Tampa:
Tampa is filled during the day (weekdays) with the work and business crowd and until recently rolled up the sidewalks at night. The Channelside Complex and the Hockey Arena (hockey games and concerts) have definitely increased the amount of people at night and on weekends. New hotels have also increased the convention activity. There are many condo projects going up all over downtown/channelside which will create more of a livable downtown in the coming years. Most of Tampa's nightlife has been in Ybor and SoHo which are on opposites sides of downtown. All in all there aren't many restaraunts open at night in the CBD at this time but the residential developments will bring retail etc.
St. Pete:
Downtown St. Pete has less business space but more residential development downtown now. This downtown is growing also with high end residential. St. Pete overall has a more vibrant downtown with more parks and restaraunts. Only comparing downtowns - Right now I would say St. Pete has more action than Tampa. also, downtown St. Pete has the pro baseball stadium.
Both are great cities but Neither are 24hr. downtowns.
