MANILA, Philippines - Diversified conglomerate San Miguel Corp. (SMC) may hold the planned share sale next month, company president Ramon S. Ang said on Wednesday.
Ang, who spoke to reporters yesterday while in Bataan, declined to provide additional details on the said equity offer and planned convertible bond sale approved by the company's board on Tuesday.
SMC shares added 0.82 % to P171.40 each during yesterday's trading.
Ang said earlier the company is looking selling up to 1 billion common shares priced between P200 and P250 each, valuing the offer to as much as P250 billion.
The sale, originally scheduled in the first quarter, was postponed due to volatile market conditions. It was earlier reported that issue managers for the share sale are Credit Suisse, Deutsche Bank, Goldman Sachs, Standard Charted Bank and UBS AG.
Proceeds are seen to fund SMC’s ongoing expansion outside its traditional food and drinks business.
Since announcing an aggressive diversification strategy three years ago, SMC has made investments in power, toll roads, railways, airports, telecommunications, oil refining and mining.
SMC’s 2010 profits fell sharply to P20.09 billion, from P57.8 billion the previous year, on the absence of one-time gains such as the 2009 sale of a significant stake in its brewery unit to Japan-based Kirin Holdings.
The company's recurring net income, however, more than doubled last year buoyed by gains from its power unit.
SMC now has four power plants—the Limay combined-cycle, the Ilijan natural gas-fired, Sual coal-fired, and San Roque hydroelectric power facilities—which generated an estimated 11.1-million megawatt hours last year.
SMC also owns a minority stake in Manila Electric Co., the country's largest power distributor. It also has interests in infrastructure projects, including Caticlan Airport, the Tarlac-Pangasinan-La Union Expressway, and the MRT-7 Railway.
SMC also owns three coal mines in South Cotabato, Mindanao and a tenth of Australia’s Indophil Resources NL, which owns a third of the $5.9-billion undeveloped Tampakan gold-copper project
SMC is 47.5 % owned by Top Frontier Investments Holdings Inc., a private company led by the group of former Trade minister Roberto V. Ongpin. The conglomerate also owns a 49 % stake in Top Frontier.

SAN FERNANDO CITY, La Union, April 7 (PIA) --- Given the geographical location of Region I, hand in hand with the many environmental challenges the region is facing which include slow reforestation, lack of private investments for environmental management initiatives, indiscriminate extraction of resources, hazard-prone coastal communities, sustained drought and others, it is optimistic that the environment will be properly sustained through the planned large ecosystem approach, environmental protection and regulation, community-based management system, and climate change adaptation and disaster risk management.
Aiming at managing sustainably the environment, the Ilocos region identified these strategies to work on to achieve its vision of a livable environment in 2020.
Under the Large Ecosystem Approach, implementation of the Upland Development Program will be fast tracked. Monitoring system for air, land, water and marine resources will be strengthened. All stakeholders will be tapped to address the urgent call of climate change effects.
Environmental protection and regulation approach covers the regular assessment of coral reefs and stricter implementation of the environmental laws like Clean Air Act of 1999, Clean Water Act of 2004, Ecological Solid Waste Management Act of 2000 and Toxic Chemicals and Hazardous Waste Management Act.
In the implementation of these laws, the local government units (LGUs) play major roles, considering that they have the direct linkages with the people in the community.
The community-based management system underscores environmental stewardship as an effective measure emphasizing the critical role of LGUs vis-à-vis volunteerism and vigilance of civil society and the non-government organizations.
Under the climate change adaptation and disaster risk management, a long-term plan covering CYs 2004-2030 serving as a blueprint on the appropriate use of the ecosystem and the environment was made. Stricter implementation of this plan, the Disaster Risk Management Regional Physical Framework Plan is at hand.
Given these actions, Region I is optimistic that it will reverse environmental losses by 2015, improve air and water quality, and enhance biodiversity by reducing its rate of losses. Likewise, the planned targets to increase the forest cover by 50,000 hectares by the end of the plan will be attained with the full cooperation and support of various stakeholders in the society. I think the AFP is currently operating the 2 globe-shaped radars and the tower antennas ever since the Americans left the Philippines in 1991 following the eruption of Mt. Pinatubo.

San Fernando City, La Union – To further enhance health development in the province, the Philippines NGO Support Program, Inc., in cooperation with Merck Sharp & Dohme (MSD) Corporation and the Provincial Government of La Union (PGLU) will launch a program entitled “Enhancing Access to Health Resources in Strategic Underserved Communities” or ENACH on April 14, 2011 at the Diego Silang Hall of the Provincial Capitol Building, this city.
With the resources of pharmaceutical giant MSD; expertise of Philippines NGO Support Program, Inc. in youth leadership program; and solid support from PGLU, the program is expected to make health programs more accessible province wide. It shall also focus on the prevention and spread of diseases and illnesses among poor families throughb extensive education in the community level.

MANILA, Philippines – Genuinely concerned over the health and disposition of the millions of pilgrims from all over the country who were surging day in and day out into the Agoo Cathedral and its immediate environs in La Union in 1993, the late Jaime Cardinal Sin told a jampacked press conference that included many foreign mediamen in his Mandaluyong office, thus:
“When people are desperate and hungry, they see so many extraordinary things, so they implore for the guidance of the Almighty if those supernatural appearances are real.”
The objects of interest by the myriads of the faithful congregating at the Northern Luzon shrine were the “bloodied” host on the tongue of a young altar boy named Judiel Nieva whenever he received the Holy Communion.
And to witness the “dancing sun” in the Agoo skies.
After years of exhaustive investigation and on-site observation by Church officials, those “supernatural occurrences” were declared as a hoax.
Today, notwithstanding their despair and hunger, people still pray for the help of the Almighty to grant them their petition which comes in many forms. That is unwavering faith.
Readers may ask now, Why are we venturing this time into the realm of the Divine Providence?
It is because last Monday, a Catholic bishop – Msgr. Jose Ignacio – told the press that he has noted an increasing number of believers, specifically, job-seekers who are flocking to Quiapo church where he is parish priest, not much to pray before the miraculous Black Nazarene as to have their bio-data and job application forms blessed.
The devotees believe their chances of landing a job is far greater when their documents are sprinkled with holy water.:ohno::ohno::ohno:
Church authorities, however, say there is no guarantee that one’s material aspirations can immediately be realized through heavenly assistance. Again steadfast faith of a petitioner may bring him the graces.:yes:
In this regard, we find a notable inspiration somewhere. The famous American preacher Bishop Fulton J. Sheen of New York once said in his regular television show in the 1960s:
“Never underestimate the power of prayers. They can even move mountains!"
Which brings us back again to Msgr. Ignacio’s observation. We ask, Will a two-page curriculum vitae when blessed easily open doors to employment?
Maybe if one has the kind of faith that can move mountains!

MANILA, Philippines — For World Vision (WV) scholar Shena Justin Lood, the fact that she was able to finish elementary school amid financial struggles, is already a feat.
But graduating on top of her class is so much more rewarding, not just to herself and her family, but also to her anonymous donor who has committed to help send her to school.
The heart to help
The 20 scholars represented the 2,000 graduates under the WV child sponsorship program which supports a total of 112,000 children in 29 provinces.
“Flying High is World Vision’s way of giving due recognition to children who excel in academics despite their plight in life. We are proud of how these students continue to persevere and work hard to reach their dreams enduring the limitations of poverty,” says WV director of Public Engagement Boris Joaquin.
A short forum by the Jollibee Yumbassadors was also held to provide inspiration and motivation to the scholars. Social entrepreneur Bam Aquino, math whiz Carmela Lao, Palanca award-winning writer Miro Frances Capili, renowned coffee painter Sunshine Plata, and singer and World Vision ambassador Sam Concepcion shared their experiences and advices to the students.
According to Boris, many WV scholars in the past have not only become successful in their careers but are also finding ways to give back. Among them are CNN Hero Efren Peñaflorida who is educating children through his Kariton Klasrum; Armand Balilo, the spokesperson of Coast Guard; and Gabby Romero, a genetic scientist who is helping farmers in La Union.
“We have scholars who are now businessmen, one is vice president of Metrobank, a chief operating officer of an ad agency. Many of them joined us at Word Vision, others established their own foundations. One opened a call center in a dumpsite and got the poor kids residing there to serve as agents. He provides jobs as well as helps promote computer literacy. So it’s really what we hope for, that these kids that we help will someday, also have the heart to help and share their blessings to others,” ends Boris.

hugodiekonig April 9th, 2011, 03:45 AM THE LOCAL arm of beverage maker PepsiCo, Inc. earned less profits from July to December last year as higher sugar costs cut into its margins, a financial report filed with the Philippine Stock Exchange on Friday showed.
Pepsi-Cola Products Philippines, Inc. said its net income sank by 67.8% to P129.69 million net income for the the first half of their fiscal year which ends this June 2011.
This, as cost of goods sold -- which reflect prices of raw materials including sugar -- jumped by a fifth to P6.45 billion from P5.34 billion year-on-year.
Refined sugar then was sold at P64-68 per kilogram at one point, way above the P42-46 price level recorded in the same period in 2009 according to the Bureau of Agricultural Statistics.
Pepsi-Cola Products Philippines’ operating expenses meanwhile slightly gained by 5% to P1.68 billion in the six months ending December 2010.
Such cost increases put a drag on net sales which had increased by around a tenth to P8.29 billion in the six-month period from P7.48 billion in the previous year, the financial report showed.
The beverage maker behind the brands Pepsi, 7Up, Mountain Dew, Gatorade, Lipton Iced Tea and Tropicana controls about 22% of the local carbonated drinks industry and about 90% for the non-carbonated drinks, earlier reports show.
The company had announced that it would be spending a quarter more this year for capital expenditure to increase bottling capacity to the tune of $40-45 million. New production lines located in Cagayan de Oro City and Muntinlupa worth $6-7 million will meanwhile start operations this year, increasing capacity by 7% to 8% or six million to seven million cases per year.
Pepsi-Cola Products has 11 bottling plants in Muntinlupa, La Union, Pampanga, Naga City, Cebu, Iloilo, Bacolod City, Leyte and Cagayan de Oro City.
Last September, Lotte Chilsung Beverage Co., Ltd., a unit of South Korean conglomerate Lotte Group, purchased a 34.5% stake in the listed bottler for P4.447 billion at P3.50 per share, a 23.67% premium.
United States-based PepsiCo, Inc., which has a 30% stake in the beverage firm, has a non-competition agreement with Lotte Chilsung.

hugodiekonig April 10th, 2011, 02:00 PM Pindangan was derived from the Ilocano word “Pindang” which is a traditional method of drying fish in the locality. Pindangan is also the name of the settlement between the two sitios San Vicente de Balanac and San Guillermo de Dalangdang. Both sitios were desiring for mutual protection against their assailants, pirates and headhunters trhough Fr. Jose Torres in 1759.
The church is really old. It was build on May 6, 1786 and is also the symbol of the union of the two sitios. The church, as you can see on the pictures below, is no longer standing and was damaged during an earthquake that occurred in the year 1892. Since then, the ruins remained uncovered so that people can see and appreciate it. The ruins are well preserved after two centuries and still continues to look stunning despite the fact that only the buttresses are what’s left of it. The soil around the area of the ruins must be very fertile as it is covered by green grass and many trees around.

The ingredients ng halo-halo are still those katulad ng mga ordinary na halo-halo, pero mas marami itong additional na ingredients, at panalo rin sa presentation at ingenuity! :cheers:

Surviving World War II guerrillas from Northern Luzon marked “Araw ng Kagitingan” (Day of Valor) on Saturday by recalling their victory over the Japanese forces in the epic battle at Bacsil Ridge against Japanese forces in La Union 69 years ago.
Lt. Gen. Ernesto Carolina (ret.), administrator of the Philippine Veterans Affairs Office (PVAO), said the solemn celebration held at the Tomb of the Unknown Soldiers in Sevilla, San Fernando City, La Union, was led by retired guerrilla leader Col. Gregorio R. Hufano, the hero of the battle at Bacsil Ridge that occurred on March 19, 1945.
The ceremony was preceded by a prayer led by Maria Juanita S. Fajardo-Rivera, PVAO chief for Northern Luzon, followed by the laying of wreaths.
Hufano, 91, is the vice president for Region 1 of the Veterans Federation of the Philippines.
The former guerrilla fighters belonging to the United States Armed Forces in the Philippines (USAFIP-NL), now in their late 80s and early 90s, remembered vividly the fiercest battle ever recorded in the wading months of World War II when they crushed the retreating Japanese troops led by Gen. Tomoyuki Yamashita, known as the “Tiger of Malaya” because of his conquest of many countries in the Far East during the early stages of the war.
The Battle at Bacsil freed the strategic port of San Fernando and enabled the 121st Infantry to move up to other areas in Northern Luzon where the remaining Japanese forces were holed up.
It was in Bacsil that Filipino guerrilla forces showed their gallantry in combat against highly trained Japanese troops who from 1942 until the middle of 1945 occupied Northern Luzon with impunity.
The capture of Bacsil Ridge paved the way for the eventual fall of the strategic Bessang Pass on June 14, 1945 and forced Yamashita to surrender on September 2 that same year.
With the theme, “BETERANO: Huwaran ng Lahing Pilipino,” the Office of the Governor of La Union spearheaded the event, in coordination with the Office of the City Mayor, Philippine Veterans Affairs Office, Philippine National Police and the members of the veterans’ community.
During the program, Dr. Geoffrey M. Tilan, La Union’s Provincial Administrator, announced that the Sangguniang Panlalawigan sponsored a Resolution recognizing Col. Hufano (fondly known in the locality as “Apo Bunog”) as a hero (Bannuar) of La Union province.
Also recognized in the ceremony were the other gallant men of the USAFIP-NL who bravely stood at the forefront of battle in World War II.
Local governments here cited that the people need not look far to name a local hero as the “exploits of our local guerrillas are clearly written in the annals of history.”
They urged the youth to courageously fight in the daily battle against poverty and corruption that impede the nation’s progress.
The veterans expressed their gratitude to the provincial and city government officials and staff for the remembrance held in their honor.
As the late Gen. Douglas MacArthur said: “Old soldiers never die, they just fade away.”

Luke Landrigan, a Filipino-Australian surf instructor and Billabong model based in San Juan, La Union, says that surfing is definitely safe for kids. “Fifty percent of our visitors at San Juan Surf Resort are actually families wanting to take surfing lessons at our Billabong Surf School.” However, he confesses that kids and adults with back problems are not allowed to take surfing lessons.
Luke says that kids at any age however can take surfing lessons, despite not knowing how to swim, since they simply teach beginners on small waves. He adds that kids are easier to teach as compared to adults, “They are very energetic, actually.” Besides, most kids have no fears associated with surfing,” he adds. Though, he advises that someone who wants to pursue surfing professionally should know how to swim.
Surfing, like any other sport, has its own benefits. Luke enumerates the benefits of surfing for young kids and adults alike:
* It keeps you fit
* It engages both kids and adults to be active together in a fun and challenging activity
* It teaches kids to be disciplined, especially since they need to strictly follow instructions
* It helps parents and kids meet new friends
According to Luke, Urbiztondo in San Juan, infamous as the surfing hub in the North, has the best waves from September to February, and small waves come during summer months. Luke, now a national champion and Asian medalist in surfing, reveals that he learned the sport through his dad, Brian. So when he says that surfing is a family bonding activity, it comes from the heart: “If I’m the kid and I see my parents surfing, I think I have the coolest parents in the world.”

It is surprising that the island of the Philippines is still relatively unknown internationally as a surfing destination. What with its great beaches, cool breaks year-round, friendly natives and beautiful women. Luckily for me, I am slowly discovering its secrets (thanks to my Aussie friend Barney) and luckier still, with more chicks left all to myself!
Our next destination was the beaches of La Union which, according to a proud local, is the beach capital of the Philippines. I haven’t confirmed if this is an official title, but Barney said that this was among the more popular spots among the natives. Anyway, there are supposed to be all sorts of breaks in this place. After our streak of good luck so far, I was naturally amped to go check out this place and continue our fun and adventure!

San Juan, La Union, is about 5 hours drive from where we were staying, so we left early in the morning to try to arrive there after lunch (just in time for the afternoon waves!). As usual, the view along the way was not much (just the usual rice paddies and small towns), and for most of the way the trip was uneventful. But the life of BobbyRica doesn’t stay uneventful for long, not even for a couple of hours! Who would believe I’d make an acquaintance with lovely chicks while not even at the beach yet!
Akasha, Barney and I were riding a jeepney we hired with our Aussie friend riding shotgun with the Filipino driver. Akasha and I were inside at the back with our boards and other stuff. I was fiddling with a cap I bought as a souvenir from Baler, when at a sudden turn (the driver does these amazing maneuvers), I fumbled and got the cap blown back. I was not the least bit interested in asking our driver to stop just for it (I can always buy another one). But, an SUV appeared at the turn, which promptly stopped after catching the cap at the windshield.

I watched fascinated as this chick got off the car and picked up my hat, before I had the sense to ask our driver to hit the brakes. I got off our jeepney with some excitement and anticipation. As we were already some distance ahead, I stood there and waited for the SUV to reach me. I noticed that it has a couple of surf boards attached to its top rack.
The SUV stopped a few feet from our jeepney. I walked towards the car and noticed that, aside from the chick who got off from the passenger side, there were two other girls at the back. The driver was also female. Four lovely chicks, all surfer dudettes by the looks of them!
I thanked them for the cap and asked if they were also headed to San Juan. The chick riding shotgun, fair skinned with short-cropped hair and the most alluring smile, said they were. They noticed the boards inside our jeepney, and they seemed impressed to find out from my cap that we have recently surfed at Baler. Under the pretext of asking where the best place to stay in San Juan was, I found out exactly where they would be lodged!

CANDON CITY, April 11 (PIA) - - The celebration of “Araw ng Kagitingan” was successfully replicated in San Fernando City, La Union last Saturday, according to Region 1’s Philippine Veterans Affair Office (PVAO) head Maria Juanita S. Fajardo-Rivera.
In a phone interview during the PIA’s weekly Arimbangaw radio program aired over DZTP Radio Tirad Pass last Saturday in Candon City, Rivera told that the 2011 rites was solemnly held at the Tomb of the Unknown Soldier, in Barangay Sevilla, San Fernando City, La Union.
With the theme, "BETERANO: Huwaran ng Lahing Pilipino," the Provincial Government of La Union spearheaded the event, in coordination with the Office of the City Mayor, PVAO, Philippine National Police, civic groups, youth sector and the members of the veterans' community.
The Araw ng Kagitingan ceremony in La Union was simultaneously held at the Dambana ng Kagitingan, Mt. Samat, Pilar, Bataan, where the national celebration was held with President Benigno Aquino III as honored guest.
Rivera said the celebration in Ilocos region was attended by the World War II veterans from the different towns in La Union, headed by Colonel Gregorio Rafanan Hufano, Vice President for Region 1 of the Veterans Federation of the Philippines.
In a short program, La Union’s Administrator Geoffrey M. Tilan told that the Sangguniang Panlalawigan passed a Resolution recognizing Col. Hufano (fondly known in the locality as "Apo Bunog") as a Hero (Bannuar) of La Union province.
Along with the intrepid officers and soldiers of the USAFIP-NL, Col. Hufano figured in the victorious Battle at Bacsil Ridge which freed the strategic port of San Fernando on March 19, 1945. This enabled the 121st Infantry to move up and engage the enemy in one of the fiercest battle ever recorded in war history, the Battle of Bessang Pass where our force stood triumphant. Since that mountain pass is the last stronghold of the triangular defense of the Japanese Imperial Army in North Luzon, the enemy's defeat in Bessang cornered Gen. Tomoyuki Yamashita and made him surrender.
Also recognized in the ceremony were the other gallant men of the USAFIP-NL who bravely stood at the forefront of battle in World War II in the name of our country's freedom.

hugodiekonig April 11th, 2011, 01:16 PM The Department of Environment and Natural Resources (DENR) on Monday said it will conduct geohazard mapping in 97 priority coastal areas in the provinces of Cagayan, La Union, Iloilo, Aklan, Antique, Negros Oriental and Cebu.
DENR Secretary Ramon Paje said that the project, to be implemented by the Mines and Geo-sciences Bureau (MGB), will target towns that will be affected by climate change and rising sea levels.
“With the completion of our geohazard mapping project on landslide- and flood-prone areas, the MGB is now set for coastal geohazard mapping, with particular attention on the effects of the rising sea level due to climate change," Paje said.
In a report to Paje, MGB Acting Director Leo Jasareno said that the study will also look into environmental changes, such as the erosion and accretion or sedimentation of shorelines.
Natural and man-made factors
Coastal erosion is a result of a number of geologic, oceanographic and atmospheric factors, including the relative sea level rise due to climate change.
However, the rise of sea levels can also result from man-made activities such as beach mining, Paje stressed. He said that beach resorts and other infrastructure constructed along coastal areas are the ones that will be primarily affected by erosion due to rise of sea level.
“This will give us solid information as to which coastal areas or shorelines are experiencing erosion or are prone to erosion to enable the government plan for a more responsive risk reduction program for these areas and other climate change mitigating and adaptation measures," Paje added.
Jasareno explained that the geohazard mapping includes shoreline mapping and the gathering of evidence of erosion such as exposed roots of vegetation in the area and eroded roads and infrastructure. They would also collect anecdotal and historical information from the coastal populace, he said. — TJD, GMA News

Bauang, La Union – In a study, an average person consumes 100-120 liters per day. And 75-90% of this consumed water translates into domestic wastewater. In the national picture, domestic wastewater gets a share of 48% while agricultural wastewater come second accounting to 37% and industrial waste water with only 15%. This amount of wastewater most commonly pollutes our water system.
Septage Management, Centralized Treatment Facilities and Decentralized Wastewater Treatment System (DEWATS) are some of the environmental options for such domestic wastewaters.
The Local Government of Bauang, in its sustained campaign for environmental protection, tied up with the Center for Advanced Philippine Studies (CAPS) and the Basic Needs Services Phils. (BNS)- BORDA for a DEWATS-Community-Based Sanitation Project. This is to support Gov. Manuel C. Ortega’s “Sanitasyon Para Kadatayo Amin” project which LGU-Bauang, CAPS, BORDA and PGLu’s executives earlier committed to sustain thu a MOA.
The treatment facility shall benefit 25 families in a 16-household- compound will benefit with.
CAPS, on the other hand, is engaged in environmental projects in integrated sustainable waste management and sanitation and a partner of the LGU-Bauang for the Eco-San Toilets distributed in several barangays of Bauang.
The project was inaugurated last March 23 at Sitio kamarunggayan in Central West, Bauang witnessed by Mayor Martin de Guzman, Vice Mayor Angelo Aquino, Sangguniang Bayan Members, CAPS Executive Director Danilo Lapid, BNS-Phils Executive Director Jonas Maronilla, OIC-Provincial Health Officer Dr. Hector T. Beñas, Asst. Provincial Agriculturist Alberto Lacsamana, among others.
The resident-beneficiaries collectively calling themselves the Baladad DEWATS Organization is in high spirits and vowed to maintain the facility. The Central West Barangay Council headed by Punong Barangay Erlinda Villanueva is in full support with the project.
Mayor De Duzman in his message reiterated the importance of health and sanitation as vital investments in life. He has continuously promoted health and environmental projects and initiatives for Bauang and livelihood for the people.
In the same venue, a memorandum of agreement for a DEWATS for other areas in the municipality was signed. Construction for the DEWATS of the Bauang Slaughterhouse is ongoing. This will likewise treat the wastewater produced from the Bureau of Jail Management and Penology (BJMP) based in Bauang which is located beside the Triple A Slaughterhouse.

SUBIC BAY FREEPORT, Philippines – Former Subic Bay Metropolitan Authority Chairman Felicito Payumo has been appointed by President Benigno Aquino III as the new head of the Bases Conversion and Development Authority, the government agency tasked with converting former American military bases into economic growth zones.
Payumo, a member of the administration Liberal Party and a former Bataan representative, took his oath Tuesday. He also dispelled reports that he was appointed to head the SBMA for a second time.
“I’ve been there for seven years. No, I was appointed to the BCDA. We’ve been hearing rumors about it for awhile, but [I] did not receive confirmation until now,” he said.
Under Republic Act 7227 (Bases Conversion and Development Act of 1992), the BCDA is mandated to convert former US military bases and Metro Manila military camps into productive civilian economic growth centers that would generate business opportunities, jobs and economic activities.
Chief among the BCDA's mandate is the “balanced conversion of the Clark and Subic military reservations and their extensions – Camp John Hay (Baguio City), Wallace Air Station (La Union) and O' Donnell Transmitter Station (Tarlac) – into productive civilian use,” the BCDA website said.
Payumo, who was appointed SBMA chairman in 1998 by then President Joseph Estrada, will replace BCDA Chairman Aloysius Santos.
Zambales Representative Milagros Magsaysay welcomed Payumo’s appointment, saying he is competent.
“He is qualified for the position as he has the experience and know-how as once being the chair and administrator of the SBMA,” she said.
Danny Piano, Subic Bay Freeport Chamber of Commerce president, said his group respected the decision of Aquino to appoint Payumo as BCDA chief.
“[BCDA] has proven to be successful in its original mandate of converting military bases into economically feasible areas. We hope that through the leadership of Mr. Payumo, it can now focus on further developments of these same areas into towering growth centers where business and job opportunities continue to abound,” Piano said.

San Fernando City, La Union - Living true to its title as Region I’s Cleanest, Greenest and Safest Province, a self-defense training for San Fernando City Barangay Tanods was held last April 8 at the Ortega Gym, this City.
Using the state of the art Pro Baton, more than 700 barangay peacekeepers were taught on various techniques on defending themselves from possible attackers. As deputized law enforcers, they were also taught on the proper conduct of arrests without violating human rights. Accompanied by their respective Punong Barangays, the Tanods were grateful for the training as it will not only save their lives in the performance of their duties but the very lives of their constituents as well.
Sponsored by Liga Ng Mga Barangay – La Union Chapter President and Sangguninang Panlalawigan Ex-Officio Member Manuel Victor “Mannix” R. Ortgea, Jr., the training shall be conducted province wide. In his speech, Ortega shared that a well-organized, disciplined, prepared and competent rooster of Barangay Tanods, Barangay Public and Safety Officers or Civilian Volunteers Organizations is important in sustaining peace and order. As volunteers and deputies in the maintenance of peace and order in the Barangay, they should be familiar with basic police functions that include arrests and protection of limb and lives. As force multipliers of the Philippine National Police, there is a need for regular training as Tanods are usually the first authorities that respond to emergencies.

With temperatures rising this April, newly-opened Marand Resort and Spa beckons vacationers to shake off the summer heat in its refreshing pools. SAN FERNANDO CITY, La Union April 13 (PIA) – A total of 361 displaced workers have been extended financial assistance for the whole of region 1 as of April 11, according to Esperanza Cubarrubias, Overseas Workers Welfare Administration Regional Office 1 (OWWA-RO1) Officer-in-Cherge.
In an interview, Cubbarubias said that the total amount provided for these repatriated Overseas Filipino Workers (OFWs) from Libya has reached P3, 061, 000.00, each OFW receiving P10, 000.00.
Aside from the financial assistance, a free Entrepreneurial Development Training is also offered to them, and this is in-partnership with the Department of Trade and Industry.
Cubarrubias said that this training will be conducted by province, starting with the province of La Union which was divided into two batches. For the first batch, it will be on April 14 at the San Fernando City Barangay Hall with an expected total of 60 participants, for the second batch the tentative schedule is on April 28, on the same venue. In a company disclosure, the listed property firm said its board of directors approved "the spin-off of the company's provincial properties."
Land bank of 39,975 square meters (sq. m.) in Brgy. Iruhin West in Tagaytay City in Cavite, a 33,122-sq. m. property in Brgy. Carlatan in San Fernando City in La Union and 32,107-sq. m. lot in Brgy. Ili Norte, San Juan in La Union will be transferred to a new wholly-owned subsidiary.
"The properties will be developed into affordable housing units," Philrealty said, without providing additional information.
Shares in Philrealty, whose profits rose by 32% to P35.6 million in the nine months that ended in September last year amid higher revenues, were unchanged at 66 centavos each on Wednesday. --Neil Jerome C. Morales

Garcia, a mainstay of the Ateneo chess team under GM-candidate Idelfonso Datu, finished with 6.5 points out of a possible seven to clinch the title and the top prize of P7,000 in this prestigious, five-day competition organized by the National Chess Federation of the Philippines (NCFP) in cooperation with the Pangasinan provincial government.
The 14-year-old incoming fourth- year high school student, who earned two outright IM norms during the ninth Asian Individual Chess championships in Subic last year, actually swept his first six assignments before settling for a draw with Coronel.
Garcia’s triumph completed a big week for Ateneo, which also struck on victories by Datu in the boys 18 under and Camacho in the girls 18 under.

SAN JUAN, La Union, Philippines — Representatives from the regional line agencies and private sector involved in the promotion of nutrition joined the recently successful launch of the Iron Fortified Rice (I – Rice) at the Public Market in San Fernando City, La Union, it was reported here Monday.
National Food Authority (NFA) Region I Director Danilo I. Pastrana told Monday that the i-rice program was simultaneously launched nationwide last March 15, 2011 aimed to help lessen if not totally eliminate malnutrition in the country, specifically iron-deficiency anemia.

honest observation ko. makalat parin sa ibang parte ng gilid ng highway. mas kailangang paigtingin ang mga cleanliness programs sa lahat ng LGUs dito, hindi lang dapat mga naitatapon na basura sa mga basurahan ang dapat na itapon, dapat pati rin yung mga nakakalat sa gilid ng highway namin. Pinaka-active sa cleanliness, sanitation at solid waste management program ang San Fernando, dapat tularan rin ng ibang LGUs dito sa La Union ang San Fernando

SAN FERNANDO CITY, La Union April 15 (PIA) – To equip the local peacekeepers in the barangay level or the barangay tanods with skills that will not only be beneficial for themselves but also to the community particularly in the implementation of peace and order, a self-defense training was piloted at the City of San Fernando on April 8 at the Ortega Gym, this City.
According to information officer Israel Rudio, La Union Provincial Information and Tourism Office, more than 700 barangay peacekeepers coming from 59 barangays in the city were taught on various techniques to defend themselves from possible attackers with the use of the pro baton.
As deputized law enforcers, they were also taught on the proper conduct of arrests without violating human rights which conforms to the basic trainings implemented by the Philippine National Police and the Armed Forces of the Philippines, in coordination with with the civil society and the local community to improve the human rights situation in the country.
Sponsored by Liga Ng Mga Barangay – La Union Chapter President and Sangguniang Panlalawigan Ex-Officio Member Manuel Victor “Mannix” R. Ortgea, Jr., the training shall be conducted provincewide as per schedule.
In his speech, Ortega stressed that well-organized, disciplined, prepared and competent Barangay Tanods, Barangay Public and Safety Officers or Civilian Volunteers Organizations play a very important role in sustaining peace and order in the province..
“As volunteers and deputies in the maintenance of peace and order in the Barangay, they should be familiar with basic police functions that include arrests and protection of lives. As force multipliers of the Philippine National Police, there is a need for regular training as Tanods are usually the first to respond to emergencies,” Ortega added. SAN FERNANDO CITY, La Union April 15 (PIA) – A new police strategy to minimize incidents of crime in Ilocos Region implemented in December last year has paid off following the decline of crime volume from the months of January and February this year.
Reporting on the peace and order situation in region I during the Regional Peace and Order Council I (RPOC-I) meeting held recently in Baluarte, Vigan City, Police Regional Office I (PRO-I) director PCSupt. Franklin Jesus B. Bucayu said the total crime volume in Region I was recorded at 1,935 from January to February 2011 this year compared to 2,779 crime incidents for the same period last year, a decrease of 844 incidents or 30.37 percent decline.
Of the 1,935 incidents, 1,389 were recorded in Pangasinan followed by la Union with 335; Ilocos, 129; and Ilocos Norte, 82, Bucayu added.
Index and Non-index crimes. According to the police report, of the 1,935 crime volume recorded for the period under review 1,108 were index crimes, lower by 483 incidents or 30.55 percent reduction compared to 1,591 index crimes of the same period last year. For non-index crime, the police regional office registered 827 incidents for the period in review representing a notable decrease of 361 incidents or 30.38 percent lower compared to the previous year’s 1,188 incidents.
AMCR and CSE. PRO1’s average monthly crime rate for January to February 2011 was 19.14 percent from 27.4 percent of the same period in 2010 or a significant decrease of 8 percent. On its crime solution efficiency, the police office improved its performance by 12 percent from 19 percent last year to 31 percent this year.
Shooting Incidents. While other areas of police concern registered significant performance, shooting incidents increased from 71 cases last year to 83 cases this year. Of the 71 cases, 17 were perpetrated by motorcycle riding-in-tandem criminals while in the 83 cases, 21 were also committed by riding-in-tandem assassins.
Internal Security Threat. Ilocos region remains under the Ilocos/Cordillera regional Committee of the New People’s Army headed by Esteban Manuel a.k.a. Bonnie. From the original two guerilla fronts operating in the region n 2006, only one platoon-size was left and operating in the Second District of Ilocos Sur.
The provinces of La Union and Pangasinan have been declared “insurgency-free areas” with the signing of memorandum of agreement for a joint Declaration of Insurgency-Cleared Area and for Strengthening the Internal Security Operation between the AFP, PNP and the governors of the two provinces.
As of date, there is no insurgency-affected barangay in the region but 145 barangays remain under threat of being influenced by insurgents. These barangays are in Ilocos Sur (81), Pangasinan (36), Ilocos Norte (27) and La Union (1).
Lately, the AFP and the PNP signed an agreement to ensure unity of efforts in addressing all peace and security concerns in the region.
Bucayu who also chairs RPOC-1, said that while there are other factors to consider, the successful implementation of the Police Integrated Patrol System or PIPS as a new strategy in crime prevention appeared to be the biggest contributor in the decline of crime incidents in Region 1.
What is PIPS?. PIPS or Police Integrated Patrol System is a renewed strategy involving several crime prevention initiatives aimed at minimizing the incidence of crime. It harmonizes and integrates existing programs on anti-criminality and police security operations. It enhances crime prevention and solution to address the problem on motorcycle riding criminals, street crimes, crime incidents with the use of firearms, carnapping kidnapping and other crimes.
PIPS Operation. The system is implemented though the conduct of high police visibility by way of foot and mobile patrols; deployment of motorcycle anti-street crimes operations to run after riding-in-tandem criminals; setting up of checkpoints and chokepoints; implementing Oplan Bakal/Sita; saturation of known places and hideouts of criminals; and the implementation of the search warrants.
Effects of PIPS. The effectiveness of this enhanced anti-crime strategy was evinced by the significant decline of the crime volume recorded since its implementation in December last year which showed a downtrend of crime incidents regionwide.
From 1,412 incidents in November 2010, it steadily went down to 1,084 in December 2010, 964 in January 2011 and slightly increased to 971 in February this year.
PIPS likewise reduced the occurrence of shooting incidents in the region with 48 cases recorded in November 2010 which slightly increased to 54 in December of the same year. But significantly nosedived to 48 and 36 in January and February this year, respectively.
Assessment. Even with the modest accomplishment of the PRO 1 in lessening the incidence of crime in the region, they remained focused in addressing other police related concerns. Police intervention efforts should be improved to address the rising trend of shooting incidents.
Likewise, there is a felt need to improve the solution of high profile crimes, particularly politically-motivated cases where the victims are elected local government officials. Police investigators are constrained in solving these crimes considering the modus operandi employed by the perpetrators and the lack of credible witnesses to testify.
By and large, police authorities in the region believe that with the full support of local government officials and utmost cooperation and participation of all sectors of the community, a more peaceful atmosphere will be attained throughout the region. (ANL-PIA 1 La Union)

let's wait for further investigations. My sister said the fire was said to have started at the stockroom of the linen area.
As for the design of the building, it is good na walang kisame, or else pag nasunog iyon babagsak iyon causing more fatalities. I am hearing some from the people that naka-sara raw yung isang fire exit and late na gumana yung fire alarm.
Anyway, good job for the people inside, according to my sister they went out of the mall calmly. There was a slight panic but atleast the people still went out of the mall smoothly. This is really a sad day for San Fernando. CSI as the only big mall in the city has a big impact in the city's economy. I hope CSI would recover fast from the tragedy, and who knows, Robinsons would start thir mall project in the city very soon, and SM would also come back! ;)

No one was initially reported killed or injured in the fire at the CSI Mall in San Fernando City, radio dzBB reported Saturday.
Sketchy initial reports showed the fire started at 5:43 p.m. and reached the general alarm before it was put out past 11 p.m.
A general alarm means all available firefighters in the city and in neighboring areas should respond to the emergency.
The fire damaged a furniture shop and threatened nearby structures.
A separate report on Bombo Radyo said arson investigators are verifying information an electrical short circuit caused the fire, as there was an appliance section on the second floor.
It added police kept watch over the mall Friday night to keep out potential looters.

LA UNION, Philippines – Personnel and patrons of CSI Shopping Mall in Barangay Biday, San Fernando City, La Union were moved to safety when fire broke out around 5 p.m. on Friday.
Employees of the mall said the fire started at the 2nd floor where the furniture section is located. The fire then spread to the cinemas, appliance center and clothes department.
No casualties were reported.
Firefighters from La Union and Pangasinan immediately responded to the scene. By 8:30 p.m., the Bureau of Fire Department declared the fire out.

I guess the robinsons-puregold issue is all speculations for now until the site will be fenced off to give way for the mall construction. We will just wait for the official announcement of the project proponents. Same with SM LU too.

CSI can cordon off the damaged part of the mall and start the rebuilding process while those areas not adversely affected by the fire can be repaired and cleaned immediately to resume their business operations.

Thank God, the building has no ceiling, or else while burning, it will collapse and can be more catastrophic. Probably they could open the whole of the first floor area if electric and water supply is not heavily affected

TUDDINGAN FALLS

The Province of La Union is blessed with majestic waterfalls because of the continued protection of trees in its mountains that help keep our bodies of water flourish, constantly nurturing Mother Nature all year round.
An example of which is the enchanting Tuddingan Falls in the Municipality of Naguilian. Through the dynamic partnership of the Municipal Government of Naguilian and the Tuddingan Barangay Council, two bahay-kubos and a comfort room were constructed in the area to cater the needs of the visitors. A 3-storey reservoir is also being planned for construction at the top of the waterfalls to control the drop of water and assure the visitors during any season of a strong and captivating waterfall.
Visitors can reach Tuddingan Falls by tricycles or jeepneys bound for the town of Bagulin, which is about 6 Kilometers away from the town proper of Naguilian.

BAUANG, La Union—Virginia tobacco is off to a bumper harvest this year because of good weather. But looming in the horizon is a price war between farmers on the one hand and the government and cigarette manufacturers on the other.
Members of Stop-Exploitation, a militant farmers’ group, said they are demanding a buying price of P128 a kilogram for top grade Virginia tobacco, more than P40 of the price agreed recently in a tripartite meeting.
They are shooting for the moon, a top government negotiator said of the asking price.
Avelino Dacanay, Stop-Exploitation chair, said the P128 that the group is demanding is the true reflection of the farmers’ capital and labor cost.
Dacanay said the continuing increase in prices of chemical inputs and fuel make the P80 buying price unrealistic. Tobacco farmers, he said, are being exploited.
Napoleon Tanedo, a tobacco farmer in Barangay (village) Nagrebcan here, said farmers like him should be earning more.
Tanedo, who cultivates a two-hectare plot with his brother, said the P80 buying price has been the rate for the past years.
But government and cigarette manufacturers said they could not afford the P128 sought by farmers.
“It’s always nice to hear farmers ask for better prices but they are asking for the moon,” said former Ilocos Sur Representative Eric Singson, who has been negotiating the tripartite congress to determine the tobacco buying price for a decade.
“The current price is P82 to P85 a kg for assorted tobacco and I have not heard a single complaint,” he said. “If you ask for the moon, the cigarette manufacturers might just import tobacco. We are a member of the WTO (World Trade Organization). They can do that.”
Chris Nelson, Philippine manager of Philip Morris Fortune Tobacco Corp. (PMFTC), said the buying price depends on the quality of tobacco.
Nelson, who said more farmers are going into tobacco production this year, declined to comment on the demands of Stop-Exploitation.
He, however, said there are 43,000 tobacco farmers in tobacco-growing areas in Northern Luzon and his reports indicated that they are satisfied with the returns on their labor. Frank Cimatu, Inquirer Northern Luzon

but I believe that for a fast growing city like San Fernando and considering the influx of people going to the city to shop, dine and to look for entertainment, a mall project is feasible as long as they have undergone studies and locate it in such a way that it has a little impact on the existing businesses within the city and that the growing market satisfies the need for another mall

I agree. still we need to consider the bottom line of a big business such as a shopping mall in order to sustain its operations and its growth. In CSI's case, I can still see several shop spaces at the ground level not yet occupied or rented out since its opening... the question is why? :)

Maybe location wise the strength of the businesses at the city proper is still on despite the CSI mall, that's why other businesses such as RRJ, Mang Inasal, etc still opt to open businesses at the city proper. And maybe there are other reasons.:|:|:?:?

Several reasons I know why some shop spaces are still empty up to this days at CSI because of soaring rental cost compared to businesses with no rentals; a percentage of the shop's gross sales normally goes to the mall's coffer for advertisement, maintenance, utilities and other fees; operation hours are limited from 10am to 7pm only; and fairly sized percentage of mall goers doesn't really go to the mall to shop but to just hang out.

BAGUIO racers made their presence felt anew landing in the podium of the over-all championship in the recently concluded Race Motor Sports Club Slalom Invitational Challenge at the Francisco Ortega Highway in San Fernando City, La Union.
Jet Ramos, Imay Datu and Ramzy Kairuz simply slammed the doors on other slalom racers in the one-day event to claim the third to fifth place finish in the first out of 3 legs for the Slalom Invitational for year 2011.
Ramos of Team JDA BENIL Baguio was third with the time of 41.56 while Datu of BAF got in 4th with a time of 41.64 and 5th Ramzy Kairuz by clocking 41.68 for the fastest times of the day in the event sponsored by Federal Tyres, Shell Helix Motor Oils, Dubshop Magwheels Inc., and Outlast Battery.

MANILA, Philippines—Anticipating a large number of online visitors this Holy Week, the Catholic Bishops’ Conference of the Philippines (CBCP) has beefed up the capacity of its Visita Iglesia Online to accommodate an increasingly tech-savvy flock.
Msgr. Pedro Quitorio, CBCP media director, said the Church hierarchy’s official news service had augmented the website to prevent it from crashing like what happened last year when an unexpected 43,000 visitors logged on to it.
Quitorio said the CBCP was expecting the number of online visitors to double this year.
“It just shows that Filipinos, no matter where they go, will always be religious and the desire to celebrate the Holy Week is always there, too,” he told reporters.
The start of the Holy Week was marked Sunday with devout Catholics trooping to parish churches and carrying palm leaves to commemorate Christ’s triumphant entry into Jerusalem.
Earlier launched as a project of the CBCP News, the Visita Iglesia website offers a virtual experience of Holy Week, particularly to Filipinos abroad and devout Catholics who are physically incapable of leaving their homes.
It was created last year merely as an experiment and not as “a serious endeavor,” Quitorio said. Last year, it featured only seven churches.
On Holy Thursday last year, the website suddenly crashed due to an unexpected number of Internet users visiting it. Checking what went wrong, the staff discovered that the website had already reached 43,000 hits, Quitorio recalled.
“So I thought, ‘This is serious and we cannot just ignore the 43,000 visitors just like that,’” he said. “So this year, we prepared for it. We expanded our servers that even if the figures doubled, it would not crash.”
Since it became a “hit” among Filipino Catholics, especially among those who cannot return home to observe Semana Santa (Holy Week), the CBCP News added new features to the site.
It now shows 14 historical shrines and pilgrimage churches in Metro Manila and nearby provinces to correspond with the 14 Stations of the Cross with reflections given by priests.
The multimedia presentation of the traditional Visita Iglesia included the Manila Cathedral and San Agustin Church in Intramuros, Manila; Quiapo Church or the Minor Basilica of the Black Nazarene; Our Lady of Manaoag Church in Pangasinan, and the Agoo Church in La Union.
An audio recording of the 21 chapters of the “Pasyon,” the poetical narration of the life and sufferings of Christ, can also be accessed through the website.
The website has also made available homilies delivered by some priests during the entire Lenten season this year and catechesis on Lent, Holy Thursday, Palm Sunday and the Kissing of the Cross, among other liturgical practices observed during the Holy Week.

Agree ako. Ganoon din sana sa mga ibang mga grocery stores at ibang gen. merchandise stores dito sa San Fernando, sana rin mag-umpisa sila magsara sila kahit 8pm, huwag 5 or 6pm dahil marami paring tao dito kapag 7pm - 9pm
