No, his views are not even realistic. He wants to establish term limits for Congress, which were already declared unconstitutional by the Supreme Court some years ago. Apparently the States do not have the right to fix their own limits for their representatives in Washington, and a constitutional ammendment on the issue would be a very long shot.
