food and drink stalls, offering three categories of halal, non-halal and vegetarian food.
Another leading factor that could attract the tourists is a jetty for fishing boats, apart from providing a panoramic view of the Sandakan Bay, and boats returning to harbour, he said.
He commended the Sandakan Municipal Council and Ireka Corporation Bhd for having displayed a high sense of commitment towards realising the Government's aspiration for such a grand facility.
On another note, Hajiji reminded that the people and the relevant agencies and private companies should be obliged to maintain general cleanliness of the town area in the interest of the local tourism industry.
These should include clean public toilets and buildings, as well as the environment, that could create a lasting impression among the tourists, he said.
Meanwhile, Sandakan Municipal Council President Yeo Boon Hai also commended the traders and hawkers for having given the cooperation required by the Council, particularly during the smooth shifting of premises from the old market. He assured that the Council ensure that such progress in development would continue to benefit all quarters.
Also present were Infrastructure Development Minister Datuk Raymond Tan Shu Kiah, Elopura Assemblyman Au Kam Wah and the Local Government and Housing Ministry's Permanent Secretary Datuk Haji Ujang Sulani.

'Stop work' warning against S'kan builder
Sandakan: The Municipal Council (SMC) here has instructed the developer of a project at Mile 4 North Ring Road to take immediate measures to mitigate the dust pollution problem affecting residents nearby.
These include requiring lorry drivers to slow down while moving in and out of the project site and to regularly sprinkle water on the site so as to reduce the dust pollution there.
SMC said it would not hesitate to act against the developer if it failed to do so, including issuing a "stop-work" order.
The directive was personally conveyed to the company's project consultant by SMC President Yeo Boon Hai after his inspection arranged by the Elopura Assemblyman Au Kam Wah, at the site Tuesday. Also present were two of Au's aides, Wong Tian Choi and Chan Tzun Hei.
Au, who is also Sabah Progressive Party (SAPP) Youth chief, said he received complaints from residents recently over the constant "dust storm" created by the ongoing development project.
He had called up the relevant authorities including the district Public Works Department (PWD) and the developer concerned on a few occasions, urging them to rectify the situation, but these went unheeded. The situation worsened the last two days with more affected residents calling up Au to complain about the problem.
This prompted Au to invite Yeo for a joint inspection there, so as to personally verify and assess the seriousness of the problem.

Need versus greed
Kota Kinabalu: Limiting the number of tourists allowed in the turtle watching programme in Selingan Island, Sandakan, has been imposed for quite sometime in order to protect the delicate reptiles in its natural habitat.
Tourism, Culture and Environment Minister Tan Sri Chong Kah Kiat (pic) said it was incorrect for the tour and travel operators to state that the restriction was a new guideline since it has been there for a long time under the watchful eyes of the Sabah Parks.
The Deputy Chief Minister said this in response to a report that tour and travel operators in Sandakan were affected by the "new guideline" that restricted to only 40 persons at any one time to watch the turtles in their natural habitat, especially laying eggs on Selingan Island.
"It is not right to accuse Sabah Parks. Those (operators) in Selingan know about this. The Sandakan Municipal Council also knows about it," he said.
He also noted that those making the complaints were not operating on the island itself.
He said perhaps problem involves greed as they (operators) want all their guests to be allowed to watch the turtles and reap quick profit.
"However, tourists who understand about the delicate habitat of the turtles will know that it is not good (to have too many people) to disturb the turtles with flash lights and camera flash while laying eggs.
"In the end they will not want to go. So who will lose. They (complaining operators) have to look at this from the long-term perspective. Just because they have so many guests today they compromise the future," he said.
Chong advised the tour and travel operators to spread out and rearrange their schedules by bringing their guests to other tourist attraction places like looking at the Orang Utan in Sepilok, Proboscis Monkey in Labuk or to Langkayan first.
He also said there was nothing to review and that the limit of 40 people was set based on experience in the interest of the turtles and its habitat. Sabah Tourism Board Chairman, Tengku Datuk Zainal Adlin cited Kuala Terengganu as an example where the activities were uncontrolled resulting in hardly any turtles being seen there today.

SANDAKAN : The tour and travel operators from the district have called on the State Tourism, Culture and Environment Minister, Tan Sri Chong Kah Kiat to be more sensitive and considerate of their plight, instead of being hostile towards them and resorting to publicly assault their credibility as professional tourism promoters.
They expressed this althrough their spokeperson Amy Chin of S.I Tours in a statement made by the Minister concerned, over their plight on the restriction imposed by the Sabah Parks on the number of visitors for the “turtle watching program” on the Selingan Island.
Under the said guideline, the Sabah Parks had with effective from Mar 1, restricted the number of tourists for the said program to 40 persons at one time.
The affected tour and travel operators regretted Kah Kiat’s harsh remarks that they were a greedy bunch who was only out to reap quick profit and couldn’t care less for the future and natural environment of the island.
They said that they brought the issue to the attention of the Elopura Assemblyman Au Kam Wah, who is also the deputy chairman of the District Tourism Development Committee and its Chairman Yeo Boon Hai recently, their main contention was the short notice given by the Sabah Parks management.
They claimed that this would affect their operations especially their earlier arrangement with their clients, in as far as the ‘turtle watching program’ on the Selingan Island is concerned.
“To put on record, during our discussion with Au and Yeo, who is also President of the Sandakan Municipal Council Boon Hai, we never questioned Sabah Parks’ right in imposing the said guideline except for the manner it was done.
“The short notice and without any consideration for our position and the difficult situation that it might put us in, in as far as our earlier bookings and arrangement with our clients are concerned, they just came out with a date” she elaborated.
She thus regretted that Kah Kiat had missed their ‘main point’ describing it as uncalled for and unnecessary.
She also pointed out that all these years the operators in the district had been “very cooperative” with the Sabah Parks management to the extent that they sometimes even took the trouble to `cover up’ their shortcomings when confronted by the tourists.
She highlighted that among the perennial issues which currently plague the tour and travel operators in the district included the dilapidated condition of tourism amenities especially the walkways at such tourist destinations like the Sepilok Orang-utan Rehabilitation Centre and Gomantung Cave.
She claimed despite numerous complaints to the Sabah Parks management, nothing had been done to improve the situation.
Besides this, there was also no standard charges for photographic equipment brought by the tourists, citing the example where the Sepilok Orang-utan Rehabilitation Centre only charges RM10 while the Gomantung Cave charges RM30 for the same.
And touching on the `turtle watching program’ on Selingan `Turtle Island’ , she suspected that something was amiss with the manner the said program was conducted lately, citing a `strange phenomenon’ recently.
She claimed that in a March 9 incident, a group of 42 tourists visiting the island was made to wait for the whole night at the Saba Parks office, but was not taken to watch the turtles laying eggs.
This was despite the fact that more than 10 turtles had come on shore, as confirmed by the Sabah Parks rangers later; and under normal circumstances, some of them should be laying eggs.
She was thus puzzled with what happened on that particular night and what could be the Sabah Parks explanation on that.
She thus hoped the Minister concerned could seriously look into the matters and to take immediate measures to improve the situation, for the betterment of the state tourism industry.- Michael Teh.

Those colorful fish is parrot fish. can eat one. meat very soft
but u can only stim it or cook with curry etc. but never fried it...they will "explode", as in all the meat will come out. you will end up left the fish bone only...and of coz you will attack by hot oil when u fried it. so beware..keke

SANDAKAN: Famous for its eco-tourism and home to the orang-utan, Sandakan District has now discovered yet another tourism potential i.e. to become the next “paragliders’ haven” in the region.
Disclosing this was Elopura Assemblyman Au Kam Wah, after hosting a group of four Korean paragliding enthusiasts who came here to try out the newly-established ‘paragliding ground’ at the Trig Hills, about one kilometers from the town.
The area complete with a ‘launch platform’ was established last August to better promote paragliding with the help of a local paragliding promoter, Asnawi B. Mohd Hassan.
Trig Hills is one of the two sites that have been identified as being suitable for the paragliding; the other one is at the vicinity of Bukit Sim Sim.
Au who is also the deputy chairman for Sandakan Tourism Promotion Committee (STPC) disclosed that since word of the establishment of the paragliding ground spread among enthusiasts, quite a number of them have gone there to try it out.
“And they were apparently very pleased with its spectacular setting and its favourable wind condition especially,” he said.
During their discussion, Au was told by the four Korean paragliding enthusiasts that paragliding is an immensely popular recreational sports back in Korea, with one of its paragliding clubs has an estimated of 30,000 members.
Like other major recreational sports like golf and diving, paragliders normally also like to travel around the world looking for new paragliding ground and they usually brought their family along.
Hence, Au was convinced that if properly promoted, paragliding could well become another major tourist attraction and revenue earner for the state, Sandakan in particular.
This was coupled with the fact that it is comparatively much cheaper for one to enjoy paragliding in Sandakan, than to do it in the developed countries.
Au thus said he would strive to enlist the help of all parties concerned to pool in resources to better promote Sandakan as the newest “paragliders’ haven” in the region.
He went on to note that a group of paragliding enthusiasts from Peninsular Malaysia will be coming to Sandakan soon, to try out the paragliding ground in Trig Hills and Bukit Sim Sim.

RM60mil fine for East-West Grid delay Kota Kinabalu: The contractors appointed to implement the Sabah East-West Grid Project have been fined RM60 million (or an equivalent of 15 per cent of the project cost of RM400 million) of "Liquidated Ascertained Damages" for failing to deliver the project on time.
The two companies, which were appointed by Sabah Electricity Sdn Bhd (SESB), are Konsortium Transmission Technology Sdn Bhd and Syarikat Permodalan Kebangsaan Bhd, which have been paying the said fine at the rate of one per cent per week delay since July 25, 2005.
"The said project which commenced on July 25, 2002 was supposed to be handed over to the Government on July 24, 2005. It is now projected to be completed in May this year," Energy, Water and Communications Minister Datuk Seri Dr Lim Keng Yaik told the Dewan Rakyat in a written reply.
He was replying to a question from Sandakan MP Chong Hon Min who had enquired about the reasons behind the long delay in the completion of the said project and action taken by the Government to deal with it.
Dr Lim said the project component for the installation of the substations is now 99 per cent completed, while the installation of the power distribution cables is 95 per cent completed.
He said his Ministry, together with SESB, are currently closely monitoring the said project as well as other power supply projects currently carried out in Sabah, so as to ensure their completion on schedule, in order to benefit the State and its people.
He said the contributing factors behind the delay of the project are:
- The shifting of the original passage of the distribution line from the Rafflesia Forest Reserve to the Sabah Parks forest reserve land, after it was disallowed by the State Forestry Department. The rough terrain and poor accessibility of the area had caused great difficulty to the implementation of the project, to the extent that helicopter had to be used in the site preparation and construction materials transportation;
- Access denied by several private landowners for the installation of power distribution lines;
- Negotiation on compensation for land acquisition and fruit orchards involved was time consuming;
- Failure of the contractor concerned to deliver the metal tower on time; the problem was subsequently resolved in January this year;
- Problems arising from unpredicted weather condition, especially in the Crocker Range; and
- Lack of skilled workers to carry out the project.
The said project involves the construction of substations in Kolopis, Kota Kinabalu, and Segaliud in the East Coast of Sabah, as well as the installation of 246km long 275KV distribution lines to connect the substations.
The project, funded by the Federal Government under the 8th Malaysia Plan, was aimed at boosting stability and reliability of the power supply in Sabah.

This is because SITExT can generate a lucrative revenue by injecting technological knowhow into the processing of natural resources and agricultural produce to add value and thus handle trade not only with the neighbouring countries but also the global market, he said.
A tripartite agreement for Windsor Trade Sdn Bhd (WTSB) to build, operate and maintain SITExT was signed here today. The other parties are the State Infrastructure Development Ministry and the Sabah Economic Development Corporation (SEDCO).
Mustapha said with the completion of SITExT, Sandakan woll regain some of its lustre as an important and major regional trade hub within the BIMP-EAGA (Brunei-Indonesia-Malaysia-Philippines East ASEAN Growth Area) and a gateway for trading activities in the Asia-Pacific region.
"Barter trade is no longer just the exchange of goods between parties but more similar to normal business where goods and services are sold and bought between different parties," he said.
"This development has made it necessary for the state government to upgrade the facilities in Sandakan to ensure adequate docking and landing facilities for the smaller vessels engaged in regional trade, along with dedicated facilities and amenities geared to meeting the specific needs of the barter traders."
The RM315 million project at Batu Sapi will boost economic growth and promise strong synergies to turn Sandakan as well as Sabah into a new international geographic trade destination, he said.
Mustapha disclosed that SEDCO has a 20 percent equity in the project, free of liabilities and not subject to dilution at any time, which he said signifies WTSB's sincerity and genuine regard for the state's interest in the business venture.

KOTA KINABALU: The Sandakan Integrated Trade Exchange Terminal project which costs some RM315 million is due for completion in two years time, said State Secretary Datuk KY Mustafa.
The project is still awaiting approval from the local council and Windsor Trade Sdn Bhd (WTSB) has been awarded the contract for the construction, operation and maintenance of the terminal.
Mustafa said when completed the multi purpose terminal would be the most advanced and modernised barter trade centre in this region and would accelerate the state’s economic growth.
He said this when witnessing the signing of a tripartite agreement between the Sabah government, Sabah Economic Development Corporation (SEDCO) and Windsor Trade here yesterday.
“The project has created great growth potential in economic development especially in Sandakan in trading activities between Southern Philippines, Kalimantan, Indonesia, Papua New Guinea and Brunei,” he noted.
The terminal project to be built in Batu Sapi, Sandakan will boost economic growth and put Sandakan and Sabah as a whole in the New International Geographic Trade Destination.
Mustafa added that SEDCO was being allocated a 20 percent equity in the project.
“This gesture signifies WTSB sincerity and genuine regard for the state’s interest in this business venture,” he said.
According to him, it was the state government’s hope that with the completion of the terminal, Sandakan would experience accelerated economic growth and regained some of its lustre as an important and major regional trade hub within the BIMP-EAGA and the gateway to the trading activities in the Asia Pacific Region.
WTSB has offered an established programme encompassing basic trade education to the traders on how to secure greater barter trade market through various processes with advance equipments and the use of new technologies in their business activities.
“It is for the local traders and business communities to take advantage of the vast natural resources and agriculture products to go for more downstream activities that are still lacking in the area,” Mustafa said.
And, he urged all entrepreneurs and local industries to start planning their activities immediately.
At the signing ceremony, SEDCO was represented by its Chief Executive Officer, Maisuri Besri, the state government by Permanent Secretary of Ministry of Infrastructure, Pg Hassanel Pg Tahir, WTSB by its Chairman, Dato Mohd Shariff Ibrahim and Director/Legal Advisor, Athmat Hassan.

Mustafa added that SEDCO was being allocated a 20 percent equity in the project.
“This gesture signifies WTSB sincerity and genuine regard for the state’s interest in this business venture,” he said.
According to him, it was the state government’s hope that with the completion of the terminal, Sandakan would experience accelerated economic growth and regained some of its lustre as an important and major regional trade hub within the BIMP-EAGA and the gateway to the trading activities in the Asia Pacific Region.
WTSB has offered an established programme encompassing basic trade education to the traders on how to secure greater barter trade market through various processes with advance equipments and the use of new technologies in their business activities.
“It is for the local traders and business communities to take advantage of the vast natural resources and agriculture products to go for more downstream activities that are still lacking in the area,” Mustafa said.
And, he urged all entrepreneurs and local industries to start planning their activities immediately.
At the signing ceremony, SEDCO was represented by its Chief Executive Officer, Maisuri Besri, the state government by Permanent Secretary of Ministry of Infrastructure, Pg Hassanel Pg Tahir, WTSB by its Chairman, Dato Mohd Shariff Ibrahim and Director/Legal Advisor, Athmat Hassan.

Polytechnic for Sandakan
KULIM: Seven polytechnics costing a total of RM1.19 billion will be built under the Ninth Malaysia Plan (9MP) to meet the need for skilled workforce in the country.
They are in Sandakan (Sabah), Jeli (Kelantan), Balik Pulau (Penang), Nilai (Negeri Sembilan), Kuala Berang (Terengganu), Mersing (Johor) and Banting (Selangor).
The new polytechnics would be able to produce 80,000 skilled workforce annually, Higher Education Minister Datuk Mustapa Mohamed told reporters here Tuesday.
Speaking after attending the opening of the Tuanku Sultanah Bahiyah Polytechnic by the Sultan of Kedah Tuanku Abdul Halim Muadzam Shah, he said that presently, 20 polytechnics were in operations nationwide.
The RM153-million Tuanku Sultanah Bahiyah Polytechnic, formerly known as the Kulim Polytechnic, started operations on March 1, 2002. Its first batch of 788 students graduated last year.
Presently, the polytechnic has 4,450 students undergoing diploma and certificate courses such as in civil engineering, quantity survey, electronic engineering, computer technology, mechatronic engineering, marketing and business studies.- Bernama

Sabahkid March 29th, 2007, 04:01 PM The local newspaper reported that the northern ring road will be ready by end of May this year, I believe it is referring to the section between Taman Pak Tak & Sri Taman near mile 4. Not too sure the section from BDC up to mile 4 will be ready or not. In addition, the stretch between Taman Pak Tak roundabout & airport is currently being upgraded to dual carriageway. Hopefully will be completed by end of year.
Anyone happen to snap a few photos on this project?

The chinese press stated that the updrading works from Pak Tak roundabout to the airport is 45% completed, while the section from the roundabout to mile 4 should be able to complete by end of May. No mention on the section from mile 4 to BDC.
Sometimes one really have to doubt the quality of the local press.

Why tourists not staying overnight in Sandakan
Kota Kinabalu: The lack of 5-star hotels was singled out as the reason why tourists are not staying overnight in Sandakan.
Tourism Minister Datuk Seri Tengku Adnan Tengku Mansor said this in reply to a supplementary question from Sandakan MP Chong Hon Min in Parliament recently.
Chong had said that a majority of tourists would visit Sandakan on day-trip basis and seldom stay overnight there, thus not fully benefiting the economy of Sandakan.
Adnan said the Ministry is now in the midst of discussing with the tourism industry players to expedite the construction of more 5-star hotels in Sandakan.
He also corrected the perception among tourism players that the district was not getting ample promotion from the tourism authorities on its various attractions, especially in terms of eco-tourism.
"It is incorrect to say that we did not promote Sandakan. In fact, Sandakan is one of those destinations in Sabah that had been given emphasis by us, as it is where the orang-utan sanctuary is, which is the main attraction for the long-haul tourists visiting Sandakan," said Adnan.
"Anyway, we will take note of what has been raised by the MP for Sandakan and will discuss with the tourism industry players so as to boost tourist arrivals especially in conjunction with the Visit Malaysia Year this year," he added.
On Chong's enquiry on the type of activities and programmes undertaken by the Government to better promote tourism in Sabah, Adnan said among the events to be held in Sabah this year would be the International Darts Competition, the 14th Lepa Regatta in Semporna, the annual Harvest Festival in May, the 3rd Sabah International Folklore Festival, the Sandakan Fest, Pesta Kalimaran, Pesta Rumbia, and the annual Mt Kinabalu Climbathon.
In addition to this, he said the Ministry had in collaboration with the Sabah Tourism Board been promoting Sabah, and Sandakan in particular, as a premier eco-tourism destination through its Mega Familiarisation Programme.
He also pledged that his Ministry would continue to monitor and step up tourism promotion efforts from time to time, so as to promote Sabah as a popular tourist destination.
Earlier, Chong reiterated his call for the Sandakan International Airport to be upgraded, saying that air transport is crucial for tourism development in the district.

For sure, we need to add more tourist sites in Sandakan, because for now, most tourists still associate Sandakan as destination just to see nature or perhaps orang utan, looking from our surroundings, i think we can make a site for extreme sports just like paragliding activity on cliffs....we should try to seek into other kinds of sport such as bungee jumping or rock climbing (if that is possible on our cliffs) to attract a wider audience to stay overnight in Sandakan...

Fully agree with you. If we only have Sepilok, all the tourists need is just a few hours n then fly out again.
We must no ignore the business travellers. They are the one with money to spend, in most cases. We need to use the 5-star hotel facilities to get more seminars/convention/exhibition etc to Sandakan.

Budget airline AirPhil Express, the sister company of flag carrier Philippine Airlines (PAL), plans to mount [COLOR="Red"]flights between Zamboanga City and Sandakan in Malaysia’s Sabah region, representing the company’s first international flight out of the key Mindanao airport.
Documents from the Civil Aeronautics Board (CAB) said AirPhil Express planned direct flights to Sandakan, a popular eco-tourism destination and one of the largest cities in Sabah.
AirPhil Express plans to impose a fuel surcharge of $15 for each passenger for the new service. Fuel surcharges are paid on top of regular ticket prices to cover the cost of fuel, which accounts for the bulk of an airline’s expenses.
The Zamboanga-Sandakan flights will be the only international service out of the Zamboanga International Airport, Mindanao’s third-busiest airport after Davao and Cagayan de Oro. Zamboanga International Airport is operated by the Civil Aviation Authority of the Philippines (CAAP).
Apart from AirPhil Express, only Cebu Pacific has flights to Zamboanga.
AirPhil Express has international flights to Hong Kong, Singapore and Kuala Lumpur, all served by its fleet of Airbus A320 aircraft.
Latest government data showed that the company’s international passenger business slumped slightly to 104,820 passengers in the first three quarters of 2012 from 107,235 in the same period the year before.
This came despite the growth in total international air traffic to the country to 12.56 million in the nine-month period, up from 11.69 million the previous year.
PAL remained the market leader with 3.07 million international passengers in January to September 2012, up from 2.99 million 12 months prior.
Cebu Pacific, for its part, ended September of 2012 with 2.03 million passengers, up from 1.82 million in January to September of 2011.

A If you’re an adventure-seeker:
If you’re the outdoor type, who prefers being in the sun and amidst nature rather than museums, head to Merloquet Falls, located in Barangay Sibulao, some 78 kilometers east of the city. This scenic waterfall is a rising eco-tourism destination suited for hikers and nature-trippers.
Because of its relative isolation, the area around the waterfalls remains pristine. Visitors can sit right below the cascades of the lower level for a relaxing and natural hydrotherapy massage. An upper tier has a series of interesting jagged rock formations. Entrance fees to the falls cost just PhP5 per person, while parking fees are PhP10 per motorcycle and PhP20 for cars and other vehicles.
A more accessible destination, just 20 minutes away from the Zamboanga City Port, is Santa Cruz Island, known for its lovely pink sand beach. The area is ideal for snorkeling and beach activities.
Tourists can also enjoy sailing in a vinta every weekend at Paseo del Mar, a plaza by the sea. This new attraction is offered to guests from Friday to Sunday for just PhP50 each for adults.

Fort Pilar and the National Museum are the major landmarks in the city that should be the first-stop of any history or culture buff. Originally founded as a garrison during the colonial period Fort Pilar now stands as an open-air shrine to devotees of Pilar. Locals show their devotion to the miraculous Lady of Pilar, the city’s patron saint, during the La Hermosa Festival held every October.
The National Museum, also located within the Fort houses a collection of paintings, cultural memorabilia and antique items about Zamboanga’s history.
Pasonanca Park with its famous treehouse is another historic landmark of Zamboanga City, where one can walk amidst a sprawling grounds and visit gardens. The park contains a campsite, amphitheatre, convention center, and other facilities.
The BPI Ayala Museum Zambaonga, located on the second floor of a building where the first branch of BPI in Mindanao was opened in 1912, is another new museum worth visiting. This museum showcases the colonial-era lifestyle of Zamboanguenos, with period furniture, vintage photographs, traditional clothing, weapons and banking memorabilia, on display.

Zamboanga City is also home to the oldest place of worship for Muslims in Western Mindanao. Taluksangay Mosque in Barangay Taluksangay, just outside the city center, was built by Hadji Abdullah Maas Nuno in 1885. Muslim scholars and religious missionaries from all over the world should never fail to visit this historic mosque.

As a coastal city, Zamboanga is rich in varieties of seafood. One of its major specialties, curacha (deep-sea crab), can only be caught in the deep waters of Zamboanga. You can indulge in this delicious crustacean at Alavar Seafood Restaurant, which is an institution in Zamboanga City.
The restaurant’s main branch along Don Alfaro Street serves fresh seafood like curacha, crabs, and prawns generously topped with Alavar’s special sauce, a blend of coconut milk and spices. Other must-try dishes here are the baked clams, seafood rice platter, and prawns. Cap your meal with the refreshing lychee-based cream shake known as Zamboanga White.
If you want to take home fresh seafood like curacha, lobster and freshwater crabs, head to the Flea Market in Guiwan.
Those on a budget can head to restaurants that serve satti, barbecued meat reminiscent of the Malaysian satay. Satti is served with a hefty serving of spicy sauce and puso (rice wrapped in coconut leaves), making it a filling yet affordable meal for breakfast or lunch.
The area of Paseo del Mar also has a number of al fresco restaurants to choose from. Bistro serves pasta dishes, fusion food and seafood platters, while Pinoy Patio (a branch of Palmeras) serves a delicious dessert called the Knickerbocker, a mélange of sliced fruits and gelatin topped with strawberry ice cream.
D. If you’re a souvenir hunter:
One of the major souvenirs in Zamboanga City is Yakan textiles; intricately woven fabrics with ethnic patterns, woven by members of the Yakan tribe. While the tribe is originally from the province of Basilan, many of them now reside and sell their products in the Yakan Weaving Village on Upper Calarian Road. You can buy beautiful handcrafted items like table runners, wallets, bags, accessories and decorative items which make great souvenirs, as well as brassware, traditional musical instruments, weapons, and other similar items.
If you’re just in the city, you can browse through the souvenir stalls located at Plaza del Pilar in front of Fort Pilar. You can find all sorts of Zamboangeno memorabilia like batik malongs, woodcrafts, miniature vintas, as well as the usual souvenir shirts, mugs and keychains.
For bulk souvenir shopping, the best place to go is the Barter Trade at Canelar. This market/bazaar sells a range of native items like Muslim attire, batiks, textiles, and clothes, and a range of Chinese and Malaysian food products.

E. If you’re a business or luxury traveler:
The most luxurious hotel in Zamboanga City is the Garden Orchid Hotel, just five minutes away from the airport. Business and leisure travelers may not even want to leave the hotel because of its spacious and comfortable rooms. A buffet breakfast is served here and the in-house Baron Restaurant serves a range of European dishes. The hotel boasts of several upscale souvenir shops, a cafe, a gym and spa, large swimming pool, WiFi and an Executive Club.
Leisure travelers may also want to kick back with a round or two on the greens of the oldest golf course in the Philippines. The Zamboanga Golf and Country Club, overlooking the Basilan strait, was established in 1910 when the Philippines was still part of American Territory.
