helorider14 April 18th, 2011, 10:53 PM Situated on the northwestern coast of Luzon, La Union is the gateway to the Ilocos Region. With its strategic location, the province has become the business, education, and government center of the Ilocos. Not only is La Union the region’s center for trade but also of religious devotees who flock to one of the country’s popular pilgrimage destinations, especially during Lent.
Agoo, the oldest town of La Union, was once the site of the much publicized divine visitations of the Virgin Mary. The Agoo Apparition Site in San Antonio has established the town as a destination of choice for Marian devotees. Agoo comes alive most on Semana Santa, or the Holy Week, which is the week before Easter. Yearly, the townspeople bear witness to ardent devotees relentlessly pulling life-size statues depicting the 14 Stations of the Cross along the processional roads in Agoo during the Good Friday procession on Semana Santa.

SAN FERNANDO CITY, La Union, April 19 (PIA) --– The La Union Provincial Information and Tourism (LU-PITO) has put up a public assistance center located in front of the Antonino Hall, San Fernando City plaza to address concerns of foreign and local tourists who are expected to flock to this province for the Lenten holidays.
According to LU-PITO officer Adamor Dagang, the public assistance center will provide information on resort information and directions, accommodations, aside from emergency responses in coordination with the provincial disaster risk reduction management council as well as the Red Cross which are both located just beside the Antonino building.

MANILA, Philippines -- They were surrounded by swimming pools, stunning views of the ocean and of the Laguna bay, classy restaurants, and lavish accommodations. But the students were at Thunderbird Resorts for a different purpose: to write essays on the environment to win P100,000 pesos and P50,000 for their schools.
Last March, 50 junior and senior high school students participated in the first ever Thunderbird Resorts Efforts on Environment Sustainability (TREES) on-the-spot essay writing contest. The contest was held simultaneously in Thunderbird Resorts in Binangonan, Rizal, and in Poro Point, La Union.
After listening to lectures given by environment experts from Haribon Foundation, Earth Day Network, and ABS-CBN Foundation-Bantay Kalikasan, students were given two hours to write an essay on what they’ve learned that day, on how they will share their learnings with their fellow youth, and on the steps they will to help save the environment.
In the end, Exelle Anne Garrido, a senior from St. Rose of Lima Montessori School, and Jason Madrid, a junior from St. Louis College High School, bagged the grand prizes for Rizal and La Union, respectively. Both ran and hugged their teacher coaches upon hearing their names, and were teary-eyed as they received their mock checks onstage.
This contest marked the culmination of the provincial essay writing contest that Thunderbird Resorts spearheaded with the help of the Department of Education Center for Student and Co-Curricular Affairs (DepED CSCA).
For Rizal, speakers and judges were Thunderbird Resorts vice president for design and construction Angel Sueiro, Earth Day Network executive director Voltaire Alferez, ABS-CBN Foundation - Bantay Kalikasan senior mobilization officer Darryn Castillo, professor Maria Cristina Rara from the University of the Philippines College of Mass Communication, and Rizal provincial tourism officer Generosa Sumulong-Ledonio. Also present were Thunderbird Resorts food and beverage manager Jean Paul Capitaine and former Binangonan mayor Russell Ynares, who gave a message in behalf of Gov. Jun Ynares.
In Poro Point, speakers and judges were CITYNET Secretary General and former San Fernando mayor Mary Jane Ortega, Haribon Foundation head of corporate partnership division Christine Cenal, and Niña Terol-Zialcita of Writer’s Block Philippines. Thunderbird Resorts gaming manager Mike Walker delivered the closing remarks.
TREES encompasses the company’s global efforts to promote and use green technologies, minimize the ecological impact of its properties on the environment, and foster community relationships through employee volunteer programs and medical missions.
Thunderbird Resorts vice president Angel Sueiro reminded students to be disciplined and to always do the right thing. “Discipline involves thousands of hours of hard work, betting on the long term instead of the short term, failures, trying again, and faith. But there are no shortcuts in life. Choose to do something that you can contribute to the world. Choose the right thing, and then be disciplined enough to excel in that.”

SAN FERNANDO CITY, La Union: The Philippines economy is made poorer by P78 billion annually by human wastes, according to a study done by the World Bank and the United States Agency for International Development (USAID).
Lisa Lumbao, a USAID official based in Manila, disclosed during a recent media forum here that such wastes damaged most the tourism, fisheries and health sectors.
“Most water pollution comes from untreated sewage, mostly caused by humans. Water pollution is higher than industry and agricultural pollution. Water pollution is very damaging to the environment, that’s why we need to do something about it,” Lumbao said.
According to her, 58 percent of the groundwater in the country is contaminated with coliform bacteria and only one-third of the country’s river systems is classified as suitable sources of water supply.
She said that bulk of the P78-billion loss is caused by lack or proper sewage treatment and septage management.
Lumbao added that only about four percent of Filipinos have their sewage piped to a treatment facility while the rest use only septic tank with no treatment of water coming out or regular dislodging.
To address the problem of water pollution in this city, USAID, Rotary Club of San Fernando, Rotary International and the city government are constructing a P10-million facility for San Fernando’s sewerage and septage management program.
The project, which will start operation by August this year, aims to improve water quality, health and the economy in the city through proper sewage treatment.
Mayor Pablo Ortega said that the project is in compliance with the Clean Air Act of 2004 and Presidential Decree 856 or the Sanitation Code of the Philippines .
Ortega added that an ordinance approved recently by the city council required every septic tank in the city to be dislodged on a rotating five-year period with minimal fee.
The monthly fee, which begins by January 2012, will be P50 for household, P83 for commercial establishments, P125 for institutions and P167 for industry.
The project was conceptualized after it was found out that 56 of the 59 wells surveyed within San Fernando City were contaminated with coliform bacteria, which can cause serious illness if ingested.
The groundwater contamination was allegedly linked to poor construction and maintenance of septic tanks and tanks that can contaminate the surrounding areas.
Aside from the sewerage and septage management project here, the city government has provided the wet market and slaughter house a water treatment facility each.

The CSI La Union, the biggest shopping mall in the province, whose appliance and furniture departments caught fire last April 15, is set to resume operations soon.
The assurance came from Dagupan City Vice Mayor Belen Fernandez, president of the CSI Group of Companies that operate big malls in Pangasinan, La Union and Ilocos Sur.
She said CSI La Union temporarily stopped operations till clearing operations shall have been completed and structural fitness of the mall is assured.
Fernandez went to La Union to check on the condition of her family-owned mall.
She said only two sections, not the entire mall, was razed, although the damages would run to several millions of pesos.
In an interview, she said they want CSI La Union to re-open as soon as possible so that the 800 families dependent on its operation especially those employed in the mall, would not be displaced for a long time.
Fernandez said she is happy that there was no casualty in the fire.
She said they have already an idea on what caused the fire but would not reveal it yet till further investigation is completed by proper authorities.
The building is about five years old only.
Fernandez has instructed their engineer and architect to conduct immediate clearing operations and to renovate the affected areas and to conduct thorough inspection in the entire building including the electrical wiring to ensure the edifice’s stability and safety.
Although she was abroad when the fire happened, Fernandez expressed her thank to La Union Gov. Manuel Ortega and to Mayor Pablo Ortega of San Fernando City for their immediate action in ensuring the safety of the mall against potential looters.
The governor and city mayor brought in rescuers to provide emergency assistance to the employees and personally went around the place to supervise the fire fighting operation.

Ayon kay Gina Samonte, residente ng Brgy Balwarte, Agoo, pipunasan niya ang alikabok sa salamin ng bintana nang makita niya ang hugis o imahe ng Birheng Maria.
“Nang pinunasan kung ganun parang may nakita akong ilawilaw lang muna. Tapos nang inulit ko na nakita ko tapos yung balahibo ko tumaas na yung balahibo ko. Naku!, sabi ko parang image ni Mama Mary," kuwento ni Samonte.
Kaagad daw tinawag ni Samonte ang kanyang kapatid at mga kapitbahay.
Pero ang kapitbahay na si Lilia Soriano, hindi lang umano ang imahe ni Mama Mary ang nakita sa salamin ng bintana.
“Tiningnan ko po yung image ako’y nangilabot. Unang pagkakita ko iba-ibang images eh, merong Sacred Heart tapos meron pa yung Christ the King na nakaupo siya. So dun ako naniwala tapos meron pa yung ‘I Trust In You,’ yung sa alas-tres yun ang nakita ko," ayon kay Soriano.
Tuwing alas-tres ng hapon ay sama-samang nagdadasal ang mga magkakapit bahay. Marami na rin ang mga dumadayo sa lugar at pinupunasan ang imaheng umano’y may dalang milagro.
Ang iba naman ay nag-aalay ng langis at tubig sa paniniwalang makakagamot ng sakit. May iba’t ibang pakahulugan naman ang mga tao tungkol dito.
“Siguro ang pagkakaalam ko parang may pahiwatig po ba ganun kasi ho marami ng mga sakunang nangyayari. Siguro yung mga tao marami na kasing hindi naniniwala, yung mga tao nakakalimutan ng magdasal kagaya ko. Hindi rin ako palasimba siguro po suwerte dahil dito rin sa bahay nagpakita," ayon kay Samonte.
“Sa akin po eh something miracle parang siguro pagbabago kasi marami nang nakakalimot sa Kanya. Compare mo na lang mga nangyayari dito all over the world," pahayag naman ng isang kapitbahay.
Inihayag naman ng Simbahang Katoliko na mag-iimbestiga at pag-aaralan muna ang katotohanan sa likod ng sinasabing pagmimilagro ni Birheng Maria sa salamin ng bintana.

As of this writing, the special website which provides a virtual experience of the Holy Week has got 43,309 views according to a counter posted on its pages.
This has been anticipated by the CBCP and early on, the CBCP had the website augmented already to prevent it from crashing just like last year after an unexpected 43,000 online users logged on to it.
The Virtual Visita Iglesia website shows 14 historical shrines and pilgrimage churches in Metro Manila and nearby provinces to correspond with the 14 Stations of the Cross with reflections given by priests.
The churches featured include the Manila Cathedral and San Agustin Church in Intramuros, Manila; Quiapo Church or the Minor Basilica of the Black Nazarene; Our Lady of Manaoag Church in Pangasinan, and the Agoo Church in La Union.
Through the website, one can also access an audio recording of the 21 chapters of the "Pasyon," the poetical narration of the life and sufferings of Christ.

Manuel Estabillo Arguilla (1911 – 1944) was an Ilokano writer in English, patriot, and martyr.
He is known for his widely anthologized short story "How My Brother Leon Brought Home a Wife," the main story in the collection "How My Brother Leon Brought Home a Wife and Other Short Stories" which won first prize in the Commonwealth Literary Contest in 1940.
His stories "Midsummer" and "Heat" was published in the United States by the Prairie Schooner.
Most of Arguilla's stories depict scenes in Barrio Nagrebcan, Bauang, La Union where he was born. His bond with his birthplace, forged by his dealings with the peasant folk of Ilocos, remained strong even after he moved to Manila where he studied at the University of the Philippines where he finished BS Education in 1933 and where he became a member and later the president of the U.P. Writer's Club and editor of the university's Literary Apprentice.
He married Lydia Villanueva, another talented writer in English, and they lived in Ermita, Manila. Here, F. Sionil José, another seminal Filipino writer in English, recalls often seeing him in the National Library, which was then in the basement of what is now the National Museum. "you couldn't miss him", Jose describes Arguilla, "because he had this black patch on his cheek, a birthmark or an overgrown mole. He was writing then those famous short stories and essays which I admired."
He became a creative writing teacher at the University of Manila and later worked at the Bureau of Public Welfare as managing editor of the bureau's publication Welfare Advocate until 1943. He was later appointed to the Board of Censors. He secretly organized a guerrilla intelligence unit against the Japanese.
In October 1944, he was captured, tortured and executed by the Japanese army at Fort Santiago.

SAN FERNANDO CITY, La Union, Apr. 20 (PIA)--– Filipinos during the war era always ran for their lives. And when these happen, there’s nowhere to go but hide. We fought the enemies with our bare hands and ‘itak’, says Colonel Gregorio R. Hufano, Regional Vice-President of the Veteran’s Federation of the Philippines.
Emotionally and teary-eyed Hufano described how cruel the Japanese were to Filipinos. “Out of 56 in our group, only 7 survived, and it hurts remembering our painful experiences and the fate of our 49 comrades.”
History reveals that the officers and soldiers of the United States Armed Forces in the Philippines - Northern Luzon (USAFP-NL) fought and victoriously won the Battle of Bacsil Ridge which freed the strategic port of Fernando on March 19, 1945.
The USAFP-NL was composed of five infantry regiments and a field artillery battalion of 20,000 officers who were all Filipinos except for five American officers. The field artillery battalion included Col. Russell Volckman, its commanding officer.
Hufano said that that victorious battle of the Bacsil Ridge has inspired and enabled the 121st infantry to move up and engage the enemy in the Bessang Pass in Cervantes, Ilocos Sur, which was actually the last gateway to the triangular defense of the Japanese Imperial Army in northern Luzon, but triumphantly defended by the Filipino veteran forces.
The Bessang Pass encounter was one of the fiercest battles in Philippine history where Gen. Tomoyuki Yamashita surrendered.
“Prayer, prayer, prayer, was our veritable shield during the war era…There was no food, dead bodies scattered across the battle field, and blood all around...,” Hufano said.
When asked if Philippine freedom was really gained, he cried saying, “yes, we won our freedom, and personally, I had no regrets for the sacrifice and even contemplated that I would have been one of those who died in the war…this is the greatest legacy we can give to the Filipino people and to the generations to come.”
Hufano urged the youth to defend our freedom at all times …and never allow anyone to take it away from us again.
In recognition, Hufano was named “Bannuar” (hero) of La Union, by virtue of a resolution passed by the Sangguniang Panlalawigan recently. (JCR/PIA 1 La Union)

During the Monday program held recently, Director Peralta shared her mission as a manager-leader to the DSWD’s constituents, partners, and stakeholders who are all important elements in the implementation of social welfare and development (SWD) policies, program, and services.
According to Iryn Q. de los Reyes, Information Officer of DSWD, Director Peralta shared her top 4 priorities during the program as part of the smooth transition of her leadership focused on the sustained integrity, transparency and efficiency of the poverty alleviation programs included in the Convergence Framework, namely;
First, Regional management conference will continue to serve as the proper forum for discussion and approval of policies and regional management concerns, the three (3) Division Chiefs being the core technical staff to the OIC-RD;
Second, convergence strategy is one of the new projects of DSWD that unifies efforts on poverty alleviation program which is to achieve sustained and greater impact.
Third, DSWD will continue to lead in the delivery of social protection programs with the unified and harmonized targeting using the data of National Household Targeting System for Poverty Reduction (NHTS-PR).
Fourth, employees’ welfare and benefits will be sustained such as the Scholarship Program for Masteral and Undergraduate studies; increased opportunities of staff on capability trainings; and include relaxation and recreation activities that will enhance productivity and physical strength among the staff.

SAN FERNANDO CITY, La Union, April 20 (PIA) – More jobseekers will be benefited and have more chances of landing a job as employer participants for the Labor Day Jobs fair offers 8,000 jobs available in the region.
According to Arly S. Valdez, Information Officer, Department of Labor and Employment – Regional Office 1 (DOLE-RO1) to facilitate workers’ and employers’ search for jobs and skills, and develop their capabilities to contribute to the economic growth of the region, DOLE1 has made earlier preparations for the nationwide simultaneous job and livelihood fair on May 1, in celebration of the Labor Day themed as “Matuwid na Daan Tungo sa Kaunlaran Para sa Lahat”.
DOLE1 Director Henry John Jalbuena earlier announced that “the numbers are expected to go up as more employers signify their interest to participate.”
Initially, Jalbuena disclosed that 21 local employers from the private sector have committed to provide 4,726 local vacancies; and 4 Licensed Recruitment Agencies also showed their interest to participate to make available some 3,736 overseas job orders.

MANILA, Philippines—The government was able to save P7.047 million in taxpayer’s money after holding successful competitive local biddings for three clustered road and bridge restoration projects in Luzon, Public Works Secretary Rogelio L. Singson said on Wednesday.
Singson said the Department of Public Works and Highways (DPWH) adopted local competitive bidding procedures and garnered savings in the repair of typhoon-damaged national roads and bridges in Pangasinan, La Union, Benguet, Laguna and Quezon Provinces.
In La Union, the road rehabilitation activities for Bauang-Baguio City Road were won by the Aquino-Dela Cruz Engineering Construction at a cost of P31.067 million, Singson said in a statement.
The amount was about P2 million “or 6.05 percent lower than the P33.067 million approved budget for the contract” included under the Japan International Cooperation Agency (JICA)-funded Post Ondoy and Pepeng Short Term Infrastructure Rehabilitation Project (POPSTIRP), he added.
Singson said this project also included the repair of the two sections of the Manila North Road and the Cabalayangan bridge in Pangasinan.
In Benguet, the DPWH was able to save P2.550 million for a P75.508-million rehabilitation project of the Acop-Kapangan-Kibungan-Bakun Roads
“Contract works in this mountainous part of Cordillera which will be undertaken within 250 calendar days include restoration of road cuts, slope protection, grouted riprap, gabions, structural concrete and bio-engineering solutions at intermittent sections,” Singson said.
The project was bid out to R.A. Pahati Gravel and Sand in the amount of P72.958 million generating 3.38 percent budget savings, he added.
In Laguna and Quezon, Singson said the government saved P2.497 million after the J.D. Legaspi Construction offered a bid of only P50.348 million for the repair of the damaged roadway, bridges and slope protection with an approved budget of P52.845-million project.
However, Singson said these contractors would still undergo post-qualification procedures before being issued the notices of award. Post qualification procedures determine further their contractual capability and competency in implementing projects.

As what I promised to you before!:yes: Na-bore kasi ako kanina dito sa bahay so I decided to hop at Agoo. I am impressed with the progress and beauty of this town. Iyon ang talagang first time ko na maglakad-lakad at makapasyal doon sa Agoo. According to Agoo Facebook, aside from Mcdonalds, maipapatayo narin raw dito ang Chowking:banana:
Maliit lang yung Magic Mall, pero at least marami ring mabibili dito. May mabibili ritong mga damit at fashion apparel from bench, rrj, bny, etc. May mini grocery store rin dito sa loob. Sa harap naman nito ay Agoo people's park kung saan open space ito.
Syempre binisita ko yung Basilica at yung museo Iloko, pati narin yung mga parks sa labas ng basilica
Malaki ang Jollibee Agoo. Ito ang piakamalaking Jollibee store dito sa La Union. Ito rin ang unang jollibee store dito na may drive-thru

About the overpass, actually plano yan noon dito sa San Fernando. I don't know what happened now. Mauuna sana sa SLC but the president that time refused to put up one, dahil baka raw may magpakamatay doon. Kelangan talaga ngayon, kahit costly nga lang ang magproject ng ganoon. maraming matatamaan na property. Ang magandang lagyan ay sa BHC at DMMMSU, but how? bahala na siguro sila.
I also asked my sister if LUECO has plans to put all electric wires underground, she said that was difficult and very much costly.
UP students had also their research regarding the parking spaces in the city. They said that indeed, the city lacks parking spaces, and the highway shoulders are uneven throughout the city proper
Cleanliness is a priority of the city government. I believe that they are doing their best to keep the city clean. notice the daily clean-ups of the drainage system and the repair of damaged canals. Maraming environmental projects ang San Fernando to keep the city clean. The mabaho canal in Ilocanos was cleaned up, but until now, mabaho parin. Makalat parin sa San Fernando lalo na pag hapon. May anti littering ordinance naman in the city, pero di naman ino-observe ng mga tao. The people then must cooperate.
Regarding the malls, yes I also wish there would be a modern mall here someday to compete with CSi, not only to serve 114,813 people of San Fernando, but also the whole of 720,872 people of La Union as well, but land prices are way soaring up that's why these mall developers are discouraged. I heard that the empty lot at the former Rabbit terminal has been bought by Robinsons but lately was sold to Puregold. SM is currently looking for a bright spot in Bauang

The remedy to the heavy traffic in the city is to set up jeepney stations far from the highway, a more effective traffic scheme, and addition of roads. Yup, trycycle lane din sana sa by pass road, kaso ang sikip sa gilid niya. very risky dahil nakaka-side sweep lalo na pag mabibilis pa yung mga sasakyan na dumadaan. Thunderbird Resort is the best resort in the La Union area. It is located in Poro Point Freeport Zone, San Fernando, La Union (about 6 hours away from Manila). This is quite near the La Union airport and about 30 minutes away from the popular San Juan Surf Resort (for those interested in surfing).
The place created a buzz when it opened because it was the first to provide a Santorini-themed resort -- ahead of Bellarocca. Unlike Bellarocca, which is located on an island, Thunderbird is part of the La Union mainland and is easily accessible by car. Also, the resort has a decent Mediterranean restaurant called Olives, which makes up for its so-so buffet breakfast.

Our city also has Poro Point to cater to the developemnt of the city. We also want to show a beautiful La Union, though we admit that there are a lot of imperfections still in this province. You can also include private projects such as the real estate project sa likod ng dating Jaramilla Motors (carwash na ngayon)
Advantageous muna sa ngayon sa mga local businesses ang wala paang SM o Robinsons sa San Fernando, but I believe na pag magpapatayo sila ng mall sa San Fernando, mas lalakas pa ang local business, hindi malulugi ang CSI, at hindi na kailangang pumunta ng Dagupan or sa SM Baguio ang mga La Union pipz para mag-shopping sa SM or sa malapit na CSI mall(for south La Union residents)

The biennial San Fernando Race from Hong Kong to San Fernando City, La Union starts on 20th April at the Royal Hong Kong Yacht Club in Victoria Harbour. Now in its 34th year, the 480 nautical mile race is a Category One (safety) Asian Classic yacht race.
Weather during the San Fernando Race is very unpredictable – sometimes strong winds, sometimes very light winds, sometimes a mixture of both – but almost always from the East. When the wind is strong crew on deck can expect a salt-water shower every 12 seconds – a shower that starts off very cold, leaving Hong Kong waters, but warms up somewhat by the second day as the yachts come into the lee of Luzon Island.
This year, 20 competing yachts will leave Hong Kong waters and head South with armfuls of wind on the port bow, so this could be a year to break the race record (held by Benoit Lesaffre and his 50′ catamaran Atmosphere: two days, one hour & fifty two minutes), set in 2001. Yachts that have not arrived in San Fernando within 48 hours will find the breeze is forecast to go soft and the final few miles may be very slow.
All the competitors in the San Fernando Race 2011 are fitted with a Yellowbrick GPS-based tracking device, so you can keep track of the yachts as they cross from Hong Kong to the Philippines online at http://live.adventuretracking.com/hksf2011
The first time I competed in the San Fernando Race was 1993. In that year, the breeze was also strong leaving Hong Kong and our 47-foot ferro-cement yacht powered out past the Lemma Islands and into the South China Sea with high hopes of victory. Indeed, by dawn on the second day we were in second place on handicap with much of the 62-yacht fleet behind us. However, about 70 miles short of the objective (the Bali Hai Resort on Bauang Beach, San Fernando, La Union) the breeze evaporated to nothing and we sat for 22 hours alternately watching our reflection in the mirror-like sea and swimming around the yacht to keep cool. By the time the breeze filled in again and we could finally cross the finish line, our handicap advantage had also evaporated and we finally placed about half-way down the fleet.
One of the almost thankless tasks of the race committee for long races, such as the San Fernando Race (and its companion race on alternate years – the China Sea Race), is the job of manning the finish-line-boat. The racing yachts may arrive over a period of three days and someone has to be there to record the official finish time of every yacht as it crosses the line, whatever time of day or night the yacht arrives. The finish-line is usually a yacht, anchored about a mile off-shore, rolling with the waves, swinging on the breeze, going nowhere, very slowly. This is a job for a volunteer seeking a few days of peace, tranquility & escape from an otherwise stressful career. For the past four San Fernando Races, the position of finish-line-boat has been taken by the “sausage sizzle king”, Rod Hegerty. Rod is better known for his selfless donation of bar-B-cued Australian sausages at every event that his yacht chandlery company, Broadwater Marine, participates in; counting twenty boat across the finish-line over three days beats taking stock of hundreds of shackles and miles of rope, I guess.
The San Fernando Race takes place every two years – during the odd-numbered years – during Easter week, and was originally designed to achieve two objectives: to encourage more Philippine yachts to participate in long-distance racing; and, to undertake charitable donation & community work, in and around San Fernando City, under the auspices of the San Fernando Foundation.
This year the San Fernando Foundation has already raised more than HK$500,000 in donations and contributions. The funds will be used to pay for the livelihood and education of 32 children from San Fernando City who would otherwise have been living on the streets.
Yachts competing in the San Fernando race arrive off Bauaung Beach to relax and take stock of bruises and scrapes acquired along the way. Some yachts return to Hong Kong but many of the serious racers come South to Subic Bay to take part in the Commodore’s Cup Regatta, while some others simply go cruising the beauty of the Philippines.
The Commodore’s Cup is scheduled for the week after Easter and attracts most of the seriously-competitive racing yachts from around the Philippines, as they have the chance to pit local knowledge against foreign money in an effort to raise the trophy for the fastest yacht on the bay.
If you want to see some of the fastest yachts in Asia compete for the Commodore’s Cup, and perfect your water sports photography, then Subic Bay is the place to be. The best viewing is on the water but if you can’t hire a boat to get out there then check out the Lighthouse Marina Resort Hotel, at Moonbay Marina, for the best venue for your tripod.

Steel Asia Manufacturing Corp. is undertaking backward integration.
Unit New Carcar Manufacturing Corp. is investing P10.57 billion in steel billet manufacturing plants in three strategic locations that are set to form the biggest steel billet operation in the country.
Lucita P. Reyes, executive director of the Board of Investments (BOI), said in an interview that New Carcar lists the Yaos, owners of Steel Asia Manufacturing, as one of its major stockholders.
Reyes said that under a memorandum of agreement, New Carcar will toll manufacture steel billets for Steel Asia, which will upply the scrap metals.
Steel billets are used to make products such as nails and wires.
Steel Asia is into the production of reinforcing steel bars (rebars), which are used for general construction to strengthen concrete structures.
Under the plan, New Carcar will invest P3.523 billion in each of the three facilities located in La Union:banana::banana::banana::banana::cheers:, Cebu and Davao del Norte. The three plants will have a combined capacity of 1.2 million metric tons per year, divided equally, for the domestic market.
The project will generate 513 jobs once the plants become operational in January 2014.
"The production of these steel billets will make us competitive because they will be sourced locally. The location of the facilities will be spread in Luzon, the Visayas and Mindanao so that the steel billets will be readily available to clients. This will also eliminate freight costs," Reyes said.
Reyes said this will be the biggest steel billet operation in the country and is part of Steel Asia’s backward integration.
She said Steel Asia imports steel billets to produce rebars or sources its requirements locally.
Reyes said the BOI, recognizing the importance of iron and steel as a major sector with various uses in the construction industry, approved the project under a single registration.
"This is because the operation of the three will be simultaneous, they have exactly the (same) capacity and timetable. There might come a time when one plant will not operate, one plant can source from the other. The administration of incentives and monitoring of the operations of the company will be easier," Reyes said.
Last year, BOI also approved the registration of another Yao-owned company, Harbour Industrial Development Corp., for a P2 billion rebar steel manufacturing plant in Davao del Norte.
The project will push the capacity of Steel Asia from 1.2 million metric tons to 1.6 mmt by 2012 when Harbour starts commercial operations in Panabo City.

hugodiekonig April 25th, 2011, 02:23 AM MANILA, Philippines - New Carcar still Billet Manufacturing Corp., which is majority-owned by the Yao Group of SteelAsia Manufacturing Corp., is investing P10.57 billion for the establishment of three steel billet production facilities in Carcar Cebu in the Visayas, La Union in Luzon:banana::banana::banana::banana::banana::cheers:, and Davao del Norte in Mindanao in what is deemed as the company's strategic move to take advantage of the current construction boom in the country by making steel products available to their clients nationwide at their convenience and at cheaper cost.
The Board of Investments has already approved the project with tax and fiscal incentives as this activity is listed in the current Investment Priorities Plan of the government.
Lucita P. Reyes, BoI executive director told reporters these new still billet plants would utilize scrap metals from SteelAsia. The agreement is covered under a memorandum of agreement between the two companies.
Reyes explained that each plant has a project cost of P3.523 billion or a combined cost of P10.57 billion for the three projects. Each plant has also the same production capacity of 400,000 metric tons or a combined registered capacity of 1.2 MMT per year, all to be supplied to the local market.
These plants will have simultaneous start of commercial operation in January 2014 with 513 workers.
''For easier administration of incentives and monitoring the BoI has approved the three steel billet projects as one single registration,'' Reyes said.
This makes the Yao Group the biggest steel billet producer in the country with plants strategically located in three regions. In case, one plant bogs down the other plant can fill up the slack, Reyes said.
''They spread out the location so they can be readily available to their clients and to save on freight cost,'' Reyes said.
Reyes pointed out that iron and steel industry is a major economic contributor because of its various applications in the construction industry.

The Yao and Go families have partnered in steel manufacturing for the past 45 years.
NatSteel Holdings Pte. Ltd. is one of the largest steel enterprise in the South East Asia is a wholly owned subsidiary of Tata Steel of India, the 6th largest steel company in the world.

Usually smoke ang by-product pollutant ng billet factory. They must locate the site in an area na kaunti o walang mga residential areas, kagaya ng location ng Holcim. I think ideal doon ang isang Billet Plant.

With the successful passing of City Ordinance 2010-014, it is now official: every septic tank in the City of San Fernando will be desludged on a five year schedule.
The ordinance – amending chapter 16 of the city's sanitation code – mandates the contracting out of the desludging task to private desludger(s) and proper treatment and disposal of the collected septage (septic tank contents). With current desludging fees among the highest in the country at PhP 7500, the city's septic tank desludging program brings with it a much lower cost. A Wastewater Management Fee will be charged at the following annual rates, beginning January 2012:
1. Residential building: Six Hundred Pesos (PhP 600.00)
2. Commercial Establishments (excluding malls): One Thousand Pesos (PhP1,000.00)
3. Malls and Institutions: One Thousand Five Hundred Pesos (PhP1,500.00)
4. Industrial: Two Thousand Pesos (PhP 2,000.00)
The fee will be added onto the Real Property Tax (RPT) bill. The desludging schedule will be made public in the barangays as soon as it is drafted, so that residents and establishments will know in which year/month they can expect their septic tanks to be desludged.
Septic tank owners will also be able to request an “out-of-schedule” desludging by contacting the CENRO and paying a one-time fee to the City Treasurers Office in the amount of:
1. Eight Hundred Pesos (PhP 800.00) per household
2. Three Thousand Five Hundred Pesos (PhP 3500.00) per commercial establishment
To comply with environment and health regulations, the city is currently building a septage treatment facility in Barangay Dallangayan Oeste that will clean all the septage removed from the septic tanks. Construction has started on several lagoons, with financial support from Congressman Victor Ortega. Funding from the USAID-Rotary San Fernando City Sewerage and Septage Management Program will be used to hire a contractor to build the rest of the facility. The contractor is scheduled to start work before April 1st.

“Australians are obsessed with surfing, we take to the beach as the Austrians take to the snow,” said Ross Bray of the Australian Trade Commission at the first Philippine National Surfing Convention held in November last year. Surfing in the land down under, he said, is now a profession as much as a leisure activity, and has become a lucrative business for niche brands like Billabong and Quicksilver.
The sport isn’t as big in the Philippines yet, but industry players believe that the country’s surfing sites have a huge potential to attract hobbyists in search of good waves and rustic beaches. The Academy of Surfing Instructors Philippines, Inc. (ASIP) says that should 100,000 of them stay for at least five days and spend an average of $100 per day, the local tourism industry could earn an additional $50 million a year.
Interest among locals is quickly growing, too. According to ASIP, 5,000 new surfers were trained by local surf schools between January 2009 and June 2010, a number that the organization believes will rise in the future.
As more Filipinos pick-up a board and head to remote beaches, ASIP chairman and president Paolo Soler expects a strong demand for surfing instructors to emerge soon. This could generate more jobs in the provinces, especially for those who live near surfing hotspots. To assist this expected surge, ASIP, together with the Department of Tourism, conducts regional workshops and surfing camps. It has already helped 45 Filipino instructors obtain certification from the Academy of Surfing Instructors (Australia), which has a worldwide accreditation standard.

San Fernando aggressively pursues national and international development support to continuously improve its environmental management and public services. The city's management team began with a city development strategy that defined the elements of sustainability, bankability, competitiveness, and livability for San Fernando. The city has secured funding from various sources including the Land Bank of the Philippines for flood control, the Municipal Development Fund for its sanitary landfill, health center, school buildings, textbook procurement, and the Japan Social Development Fund for slum upgrading projects. San Fernando also mobilized technical assistance to support its city development strategy from the World Health Organization's Healthy City Initiative; USAID for Coastal Resource Management; and the Ford Foundation for low-income housing.
The city of San Fernando in La Union province wanted to be known as an environmentally conscious city. It also wanted provide high quality services to its citizens. This motivation provided the foundation for the city's development strategy to be "a safe healthy and walkable city of God-loving, hard working and disciplined citizens enjoying adequate and accessible basic services." San Fernando has shown how sound environmental management and first-rate public services can be mutually reinforcing.
To meet the particular challenges of urbanization, San Fernando was one of the first cities to develop and implement a City Development Strategy. This plan included a fisherfolk village, a planned community with 97 concrete homes, wide streets, and its own water supply and sanitation facilities. Situated on the coast, it is directly adjacent to a health center and close by to new school buildings with state-of-the-art classrooms. The city has a comprehensive solid waste management program that includes waste segregation and recovery, and has one of the best-run controlled dump sites for solid waste in the country. San Fernando has also started to construct a sanitary landfill to be implemented under a creative public-private partnership through a design-build-operate scheme. This would be the first time such an approach is used and could thus become a world-wide model for other cities.
San Fernando is living up to its reputation as the "Botanical Garden City of the North”. Its mayor launched an "environmental citizenship" program that strengthens the partnership between the city government and its citizens to keep the city clean and green. Citizens do their part by throwing their garbage in the right place at the right time, segregating biodegradable wastes, cleaning their land, recycling and reusing materials, and no longer burning their garbage.
The city has received numerous awards for its innovativeness in environmental management and service delivery, including being on the list of the world's healthiest cities. Mayor Mary Jane Ortega is a member of the United Nations Advisory Committee of Local Authorities, and sits on the steering committee for Access of Basic Services to All of the UN Habitat and UN Institute for Training and Research. The mayor is also the first Filipino to receive the Habitat Scroll of Honor from the United Nations Centre for Human Settlements.

An official of one of the major tobacco producing provinces in the country appealed to lawmakers not to impose a hefty and abrupt increase in the excise tax on tobacco products.
La Union Governor Manuel Ortega said in light of varying legislative proposals to adjust or restructure the excise tax on cigarettes and alcohol, their recommendation is for Congress to raise taxes on tobacco products at a minimal level and gradual phase.
"Our recommendation is to raise taxes on tobacco products gradually every three years at a lower percentage rate so as not to kill the tobacco industry which is the source of livelihood of many farmers," Ortega said.
Ortega made known his province's position in a letter to Rep. Eric Singson, Jr. (2nd District, Ilocos Sur), Chairman of the Subcommittee on National Internal Revenue, which has been conducting hearings on varying excise tax proposals.
He also recommended that the government should develop alternative products or uses of tobacco plants, including their leaves, flowers, stalks and steeds such as for medicines, panel boards, and pesticides, among others.
"This will be for the benefit of tobacco farmers and the general public," Ortega said.
Ortega also recommended that the government should develop and support the use of permanent and reliable alternative crops for the tobacco farmers' survival or benefit in the longer term.
According to the National Tobacco Administration, tobacco is grown in 27 provinces, covering approximately 40,297 hectares. The industry covers four types of locally grown tobacco, namely, Virginia, Burley and Turkish tobaccos, referred to as aromatic tobacco, and native tobacco.
The NTA cited Virginia tobacco as the most dominant and constitutes about 58% of the total tobacco area, equivalent to 23.347 hectares, 52 percent of the total tobacco farmers or 32,352, and is commercially grown in the four Ilocos provinces of Abra, Ilocos Norte, Ilocos Sur (60 percent) and La Union (17 percent).
In terms of employment profile, the NTA said the tobacco industry provides direct and primary source of livelihood to 43,960 farmers and about 300,000 other members of their families, and about 1.56 million other industry workers and dependents, totaling to an estimated 1.93 million Filipinos.

MANILA, Philippines – There is a whole lot more of great destinations in the North.
And tourists – both local and foreign—are given the chance to know more about these wonderful places through the two-day 3rd North Luzon Expressway Outdoor Travel fair held in Shell Balagtas, Bulacan, organized by the Manila North Toll ways Corporations (MNTC).
“As we all know the North Luzon Expressway (NLEX) is the gateway to the north. It opens the door to a lot of new things, wonderful discoveries and great new destinations this side of the country. Of course, there are still the old time favorite vacation spots well loved by tourists such as the Banaue Rice Terraces and the Hundred Islands,” shared Renie Ticzon, MNTC Vice-President for Marketing.
Aside from providing tourists with information on the destinations in the north, the travel fair also featured new and exciting activities in this area such as bird watching in Candaba and surfing in La Union.
“Now the extreme sports adventure is in the north. There’s surfing in La Union, there’s kayaking and white water rafting in Cagayan and a lot more that we should try. That’s why our current motto is re-discovering the north. There are really a lot of places that Filipinos and foreign traveler will enjoy here,” added Ticzon.
The event was participated in by hotels, local provinces as well as an outdoor gears company.
“The north has so much to offer. Bulacan as such, is the gateway to the north. You cannot go anywhere in the north from Metro Manila without passing through the province of Bulacan either by air, water or by land. Bulacan opens for all of us the wonders that Bathala has bestowed upon this vast land that extends to the waters to the east and South China Sea in the North West,” beams Bulacan Governor Wilhelmino Sy-Alvarado.
The governor also added that “every step of the way from the north plains to the highest of the mountain provinces and down again to the exotic and perennial Ilocandia, is replete with natural beauty and the miracle of the creative forces of the people and the culture that nurtures them.”
“We will continue to support tourism and we will continue to provide means for people to know more about the north through our network such as the north Philippines visitors’ bureau as well as this kind of events. Napaka ganda talaga ng norte and every Filipino should try and visit the North,” concluded Ticzon.

Singson earlier proposed to maintain the automatic excise tax increases every two years, or from 2013 to 2017, to ensure that government will still achieve the two-pronged objective of complying with its mandate to promote the state health while enhancing its revenue generation role in the process.
The Ilocos Sur solon raised his proposal through House Bill No. 3332, noting that the last tranche of excise tax increases was implemented on Jan. 1, 2011 for both alcohol and tobacco products as embodied in Republic Act No. 9334, which was enacted in 2004 and provided for automatic excise tax increases every two years, or from 2005 to 2011.
He said that through this system of increases every two years, the government was able to derive a steady stream of government revenues.
Singson cited that in 2009 alone, excise tax collections from tobacco and alcohol products hit P24.23 billion and P20.637 billion, respectively.
He said the current system allowed the revenue agency to collect excise tax in excess of its own targets.
Singson warned that any more tampering will only produce inefficiency in the system. (PNA)

THE public will see more of this call center company.
Soon, fare matrices, garbage cans, jeepney sign posts, vests of street sweepers and garbage collectors and waiting sheds will bear Sitel’s logo, a call center company based at the Loakan economic zone.
Considered Baguio City’s biggest employer Sitel regional Human Resources manager Emil Ching said the donation is part of the company’s corporate social responsibility.
He said this is Sitel’s way of giving back to the Baguio community, which contributed to its success since it began operating in 2004, with only 35 employees.
The memorandum of agreement (MOA) between Sitel, the City Government and transport officials was formalized in simple ceremonies yesterday in Camp John Hay.
Ching said the donation is to also expand the call center’s marketing capacity and possibly to invite more people to apply in the call center.
Ching said the company is not threatened by the increasing number of call center companies in Baguio, as it helps steer Baguio’s economy.
“It is not something we are afraid of. We are just making our presence felt,” Ching added.
Sitel vice president for human resources Haidee Enriquez said a more aggressive marketing campaign this year is part of their growth strategy this year.
After Baguio, Enriquez said they are branching out in Poro Point, La Union and in Manila for those who could not be accommodated in Baguio.
In its MOA with the City Government, Sitel will repaint 15 waiting sheds at the CBD and will sponsor the tailoring of 169 vests for street sweepers and garbage collectors.
The City Government, on the other hand, is under obligation to prepare the design and color of the vests as well as choose the color of the waiting sheds.
In its agreement with the Public Transport Affairs Office Sitel will pay to a billboard producing company P225,000 for the production of 90 PUJ loading and unloading signages.
Sitel will also be paying P80,000 to a company, which manufactures stickers for the production of fare matrices which will be distributed to all jeepney drivers after printing.

hugodiekonig April 27th, 2011, 11:12 AM Continuing the effort to inform all citizens in San Fernando about the new Sewerage and Septage Management Program, several outreach events have been held in the past month. Between March 29 and April 1, 2011, the City Environment and Natural Resources Office invited the Barangay Councils and Barangay Health Workers (BHWs) of all 59 barangays to orientation meetings on the Septage Management Program in San Fernando. In total seven meetings were conducted, with between 6 and 10 barangays in attendance at each one, for a total of 555 individual attendees.

Participants were given a brief background on septage management, including basic definitions, an overview of the current situation in San Fernando, the laws governing sanitation in the Philippines, proper septic tank construction, and the relationship between septage management, health and the environment. The recent amendments to the City Sanitation Code (a description can be found here and the Ordinance here) were also discussed, as were the corresponding responsibilities of citizens and barangays. BHWs from all barangays confirmed that they have been carrying out the house-to-house campaign which began after the training session for BHWs on septage management in November. One hundred more brochures – on top of those already distributed since November - were handed out to each barangay for BHW distribution to small commercial establishments. The final component of the meetings was an open forum during which those present asked questions and discussed what they had learned.
On April 15, 2011, former Mayor Mary Jane Ortega hosted a Youth Sanitation Symposium at the Provincial Capitol. 80 enthusiastic youth from local universities took part in this sharing of ideas.

After introductory remarks by Mary Jane Ortega, the session began with a presentation by Lisa Lumbao of USAID on the importance of wastewater management and what is currently being done in San Fernando. Then, Sustainable Cities International interns, Stu Campana and Clara Blakelock, led an asset mapping session wherein groups of 8-10 were invited to brainstorm elements within and outside their communities that could be used to help promote septage management and sanitation. Each group presented their ideas, demonstrating a strong commitment to sanitation and awareness building in their community. The ideas ranged from the use of clubs and newspapers within their universities, to community organizations, to churches, and much more.

Promoting this project is a tough job, and it is not possible, nor would it be effective for the city government to give presentations to every citizen in San Fernando. Outreach by community members such as barangay leadership, BHWs and enthusiastic youth will be a key component in ensuring that everyone in San Fernando learns about the importance of septage and sewerage management and sanitation.
