exporter din pala kayo ng mango! tapos may farms din kayo jan ng grapes, saka guapple, wow naman!

hindi ko alam ito na exporter din pala kami ng mangga hehehe. ang kilalang export products ng La Union ay ang pebbles sa Luna at ang inabel (tela) ng Bangar hehehe

I'm back! Bikini open was fun (forget about the hosts for the event)! I only had few photos of the whole of urbiztondo beach, sobrang dami kasi ng tao. hindi rin maganda ang phone ko pag nagpipicture ako during nighttime. high tide rin kaya maraming turista ang nabasa ng alon habang nanonood. Mula sa Ganaden Resort hanggang sa Kahuna Resort (a stretch of around 500 meters), people are everywhere, nagkalat din ang mga booths. Napakaraming tao as in! My extimate is that around 20, 000 people including me were there.

Napakaraming tao kanina sa San fernando, mostly tourists waiting for a jeepney ride to San Juan and students from Northern towns of La Union and Ilocos who came from their schools in the city for their enrollment maybe. Napakaliwanag din ng San Fernando. Napakatraffic din sa Bauang dahil sa sobrang dami ng mga sasakyan na dumadaan. Sa san Juan naman, around 20,000 ang pumunta sa kahabaan ng Urbiztondo beach for the bikini open.

There were also many foreign tourists, mostly from Germany, Australia and Korea. Marami rin ang galing ng Baguio at Manila. Lahat ng resorts sa kahabaan ng Urboztondo Beach ay packed, at ang mga rooms ay fullu-booked. This only shows that La Union Surfing Break is becoming the Largest beach event in the country this year!!!:banana::banana::banana:

MANILA, Philippines – The country must double its toll roads to 600 kilometers in the next five years to make the Philippines more competitive.

Speaking before foreign businessmen at the Dusit Hotel yesterday afternoon, Metro Pacific Tollways Corp. president and chief executive Ramoncito S. Fernandez said that the Philippines only has 300 kilometers of toll road compared to Thailand’s 1,000 km.

“The real target is over 1,000 km. but if we want to be realistic the goal should be 600 km. in five years,” Fernandez said.

Fernandez noted that the expansion of the country’s toll road system could lead to the development of more tourist destinations such as the Anawangin Cove in Zambales, sand dunes in Ilocos Norte, the Ambuclao dam and the relic of the Holy Cross in Tarlac.

For next year, Fernandez said that the government is developing at least seven road projects that will be included in the Public Private Partnership. These are the North Luzon Expressway (NLEX) to Mac Arthur, Valenzuela and North Harbor, the expansion of the Light Rail Transit 1 (LRT1) by 12 kilometers to Bacoor Cavite, the expansion of LRT 2 until Masinag, the connection of the NLEX North Balintawak to Buendia, the Cavite Laguna (CALA) expressway road, the Tarlac Pangasinan La Union Expressway (TPLEX) and the seamless expressway or the connection of the NLEX and the SCTEX.

For Metro Pacific, Fernandez said they are undertaking the P10 billion segment nine and 10 and the P21 billion NLEX and SLEX.

Segment 10 is linking McArthur Highway in Valenzuela to Port Area in Manila while Segment 9, will connect McArthur Highway to NLEX. Another upcoming project of MPTC is segment 11, an elevated road project to connect the North Harbor area to Buendia in Makati.

The three projects make up the second phase or expansion of NLEX. Phase 2 consists of four road projects: the just-opened P2.1-billion Segment 8.1 or the NLEX-Mindanao Avenue Link, a 2.7-kilometer expressway that connects NLEX at its Valenzuela junction to Mindanao Avenue in Quezon City providing motorists with additional entry and exit ramps to the NLEX; Segment 8.2 which will link Mindanao Avenue to Katipunan Avenue and to C5; Segment 9, 10, and 11.

THE Board of Investments has granted incentives to five projects worth P326.30 million in cold storage, shipping, garments, water block, and theme park expansion, the board said in a statement Friday.

The biggest, amounting to P120 million, is the cold storage project of Jentec Storage Inc. in Barangay Agusan, Cagayan de Oro City. The facility will be constructed on a one-hectare lot with five cold storage rooms with a total capacity of 225 metric tons per room.

Jentec will cater primarily to the producers and traders of agricultural products and processed food in Northern Mindanao and neighboring areas.

Some of the intended clients are San Miguel Corp., Bounty Fresh Foods, Senior Pedro Chicken, Nestlé Philippines Inc., and Tsibiana Farms.

Commercial operation is expected to start this month with a manpower requirement of 16 personnel. This is already the firm’s fifth project to be registered with the BoI but their first foray in Northern Mindanao.

The P113.6-million project of SMC Shipping and Lighterage Corp., a new domestic shipping operator, also got the BoI’s approval.

With its homeport located in Sto. Tomas, La Union, the project involves the firm’s acquisition of a brand-new 7,800-MT non-propelled barge named MV Katarungan 2 which was built in China in January this year.

The vessel will be acquired from Inte Marine Pte. Ltd. of Singapore and will be used for hauling and transporting mineral products—like coal and gypsum —of various clients within the Philippines.

Proposed clients include Saturn Cement Corp., Holcim Philippines, Northern Cement Corp., PNOC Exploration Corp., and San Miguel Group of Companies.

The Maritime Industry Authority endorsed the project to the investments board. The MV Katarungan 2 will start operations this month, and will be undergoing sea worthiness tests by Marina upon delivery.

The board also approved the P9.06-million expansion project of Feranti Shirt Factory Inc. in Baesa, Caloocan City.

The expansion will involve the upgrading and acquisition of machinery and equipment to increase production capacity to 100,000 pieces of garments per year.

The company is into the manufacture of all kinds of knitted fabrics and garments for export to other countries. It already has two projects registered with the BoI as producer of garments with aggregate registered capacity of 1,150,000 pieces per year.

The project is expected to generate 110 jobs once commercial operations start this month.

The BoI also approved the application of Gloria de Dapitan for its expansion on their P77.5-million fantasy land amusement and theme park in Dapitan City, Zamboanga del Norte.

The Jalosjos family-owned project involves the development of additional 5,100-square meter of land and the acquisition of brand-new theme park rides. It also includes the acquisition of shuttle buses to beef up its existing transportation coaches which are used to transport tourists from pick-up points going to the theme park.

The existing theme park has a total area of 9,335 sq. m. and began operating in May 2009. It is the biggest theme park in Mindanao as it offers a wide variety of amusement rides and facilities.

The expansion was endorsed for BoI registration by the Department of Tourism.

The expansion is slated to kick off in December 2010 and will employ 18 additional personnel.

The P6.14-million water block project of Hardware Labs Performance Systems Inc. in Talayan Village, Quezon City also got the board’s nod.

A NEW set of 15 local government units (LGUs) will be added to an equal number of colleagues which have earlier been identified as recipients of a P1-million cash prize from the Department of Interior and Local Government (DILG) for best practices in governance, an official said.

"We hope to release [the list] of another 15 LGUs to be awarded with P1 million each before the year ends," Annaliza F. Bonagua, DILG assistant director for local government development, told BusinessWorld in a telephone interview.

"We have to validate the next 15 to be awarded. As [Interior Secretary Jesse M. Robredo] mentioned, there is a P30-million budget on this but we have only released the first P15 million," she added.

Chosen LGUs have obtained the seal of good housekeeping.

According to DILG documents, performance challenge is "an incentive fund to LGUs in the form of counterpart funding to high-impact capital investment projects in the annual investment program funded out of the 20% local development funds that are consistent with the national government’s priorities."

Performance challenge aims to recognize good governance in planning, budgeting, revenue mobilization, financial management and budget execution, procurement and resource mobilization.

It also aims to encourage alignment of LGU projects with those of the national government.

By obtaining the seal of good housekeeping, the local governments would hopefully land in the investment map of businesses through sectors identified by the national government.

Ms. Bonagua said the program is a "pilot run" of DILG’s performance challenge fund in 2011.

"We do not have the P500-million project for the performance challenge fund yet because it is set for 2011," she said, clarifying reports that the cash prize released to the first batch of winning LGUs "came from the DILG’s budget savings."

LGUs that have met performances standards and were each awarded P1 million last Oct. 18 were: Anilao, Iloilo province; Balete, Aklan; Balilihan, Bohol; Catigbian, Bohol; Clarin, Misamis Occidental; Damulog, Bukidnon; Datu Paglas, Maguindanao; Leon B. Postigo, Zamboanga del Norte; Mobo, Masbate; Naawan, Misamis Oriental; Pitogo, Quezon; San Agustin, Surigao del Sur; Santol, La Union; Sto. Domingo, Albay; Tampilisan, Zamboanga del Norte.

Mr. Robredo has said that winning LGUs may avail of proceeds from the performance challenge fund next year.

DILG’s current budget is P65.60 billion. The agency’s proposed budget for 2011 is P86.91 billion. -- Ann Rozainne R. Gregorio

Arson eyed in fire

LA UNION, Philippines – Police are looking at arson in the fire that gutted a portion of the old public market building in Rosario town on Saturday night.

La Union police director Senior Supt. Ramon Purugganan said the fire that broke out at 9 p.m., destroyed between P5 million and P7 million worth of merchandise because stall owners had stocked on products for the All Saints' Day and Christmas holidays.

No one was hurt in the fire that was put out more than an hour later, he said. Purugganan said witnesses saw a man running out of the market building minutes before the fire started. He said their initial reports showed that most stall holders in the old market were transferred to a new building, but some tenants chose to stay until their lease contracts expire in December.

MANILA, Oct. 30 (PNA) -- The Board of Investments has approved the application of SMC Shipping and Lighterage Corporation (SMCSLC) as a new domestic shipping operator.

It applied for a pioneer status with a project cost of Php 113.6 million.

The project’s home port will be located in Sto Tomas, La Union.

The project involves the acquisition by SMCSLC of a brand new (7,800 MT) non-propelled barge named “MV Katarungan 2” built in China in January 2010.

The vessel will be acquired from Inte Marine PTE. Ltd. of Singapore and will be used for hauling and transporting mineral products (i.e. coal, gypsum, etc.) of various clients within the Philippines.

The proposed clients include Saturn Cement Corporation, Holcim Philippines, Northern Cement Corporation, PNOC Exploration Corporation and San Miguel Group of Companies.

The Maritime Industry Authority favorably endorsed the project to the BOI. M/V Katarungan 2 will start operations in November 2010, and will be undergoing sea worthiness test by the Maritime Industry Authority upon delivery. The project will generate seven new jobs.

This is the firm’s eight (8th) project applied for BOI registration. The main stockholders are San Miguel Corporation (70 percent) and Kadiwa Tranport Corporation (30 percent).(PNA)

The Philippine Chamber of Commerce and Industry (PCCI) awarded the Province of La Union a Special Citation as one of this year’s Most Business-Friendly Local Government Units (LGU) in the country during the culmination of the 36th Philippine Business Conference and Expo on October 13, 2010 at the Manila Hotel, City of Manila.

The citation is in recognition to the province, led by Gov. Manuel C. Ortega, for its outstanding efforts in instituting good governance reforms to promote trade and investment in the localities; ensure efficiency, transparency, and accountability in the conduct of day-to-day operations; and elevate competitiveness, which will ultimately benefit the citizenry.

Nuestra Señora Virjen del Mar Cuativa Church
asked some sculptors in Manila to carve three statues to be enshrined at the parish church- one for the Blessed Mother, another for St. Michael and the third for the Holy Guardian Angels. In July of the same year, the statues were packed in three boxes and sent to Sto. Tomas by sailboat named Matutina via China Sea.

Pirates from Jolo, however attacked the sailboat but miraculously, no one among the outnumbered crewmen died who sought the intercession of the Blessed Mother for help & protection. The pirates seized all their belongings including the boxes containing the images. They mocked the statues and cut the left forearm of the Statue of Mother Mary, then threw the boxes into the sea. The box that contained the Blessed Mother’s statue is the only thing that floated to the shores of Bolinao where it was amazingly found dry by Christian Soldiers. When they found out that the statue was addressed to Sto. Tomas, La Union, they immediately wrote to the town’s parish priest, who in return requested that the holy image be sent to Sto. Tomas.

In July 19, 1845, the holy image was brought to the parish church amidst ringing of church bells, singing and reveling. Since then, many miracles, cures and conversions to the Catholic faith, safe & easy childbirth, have been attributed to her. An Augustinian had replaced the statue’s lost arm with a golden forearm. It was said however that that it did not fit the body of the image and was observed to have shrunk everyday until it completely fell off the statue on the third day. It was replaced with an ivory arm, but the same thing happened. Thus, devotees tied the ivory forearm with metal string to avoid falling off, which remains to this day.

The Nuestra Señora Virjen del Mar Cuativa Church, a man made pilgrimage, is a popular attraction in the province of La Union.

TACLOBAN CITY -- The provincial government of Leyte has started implementing the German-funded Integrated Taxation Management System (iTax) in 17 towns.

Leyte Governor Carlos Jericho Petilla told journalists here yesterday that the computerized tax administration system, set up with the support of the German Technical Cooperation (GTZ), will enable local governments to better store and track taxpayer records.

The system is being implemented in the municipalities of Abuyog, Alangalang, Albuera, Babatngon, Barugo, Bato, Baybay, Burauen, Calubian, Isabel, Javier, Kananga, Mayorga, Tabon-tabon, Tanauan, Tolosa and Palo.

Similar systems had been set up with GTZ help in La Union, Misamis Occidental, Lanao Del Norte and Negros Oriental.

Mr. Petilla said this is part of efforts to wean local governments away from depending too much on the Internal Revenue Allotment (IRA), which is their share in national tax collections.

"We have to learn not to be IRA-dependent and the answer to that is an efficient local tax collection system," Mr. Petilla told local chief executives from the 17 municipalities in a recent meeting. -- RLA

SINGAPORE -- Pepsi-Cola Products Philippines, Inc. plans to build 11 renewable energy plants to provide power for its steam machines.

Redentor R. Gabinete, commercial director of Pepsi Philippines, said in an interview at the sidelines of the Clean Energy Expo Asia that the company would be putting up biomass plants with the help of renewable energy companies at its different plants nationwide.

“We’re working with different project proponents for clean energy plants in our plants. We already have a plant in Muntinlupa that powers our steam machine to clean bottles. It uses coconut hulls and we are planning to source more of our steam from those kinds of plants,” said Mr. Gabinete.

The plants will mostly be biomass plants and will be built in La Union, Pampanga, Naga, Cebu, Leyte, Bacolod, Iloilo, Cagayan de Oro, Zamboanga, and Davao.

These plants are expected to be built in three to five years. Once the plants are online, they can generate 11 megawatts (MW) to 15 MW of power.

Pepsi Philippines is looking for either build-operate-transfer or build-operate-supply agreements with renewable energy companies.

With these projects, Pepsi Philippines hopes to lower its power costs.

For the Muntinlupa plant alone, Pepsi Philippines can save four million liters of fuel with the use of biomass plants, Mr. Gabinete said.

Mr. Gabinete said the company’s main investment in the project would be the land where the plants would be built.

Renewable energy companies to be tapped under the partnership will get financing from banks through the World Bank’s International Finance Corp.

“Our investment is really in the land. But beyond that we could also help the community. For those areas where the biomass supplies like coconut hulls will be sourced, we can give Pepsi products in exchange for their coconut wastes to sell in their cooperatives,” said Mr. Gabinete.

With a guaranteed offtaker like Pepsi Philippines, renewable energy companies may find it easier to pitch their clean energy projects for financing, Mr. Gabinete said.

The Clean Energy Expo Asia gathered industry players and experts to share information. The event, part of Singapore’s International Energy Week, will run until today. -- Emilia Narni J. David

SAN FERNANDO CITY, LA UNION – On October 5, 2010, a week after the city councilor’s 1st out-of-hall session at San Agustin Elementary School, the regular city councilor’s session resumed at the People’s Hall.

The session started at 10:00 AM with a privilege speech granted to Atty. Plata of Philippine National Bank (PNB) and latter, lunch time was moved to 12:30 PM wherein the session continued.

Atty. Plata said in his speech that they were invited by the City Mayor Pablo C. Ortega to introduce and discuss about the Local Government Unit Loan Service of PNB dubbed as Local Government Credit Financing Program to the City Councilors. The PNB official assures that opening this program to San Fernando City will not generate a negative issue.

“Of course we would not be here if San Fernando City, La Union is not qualified to borrow.” Atty. Plata said.

Under the program, qualified borrowers are provinces, cities and municipalities. Atty. Plata furthered that there is no problem with them [PNB] lending loan to local government units despite the fact that PNB is a private bank and there has been negative publicities thrown to them by other government agencies in the past. Atty. Plata debunk the issues concerning the negative impressions about the bank and he further explains that during the meetings among high officials of PNB, they [PNB officials] agreed to continue lending loans to local government units albeit being privatized. PNB was privatized in mid-1996.

From the PNB website, eligible projects under the program are revenue generating or cost saving projects and projects with significant socio-economic impact on the community such as public market, infrastructure, machinery and equipment, etc.

One city councilor expressed his concern in case when national economy will stagger and interest rates to loans would be affected, the local government might be put at risk of paying sky-rocketing interest rates. He asked for a guarantee from Atty. Plata that whatever happens to the economy, the LGU would still pay a fixed interest ceiling rate for the loan. Atty. Plata replied, citing records that interest rate of other LGU’s goes down unlike other banks. He exemplified the case of Lipa, Batanggas when Gov. Vilma Santos-Recto was still the mayor. Their LGU started on 14% interest rate payable for 15 years but it went down to 9%.

Plata further said, “It can go down and it depends upon the deposit level. A high deposit level indicates that the loaners are capable of paying for loan amortization.”

He assured that only the interest is payable and no other fees will be added. To guarantee that interest rate will not go up, Atty. Plata said that they will do it in writing and if 12% is high for the LGU, what they will offer is lower.

San Fernando City, La Union – A Philippine serpent eagle was surrendered to the Department of Environment and Natural Resources (DENR) on Tuesday, November 2, 2010.

This was after Anthony Valdriz, a resident of Barangay Urbiztondo, San Juan, La Union caught the said eagle along the shores of San Juan. According to Valdriz, the serpent eagle was found weak and unable to fly.Valdriz was accompanied by Barangay Chairman Ericson Valdriz to turn-over the rescued serpent eagle to the office of the DENR.

The Philippine Serpent eagle or Spilornis holospilus is mostly found in major islands of the country except in Palawan. It is usually seen flying over clearings and river valleys. The eagle feeds on amphibians, reptiles and other live prey and can be distinguished by more well-defined spots on its underpants and wings.

Two Philippine Serpent Eagles were also rescued from the mountains of the Cordillera in the past years.

LA UNION, Philippines – While government loads up its anti-poverty budget for 2011, the Department of Social Welfare and Development (DSWD) seems to have no solution in sight for street “urchins” – many of them resorting to begging on the streets, sniffing addictive solvents, or even getting involved in thefts and other crimes.

On Thursday in San Fernando City in La Union, about 100 Badjaos from Zamboanga were rounded up by police for their early Christmas begging on the busy streets, creating traffic congestion.

Mayor Pablo Ortega said police and personnel from the City Social Welfare Office had to chase the beggars. “They were playing hide and seek with our personnel for several hours,” he said.

Ortega said those rounded up were temporarily sheltered at the motorpool of the city government in Barangay Tanqui here.

“Motorists and drivers are complaining because they (Badjaos) are becoming risk and some were nearly hit by vehicles.

They can cause accidents or they may become victims of accidents. We are concerned with their safety,” Ortega said.

During rush hours most Badjaos, especially the parents brought their babies with them, exposing the infants to the scorching sun and pollution.

Ortega said Badjaos from Zamboanga and Aetas from Zambales flock to La Union to start their Christmas begging as early as October.

“They (beggars) are usually here to beg during the Christmas season. But because we have an ordinance banning mendicancy in our city, the police and social workers were prompted to take them for temporary custody,” Ortega said.

Antipolo City in Rizal has a similar problem but with local out-of-school youth.

The group of street urchins normally seen begging for alms during the rush hour, if not sniffing solvent, in the busy streets here has resorted to robbery, police said.

This came as policemen recently arrested six minors after the management of a fast-food joint (KFC) reported the loss of P22,300.00 in P5.00 coins which were kept in the food store’s vault recently.

The suspects were nabbed one after the other following the arrest of one of the street kids who claimed they had climbed to the roof of the restaurant and went down through the ceiling to gain entry into the stock room where the vault containing the coins were kept.

It was learned that the suspects were turned over to the city government-managed shelter for street kids but the kids later escaped while under the custody of the City Social Welfare Development (CSWD) office.

Supt. Manuel Pion, chief-of-police said two of the six suspects, whose ages range from 13 to 17, were re-arrested the other day after concerned citizens spotted them roaming the city plaza.

Investigators said a few hours prior to the fast-food joint theft last November 1, the same group of kids had robbed a jeepney passenger off her valuables.

A few nights before the robberies, one of the street kids claimed to have stabbed a man with a broken gin bottle when the latter tried to molest a fellow female street kid. The incident was not reported to the police, it was learned.

Ms. Nadeia Sarte, CSWD head, said various non-government organizations and Christian churches in the city have vowed to provide financial support, food and shelter assistance to the street kids but these philanthropic private groups need to see that the local government is serious in its aim of keeping the street kids off the streets.

SAN JUAN, La Union, Philippines—The panic generated by the approach of Typhoon “Juan” here last week could only be matched by the surfing crowd’s anticipation for “The Big One”—an ethereal reference to the perfect wave.

Ask any surfer who motored here last week to compete in the 5th La Union Surfing Break or to earn a few hundred pesos by teaching beginners.

The last week of October drew up to 6,000 visitors, making it the most successful surfing event yet, says Rodolfo Yabes, president of the San Juan Beach Resorts Association, who chaired Surfing Break.

Surfing Break earned more than P100,000 in three days, indicating how much more the community profited from the new surf trade.

“Surfing has been promoting San Juan and even the province. People who come [to] surf, also visit other La Union towns,” Yabes says.

Surfing also introduced new trade to the villagers.

There are about 60 surfing instructors in Barangay Urbiztondo alone who annually pitch tents and offer refresher courses or crash courses.

San Juan has nine resorts that benefit from Surf Break. Yabes says all of their resorts have been fully booked.

These resorts also operate their own surf clinics. The more formal clinics charge as high as P475 for an hour of lessons. Student surfers who go to transient clinics pay P200 an hour.

Arnel Badang, a surfing instructor at Sebay Resort, says he teaches up to 500 clients from October to December when surf crowds gather each year.

“Business is strongest during vacations [like the long All Saints’ Day weekend]. Business comes from students of Metro Manila,” he says.

Surfing instructors earn according to how long they end up teaching beginners. “Surf instructors have to treat these students well so they come back with friends in tow,” Badang says.

When Typhoon “Pepeng” struck Northern Luzon in October last year, the Surf Break’s official surf clinic recorded over 100 students paying high for lessons, says Tomas Pinasen, an employee of the clinic.

La Union identifies typhoon 'Juan' rehabilitation program

San Fernando City, La Union (7 November) -- In the pursuit of immediate assistance to affected farmers in the province of La Union, the provincial government, thru the Office of the Provincial Agriculturist, proposed programs for the province' agricultural and fishery sectors which were severely affected during the onslaught of typhoon "Juan" last month.

"To fast-track recovery of the losses of our farmers, the Provincial Government of La Union will be purchasing open pollinated variety of assorted vegetable seeds which will be distributed to barangays currently experiencing high incidence of malnutrition," Provincial Agriculturist Officer Imelda Sannadan said.

Said initiative aims to intensify food production inorder to mitigate hunger incidence in the countryside in collaboration with the Provincial Nutrition Officer.

Due to the announcement of the Department of Agriculture that there will be no seed subsidy for rice farmers during the dry crop season or the second crop due to budget deficit, the provincial government may now offer a 50 percent seed subsidy to farmers who will be planting rice during the dry cropping season.

Fertilizer distribution to farmers in the two congressional districts was also scheduled this month to be funded under the PDAF of Congressman Francisco'Pacoy' Ortega of the first district of the province.

To further enhanced assistance to affected farmers, there is also a proposal to purchase farm equipments as requested by the farmers.

"The proposal is an essential part of the rehabilitation program of the province and said farm equipments will fast track the implementation of'long-term' agricultural activities in the province," Sannadan said.

As planned, the Office of the Provincial Agriculturist (Opag) will monitor the farm equipments to ensure that the equipments will be properly utilized.

Moreover, the Maisan sa Barangay Program of the province, a new program implemented only last year, thru the Opag will be continued.

The program was sponsored by the Abono Party-list under Congressman Pacoy where corn seeds were provided, including the fertilizer (urea) requirement.

Each cooperator receives corresponding seeds and fertilizer for identified 1,000 square meter area.

Sannadan said that this time the recommended seed-variety is the glutinous corn.

It was noted that the province's agricultural and fishery sectors' total damages during typhoon 'Juan' recorded to P122,469,313.00.

Most of the products affected include rice; corn (yellow and white); vegetables like tomato, string beans, eggplant and the like; fruit-bearing trees like mango, fisheries with bangus and tilapia; aside from the agricultural-infrastructure damages. (PIA R1/La Union)

Koreans remain as the country’s top tourists as Philippine tourism received an 18 percent growth in tourist arrivals from January-June this year.

According to the Department of Tourism (DoT), the statistics from the first half of the year are better compared than last year. Korean tourists’ fondness for the country’s natural wonders continues to be the main reason why they continue to rank as our top tourist market. The overall number of Korean tourists comprised at least one-fourth of the overall number of visitor arrivals in the country.

The charms of the country’s idyllic beaches from Boracay, Cebu, and Palawan continue to lure in Korean tourists into the country especially with the boom of destination weddings in various parts of the country.

A delightful surprise from the latest report from the DoT is the United States. Tourists from the US came in close second to Korean tourists, contributing 317,181 or 19 percent to the total number of tourist arrivals from January-February, or at least 10,000 more American tourists.

The high placement of tourists from the United States is widely attributed to the numerous adventure destinations in the country. Adventure destinations such as Cam Sur’s Water Sports Complex (CWC) continue to receive large number of tourists including Americans. On the other hand, surfing destinations such as La Union :banana::banana::banana::cheers:and Siargao have been luring Americans into the country by hosting international surfing events. International events for surfing, wake boarding and other water sports are now being held in the country and patronized by surfers from all over the world.

The number of Chinese tourists, on the other hand, had almost doubled with a 75 percent increase from 8,366 last year to 14,633 this year. The influx of Hong Kong tourists also increased by 50 percent this year from January-June but this is expected to dwindle a bit as an after-effect of the August 23 hostage incident.

The DoT remains confident that the country’s tourism will bounce back from the incident as it continues to look for more ways to widen its market. After all, the Philippines is one of the few countries in the world that have been able to flourish amidst global economic crisis, especially in terms of tourism.

Japan ranks third in the country’s top markets in terms of volume with 171,655 tourists, while China, Hong Kong, Australia, Taiwan, Singapore, Canada, and United Kingdom complete the top markets.

San Fernando City, La Union (7 November) -- In the pursuit of immediate assistance to affected farmers in the province of La Union, the provincial government, thru the Office of the Provincial Agriculturist, proposed programs for the province' agricultural and fishery sectors which were severely affected during the onslaught of typhoon "Juan" last month.

"To fast-track recovery of the losses of our farmers, the Provincial Government of La Union will be purchasing open pollinated variety of assorted vegetable seeds which will be distributed to barangays currently experiencing high incidence of malnutrition," Provincial Agriculturist Officer Imelda Sannadan said.

Said initiative aims to intensify food production inorder to mitigate hunger incidence in the countryside in collaboration with the Provincial Nutrition Officer.

Due to the announcement of the Department of Agriculture that there will be no seed subsidy for rice farmers during the dry crop season or the second crop due to budget deficit, the provincial government may now offer a 50 percent seed subsidy to farmers who will be planting rice during the dry cropping season.

Fertilizer distribution to farmers in the two congressional districts was also scheduled this month to be funded under the PDAF of Congressman Francisco'Pacoy' Ortega of the first district of the province.

To further enhanced assistance to affected farmers, there is also a proposal to purchase farm equipments as requested by the farmers.

"The proposal is an essential part of the rehabilitation program of the province and said farm equipments will fast track the implementation of'long-term' agricultural activities in the province," Sannadan said.

As planned, the Office of the Provincial Agriculturist (Opag) will monitor the farm equipments to ensure that the equipments will be properly utilized.

Moreover, the Maisan sa Barangay Program of the province, a new program implemented only last year, thru the Opag will be continued.

The program was sponsored by the Abono Party-list under Congressman Pacoy where corn seeds were provided, including the fertilizer (urea) requirement.

Each cooperator receives corresponding seeds and fertilizer for identified 1,000 square meter area.

Sannadan said that this time the recommended seed-variety is the glutinous corn.

It was noted that the province's agricultural and fishery sectors' total damages during typhoon 'Juan' recorded to P122,469,313.00.

Most of the products affected include rice; corn (yellow and white); vegetables like tomato, string beans, eggplant and the like; fruit-bearing trees like mango, fisheries with bangus and tilapia; aside from the agricultural-infrastructure damages. (PIA R1/La Union)

Yes indeed, maliit lang ang city namin, pero marami ang pumupunta dito from other towns and provinces para mag-aral, magtrabaho, magpagamot sa mga hospitals dito, mamasyal, etc. Marami parin ang dapat i-unlad ang San fernando kung icompare sa neighboring cities, pero competitive enough narin hehehe

MANILA, Philippines – The Philippine ground transport infrastructure sector will see a boom in public-private partnerships (PPP) in support of government programs next year and, as a result, will experience another growth year in 2011.

This was the forecast made by Ramoncito S. Fernandez, president and CEO of Metro Pacific Tollways Corporation (MPTC), in a talk he delivered at the meeting of the Joint Foreign Chambers of the Philippines last Oct. 28. Hosted by the American Chamber of Commerce of the Philippines Inc. (AmCham), the meeting, which was held at the Dusit Thani Hotel in Makati City, was attended by members of the Australian-New Zealand Chamber of Commerce (Phils.) Inc., Canadian Chamber of Commerce of the Philippines Inc., European Chamber of Commerce of the Philippines Inc., Japanese Chamber of Commerce and Industry of the Philippines Inc., Korean Chamber of Commerce of the Philippines Inc., and Philippine Association of Multinational Companies Regional Headquarters Inc.

Next year, Fernandez said, a number of major expansion projects will be implemented, including three where MPTC will be directly involved. These are the North Luzon Expressway (NLEx) Segments 9 and 10, two projects under NLEx Phase 2, a multibillion-peso road network expansion program that will make the NLEx more accessible to motorists, and the NLEX-South Luzon Expressway (SLEx) Connector Road.

A member of the Metro Pacific Group, MPTC is the holding company that has under its wing the Manila North Tollways Corporation (MNTC), the builder and concessionaire of the NLEX, and the Tollways Management Corporation (TMC), the operations and maintenance (O&M) operator of both the NLEx and the Subic-Clark-Tarlac Expressway (SCTEx). Because of the huge success of the rehabilitated NLEx, which has become a vital artery linking Metro Manila to Central and Northern Luzon, both MPTC and MNTC are now widely recognized as leading authorities in the ground transport infrastructure field and their executives are often invited as resource persons on the subject.

NLEx Segment 9 will connect McArthur Highway, the old route to Central and Northern Luzon, to NLEx in Valenzuela, while Segment 10 will link McArthur Highway to Manila’s Port Area. Better known as the “NLEx Harbor Link,” these two road projects are expected to dramatically speed up the transport of goods from Central and Northern Luzon to the North Harbor, Metro Manila’s premier domestic port.

The NLEx-SLEx Connector Road, on the other hand, is a 13.2-kilometer expressway that will make the movement of people and goods between Northern and Southern Luzon faster, more efficient and more convenient. It will cut travel time between the NLEx and SLEx to only 15-20 minutes, decongest Metro Manila by providing an alternative to C5, EDSA and other major thoroughfares, and allow unrestricted traffic flow from the ports of Southern Luzon, thus, easing truck ban concerns.

Other expansion projects that the government will implement in partnership with the private sector in 2011, according to Fernandez, are the MRT 3 and LRT Line 1 expansion to Bacoor, Cavite; LRT Line 2 expansion from Santolan to Masinag; the Cavite-Laguna (CaLa) Expressway that will link the Coastal Road to Silang, Cavite; and the Tarlac-La Union Toll Expressway (TLUTEx) that will extend the NLEx to Rosario, La Union.

The expected boom in 2011, Fernandez noted, will continue the steady growth that the ground transport infrastructure sector has been experiencing over the last few years. In the last three years, he said, the toll road business alone attracted more than P30 billion worth of investments.

Toll road and rail usage, he noted, has continued to grow strongly. Citing an example, Fernandez said the NLEx has broken its all-time high daily average vehicle entry record for two consecutive years.

More importantly, he said, by facilitating the movement of people and cargo, the toll road industry has contributed significantly to the economic growth of Central, North and Southern Luzon.

Right-of-way problems have delayed by at least six months the construction of the Tarlac-Pangasinan-La Union expressway (TPLEX), according to Ronaldo Elepano Jr., first vice president for business development overseas of DMCI Holdings.

Sammy Lazo, president of Philippine Infrastructure Development Corp. (PIDC), the consortium which holds the 35-year contract to build, operate and maintain the road, said in a separate interview that changes in alignment of some of the interchanges may cause additional cost.

It has yet to be determined how much the additional cost would be or who should pay for it.

DMCI is one of the stockholders of PIDC.

Elepano said the construction should have started in April but DMCI could not go full blast because the ROWs were being delivered in tranches.

He said the Pangasinan area has so far been cleared.

Lazo said in absence of cadastral maps, ROW acquisition has encountered documentation problems. Some of the lots have been subdivided to John Does and plotting of others as to their boundaries does not match, causing the builder to amend ROW contracts.

Some of the problem areas in the in southern part, near the border of Rosales and Pura in Pangasinan.

But Lazo said this should not stop DMCI from constructing. "It’s just a matter of managing it."

Lazo said the contractors have mobilized their equipment despite the ROW setback.

On the cleared sections from Tumana in Pangasinan going south, construction can start January or February.

Lazo said the realignments along the 88.5-kilometer expressway are on the interchanges in Carmen in Pangasinan, Victoria in Tarlac and in La Paz where a church will be have to be bypassed.

"The costing has changed in terms of scope and variations. (The cost) has to be adjusted. But who should pay?" Lazo said.

If it is a design problem, the additional cost is normally shouldered by the contractor but if the change is in variation or scope, it is be paid by government. PIDC received a P3 billion subsidy through bridge financing from the government.

The four-lane would connect to the Subic-Clark-Tarlac expressway.

The new highway, originally set for completion in 2013, is expected to cut travel time to Manila from northern and central Luzon by an hour. PIDC is composed of San Miguel Corp., DMCI Holdings Inc., First Balfour Inc. and EEI Corp.

Di ko rin masikmurang tignan ang mga spaghetti wires na iyan. sana may plano ang city namin na ipa-baon nalang sa lupa ang mga electrical wires. napakamahal nga lang kasi. kung sa Maynila nalang, aabot ng P400M ang magagasto ng Meralco sa pagbabaon lang ng electrical wires sa isang kilometro lang na haba ng kalsada.

San Vicente, San Fernando City, La Union, about 500 meters from the national highway, near Camp Oscar Florendo, the Regional Headquarters of the Philippine National Police (PNP). The original name of San Fernando, Pindangan in the Ilocano dialect means a place where meat is sun dried with salt for preservation. Because of the place’s abundant dried meat, the place was called Pindangan.

To centralize and start its evangelization in the area, the Frayles Francisco Romero and Santiago Holarte built a church made of stone thatch at the present site in 1764. Because of its proximity to the sea however, there were numerous raids by Japanese, Chinese and Moro pirates that usually loot the coastal areas of La Union. To solve the problem, the Spanish clergy decided to transfer the church to Brgy. Tanqui then to Brgy. Cabaroan and afterwards to its present site in front of the City Auditorium.

Today, the ruins’ buttresses and walls are still standing. An old well which supplied the area with cool water through the centuries, can still be found at the side of the church. Made of corals and bricks, the enchanting well is still in good condition. The Carmelite Sisters, whose monastery stands behind the ruins, are the caretakers of the glorious landmark.

Yup! Bale ang San Fernando noon naging settlement din ng mga Chinese noon. Noong nabuo ang probinsiya ng La Union noong 1850, naging capital na ito ng province eversince. Noong World War 2, naging military base din ang Poro Point, esp sa Wallace Station. Dito rin sa San Fernando namatay ang tatay ni Ferdinand Marcos, si Don Mariano Marcos na isa sa mga nakipaglaban noon laban sa mga Hapon. May mga historical buildings at landmarks din dito, esp ang Christ the King College building sa katabi ng St. William Cathedral sa mismong harapan lang ng Plaza namin, yung tomb of the unknown soldier sa daan papuntang Poro Point, at yung Battle of San Fernando sa Plaza namin.

Kahit pa bago naging city ang San Fernando, maraming pumupunta dito from other provinces para mag-aral, magtrabaho, etc.

The question arises as the wife and I follow two granddaughters: Alexia, 9 and Tai Noelle, 4. They hop, jump and skip through the boardwalk to Stanford University’s Memorial Chapel for Mass.

Americans are restive over the ebbing recession. But the United States remains among countries that top the list in overall wellbeing, concludes the 2010 UN Human Development Report (HDR).

HDR surveyed 169 UN member-states. It began to measure wellbeing beyond one-dimensional yardsticks like per capita income in the 1990s. Economist Mahbub Ul Haq insisted on “the simple yet powerful idea that development is about much more than income.”

HDR factors in health, education and life expectancy. Three new gauges are stitched into this 20th anniversary survey: inequality, gender equity and poverty.

“Human development in the real wealth of nations” is the report’s theme. You see that in Alexia and Tai Noelle.

Born in Palo Alto, Alexia receives the services of an advanced country: comprehensive health care, nutrition, safe water, education, etc. In our barangay slums, some kids won’t even get a vaccine shot.

Tai Noelle was adopted from China when she was 11 months old. She has passports from China, the United States and Sweden from her dad; and the Philippines from her mother. Tai enjoys similar benefits as Alexia—and later, political freedoms too.

China posted sustained economic growth that lifted tens of millions out of grinding poverty, HDR says. But Beijing lagged in health and schooling. Indonesia and Laos achieved impressive progress in health, education and income. So did Oman, Nepal, Saudi Arabia, Tunisia, South Korea, Algeria and Morocco.

“Leaders” in descending order, were Norway, Australia, New Zealand with the United States in fourth place. Then come Ireland, Liechtenstein, the Netherlands, Canada, Sweden and Germany.

In Sub-Saharan Africa, millions are food short, lack schooling and are plagued by diseases preventable by clean water and sanitation. Zimbabwe landed at slot 169; Robert Mugabe’s dictatorship causes prices to double in 25 hours, given a hyperinflation of 98 percent, a Johns Hopkins University study reveals.

Filipinos, battered by “Ondoy” and other storms, will find that HDR’s warning on adverse effects of climate change resonates.

Climate change impacts on grain yields. It could more than double the price of wheat—in a worst-case scenario. By 2050, per capita consumption of cereals would fall by a fifth, leaving 25 million additional children malnourished. Any of our leaders think that far?

The Philippines ranked 97th in this survey. We are wedged between Paraguay on one end and Botswana on the other.

Filipino life spans are 74 plus in La Union, the Philippine HD Report finds. The shortest lives are still in Sulu and Tawi-Tawi. Overall, life expectancy for Filipinos is now 72.3 years. Compare that to 79 for South Koreans.

Life expectancy for North Koreans dropped from 71.5 years to 64.1. Similar slumps were noted in Congo, South Africa, Zambia, Lesotho and Swaziland. The main causes were AIDS and armed conflicts.

May cheap Hotels sa San Fernando na pwede mong tuluyan, sa Plaza Hotel na katabi ng City Plaza namin at yung Hotel Mikka malapit sa Partas Bus Station.

Usually ang maganda sa San Fernando ay during nighttime, street food galore sa may Marcos Building malapit sa City hall. Dapat mong matikman ang barbeque ng San Fernando, or else kulang ang stay mo sa San Fernando hehehe. Try mo rin sa G5 nightclub kung ang ibig mo ay maki-party. medyo boring nga lang sa San fernando kapag gabi pero 24/7 ang mga tao doon. 24/7 din ang mga tricycles doon.

Kung ang ibig mo naman ay shopping, nakapaligid sa palengke ang mga shopping malls, boutiques. May malaking mall din 2kms mula sa city proper sa may CSI.

Kung food trip naman, I suggest try mo ang Mandarin, Midtown or Kawbins, lahat ng iyon ay along the highway sa mismong downtown. Madali lang mahanap ang mga iyon. I saw a marker of Lexber just right after the Welcome to San Juan marker` after San fernando. It is located 3 kms from the San Juan-San Fernando boundary. The marker looks new. Hopefully tuloy na ang resort project na ito
