This project is being developed at an area of 800,000 sq m on Nakheel district north of Riyadh. The cost of purchasing and developing the lot is around $213 millions.

The master plan is prepared by Zuhair Fayez Office and Arnest Young. The plan includes research centers, technology companies offices, and a 5 stars hotel. Microsoft already signed an agreement with the developer (Public Pension Agency) to set up an office at the city. Intel is on the way.

The first phase of the city will be ready by mid of 2008. The whole project will be complete by 2010.

The memorandum of understanding was signed by H.E. Eng Abdullah Bin Abdul Latif AlSaif, General Manager of SOIETZ, and Dr. Khaled Al-Dhaher, Microsoft Arabia General Manager. The new city will be established in Al-Nakheel district and encompasses top-notch IT infrastructure for setting up technology and scientific compounds and a complete business-driven zone for promoting the ITC industry in Saudi Arabia.

'Technology and Information City (TIC) will play a strong role in the development of our local economy. It will help create high-tech industries, new jobs, attract foreign capital and increase local and national competitiveness. This development role is particularly important in transferring technology into the Kingdom and 'catching-up' with rapid technological developments in the global economy,' Al Khrashi said. He appreciated the initiative taken by Microsoft to be one of the first tenants in the new city, stressing the significance of the contributions made by Microsoft Arabia in supporting the IT industry and knowledge-based economy in Saudi Arabia. 'Many big IT corporations have showed keen interest in having physical presence in TIC', Al Khrashi added.

In this regard, Al Khirashi indicated that PPA is currently coordinating with other global players in ITC to participate in this national project. 'Signing the memorandum of understanding with Microsoft Arabia comes as a starting point for this gigantic project. Moreover, we are going to sign similar agreements with other ITC corporations to have presence in the new city, whether by setting up branch offices or providing the logistical support to build the infrastructure', he explained.

Eng. Abdullah Bin Abdul Latif Al-Saif, General Manager of SOIETZ, said that TIC will be constructed on 500.000 sqm with the possibility to expand by another 300.000 sqm. The city will be totally financed by PPA. 'This is the first Saudi technology park licensed by SOIETZ. It will include research and development centers, small and medium-sized local and global enterprise buildings and production labs for the big ITC businesses. Naturally, TIC will open the door for the international and regional investment communities to invest in the Saudi IT industry and make the utmost usage of the facilities and services offered by the city to the local, regional and international investors', Al-Saif pointed out. The headquarters, Al-Saif added, of Saudi Organization of IT and Communications will be transferred to TIC on a 50.000 sqm area. This move is a vital indicator of the efforts taken by the Saudi government to attract more investments in ITC sector, taking into consideration that the big ITC corporations demonstrate their keen interest in having physical presence inside TIC.

Dr. Al Dhaher, Microsoft Arabia General Manager, expressed his enthusiasm while signing this agreement with SOIETZ as it vividly reflects Microsoft's interest to be one of the tenants in TIC and its desire to help make this new city one of the top-notch technology cities worldwide.

'This memorandum of understanding illustrates our role as a strategic partner with SOIETZ in helping accomplish this project and arming it with the high-tech facilities in ITC', Al-Dhaher added.

'We have agreed upon exchanging the consultancies and knowledge that will help in creating a vibrant and state-of-the-art infrastructure in TIC. We will also organize IT workshops, seminars and symposiums and will submit our suggestions to help transfer the technology into Saudi Arabia and provide the necessary industry training in collaboration with other constituencies in the city', Al-Dhaher replied on being asked about the role of Microsoft Arabia as stated in the signed memorandum of understanding.

Al-Dhaher warmly thanked the executors of TIC which goes in harmony with the remarkable progress in Saudi ITC sector, thanks to the policies and regulations set recently by the Saudi government to promote the growth and capitals of this sector to be the biggest in the region.

It is noteworthy that SOIETZ has, in collaboration with the High Commission for the Development of Al Riyadh, issued the initial licenses for setting up TIC. The construction will kick off after finalizing the feasibility studies and designs by next June. SOIETZ is the governmental body responsible for issuing the licenses for this project that will be developed according to time-line phases. The central zone of TIC will be accomplished by mid of 2008 followed by the other facilities and plants.

Bid deadline set for Riyadh technology park

Local contractors are to submit bids for packages valued at over SR5bn ($1.3bn) by 22 February for a technology business park in Riyadh.
Three packages are being issued for tender by the client, the Public Pensions Agency (PPA). They cover four high-rise towers and a number of ancillary buildings; housing; and a convention centre and hotel. In total the packages will involve the construction of 21 buildings.

The local contractors who have been invited to bid include Saudi Binladin Group, Saudi Oger, El-Seif Engineering & Contracting Company and Al-Redwan Trading & Contracting.

The Information Technology & Community Complex (ITCC) will be located in the Nakheel district of Riyadh. It is the kingdom's first dedicated IT park and is part of the country's effort to diversify its economy.

The ITCC is being developed in two phases. The first phase covers 500,000 square metres and will be developed over five years. It will be a gated community featuring offices, a library, a research and development complex, a sports club, and housing for staff working at companies based in the park. وقعت المؤسسة العامة للتقاعد أمس ثلاثة عقود لتشييد أربعة أبراج وفندق وقاعة مؤتمرات ومبان سكنية في مجمع تقنية المعلومات والاتصالات في الرياض، وذلك بقيمة إجمالية بلغت 3.3 مليار ريال وذلك بمقر المؤسسة في مدينة الرياض.

وقد وقع محافظ المؤسسة محمد الخراشي مع شركة الراجحي للمشاريع عقد تنفيذ مجموعة مباني واحة الأعمال بمبلغ 2590 مليون ريال في مدة تنفيذ 36 شهراً. وتحتوي واحة الأعمال على أربعة أبراج بارتفاع 20 دورا ومبنيين للأبحاث والتطوير ومبنى لحاضنات أعمال التقنية وآخر مخصص للخدمات الحكومية، إضافة إلى مبنى مكتبة إلكترونية ومسجد جامع وناد رياضي وعيادة صحية.

وذكرت صحيفة الاقتصادية أن العقد الآخر تم توقيعه مع شركة التعهدات والمشاريع الإنشائية بمبلغ 563 مليون ريال في مدة تنفيذ 36 شهراً، وذلك لإنشاء فندق خمسة نجوم وقاعة للمؤتمرات، ويضم 230 غرفة 40 جناحا ما بين أجنحة مميزة وأجنحة كبار الشخصيات وأجنحة ملكية، كما يضم عدة قاعات ضخمة للاحتفالات والمؤتمرات والمعارض، إضافة إلى مجموعة متكاملة من الخدمات الفندقية المميزة من حمامات سباحة ومطاعم ومناطق ترفيهية وناد صحي ومواقف سيارات تحت سطح الأرض.

كما تم توقيع العقد الثالث مع شركة اليمامة للأعمال التجارية بـ 188 مليون ريال في مدة تنفيذ 30 شهرا، لإنشاء مجمع سكني متكامل يضم 13 فيلا منفصلة لكل منها حديقة خاصة وحمام سباحة خاص وموقف سيارات خاص، كما يضم 22 فيلا متصلة، بحيث تم توفير حديقة خاصة لكل فيلتين وموقف سيارة خاص لكل فيلا.

وقال الخراشي إن المؤسسة العامة للتقاعد هي الجهة المالكة والمطورة لمشروع مجمع تقنية المعلومات والاتصالات ممثلة في شركة الاستثمارات الرائدة وتسير في تنفيذ هذا المشروع وفقاً للجداول والخطط الزمنية الموضوعة له، والتي أعدت بمساندة واحدة من كبريات الشركة العالمية المتخصصة في إدارة المشاريع.

وبين الخراشي أنه تم التوقيع مع شركة دار الرياض وشركة زهير فايز، وذلك للإشراف على تنفيذ مباني المشروع الرئيسية كما تم الاتفاق أيضا مع شركة Intercontinental Hotel Group، لتشغيل الفندق وقاعة المؤتمرات في المجمع، كما يجري العمل على إبرام اتفاقية إيصال التيار الكهربائي للمشروع مع الشركة السعودية للكهرباء

Drake & Scull wins $125m contract for Riyadh project

Dubai-based Drake & Scull International (DSI) has been awarded a AED460m ($125.2m) contract to complete the MEP works for the Information Technology and Communications Centre (ITCC) project in Riyadh.

The contract, awarded by the Rayadah Investment Company, will be a joint venture with the Saudi-based conglomerate Al Zamil Group, according to a statement from DSI.

In a bid to grow its operations in the kingdom, DSI recently established Drake & Scull Construction KSA. On Sunday the firm announced it had been awarded a $120m contract to build the Al Jawharah project in Jeddah.

“Following the recent win of Damac Jawharah Tower for SR450m and now the ITCC project, we can proceed in the knowledge that our efforts in the kingdom are starting to pay off and we are on the right track for further development within KSA,” said Khaldoun Tabari, Drake & Scull International CEO.

ITCC, a $1.6bn smart city, will span 776,000 sq m and will include four 20-storey towers and two business technology incubator buildings as well as leisure facilities and government buildings.

MEP work on the project has already begun and will be completed in 24 months, said DSI. The firm also aims to gain the basic LEED (Leadership in Energy and Environmental Design) certification through the use of grey water recycling, low energy lighting, low energy air conditioning and a reduction in solar gain.

كل يوم تقريبا امر عليه ما فيه شي طالع تقدر تصوره المشروع كله جاي في وسط الأرض مافيه شي قريب من الشارع أصبر تقريبا شهرين أو ثلاثة وكل شي يطلع

KAFD and info & tech city. what happened was that they stood more than
two years without going ahead any step in the two projects ... some
rumors were floating around that these projects will not be buit and that
they are,as pwincess says, "ink on paper" ... at the end of 2008, some kind
of real changes were going on in the company and they started working in
the two projects so fast

I heard about that too, it is said that the king him self was angry when after 2 years nothing happened. It's also said that the King has ordered cameras to be installed on certain projects (KAFD included) and these cameras are connected to monitors in his office . Big brother is watching them, no wonder they're working their ass off like that :lol:

^^ I do belive that is what happened.. I have few of my friends work for KAUST from Aramco team.. the king visited thier site few years ago and he told Nazmi Alnasser who was the project chairman at the time... "at least you guys are working on this project" and Nazmi was then told that the king visiting KAEC in Rabigh before coming to Thuwal and was pissed that the work didn't move as expected.. he was ferious ... and was relaved KAUST was progressing..
I wouldn't be surprized if he ordered them to step up their work...

IT knowledge is the most valuable commodity in the modern economy. Although IT is an inherently intangible; its assessment relies on the availability of creative people and a unique environment which helps to attract and assist them in upgrading and developing knowledge.

Information Technology and Communication Complex (ITCC) is a unique project that provides a special environment to attract talents and encouraging the creation of a dynamic community of professionals. Attracting and hosting advanced information and communication technology companies to Riyadh, Saudi Arabia.

The ITCC is developed on an area of 800,447 m2 designed specifically for IT and telecommunications, where the project supports and promotes the development of these two sectors in order to increase the opportunities of Saudi cadre into these fields. The ITCC will also Allow IT companies to compete; acting as a magnet for active international investments in this field.

ITCC philosophy is to mix business with living and comfort. This mix will give a special appeal to the work environment, especially with the availability of communication means and modern technologies; creating a sustainable vital and dynamic community.

The Master Plan design philosophy of the complex targets the creation of a consistent set of public arenas, green oases and green walking trails. Providing pedestrian public squares of green parks that are located along the lake to the region's entertainment hub that is surrounded by beautiful landscapes; merging the work place with the natural green oases.

18% of the land in this complex is dedicated to parks, water and recreational elements. Also the annexation of green areas within the roads, sidewalks and median plots constitute more than 25% of the total project area; reducing the building density and providing a more natural environment.

The complex offers a variety of knowledge areas such as IT, ICT, research & development and higher technical education. The complex also offers many services such as high-class hotels, unique housing, social & recreational activities and commercial activities. All of which are linked together in a natural environment.

The owners of the park, Public Pension Agency (PPA) are also the main developer of the complex; who are determined to develop and operate all the distinguished business, security and recreational services of the park which include:

• Spinal Recreational Area which is designed in the heart of the ITCC attracting a host of various recreational activities and social celebrations; providing a unique walkway that surrounds green open areas. The ground level floor of the buildings was designed to be overlooking the recreational and commercial areas. These areas will include restaurants, shops and cafes along the spinal area.

• Four administrative towers that surround "the Oasis of Knowledge" located on one side of the spinal entertainment area. These towers have been allocated to multinational ICT companies. These 20 story towers offer a distinctive architectural style and all means of comfort technology including:

- Wireless Optical high speed Internet.
- IP Telephone systems.
- Electronic signature.
- CCTV security system.
- Streaming video.

Electronically integrated security systems that allow only authorized personnel to enter designated business areas. Employee parking spaces provided through four underground floors, assigning parking lots for each tower.

• All buildings in the spinal area have intelligent designs that provide all IT services which include:

- Electronic library which hosts a variety of e-books and multimedia.

- Business incubators which provide a professional environment to embrace distinctive small investors and help them to develop their businesses; achieving independence over a short period of time.

- Research & Development Building that provides a distinct environment for R&D companies operating in the Kingdom allowing them to connect with all their branches worldwide.

- Central Services & Government Building which provides all services needed by local and international investors. Services include visas, work permits, accreditation by Chambers of Commerce and branches of banks. Other services include mail and freight forwarders.

- Clinics & Health Club, which provides health services to emergency situations through emergency clinics equipped with the latest medical equipment and a health club equipped with the latest fitness equipment.

- A unique circular design Mosque representing the main element of the courtyard named "Deep Reflection", emphasizing its role in the Islamic culture and impact on the evolving direction of human thought; encouraging the link of religion teachings to modern technical science streams.

- Five-Star Conference Hotel, one of the most luxurious in Riyadh with around 220 rooms, 40 luxury wings and royal & VIP suites. The hotel also includes several celebration, conference and exhibition halls; in addition to a full range of hotel services, swimming pools, restaurants, recreation areas, health club & parking.

- Residential villas & nursery, a complex comprising of 22 twin villas and 13 single villas. Each villa has its own private garden, swimming pool and parking.

- Recreational resident’s area located inside the fenced villas area for privacy; it includes parks, swimming pools, kids play areas and a child nursery.

- Residential buildings, two separate buildings for families and singles. Each Building is surrounded by gardens and parking areas for each building.

- Police and civil defense station, included for complex safety and security.

All uses are supported by greenery, recreation, lakes, two levels of parking under the spinal area & four levels under the towers. Also included a modern six floor parking designed using the electronic management system (BMS), allowing visitors to identify free parking spaces and providing them with the option of using environment friendly electric buses to move within the compound.

• Diversifying the economic base is a major goal for the ITCC, contributing further to the development of the labor force enabling the Kingdom to achieve the following objectives:

- Developing the IT industry in the Middle East and meet the special needs in Saudi Arabia.

- Take advantage of the available opportunities as a result of Saudi Arabia's accession to the WTO through the introduction of the best and most modern technologies to the Kingdom creating economic opportunities and new jobs.
