Interesting....
For some reason ever since they built the Petronas twins, I never thought they would build another 400m+ supertall, mostly because it would upset the balance in the skyline, centered on the twins.
What is the location of the building, related to the Twins?

For some reason ever since they built the Petronas twins, I never thought they would build another 400m+ supertall, mostly because it would upset the balance in the skyline, centered on the twins.
What is the location of the building, related to the Twins?

The location of Plaza Rakyat should be towards the left of the skyline as shown in this pic. It will not be quite near to Petronas. My guess is that the CBD skyline will eventually have (1) Plaza Rakyat (2) KL Tower (3) Petronas (4) Empire Tower as main focal points (from left to right in this pic).

i kinda liked the old design better. the ball at the top made it more unique than this new generic box. And according to the proportions of that render, if this tower is indeed 400 meters than the floor plates are going to be massive. really really thick. Like tokyo's midtown tower like, completley oppressive but bigger still. the twins although massive in their own rights diffuse their bulk with the setbacks, with the many many sides each tower has. I preferred the old height too. saying i want a tower shorter rather than taller is not what im used to, but I like the focus of the city on theses twin beauties. They should be revered much like NYC reveres the Empire State Building and not haphazardly start to uproot their flow by building super tall bulky secondrate fare

Change In Concept Will Put Plaza Rakyat Development In Fast Track

KUALA LUMPUR, May 8 (Bernama) -- A change from the "build, mortgage and ownership transfer" concept to directly selling Plaza Rakyat will bring faster progress to the delayed project, said Federal Territory Minister Datuk Zulhasnan Rafique.

The suggestion for change was put forward by the developer, Plaza Rakyat Sdn Bhd, to the ministry following its inability to cope up with the project using the original concept, he said.

"We find that the (new) concept would be able to help push the project, but the developer has to fulfil several conditions set by the ministry," he said in response to a question from Datuk Dr Lee Chong Meng at the Dewan Negara sitting here Monday.

The ministry, however, has yet to receive any feedback from the developer, he said.

Lee wanted to know what measures had been taken and will continue to be taken by the government to complete mega projects that have been abandoned in the city, including the Plaza Rakyat in Pudu, Bandar Wawasan at Jalan Sultan Ismail and Li Foong project at Jalan Changkat Thamby Dollah.

Zulhasnan said that among the conditions the developer of Plaza Rakyat would have to meet include the immediate settlement of loans amounting to RM60 million taken from the RHB Bank.

The developer would also have to get a release on the bank mortgage on the land which has been put up as collateral for the loans, as well as settle all debts with Dewan Bandaraya Kuala Lumpur (DBKL) arising from accumulated rental payments on the mortgaged land and assessment dues amounting to RM15.4 million.

Work on the Plaza Rakyat project, planned as an integrated public transportation centre, started in 1992 but it came to a standstill when the developer started facing financial problems following the economic downturn in 1997.

The ministry then took the initiative to resuscitate the project in view of it being a privatised project between DBKL and Plaza Rakyat Sdn Bhd. The developer had been given till May 2007 to complete the project.

I really really really want this to be built, sooner the better!! Another Supertall is great for the KL skyline. The Plaza Rakyat is also a transportation hub for Malaysian interstate buses and also provides LRT connections.

Completion of Plaza Rakyat delayed again



KUALA LUMPUR: Motorists counting the days till the congestion around Puduraya eases will have to wait a while longer.

The problematic integrated public transport hub, Plaza Rakyat, has been delayed yet again and it will not open next year as planned.

"We are still discussing whether to extend the developer’s contract or to get another contractor to complete the project as soon as possible," said Kuala Lumpur Mayor Datuk Ruslin Hassan.

"Right now, only LRT Plaza Rakyat is complete. The rest of the construction is only half done. There is no way Plaza Rakyat can be finished by 2007."

In the contract extended in 2005, developer Plaza Rakyat Sdn Bhd was given until May 31 next year to complete construction.

The complex is meant to reduce the traffic snarl caused by hundreds of buses and taxis lining up at Puduraya by moving them to the new terminal.

Ruslin was unveiling the KL Hop-On, Hop-Off double-decker tourist buses for Visit Malaysia Year 2007.

The bus, with a pre-recorded commentary in eight languages — Bahasa Malaysia, English, Mandarin, Hindi, Arabic, Japanese, French and German — will take visitors around the city.

They can choose to stay on the bus for the full tour or hop off to visit an attraction and hop back on.

A 24-hour adult day pass costs RM30, RM17 for the disabled, students and senior citizens. Children under five travel free.

MyKad holders can buy the tickets for RM19 during the promotion period which will be announced later.

KUALA LUMPUR, Sat:The contractor for the abandoned Plaza Rakyat in Jalan Pudu has two months to revive the project or City Hall will appoint a new builder to complete the job.

Federal Territories Ministry parliamentary secretary Yew Teong Look said City Hall would issue a notice of rectification, and if Plaza Rakyat Sdn Bhd did not come up with fresh proposals to revive the project it would be the end of the road for them.

"City Hall will give them the notice of termination after that," Yew said in the parliament lobby on Thursday after fielding questions from Bukit Bintang MP Fong Kui Lun on the project.

Yew said PRSB had been given several extensions since they inked a deal to build Plaza Rakyat in December 1992. It was to have been completed in 1999.

However, the financial crisis in 1997 saw the project run into difficulty and construction work stopped.

The Plaza Rakyat is adjacent to the Puduraya bus terminal. Six floors of the basement were completed before work stopped.

A Star-LRT station was completed and is in use. Two tunnels linking the Pudu area to the Plaza Rakyat area were also completed and are in use.

Yew said PRSB sought an extension from March 31 last year to May 31 this year but little was done.

The Bukit Bintang MP, who had raised the subject repeatedly over the last few years, raised the issue again in the Dewan Rakyat on Thursday.

He said there were two issues which had to be addressed by the authorities: The lot of those who had bought into the project and the maintenance of the abandoned site.

"There are many who had invested in Plaza Rakyat and are now servicing loans for properties they have not received or look like occupying in for some time to come," Fong said.

He said maintenance of the site was also of concern to the public.

"It can be a breeding ground for the Aedes mosquitoes like the Plaza CN Gallery site in Jalan Imbi which was identified as an Aedes breeding ground."

Yew acknowledged the plight of the buyers.

"City Hall is concerned about the 211 buyers of the shoplots. Whatever issues there are will be resolved through the legal process."

Yew said City Hall would not let Plaza Rakyat become an eyesore or a breeding ground for aedes.

KUALA LUMPUR: The three-month grace period for the developer of the abandoned Plaza Rakyat project is up.

It will be the end of the road if Plaza Rakyat Sdn Bhd fails to show proof that it is capable of reviving the RM1.2 billion bus and taxi terminal with service apartments, hotels and office blocks.

Federal Territories Minister Datuk Seri Zulhasnan Rafique said the developer would be called for a meeting with City Hall soon.

"We are going to discuss issues with them. The meeting is also to find a solution so that the government and the developer will benefit in the long run," he said during his Hari Raya open house for the media in Setiawangsa yesterday.

The Plaza Rakyat project is adjacent to the Puduraya bus terminal.

The federal government had given Plaza Rakyat Sdn Bhd the tender to build a new terminal to replace the congested and stuffy Puduraya.

Despite receiving extensions five times since 1995, it is only 33 per cent completed.

Zulhasnan said that City Hall had been given the task of finding a solution to ensure both the government and the developer benefit from the meeting.

"Once City Hall comes up with a solution, it will get back to me."

The developer had started the project in December 1992 and was supposed to complete it in 1999.

However, the financial crisis in 1997 saw the project run into difficulties and construction work stopped.

So far, the developer has completed a Star-LRT station which is now in use. Two tunnels linking the Pudu area to Plaza Rakyat were also completed and are in use.

Connectivity with Plaza Rakyat

The station is named after and located at the rear of Plaza Rakyat (Malay to English: People's Plaza), a large mixed-use development project that was stalled during the economic crisis in 1997. Due to its proximity with Plaza Rakyat as it was opened, the concourse level of the Plaza Rakyat station was originally intended to directly link the south side of the complex.

With Plaza Rakyat incomplete, a 150 metre-long covered pedestrian bridge and walkway was provided to connect the station to the south of the nearby Puduraya bus station. Due to the suspension of the construction project, the pedestrian bridge continues to serve passengers entering and leaving the station.

The platforms of the station are linked via escalators to a single concourse area just below the rapid transit line, where tickets are purchased.

So sad, KL is such a great city and to have that hole there for almost 10 years. I saw it in 2001 and again last year. It is a huge site, I hope they just kick out the old developer, and start with a fresh proposal.

THE RM1.3 billion Plaza Rakyat commercial complex, put on hold after the 1997 financial crisis, will finally start moving again in two weeks.
Plaza Rakyat Sdn Bhd (PRSB), the developer of the prestigious integrated city centre development project in Jalan Pudu, has received approval from the Federal Territories Ministry to continue work under amended terms of agreement.


The 6.4ha project, adjacent to the Puduraya Bus Terminal, almost came to a standstill after the financial crisis 10 years ago. Efforts to revive the project experienced hiccups due to the lack of interest among financiers after the crisis.


The main reason for the lukewarm response from financial institutions was due to the initial agreement between PRSB and City Hall which only allowed the premises to be leased out upon completion.


After the crisis, PRSB proposed to amend the "lease only" clause to outright sale upon completion to attract financiers to the project and the government has finally agreed to the proposal.


"The first phase of the complex is expected to be fully operational by mid-2009. The first phase consists of six underground levels and a seven-storey shopping mall with a floor capacity of approximately one million square feet.


"The underground levels would accommodate an 80-bus capacity bus terminal, 350 taxi bays and 3,500 parking space. The Plaza Rakyat project is moving again and we expect the whole development to be completed in less than five years," PRSB chairman Tan Sri Ting Pek Khiing announced in Kuching yesterday.


Ting, who is also chairman of Wembley Industries Bhd, which fully owns Plaza Rakyat, told a press conference that the ministry gave the nod on Thursday for the project to be completed under a new agreement acceptable to both DBKL and the developer.



"We have faced many difficulties in this project but we stayed the course and I'm glad that the murky and uncertain situation is now over. The project has immediately attracted fresh investors and I want to assure shareholders of Wembly that we are on the right track," Ting said.


So far about 33 per cent of the entire project has been completed, including the STAR-LRT station and two main tunnels which connects the six-level underground bus/taxi terminal to Jalan Pudu.

KUCHING: The proposed RM1.3bil Plaza Rakyat project in Jalan Pudu, Kuala Lumpur, which has been abandoned for a decade, will be revived and completed in five years.

Plaza Rakyat Sdn Bhd chairman Tan Sri Ting Pek Khiing said construction work on the RM420mil Phase One project, which comprises a seven-storey shopping complex and other amenities, was expected to begin in two weeks. :cheers:

The company will jointly undertake the project, which involves the redevelopment of 16.2 acres with Kuala Lumpur City Hall (DBKL).

Global Upline Sdn Bhd, of which Ting is the adviser, will be involved in the construction work. The company has built several major airports in Sarawak and Sabah.

Ting said Plaza Rakyat would sign a new contract with DBKL following the approval by Prime Minister Datuk Seri Abdullah Ahmad Badawi to change certain conditions of the original contract. One of the new terms allows outright sale of the properties in Plaza Rakyat to interested parties.

“New funding for the project is in place,” Ting told reporters here yesterday.

The shopping complex would have a net lettable area of over 1mil sq ft. Phase One will also house the new Pudu terminal for 80 buses and a taxi station for 250 vehicles, both in the basement area. The six-storey car park, which has 3,500 parking lots, has been completed.

“The Phase One project will be fully completed and operational in 30 months,” he added.

Ting, also chairman of Wembly Industries Holdings Bhd (which owns Plaza Rakyat Sdn Bhd), said other main components of Plaza Rakyat were a proposed 79-storey office tower cum apartments, a 59-storey serviced apartment, a 450-room four-star hotel and a 150-room budget hotel.

He said the office tower was one of the federal capital ‘s tallest buildings with reimposed concrete structure.

“We expect the entire project to be completed in five years. When fully operational, Plaza Rakyat will change the landscape of the Puda area.”

Ting said the completion of Plaza Rakyat would bring income to Wembly Industries, which was now under trading suspension.

“Wembly Industries will be restructured and this will benefit the shareholders,” he added.

Ekran Bhd, of which Ting is also chairman, owns a 32% stake in Wembly Industries.

If built, will this provide a replacement for Puduraya bus station with a proper bus - rail interchange? If so, does that mean that once this is complete Puduraya will be demolished and redeveloped? I really hope so because that whole complex is horrible.

Is this thing even going to be built? It's already 5 months since the news was announced. Ting Pek Khiing already has Kuching's Four Points by Sheraton rising from the basement levels already, and this hotel just started construction around late 2007.

The site is a real eyesore, I've visited KL 4 times since 2005 and while the rest of the city has changed, this site has stayed exactly the same.

KUALA LUMPUR, April 25 — Three weeks after Datuk Seri Najib Razak went down to the ground to visit three localities in the heart of the city, the prime minister today sprung another surprise when he had a walkabout at the bustling Jalan Tuanku Abdul Rahman (Jalan TAR) and Puduraya here.

However, he was not happy with the congestion and the inefficiency of the public facilities during his one-hour inspection, according to Federal Territory Minister Datuk Raja Nong Chik Raja Zainal Abidin.

Najib, who was dressed casually in a brown shirt and beige pants, arrived at Jalan TAR, near Semua House at 3.20 pm, accompanied by Raja Nong Chik, his deputy Datuk M. Saravanan and Kuala Lumpur city mayor Datuk Ahmad Fuad Ismail.

At Jalan TAR, which is famed for its textiles and jewellery shops, Najib was briefed by Ahmad Fuad on a proposed multi-storey carpark to be located near Semua House, and other upgrading plans for the areas.

He then spent about 30 minutes walking along the street where he also stopped to chat with the business people and the public there.

Later, he hitched on the crowded LRT (he had to stand) at Masjid Jamek station to the Plaza Rakyat station where he walked to the infamous over-congested Puduraya — where the express bus terminal for the northern and southern zones is located.

To escape the sweltering heat, Najib then stopped by one of the stalls in the building for a cool drink.

Najib, flanked by a phalanx of bodyguards and an entourage of officials, also attracted a large crowd of onlookers, who wasted no time to snap photographs of the nation’s sixth premier.

An excited woman, armed with her camera-phone and squeezing her way through the crowd, was heard saying: “Saya mahu ambil gambar perdana menteri saya” (I want to take pictures of my prime minister).

Later, Najib proceeded to inspect the long-abandoned Plaza Rakyat building project located next to Puduraya before departing at 4.25 pm.

Meanwhile, speaking to reporters later, Raja Nong Chik said the prime minister had voiced concern over the lack of facilities and congestion at the places and wanted urgent improvements made.

“He experienced first-hand, by the walkabout and boarding the LRT with the people, what they have to go through daily, like jams and other difficulties, in congested areas.

“He said such problems did not augur well for our country which is seeking to become a developed nation by 2020.

“He has instructed the federal territories ministry and other relevant ministries to ensure the facilities are improved for the benefit of the public,” he said.

On the Plaza Rakyat project, Raja Nong Chik said Najib wanted the developer to be given an ultimatum to complete it.

“The prime minister wanted us to give a deadline to the developer to complete the project. If they cannot adhere, we will terminate the contract and look for other means.

He wants the project to resume as soon as possible,” Raja Nong Chik said.

The project, which initially cost RM1.2 billion had been abandoned for 12 years after it changed hands many times. Its current developer is Global Upline.*

THE Plaza Rakyat project in Kuala Lumpur was launched at about the same time that the Suria KLCC was being built in the mid-90s.

However, while the iconic twin towers stand majestically tall today, the Plaza Rakyat project has been left uncompleted and stands like a sore thumb at the busy Pudu area.

While many of the buyers have now given up hope on the RM1.4bil project after waiting for almost 15 years, some are still keeping the fingers crossed, hoping that it could be revived as they had invested heavily in it.

Retiree Steven Yong, 65, said when the Plaza Rakyat project was launched in 1996, he paid a substantial amount in downpayment for two shop lots of different sizes, one on the first floor and another on the fourth floor, both costing a total of nearly RM600,000.

“During that time, there was a huge publicity about the prestigious project and it was very promising. It had a sense of security and modernity to it, and it sounded like a real good investment,” Yong said.

“My late wife, who was running a hair salon at the Central Market bought a unit with the intention of moving her business into the Plaza Rakyat. But my wife didn’t live to see her dream come true as, even till today, the project has yet to be completed,” he said.

“Now my son Will has taken over the salon, which is still at Central Market, and we are hoping that the Plaza Rakyat project will be revived,” Yong said.

He said the developer had promised to complete the building in three or four years at the time of purchase but till today, despite various promises, the project was still stalled.

“In 2005, the project developer was asked by the then Federal Territories Minister Datuk Seri Zulhasnan Rafique to provide a timetable of its work schedule till completion, but till now, there is no sign of any progress,” he said.

According to Yong, there are about 200 buyers who are in such a dilemma like him.

“The first floor of the building is completed before work was halted. I am still servicing the bank loan interest for my first floor unit although I am paying nothing for the fourth floor unit,” he said.

The Plaza Rakyat project, developed by Wembley Industries Hol-dings Bhd, is on 6.322 million sq ft of land leased from the Kuala Lumpur City Hall (DBKL) for 88 years.

The first phase comprises a retail shopping plaza with a million sq ft of net letable area, a 223-unit 41-storey condominium block, a central terminus for the Light Rail Rapid Transit system (LRT), long haul buses and outstation taxis, and a 150-room tourist class hotel.

The second phase comprises a 72-storey office tower with a million sq ft of letable space and a 19-storey 480-room 4-star hotel, originally scheduled for completion in 1998.

However, work on the project was stopped after the developer landed into a financial crisis.

But there may be hope yet as the developer has been given three months to come up with a plan to revive the project.

THE daily traffic chaos at the Puduraya bus terminal in Kuala Lumpur will hopefully end soon, if Federal Territories Minister Datuk Raja Nong Chik Raja Zainal Abidin manages to initiate and implement measures to resolve the problem.

As a start, Raja Nong Chik’s ministry is collaborating with the Commercial Vehicle Licensing Board (CVLB) under the Prime Minister’s Department and the Finance Ministry to tackle the woes relating to the city’s oldest bus terminal.

Raja Nong Chik said after the city walkabout by Prime Minister Najib Razak last Saturday, the Puduraya area was identified as a major source of the daily massive traffic congestion in KL and that immediate steps were needed to improve the situation.

“During a recent Cabinet meeting, the prime minister has given some suggestions on ways to improve the congestion problem in Puduraya,” he said.

“Hence, I will meet Datuk Seri Nazri Abdul Aziz from the Prime Minister’s Department and Second Finance Minister Datuk Husni Hanadzlah to brain storm and come up with some measures to tackle the KL traffic woes,’’ Nong Chik said.

Raja Nong Chik told reporters this after presenting cash aid to flash flood victims from Kampung Periok in Kampung Baru yesterday.

He said his ministry would work with the Kuala Lumpur City Hall (DBKL) and some transport-related agencies to find some concrete solutions to the Puduraya problem.

“Our priorities will include upgrading the facilities, services and fine tuning the current system to make Puduraya less congested and a better place for the people who are using it,’’ he said.

Asked if he would use the research and studies conducted by the previous administration to help solve the city’s traffic problems, Raja Nong Chik said his meeting with the two ministers would discuss the various short-term plans to solve the problems fast.

“We will do what we can as soon as possible. We will also tackle the more complex problems, using a more holistic approach,’’ he said.

On the stalled Plaza Rakyat project, Raja Nong Chik said that the government was trying to find ways to revive it.

He said the developer had been given three months to resolve the matter, failing which the government would terminate its contract.

Asked if the government was willing to pay compensation to the developer if things did not work out, Raja Nong Chik said the government was trying hard to find a solution which would not incur heavy expenses.

KUALA LUMPUR: The developer of the abandoned Plaza Rakyat project in the city has been given three months to settle all negotiations with the Federal Territories Ministry.

"If the negotiations fail, we will terminate their contract and look for other ways to revive the project," said Federal Territories Minister Datuk Raja Nong Chik Raja Zainal Abidin.

The RM1.2 billion Plaza Rakyat was abandoned 17 years ago. It was supposed to be the city's transport hub. Its current developer is Global Upline Sdn Bhd.

Asked whether the developer was having financial difficulties, Raja Nong Chik declined to comment.


"Last week, the prime minister, during his walkabout in the city, had called for the Plaza Rakyat project to be revived. He told us to give the developer an ultimatum to complete the project."

Steven Yong Ah Chai, 65, who bought two lots at Plaza Rakyat in 1995, said he and his wife expected to set up business there as they were told that the project would be completed in three years.

But his wife died four years ago. "I hope Plaza Rakyat will be ready before I die," he said.

Raja Nong Chik said the government also planned to upgrade the Puduraya bus terminal, and a meeting would be held soon on the matter.

"This is in response to the prime minister's suggestion after his visit to Puduraya and Jalan Masjid India," he said.

On Jalan Masjid India, he said there was a suggestion to build a 13-storey building which would have a parking lot, hall, futsal and badminton courts.

Raja Nong Chik also said the RM36 million from the economic stimulus package would be used by the Drainage and Irrigation Department and City Hall to repair drains and build higher barriers near rivers to prevent them from overflowing and causing flash floods.[/QUOTE]

KUALA LUMPUR: A new integrated transport hub replacing the outdated and overly congested Puduraya bus terminal will be opened in Bandar Tasik Selatan, Cheras.

The new hub, initially built to ferry passengers to Johor and other southern states from here, will now be expanded to cater to express buses nationwide.

The opening of the hub will also see the closure of Hentian Putra, Duta and Pekeliling. Plaza Rakyat, the abandoned project beside Puduraya which was initially supposed to have been a transport hub, will now be used for other purposes when the project is revived.

It is learnt that the move to set up the integrated hub in Bandar Tasik Selatan comes after transport players, especially express bus operators, rejected the initial proposal under the Ninth Malaysia Plan to have different transport hubs to cater for buses bound for northern and eastern states.


"When the integrated hub is ready, Puduraya will be used as a hub for intracity buses", said Minister in the Prime Minister's department Datuk Seri Mohamed Nazri Abdul Aziz after a visit to the bus terminal yesterday.

He said the Bandar Tasik Selatan hub was the most strategic location.

"It is near a highway and there is a lot of land for future expansion. One proper hub is better than three. It will not confuse people," he said, adding that passengers would also be connected to the hub by the LRT.

The Bandar Tasik Selatan Integrated Transport Terminal, which started two years ago, is supposed to have been completed by next year. It is being built at a cost of RM633.8 million and will cover 95,000 sq m. The initial plan was to have 150 taxi bays, 60 bus platforms and 1,000 parking bays.

It is also supposed to be fully integrated with the Express Rail Link and KTM Komuter.

Due to the expansion work to cater to the express buses, Nazri said the project might now take slightly longer than expected.

Joining Nazri during his visit to Puduraya were Finance Minister II Datuk Ahmad Husni Mohamad Hanadzlah and Federal Territories Minister Datuk Raja Nong Chik Raja Zainal Abidin and his deputy Datuk M. Saravanan.

The ministers spent almost one-and-a half hours at the humid and polluted station and endured the discomfort faced by almost 50,000 passengers daily.

After the visit, the ministers had a three-hour dialogue session at the Federal Hotel with transport industry players representing the express, school and stage buses. Some of them wanted Jalan Pudu to be turned into one way to cater for buses and taxis.

But Raja Nong Chik said the area was already too congested and the proposal would create another jam for the cars.

He said as an immediate measure to reduce the infamous Jalan Pudu jam, express buses would be asked to wait in Jalan Hang Jebat before picking up their passengers in Puduraya.

"There is ample waiting area beside Stadium Negara where they can wait," he said. It was reported that about 300 express buses ended up waiting along Jalan Pudu for more than half an hour each time before they could enter Puduraya.

As for the taxis, Raja Nong Chik said a special drop off and pick-up point would be built inside and taxis would no longer be allowed to wait outside the terminal.

He also declared an all-out war against touts in the Puduraya area.

As for the terminal building, Husni said about RM30 million would be spent to reduce the air and noise pollution and to improve ventilation in the building.

Out of that, about RM5 million would be forked out by the building owner, UDA Holdings, and the rest would be funded by the government.

Some of the immediate steps taken are to change the cooler system and upgrade the toilets. In six months to one year, the lifts will be upgraded and the ticketing counters will be placed on the first floor. The foodcourt will be moved to the fourth floor.

"The first floor will have shops on one side. The revamps will make the waiting area cooler and more conducive," said Husni.

ALL is set for Puduraya to be the landmark of KL after its upgrading works are completed by the end of next year.

UDA managing director Datuk Jaafar Abu Hassan said yesterday the company welcomed the Prime Minister's comments to upgrade the building for the comfort of the people.

"There would also be a banking hall concept with around 10-12 counters that would provide electronic ticketing services. We feel this would tackle the tout problem," Jaafar said.

He added that currently Puduraya caters for between 75,000 to 80,000 people on a weekday and over 100,000 people on weekends, excluding festive seasons.

When asked if upgrading works for the terminal could cope with the demands when Puduraya is fully converted into a city bus terminal, Jaafar said: "The refurbishment works is to cater for current needs that are pressing. We are not doing it for that (city bus terminal)."

The three-stage makeover, which will cost a total of RM30.3 million, will see the 33-year-old bus hub being refurbished with escalators, walkalators, a bigger and more comfortable waiting area akin to that found at airports.

Electronic ticket booking facilities will also be introduced.

A budget of RM25m that will be used for the refurbishment works was tabled at the Finance Ministry and was approved by the government.

Stage one of the refurbishing works, which would costs RM5.3 million, is funded wholly by UDA Holdings Berhad and ongoing works include upgrading the fire resistance system, building a pedestrian walkway between the Plaza Rakyat LRT station and Puduraya, painting works, upgrading of toilets as well as adding more waiting areas at the mezzanine level.

Other initiatives taken under the second and third phases would include a new food court and surau, adding of more passenger lifts, introduction of children playing area, additional cargo lifts and replacing new exhaust fans at the basement.

There would also be facilities such as toilets and ramps to cater for the disabled.

Puduraya presently houses southern and northern bound buses at its premises.

The new Integrated Transport Terminal-Southern Sector (ITT-S) in Bandar Tasik Selatan is due to be completed by the end of next year and would see the operations of southern bound buses from Puduraya shifted there.

Minister in the Prime Minister's Department Datuk Seri Nazri Aziz had said that Puduraya would be turned into a city bus terminal, and a new bus hub to cater for northern bound buses would be built either in Gombak or Selayang.

UDA to take over Puduraya Hotel

THE operations of Puduraya Hotel will be taken over by UDA Holdings Sdn Bhd by next year.

This was made known by UDA managing director Datuk Jaafar Abu Hassan at a Press conference yesterday.

Though the hotel was built in 1976, the management and running of the hotel was leased to Puduraya Hotel Sdn Bhd.

“In the past we did not have experience in the hotel industry and thus it was rented out. We have, however, been toying with the idea to take over the running of the hotel for the past six to seven years. Now that we will be spending a lot to refurbish Puduraya, we think it is fit for us to run the hotel as well.”

Jaafar said the hotel would be managed by Uda AnCasa Sdn Bhd by Feb 1.

“We are also taking over the Puduraya Hotel operations in light of the upgrading being carried out in Puduraya.”

Notices too have been served to the current operators of the hotel.

The group presently operates AnCasa Hotel and Spa KL, AnCasa AllSuites Resort & Spa Port Dickson, Jerejak Rainforest Resort Penang, and Kuala Terengganu Golf Resort.

KUALA LUMPUR: It has been 100 days since Datuk Raja Nong Chik Raja Zainal Abidin was appointed the Federal Territories Minister on April 14.

While he is focused on making Kuala Lumpur a world-class city, his main priority is still the improvement of the living condition of the poor.

He said his work is guided by the 7Ps — Pembangunan (development); Perumahan (housing opportunity for the poor); Penjaja dan Peniaga Kecil (hawkers and petty traders); Pengangkutan (transportation); Penyelenggaraan Prasana dan Kemudahan Awam (maintenance of infrastructure and public amenities); Perkhidmatan dan Penguatkuasaan (delivery of service and enforcement); and Prihatin (concern towards grouses and complaints by the public).

Raja Nong Chik said as the Umno Lembah Pantai division chairman, he still spends time with the people in the area but what used to be an hour-long discussion was now shortened to 15 minutes because of his tight schedule.

He meets the people at least three or four times a week and interacts with the public on the online social networking website, Facebook. He also has his own blog and uses Tweeter to keep in touch with the public.

In conjunction with his 100th day in office today, Raja Nong Chik shared his views on several issues which are close to his heart:

l On improving living condition of the poor:

It is still my main priority to improve the living condition of the city’s poor, especially those with a household income of less than RM1,500 monthly. I am not only looking at providing them with a better place to stay but also an improved maintenance of low-cost flats and job opportunities.

This can be done by awarding them hawker’s licences to help them increase their income. We can also help them by providing them with a house which is near their workplace as they will be able to cut down on transport expenses. An improved public transport will also be a big help to these people.
We are also extending financial aid through the Yayasan Wilayah Persekutuan (Federal Territories Foundation) including to single mothers and the disabled and also those in need of medical aid.

l On improving delivery service and enforcement by City Hall:

I have always stressed the importance of being promptquick in responding to complaints by residents. There are certain things that need time (for deliberation) before action is taken but we have to keep the complainants informed of the status of their reports.

City Hall needs to buck up in its enforcement, but they must do it with due consideration for the people.

l On traffic jam and insufficient parking in the city:

There is only one way to overcome these problems — improve the public transport system. Currently, the ratio of people driving compared to those who use public transport is 70 per cent to 30 per cent. It is supposed to be the other way around.In order to reduce traffic jam, we have to increase the number of people taking bus and trains to travel, thus reducing the number of vehicles on the road. At the same time, it will also solve the insufficient parking space and indiscriminate parking in the city.

Transport is under another ministry, but we can help to achieve this goal by working closely with them by giving our feedback and facilitating the process. The same goes with issues involving other government agencies.

l On the revival of the Plaza Rakyat project and the opening of the RM70 million integrated transport hub at Bandar Tasik Selatan:

We have to do something about the Plaza Rakyat project which has been stalled for years. We have given an ultimatum to the developer — either they resume work or we will find another company to do it. I hope to see some progress soon.

As for the Bandar Tasik Selatan hub, I have gathered some feedback from residents who are worried that the hub will worsenadd more traffic on the already congested road there. Once the project is completed next year, we will see about 500 express buses coming in and out of the area daily. City Hall is working on finding a solution to the problem.

l On grouses raised by residents on the KL Draft Plan:

I have to admit that there were certain things in the draft plan which were done without consulting the residents. I have to focus issue by issue while still having the overall interest of the public in mind.

Take Kampung Padang Balang, for instance. It is a Malay reserve land, so the residents are obviously upset with the development plan which includes extending the light rail transit (LRT) line, which will take up some of the plots. Sure, the residents there as well as other KLites had the opportunity to voice out their grouses during the public hearing, but prior consultation should have been carried out beforehand.

I have to make sure that the residents’ rights to their land are not violated just for the sake of development. In making decisions on the draft plan, I have to look at what is being presented to me by the committee in-charge of the public hearing, get some feedback from the mayor, Datuk Ahmad Fuad Ismail, and also from the residents.

I remember going to my parents’ house in Petaling Jaya and having to put up with the noise from an LRT project in their backyard. But it is for the benefit of the public and now I can hardly notice the train passing by whenever I’m there (laughs).

l On the extension of the Keramat Mall:

We are in the midst of acquiring land to build an extension to the existing Keramat Mall. The Datuk Keramat hawkers and petty traders had previously refused to move into the new complex as they were unhappy with the layout. But we are now involving them in the design and planning.

We always must have the stakeholders in mind when making decisions. In this case, the stakeholders are the residents and the hawkers. If they are not happy with the development, then our efforts will go to waste. That is why it is important to get their feedback beforehand.

l On Kampung Baru redevelopment:

I can’t say much at this moment as I have yet to meet the residents there. All I can say is that the landowners will not lose out.

l On keeping in touch with the public through Facebook:

My children taught me how to use Facebook after getting my wife to sign up. It is a useful tool for me to get feedback, especially from youngsters, who mainly use the Internet. It also serves as a platform for me to gather suggestions and views from the public. I may not be able to meet everyone but I can reach out to them through this channel. I am on Facebook every Wednesday from 6pm to 7pm.

I have my own blog and I’m also active on Tweeter to keep the public informed of my activities.

As much as I want to spend more time meeting the people, I also need to do a lot of reading which will help me make informed decisions. If I spend too much time outside, I will not have the time to study the proposed plans and will end up making mistakes.

RNC: The project will be revived. The EPU is now finalising the new terms and conditions with the developer who has been given a grace period to decide whether they want to take up the offer. If not, we will terminate the contract and call for fresh bids. It is 37% ready and there are some changes to be made, but the base will be the same. This project must go on or else it would be a waste.

SM: There are so many abandoned projects in KL. Shouldn’t the contractors or developers be liable for it?

RNC: Future projects will take into account the needs of the rakyat rather than the developer. However, people still ask why we (the Government) can’t take immediate action against bad developers. It’s not that easy. They have rights, too, and can sue. And, if they win, we will be forced to compensate them.

He said the Federal Territories Ministry and the Kuala Lumpur City Hall (DBKL) had submitted the terms and conditions of the project to the Economic Planning Unit (EPU).

"We are awaiting the EPU's decision on the terms and conditions as the project will have to go through the privatisation process.

"The contractor, who wins the project, has three months to decide whether to accept it. Should the contractor reject the offer, a new one will be chosen," he told reporters after launching an awareness campaign of the influenza A (H1N1) at the Bangsar Night Market here Sunday.

He declined comments on the terms and conditions of the project which stalled since 1992.

Located near the Puduraya bus terminal, the project had changed hands several times.

The Plaza Rakyat project was supposed to comprise three buildings - a 79-storey, 49-storey and 21-storey - for offices, condominiums and a budget hotel.

Plaza Rakyat contractor warned to start work soon

KUALA LUMPUR, Sun: The government will issue a warning to the contractor of Plaza Rakyat, a project that has been abandoned for 12 years, to start work soon or lose the job.

Federal Territories and Urban Wellbeing Minister Datuk Raja Nong Chik Raja Zainal Abidin said: "In a week or two, we will be issuing a warning to the contractor to continue the project"

"If we don't see any development in two months, then the tender awarded to the contractor will be terminated and a new one will be called," he said after giving Chinese New Year goodies to senior citizens and the disabled in Lembah Pantai parliamentary constituency here today.

Global Upline Sdn Bhd had been awarded the Plaza Rakyat contract, a mixed development project comprising three buildings for office space, condominium and a budget hotel.

Plaza Rakyat which in Dec 1992 cost RM1.2 billion is a joint-venture project between Kuala Lumpur City Hall (DBKL) and Plaza Rakyat Sdn Bhd (PRSB).

Datuk Seri Najib Tun Razak had visited the abandoned project twice since taking over as prime minister in April 2009.

On compensation to tenants at Plaza Rakyat, Raja Nong Chik said the government was not involved as it was the responsibility of the project developer.

The minister also said the planned flyover at Bangsar Baru and Bangsar Park would not be built if residents in the area were against the project. -- BERNAMA
