Maturing Qatar Shines Brightly in Mideast

If you have ever heard of Qatar, you more than likely have also heard a fair amount of praise heaped upon this small country and the visionary people that populate it. After having lived and studied here in Qatar for the past three years, I can attest that Qatar is completely worthy of such praise.

When compared to most other countries in the Middle East, Qatar is leaps and bounds ahead — not just in terms of development, but also in terms of civic potential. Even with its already high standards, this country is continually striving to improve.

If its citizens persevere and continue to make such progressive advances in the future, Qatar will soon become a beacon of light not only to its neighbors in the region, but to the world at large.

In my eyes, Qatar has chosen a decidedly mature approach to the future. Since the establishment of two major U.S. military installations just outside of Doha in 2002, Qatari Armed Forces have become much more oriented toward a role that deals almost entirely with border control, internal security and the occasional search and rescue mission rather than any form of conventional combat.

Qatar has also indicated that it plans on further developing its capabilities in hopes of eventually providing troops for international peacekeeping and humanitarian missions.

This is notable for two reasons: First, it shows Qatar’s maturity and willingness to be a proactive part of the global community. Second, the adoption of this new military posture is significantly cheaper, a fact which allows the Qatari government to allocate expenditures to education and other social programs.

Obviously, Georgetown University is playing a huge part in this effort by creating its new campus in Education City. These have been some of the most prudent — as well as bold — decisions made by any nation in the region for some time.

This is not to say that Qatar is without its share of troubles. On the contrary, Qatar has some very glaring problems that will need to be addressed fully before it can ever be a truly great country. Many people in the Middle East associate modernity and progress with moral decay.

The two most obvious examples of this point of view are Manama and Dubai. These cities are arguably the most developed and lucrative urban centers in the region. Both cities have numerous night clubs that serve alcohol, and in many of them prostitutes can be seen openly seeking clientele.

Remarkably enough, however, Qatar has managed to embrace a great deal of modernity while ensuring that a minimal amount of these compromises have occurred.

Very few establishments in Qatar are even authorized to dispense alcohol. Obviously these places have a vested interest in ensuring that their atmosphere remains reputable and that debauchery remains minimal.

Are there places in Qatar where seedy behavior occurs? Unfortunately, the answer is yes. The revealing article printed in the Hoya last month (“Culture a Delicate Balancing Act in Doha,” THE HOYA, March 21, 2006, A1) testifies to that.

Ironically enough, this article was as shocking to most SFS-Q students as it was to folks on Georgetown’s main campus. By and large, students here at SFS-Q are almost completely ignorant of the very existence of these bars and nightclubs, let alone what goes on inside them.

I was actually relieved that the article was so forthright about these after-hours hangouts. Some of these establishments are pretty seedy, and exposing what goes on behind their doors is an important step toward their eradication.

The few sex-workers in Qatar are often brought here illegally, and one can only imagine how terrible their lives must be.

It is equally important to note that Qatar is taking some encouraging steps toward dealing with this problem. Recently, several Chinese sex-workers were arrested, and all of them were either deported or imprisoned. What makes the arrests interesting is the fact that an account of the arrests was actually published in the local newspapers.

This disclosure is a stark contrast to what you might expect in any other country in the region, which in my opinion indicates that Qatari authorities are genuinely committed to solving problems before they become a real issue — even if doing so comes at the expense of their public image.

In closing, let me say that I genuinely believe SFS-Q has been an incredible success thus far, and that it has a very promising future. I also would like to remind everyone that we should be keen to realize the crucial role that Georgetown University will play in the development of Qatar’s citizens.

With this in mind, I beseech Hoyas everywhere to take an active interest in the development of Qatar and to vigorously support any future effort by members of SFS-Q to improve the lot of those who are being marginalized in the process.

Qatar to send doctors to Sudan

DOHA: Qatar is dispatching a team of doctors to Sudan to treat 37 patients, 20 of them small children, of serious cardiac problems.

The doctors will carry surgical operations at a cost of around QR400,000 in hospitals in Khartoum. The humanitarian mission has been funded entirely by Abdulrahman Abdeljalil Abdelghani, a prominent Qatari businessman.

This is the second such team that will be leaving Qatar for Sudan to operate cardiac victims as part of a campaign titled "Friends of Sudanese children affected by heart problems". The campaign has been launched by Children's unit of Cardiology at the Hamad Medical Corporation in coordination with the

Qatari Red Crescent under the supervision of the Qatar Authority for Charitable Activities.

The total cost of the campaign is QR387,000 which is being financed by Abdul Rahman Abdeljalil Abdelghani.

Dr Mohamed Tofik Noaman, a consultant at HMC and head of the team, said that the three doctors will carry out operations in Khartoum's Cardiac Centre and conduct training sessions for Sudanese doctors. The team will also donate modern medical equipment to the Cardiac Centre. The doctors will stay in Sudan for 10 days.

The first campaign was launched on January, 15, 2005 in which 13 operations were done on children.

Our kids will go to middle school, Dubai will borrow more land from Abu Dhabi since it will all be covered with projects, and hmmm. all Qataris will eventually abandon Doha and move to Lusail.

Its going to be a reality man. We were promised Parliamentary elections and inshalla we are going to have it. The Emir when he took office, he made lots of promises. And compare Doha today to what it was 11 years ago, when the Emir took office. Only time waits before we can have an elected parliament.

Come on, why don't you vote. Its your country and as a Qatari you should participate in elections and be patriotic. It is not a law, but as a citizen you should have some patriotism when participating. Inshalla you will change your mind and vote next time. I was two months short of 18 when the constitution vote happened. But I cant wait to vote in the next elections.

I believe its more patriotic to stand for something you believe in is best for your country. To be honest I didn't choose to vote against the constitution I just didn't vote, period.

If you can tell me who wrote the constitution I will tell you why I was wrong not to vote for it.

Once I have faith in Parliament being an independent decision making body then I will vote.

Personally I have no problem what so ever with the status quo, I do have a problem with me being taken as a fool, asked to go with the flow, or particapte in something which I believe is no more than a image thing.

The only real voting I ever did was our high school student council, which I ran for office. I did so coz we had real power and we could put the school admins in check. When the student council start to fall apart, I was already the editior of the school newspaper and boy ow boy did I grill the school and its board.

Moreover, it is binding and permanent--so this is the most important rule of law in Qatar.

Second, "going with the flow" is not considered foolish at all. In a democracy all the people vote for the person they think will represent his or her district the best--not to vote for who ever has the deepest pockets, or whoever has the most famous family name...

Third, I believe not all people will run for office because the want to help their copuntry. I believe that some will vote cause they want to be famous/ keep up their family name. Some will run cause they really want to make a difference.

Fourth, Qatar is a new country in terms of democracy. How do you want full democracy in one right. Rome wasnt built in a day; and it takes time to have a parliament with full power of legeslation (i applaud Kuwait here).

Fifth, the new Parliament will PROBABLY be decision-making, since it will be considered new and the Amir might grant it legeslative powers.

Thats my ideas of why you should vote; but its totally up to you my man!

I think you are right that we should all vote. After all it is our country, and it is our right. Albeit, what scares me the most isn't the parliament per se, it is rather clouts and tribal interference. In Qatar we still have many people that don't know what's better for them. Simply, the big families are going to elect their cousins even if he was a complete psychopath "wento bkaramah." I really think this is a big issue, and people in Qatar have to learn how to live and act in a democracy, but it is rather impossible to have this happen especially that the elections are approaching, and people's ways of thinking don't change over night.:(

i myself didn't vote in the municipal council elections, didn't vote in the referndeum for the constitution. it's my own choice & free will not to do so. i will not even vote for the parliamentary elections, whenever 6wal el3omer, decided (either willingly our under US pressure).

Any possibility of having real night clubs like some in Dubai, but without the prositution? I am talking about real clubs with a nice atmosphere and real music. I believe this would be good for Qatar's tourism in the long run. Obviously the night clubs would have to be in a resort or hotel.

I dont know about you guys, but my municipal council member responsible for my area is excellent. She organizes townhall meetings every few months in order to discuss the issues that we face in the distict. Our suggestions and discussions made a difference. For example, look at sila7 el gaw road. It used to be a deadly road. It is still deadly but at least we have 2 lanes on each side. Thats one point. There are also many points.

I agree that Qatar is a very young country and democracy is a process that never ends, it doesn't work over night. However whats the point of the process if we start on the wrong foot. Once we establish a wrong basis for our "democracy" then there is no fixing it !!

I don't stand against the consitatution, infact I'm practing my right of freedom of speech that our constatution has established.

My problem is that democracy and constatutions come from the ppl. It is the ppl who ask for it, infact demand it. It is the ppl who write the constatutions which they see fit. I asked who wrote our constatution ?? I don't know, but the group of ppl who did write it must be heros because they have written a book which would be the law of land for the ppl of qatar. Yet, we don't have a clue where it came from!!

Further, our constatution was handed down to us. It was like here you go.. enjoy !!

Funny story.. one of my cousins in university headed to the voting booth to cast her vote. The lady responsible gave her the paper and told her in arabic "take the pen and mark yes and put it in the box." She asked what if she didn't want to say yes, the lady replied "what difference would it really make ??"

The point, we should given options, not one option, take it or leave it, but a number of options which we can discuss and perfect then we'd vote on it.

You can vote "NO" or "YES" but since the vast majority of the people are going to vote "YES" that is why that lady said that. I bet if your cousin wanted to, she could have voted "NO."

How could we step by the wrong foot?? It takes years of experience to start correctly this democratic process. What is wronge with our process?

You missed the point. In elections, the person responsible for managing the votes is suppose to be neutral. Person casting the vote shouldn't be led or told even jokingly who or what party to vote for. This just shows that the voting was .. maybe this is as far as I wanna push my freedom of speech.

Bro you and I are suppose to write our constitution, constitution are by the ppl for the ppl.

For the last year the sand line has slowly been extending off the coast of Doha to form the distinctive shape of a string of pearls. The vastness of the project, however, means that this shape is only distinctive if you are travelling overhead in an aeroplane — a view that Qatar Airways now obligingly treats its passengers to on the final approach to Doha airport.

Now the US $2.5 billion (QR9.1 billion) Pearl-Qatar project is moving from the reclamation phase into construction, as piling work gets underway on the development’s first cluster of towers around the Porto Arabia district.

As the first project of its kind in a country not known for its leisure offerings, the Pearl-Qatar has met with enormous demand from investors — and that has encouraged the developer to substantially increase the development density of the project.

While a total of 19 towers were originally envisaged for the island’s Porto Arabia district, which is currently taking shape, developer UDC is now planning a total of 31 towers for the site.

It also plans to increase the number of private islands on the end of the development from nine to a possible 14 — including one that has been earmarked for the Emir of Qatar, according to project sources.

The project is Qatar’s contribution to the offshore island craze currently sweeping the Gulf — a trend triggered five years ago with the announcement of Nakheel’s original Palm Jumeirah development in Dubai.

Since then Dubai has added two more Palm islands to complete a trilogy of similarly-shaped developments while also launching a collection of 300 reclaimed islands in the shape of the world.

These have been followed by more multi-billion dollar offshore schemes in the UAE emirates of Sharjah and Abu Dhabi, as well as elsewhere in the region — in Oman, Bahrain and Saudi Arabia.

But the Pearl-Qatar has particular significance as the largest
single real estate development in a country that is now witnessing a boom in residential and leisure-based construction, which is funded in a large part by the enormous gas wealth of the country.

The development involves around 14.5 million m3 of reclamation works, which have been carried out by Qatar Dredging — a company owned by developer, UDC. Half of the sand used on the project comes from the seabed offshore while the other half is excavated from the dewatered areas of the site.

Like many projects in the rapidly over-heating Doha construction market, the Pearl-Qatar team has encountered problems in sourcing a regular supply of some materials.

“There was a shortage of cement in Doha, but this was overcome and we made arrangements for imports. There was also a shortage of aggregates, but now most other building materials are more or less ok,” says Dr Alexander Babovic, resident engineer with project manager, Dar.

With around three quarters of the total reclamation work already completed, and the quay walls on the main marina installed, the project is entering its main construction phase, with piling work underway on the first of a total of 31 towers to be built that will skirt the circular Porto Arabia marina district.

While UDC says work is progressing to schedule, it is a new schedule to the one outlined at the project’s launch.
The first residential units are now due to be handed over in ‘late 2007’, while the original timetable referred to ‘late 2006/early 2007’.

The quay walls on the main marina were finished on 10 January, and most activity on site is currently focused around piling and compaction.

Thousands of blocks were pre-cast on site and transported to their positions by trailer and positioned in place using crawler cranes.

Substantial compaction work has been carried out across all the reclaimed elements on the project. According to Babovic, there was settlement of up to 60cm in some of the soft areas where vibro-compaction has been carried out. Groundworks are already underway on the first seven towers of the 31 to be developed in the Porto Arabia district.

While some of the plots on this part of the project are being developed directly by the master developer, others have been sold on to other tower developers — such as Sabban Property Investments, which is developing three towers on a single podium at Porto Arabia.

The construction team has had an easier job of the reclamation than many other artificial islands currently underway in the Gulf, because of the shallow waters off the Doha coastline.

In fact there are pearl beds just 40 to 50cm below the surface
in some areas of the development which has dramatically
reduced the need to travel several kilometres offshore to sand-borrow areas.

Another key difference is that unlike some of the other offshore developments underway in the region, the project team has ensured that there will be adequate water circulation within the project through a system of canals.

“The main purpose is for flushing but also for navigation as there will be berths for around 700 boats — in the north we have around 4m draft and in the south we have 6m,” says Babovic.

The consultant does not expect significant silting to occur and says that there will not be a requirement for maintenance dredging for at least a decade.

The 24-year-old American beat the previous record mark of 9.77 set by Jamaica's Asafa Powell in Athens on June 14 last year, to finish ahead of Nigeria's Olusoji Fasuba (9.84) and compatriot Shawn Crawford (10.08), the Olympic 200m champion.

"I am the best of the best because I am the Olympic champion, the world champion and now the world record holder," said Gatlin.

"I thought I would do it and I kept my word. I am a man who likes challenges and my acceleration today was phenomenal."

Gatlin announced he had his sights set on the world record earlier this week after clocking 9.95 seconds in his first outing of the season in Osaka last Saturday.

He recorded the fastest time in the world this year, 9.85 seconds, in the semifinal.

Gatlin and Powell, who also ran 9.95 in Kingston, Jamaica at the weekend, are due to clash at a grand prix meeting in Gateshead, England on June 11.

The pair last met on the track in London in July when Powell pulled up with a groin problem that put paid to his season.

Gatlin said the world record could go again later in 2006. "The timings could be further improved this year, probably in Europe," said Gatlin, who dedicated his record to God and his parents.

Justin Gatlin has been sensationally denied the world 100 metres record he had claimed last Friday in Qatar.

Governing body the International Association of Athletics Federations has revealed that Gatlin ran 9.766 seconds, not 9.7 secs as first thought.

According to IAAF rules, that time should have been manually rounded up to 9.77 secs - matching but not beating Asafa Powell's existing world record.

Gatlin had said on Friday: "I feel like I'm the best of the best."

The dramatic news will come as a huge shock to world and Olympic champion Gatlin, who thought he had proved himself the greatest sprinter in the world with his 'record' in Doha.

But it adds even more intrigue to the rapidly-developing rivalry between Gatlin and Powell.


Gatlin will also be confident of lowering the new mark - particularly as he has been aiming to peak later in the season.

He said on Friday: "I had a horrible start and I know I can do better.

"The timing could be further improved this year, probably in Europe."

The IAAF said it acted after being informed of the error by Tissot Timing.

Jamaican Powell set his record in Athens last year, beating the 9.78 secs run by discredited American sprinter Tim Montgomery.

Gatlin and Powell will renew their rivalry when they go head-to-head for the first time this season at the Gateshead Grand Prix on 11 June.

The pair last met on the track at the London Grand Prix last July but Gatlin cruised to victory as Powell pulled up with a groin injury which also kept him out of the world championships.-bbc.co.uk

HH Sheikha Mozah is recognised for her many engagements in education and social reforms in Qatar. She has also played a major role in spearheading various national and international development projects.
In her address to the graduating students, HH Sheikha Mozah focused on the common values shared by the Western and Arab cultures, highlighting the fact that the ambitions and hopes of the Western youth were the same as those of their Arab counterparts.

Five scholars also received honorary degrees. They are Jonathan Borofsky, artist, doctor of fine arts; Vartan Gregorian, the president Carnegie Corporation of New York, doctor of humane letters; John L Hall, from the joint Institute for Laboratory Astrophysics Fellow, National Institute of Standards and Technology, who shared 2005 Nobel prize in physics; doctor of science and technology; Jeffrey A Romoff, the president of the University of Pittsburgh Medical Center, doctor of science and technology; and Bud Yorkin, a producer and director, doctor of fine arts.
