Oo, mabundok siya. pag titignan mo sa satellite map, halos lahat ng mga areas na may bahay ay sa patag na lupain, around 1/5 ng San Fernando ang patag ang lupain, the rest ay mabundok na. Parang Rome, Italy din ang San fernando dahil sa bansag din nito na City of 7 hills - Heroes Hill, Capitol Hill, etc hehehehe

noong panahon ng dating mayor namin nun, October palang, super liwanag na ng plaza, pero masyadong magastos sa kuryente. Milyones ang gastos noon sa kuryente sa plaza palang, at saka year-round ang mga Xmas lights sa plaza. Ngayong panahon naman ng mayor naman namin ngayon, Saktong December na saka nagkaka-ilaw ang Plaza namin. Napupundi unti unti ang mga Xmas lights pag tag-ulan.
Pero bonnga sa San juan. halos lahat na ng mga nakatanim na halaman at acacia sa plaza nila ay may christmas lights. Mala nasa policarpio St. naman ang town hall ng San Juan. Kamag-anak kasi ng may-ari ng Electric Company namin dito ang mayor ngayon ng San juan, kaya super liwanag ng Plaza, napaka-bongga! hehehe

hugodiekonig December 7th, 2010, 12:38 PM MANILA, Dec. 7 (PNA) - Legislators from northern Luzon urged the government on Monday to retain the current excise tax system and refrain from making any more rate adjustments.
Representatives Victor Ortega of La Union and Eric Singson Jr. of Ilocos Sur called on policy makers and the regulators to keep the four-tiered excise tax system, which generated close to P3 billion worth of excise tax from tobacco alone.
The call comes at a crucial time when the government is deliberating on whether or not the existing excise system is sufficient for its long-haul fiscal requirements, given what it can deliver now against what it can contribute to the national coffers in two or three years and beyond.
The World Bank, for instance, has cited the need for government to widen its narrow tax base by, among others, making appropriate changes in the current excise tax rate.
But the North Luzon legislators, in a statement sent by e-mail, said the current system delivered P2.839 billion worth of tobacco excise revenue in September alone, which was 80 percent higher than anticipated revenue of only P1.578 billion set by the Bureau of Internal Revenue (BIR).
This was compelling evidence that the current system worked for the industry and the government,Ortega said in a statement.
“Why change the tax system on tobacco products when it is not broken? It provides the national coffers considerable revenue and all we have to do is come up with a law continuing the same tax approach,” Ortega said.
He said that Rep. Hermilando Mandanas from Batangas province, House Committee Ways and Means chairman, had already received five proposals to reform and restructure the current excise tax system both as revenue enhancement measure and as a curb to the smoking habit of Filipinos.
Singson does not see wisdom in changing the current excise system although Rep. Danilo Suarez from Quezon province believes in reducing the four-tier system to just two.
Singson said the current system allowed the revenue agency to collect excise tax in excess of its own targets. He fears that any more tampering will only produce inefficiency in the system.
He filed a bill seeking to retain the current four-tiered excise system although he allowed the rate to lift by four percent to 10 percent across the brackets beginning Jan. 1, 2013 to Jan. 1, 2017.

MANILA, Philippines – Amid calls to change the current tax system on tobacco products, the government's excise tax collection from cigarettes in October has exceeded the target by P756 million to P2.78 billion, government data showed Tuesday.
In September alone, government's revenues from tobacco products reached P2.839 billion, or 80 percent higher compared with the target of P1.578 billion for the month.
Currently, there are proposals in Congress seeking to reform and restructure the current excise tax system to increase revenue collection and control smoking consumption. There are also proposals to move to a unitary rate filed by different authors.
Two congressmen from the North sought to retain the existing excise tax system on tobacco products as it provides the national government steady and substantial revenues.
La Union Representative Victor Ortega said that the current four-tiered tax scheme on tobacco products is working smoothly.
He cited the collection of excise tax from tobacco products for the months of September and October have far surpassed government targets.
“Why change the tax system on tobacco products when it is not broken? It provides the national coffer considerable revenue and all we have to do is come up with a law continuing the same tax approach,” Ortega, head of the Northern Alliance in the House of Representatives said.
On the other hand, Ilocos Sur Representative Eric Singson Jr. does not see the need to change the current tax structure on tobacco products.
“The collection record of the government from tobacco products speaks for itself. Revenue collection from the tobacco industry has been exceeding targets set by the government,” Singson said.
He added, “my esteemed colleagues must verify the facts before they make proposals as they might be just misinformed about the amount of revenue collected from tobacco products.”
“I am concerned that we may have forgotten that taxes have been increased every 2 years from 2005 to 2009 and the next increase is due on January 1, 2011,” Singson also said.

San Fernando City, La Union (08 December) -- Thanking all their partners, who in one way or another played part in making the various development projects initiated by the Police Regional Office 1 (PRO1) a success, both civilian and police personnel were given awards in a simple program conducted on Monday, December 06, during the flag-raising ceremony at the PRO1 Grandstand, Camp Brigadier General Oscar M. Florendo, this city.
Nine civilian awardees from different sectors were given Certificates of Recognition, namely: Mayor Joy Pinzon Merin of Bangar, La Union; Department of Public Works and Highways La Union District Engineer Elpidio C. Paragas;
La Union Provincial Engineer Elizabeth P. Sias, Engineer Cleto P. Mabutas of La Union Provincial Engineering Office; Mr. Andy M. White, Vice-President for Operations, Holcim Philippines Inc.; Engineer George P. Opinaldo, Manager, Northprint Aggregates Inc; Mr. Jimmy S. Phua Phee, Philippine Topwood Industries; Mr. Percival P. Pascual, head, Regional Training School 1 (RTS1), received the awards in behalf of their respective personnel who shared their technical skills during the construction of the Makatarungan Hall and the PRO1 basketball court, both located inside Camp Florendo.

MANILA, Philippines – Two member firms of the Philippine Mine Safety and Environment Association (PMSEA) received the most prestigious Presidential Mineral Industry and Environmental Award (PMIEA) from the PMSEA during the recent 57th Annual National Mine Safety and Environment Conference in Baguio City -- Sagittarius Mines, Inc., and Holcim Phils., Inc. (Davao Plant) for the mineral exploration and quarry categories, respectively.
PMSEA President Louie Sarmiento said the record-breaking number of attendees and achievements in the mineral industry’s grandest event this year was a “clear sign of the mineral industry’s strong commitment to achieve, beyond compliance, the highest level of standards in the field of occupational safety, health, environment and social advancement.”
The Presidential Mineral Industry Awards, established through Executive Order No. 399 of February, 1997, were presented to companies with exemplary performance in environmental management, safety and health, and social development and management programs. as evaluated by an eight-member selection committee from the government and the private sector.

San Fernando City, La Union (09 December) -- Around twenty government information officers from the different regional line agencies attended the whole day development news writing seminar held at the Philippine Coast Guard Conference Hall recently, this city.
The seminar was conducted by the Association of Regional Government Information Officers (ARGIO) of Region 1, in coordination with the Philippine Information Agency, as the adviser.
Said seminar aimed to empower designated government communicators on the timely and accurate news writing with emphasis on highlighting the government programs and projects and what the target beneficiaries derived from these projects.
The writer, in her capacity as the deputy director and chief of operations of the PIA, acted as the lecturer where she pointed out that there is a need to shift from the traditional news writing which government writers used to do into development news writing injecting feedback gathering as additional component to the news.
It was observed that write-ups before focuses more on the personalities (directors/head of offices) and the agency/offices without emphasis on the projects and benefits the clients can get.
Likewise, it was noticed also that most of the production of the government writers were more on technical report, not a news release.
As such, it violates news writing's rule of thumb of being simple and concise.
Esper Tinaza, Information Officer of the Department of Public Works and Highways appreciated the initiative of PIA in conducting such kind of lectures/seminars to enhance government information officers on the new trend of writing.
In addition, Director Abraham Libadia, also of PIA explained to the group about President Benigno Aquino III's platform agenda vis-à-vis advocacy direction of the Development Communication Support Committee (DevCom SuCom) of the Regional Development Council (RDC) which he chairs and which the ARGIO is a member of.
Libadia further added that a series of journalism seminars will be conducted to all government information officers from the regional, provincial and local government units next year inviting speakers from Manila as one of the project of the DevCom SuCom of the RDC. (PIA1-La Union)

SAN ILDEFONSO, Bulacan – A new kind of rice that grows on dry fields and needs very little water may yet upstage many popular varieties.
It is aerobic rice that yields as much if not better than some varieties of The crop thrives well during the rainy season and, with the proper planting schedule and land preparation, may be planted during the dry months as well although with less yield.
It is the latest step in rice technology, Dr. Junel B. Soriano, Research Director of the Bulacan Agricultural State College (BASC) here, tells Malaya Business Insight.
Aerobic ("requiring oxygen") rice surives with minimal water because its deep roots draw nutrition from the soil as well as moisture.
In aerobic rice farming, there are no dikes because there is no water to contain.
In fact, there is no standing water, and a small rice field looks somewhat like a backyard garden.
Just like growing ornamental plants, aerobic rice may even be grown in the backyard without standing water. All that’s needed is to wet the garden – even with tap water – and plant the seeds.
Seedlings are not even needed; only seeds are sown.
Soriano estimates that based on two croppings of about 4 tons per hectare per cropping, a 1,000-square-meter plot of rice can sustain a four-person family. This is computed at 8 kilograms of rice consumption per week, multiplied four times for 32 kg a month, times 12 months for 384 kg a year.
This small plot can yield 800 kg of unmilled rice or 400 kg of ready-to-cook milled rice.
The leaves are not the only ones that’s green. "Aerobic rice minimizes methane gas emission, a major contributor to climate change," Soriano says, explaining that methane gas is produced when water in paddy decomposes plant materials.
"This is the theory, that aerobic rice minimizes climate change. But there is no data and future research should look into this."
Meanwhile, Filipino rice scientists are pushing the frontiers. After China, where the planting technology was conceptualized in the 1980s, the Philippines leads in aerobic rice cultivation, with some 1,000 hectares already planted in Bulacan, Bataan, La Union, Isabela and Bataan.
Aerobic rice has been adapted in Bangladesh, Brazil, Malaysia and Thailand – but only on the R&D level.
Here, aerobic rice fields are increasing. And farmers are finding out that it boosts yields.
Rainfed rice – or rice grown in non-irrigated fields – produces 70 cavans per hectare, and only once a year, during the dry season. Aerobic rice produces up to 100 cavans because of two croppings, during the wet and dry months.
That is because two croppings a year are possible with aerobic rice – during the wet and dry seasons. In contrast, it’s only one cropping during the wet season for traditional rice grown in lowlands that are not irrigated and depend on rains.
Sowing aerobic rice in about 500 hectares of upland fields currently not planted to rice can increase harvests significantly, says Soriano, adding these are only half of the potential rainfed upland areas that can be tapped.
"The target is to increase, through aerobic rice, rice production by 10 percent by 2015 or in five years," he says.
Aerobic rice on average yields 4 to 6 tons per hectare compared with the 3.5 tons per hectare national average for irrigated rice varieties.
It was introduced in 2000 for rainfed, upland areas. Since 2004, it has been packaged into a technology by the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development of the Department of Science and Technology.
Techno guides are now being used in Bulacan, Bataan, Isabela, La Union, Palawan and elsewhere "as we go on with verification studies that ascertain best practices for local conditions," Soriano says.
"This is a cropping technology, in contrast to the usual practice with rice, such as hybrid varieties, that needs a lot of water," he explains.
"We can use the technology to plant any varieties, although yields may vary. Any varieties can be grown with aerobic rice technology, albeit with less yield compared to varieties specifically developed for areas with limited water."
Aerobic rice technology, he says, can be used even in areas that are irrigated but hit by periodic water scarcity.
"The problem with rice farming is essentially financial," Soriano points out. "Farmers don’t have the resources, they don’t have the technologies to produce their own seeds or organic fertilizer, for example."
"We need to know how to help them move, for research to establish local benchmarks that tell farmers, for example, the best time to grow rice."
As it is, he laments, "we can’t really take off with the aerobic rice technology because of limited funds."

Ortega and the Mayor Pablo C. Ortega, assisted by the former city Mayor Mary Jane Ortega and Department of Trade (DTI) and Industry provincial director Daria Mingaracal.
In his welcome speech to all guests and participants, Mayor Ortega said that the “Rimat ti Amianan” which is a One-Town-One-Product (OTOP) exhibit, “reflects the soul of each town thru the various products being displayed.”
“More exhibitors participated in this year’s trade exhibit with 147 as compared to that of last year with 139 exhibitors. Income generated last year amounted to P11.13 million, Ortega informed, and “we expect that we could exceed this amount for this year.”
Mary Jane Ortega, the person who started this, said this activity challenges the present administration to beat the record of exhibitors and income generated during the term of former governor now Congressman Victor Ortega where the income generated thru this same activity amounted to P16.8 million in just 11 days.
She was also quoted as saying, “Diay Rimat awanen idiay tangatang, addan iti bulbulsa dagiti exhibitors.” (The Brilliance of the North is no longer in the atmosphere, it is now in the pocket of all the exhibitors). This simply means that the products/produce which was made with great effort are now gaining its fruits.

Under the Integrated Livelihood Program, the assistance included start-up capital in the form of tools and raw materials; trainings; social protection schemes, and social marketing.
Regional director Henry John Jalbuena said that with this program, the beneficiaries learned the value of hard work rather than simply relying on government dole-outs. He added that those who benefited from the livelihood projects are the poorest of the poor, unemployed, women, agricultural workers, ambulant vendors, parents of child laborers, former OFWs, TESDA graduates, Indigenous Peoples, union members, typhoon victims, among others.
The Aquino government aims a transition from government anti-poverty programs that instill a dole-out mentality to well-considered programs that build capacity and create opportunities among the poor and the marginalized in the country.
Some of the livelihood projects that have been awarded are beekeeping, loomweaving, food processing, vermiculture and seedling production, internet café, canteen and general merchandise, acquisition of farm implements such as tractors, water pump, food carts, and others.
The beneficiaries are distributed among four provinces: Ilocos Sur – Tagudin, Candon City, Sugpon, Lidlidda, Alilem, San Vicente, Sta. Cruz, and Quirino; Ilocos Norte – Batac City, Burgos, Bacarra, San Nicolas, Laoag City, and Dingras; La Union – City of San Fernando, Sudipen, Luna, Bagulin, Bacnotan, Tubao, Balaoan, Burgos, and Bauang; Pangasinan – Natividad, Balungao, Rosales, Umingan, San Nicolas, Bolinao, Sta. San Fernando City, La Union (13 December) -- Aiming at developing intelligence skills of the uniformed men in the Philippine National Police, sixty (60) uniformed personnel of the Police Regional Office 1 (PRO1) have just completed a 3-month or equivalent to 480-hours special schooling on intelligence course held at Concord Buuilding, PRO1, this city.
Among the skills developed include intelligent analysis of situations vis-à-vis written, oral and on-field demonstrations of lessons learned.
"The course is a special offer sponsored by PRO1 director Chief Superintendent Orlando Mabutas, inviting speakers from Camp Crame and other related-speakers," Superintendent Julius C. Suriben, class president said in an interview.
Suriben further added that said schooling is the first time to be conducted in Region 1 since said course is usually conducted Camp Crame.
Initially, 100 police coming from the Intelligence Branch, Regional Mobile Group, and Investigation Branch have undergone the qualifying examinations, neuro-psychiatric test and other qualifying tests to be one of the selected 60 police who participated the special schooling.
The 60 graduates were composed of eleven (11) Police Commissioned Officers who finished the Police Intelligence Officer's Course (PIOC), and forty-nine (49) Police Non-Commissioned Officers who completed the Police Intelligence Course (PIC).
In a simple graduation rite, Mabutas, who was the occasion's guest of honor and speaker, handed out the graduation certificates and concurred special awards to selected graduates and the top students.
Chief Inspector Reynante F. Rodrigo topped the PIOC, Superintendent Julius C. Suriben was second, while Chief Inspector Froiland Lopez placed third.
Suriben, the PIOC class president, also received the Leadership and Non-Academic Awards while Superintendent Gaston M. Cafongtan, the PIOC class marcher, was conferred the Service Award.
In the PIC class, Police Officer 3 Rommel Tenedor, Police Officer 2 Rhodabeth Gagui and Police Officer 2 Aristotle Rey Bersamina received awards for placing first, second and third place, respectively, in the order of merit.
Police Officer 3 Eric Hilario garnered the Non-Academic Award, while Police Officer 1 Ariel Cabading bagged the Physical Fitness Award.
In his message, Mabutas informed the graduates of his directive to assign all those with PIOC and PIC schooling to intelligence posts, and if necessary, to replace the present occupants of said positions.
"Make use of what you have learned in genuine pursuit of our mandate to serve and protect the people. Do what is expected of you and prove that you deserve to belong to the select circle of intelligence-trained men and women," the Regional Director urged the graduates.
Among those who attended the graduation ceremony were ITG director Senior Superintendent Diosdado Ramos; his deputy, Superintendent Expedito Orillo, who was also the course coordinator; PRO1 intelligence division chief Senior Superintendent Mariano Luis Verzosa; and other senior officers of PRO1. Mabutas as they conduct the blessing and inauguration of the newly constructed buildings and facilities in Camp Brigadier General Oscar M. Florendo, Parian, this city.
Such facilities include the newly constructed public information office building, male and female comfort rooms, multi-purpose building, chapel, canteen, PNP regional health service building, children’s park, investigation building, basketball court, and firing range.
As Mabutas assumed office on July 2 he expressed his commitment to sustain the implementation of the Philippine National Police (PNP) Integrated Transformation Program, and to keep Region 1 peaceful and progressive in partnership with all stakeholders.
True to his words, he has done remarkable improvements in terms of the facilities of the regional and provincial police offices, to make it a more suitable working place and off-work recreation place for men in uniform as well as in the implementation of specific reforms in the PNP.

Having in mind both the environment and the students of its communities, Thunderbird Resorts together with the Department of Education Center for Student and Co-Curricular Affairs is holding the first “Thunderbird Resorts Efforts on Environmental Sustainability (TREES) Writing Contest”.
Focusing on the theme “My Community and the Environment”, high school students can further the awareness campaign for their community’s environmental projects.
Participating schools in Rizal and La Union will have their third year and fourth year students submit as a requirement for their English class an original and unpublished essay on their community’s environmental programs and projects; on what can still be done; and on how they plan to help.
Among the submissions, only one entry will be chosen to represent the school. Then a total of 25 finalists per province will be selected to participate in an on-the-spot writing contest to be held at Thunderbird Resorts in Binangonan, Rizal and in Poro Point, La Union.
There will be one winner per province to receive P100,000 prize money and P50,000 donation for their schools. Aside from the cash prizes, the winning essay pieces will be published in national broadsheets.
On the other hand, finalists will get a P5,000 consolation prize and P10,000 school donation.

The company has partnered with organizations such as the Department of Environment and Natural Resources, World Wide Fund, and 350.org.

oo, umaapaw din iyon. noong binayo kami ni Pepeng last year, nasira yung bridge na kumokonekta sa La Union at Pangasinan. nag-settle yung isang column ng bridge, kaya naging pa-V yung sira ng bridge. pinatungan muna ng temporary bridge yung between the unsettled columns habang may tubig pa sa ilog nun. nang mag-summer, naging tuloy tuloy na ang repair sa bridge hannang naging open din ito last May

The Ten Outstanding Red Cross Youth of the Philippines will each receive a medal and a certificate of recognition.
PRC officials said the Search for the Ten Outstanding Red Cross Youth is an annual award given by PRC Red Cross Youth Department to exceptional youth volunteers who have rendered unselfish service to the humanitarian organization.
Gracing the awarding ceremony are PRC Chairman Richard Gordon, PRC Secretary General Gwendolyn Pang and PRC Board of Governors.

Department of Social Welfare and Development (DSWD) released as of December 2010 PhP50,628,900 to 19,457 Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries in 19 towns across Ilocos Region.
The program extends conditional cash transfer to the beneficiary-households provided respective children attend school and expectant mothers avail of health services.
DSWD reported initially benefiting 9,838 households in four municipalities under 4Ps’ Set 1 in Pangasinan province.
These are Aguilar, Bolinao, Mabini and Urbiztondo which collectively received PhP24,735,700 in assistance this year.
At least 2,217 households in three towns of La Union province under Set 2 – Bagulin, Santol and Sugpon – received assistance amounting to PhP7,528,700.
Another 6,402 households in 12 other towns under the program’s Set 3 received PhP18,364,500 in financial assistance.
The towns are Agno, Mangatarem and Sual in Pangasinan; Burgos and Rosario in La Union; Batac, Marcos and Pinili in Ilocos Norte province as well as Alilem, Suyo, Quirino and Cabugao in Ilocos Sur province.
DSWD Regional Director Leonardo Reynoso said 4Ps is among DSWD’s three key programs to help the poorest of the poor.
The two other programs are Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services for poor communities and Self-Employment Assistance-Kaunlaran (SEA-K)for the economically active poor.
For SEA-K, DSWD reported releasing PhP114,636,884 in loans to 27,045 members of household associations throughout the Ilocos Region.
DSWD noted repayment rate on these loans is about 81 percent to date.
To further help the marginalized, DSWD put up 415 core housing units in Pangasinan’s Bani, Rosales and Sta. Barbara municipalities as well as in Laoag City, capital of Ilocos Norte.

"Corazon C. Aquino is the only addition to the present faces on the banknotes. She will join her husband [Senator Benigno S. Aquino, Jr.], but take a more prominent place in the P500 bill because she is a former president," said historian Ambeth R. Ocampo, an adviser of the BSP numismatic committee.
"The reverse of the bills has been changed to represent natural landmarks of the Philippines -- Tubbataha reef, Chocolate Hills, etc.," he said in an e-mail.
Mr. Ocampo declined to be more specific about the designs. The BSP also refused to disclose advance details, with Deputy Governor Diwa C. Guinigundo yesterday saying "just wait for it" in Filipino in a text message.
The Tubbataha Reef Marine Park, located in Palawan, has been designated a World Heritage Site by the United Nations Educational, Scientific and Cultural Organization (UNESCO).
The Chocolate Hills in Bohol, meanwhile, is on UNESCO’s tentative list.
Mr. Ocampo said the redesigned bills would have the same color per denomination.
"Present colors will remain but will take on a different tint to give us a sense that these are really NGC or ‘New Generation Currency’," he said .
Mr. Guinigundo, meanwhile, said shipment of the new bills would be done a day after the launch.
"[It] takes time for the shipment to be completed and the banks to receive and release to the market. [The bills] should be available in a week after launching," he said.
While specific dates have yet to be set, roadshows for the new bills will follow in the following areas: Manila, La Union, Cebu and Davao.
The central bank has previously said that current peso bills would remain in circulation for another four years.
The existing 20-peso bill bears the image of former President Manuel L. Quezon with Malacañan Palace on the reverse. The 50-peso bill, meanwhile, shows another former president, Sergio S. Osmeña and the reverse side features the National Museum.
Another former president, Manuel A. Roxas, is on the front of the 100-peso bill, which has the image of the BSP complex on the reverse side.
The face of former President Diosdado P. Macapagal is on the 200-peso bill, the reverse of which shows People Power II and former President Gloria Macapagal Arroyo taking her oath.
The 500-peso bill, which carries Mr. Aquino’s image, has on the reverse scenes of the former senator’s life and some allegorical groups.
The 1,000-peso bill has the faces of Jose B. Abad Santos, who served as chief justice; Vicente P. Lim, the first Filipino graduate of West Point; and Josefa Llanes Escoda, one of the founders of the Girl Scouts of the Philippines. The banknote’s reverse features the Banaue Rice Terraces in Ifugao province, a manunggul jar and a langgal hut.

hugodiekonig December 15th, 2010, 11:51 PM LISTED Pepsi-Cola Products Philippines, Inc. will hike capital expenditures to almost $50 million next year to increase bottling capacity, an executive said yesterday.
The expansion is in anticipation of a higher revenue mix coming from non-carbonated drinks and potential product launches of top shareholder Lotte Chilsung Beverage Co., Ltd.
“[Capital spending] I would say is about 25% higher than last year,” Partha Chakrabarti, president and chief executive of Pepsi-Cola Products, told reporters after the company’s stockholders’ meeting in Muntinlupa City.
“It will be at least $40 million-$45 million because of the new lines,” he added.
New production lines located in Cagayan de Oro City and Muntinlupa worth $6 million-$7 million will start operations early next year, increasing capacity by 7% to 8% or six million to seven million cases per year.
The expansion will allow the firm to meet higher demand in the future.
“We can grow by 20%-25% [in volume] comfortably. We have the capacity to,” he said.
But Mr. Chakrabarti said the company is reeling from high sugar prices. Pepsi-Cola Products is moving towards non-carbonated drinks that have 30%-40% less sugar.
“We are now at 30% [in revenues coming from non-carbonated drinks]. We hope that in the next two to three years, it will be 50%,” Mr. Chakrabarti said.
Pepsi-Cola Products controls about 22% of the local carbonated drinks industry and about 90% for the non-carbonated drinks.
Asked if Pepsi-Cola Products will launch products of Lotte Chilsung in the Philippines, Mr. Chakrabarti said: “Of course, we want to launch them especially since we have the technology.”
In September, Lotte Chilsung, a unit of South Korean conglomerate Lotte Group, purchased a 34.5% stake in the listed bottler for P4.447 billion at P3.50 per share, a 23.67% premium.
United States-based PepsiCo, Inc., which has a 30% stake in the beverage firm, has a non-competition agreement with Lotte Chilsung.
Mr. Chakrabarti said the beverage firm can enter categories that PepsiCo is not into, like coffee and mineral water.
“There are certain categories that PepsiCo is not in. We might consider taking them in if there is no clash in the products,” Mr. Chakrabarti said.
Meanwhile, the company has no plans yet for the confectionery business. In November, Pepsi-Cola Products included confectionery production in its primary purpose.
“No immediate plan... It was just an enabling clause,” he said.
The newest business of Pepsi-Cola Products is a coconut juice production with a local company.
Pepsi-Cola Products wants to start exporting coconut juice to the US early next year under the Pepsi-Cola and Peter Paul Coconut Water Corp. joint venture.
“Right now, both Coca-Cola and Pepsi have been making acquisitions of coconut juice companies in South and North America,” director of Pepsi-Cola Products Sunil Souza told reporters.
[B]Pepsi-Cola Products has 11 bottling plants in Muntinlupa, La Union, Pampanga, Naga City, Cebu, Iloilo, Bacolod City, Leyte and Cagayan de Oro City.
Net income of Pepsi-Cola Products, which manufactures brands Pepsi, Diet Pepsi, Pepsi Max, 7Up, Diet 7Up, Mountain Dew, Gatorade, Lipton Iced Tea, Tropicana, Propel and Sting, slipped by 7.63% to P738.68 million in the 2009-2010 fiscal year ending June given higher sugar prices despite net sales increasing by 13.3% to P16.13 billion.

Bucayu, a member of Philippine Military Academy "Dimalupig" Class of 1981, replaced Chief Supt. Orlando Mabutas, who turned 56 yesterday, the compulsory retirement age for police uniformed personnel.
The turnover of command was presided over by Police Deputy Director General Perfecto Palad, the Deputy Chief for Administration of the Philippine National Police, who was the guest of honor and speaker of the event.
In his assumption speech, Bucayu expressed his gratitude to President Benigno Aquino III and to Police Director General Raul Bacalzo for giving him their trust and confidence to lead the police force.
He spelled out his priorities, shortened by the acronym "PRO1" (Police Regional Office Region 1, or Ilocos Region) namely: Professional Competency, Rights-Based Policing, Operational Effectiveness, and Efficiency and Unity of Purpose and Unity of Command.
"In keeping with the Chief, PNP's Eight Foundation Initiatives (EFI's), we will take steps to retool and retrain our personnel to enhance their professional competencies. But let us start with a policy of strict observance of police operational procedures," Bucayu said.
He added that among his priorities will be the protection of human rights.
"Human rights protection is not a hindrance to police operations, but rather, the essence of law enforcement," he stressed.
Bucayu was the head of the PNP's Human Rights Affairs Office (HRAO) before his latest assignment.
"Masapulko ti tulongyo (I need your help). We can only accomplish our mission if we continue to support and help each other. I trust that we can sustain the gains PRO1 has made over the past few months. Together, let us make PRO1 a more capable, effective, credible and rights-based Police Regional Office," he added.

The body of this stove is made of aluminum alloy, with a cast iron heat intensifier. For his invention, the Food and Agricultural Organization (FAO) bestowed on Mosuela the "best design award" for Third World country category in 1987.
Aside from the superkalan, Mr. Mosuela invented a functional rice thresher and other kitchen gadgets.

Instability in the global prices of oil is forcing many people to reconsider energy-saving options to stretch the shrinking peso.
Imagine cooking a meal or boiling a pot of water with just a piece of twisted newspaper or a piece of coconut shell. That’s how an unusual “superkalan” or stove can do.
Filipino inventor Narciso Mosuela, a former automotive worker introduced superkalan in La Union in 1978 that he developed into a business with startup capital of P70,000 and a burning determination to succeed.

Superkalan was hard to sell in early years and people would laugh at the invention. But this did not deter Mosuela from producing the sturdy stoves. “When oil prices go up, people will resort to cheap and traditional way of cooking,” was Mosuela’s cold business forecast.
Now his superkalan is being snapped like hotcakes and he has to produce 70 units of “superkalan” per week to meet soaring demand.
The stove can save households up to 70% in cooking fuel expenses and could last up to 20 years with normal use. It runs on plain newspaper, charcoal, sawdust, corncobs, carabao dung, and wooden sticks. Its cylindrical body is made of aluminum alloy that can withstand extreme heat.
The smoke that superkalan emits is unnoticeable since it purportedly converts it into heat through its chimney, which absorbs air and smoke before flushing these to its air regulator at the bottom section to regulate air flow and desired heat.
According to Armando Manzano, the superkalan he is using burn up about three sacks of coconut shell monthly. He gets the coconut shell at P20 per. “It is as efficient as LPG stove. The only difference is that it costs me far less in fuel expenses.”
Superkalan was on display at the Philippine Business SET-UP Expo at SM Megamall last September 17 to 21 sponsored by Department of Science and Technology’s Technology Resource Center.
The event featured 131 exhibitors displaying hundreds of products from all over the country, which according to DOST Secretary Estrella F. Alabastro was an event “to spread the good news about the successes achieved by SET-UP most especially in the regions.”
Other than the superkalan, Mosuela established NATOMO Manufacturing that also manufactures farm equipment customized for Northern Luzon farming conditions. The firm produces Porta Fast palay thresher, soft broom thresher, and grain cleaner/winnower.
The firm was able to acquire lathe and welding machines, bender, and other equipment needed to enhance production capability through the DOST’s Small Enterprise Technology Upgrading Program or SETUP.

This is a pic of what paraoir looked like circa late 1990s, we used to go there with family friends for outing...the last time we had an outing was summer of 2004 and there were still lots of open beach where people can go swimming or walk on the reefs... Paraoir has been very special to me because I remember swimming with bright coral fishes as a kid, picking up seashells and hermit crabs... The beach is beige and coarse from coral debris, the waves are far from the shore, and the underwater was full of life. Growing up I have been contemplating on buying a beachside property there... But the last time I visited (which was 2009) much of the beach was already populated and inaccessible from the main road that goes to Luna, L.U. and we passed on this one vacant property to look at the shore and I was dismayed to see that much of the corals have been bleached already...maybe from the sediment runoffs of the nearby bacnotan cement... once I googled up Paraoir and was saddened to hear that, when they dug up giant clam shells while fixing the main road, the said shells were reduced to landscape decorations...makes me wonder...Paraoir must have boasted the best of corals with its micro-atolls in its days but now its reduced to nothing, its beauty slowly dying...

simula October, sunod sunod na ang mga events dito within Bauang-San Juan. Surfing Break sa October, Rimat sa December, Fiesta ng San Fernando sa February, at saka La Union Day at San Fernando City Charte Day sa March.
Ok naman ang volume ng turista dito. Marami uli akong mga nakikitang mga foreigner lalo na ang mga Australyano. Paborito rin ng mga Koreano ang mga beaches namin, lalo pa't maginaw sa Baguio at gusto rin nilang mag-beach dito. Dinadayo parin naman ang San Fernando lalo na kapag Biyernes^^^^^^

The Franciscan priests Fr. Juan Baptista Lucarrelli and Fr. Sebastian Baeza established Agoo in 1578 when it was still a part of Pangasinan. The Augustinians later took over the mission in 1598. Agoo was named after a river whose banks were lush with pine-like trees called agoo. The churches and convents of Agoo had the misfortune of always being razed by fire and one of these was said to be the best in the whole of Ilocos. Fr. Saturnino Franco (OSA) later restored one burned down church --- probably the one built at a place called Nagrugcan --- and also had a new convent built. In 1887, Fr. Casimiro Melgosa (OSA) had a bell tower built. These structures were heavily damaged in the earthquake of 1892 and were repaired under the supervision of Fr. Aquilino Garcia (OSA) in 1893. The image of Our Lady of Charity was crowned in this church in 1971. The church was later demolished in 1975 to give way for the construction of the present bigger church. The bell tower, the only remaining original structure, crashed during the earthquake of 1989. The church was elevated as a basilica minor in 1982 by Pope John Paul II.

hugodiekonig December 19th, 2010, 11:17 AM MANILA, Dec. 19 (PNA) -- State-run Philippine Ports Authority (PPA) said cargo volume has expanded by double digits at end-September mostly because of higher foreign container traffic.
Data from PPA showed that that total cargo throughput for the nine-month period went up by 12.4 percent to 125.59 million metric tons (MT) from 111.69 million MT in the same period last year.
Of the total volume, some 55.07 million MT, or 43 percent, were handled by government ports.
While, 6.49 million MT were handled by Manila South Harbor and 13.76 million MT were from Manila International Container Terminal (MICT).
In addition, the 70.54 million MT were handled by private ports.
PPA said significant increases were seen in port management offices in Zamboanga, where it increased by 80 percent, San Fernando, La Union, which grew by 78 percent:banana::banana::banana::pepper::pepper::pepper::lock::lock::lock::applause::applause::applause::okay:; Surigao, 38 percent; Tacloban, 31 percent; Calapan, 27 percent; Iloilo, 27 percent, Puerto Princesa, 26 percent; Ozamiz, 24 percent; and MICT, 22 percent.
“However, the increase, particularly in foreign trade, was almost negated by the decline in cargo volume at… Cotabato, Nasipit, Pulupandan, Batangas, and (Manila) South Harbor,” PPA said.
For containerized cargoes, PPA said its volume reached 3.35 million twenty-foot equivalent units (TEUs), or 16 percent higher than the 2.88 million TEUs handled last year.
“There is a significant improvement in foreign container traffic which increased remarkably by 22.21 percent. Likewise, domestic container traffic went up by 8.04 percent,” PPA added.
Of the total containers handled nationwide, South Harbor and MICT accommodated a combined volume of 1.93 million TEUs, or about 58 percent of the total volume.
Total passenger traffic, on the other hand, reached 38.02 million, or 16 percent higher compared with last year’s 32.62 million people that used the ports for their sea travels.
PPA said that since the start of ferry operation of Supercraft 25, under the Supercat Fast Ferry Corp. of the Aboitiz group, in April this year, passenger traffic continues to improve in Limay Port.
Meanwhile, majority of the PPA ports showed positive increases with the exception of South Harbor, Puerto Princesa, Cotabato, due to lesser tourist arrivals and threats to peace and order. (PNA)

Going Around: There are a number of ways of getting around La Union such as tricylces, jeepneys, and mini buses. Though usually not air-conditioned, mini buses are the most efficient and faster way of getting to nearby towns while tricycles provide ease in covering small distances.

And Roland van Wijnen still doesn’t know what to do with it.
“I’ll let you know if there’re firm plans for that,” he tells the BusinessMirror in an interview.
What’s more important right now for the Swiss executive is having a concrete plan for Holcim Philippines Inc. (HPI), which he has been leading as chief operating officer since March.
In his office in Taguig City is a map of the Philippines, with pins showing locations of the three manufacturing plants Holcim operates in the Philippines: in Bulacan and La Union up north and in Davao down south.
“I know we were on a good path and there was no need to make drastic changes. The strategy was as sound as the management in place and we have a nice market,” says van Wijnen, an ex-pilot who replaced Ian S. Thackwray as COO of HPI.
As the year nearly ends, van Wijnen is more comfortable today since when he arrived. “In March we were not very sure how the elections would go, as like everybody else,” he says.
But like “everybody else,” HPI was able to ride on the spending. According to van Wijnen, the company’s growth began in the fourth quarter of 2009.
In the company’s discussion and analysis of financial condition and results of operations for the nine months ended September 30, it noted that it generated revenues of P18.6 billion, bringing net income after tax to P3.7 billion compared to last year’s P2.8 billion.
In its report to the Philippine Stock Exchange, HPI said this was due to a year-on-year growth in the demand for cement in the third quarter “on account of sustained public construction activities.”
The strong cash-flow generation—HPI said it had a cash balance of P2.4 billion in the third quarter—is despite the company’s lack of power supply for three to four months in Misamis Oriental, where it has a plant in Lugait, beginning March.
“But this means by 2011, we’re comparing ourselves to a higher base and that the election spending was sufficient to spur private investment,” van Wijnen says.
Private-public partnership
TARGETING growth “anywhere between 6 percent and 7 percent, or much higher,” next year may seem like asking for the moon.
Or not, citing a healthy appetite of the private construction sector.
“If you look back, the private sector normally has been the driver. Government spending also remains significant, sharing 40 percent of the demand,” he points out.
While there has been no dramatic upswing in construction, van Wijnen doesn’t see signs that private sector-led activity in real estate and property is tempering off.
Likewise, he points to the continuous demand for affordable housing, as well as the private-public partnership (PPP) strategy of the government, as additional drivers of growth.
However, van Wijnen says HPI is not fully counting on this as “it appears that only two of 10 infrastructure projects that the government identified are really ready.”
In November the government’s investor relations team spearheaded the launching of a new set of rules on PPP to begin marketing a pipeline of over 100 projects in a business forum titled “Infrastructure Philippines 2010.”
According to the Investor Relations Office of the Bangko Sentral ng Pilipinas, the forum is the first in a series of planned meetings “meant to accelerate implementation of the PPP framework to improve infrastructure across the nation.”
Van Wijnen predicts that the full effect of the PPP may be felt only by May next year, noting that the Aquino administration “also realized there are a lot of work still to be done.”
“The next 200 days are really the proof of the pudding,” he says, “whether the [planned] works can be turned into reality. It won’t start right now in terms of cement delivery, since these projects have to be bid out.”
Van Wijnen admits he is somehow frustrated with the government’s pace. “It doesn’t seem to be going as fast as I might have hoped a couple of months ago,” he says.
Focused on local market
FOR now, Van Wijnen is confident that HPI’s continuing strategy of expanding capacity for the local market would suffice.
“In the absence of the PPP, we still need to develop this country,” he says.
In line with this, HPI opened a terminal in Calaca, Batangas, that van Wijnen says would allow the company to ship more cement products and be “more cost-beneficial.”
While the Batangas terminal opens up the possibility to import, especially materials, he says, “We don’t see the need for it [importing].”
He also doesn’t see exporting cement products as part of HPI’s plans in the near future. “We have reduced our exports significantly and really focused on serving the local market,” he says.
As part of this focus, HPI is constantly developing products fit for the market. According to the executive, HPI will go into “transitioning ourselves from pure cement supplier into supplier of things so companies can do what they really need, that is, concrete.”
To explain, cement—produced by heating limestone, calcium, silicon, iron and aluminum, and other ingredients—is what’s used to make concrete. But van Wijnen says HPI can also offer cement aggregates and chemicals to optimize cement products.
HPI is actually planning to launch next year mobile concrete plants “that we can position on site, for example, up north for, say, the construction of an airport,” he reveals.
He adds that HPI is also moving into the consumer market, offering roof tiles and “elements you need for the house.”
This “go-local” business strategy is actually a reflection of HPI’s corporate culture.
“We leave an enormous amount of space for local culture and heritage,” van Wijnen explains, citing his Filipino employees’ hospitability and openness as examples.
“Aside from the focus we put on sustainable development, health and safety, and quality work, among other things, there’s also the down-to-earth sense of Holcim people whether there’s a hierarchical culture,” he adds.
Based on his observation, Filipino workers have the sense of “easiness by which people can be approached and to meet customers.”
This could have been reflected in the recent amicable resolution of a P2.448-million lawsuit filed by chief financial officer Rene S. Ong with the National Labor Relations Commission.
“It’s a Holcim thing,” van Wijnen says, “the emphasis we put on continuing education and development of employees and investing in people.”
Van Wijnen shares that the Philippines—along with Costa Rica—has already been on his mind when he was informed that his tour of duty in Slovakia was ending.
“I’ve been bothering my boss to come to the Philippines ever since I came on and off beginning 1998,” he says, confessing to have been smitten by the country’s beaches.
Perhaps while relaxing in one of La Union’s beaches, this Swiss executive would look at the night sky and wonder about his plans for that property in the moon.
But van Wijnen definitely has his feet on the ground and he’s definitely cementing an assured future for Holcim in the Philippines. :):):):)

SAN FERNANDO CITY, La Union, Dec. 20 (PIA) -- The integration of private media organizations, including the Philippine Communications Operations Office' (PCOO) sister-agencies of the Philippine Information Agency (PIA) in the region have strengthened support to the Regional Development Council (RDC) – Region 1 in terms of advocacy and ultimately expanded coverage of dissemination.
This goal came out after the pledge of commitment of the different entities during the recent consultation meeting of the Development Communications Support Committee (DevCom SuCom) of the RDC chaired by Director Abraham N. Libadia of PIA held at the PIA office.
Among the vital agreements made was to come up with a "FEEDBACK HOTLINE" via texting which will be used by all media partners in the whole region, both print and broadcast, to gather comments/feedback from the people.
As agreed, PIA will be the central database, where all text messages (feedback/comments) will be received using only one identified celphone number to be provided and handled by PIA.
The text messages will be processed by PIA and call attention of concerned agency/office about the constituent's comment/s received. Response of said agency/office will be given to all media partners under the DevCom SuCom for dissemination.
In cases that no response can be generated from concerned agencies, PIA will be sending the comment to central office for proper action at the national level.
This scheme is also adopted in broadcast activities and even social networking.
Accounts in facebook, twitter, yahoo messenger and other sites will be opened purposely for this endeavor.
All materials sourced out from the RDC or even regional government agencies for dissemination to print and broadcast media partners will be given by PIA via email or fax.

MANILA, Philippines — TV5 has rolled out its regional expansion in Northern Luzon with the launch of Channel 28.
The grand launch also kicked off with the live airing of “Willing Willie” held at the Lingayen Complex Beachfront in Pangasinan where some 100,000 fans gathered.
“We are changing all our transmitters nationwide and apply for more areas. We plan to blanket the country in at least 95 percent of urban centers nationwide,” Bobby Bareiro, chief executive officer (COO) of Channel 5, told reporters during the press launch.
Channel 28 covers Baguio, Mountain Province, San Fernando, La Union, and some areas in Tarlac.
By first quarter of next year, TV5 will have its own local news programs and variety shows. A TV5 Dagupan and Baguio news bureau will also be inaugurated.
Dagupan is not only known as Luzon’s financial hub but a major media and communications center, according to the TV 5 official.
Cost of building the new transmitter in Pangasinan alone, excluding operations, is estimated at P30 million.
Next year, the TV station has earmarked P5 billion for new equipment.
Barely a year since TV5 was launched as the Kapatid Network under the management of Manny V. Pangalinan’s MediaQuest, it has shown unparalleled growth in programming content, signal strength and overall popularity among an expanding viewership base all over the country and in other parts of the world.
“For first quarter of 2011, TV5 plans to expand viewership abroad by reaching out not only to Pinoys worldwide but also to viewers in the ASEAN region. We are taking a different approach. We will do road shows,” said Bareiro.
Next year, TV5 is rolling out a notable roster of big program offers such as “Extreme Makeover Home Edition, a local adaptatio of the huge international hit, remakes of movie hits as TV series including “Iskul Bukol,” “Bagets,” and “P.S. I Love You.”
The station also plans to strengthen its news gathering and newscast capabilities as News5, the network’s news and public affairs department, partners with some of the world’s leading media organizations which includes Metra, a global leader in timely and accurate weather report system, and Lifeline Rescue for an emergency quick response (EQR) system that will enable News5 to assist Filipinos in need anywhere in the country.
“We want to disrupt the status quo. We are a game changer because we always think of what we can do to please our audiences. We want to give them more options and serve them in various ways,” said Bareiro.
According to survey TV 5 dominated Mega Manila weekend primetime with “Talentadong Pinoy which topped the ratings for both of its Saturday and Sunday run. On Dec. 8 and 10 “Willing Willie” placed No. 1 on its weeknight run.

hugodiekonig December 21st, 2010, 03:06 PM BAUANG Private Power Corporation (BPPC) has turned over its 225-megawatt (MW) diesel bunker-fired power plant in Bauang, La Union, to the National Power Corporation (NPC) / Power Sector Assets and Liabilities Management Corporation (PSALM).
The formal turnover of the plant took place July 26, 2010, following the expiration of the 15-year cooperation period covering the project. The plant, which supplies electricity to the NPC, commenced operations on July 25, 1995.
Considered one of the largest bunker-fired diesel power generation facilities in the world, the plant is located 255 kilometers north of Manila in Payocpoc Sur, Bauang, La Union.
The Lopez Group, through First Private Power Corporation (FPPC), developed the plant as a response to the paralyzing power crisis that hit the country in the early 90s. The plant’s establishment signaled the Lopez Group’s re-entry into power generation.
The Bauang power plant was originally constructed pursuant to a build-operate-transfer (BOT) agreement among NPC, BPPC and First Private Power Corp. (FPPC).
FPPC, which successfully bid for the design, construction and operation of the plant, owns a 92.5 percent stake in BPPC, while Chartis Philippines (formerly Philippine American Life Insurance Company) holds the remaining 7.5 percent BPPC ownership.
After submitting the bid, FPPC incorporated BPPC as the special purpose vehicle to directly implement the power plant project. Following its incorporation, BPPC entered into an accession agreement with FPPC and NPC.
The undertaking named BPPC as the party that assumed all the obligations, rights, benefits and interests of FPPC under the BOT agreement.
Later First Gen Corporation and the Manila Electric Company each acquired a 40 percent interest in FPPC. JG Summit holds the remaining 20 percent ownership in FPPC.
First Gen remains the country’s leading clean and renewable energy producer with power plants that rely on geothermal, hydro and natural gas for fuel. These plants have an installed capacity of 2,822.4 MW, or 18.8 percent of the country’s total installed capacity.
