matanong ko lang...bakit sa province nyo wala man lang ni isang skyscraper sa downtown nyo?

depende na kasi sa mga real estate developers yan kung meron market para sa high-rise condo bldgs kagaya sa mga highly urbanized cities like manila and cebu kaya wala pang "skyscraper" sa SFC. :)

oo wala. ang skyscraper naman diba high-rise building, yung bang "it touches the sky"? uhm, ewan ko lang kung bakit wala pa. Maliit lang kasi ang San Fernando, so hindi pa feasible ang high-rise buildings dito. medium-rise palang ang mga nandito, around 32 meters ang pinakamataas (8 storeys)
yes 8 storey with basement parking, the AGZambrano bldg (planters bank) is the tallest bldg so far. most of SFC bldgs are 4-5 storeys high.

i noticed nga rin po. hindi lahat ng buildings sa SFC ay fully occupied, pero kabi-kabilaan parin ang construction ng mga buildings.

marami-rami din. mga local real estate developers gaya ng Eufrosina Heights, Manna Residencies at Villa marand. May foreign din, gaya ng Mont Blanc sa Agoo at thunderbird residencies sa poro point

Medyo marami na nga, I think dadami pa iyan kasi ang puhunan ng mga nag-i-invest ay ang sceneries na meron ang probinsya.

SAN FERNANDO CITY, La Union, Jan. 25 (PIA) --- A total of 10,294 out of the 10,559 beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) – Set 3 in Region 1 received recently their cash grants through over the counter scheme.

The said beneficiaries, according to Allan Lulu, 4Ps Information Officer of the Department of Social Welfare and Development (DSWD), covered 23 areas out of the 30 identified areas under Set 3 of the 4Ps.

“Total cash grants distributed sums to Php88,307,702.00 which covered the 2nd to 4th quarter cash grants,” Lulu said.

La Union beneficiaries totaling to 1,771 from the municipalities of Burgos, Rosario, San Gabriel and Tubao received a total cash grant of Php15,101,902.00, while Pangasinan got Php34,316,300.00 which were distributed to 3,944 out of the 4,015 registered beneficiaries covering 13 municipalities.

In Ilocos Sur, a total of 2,811 beneficiaries from the municipalities of Alilem, Cabugao, Cervantes, Quirino, San Emilio, and Suyo received a total cash grant of Php24,188,300.00, while Ilocos Norte got a slice of Php14,701,200.00 which was distributed to 1,716 beneficiaries from the municipalities of Batac, Marcos, Pinili and Nueva Era.

Lulu said that it was explained by Secretary Dinky Soliman during her recent visit in the region that cash grants were delayed last year because of some adjustments and innovations that was undertaken by the Pantawid Pamilya System.

Lulu further said that according to the Secretary, cash grants will be released on a bi-monthly basis this year with consideration on the compliance by the beneficiaries on certain set conditions. Otherwise, it may cause the delay or ultimate termination of the grant.

The cash grant distribution activities that were conducted regionwide were held in partnership with the DSWD, thru the supervision of DSWD Director Leonardo Reynoso, Landbank of the Philippines and the 23 Pantawid Pamilya municipalities. (PIA1/La Union with reports from DSWD-R1)

“IN SEARCH of a Human Face” is the apt title of the new Philippine Human Development Report (PHDR). This is the seventh PHDR; the first came off the press in 1994.

That launched a now 15-year effort, by Filipino academicians and civil society leaders, to break out of conventional one-dimensional yardsticks. “Gross Domestic Product,” for example, divides national wealth by population, and the results bracket the beggar in rubber flip-flops with an Imelda Marcos strutting diamond tiaras.

Bangko Sentral ng Pilipinas tracks overseas Filipino workers’ remittances—over $18 billion at last count. But balance sheets can’t tally the psychological savaging of 8 million kids, where a salary check substitutes for an OFW parent, says a two-year-study by Scalabrini Migration Center and Commission on Filipinos Overseas. It covers 30 provinces and two migrant communities in Italy and Spain.

To capture reality, PHDR tacked on gauges for knowledge, health and standard of living. A human development index (HDI) resulted, former NEDA Chair Solita Collas-Monsod recalls. Their initial use showed up “disparities in the country’s human development by region.” Trailing Metro Manila, Western Mindanao was slightly better off than Zimbabwe. She foresaw a need for the crafting of future HDIs on various questions, from governance to empowerment of people.

Traditional economic measures answer “what sets the price of toothpaste,” the late Mahbub ul Haq of UN and later World Bank would muse. But posing the “right questions” is more critical.

These questions swirl around hunger, education, security—human aspirations even, agreed 1998 Nobel Laureate Amartya Sen. “We need a measure that is not as blind to social aspects as ‘GNP’ is.”

Sen and Haq, at the United Nations Development Programme (UNDP), led scientists in stitching HDI gauges in the maiden issue of the global Human Development Report (HDR) in 1990. “People are the real wealth of a nation,” their lead sentence read. Today’s 20th anniversary issue of HDR reiterates that theme.

This measurement innovation continues. Three new gauges—extreme deprivation, gender disparities and inequalities—are tacked into this year’s edition.

PHDRs mounted parallel efforts “in search of a human face.” They added a “Human Poverty Index.” This measures deprivation beyond income. Life expectancy is buttressed with tables on “probability at birth of not surviving to age 40.”

Knowledge is gauged not merely by enrollment. They’re supplemented by adult illiteracy and graduation rates. PHDRs report percentages of people who drink from open, easily contaminated wells to underweight kids below 5.

Masbate slumps to No. 72 out of 77 provinces in “Human Poverty.” Pangasinan ranks No. 9. Analytical breakdown by provinces shows up other smudged disparities. La Union, for example, now has the longest life expectancy at 74.6 years. Life is “nasty, brutish and short” in Tawi-Tawi at 53.4 years.

Earlier reports also compare HDIs between countries and provinces. Azerbaijan on one end and Paraguay on the other, for instance, sandwich Batanes, Laguna, Bataan, Batangas, La Union and Pampanga.”

“In Search of a Human Face” updates issues that earlier PHDRs covered. The 1997 report on gender documented gains, by women, in education, jobs and elections—and constraints. The 2000 report focused on erosion in the quality of education and outlined reforms.

The 2002 report dealt with “Work and Well Being.” As insurgency surged, the 2005 report dealt with “Human Security and Armed Conflict.” The 2009 theme dealt with how institutions and politics impact on human development.

The new tools are “a major step … in what has been characterized as a ‘noisy democracy’,” national scientist Gelia Castillo wrote. “If an indie film were to be made on Philippine human development, what would be the story line and images?”

For an answer, Castillo whips out a table that compares a placid Benguet with a Maguindanao bloodied by massacres, sapped by internal revenue allotment (IRA) wastage and studded with 24 luxurious Ampatuan mansions.

Functional illiteracy in Maguindanao is four times that of Benguet. Primary and high school enrollment in Benguet, at 94 percent, towers over Maguindanao’s 75 percent. Only four out of 10 Maguindanaoans get high school diplomas, Benguet has double that.

Almost half (46 percent) of Maguindanao homes draw water from murky wells. Stack that against the 14 percent in Benguet. Thus, a Maguindanaoan’s life expectancy is 57.6 years, similar to Lanao del Sur. In contrast, lifespans in Benguet approximate that of Cebu.

As a result, overall HDI tables for 77 provinces reveal Benguet in slot No. 8. Maguindanao limps in as second to the last.

“Elites in our country live, on average, almost a generation longer than the poor,” the late national scientist Dioscoro Umali wrote 20 years back. “Many ask the bitter—but justified—question: Have the affluent acquired a franchise to life?”

PHDR has not addressed (so far) “the hidden accouterment of absolute control by those in power over local populace, with support of the highest central authority,” Dr. Castillo points out. Human development must grow in our “own backyards.” The daily lives of citizens are “where its human face must shine most …. Can we find fitting indicators?”

Will policymakers use these new indices? For now, the tools make us repeat what the orphan boy, in a 1958 film classic, tells the Crucified: Tiene cara de hambre. “You have the face of hunger.”

I do not reside in Mandaluyong, nor do I call La Union home. I reside in the capital of Benguet and on the rare occasion that I leave the house with the sun up, you get to see orange colored shapes at the sidewalk -- whether it be at the province’s capital or at the nation’s summer capital.

I go to work in two provinces. The aforementioned orange stains that I observe randomly splashed in Benguet’s roads and sidewalks, is not evident in La Union’s Capital.

Spit! Spit! Spit!

Will every fellow Igorot just stop this spitting of orange-tinged saliva anywhere! Where has hygiene gone in Benguet?! When taking a bus or a jeep, one still sees this disgusting practice. Horribly, I even got spit on the face by an elderly female speaking Kankana-ey one time while on a bus going down to La Union. Ugh!

Will Governor Fongwan, La Trinidad Mayor Manong Greg Abalos, Baguio City Mayor Domogan, Dr. Cabotaje of the Department of Health PLEASE do something to this unsightly practice of spitting anywhere. I apologize to our brothers in Mindanao but the only other place where I have seen this practiced in a relatively widespread manner was when I made a trip to Cagayan de Oro years ago. Where did this practice come from? Is this a horribly transferred practice from the south? Regardless of where it originated, can everyone just stop spitting anywhere. Bring a can. Bring a plastic bag. Run to the nearest public toilet and spit your guts out! Find a garbage bin.

THE soon-to-be-opened Dasmariñas mall will have a basement for wet market stalls below an SM Hypermarket and food shops.
The mall developer of retail and banking tycoon Henry Sy, Sr. will also pilot test its “public market-to-mall” concept, a partnering with local governments.

This year will see the highest number of new malls opened to the public by the SM group, an executive said late last week.

“We will open seven or eight smaller malls this year,” Jeffrey C. Lim, SM Prime executive vice-president and chief finance officer, told reporters.

The list includes SM Masinag in Antipolo, SM San Fernando in La Union, SM Dasmariñas in Cavite, SM Apalit in Pampanga, SM Commonwealth in Quezon City, SM La Consolacion in Cebu, and SM BF-Sucat in Parañaque.

SM Prime will finance projects through P20 billion in capital allotted this year. The amount has already been secured through debt and internal funding.

“[The Dasmariñas branch] will be a pilot project for us. We are converting a public market into a formal retail mall,” Mr. Lim said.

SM Prime is currently building a mall on a two-hectare lot it had leased from the local government for 25 years.

The lease may be extended for another 25 years.

“We will have a semi-basement for wet and dry markets and the ground floor will be the Hypermarket with some food shops,” Mr. Lim said. The third floor will be for third-party tenants and the fourth floor will be for parking spaces.

Under the agreement, SM Prime cannot increase rental rates for public market tenants beyond the fees approved by the local government.

Mr. Lim said the plan to convert public markets into malls in cooperation with local governments will depend on the success of the pilot test and the availability of lots.

The 30,000-sq.-m. SM Dasmariñas is expected to cost P500 million, half of the benchmark P1 billion for each SM mall.

Meanwhile, some of the new malls like SM Apalit will have 20,000 to 30,000 sq. m. of gross leasable area.

Last year, SM Prime started commercial operations of SM Calamba and San Pablo in Laguna, SM Novaliches in Quezon City and SM Tarlac. This increased SM malls in the Philippines to 40, with an estimated gross floor area of 4.8 million sq. m.

The mall developer has started the construction of SM Davao and the 80,000-sq.-m. SM General Santos in South Cotabato, which will be opened next year.

New malls will help the company hike profits by a double-digit rate this year, Mr. Lim said.

Shares in SM Prime, whose profits rose by 11% to P5.6 billion in the nine months that ended in September last year, dropped by P0.02 to P11.30 each on Friday. -- Neil Jerome C. Morales

May mga bright boys din ang SM, nakikita nila ito bago pa man sila magplaplano ng isang mall sa isang city. Siguro nakita nila malaki ang potential ng lugar kaya maliit muna ang ilalagay sa SFCLU. as what as i've read in Pampanga thread, yung SM Pampanga ay wala sa San Fernando, nasa Mexico, Pampanga siya, i'm not sure kung hati ang San Fernando at Mexico or Mexico lang ang nakakasakop sa SM Pampanga.:cheers:

I believe that tourist destinations, nowadays, must already be able to cater to the needs of our tourists, both foreign and local ones. Our province is blessed with the entry of Thunderbird. With this resort, San fernando and the whole of La Union became a world-class tourist destination. I am glad that San Fernando city able to recapture it's designation as beach capital in the country during the 70's. With the surfer's wave unequal to other parts of the PI, no doubt that it is now a renoun world class destination. Plus a perfect wedding venue, with the blue/green sea water in the background, what else could tourist and local alike could ask for. Brilliant!!!!

I am glad that San Fernando city able to recapture it's designation as beach capital in the country during the 70's. With the surfer's wave unequal to other parts of the PI, no doubt that it is now a renoun world class destination. Plus a perfect wedding venue, with the blue/green sea water in the background, what else could tourist and local alike could ask for. Brilliant!!!!

buti nga nakita mo ang resort na iyan. Once or twice palang na beses ako dumaan sa marcos highway pag papuntang baguio at least may Amusement park narin dito sa la union. kagaya nito ang leisure coast resort sa Dagupan

Arkitekto kasi ang kurso ko kaya, mahigpit kong ino-obserbahan ang mga disenyo lalo na kapag Modern ngunit mala-native rin, then I like that , the concept is big different unlike to the other resorts.:banana:

I remember noon yung korean group na gustong magpatayo ng bus factory sa bacnotan (malapit sa holcim cement plant) pero naudlot dahil itong mga sugapang kausap nila ay pinatungan yung original price ng lupa ng triple. nagkataon naman nasa LU si gov. osmena ng cebu tapos in-invite nya ang grupong koreano na ito at nag-offer ng libreng lote sa cebu para sa bus factory pero hiniling ni osmena na bibigyan nila ng mga trabaho ang mga cebuano. ayun the rest is history. ang sakim walang napapala...:lol:

San Miguel Corp. is firming up plans to acquire two more tollway projects as part of its diversification into utilities, mining, power and telecommunications.

San Miguel president and chief operating officer Ramon Ang told reporters Wednesday that the food and beverage conglomerate would sign agreements in a week or two over the possible acquisition of a stake in Star Tollways Corp. and the Skyway project.

“We will sign memorandum of agreement this week or next week for tollway acquisitions. We have been in talks with Skyway and Star for possible acquisition,” Ang said.

San Miguel last year teamed up with Star Tollways Corp. in a losing bid to operate and manage the P27-billion Subic-Clark-Tarlac Expressway, the country’s longest toll road.

The Skyway project is a joint venture between Citra Marga Nusaphala Persada, a publicly-listed toll operator in Indonesia, and state-owned Philippine National Construction Corp. The first phase of the 35-kilometer elevated toll road, costing more than $500 million, was built along the South Luzon Expressway.

The STAR toll road is a four-lane road from Sto. Tomas town to Lipa City. An extension of the STAR Tollway from Lipa City to Batangas City was recently opened to motorists.

San Miguel’s rival Metro Pacific Investments Corp., led by businessman Manuel Pangilinan, earlier expressed interest in acquiring stakes in two toll road projects south of Metro Manila.

Metro Pacific, through units Metro Pacific Tollways Corp. and Manila North Tollways Corp., operates and manages the North Luzon Expressway and Subic-Clark-Tarlac Expressway.

Metro Pacific also plans to interconnect NLEx and South Luzon Expressway. The company early this month increased its stake in Skyway operator Citra Metro Manila Tollways Corp. by acquiring the interest of Ambassador Albert del Rosario in Metro Strategic Infrastructure Holdings Inc., which indirectly owns CMMTC.

Metro Pacific, as a result, now holds a 57-percent direct equity interest in MSIHI and 1.54-percent indirect equity in CMMTC.

San Miguel earlier acquired a 35-percent interest in Private Infrastructure Development Corp., a consortium of companies that plans to build the P15-billion Tarlac-La Union toll expressway project. San Miguel also received offer to buy a majority stake in the $1.24-billion Metro Rail Transit Line 7 project.

Ang LOI Bayanihan, ay isang komprehensibong estratehiya na naglalayong patatagin ang lahat ng mga BPATs at stakeholders na makibahagi sa kapulisan sa pagpapalaganap ng kaayusan at katahimikan at pagpapatupad ng kanilang mga sariling panuntunan sa kanilang mga nasasakupang barangay.

Ayon kay Partible, pinag-aaralan sa naturang training ang basic investigative procedures, report writing, human rights, traffic management, basic intelligence, disaster relief & rescue operations, and other related topics.

Kasali din dito ang lektyur at praktikal na pagsasanay hinggil sa police intervention techniques at firearms handling. (PIA-La Union at may nakalap na ulat mula sa PRO1)

San Fernando City, La Union (27 Jan) –Overseas Filipino Workers (OFWs) and their families, either displaced or presently working abroad were glad to have the inter-agency council for Migrants Concern here in La Union or the LUIMCO whose primary concern is the welfare and empowerment of OFWs in the locality.

In a meeting held Wednesday, January 26, different line-agencies shared the various interventions they have undertaken in response to the major concerns of these migrant workers..

Discussion evolved on the vital issues and informations like human trafficking, OFWs benefits and rights, institutionalization of OFW Migrants Desk in LGUs, mandatory insurance to OFWs, free training and services on micro enterprising, legal services on non-support of child/family by OFWs/economic violence, arrest of illegal recruiters, maltreatment of OFWs abroad, OFWs wittingly/unwittingly recruited as drug mules, and the voluntary membership program offered to undocumented or irregular workers.

One displaced OFW who had a painful experience in Lebanon also shared the maltreatment she got from her employers for a period of 10 months and how she was able to survive and manage to come home without any single cent in her pocket.

Meanwhile, Edmund Ruga of the Episcopal Commission for the Pastoral Care of Migrants and Itinerant People informed the body about the proposed trainor’s training which aims to equipt the migrant ministry officers, municipal OFW migrants desk officer and all the focal persons from the different line-agencies with all the necessary informations focusing on the life situation of OFWs on the job-site, the pre-employment, during and post-employment stages and all other problems needed to be addressed.

The different line-agencies present during the meeting were the Overseas Workers Welfare Administration, Integrated Bar of the Philippines, Social Security System, the Diocese Desk for the Pastoral Care of Migrants and Itinerant People, Philippine Information Agency, Department of Trade and Industry, Department of Education, Philippine Health Insurance Company, Public Employment Services Office, Philippine National Police, Maritime Industry, Philippine Ports Authority, ECMI, Technical Educational Skills and Development Authority and the Commission on Human Rights. LAOAG CITY - Shooting incidents in the province have been on the rise but police reports culled from the four Ilocos provinces showed that Ilocos Norte ranked second to La Union as having the least number of cases in 2010.
The Ilocos Norte Police Provincial Office said shooting incidents reached 108 cases, 22 of which involved motorcycle-riding men, for the period January to December.


Most incidents took place during the election period in April (presidential elections) and October (synchronized barangay elections).


Police records showed that Pangasinan registered the highest number of shooting incidents followed by Ilocos Sur, Ilocos Norte and La Union.


Police Supt. Marlou Chan, Ilocos Norte police provincial director, said the province continues to be one of the safest areas in the Ilocos Region despite the presence of isolated shooting incidents.


“Our crime solution efficiency of 55 percent is even higher than the region wide mark of 36 percent,” he said.


Ilocos Norte Governor Imee Marcos said there was a need to address the incidents involving guns so as not to scare investors away.


“While we are in the bottom list of shooting incidents, there is still a need to prevent these cases from happening again,” she said during the provincial peace and order council meeting earlier this week.


Marcos said the provincial government has given its full support to the PNP in its war against loose firearms and private armies with the creation of the task force anti-private armed group.

I would like to see our cable tv provider in the near future to provide one free 24/7 channel showing programs and activities in the city such as community project show case, city laws/ordinances bulletin board, pageants, local entertainment shows, forum, city council meetings etc. this way, residents are better informed with what's going on in the city.

Yeah...I've noticed it too.:) And it is really an eyesore.:) However San Fernando is not alone. I think it is a common problem in almost every city in the Philippines. I've noticed it in Tuguegarao Thread, I made an honest comment obviously and I was met with vitriolic criticism. Santiaguenos, however were more receptive when I brought it up.:)

San Fernando city, local government has priorities I guess. Such unpleasant sights are overshawdowed by the city's natural beauty and tourist attractions anyways:)

Agree! A lack of urban planning can be costly, now, how could electric companies address to this "aesthetics" problem? The solution, which is putting all these wires underground, is very costly, and so these wires will remain as is. We have many beautiful buildings here, but somehow, pinapapangit ng wires ang view nito.

Hyundai has a large site and bldg structure compared to Mitsubishi and Honda. Parang extension lang sila ng respective Pangasinan branches sa sikip ng lugar nila. Toyota will have obviously a bigger and spacious complex.

Therefore we have two Hyundai Stores in our province! Great! It is reported in the middle of the month that Hyundai's sales went up 82% so siguro nagsarili narin ang Hyundai and expanded its market area esp here in La Union, and now Toyota is coming. This is going to be a nice competition!:okay:

MANILA, Philippines – The Philippine Drug Enforcement Agency (PDEA) Monday reported two arrests of watch-listed drug personalities who were caught during concurrent undercover buy-bust operations.

PDEA Director General Undersecretary Jose S. Gutierrez Jr. shared that composite teams of the PDEA 5 Special Enforcement Team (SET), Police Intelligence Service (PIS), Sorsogon Police Provincial Office (PPO), and Sorsogon Provincial Public Safety Company (SPPSC) - Anti-Illegal Drugs Special Operations Task Force (AIDSOTF) conducted a drug bust on January 26, 2011 around 7 p.m. in Brgy. Burabod, city of Sorsogon.

There, they arrested Ariel Mape, who has been included in the region's drug wanted list since July of 2010, Ronald Jayco, and Tyron Janaban.

Confiscated from them were suspected shabu weighing approximately 0.02 grams along with the marked money, two units of mobile phones, sim cards, one black Honda, various drug paraphernalia, and cash amounting to P14, 916.50.

At the same time, joint elements of PDEA Regional Office 1 La Union and Task Group Alpha- Quick Reaction Force (QRF) staged a similar buy-bust operation at the vicinity of Purok 1, Sevilla, San Fernando City, La Union.

The operation led to the arrest of Murphy Madayag, a target-listed individual included in the region’s Order of Battle.

Binibining Pilipinas Charities, Inc. (BPCI) has officially chosen and announced the final 40 contestants who will compete in this year's Binibining Pilipinas beauty pagent.



These 40 candidates will vie for the titles of Binibining Pilipinas Universe, International, and World.

BPCI chairperson Stella Marquez Araneta, directors Pitoy Moreno and Conchitina Sevilla Bernardo along with the current and former Bb. Pilipinas title holders converged at the Gateway Suites, Araneta Center, Quezon City on Saturday, January 29, to officially choose the candidates who made the final cut.

A total of 108 contestants participated in the Saturday screening.



The screening and selection process is usually done closed doors in previous years, but this year, BPCI decided to allow the media to witness the event.

Before Dyan, Marc and Matt toured its 5-hectare park, they all geared up to prepare for Pugad’s main attraction-- its three-point zipline. The first of three ziplines is the longest zipline in Luzon-- measuring 400 meters long and 200 feet high. This wire is not for the faint-hearted but brave Matt was eager to be the first in line.

Matt must have felt like he’s superman. He can’t help but move his legs up and down. But alas, superman had to stop short. He was too light so he had to be manually fetched to the other end.

Dyan’s mom Editha was next. If grandson can do it, there’s no reason that grandma will say no to this kind of extreme. Dyan’s husband Anton was also excited to try it out.

Marc and Dyan were the last to go. The moment they came zipping, they can’t help but look at the perfect views. Sometimes only extreme rides like this can give you breathtaking views. How many times can you actually be on top of rice paddies and a long bending river?

The second zip is the fastest, perfect for speed junkies. Matt was super thrilled. He had his all-out smile glued to his face until his zip stopped short again! Marc, like Matt, was beaming with his big grin. For him, speed and heights are perfect combination!

Dyan’s mom and husband, on the other hand, felt their adrenaline rush not on the zipline’s speed but on its stop. Anton’s approach seemed unstoppable.

Sometimes it’s the unpredictability that makes thrills like this all the more exciting.

They all had to go down the tower to zoom through the last zipline.

This has the shortest height but this is the only zipline where you could be like Tarzan. Marc, without any prodding, released his monkey antics!

The small Tarzan followed big Tarzan. Matt imitated Marc but after sensing he’s going to stop before the end, he let Marc pull him towards the end!!

Dyan decided to zip in a normal position. No matter what you do, zips will let you experience the great thrill of flying.

After filling their appetite for thrills with non-stop flying, they took a break by visiting their winged friends at the bird sanctuary. Pugo Adventure Resort is not just for thrill seekers but also for nature lovers.

Dyan, Marc and Matt also tried to conquer PUGAD’s 42-foot wall. It looked intimidatingly towering enough but Matt, being a true Sports Unlimited kid, knew that no size of wall can trick his fearlessness.

Marc and Dyan decided to race side by side. Marc’s wall had an overhang but Dyan, knowing that her rival’s a natural climber, was sure that this Aussie monkey would require no effort to go up. Dyan tried to follow Marc but it was hard to keep with his pace. This is definitely a good workout and playtime rolled in one!

Reaching the top wasn’t the end of their mission. They all had to go down by rappelling. There are many ways to go down but Marc chose his signature rappel. You just can’t take away the Aussie in the Aussie. With just a blink of an eye, he’s already down on the ground.

Matt thought that what Marc just did was cool. It was difficult for him at first but once his body was perpendicular to the wall, he walked in slow-mo.

He leisurely strolled down the wall as if teasing his gravity.

If these two can do an Aussie rappel down the wall, Dyan thought that she might as well do it in Aussie style too. It can be scary at first. It sure felt awkward to go face-down but after awhile, Dyan felt at ease and actually loved it.

Another must-try activity in Pugo Adventure is its ATV driving. They even have a race track with rough trails, bumps and turns, perfect for drivers who’re looking for a wild kind of ride.

Marc, as usual, was in his racer mode. He revved his 400cc in turbo speed. Meanwhile, the father and son tandem was delighted. Dyan decided to take more laps around the race course. ATV rides will always be exciting when you’ve got a good bunch to drive with. And the best part was when a beautiful rainbow kept them company all throughout their sunset ride. Now that’s a real treat!

THE PHILIPPINE Long Distance Telephone Co. (PLDT) has signed a deal with telecommunication companies in Japan and Singapore to build a $430-million “next generation, high bandwidth” optical fiber underwater cable system called Asia Submarine-cable Express (ASE).
The 7,200-kilometer ASE system will link Japan, the Philippines, Hong Kong and Singapore. The system will also connect to Malaysia and potentially to mainland China, as well as other Southeast Asian countries, PLDT said in a press release.

The new system will carry commercial traffic beginning the third quarter of 2012.

The telco said its new cable landing station on the eastern coast of the Philippines will also provide enhanced network redundancy for “superior telecommunications services” for corporate, small and medium enterprises, and retail broadband customers.

The other parties who signed the ASE construction and maintenance agreement last Jan. 27 in Tokyo were NTT Communications of Japan and StarHub of Singapore. Telekom Malaysia signed a separate agreement with NTT Communications yesterday in Kuala Lumpur.

Genaro C. Sanchez, PLDT vice-president for network planning and engineering and international network operations, who signed the deal on behalf of PLDT, said PLDT will have additional bandwidth capacity through a new and diverse route, improving the resiliency of its international cable network in the Asia Pacific.

The ASE is designed to provide more than 15 terabits capacity of “field-proven” 40 gigabits per second (gbps) transmission technology and has the capability to incorporate 100 gbps optical technology in the future, PLDT said. This will cater to exponential growth in bandwidth requirements for new broadband applications, it added.

“Furthermore, the cable routes between the ASE terminal stations will cover the shortest possible distances to minimize latency. ASE will be installed along a route that will avoid as much as possible the critical earthquake prone area in the south of Taiwan,” PLDT said.

Mr. Sanchez also said that with the construction of a new cable station in the east coast of the Philippines, PLDT will be in a position to offer a “highly resilient international network that is expected to survive natural disasters similar to the major earthquake in the Bashi channel in December 2006.” The quake resulted in the temporary “isolation” of some countries.

If there are problems such as multiple cable cuts in the Bashi Channel, PLDT for example can divert its traffic towards Japan and the United States. Traffic can also be diverted to corporate circuits normally routed via west coast cable stations in Batangas and La Union, where other cable systems such as APCN2 and AAG land, and onto PLDT’s own DFON system, exiting the new east coast cable station toward the ASE.

The same route using PLDT’s DFON can also be used by other international carriers.

“It will also address the upcoming retirement of older cables,” Mr. Sanchez added.

ASE will be supplied jointly by NEC Corp. and Fujitsu Ltd. The supply contract was sealed on the same day that the ASE deal was signed.

Mediaquest Holdings, Inc., a unit of the PLDT Beneficial Trust Fund, has a minority stake in BusinessWorld.

Ang market area naman ng Hyundai San fernando City, LU ay North La Union, including Bauang plus south Ilocos Sur. SAN FERNANDO CITY, LA UNION (01 Feb) – Five (5) barangays in the City of San Fernando received milkfish or bangus fingerlings as a form of assistance from the Food Agriculture Organization, a non-government organization (NGO) based in Manila.

According to the City Agriculture and Fishery, boxes containing about 44,100 milkfish fingerlings arrived in the city recently and are delivered via a delivery truck to the office of City Mayor Pablo C. Ortega.

The beneficiaries were identified based on a submitted report of damages at the national level during the previous typhoon “Pepeng” which brought havoc to agriculture and fisheries, as well as in infrastructure in various areas, including the province of La Union.

Erwin Beleo of the City Media Bureau informed that each beneficiary in a certain barangay is given 500 fingerlings. Identified barangays which were worst hit by the previous typhoon were Barangays Biday, Carlatan, Dalumpinas Este, Lingsat, and Bangkusay, this city.

Present during the event were the Barangay Captains from the said barangays, Mayor Ortega, City Fishery Division personnel, as well as some typhoon victims and guests. (PIA-La Union)

Where ‘politics’ is not a bad word

Almost two decades ago, the Ateneo de Manila University realized that there were so many MBA programs being offered because preparing people to run businesses was considered important. But what about preparing people to run governments? And so, in 1996 the Ateneo School of Government was established, beginning with the creation of the Graduate School of Leadership and Public Service offering a Master in Public Management (MPM) degree.

The school aims to enhance the organizational and management skills of people in government and, more importantly, put ethics back on the agenda of governance. In many of the classes, most of the students work in government. In Public Offering Batch 10, for instance, there was an RTC judge, a Comelec senior staff, students who worked at Bangko Sentral and the Bureau of Customs, and a commissioner of the Professional Regulatory Commission (PRC). The ethics subject was much appreciated by these students as it gave them a perspective on how they, as individuals, can minimize, if not prevent, corruption.

In the Ateneo School of Government, "politics" is not considered a bad word. It is a necessity for public life and civic life. It is those in government who should decide whose interests will prevail and balance society’s many needs.

The school has many ways of transforming politics. It partners with local government units, government agencies, and civil society organizations (CSO). CSOs are taught how to engage government while those in government are trained in leadership, management, and ways of being more participative, transparent and accountable.

"We are doomed to failure as a country if we as a people wait for this national leader like a knight in shining armor who will deliver us from whatever mess we are in. What needs to be done to find leaders in the local level, to enable them to come up and scale up the work that they do and change the country from below," said Dr. Antonio La Viña, dean of the school.

Thus, the school views the whole country as its campus. The countryside is the front line where the governance problems are. ASoG faculty travel by car, bus, boat, and plane to deliver programs to the provinces and help enable new leaders for the country. Every Friday and Saturday, a faculty member is sent out to as far south as Marawi City and as far north as San Fernando City in La Union.

In the city council hall in San Fernando, La Union, a class of around 29 MPM students gather for their class on Integrated Program Management. "When you start a project there should be a clear understanding of what you want to achieve," the teacher starts. "Programs and projects should not stand alone. They should work together to help the locality achieve its vision."

One MPM student, City Councilor Charo Nisce, quips that many politicians think that because they are in a position of power, they can get away with so many things. She thinks that what ASoG is trying to do is to instill in its students that, with the power one holds, there are responsibilities. Councilor Nisce adds, "If I were to speak to other LGUs, I would say that ... we have been given so much. We have been supported and voted by the people. Much is expected of us."

As a leadership school, the ASoG wants to develop leaders, enabling them, supporting them, strengthening them at the local level. The school tries to help these local leaders find solutions to local problems like poverty, education, and public health. For many of these local leaders enrolled in the MPM programs, applying what they have learned is a challenge, but there are many stories of success.

Mayor Divina Velasco who heads the fourth-class municipality of San Gabriel, La Union, has learned much from her MPM courses. She has learned to use her town’s limited resources efficiently and equitably. Knowing that her town has a vast agriculture area, with good soil and climate and hard-working people, she started an organic vegetable gardening project in 2009. She relates that when she announced this program to the local farmer leaders, some were reluctant. From her MPM class, she learned that the challenge is in persuading those who are not ready to accept the new program to join her in the undertaking. From her classes in competitiveness, Mayor Velasco also learned to promote her town’s produce by highlighting the fact that these are organically grown, a boon to environment-conscious buyers. From 15, the number of participating farmers has grown to 120. From only three hectares of land used for vegetable gardening, there are now 10 hectares. The results of these efforts paid off when the farmers who were interviewed on video commented that some of them made enough income to build their own houses.

Mayor Velasco says that since the beginning of her political career, she has dreamed of being a catalyst for progress. Since she started her MPM studies, she believes she has become a better leader. She breaks into tears when she retells how the MPM Program has benefited not only herself but also the thousands of people in her municipality.

Very good Mayor!:banana::banana::banana::cheers:Strong political will lang ang kailangan. Sana pag pumunta na ang SM dito wala nang interference by other officials. Now they must have realized the impact of SM in other areas in the country, esp Baguio and Rosales. because of SM, lalo pang dumami ang businesses especially sa areas surrounding the mall. Ganoon din naman ang impact ng CSI sa Biday, several commercial and residential buildings are now under construction. If SM would also locate a mall here, I also believe na dadami pa lalo ang negosyo dito:banana::banana::cheers:

I definitely understand why you luv, San Fernando. I do too.!!Who wouldn't fell in luv with the city, specially if you have this colourful garden beds that compliments the natural beauty of the city's tourist attractions. I feel like I couldn't wait for spring.

The flowers of the La Union botanical garden here is a beautiful sight to behold. The houses outside the botanical garden have gardens full of flowering plants too!

The city government took some effort in beautifying the city by planting flowering plants at the road islands

SAN FERNANDO CITY, La Union, Feb. 2 (PIA) --- Around 50 regional communicators were oriented on the new Medium Term Regional Development Plan (MTRDP) 2011-2016 yesterday during a media briefing sponsored by the Regional Development Council-1 (RDC-1), in partnership with the Philippine Information Agency (PIA) -Region 1.

The briefing held at the National Economic and Development Authority (NEDA) office was attended by members of the Association of Regional Government Information Officers of Region 1 and partners from the local media, both print and broadcast.

Director Leonardo Quitos, Jr. of NEDA presented to the group the overall planning framework in the formulation of the MTRDP, together with the region’s development plan across various sectors.

Prior to the briefing, a series of regional consultations on the draft MTRDP were conducted by NEDA last year and early this year with regional executives, local government units, academe, private organizations/non-government organizations, and other stakeholders.

“This time, we call for wider dissemination of the MTRDP, which practically was contributed by various agencies of the government. For the members of the ARGIO, we are calling on you to put in context to your press releases, to your media briefing, or any media activities to include the salient points of the MTRDP,” Quitos said.

He further said that the MTRDP dovetails with the Medium Term Philippine Development Plan which will be implemented during the term of President Aquino.

Development Communication Support Committee of the RDC Vice-chair Djuna Alcantara, also President of the Gunglo dagiti Mannurat nga Ilokano (GUMIL), a private media association of Ilocano writers, committed to do the translation into Iluko of all the IEC materials to be produced by the RDC.

“For the media, we request publication and airing of the contents of the MTRDP with an ultimate aim of reaching our people down to the grassroots for them to know what the government is doing for them,’ Quitos said.

Deputy Director Jennilyne Role of PIA also said that PIA requested all information officers to produce at least one or two news releases a week highlighting their respective agency’s activities, accomplishments and programs.

The plan, as explained by Quitos is composed of five (5) teams covering the different sectors of trade, industry, tourism, agribusiness, infrastructure, governance, peace and security, social development and environment.

To further understand the process of coming up with the five year plan, previous years’ (2005-2009) accomplishments on the different sectors were presented as basis of take-off for the new five year plan by Assistant Regional Director Nestor Rillon of NEDA.

Assistant Regional Director Nestor Rillon added that over the years until now, we face the same challenges of building resiliency in the economy. “We have to create more quality employment opportunities and raising labor productivity. We need to sustain improvement in poverty alleviation,” Rillon said.

“With these, we envisioned to have progressive and globally competitive people with pro-poor and united leaders – one in sustainably promoting Region 1as an agribusiness and tourism powerhouse in Northern Luzon,” Rillon explained. (PIA1/La Union)

SAN FERNANDO CITY, Feb. 2 (PIA) -- There are major, major reasons to take that trip to Northern Luzon this February. And the reasons spell fun, excitement, discovery, shopping, and something spiritual.

In Ilocos Norte, the Sunshine City of Laoag celebrates its 15th Pamulinawen Festival. The City Government under Mayor Michael Farinas promises to make this year’s celebration bigger and better than previous festivals with new innovations and improvements in the daily events to make sure that there is something for everyone to enjoy and to be a part of.

For the entire month, there will be concerts, an agro-industrial trade fair, food fair, beauty pageants, street pageantry, and extreme sports events, among others. Highlight of the festival is the Pamulinawen Grand Parade featuring colorful floats and street dancing on February 9 capped by a fireworks display.

As thanksgiving for the milestones, ventures and accomplishments of Laoag City, a holy mass will be offered at the Cathedral in honor of the City’s patron, St. William the Hermit on February 10.

Incidentally, too, St. William the Hermit is also the patron of another bustling city in the region, the City of San Fernando in La Union province which is also preparing various fun and exciting activities for its city fiesta.

In the town of San Juan, preparations are underway for professional and amateur surfers who will gather for the La Union Board Open International Friendship Competition which to be held in on February 5-7.

The province of Ilocos Sur celebrates the 4th Kannawidan Festival from January 31-February 8. A project of the provincial government, the festival features the culture, customs and traditions of Ilocandia. There will be shows featuring traditional dances, music, games, and rituals performed by locals in their native costumes coming from as far as upland towns of the province. There will also be a photo and art exhibit at the Archbishop’s Palace and an agro-industrial trade fair featuring the many products of the province. The highlight will be the search for Saniata ti Ilocos (Miss Ilocos) with candidates coming from various provinces on February 5.

Finally, roads lead to Baguio City for the Panagbenga Baguio Flower Festival on February 1 to March 8. The festival features a floral float parade, street dancing competition, fluvial parade on Valentine’s Day, concerts, trade fairs and fire works display. The street dancing parade will be held on February 26 while the floral float parade is on February 27.

SAN FERNANDO CITY, La Union, Feb. 2 (PIA) --- “To introduce and impose change to the people who have been used to the old systems is indeed a big challenge,” Mayor Daisy Sayangda-Olivar said during an interview with staff of the Philippine Information Agency.

Over the years, according to Olivar, her townmates from Santol were ashamed to be identified as “natives” of the municipality of Santol, a mountainous 4th class town in the province of La Union.

“In my younger years when I was still in school, I used to hear my town mates when asked whre they came from, they always reply they come from Balaoan, which is a nearby town of Santol. It hurts that they are ashamed to be connected with Santol. Rightly so as Santol then was known for marijuana plantation, mountainous and a remote area being inhabited by our leftist brothers,” Olivar said.

Upon assumption to office in 2006, Olivar made the drastic move of a major placement appointing municipal personnel based on their educational attainment and qualifications and strictly following the process of promotion.

“I remember, many got angry with me from the personnel but I stood firm with my conviction to impose effective governance starting within the organization,” Olivar said. Red tape was also minimized making every client’s transaction easier and faster.

Vital infrastructures to including roads, buildings, tourism sites were built and constructed. With strong determination to stop marijuana cultivation in the municipality,peace and order was finally achieved.

“With the intensified action and participation of the police regional office I, Philippine drug enforcement agency in the region, local police operatives, and other partner stakeholders, we have cleared the areas which used to be marijuana plantations and offered livelihood in return,” Olivar claimed.

Mayor Olivar envisions Santol to be the “fruit basket” of the north thus she initiated planting of santol trees along roads and vacant lots making "Santol" true to its name.

“With these innovations, humbly I say, my people are no longer ashamed of claiming ‘I am from Santol.’ I’ve seen their support and cooperation in making our town worth visiting, competitive and at par with the other local government units,” proudly Olivar exclaims. (PIA1/La Union)

I hope the government would also improve the road to the botanical garden. Only small and light vehicles can only pass through the narrow road to the garden. They must make the road wider so larger vehicles could enter.

Greece would be an ideal place to be lost in if I were to travel to that part of the world. But that seems to be a distant dream for now. It’s a good thing international resort chain Thunderbird brought a piece of the Greek Island, Santorini at the land of La Union. Built in May 6, 1786, the Pindangan church symbolizes the unity between two villages – the coastal village of San Vicente de Balanac and the foothill village of Guillermo de Dalagdang. Both villages benefitted from the protection of the church under Fr Jose Tores in 1759 from assailants, pirates and headhunters. The churches name came from the Ilocano word “Pindang” which is the local’s method of drying fish.

The majestic Macho Temple was built on a large 1 hectare land 70 feet above sea level, overlooking the sea on September 11, 1975.

Ma Cho’s 8-inch wooden image is housed inside the Macho Temple. Devotees believe that the image if Ma Cho and Our Lady of Caysasay is one and the same (the wooden image of Our Lady of Caysasay was also found by a fisherman in a fishing village in Taal). Every September 21-26, devotees would gather for an annual pilgrimage with the image to the Basilica of Saint Martin in Taal, Batangas and would travel back to San Fernando for a feast of its return.

Aside from being the largest, modern Taoist Temple outside of China, the Ma Cho Temple shares a connection with the catholic Our Lady of Caysasay in Taal Town. Ma Cho is a Chinese deity born in 960 AD in the village of Meizhou at the Fu Jian province. Known to be gifted with healing powers and able to predict the weather and sea conditions even days ahead, locals named her as “Goddess of the Sea”. She died at the young age of 27 but the local sailors and fishermen believe they are being watched over and protected by Ma Cho.

Luna Town was used to be called Namacpacan due to the town’s reputed hospitality to visitors. Namacpacan is an Ilocano word meaning “one who had given food”. It was in October 18, 1906 when the town changed its name to Luna to honor the Luna brothers Antonio and Luna.

The Namacpacan Church has an eye-catching facade painted in blue and white. The walls surrounding the church are still the original bricks and stone already centuries old. On the sides of the church is a unique step-buttress that leads up to the roof. Housed inside the church is the miraculous image of Our Lady of Namacpacan. The image was originally en route to Vigan, Ilocos Sur from Spain but a storm swept their ship away to La Union instead.

When they were going to transport the image by land, the wooden image refused to budge and the people took it as a sign to let it stay at Namacpacan. Our Lady of Namacpacan claimed to have healed a lame girl Rosa Roldan to walk again, some tribal families were given food and blankets by the lady herself, and Pope Pius XII saw the image of Our Lady of Namacpacan before his death.
