The halo-halo. This quintessential Pinoy cooler is literally a hodge podge of locally-available ingredients. Just like the ubiquitous adobo, it varies from province to province with iterations that change partly due to what’s available, partly to what tickle the taste buds of the locals.

hugodiekonig February 3rd, 2011, 02:30 PM Hello ergit222! I know you could help me. What will be in the building under construction now just beside the Rapide? What I heard is that it will be a hotel owned by the owners of SKM. I think this building will be connected to the existing building where Metrobank South and Canon are connected. The old clinic has been demolished and the sari-sari store I guess will be next.
The building is wide!

ergit222 February 3rd, 2011, 02:38 PM I definitely understand why you luv, San Fernando. I do too.!!Who wouldn't fell in luv with the city, specially if you have this colourful garden beds that compliments the natural beauty of the city's tourist attractions. I feel like I couldn't wait for spring.
Here in North Vancouver, I've been contemplating of have a partial makeover of my backyard garden. :) One thing that I really miss in the Ph. though is the year round gardenning. Unlike here in Canada, can't do anything during the winter time, except skiing, and snowboarding. It is fun though, a 10 weeks break before hitting the road to camping, and openning the garden shed for gardenning, so to speak.:)
ephesus29, i exactly know what you mean when you have to wait for spring to do some major gardening but the fact that you are in the "best place on earth" is a blessing in itself.

SKM is very aggressive with their expansion and I cannot keep up with their rapid construction activities. SKM started out with a computer shop at CKC commercial bldg. then soon built the Shaina Tower and subsequently Metrobank branch and this new one. Actually I don't have any idea what will be in store for this new bldg.

That's what I heard from the people when I was in the capitol last summer. Owners of SKM is investing its money now to the city. They make big money just out of their small computer shop. Amazing!:banana::cheers:
I am going to ask my classmates who had their OJT at that building (beside rapide)
The existing building where Metrobank and Canon are located is a 4-storey building project according to my classmates. The construction was by phase to accumulate funds from its rentals at the first floor for the next construction

Canada that is, Vancouver being the most livable city in any city in Americas and Ottawa as the second. In comparison to San fernando, it is also indeed a livable city with high accessibility to transportation, water, electricity, telecommunications and health care.

Yeah, I absolutely agree with you, and Thanks. No pun intended. My wife and I (family of course) lives in one of the most liveable place on earth. And I shouldn't be petulant at all, if can't do any gardenning during the winter months :lol:since I could easily divert myself to other outdoor activities, and I am not complaining mind you, :) I am just so anamored with your city of San Fernando, as you all have depicted as the place to visit and enjoy, sunny and colourful, wavy emerald on the beach and the Greecian motiff of Wedding venue. What else could you ask for:) WOW, enthralled I'd say.
hakz2007 February 4th, 2011, 01:04 PM Strict anti-overloading law implemented
SAN FERNANDO CITY, La Union, Jan. 4 (PIA) --- Pursuant to the provisions of the Republic Act (RA) 8794 on anti-overloading, the Department of Public Works and Highways (DPWH) Region I is closely monitoring all registered vehicle’s payload capacity.
“Based on the law, only vehicles that will not exceed the 13,500 kilograms maximum axle load limit and the prescribed gross vehicle weight for trucks and trailers are allowed to go on the roadway,” DPWH Director Veniedo Reyes said.
Reyes added that the compliance on the law will help in the prevention of the early deterioration of the national roads, so he urged the cooperation and support of all entities in the success on the implementation of the law.
Apprehensions of trucks and trailers exceeding the allowable maximum allowable axle load limit by the DPWH started on February 1, in coordination with the Land Transportation Office and the Philippine National Police.
At present, the DPWH are issuing certification to truck owners who have registered their vehicles with a maximum allowed gross weight pursuant to the updated maximum allowable payload capacity based on the matrix of trucks axle.
This certification is one of the requirements of the Land Transportation Office in the yearly registration of trucks with tandem rear wheels containing the type of truck or trailers with their corresponding description and
The allowable maximum gross vehicle weight (GVW) of trucks and trailers are the following:
· Trucks with 2 axles (6 wheels) - 16,850 kilograms;
· Trucks with tandem rear axle 3 axles (10 wheels) – 27,250 kilograms;
· Trucks with tandem rear axle 4 axles (14 wheels) – 29,700 kilograms;
· Trucks semi-trailer with 3 axles (10 wheels) – 30,380 kilograms;
· Trucks semi-trailer with 4 axles (14 wheels) – 30,380 kilograms;
· Trucks semi-trailer with 5 axles (18 wheels) – 37,800 kilograms;
· Trucks trailer with 2 axles at motor vehicle 3 axles at trailer (18 wheels) – 30,378 kilograms;
· Trucks trailer with 2 axles at motor vehicle 2 axles at trailer (14 wheels) – 30,378 kilograms;
· Trucks trailer with 3 axles at motor vehicle 3 axles at trailer (22 wheels) – 41,000 kilograms;
However, restrictions on both the allowable vehicle axle load of 13,500 kilograms and the GVM, which ranges from 16,880 kilograms to 41,000 kilograms, depending on the number and configuration of axles will be strictly enforced effective May 1, 2011. antonbirakak February 4th, 2011, 03:00 PM SM to convert public markets into malls
Monday, January 10, 2011
BusinessWorld
SM Prime Holdings, Inc., the country’s largest mall developer, will start commercial operations of seven new malls this year, adding 400,000 square meters (sq. m.) of commercial area for lease.
THE soon-to-be-opened Dasmariñas mall will have a basement for wet market stalls below an SM Hypermarket and food shops.
The mall developer of retail and banking tycoon Henry Sy, Sr. will also pilot test its “public market-to-mall” concept, a partnering with local governments.
This year will see the highest number of new malls opened to the public by the SM group, an executive said late last week.
“We will open seven or eight smaller malls this year,” Jeffrey C. Lim, SM Prime executive vice-president and chief finance officer, told reporters.
The list includes SM Masinag in Antipolo, SM San Fernando in La Union, SM Dasmariñas in Cavite, SM Apalit in Pampanga, SM Commonwealth in Quezon City, SM La Consolacion in Cebu, and SM BF-Sucat in Parañaque.
SM Prime will finance projects through P20 billion in capital allotted this year. The amount has already been secured through debt and internal funding.
“[The Dasmariñas branch] will be a pilot project for us. We are converting a public market into a formal retail mall,” Mr. Lim said.
SM Prime is currently building a mall on a two-hectare lot it had leased from the local government for 25 years.
The lease may be extended for another 25 years.
“We will have a semi-basement for wet and dry markets and the ground floor will be the Hypermarket with some food shops,” Mr. Lim said. The third floor will be for third-party tenants and the fourth floor will be for parking spaces.
Under the agreement, SM Prime cannot increase rental rates for public market tenants beyond the fees approved by the local government.
Mr. Lim said the plan to convert public markets into malls in cooperation with local governments will depend on the success of the pilot test and the availability of lots.
The 30,000-sq.-m. SM Dasmariñas is expected to cost P500 million, half of the benchmark P1 billion for each SM mall.
Meanwhile, some of the new malls like SM Apalit will have 20,000 to 30,000 sq. m. of gross leasable area.
Last year, SM Prime started commercial operations of SM Calamba and San Pablo in Laguna, SM Novaliches in Quezon City and SM Tarlac. This increased SM malls in the Philippines to 40, with an estimated gross floor area of 4.8 million sq. m.
The mall developer has started the construction of SM Davao and the 80,000-sq.-m. SM General Santos in South Cotabato, which will be opened next year.
New malls will help the company hike profits by a double-digit rate this year, Mr. Lim said.
Shares in SM Prime, whose profits rose by 11% to P5.6 billion in the nine months that ended in September last year, dropped by P0.02 to P11.30 each on Friday. -- Neil Jerome C. Morales

hugodiekonig February 5th, 2011, 10:59 PM San Fernando City celebrates its annual grand fiesta
By Jennilyne C. Role
SAN FERNANDO CITY, La Union, Feb. 3 (PIA) --- San Fernando City, the prime capital city of Ilocandia celebrates with pomp and pageantry its annual grand fiesta in honor of its patron saint San Guillermo the Hermit with month-long festivities.
History has it that the existing church was built in 1759 in honor of San Guillermo the Hermit thru the efforts of an Augustinian priest, Father Jose Torres who then had convinced two small communities, which have always been plagued by calamities, to settle in the area not so near the sea and the mountains.
This area was called ‘Pindangan’, meaning, a place where they dry fish. In 1765, the newly assigned priest, Father Fernando Rey (meaning ‘king’ in Spanish), however, suggested to the inhabitants that they change the name of ‘Pindangan’ to ‘San Fernando’, after the Catholic King of Spain, but retaining San Guillermo as their patron saint.
When an earthquake destroyed the church at Pindangan (renamed San Fernando), the parish priest decided not to rebuild the church in the same place. Instead, it was transferred to its present location, and is now called the Cathedral of St. William the Hermit, of the Diocese of San Fernando, La Union.
Over the years, thousands of people, both local and foreign, flock to the city to witness the joyful celebration the city fiesta, commemorating the feast of its patron saint.
Today, the celebration is a mixture of religious, social, agri-business, sports and entertainment activities which the children, the youth, the adults and the senior citizens alike enjoy and participate.

MANILA, Philippines – As it embraces ‘clean tech option’ on its energy utilization, beverage manufacturing firm Pepsi-Cola Products Philippines Inc. (PCPPI) is advancing talks with the International Finance Corporation (IFC), the private sector arm of the World Bank Group, for financing on its proposed energy efficiency (EE) initiatives.
In an interview with reporters, PCPPI Commercial Director Gabby Gabinete indicated that their company’s plan would be to go ‘green’ not only in their on-the-fence power generation facilities but also in their energy consumption.
He added that an audit will be undertaken to assess how much savings they would be able to generate from the proposed EE initiative. The project design, Gabinete added, shall be tied in with IFC’s and its partner-banks’ pay-back expectation of about five years.
The company, he said, is in parallel talks with energy service companies (ESCOs) which will guide them in their energy retrofit program – which will not only cover lighting but all relevant chain of its operations wherein energy savings can be generated from.
It must be noted that Pepsi-Cola is also aggressively pursuing renewable energy (RE) projects for its own use – with biomass facilities as its preferred power supply source.
The end-goal of these propounded twin initiatives, he said, would be to encourage other corporate players, competitors or not, to shift also into cleaner technologies to make noble contribution in preserving Mother Earth.
The company is currently pursuing two co-generation facilities leaning on RE fuel source. One is to serve the requirements of its facility in La Union in North Luzon and the other in Cagayan de Oro in Mindanao.
For its Mindanao facility, the company divulged that it inked a contract with American firm PowerSource Energy Services Inc. (PESI) for the development and operation of the biomass-fired power facility.
The American firm will finance the facility’s construction; and it committed to “supply power and steam to the Pepsi Cola plant over the 15-year life of the contract.”
The plant will utilize coconut shells, coconut husks and other coconut residues as fuel inputs. And with this, Pepsi-Cola takes pride in providing additional opportunities for the Filipino farmers.

hugodiekonig February 5th, 2011, 11:09 PM Strict anti-overloading law implemented
http://www.pia.gov.ph/?m=7&r=r01&id=15247
Two advantages that I see with this new rule to be implemented are trucks would be more friendly to roads and safety of the part of transporting goods from one place to another. However, since loading is limited, this would incur more costs in transporting goods, and prices of commodities will go up

Walang footbridge dito.

My cousin and I came here to meet with my friend who was having a meeting after the HK hostage crisis. I have not seen my classmate for a long time and since I was back in the Philippines, I tried to hook up with her. She is one of the high-ranking official of the Department of Tourism. After the hostage crisis, all the directors of the department have to do a "damage control". So, here I was in San Fernando, La Union.
I was told that they were meeting at Thunderbird Resort. It was a very pleasant surprise for me and my cousin to see the resort. It was beautifull and the view was spectacular! I heard about this many times but never in my dreams that there was a beautiful resort in San Fernando!
The resort has the most awesome building- as if you are actually in Santorini!!!
My cousin and I spent at least 8 hours roaming around the resort- from the swimming pool, to the lobby to the beach! We also checked out our rooms which was the most awesome room I ever had! (For real, the rooms have the most spectacular view of the ocean! And, the bathrooms are like heaven! You are basically stepping into a five-star spa saloon!)
We also checked the restaurant by ordering our breakfast! The waitress was very polite and very courteous. My cousin was so impressed with the service that she said she didn't even like to go home!

After some stressful days at home (I attended the funeral of my father - that was why I was back in the Phils), our stay at the resort was the most beautiful thing I have done in two weeks).
Everything at the resort- from the service to the little basic thing I needed was awesome. I was truly impressed with the service and the accommodation.
I enjoyed swimming at the pool because it was heated! I enjoyed the food, the walk around the beach, the hanging out at the lobby, the service of the waiters and waitresses, sleeping at the pool side, etc. Everything was a great experience. I will surely come back here with my children!

The city mayor is an avid biker and some of his younger city councilors. They all know the importance of sports like biking which is good for the environment and promotes good health. The mayor actually encourages SFC residents to join him every weekends (Sundays) to explore the city environs thru biking.

SAN FERNANDO CITY, La Union, Jan. 5 (PIA) --- A survey conducted recently from various sectoral respondents here revealed negative reactions on the issue of the Armed Forces of the Philippines (AFP) retirement send-off gift.
They unanimously condemn the alleged “pabaon” issue which comprises millions of pesos supposedly distributed to the soldiers deployed in the field.
From the side of the senior citizens, Perfecto Perez, President of the City Federation of Senior Citizens of San Fernando said that he strongly believes the accusation of Lt. Colonel George Rabusa to former AFP Secretary Angelo Reyes.
“I believe that Rabusa has all the evidence to prove his claim. I admire his actions and I condemn the corruption in the AFP…it should have benefitted many soldiers. The government must exert every effort to punish all concerned individuals,” Perez added.
Representatives from the employees/labor sector also emphasized dismay about the alleged “pabaon’ issue and demanded thorough investigation and punish all corrupt officials who will be proven guilty.
Unemployed sectors also have shown anger to the people behind the issue of “pabaon’.
All of the respondents have the heart for the soldiers who were neglected and abused by the people in power. They shout justice for the soldiers and pray for reforms in the AFP. (PIA1/La Union)

william :D February 7th, 2011, 06:52 AM Well that's very good to know something more about mayor Pablo:banana::banana::cheers: I hope the city residents would join to his vision of promoting good health and taking care of environment through simple means like riding a bicycle.
It would really be a great idea. Vancouver has its own bicycle lane now in the city downtown core similar to Amsterdam has. Infact along the "seawalk" around Stanley Park, a total of 13klm, plus within the wooded are of the Park has lane/trail dedicated for bikes enthusiast. Northshore even has mountain biking sports that it caters to stream biking enthusiast.
I have to applaud San Fernando city, LU, (gov't) for encouraging bicycling among the people. Way to go guys.

And it should be encourage among city/municipal and even provincial officials in the Ph. to publicly mingle with the people. It is a common practice here in Canada. They engage with the people like ordinary citizen. And not intimidating, unlike some politicians in the Philippines.

I saw one time noon si Mayor Pablo nakikipag-usap sa isang ordinaryong mamamayan, wala siyang body guard or any kasama.

I just read from the net. Ottawa has recently Okayed bicycle lanes at their downtown to improve the city's transportation. http://www.ottawasun.com/news/ottawa/2011/02/02/17126526.html
I have just looked in the sky. The clouds at night are already pinkish. Pollution in the city has already an impact to its skies. It is very timely to promote bicycle ride in the city for a greener and a healthier city!:banana:

True. most politicians here in the country do mingle only with masses in times of election. Other officials would still use their sirens when driving along highways and other public roads. Wang wang wang wang... I believe that for a public leader to be sincere with his/her vision and mission, he/she should reach out to the masses, provided that he/she is secured since whatever happens to him/her is a public matter

San Fernando is generally peaceful. The city mayor naman feels safe and secure when going out of the city hall sometimes.
hehehe mala-Rome ang isa pang bansag sa San Fernando as the city of 7 Hills - Capitol Hill, heroe's hill, etc. I think di naman sila dumaan sa masyadong matarik na daan sa San Fernando (sir ergit222 any idea po kung saan ang route ng recent Bike the Dust?)

There are also bike lanes on Burrard Bridge in Vacouver aside from this dedicated bike lane on Dunsmuir-Hornby Sts. Vancouver is really one of the the bike-friendliest cities in the planet.
ergit222 February 8th, 2011, 04:27 AM ^^ Yan rin and ultimate din ko sa Vigan... Hay, how I wish, a lot of people riding a bicycle in an ambiance of the Spanish Colonial past, taz may calesa, iwas sa usok, pollution at ingay ng sasakyan..

Happy Fiesta!!
Just wanna share this fellow LU forumers, nakakalimutan kung sabihin, hehe.. My roots are from Pugo, La Union... My dad's grandparents were born there. Then my dad says, there was a time in Ilocos where there was a massive exodus of Ilocanos going to Mindanao to cultivate the widest lands they could ever own! No wonder, North Cotabato and Sultan Kudarat are Ilocano provinces in Mindanao, there is a town there called. Pres. Quirino, after the Ilocano president Elpidio Quirin.o mixed with Bisaya and Muslims.. Davao city is also a home for Ilocanos... Merun din daw SI [Samahang Ilocano] fraternity doon, my dad says and mabili ang Bannawag.. Mga prof daw sa University of Southern Philippines ay Ilocano, at mga prof din sa Mindanao State University in Marawi City, the Muslim city ay mga Ilocano rin...That's according to my dad who came from there..
So my heart belongs to Sur, and La Union too

Wow! amazing!

Mayor Pablo Ortega Delivering his Closing Remarks. He was overwhelmed by the number of Participants for the Grand Parade. There were 180 groups from different sectors in the city who participated in the said parade, higher than last year's "Parade of Love" at 143. "Uray kano mabisbisinan nagijay nagbuya ti kinaadu ti nagparada" Kahit pa nagutom ang mga nanuod sa dami ng mga nagparada

SAN FERNANDO CITY, LA UNION (9 Feb) – The nationwide provisional increase of one (1) peso to be added to the previous regular rate in jeepneys is now in effect here in the province of La Union.
According to the land transportation franchising and regulatory board (LTFRB) – regional office 1 director Attorney Glenn N. Zaragoza, a provisional increase of one (1) peso was approved by the board last January 31, and implemented on February 2, 2011.
“During the hearing, the board realized that there is really a need for an increase of P1 but this is just provisional or temporary.”
“Due to this, no new tariff was imposed by the LTFRB because the final decision on the proposed increase has not been approved yet and if by chance a higher rate would be approved after the final hearing, chances are, it will result to confusion among our commuters”, Zaragoza clarified.
The official said that an additional P1 shall be added to the regular rate for regular commuters, while for students, senior citizens and persons with disabilities, an additional rate of only P0.80 will be added as their(20) percent discount.
Meanwhile, there are jeepney drivers who are still not contented with this increase saying “sa sobrang taas ng krudo ngayon, wala pa rin kaming kikitain niyan.”
The increase in fare only applies to jeepneys but not for buses and tricycles, Zaragoza ended.

MANILA, Philippines – Television host and actor John Estrada has revealed the preparations that he and his fiancé Priscilla Mereilles are doing for their upcoming wedding.
In an interview with “Showbiz News Ngayon,” Estrada said their wedding will be held at Thunderbird Poro Point in La Union on February 26.
He also confirmed that ABS-CBN will get the exclusive coverage of that special moment.
“Hindi pa namin pinag-uusapan kung kailan ipapalabas pero yes exclusive ang ABS-CBN. Nakaka-stress pala ang pag-aayos ng wedding but at the same time masaya kasi kasama ko naman si Priscilla,” he said.
Estrada also disclosed a number of names that will be part of their wedding entourage.
Among them are ABS-CBN Channel 2 head Cory Vidanes, Star Magic head Johnny Manahan, actresses Lorna Tolentino, Ai Ai delas Alas, Sharon Cuneta and Kris Aquino, actors Anjo Yllana, Gabby Concepcion and Randy Santiago.
Estrada said actor Richard Gomez and host Willie Revillame will be his 2 best men.
He added that his kids with former partner Janice de Belen will also be in the special occasion.
“My 3 daughters will be the bride’s maids tapos ang anak kong lalaki ay junior best man,” he said.
Meanwhile, Estrada said that their original plan to also get wed in Brazil might be postponed due to the forthcoming noontime show of ABS-CBN that he will host.
“Iyon ang plano ng mommy niya but then again, ngayong dumating ang noontime show baka maudlot muna iyon,” he said.
Sought for a statement on where and how they are going to celebrate their honeymoon, Estrada said: “Okay na iyon. Matagal na kami nag-honeymoon naman. Hindi importante iyon. Ang importante kasal kami at nagmamahalan kami at ang mga taong mahal namin ay mahal rin kami.”

hugodiekonig February 10th, 2011, 02:32 PM CALASIAO -- The new head of the Bureau of Internal Revenue (BIR)-Ilocos Revenue District Office 4 (RDO4) is cautioning businessmen against unscrupulous persons who might be posing as BIR personnel when visiting their establishments.
RDO4 Officer Christine Cardona said there is a BIR institutionalized tax compliance verification drive where business tax mapping is done unannounced. The most recent was conducted on January 27 and 28.
Cardona said businessmen should be cautious.
BIR personnel who are conducting tax mapping have with them a mission order. Stated thereat are the date of the operation and the place where it will be conducted. Also, they are wearing BIR identification cards.
To avoid paying penalties, she said businessmen or entrepreneurs should register their businesses at the BIR office.
Meanwhile, the province of Pangasinan continues to be the biggest tax contributor in Ilocos region.
"Mahigit kalahati ng collection ay galing sa Pangasinan. It even lifted the areas where collection decreased, which resulted in the over-all regional increase," BIR Assistant Regional Director Ernesto de Vota said Thursday at the KBP Forum held at the Philippine Information Agency (PIA) office in Dagupan City.
There are six BIR collection offices in Ilocos, namely: RDO1 in Laoag City, RDO2 in Vigan City, RDO 3 in La Union, RDO4 in Calasiao, RDO5 in Alaminos City, and RDO6 in Urdaneta City. RDOs 4, 5 and 6 are all in Pangasinan.
RDO4 posted the biggest collection in 2010 with P1.6 billion, followed by RDO3 with P1.1 billion, RDO2 with P962.9 million, RDO6 with P854.7 million, RDO1 with P761.7 million, and RDO5 with P579 million.
The Oplan Kandado, said Cardona, is a continuing project of the BIR. (Liway C. Manantan-Yparrraguirre/Sunnex)

MANILA, Philippines – The Department of Environment and Natural Resources (DENR) has identified 29 priority provinces for the densification of more detailed geo-hazard maps in disaster-prone areas.
The densification of geo-hazard and climate change maps will be implemented by the DENR’s Mines and Geosciences Bureau (MGB) this year.
Earlier, MGB Director Leo Jasareno said the three-year geo-hazard mapping project will cost P354 million.
DENR Secretary Ramon Paje explained that the project aims to produce geohazard maps with a scale of 1:10,000 covering critical areas to show more details of the area covered by the map.
Priority in the densification project will be the provinces located in the eastern seaboard namely, Quirino, Isabela, Nueva Vizcaya and Cagayan in Region 2; Aurora, Pampanga, Bulacan, Tarlac, Zambales and Bataan in Region 3; Quezon, Rizal, Laguna, Batangas and Cavite in Region 4A; Camarines Norte, Camarines Sur, Catanduanes, Albay, Sorsogon and Masbate in Region 5; Southern Leyte, Northern Leyte, Biliran and Samar Island in Region 8; Compostela Valley in Region 11; and Agusan del Sur, Agusan del Norte, Surigao del Sur in CARAGA region.
“We are concentrating on these areas because they are prone to flooding and landslide as induced by rains. Usually, areas in the eastern section of the country are prone to typhoon destruction,” Jasareno earlier said.
“The production of a 1:10,000-scale geo-hazard map is like zooming in the 1:50,000 map until we see the details of the area which cannot be represented in the 1:50,000-scale geo-hazard maps,” Paje said.
Geo-hazard maps with a scale of 1:50,000, covering 1,618 cities and municipalities, were completed in September last year.
The DENR chief explained that among the details that can be found in a 1:10,000-scale geo-hazard map include parameters or features in the area that may affect ground stability and the type of landslides that can possibly occur in the area.
“With the 1:10,000 map, the relocation sites can also be plotted, which we cannot be done in the 1:50,000-scale maps,” Paje pointed out.
In addition, the MGB will also conduct coastal geo-hazard assessment and the mapping of 97 priority coastal municipalities and cities at a scale 1:10,000 in Iloilo, Aklan, La Union, Northern Samar, Cebu and Negros Oriental, Paje said.

hugodiekonig February 10th, 2011, 04:00 PM SAN FERNANDO CITY, La Union -- A prayer rally continues here in protest over the court order allowing one of the suspects in the operation of a drug laboratory in Naguilian, La Union in 2008 to post a P1 million bail.
Led by Bishop Artemio Rillera, the rally is being held in front of the Regional Trial Court branch here to question why the Municipal Trial Court in Bauang, La Union allowed former Dagupan City chief of Police Dionicio Borromeo to file a bail bond for his temporary liberty.
Hundreds of religious leaders, church workers, students and other concerned citizens joined the prayer rally, which started on Monday, a week after they learned that Borromeo is now out on bail after almost two years under detention.
Borromeo was tagged as one of the protectors of the shabu laboratory busted by lawmen in Barangay Upper Bimmutubot, Naguillan town in July 2008.
Bishop Rillera of the Diocese of La Union, expressed his great dismay on the court ruling of Judge Rose Mary Molina Alim of the Municipal Trial Court of Bauang, La Union allowing Borromeo to post a bail bond of P1 million.
The rallyists expressed fear the court action on Borromeo might embolden illegal drug syndicates to perpetuate their criminal activities.
The prelate said he will write a pastoral letter for distribution to all parishes urging the populace asking them to be vigilant in monitoring the development of the case filed against Borromeo and his co-accused.
A motion for reconsideration was filed by La Union prosecutors Danilo Bumacod, Gaudencio Valdez Jr. and Manuel Dulnuan who all claimed that there were hard evidences that would pin Borromeo to the case.
Before serving as Dagupan City chief of police, Borromeo was head of the Ilocos police Regional Mobile Group.

COMBINED agents of the Police Regional Office 1 and the Philippine Drug Enforcement Agency on Tuesday raided a clandestine marijuana plantation in Santol, La Union where they uprooted and destroyed more than a million of fully-grown marijuana plants and seedlings valued at nearly P240 million.
PRO1 director C/Supt. Franklin Jesus Bucayu said the cannabis plants and seedlings were found in Sitio Bay-o, Bgy. Sasaba by PRO1 and PDEA operatives after hours of hiking.
The cultivators of the prohibited crops, however, were no longer in the area when lawmen arrived. The mountainous place is also known to be infested with New People’s Army guerrillas.
PDEA chief Undersecretary Jose S. Gutierrez Jr. said the operation is part of their continuing effort to locate and destroy all known secret marijuana plantations in the country.
Next to shabu, marijuana remains a favorite drug of abuse in the country due to its availability and much cheaper price. A kilo of marijuana only cost P5,000 in the underground market compared to shabu which fetches as much as P7,000 a gram.
Gutierrez said apart from some parts of La Union, marijuana commonly grows in the mountains of Cordillera which remains the main producer of the cannabis in the country.

MANILA, Philippines – Valentine's Day and the rest of the days to come will be a lot, lot better for a solo bettor after the Philippine Charity Sweepstakes Office (PCSO) through its online lotteries produced February's solo first jackpot winner from La Union after grabbing P77,373,363.60 in the Thursday draw of Super Lotto 6/49.
PCSO's first instant millionaire in 2011 won also from Super Lotto -- 26-20-22-18-11-10 -- on Jan. 4 his P61.31 million bonanza. Until now, the winner has not yet claimed his prize.
Manager Manuel "Manny" C. Garcia of the PCSO-Publicity and Public Relations Department (PCSO-PPRD) said the winner of the P77,373,363.60, with the winning combination of 44-06-09-01-40-24 bought the ticket in La Union.
It marked the first lotto jackpot winner this month, he said.
Garcia reiterated that revenues from the lotteries are being used for the Prize Fund (55 percent), Charity Fund (30 percent), and Operating Fund (15 percent).
This developed as the PCSO, now chaired by Margarita P. Juico, has forfeited in 2010 a total of over half a billion pesos, or P605,273,958.20,mostly from unclaimed consolation prizes of the various lotto games and other products of the state charitable agency.
Forfeited prizes after the one-year window for claiming them had lapsed are poured into the Charity Fund, "a trust and liability account and is used exclusively to finance and support health programs, medical assistance and services and/or charities of national character."
Over P5.5 million from the Mega Lotto 6/45's P16 million-plus jackpot, the share of the third winner on Feb. 10, 2010 was forfeited this month after the winner did not show.

SAN FERNANDO CITY, La Union, Feb. 3 — The Food Agriculture Organization, a non-governmental agency based in Manila, has donated 44,100 bangus fingerlings for fishpond owners in five barangays here.
The city agriculture office said the fingerlings were contained in several boxes delivered to the office of Mayor Pablo Ortega by a truck that came from Manila.
The fingerlings were distributed right away to fishpond owners affected by typhoon "Pepeng" that wrought havoc to the city's agriculture, fisheries as well as infrastructure two years ago.
Erwin Beleo of the mayor's office said that each beneficiary in the five barangays was given 500 fingerlings.
These are Barangays Biday, Carlatan, Dalumpinas Este, Lingsat, and Bangkusay which were the worst affected during the onslaught of typhoon "Pepeng."

SAN FERNANDO CITY, LA UNION (15 Feb) - Police personnel from the Bacnotan Police Station, Bacnotan, this province, recently apprehended five suspicious-looking gun owners and confiscated from them some undocumented firearms and ammunitions while conducting a mobile patrol and “Oplan SITA” along Barangay Cabaroan, in said municipality.
According to the La Union Police Provincial Office (LUPPO) Information Officer Police Superintendent Manuel Apostol, the suspects were arrested by the Bacnotan police on Februry 04, 11:45 in the evening, while they were aboard a speeding tricycle heading south and shouting.
This prompted Police Officer 2 (PO2) Dennis Rinon and Police Officer 1 (PO1) Reynaldo Mago to stop and when they approached the said tricycle, the latter saw a protruding pistol hand gun which was half-tucked from the waistline of one of the suspects identified as Edgar o. Lopez, a resident of San Juan, La Union.
Failure to show documents by the suspect, the two policemen confiscated from him one (1) caliber 45 pistol, Colt MK IV and one (1) magazine loaded with eight (8) live ammos.
The fact that they were outnumbered by the suspects, the two policemen called for back-up from the barangay officials and tanods in the said area who were at that time also conducting patrol, so they were able to frisked the other suspects who were later identified as: Manolito L. Fabian from barangay (Brgy.) Lacong, San Gabriel and a resident of brgy. Poblacion in Bacnotan, Jun L. Marticio of Casiaman, Bacnotan, Charlie S. Fabian, also of Poblacion, Bacnotan, and Sabado R. Antonio, native of Lacong, San Gabriel and a resident of brgy. Poblacion, Santol, all in the province of La Union.
Further inspection on the motorized tricycle led to the seizure of a camouflage bag containing one (1) Thompson/grease gun with two (2) magazines that contain twenty four (24) rounds of live ammos and six (6) live ammos of caliber .22.
For failure to show any legal documents to carry said firearms and ammos, the suspects were later brought to the Bacnotan Police Station for further investigation and documentation.
As of this writing, case was filed against the suspects for violation of PD 1866 as amended by RA 8294 (Illegal Possession of Firearms and Ammos) at the Provincial Prosecutors Office, San Fernando City.
However, Charlie S. Fabian, 17 years old, a minor, was referred to the Local Social Welfare and Development Office of Bacnotan. (PIA-La Union, with reports from La Union Police Provincial Office)

yes totoo yan. Thunderbird has partly contributed also to the development of the newly upgraded San Fernando Airport. That's why more than half of the ZestAir flight passengers are guests of the resort.
