is there any relation with the Marian towers and this project?

Really Lebanon needs more trees. There are soooo many projects under construction now and they're killing all the trees, but oh well Beirut is going to be the part of Lebanon where it's going to be all modern and buisness like. Are they going to be building all over Lebanon or just Beirut? for example will they be building stuff in the south, north, mountain, beqaa, etc.

No, there is no any relation between them. They are completely unrelated projects.
Marina Towers is in Beirut (Hotel District Area) whilst this one, Marina Hills is in the northern suburbs of Beirut, in a town called Dbayeh.

Interestingly, you can see construction continued during the war and the US evacuation taking place in the marina right in front (notice the ships and helicopter).

Marina Hills buildings reach the 2nd floor. The entire concrete of buildings will be completed by end of year 2006, and project is expected to be delivered in Oct-07

The buildings are nicely designed, not ostentatious, nicely clad, etc. But when driving past them I was stunned by how smashed together they look. I think we need to concede a bit on height and win a bit on spacing. Allow developers one more floor, for example, but oblige them to space buildings out a lot more - require a much larger minimum space between buildings. This project would be a great add to the hill if you could see upward a bit between the buildings and there were trees between and around them.

They didnt turn out very nice, its all cramped in togather. It turned out nothing like the render, no gardens or anything.
