SM to convert public markets into malls

January 09, 2011

SM Prime Holdings, Inc., the country’s largest mall developer, will start commercial operations of seven new malls this year, adding 400,000 square meters (sq. m.) of commercial area for lease.

THE soon-to-be-opened Dasmariñas mall will have a basement for wet market stalls below an SM Hypermarket and food shops.

The mall developer of retail and banking tycoon Henry Sy, Sr. will also pilot test its “public market-to-mall” concept, a partnering with local governments.

This year will see the highest number of new malls opened to the public by the SM group, an executive said late last week.

“We will open seven or eight smaller malls this year,” Jeffrey C. Lim, SM Prime executive vice-president and chief finance officer, told reporters.

The list includes SM Masinag in Antipolo, SM San Fernando in La Union, SM Dasmariñas in Cavite, SM Apalit in Pampanga, SM Commonwealth in Quezon City, SM La Consolacion in Cebu, and SM BF-Sucat in Parañaque.

SM Prime will finance projects through P20 billion in capital allotted this year. The amount has already been secured through debt and internal funding.

“[The Dasmariñas branch] will be a pilot project for us. We are converting a public market into a formal retail mall,” Mr. Lim said.

SM Prime is currently building a mall on a two-hectare lot it had leased from the local government for 25 years.

The lease may be extended for another 25 years.

“We will have a semi-basement for wet and dry markets and the ground floor will be the Hypermarket with some food shops,” Mr. Lim said. The third floor will be for third-party tenants and the fourth floor will be for parking spaces.

Under the agreement, SM Prime cannot increase rental rates for public market tenants beyond the fees approved by the local government.

Mr. Lim said the plan to convert public markets into malls in cooperation with local governments will depend on the success of the pilot test and the availability of lots.

The 30,000-sq.-m. SM Dasmariñas is expected to cost P500 million, half of the benchmark P1 billion for each SM mall.

Meanwhile, some of the new malls like SM Apalit will have 20,000 to 30,000 sq. m. of gross leasable area.

Last year, SM Prime started commercial operations of SM Calamba and San Pablo in Laguna, SM Novaliches in Quezon City and SM Tarlac. This increased SM malls in the Philippines to 40, with an estimated gross floor area of 4.8 million sq. m.

The mall developer has started the construction of SM Davao and the 80,000-sq.-m. SM General Santos in South Cotabato, which will be opened next year.

New malls will help the company hike profits by a double-digit rate this year, Mr. Lim said.

Shares in SM Prime, whose profits rose by 11% to P5.6 billion in the nine months that ended in September last year, dropped by P0.02 to P11.30 each on Friday. -- Neil Jerome C. Morales

SM starting new retail center format

MANILA, Philippines—Tycoon Henry Sy’s SM Prime Holdings Inc. is pilot-testing in Dasmariñas, Cavite, a new shopping center format that seeks to redevelop an existing rundown public market owned by the local government into a pioneering formal retail complex with room for the public vendors.

SM Prime Holdings Inc. executive vice president and chief finance officer Jeffrey Lim told reporters that his company would spend at least P500 million for this pilot project, which would be among the seven new local shopping centers that the group would open this year.

The group is planning a P20-billion fresh capital outlay for this year, mostly for the construction of malls.

The seven new shopping malls this year will make available 400,000 square meters of additional retail space under the vast SM mall empire. This still pales in comparison with the gross leasable space created in 2006 when the company opened five malls, including Mall of Asia, which accounted for 406,961 square meters.

Lim said most of the new mall openings this year would be smaller than the usual SM shopping centers. Aside from the pilot project in Dasmariñas, Cavite, SM Prime is set to open malls in Masinag, Antipolo; San Fernando, Pampanga; Apalit, Pampanga; Commonwealth Avenue, Quezon City; La Consolacion, Cebu; and BF Sucat, Parañaque.

While the malls to be opened this year are smaller than most of SM’s existing malls, they signify SM Prime’s increasing penetration into new markets. The move may also pave the way for more partnerships with local government units (LGUs) on sprucing up public markets into more robust retail centers.

For the Dasmariñas public market project, SM Prime has started construction of the retail center based on a long-term lease contract with the LGU.

SM Prime obtained a concession to operate the center for 25 years, renewable for another 25 years. It will pay the local government unit rental for the use of the property.

The Dasmariñas shopping area will have a gross leasable space of 30,000 sqm. It will be ready for opening by the fourth quarter of this year, Lim said.

He said there would be a “semi basement” with wet and dry sections for vendors. The ground floor will house a hypermarket with some food shops. The second floor will be for third-party tenants and the top floor will be for parking.—Doris C. Dumlao

SM Prime sets record mall construction for this year

THE Philippines’ largest retailer will launch a record number of shopping malls this year, including a joint venture with a local government that will house a public market. Jeffrey Lim, SM Prime Holdings Inc. executive vice president and chief finance officer, told reporters that the mall developer would roll out six new malls in Masinag, Antipolo; San Fernando and Apalit in Pampanga; Consolacion, Cebu; Sucat, Paranaque; and Dasmarinas, Cavite.

The new malls will translate to about 400,000 square meters of gross leasable space.

Lim said the six mall openings this year will be a record in terms of number. Its biggest launch in terms of gross leasable area was in 2006 when it opened Mall of Asia in Pasay City, its largest in the country.

SM Prime has also started the construction of a shopping center in General Santos City and its second mall in Davao, all set to begin commercial operations in 2012.

For its mall in Dasmarinas, SM Prime has entered into a partnership with the local government, allowing the company to lease a two-hectare property for its mall, which will have a public market in the basement.

“We pay them [local government] rental of the property. On top of that, in a way, we can improve the service and quality and we will be able to maintain the area,” said Lim, adding that it offered the local government an unsolicited proposal for this particular venture.

SM Prime will establish a hypermarket and some food stands in the ground floor and will lease the second floor to third party tenants. The top floor will be a parking area.

The company has yet to decide on a name for this particular venture, which is expected to open in the fourth quarter of the year.

The success of the P500-million Dasmarinas mall will determine if SM Prime will pursue more public market partnership projects with local governments in the future.

“Public markets are usually rundown now. Those local governments have the funds to redevelop [the market] but they have other priorities in providing basic services to the people,” Lim said.

This year, SM Prime will spend P20.1 billion, of which P9 billion will be allocated for the construction of its malls in Chongqing and Zibo and payment of the land in Tianjin. The remaining P11 billion will be set aside for the development of its new malls.

Last year, SM Prime opened five malls in Tarlac, Novaliches, Calamba and San Pablo in Laguna, and its fourth mall in mainland China, which is located in the city of Suzhou.

SM Prime’s nine-month net income grew 11 percent to P5.6 billion from P5.1 billion in the same period last year on the back of new mall openings and same-store rental growth.

Its shares lost P0.02 to close at P11.30 each on Friday.

SAN FERNANDO CITY, La Union, Jan. 10 (PIA) -- Aiming to fast-track the processing of applications for the renewal of business permits and licenses in the municipality of Bauang, this province, the local government in the area headed by Mayor Eulogio Clarence Martin De Guzman III launches the One-Stop-Shop this January as part of the mayor's Trabahong Guapo Iaalay Sa'yo or the TGIS.

Municipal Administrator Crisanto Palabay said in a statement that TGIS primarily caters to the renewal of business permits.

The TGIS innovation, he said will lessen the number of days and hours consumed by applicants in processing their permits, provided they bring along the complete requirements such as barangay clearance, community tax certificate, Department of Trade and Industry (DTI) Certification Registration, and other needed documents, they can get their renewed permits on the very same day.

"It will be more convenient for the people, as the number of signatories is now reduced to more or less three signatories - the Municipal Environment and Natural Resources Officer (MENRO), Treasury, and Engineering Officer", Palabay added.

Upon presenting all the complete/needed documents, the applicant can have the pre-filled application form without spending too much time as the pre-inspection activities among all the establishments by concerned offices are done automatically before the date of filling/renewal of permits, so all they have to do is to pay and have the forms signed by the signatories and Bingo, the permit shall be issued in just a matter of minutes.

This kind of innovation in the municipality seeks to improve the kind of service that is provided not just for the people of Bauang but also to the would-be clientele/s eyeing to put up business within the area.

The municipal offices which converge in one particular area are the Treasury Office, Licensing, MENRO, Rural Health Unit, Engineering Office, Bureau of Fire, Philhealth, Bureau of Internal Revenue Office, the local Police Station, and other concerned local offices.

These offices are situated at the second floor of the extended Legislative Building or the Eulogio Clarence De Guzman Jr. Economic Center. (PIA-La Union/RO1)

By Ted P. Torres (The Philippine Star) Updated January 04, 2011 12:00 AM

MANILA, Philippines - The Rang-Ay Bank, the leading rural bank in Northern Luzon, has reported a 38-percent increase in net earnings in 2010. Or from P26.95 million in 2009, the La Union-based bank realized an income of P37.18 million end December 2010.

In a report, Rang-Ay Bank president and chief executive officer Ives Q. Nisce said the bank improved its mix of funding, increasing its low cost deposits such as checking accounts, savings accounts or CASA.

“The growth was likewise fueled by the decline in the cost of funds of the bank,” Nisce added.

The bank president likewise noted the strong performance of its new branches located in Narvacan, Ilocos Sur and Rosales, Pangasinan.

This year, Rang-Ay Bank plans to expand it branch network with five more branches, to be located in Dingras, Ilocos Norte; Sinait, Ilocos Sur; Rosario, La Union; San Carlos, Pangasinan and a second branch in Baguio City.

Meanwhile, deposits grew by 14.8 percent, or from P946 million in 2009, to a little over P1 billion end 2010.

Loan portfolio marked modest growth as the rural bank stayed focused despite the strong economic momentum.

It grew by P21.4 million to P815.8 million, as Rang-Ay Bank reduced its non-performing loan (NPL) and non-performing asset (NPA) ratios, to -0.7 percent and -34.6 percent, respectively. “NPA dropped considerably with favorable sales of the bank’s acquired assets,” the bank president added.

Its NPAs stood at P107 million while bad debts at a manageable P67 million.

Non-interest income fueled the bulk of the growth for income, including the sale of assets acquired coupled with the increase in fee-based income, particularly remittances.

“Remittances are fast becoming one of the bigger earners for the bank with its tie-ups with Western Union, Uniteller, Globe G-Remit and BDO remit,” Nisce pointed out.

Total resources grew by 12.5 percent, reaching P1.446 billion in 2010 from P1.28 billion in 2009. Its provisioning for probable losses stood at P24.6 million.

Total capital expanded to P275 million for an increase of 18.5 percent from the previous year position of P232 million.

Thus, Rang-Ay Bank’s capital adequacy ratio (CAR) stood at 22.56 percent, or double the minimum required ratio by the Bangko Sentral ng Pilipinas (BSP) of 10 percent.

Tier 1 capital stood at 19.15 percent while its return on equity fell to 21.3 percent.

SM to open 5 more malls for this year

The Sy group’s mall development arm SM Prime Holdings Inc. will open five malls this year with a gross floor area (GLA) close to 400,000 square meters.

SM Prime CFO Jeffrey Lim said the five malls will include SM Masinag; SM San Fernando, Pampanga; SM Apalit, wherein the company bought an existing mall/property with floor area of 20,000 square meters; SM Consolacion, Cebu; and SM Dasmariñas. Meanwhile, SM’s mall in Sucat will be expanded as they will get more property in the area.

Lim added that in terms of number, SM will launch the most number of malls this year. However, in terms of GLA, SM launched the most in 2006 as it included Mall of Asia.

The Sy-led company earlier announced that they will invest more than P20 billion in capital expenditures for the year.

Recently, SM has started construction of SM Dasmariñas, SM Davao, which will have an IMAX Cinema, and SM General Santos City with a floor area of 80,000 square meters wherein the latter two will be opened by 2012.

For SM Dasmariñas, Lim said it will have a semi basement for vendors. “We’ll have ground floor, either hypermarket with some food stands (while the) second floor will be for third party tenants (and the) top floor will be parking,” he said.

Lim added that the 30,000-square meter mall with three storeys will have the public market vendors on the basement. He also said they have not decided on the name of the mall but it will be opened on the last quarter of 2011.

The P500-million public market project is a partnership between the company and the local government unit (LGU) of Dasmariñas. “It’s actually an effort for both parties to try to see how we can help in terms of the development. On top of that, they’ll get more tax with the way SM runs,” Lim said.

Lim added that SM will pay the LGU the rental of the property and will improve the service and quality we will be able to maintain the area.

The company CFO said they will look for more public market projects depending on their first public market project. “Moving forward, we’ll see other locations,” he said. Meanwhile, he said SM’s Fort Bonifacio project is going to be a big project.

That's great, but according to the news that i have read regarding this, SM cannot raise rental prices beyond what is allowed by the LGU. I don't know how would this be possible. Are they going to demolish old public markets, construct the hypermarket, then open its stalls for rent and all of the rental fess will go to SM instead of the LGU? I think with the conversion of public markets to malls, more would attract more shoppers, and with more shoppers, more income would be generated, with rentals paid to SM and thus, more taxes would be paid to the government which would somehow be the same as market sellers pay the rent for their stalls directly to the LGU. that's what i think

SAN FERNANDO, La Union, Jan.12 (PIA) – Like other government agencies, the La Union Police Provincial Office (LUPPO), headed by Provincial Director Police Senior Superintendent (PSSupt) Ramon A. Purugganan, also implemented a change of command in the municipal police stations.

PSupt. Manuel Apostol, chief, Police Community Relations Branch, LUPPO, said that the implementation applies to those chiefs-of-police (COP)who have already reached the maximum standard tenure in their particular area of assignment.

PInsp. Rudy Tagalicud, who assumed office as COP for the municipality of Balaoan for less than a month was relieved by PInsp.Benjamin Diagan.

Apart from being the newly-installed COP of Balaoan, Diagan is also the concurrent finance and supply officer of LUPPO.

PSInsp. Luis Liban hass also been assigned as the new COP for Tubao, same province, relieving PSInsp. Roberto De La Cruz.

PChief Inspector Reynaldo Lizardo of Rosario police station, who has also completed his maximum standard tenure of two years is just waiting for the new police officer to be installed in the area. (PIA-La Union/RO1)

The local unit of Pepsi-Cola Corp. has won praise for sourcing the power requirements of its bottling plants from renewable energy.

"Clean energy development is the priority of the United States," US Ambassador Harry Thomas said after visiting Pepsi-Cola Philippines plant in La Union. "Investments in clean energy will not only lead to the reduction in overall energy consumption, but also create jobs and help business develop new technologies that could lead to even greater efficiencies."

The plant in Rosario town, which supports Pepsi Cola’s North Luzon operations, is site of a biomass-fired cogeneration facility currently being built.

The facility will replace the existing diesel-fed generator set and fuel oil-fired boiler.

It will use rice hull, wood chips and other biomass materials as fuel.

The project is being undertaken by Pepsi-Cola with local company Solutions for Renewable Energy Inc. (SURE) under a build-operate-and-transfer agreement.

SURE will be contracting with rice millers and farmers in La Union and Pangasinan for the long term supply of rice hull.

SURE and Pepsi-Cola will also undertake a reforestation program in San Roque, Pangasinan, to promote environment entrepreneurship, have a sustainable supply of wood chips and increase forest cover.

In November last year, Gabby Gabinete, commercial director of Pepsi-Cola, said the company is planning to source all the power requirement for its bottling plants from co-generation facilities in five years.

Gabinete said when local power prices spiked following the jump in world oil prices in the 2008, the company’s cost of operations also shot up.

Renewables will shield Pepsi Cola from this risk, he said.

Pepsi-Cola to put up biomass power plant in La Union

01/14/2011 | 12:03 AM

Share
Pepsi-Cola Products Philippines Inc. — manufacturer of well-known brands like Pepsi-Cola, 7Up, Mountain Dew, and Mirinda — is setting up a 1.2-megawatt (MW) biomass-fired power plant in its North Luzon Operations Facility in Rosario, La Union.

The power plant, estimated to cost around $2.7 million, will replace the existing diesel-fed generator set and fuel oil-fired boiler of the Pepsi-Cola plant, with rice hull, wood chips, and other biomass materials as fuel inputs.

Pepsi-Cola commercial director Gabby Gabinete said in a statement that the company wants to become a major player in addressing several challenges brought about by climate change and resource shortage.

Gabinete pointed out that Pepsi-Cola is planning to tie up with renewable energy developers for the 11-15-MW power requirement of its 11 manufacturing plants.

The renewable energy plants will be located in La Union, Pampanga, Muntinlupa, Naga, Cebu, Bacolod, Leyte, Iloilo, Zamboanga, Davao, and Cagayan de Oro.

Pepsi-Cola expects to save an average of 20 percent of its current cost for such renewable energy projects, Gabinete said.

The company also expects that some renewable energy firms would start setting up biomass-fired power plants in Pepsi-Cola's facilities in the next two-three years.

Additional revenues

Pepsi-Cola said its power plant project in La Union has been commended by US Ambassador Harry Thomas.

"Pepsi-Cola's power plant facility in La Union would create an additional revenues stream to the agricultural sector," Thomas said in the same statement.

During his recent visit to La Union, Thomas took note of the more than 700 farmers that will benefit from the project by providing feedstock that the biomass plant requires.

"This means that the farmers will have additional income from selling rice husks that otherwise would have been burned or just thrown away," he said.

The power plant project in La Union is undertaken by Pepsi-Cola and Solutions for Renewable Energy Inc. (SURE) under a build-operate-and-transfer agreement.

SURE will operate the facility to generate electricity and steam while Pepsi-Cola will pay the renewable energy firm for the power consumed during the 10-year supply period.

To ensure the steady supply of biomass materials, SURE will be contracting with rice millers and farmers in the nearby towns and provinces of Pangasinan and La Union for the long-term supply of rice hull. — JE/OMG, GMANews.TV

MANILA, Philippines – A three-way goal intersecting on electricity cost reduction, addressing power supply quality, and abating climate change risks has prompted Pepsi-Cola Products Philippines Inc. to construct its own biomass facilities, two of which are targeted for commissioning simultaneously around May or June this year.

The first two projects, according to PCPPI Commercial Director Gabby Gabinete, which will service the electricity needs of the soda company are sited in Rosario, La Union in Luzon and Cagayan de Oro in Mindanao.

“The project is expected to significantly reduce the company’s energy costs, address the power shortage in the country and increasing cost of fuel, and at the same time, promote a carbon emission-free business environment,” the company has noted further in a statement.

The La Union facility, he said, would be able to yield 1.0-megawatt capacity for the company’s use and it commands an investment of $1.4 million.

For the technology being deployed at the facilities, Gabinete noted that they have tapped Indian firm Thermax as systems integrator to ensure that these are all-set for installation once they are shipped into the country.

On the carbon emissions concern which is also being thrown against biomass facilities, Gabinete noted that toxic gases being spewed from biomass facilities are of considerably less amount as compared to oil-fired power plants.

Nevertheless, he stressed that technical studies are currently being undertaken on how to capture the carbon dioxide emissions from their biomass facilities, especially with the proposed use of rice hull as a fuel. The other preferences would be wood chips and other proven and prospective biomass fuel inputs.

Pepsi-Cola said the project is being undertaken with local firm Solutions for Renewable Energy, Inc. (SURE) under a build-operate-transfer agreement.

In a recent visit at the facility’s site, US Ambassador to the Philippines Harry Thomas recognized the value-creating potential of the facility on “additional revenue stream to the agricultural sector undertaking a renewable energy project in Northern Luzon.”

Nasunog dati iyan na sinehan. Little history muna tayo.

SAN FERNANDO CITY, La Union, Jan. 14 (PIA) – Aiming to alleviate the lives of the people living in the upland communities, particularly those who live along the forestland boundaries of Cordillera Administrative Region and Region 1, the Department of Environment and Natural Resources provides livelihood assistance through the Community-Based Forest Management Program (CBFM).

This program, as emphasized by Regional Executive Director Samuel Peñafiel provides direct income to the upland communities, at the same time making their idle lands productive. This is also a convergence point with other agencies to reduce poverty in the countryside.

According to Vangie Aquino, DENR-RO1 Information Officer, a total of 1,298 upland farmers were recipients of 13 projects with direct cost P6.6M for planting agricultural crops, and forest and fruit trees with target areas of 326 hectares of forest areas in various parts of the region. About P1.6 million was also extended to them through capability building, training on plantation technologies, and information dissemination activities on forest protection, all these in year 2009 alone.

Peñafiel said the upland communities were organized into People’s Organizations (POs) under CBFM Program to ensure their long term benefits. These organizations were registered at the National Commission on Indigenous Peoples (NCIP), Securities and Exchange Commission, Department of Labor and Employment and in the Cooperative Development Authority.

Out of the targeted areas, a total of 292 hectares of plantations have already been established and these are broken down as follows: 103 hectares of forest tree plantation, 136 hectares of fruit trees, 35 hectares of coconut plantation, 13 hectares of agricultural crops, and five hectares of bamboo.

Recipients of these projects were families coming from the hinterlands of Vintar, Marcos, Sarrat (in Ilocos Norte), in Burgos and del Pilar, in Ilocos Sur ; Tubao and Santol, La Union, and in Sison, San Manuel, and Bugallon in Pangasinan.

In addition to that of the recipients in 2009, another five people’s organizations involving 231 families were given assistance in 2010. These were the agroforestry with livestock raising production in San Pedro, Batac, Ilocos Norte which involved 52 families to establish a 45 hectare plantation for about P790,937. This included planting of gmelina, mahogany, mango, coconut and bamboo, and vegetables.

The Tiagan Agroforestry Development in San Emilio, Ilocos Sur, 69 families, 30 hectare- plantation of forest trees with direct cost of P984,590; the Alibangsay agroforestry plantation in Bagulin, La Union with 110 families to plant yema, rambutan, citrus, avocado, jackfruit, and agricrops in 50 hectares of forest areas with project cost of P829,913.

The citrus-banana based upland agroforestry plantation involving 36 families in San Manuel, Pangasinan to plant banana, jackfruit, mango, cacao, guyabano, and gmelina with a project cost of about P651,487; and the cashew-cacao agroforestry in Labrador, Pangasinan involving 24 families to establish a 50-hectare plantation of cashew, cacao kamagong, nangka, mangoes auricaliformis, and mahogany with direct cost of P1.118 million. CBFM projects are intended to provide equal economic opportunities and empower the upland communities to preserve and develop their assigned CBFM areas through stewardship contracts for 25 years.

These are renewable for another 25 years depending on how these beneficiaries could develop/improve their areas. The CBFM, which is under CARP fund and partly from the regular fund of DENR enhances community participation in the conservation/management of forest areas and at the same time give direct benefits in terms of plantation establishments and forest protection. (PIA-RO1 with reports from DENR-RO1)

I totally agree. Trade secret is common practice for every businesses specially in the fast food joints industry, or any consumer foods producers. Fears that others might emulate what they're producing. However, at times such practice could also a veil for not divulging any additives, ingredients, and preservatives, that are sometimes ditremental to general health of consumers.
In regards to local produce like "rice pudding" /rice cakes etc. I am quite sure they're authentic, and no additives that would compromised general health.

Judiel Nieva? Yah. I think Angel na ang name niya ngayon.

About that, I remember noong bata pa ako. Agoo was so popular that time, I think way back 1993. So many went to Agoo to witness the said miracle, and news regarding this were a hit

What I know is that "he" transformed into a "she", and she entered into theatrical shows way back mid 2000s. I have no news about her recently. Maybe she is living a simple and quite life now

What is Poro point?

Wow! just always make a visit to La Union whenever you go for an outing!

Poro Point is a barangay in San Fernando La Union. It is actually a peninsula (tangway). It is an industrial center in La Union and the whole of Region 1 as well. This area houses the Port Area, several manufacturing companies, oil depots, other large industries and the Thunderbird Resorts and Casino. It is actually one of the wealthiest areas in Northern Luzon

San fernando - Christ the King College
Bauang - Sacred Heart School
Balaoan - St. Nicholas Academy

But you won't notice na may katabi palang school ang simbahan ng Balaoan dahil yung St. Nicholas Academy ay nasa likod ng kombento. so pag nasa national highway ka ang makikita mo lang ay yung simbahan, tower, at yung kombento.

La Union beaches are characterized into 4. The fine-grayish sand beaches starting from Agoo to Bauang, while white sand beaches along Canaoay to Poro Point in San Fernando, surfing waves in San Juan, and the pebble beaches from Luna to Bangar.

Revenues from the disposition of former military properties as of end-2010 totaled P50.822-billion, of which about a third was remitted to the military as mandated by law, state-run Bases Conversion and Development Authority (BCDA) said Tuesday.

In a statement, BCDA said it collected P3.282-billion worth of sales proceeds last year.

With the redemption of its preferred shares in Fort Bonifacio Development Corp. (FBDC) — the joint venture firm developing Bonifacio Global City where BCDA has a 45-percent share — the agency was able to generate P4.791 billion also last year, BCDA said.

The agency will remit P1.847 billion from last year’s revenues to the National Treasury. The money will then be reallocated for the Armed Forces of the Philippines (AFP).

Thirty-eight percent of the cumulative sales proceeds, or P19.319 billion, was allocated to the AFP — P9.823 billion for the modernization program and P9.496 billion to replicate facilities for displaced military personnel, according to the BCDA.

Also, P10.675 billion was remitted as taxes and fees to the Bureau of Internal Revenue and local government units; housing and relocation expenses for informal occupants affected by the developments; survey, titling, and master planning; construction of site development and utilities projects; and replication expenses for nonmilitary facilities formerly located in the military camps, the agency said.

Development of former US bases

For the conversion and development of former US bases — Camp John Hay in Baguio City, Clark Air Base in Pampanga, and Poro Point in La Union, as well as the development of the Subic-Clark-Tarlac Expressway (SCTEx) — about P8.482 billion was allocated by the agency.

BCDA last year awarded Manila North Tollways Corp. the 33-year right to lease, manage, operate, and maintain the 94-kilometer SCTEx.

Fourteen government programs were beneficiaries of P7.092 billion as mandated under Republic Act 7227 or the Bases Conversion and Development Act of 1992.

The cities of Makati and Taguig and the municipality Pateros — contiguous to Fort Bonifacio — also received P462.2 million.

The P50.822 billion reflected collections from May 1993 to December last year during which former military camps in Metro Manila were sold to private developers.

BCDA is still selling lots in Fort Bonifacio and Villamor Air Base, among others. The agency last year awarded Megaworld Corp. the contract to develop the 34.5-hectare Joint US Military Advisory Group (Jusmag) property in Fort Bonifacio.

About P26 billion could be generated from existing joint ventures, according to the agency.

“The P26-billion projected revenues are conservative estimates of the secured/fixed revenues [expected in the] years 2011 to 2032 from past joint venture contracts [involving] Market! Market!, Serendra, McKinley Hill, Jusmag, and North Bonifacio, among others . . ." BCDA said.

“These projected revenues do not include projected revenues from future dispositions and from the 45-percent share being held by BCDA in FBDC," it added. — With Paterno Esmaquel II/VS, GMANews.TV

Definitely, there are existing natural hazards already, no need to build one. Depending on how wide the chasm and inlet between islands, could become an extremly challenging hazards. Just a bit of imagination, I guesse:)

And if somehow it materialized, it probably become one of the most toughest golf course in the world. Stone Canyon Club in Arizona, has rattle snakes and tarantulas, surrounding its fairways. Scary, if you miss the hole, no second chance because of the live hazards. huh!

Rotorua Golf Club in North Islan New Zealand/ hazards include puddles of bubbling mud of steaming sulfuric pits. oach!

THE report by the Bases Conversion and Development Authority (BCDA) that it has generated P50.822 billion in total revenues for the government from the disposition of former military camps since 1993—with the 2010 output alone valued at P3.28 billion—brings, at first blush, a triumphalist tone to the privatization policy championed by all post-Edsa presidents from Aquino 1 to Aquino 2.

And yet, at the same time, it raises a very tough question that all officials in relevant agencies and positions must answer: And what have we got to show for it?

Bottom line-wise, of course, people in the Cabinet’s economic cluster, especially the Finance department, past and present, will tout the robust additions to the state coffers that theoretically they say will redound to the people’s welfare, whether in terms of more public services, or in terms of shoring up the fiscal position and the country’s credit standing, among other things. At the same time, officials keep saying, the sold assets are being transformed into very productive new assets, either as new hotels or buildings for business-process outsourcing, or mixed-use facilities, which all draw investments, boost private wealth and create jobs, and keep the economy humming. Fine so far.

And yet, and yet, the agonizing question keeps coming back, like one sad refrain: To what extent have the proceeds improved the Armed Forces of the Philippines, in terms of modern and sufficient materiel and soldiers’ gear, and in terms of better pay and benefits for the latter? The question must be asked—and responded to in a transparent, comprehensive manner—because for far too long we’ve witnessed the travails of our troops on the ground, whether in the trenches against the Abu Sayyaf or some other terrorist group or rebels, whether communists or Muslim insurgents.

According to the BCDA report, which came out in this paper’s front page, the cumulative P51-billion proceeds cover the disposition of former camps in Fort Bonifacio and the Villamor Air Base, among others, where properties such as the Bonifacio Global City, Market! Market!, Serendra, McKinley Hill and the Jusmag Property are currently located.

“Of this amount, P19.32 billion has been remitted to the National Treasury for the account of the Armed Forces of the Philippines [AFP], broken down into P9.823 billion for the AFP modernization program and P9.496 billion for the military replication expenses,” the BCDA said.

Besides the P3.28 billion in disposition revenues it generated in 2010, the BCDA said it earned P4.791 billion last year from the redemption of its preferred shares in the Fort Bonifacio Development Corp. (FBDC), the joint- venture company developing Bonifacio Global City, where the BCDA holds a 45-percent equity. Of the amount, the BCDA is set to remit P1.847 billion for the AFP share.

That means roughly a total of P21.17 billion went to the AFP. And more funds are coming. Based on current projections, P26 billion more is expected from joint-venture transactions already entered into for the development of Bonifacio properties with private firms, such as Ayala Land and Megaworld. This is besides the projected revenues from the 45-percent share being held by the BCDA in FBDC.

The BCDA also remitted to the National Treasury P462.2 million, representing the shares of the contiguous municipalities of Taguig, Pateros and Makati, as well as P7.092 billion in favor of 14 government beneficiary-agencies mandated under Republic Act (RA) 7227, the Bases Conversion and Development Act, as amended by RA 7917.

These government agencies’ mandate run the whole gamut from mass social-housing projects for the underprivileged and homeless to health insurance, higher education development, science and technology (S&T) scholarships and financing schemes for poor students, the prosecution service, the modernization program of the National Bureau of Investigation and the Philippine National Police, improvement of prison facilities, the judicial reform program, among other projects.

Again, as with the continuing wretchedness of the AFP in terms of materiel and the personal welfare of soldiers, the question is raised with regard to how well the proceeds helped improve the PNP. Just yesterday, defense lawyers for the Ampatuans tried to savage the government’s forensics capability, noting that the PNP man who did the autopsies on the victims of the November 23, 2009, Ampatuan massacre had used only a “barbecue stick” instead of a retractable probe. The government scientist conceded that the PNP does not have some of the vital tools for its forensic work, but hey, don’t pillory this man because, among other things, the PNP is really so behind not just in forensics. In fact, part of the program announced last Tuesday, as law enforcers squirmed from the steady piling up of celebrated criminal cases—many involving current or former officers—was a crash program to teach policemen the basics in investigative work, given the results of a study showing that four in 10 PNP members have poor or no investigative skills.

With over P21 billion thrown into the AFP and several more billions into 14 other agencies, as well as the PNP and the NBI, one is aghast at the seeming disproportion in terms of outcome. According to the BCDA, only P8.482 billion went to the conversion and development of former US military bases, such as Clark, Poro Point in La Union and Camp John Hay in Baguio, as well as to the Subic-Clark-Tarlac Expressway, which enhances the complementary development of Subic and Clark. And yet, in the latter, there’s something more tangible in terms of improved business environment, local economies, jobs and public services. How about the military and defense establishment? So much seems to have been lost in the conversion from camp to cash, and high-profile graft cases like ex-AFP comptroller Gen. Carlos Garcia only serve to rub salt on the wound of befuddled citizens.

The “tuwid na daan” group should help the people down this road of accountability. It’s not enough to be on the straight and narrow road; there must be high visibility, or one falls into the ravine of despair and anger.

I hope BCDA would be more transparent in the allocation of funds. I hope they could expand the Poro Point Seaport, it is far smaller and less capable of transporting more goods than the ones at Subic and manila North and South harbor

Two of Pepsi-Cola Products Philippines Inc.’ bottling plants will start sourcing power from biomass generation facilities in June.

Gabby Gabinete, commercial director of Pepsi-Cola, said the power plants at Pepsi’s sites in Cagayan de Oro and La Union will use agricultural waste as fuel.

"Civil works have started. The machinery has been ordered," he said.

The Cagayan de Oro facility is being developed by US-based Power Source Inc. while the La Union facility is being developed by Solutions for Renewable Energy Inc., both under a build-transfer-operate scheme.

The La Union facility, estimated to cost around $1.4 million, will generate 1.4 megawatts while the one in Cagayan de Oro, costing $4.5 million, will generate 2.2 MW, Gabinete said. He said power from the plants is expected to be 20 to 50 percent cheaper than electricity sourced from the grids.

Earlier, Gabinete said the company is planning to source all the power requirements of its manufacturing plants from co-generation facilities in five years.

Gabinete said that when power prices spiked in the Philippines following the jump in world oil prices in the 2008, the company’s cost of operations also shot up.

Pepsi is a heavy user of steam during its manufacturing process. The boiler that generates the steam is a heavy user of electricity.

MANILA, Philippines - Softdrinks manufacturer Pepsi-Cola Products Philippines Inc. (PCPPI) will build 2 biomass power plants this year worth $8 million.

The power plants, which will have a combined capacity of 3.4 megawatts, are part of efforts to reduce electricity costs, PCPP commercial director Rendentor Gabinete said.

The plants, which are expected to be completed by June 2011, will cut electricity costs by half.

Japanese-backed Solutions Using Renewable Energy (SURE) will construct the plant in La Union. It will have a 1.2-megawatt capacity and will cost $2.7 million.

US-based Power Source Energy Services, Inc, on the other hand, will build a 2.2-megawatt unit in Cagayan de Oro. It has a project cost of $4.5 million.

Biomass-powered plants utilize agricultural feedstock as fuel. This allows them to be run as base-load plants that can run round-the-clock unlike other renewable energy sources whose output are dependent on the weather.

Unlike a conventional power generator, which produces only electricity, a cogeneration plant allows the production of heat and electricity in one single process, which the company could use in its beverage production.

"When you go into biomass, savings is at 20% to 50%. This will include overhead cost and all other costs including taxes," Gabinete explained.

PCPPI plans to build around 11 biomass power plants in the next 2 to 3 years to complement its manufacturing plants in Cagayan de Oro, Cebu, Bacolod, Davao, Iloilo, La Union, Leyte, Muntinlupa, Naga, Pampanga and Zamboanga.

MANILA, Philippines—A government agency that has been tagged as “most corrupt” will soon be swimming with so much cash that it is holding workshops on how to spend it wisely—lest people suspect some of the money will end up in someone’s pocket.

The Department of Public Works and Highways (DPWH) has started a series of workshops on how best to spend the P100,826,083,000 allotted to it under the General Appropriations Act of 2011.

The DPWH said in a statement that it had gotten the assurance of the Department of Budget and Management that it had the funds for the immediate completion of the government’s vital infrastructure projects.

Transformation program

“This series of workshops aims to change the culture, change the values and change the image of the department,” Public Works Secretary Rogelio Singson said at the start of a series of “operations coordination meetings” among DPWH officials Thursday.

Singson was referring to the “Transformation Program” he launched earlier this month with the aim of banishing corruption from the DPWH.

Singson warned DPWH field officials that he would not tolerate the lobbying efforts of some politicians and contractors.

Righteous way

“I personally assure you that I will defend you from abusive politicians and contractors if you are in the righteous way,” Singson said in Filipino.

A survey conducted by the polling outfit Pulse Asia in February 2009 showed that 32 percent of Filipinos viewed the DPWH as the “most corrupt agency of the Philippine government.” No. 2 on that list was the Philippine National Police (21 percent), followed by the Department of Agriculture (19 percent).

For decades, the DPWH budget has been a source of corruption owing to misuse of the “pork barrel” system by lawmakers, who have a say on which infrastructure projects should be prioritized and where.

‘On the straight path’

In launching his “Transformation Program” earlier this month, Singson said he wanted to minimize corruption in the DPWH “so that moving forward up to the year 2012, the Department would be on the straight path and regain the trust of the people.”

Thursday’s meeting included lectures on improved system of planning, constructing and maintaining DPWH projects. It also included a workshop on improving personnel capability and competitive bidding process.

Among the participants were DPWH regional directors, district engineers and division chiefs from Metro Manila and the Calabarzon, Mimaropa and Bicol regions.

3 R’s

Singson explained to the participants the details of his policy direction, which he dubbed “Right project, right quality at the right cost.”

He said having the right project meant prioritizing allocation of funds for projects with “national objectives,” such as national roads and bridges leading to major tourist destinations and to highly agriculture areas or those classified by the agriculture department as “bagsakan centers,” where farm or marine produce are directly sold to buyers.

“Priority for 2011 would be the infrastructure projects under the GAA and I wanted it to be implemented and bid out properly according to specifications,” he said.

To improve the quality of work, Singson said the DPWH would adopt new construction methodology and equipment, such as road pavers.

The department will also formulate new guidelines for the effective conduct of project inspection, such as “capability enhancement” for DPWH project inspectors and materials engineers.

Stricter bidding

To ensure that projects are implemented at the right cost, a stricter bidding process and more competitive bidding system will be implemented, Singson said.

He did not give specifics.

According to the GAA (Republic Act No. 10147) posted at the DBM website (http://www.dbm.gov.ph/GAA2011/DPWH/DPWH.pdf), DPWH has P68.2 billion for the construction or improvement of roads and bridges nationwide.

Among the biggest allocations are the P1.28 billion for the construction and improvement of C3 Road; P500 million for the construction and improvement of the Tarlac-Pangasinan-La Union Toll Expressway and P444 million for the concreting and opening of the Mindanao Avenue Extension in Caloocan and Valenzuela Cities.

Singson also told field officials he would no longer tolerate reblocking projects as it is one of the “major” sources of corruption in the department.

Third biggest

“Instead of conducting reblocking activities, focus on the drainage improvement to assure flood-free roads and work on the entire rehabilitation of the damaged road section also to avoid simultaneous disruption of traffic,” he said.

Reblocking is a form of repair made on segments of a road that has deteriorated. The segment is usually torn down and replaced with concrete. This often leads to heavy traffic.

With its P100.8-billion budget, the DPWH has the third biggest outlay among government departments. The education department has P192 billion and the defense department P104 billion. Inquirer Research

San Fernando City, La Union (19 Jan) - To effectively and efficiently perform their duties in rendering public service, and to do away with incompetent uniformed policemen, the Police Regional Office 1 (PRO1) started conducting a refresher course among the City and Municipal Stations recently.

The training which started on January 11, simultaneous with other police stations nationwide, is in compliance to the directive of Director General Raul M. Bacalzo, Chief of the Philippine National Police (PNP) to “train PNP personnel on the basic skills, as part of the PNP’s Eight Foundation Initiatives (EFI’s).”

According to PRO1 Public Information Officer Raul S. Romero, the first batch of participants is composed of personnel from the San Fernando City (SFC) Police Station and the Agoo Municipal Police Station, both under the La Union Police Provincial Office or LUPPO.

A total of 60 uniformed men, 40 from SFC and 20 from Agoo are presently undergoing the seven-day training in their respective police stations, Romero added.

In a statement by Police Chief Superintendent Franklin JB Bucayu, PRO1 Regional Director, he reiterated this back-to-basics training as a way of re-training their personnel to perform their duties with competence.

This PNP thrust also seeks to intensify their basic capabilities like investigation, proper first-responder actions and procedures, crime scene preservation and management, case build-up, proper use of firearms, arrest and handcuffing techniques, and the like.

As a continuous program, other police stations in the entire region will soon conduct this same training in their respective units.

A closing ceremony for the first batch of trainees will be held on January 21, 2011 at the LUPPO Conference Room, Camp Diego Silang, Carlatan, this city. (PIA-La Union, with reports from PRO1)

Here's the map

http://farm6.static.flickr.com/5246/5228680820_46b598c1a3_z.jpg

From Agoo, La Union, or Baguio City, you can ride to any Baguio-bound buses via Ma. Baba ka sa may marker ng PUGAD. I think accessible iyan through tricycles mula sa highway, if there are any (di pa ako nakapunta hehehe)

for more info, you can visit their temporary site: http://pugoadventure.multiply.com/

MANILA, Philippines — Sweethearts John Estrada and Priscilla Mereilles shared more details about their forthcoming wedding on February 26 at the Thunderbird Resort, Poro Point, La Union.

Priscilla said they decided on the venue because of its Grecian ambiance that's "very modern, sophisticated, very classy."
:okay:
She is very happy with their wedding organizer.

"It’s so nice to work with people that understand you. Lahat sila...they’re so very nice people and they make everythingeasier for you.”

Despite the professional help, Priscilla remains a hands-on bride-to-be.

“Virgo ako, very perfectionist and when I start to really sink that wow I’m getting married, you know, maraming isipin na sana I like this way, I like that way, sana it would be this way........ito ‘yung kulay ng flower. Dapat saulo ko."

John is as excited and as involved with the wedding as Priscilla.

“Kahit na sa trabaho ko tine-text ako ng asawa ko......from the food tasting, linens, the pictures...”

He enumerated the names of the people in the wedding entourage.

“Ninong ‘yung si boss natin, si MVP [Manny V. Pangilinan], Ben Chan ng Bench, Gov. Chavit Singson, Boss Vic del Rosario, Tito Boy (Abunda), Reyno, Johnny Manahan.

“Sa mga ninang naman meron tayong tita Kitchie Benedicto, Cristy Fermin, Cory Vidanes, Mother Lily Monteverde.”

His three daughters with his first wife, Janice de Belen, are in the entourage as bridesmaid while his son will be junior best man.

Maraming universities doon.

Sosyal! Wapakkkk!!!!Yeah!:banana::banana::banana::banana::cheers:

Walang nursing sa SLC, which is meron sa 3 ibang CICM schools. May Lorma Colleges na kasi dito, which is the largest nursing school sa La Union.

Here's a news article po:

La Union town opens adventure facility

BY HARLEY PALANGCHAO CORRESPONDENT

PUGO, La Union: This smallest and fifth-class municipality in La Union province known for its pleasant and serene environment is becoming popular to adventure seekers, sports and outdoor events enthusiasts.

Thanks to an idea of a retired police director Eugene Martin and his wife Precy, a councilor in Pugo that created the Pugo Adventure of Pugad facility, which would soon boost up the tourism and economy of this town.

Pugad had its soft opening last September 18 with Department of Tourism regional directors Martin Valera of Region 1 and Purificacion Molintas of the Cordillera region, together with San Fernando City top councilor Alfred Ortega, gracing the occasion.

With three zip lines (more or less 400 meters, 200m and 150m) your childhood dream of flying high like a bird would become for real. You can be like Superman hovering over 200m above the verdant rice fields, trees and a clean river flowing right at the heart of the village of Kagaling.

The fun and excitement do not end with the zip lines, as guests may also try wall climbing and rappelling activities inside the facility.

Airsoft enthusiasts were also invited to check on how the event would be played in their Airsoft arena inside the three-hectare facility.

Guests need not to be professional drivers to try Pugad’s all terrain vehicles for them to tour the premises of the facility, which is nestled in a three-hectare land, which forms part to the peaceful barangay of Palina.

Trekking is also fun and a dip at the clean river is perfect for tired souls.

Pugad also caters to team building and to small-group activities while the cottages; function hall and main building are still under construction.

At present, facilities being offered are nipa huts for accommodation, two outdoor pools for adults and children, clean toilets and shower rooms.

Pugad is located 300m from the Marcos Highway after a 30-minute drive from Baguio City or more than an hour-drive from San Fernando City, La Union. Coming from Manila, the place can be reached in four hours.

Guests from far areas may opt to stay at the Traveller’s Inn, the nearest accommodation facility some 750m from Pugad. Free shuttle service will be available for guest from the inn to the adventure facility.
