To further intensify the reestablishment of the Barangay Human Rights Action Center and Human Rights Desk Centers in every office in the region, the 1st La Union Conference on Human Rights was pursued on April 27, 2011 at the ORT Training Center, Guerrero Road, San Fernando City, La Union.



This one-day conference was led by the Provincial Government of La Union (PGLU) headed by Gov. Manuel C. Ortega and is spearheaded by Board Member Henry A. Bacurnay, Jr, Sangguniang Panlalawigan Chairman of the Committee on Justice and Human Rights. In his opening remarks, BM Bacurnay stressed that Human Rights is everybody’s concern and it is within ourselves that we could make a difference. Later in his message, he assured that the Provincial Government is religiously implementing its campaign on Peace and Order and assured their full support in strengthening government policies, plans, and programs for the effective promotion and protection of human rights.



Highlights of the conference include the presentation of the guests’ agenda initially started by the Philippine National Police’s policies, programs and activities on Human Rights and Recent Concrete Achievements; the Armed Forces of the Philippines (AFP)’s Plans and Programs for the Protection of Human Rights; the Current Situation of Human Rights Cases in the Department of Justice (DOJ); and the Civil Society’s View of the State of Human Rights in La Union.

Last part of the conference was a Workshop which was actively participated by the Civil Society Group, the PNP personnel, AFP group, the Local Legislator’s Group and the Barangay Human Rights Action Officers Group. Topics include “Identifying points of Disagreements and their Possible Causes” facilitated by the Integrated Bar of the Philippines; “Human Rights-Based Local Legislation” by the Commission on Human Rights Region 1; “Integration of Human Rights in Education” by the SLC College of Law and “Sharing Concerns of Grassroots HR Defenders” by the SP Committee on Justice and Human Rights, and Kanlungan Center for Migrant Workers.

DAGUPAN CITY — A ferry system which will link the cities of Alaminos in Pangasinan and San Fernando in La Union will likely cut travel time between the two cities and be a big boost to the tourism sector.

Mayor Benjamin S. Lim has been pursuing the program since 2007.

Lim said that in one year, a port will rise in the Calmay River area below the Pantal Bridge fronting the National Bureau of Investigation Office for the project.

“We have already started with our river cruise and later on with the ferry system in place more people will be coming to our city to shop, eat and do sight-seeing,” said Lim. (Liezle Basa Iñigo)

Fortified rice launched
SAN JUAN, La Union, Philippines - Representatives from the regional line agencies and private sector involved in the promotion of nutrition joined the recently successful launch of the Iron Fortified Rice (I - Rice) at the Public Market in San Fernando City, La Union, it was reported here Monday.

National Food Authority (NFA) Region I Director Danilo I. Pastrana told Monday that the i-rice program was simultaneously launched nationwide last March 15, 2011 aimed to help lessen if not totally eliminate malnutrition in the country, specifically iron-deficiency anemia.

According to Pastrana, the i-rice program is being implemented in compliance to Republic Act (RA) 8976 or the Food Fortification Law. (Freddie G. Lazaro)

MANILA, Philippines—The state-run Bases Conversion Development Authority plans to prioritize the upgrading of the budget terminal at the Diosdado Macapagal International Airport (DMIA) in Clark, Pampanga, by taking in a private partner within this year.

In an interview with Inquirer, newly appointed BCDA president and chief executive Arnel Casanova also said the upgrading of a dormant airport in San Fernando, La Union, was now nearly finished. He said this airport, which is under BCDA’s subsidiary Poro Point Management Corp., could open up a major gateway to Northern Luzon soon.

Soon, fare matrices, garbage cans, jeepney sign posts, vests of street sweepers and garbage collectors and waiting sheds will bear Sitel’s logo, a call center company based at the Loakan economic zone.

Considered Baguio City’s biggest employer Sitel regional Human Resources manager Emil Ching said the donation is part of the company’s corporate social responsibility.

He said this is Sitel’s way of giving back to the Baguio community, which contributed to its success since it began operating in 2004, with only 35 employees.

The memorandum of agreement (MOA) between Sitel, the City Government and transport officials was formalized in simple ceremonies yesterday in Camp John Hay.

Ching said the donation is to also expand the call center’s marketing capacity and possibly to invite more people to apply in the call center.

Ching said the company is not threatened by the increasing number of call center companies in Baguio, as it helps steer Baguio’s economy.

“It is not something we are afraid of. We are just making our presence felt,” Ching added.

Sitel vice president for human resources Haidee Enriquez said a more aggressive marketing campaign this year is part of their growth strategy this year.

After Baguio, Enriquez said they are branching out in Poro Point, La Union and in Manila for those who could not be accommodated in Baguio.

In its MOA with the City Government, Sitel will repaint 15 waiting sheds at the CBD and will sponsor the tailoring of 169 vests for street sweepers and garbage collectors.

The City Government, on the other hand, is under obligation to prepare the design and color of the vests as well as choose the color of the waiting sheds.

In its agreement with the Public Transport Affairs Office Sitel will pay to a billboard producing company P225,000 for the production of 90 PUJ loading and unloading signages.

Sitel will also be paying P80,000 to a company, which manufactures stickers for the production of fare matrices which will be distributed to all jeepney drivers after printing.

dormant airport ang DMIA noon, pero ngayon 3rd busiest airport na siya sa Pilipinas after NAIA and Cebu Airport. I also believe that the dormant San Fernando Airport will become a busy airport also. I hope na ang pera ng BCDA ay mapunta talaga sa mga projects nito, hindi sa mga bala at armalite:cheers:

Poro point lang naman sa Ilocos Region ang pinakaready para sa mga BPO facilities. Very strategic din ang location nito, Ilocos at the North, Pangasinan at the south. Once may call center dito, hindi na kailangang pumunta/ma- ang mga applicants from those provinces sa manila and Baguio

Sitel digs deeper into north’s
human resource pool

BAGUIO CITY. - Sitel is expanding further to the northern part of the country, harnessing the area’s rich human resources.

Sitel is currently the biggest employer in Baguio City and the Cordillera Autonomous Region dislodging electronics manufacturing giant Texas Instruments located at the Baguio economic zone.

Sitel will build a fourth site in the area, this time in Poro Point in San Fernando, La Union, just two hours away from Baguio City where its three sites now employ 3,800.

Michael Oliver dela Pena, Sitel vice president for operations, said the Poro Point facility which would be built by the fourth quarter and will initially have 500 seats while Baguio 3 will add 500 more seats until the end of the year.

Dela Pena said Sitel has four other sites all located in Metro Manila but the company is now eyeing two more cities for future expansion. He said Sitel would be the first to set up a business process outsourcing (BPO) facility in Poro Point where it would follow the strategy for the Baguio operations.

"It’s close enough to Baguio where we can tap more supplementary talent pool," he said.

Baguio City itself was chosen by Sitel when it first established its call center in 2006 being a good university town.

He said the success of the Sitel Academy, its in-house skills training, has helped in tapping quality talent pool along with its partnerships with universities. The Academy has sites in Manila, Tarlac and San Fernando, La Union.

Sitel’s Baguio operations also registering one of the lowest attrition at 2.5 percent compared to the double-digit rate average of the industry.

About 40 percent of Sitel Baguio’s operations are in technical support. These sites now maintain 10 clients mostly American firms among them the Tribune group of newspapers and RCN cable.

The operations contribute 35 to 40 percent of the revenues of Sitel in the Philippines.

Despite the crisis last 2009; Sitel has posted a 25 percent growth in headcount.

Dela Pena said Sitel Baguio offers very competitive compensation package including a basic entry-level pay of P8, 000 which is way above the region’s minimum wage.

Sitel Philippines’ seven facilities are located in Pasig City, Quezon City, Mandaluyong City, and Baguio City. Sitel is headquartered in Nashville, Tennessee and has 60,000 associates in over 140 domestic, nearshore, and offshore call centers in 26 countries across North America, South America, Europe, Africa, and Asia Pacific.

SAN FERNANDO CITY, La Union, May 1 (PIA) ---“Maliit mang bagay na maituturing na tutugon sa mga hinaing ng mga drayber/tsuper, ito ay tulong pa rin ng gobyerno para sa sektor ng transportasyon sa bansa”, ito ang tinuran ni Department of Energy (DOE) Secretary Jose Rene D. Almendras sa paglulunsad at pagpapaplano ng “Pantawid Pasada Program” (PPP) sa Hotel Rembrandt sa Quezon City kamakailan.

Bilang “information arm” ng gobyerno, kasama ng DOE ang Philippine Information Agency (PIA) sa pagpapahayag ng mga mahahalagang impormasyon hinggil sa naturang programa.

Ang PPP na kilala rin bilang Public Transport Assistance Program (PTAP) ay isang paraan ng pagtulong ng gobyerno sa sektor ng transportasyon, partikular ang dyipni at traysikel draybers, bilang tugon sa lumalalang epekto ng patuloy na pagtaas ng presyo ng produktong petrolyo sa pandaigdigang merkado dulot ng nangyayaring kaguluhan sa Gitnang Silangan at Hilagang Africa.

Sa pamamagitan ng isang card na tinawag na “Pantawid Pasada Card” mabibigyan ng load ang mga dyipni operator/drayber na nagkakahalaga ng P1,050.00. Ito ay magagamit nila sa pagbili ng diesel sa mga gasolinahang kalahok sa naturang programa.

Bagamat pang-isang buwan lamang ang laman ng card, hindi dapat itapon ito dahil balido ang lahat ng impormasyong nilalaman nito ng hanggang limang taon at maaari pang magamit sa mga susunod pang promo o diskwento sa mga kumpanya ng langis na ipapatupad ng gobyerno.

Ibibigay naman ng DOE ang pondo sa Department of Interior and Local Government o DILG na siya namang magpapasa sa mga gobyerno lokal upang maipamahagi ang tig 150 piso sa mga drayber o operator ng traysikel.

Uumpisahan ang pamimigay ng card sa National Capital Region (NCR) sa Lunes, Mayo 2, kung saan ay magtatalaga rin sila ng mga distribution centers habang inaantay naman ang ilalabas na iskedyul ng DOE para sa mga ibang rehiyon.

Tinatayang 20 araw ang itatagal ng distribusyon sa NCR na pangangasiwaan ng mga ahensiyang DOE, Land Transportation Office, Land Transportation and Franchising Regulatory Board, kabalikat ang PIA.

Tatlong buwan naman ang tinatantiyang itatagal ng pamimigay ng Pantawid Pasada Card sa buong bansa.

Layunin din ng nasabing programa na maiwasan ang domino effect o ang posibleng paghiling ng sector ng transportasyon ng panibagong pagtataas na naman ng pamasahe dulot ng walang humpay na pagtataas ng presyo ng langis. (JCR/MPP-PIA 1La Union)

Villar property firm eyes projects for more provinces

VILLAR-LED developer Vista Land & Lifescapes, Inc. wants to start projects in close to 20 new areas around the country, the property firm said in a statement on Monday.

Expansion in new areas will allow the company to tap low to mid-market segments for families of overseas Filipinos, the firm said.
“The majority of our overseas Filipino workers hail from the provinces and there is strong preference for house and lot in their hometown or province of origin which they intend to live-in with their families," Benjamarie Therese N. Serrano, president and chief executive of Vista Land, said in the statement.

"We intend to further cement our hold in this market with the country-wide expansion,” Ms. Serrano added.

The Bureau of Customs on Monday announced plans to transform the Port of San Fernando in La Union into a major cargo hub.:banana::banana::banana::banana::banana::cheers:

By the end of the month, a containerized vessel is set to sail its maiden voyage to the Port of San Fernando, Customs Commissioner Angelito Alvarez said.

The plan to turn the port into a cargo hub is not new — the bureau in the early 1990s planned to introduce a container system in the port for big companies such as Bacnotan Cement, San Miguel Corp. and Philipps Mining. The plan however, did not push through because of the lack of funds to upgrade its structural foundation.

The port can only support bulk and break-bulk shipments but not container van shipments.

This time, the bureau plans to use a mother vessel to gather Region 1-bound shipments from the Port of Manila where they will be transshipped to San Fernando via smaller containerized feeder vessels. The smaller vessels, Alvarez said, would require smaller equipment for loading and discharging.

Alvarez said that these developments are expected to attract investors and create more job opportunities.

The vessel that will sail for the Port of San Fernando at the end of May will be supported by the Poro Point Industrial Corp., a company with a 25-year contract as an exclusive cargo handler at the pier.

Port authorities have offered to reduce port-related fees, a container yard that accommodates 1,000 twenty-foot equivalent and a provision for reefer containers, dangerous cargo area and other cargo trucks.

The Poro Point Management Corp., the management arm of the Bases Conversion Development Authority for the Poro Point Free Port Zone has also pledged to provide a holding area and a Customs examination are for the container shipments.

Companies such as Thunderbird Pilipinas Resorts & Hotel and Casino, LATIMCO and the Mama Sita Corp. are expected to benefit from the new system, the Customs Bureau said. — BC/VS, GMA News

Workers complete the construction of two lagoons that will be used to treat septage from septic tanks throughout San Fernando City. The project is part of the USAID-Rotary San Fernando City Sewerage and Septage Management Program.

USAID Supported Construction of Septage Treatment Plant

Septic tanks have been confirmed as major drivers of groundwater, river, and coastal water pollution. The Clean Water Act and a local ordinance require that all the septic tanks in the city be desludged every five years beginning in September when the treatment facility becomes fully operational. In partnership with Rotary International, USAID supported the completion of the construction of a treatment facility in San Fernando City in La Union that will be used to treat septage from the city’s septic tanks. Two lagoons were financed by the province’s congressman, Victor Ortega. The rest of the facility is being financed by USAID through the Philippine Sanitation Alliance. The treatment lagoons will increase the proper maintenance of septic tanks in the city. The operation of the septic tanks is expected to significantly contribute to the city constituent’s health and productivity.

According to Vista Land president Benjamarie Therese N. Serrano, the company’s expansion into these geographical locations is anchored on the strength of its overseas Filipino workers (OFWs) market.

“The upward trend in the level of OFW remittances bodes well for our expansion drive,” she added.

OFW remittances grew by 6.9 percent for the first two months of the year and reached $18.8 billion in 2010. For 2011, remittances are expected to grow by 8 percent from last year’s figure.

THE idle Port of San Fernando in La Union will soon be converted into a hub for containerized cargoes in Region I.

Bureau of Customs (BOC) Commissioner Angelito Alvarez on Monday said the scheduled maiden voyage of a containerized vessel to the port by the end of May would signal the port’s conversion.

To date, rice, coal and fertilizer traders use the port.

Alvarez said the introduction of a container system was initiated in the early 1990s when big companies like Bacnotan Cement, San Miguel Corporation and Philipps Mining expressed interest to avail themselves of the system.

The project, however, was shelved when the proponents could not find funding sources to upgrade the structural foundation of the piers, which could only support bulk and break bulk shipments.

The BOC said it has found a way to overcome the structural limitations by using a mother vessel to collect all Region 1-bound containerized shipments from the Port of Manila and then have these transshipped to San Fernando with the help of smaller containerized feeder vessels.
Alvarez said smaller vessels would require smaller equipment to conduct loading and discharging operations.

To jumpstart the maiden voyage, the Poro Point Industrial Corp., which holds a 25-year contract as exclusive cargo handler at the pier, has offered reduced arrastre and wharfage dues, a wide container yard to accommodate 1000 twenty-foot equivalent units (TEUs) at any given day, a provision for reefer containers, among others.

The Poro Point Management Corp., the management arm of state-run Bases Conversion and Development Authority for the Poro Point Free Port Zone, offered 24/7 secured 10,000 square meter adjacent lot as holding area and Customs examination area.

Alvarez said the containerized vessels’ schedule was initially set at three times a week.

“The new regime of containerization in the Port of San Fernando is expected to enhance Region 1’s attractiveness to investors, and thus create opportunities for enhanced job creation that will jumpstart economic activities in the area,” he said.

Quoting from a report submitted by Port of San Fernando District Collector Fidel Villanueva, Alvarez said big locators at the Poro Point Freeport like the Thunderbird Pilipinas Resorts & Hotel and Casino, Latimco, and the new multi-million Mama Sita Corp., manufacturer of the world renowned food condiment of the Reyes Group of Companies, were all excited to have their containerized cargoes transshipped directly to Poro Point.

MANILA, May 3 (PNA) -– The plan to introduce container system in the Port of San Fernando in La Union will become a reality starting end-May 2011, the Bureau of Customs (BOC) announced Monday.

Customs Commissioner Angelito Alvarez said the first trip of a container vessel from the Port of Manila to the Port of San Fernando is scheduled at the end of this month and initially planned to be done three times a week.

He explained that implementation of this plan was first introduced in the early 1990s when several companies like Bacnotan Cement, San Miguel Corporation (SMC), and Philipps Mining conveyed their interest to avail of the fast, safe and cost-efficient container system.

“The project, however, was indefinitely shelved when the proponents could not find funding sources to upgrade the structural foundation of the Port of San Fernando piers, which could only support bulk and break bulk shipments but not those in container vans,” he said.

However, this hindrance was addressed through the system of using a mother vessel to collect all containerized shipments bound for Region 1 from the Port of Manila and transport these to the Port of San Fernando through the use of smaller containerized feeder vehicle.

“Smaller vessels would naturally require smaller equipment to conduct loading and discharging operations,” Alvarez said.

The BOC chief said Poro Point Industrial Corporation, which owns a 25-year contract as exclusive cargo handler at the pier, has offered to reduce arrastre and wharfage dues, a wide container yard that can accommodate 1,000 twenty-foot equivalent (TEUs) container vans at any given day, a provision for reefer containers, dangerous cargo area, stalag for motor vehicles and clearer traffic for haulers and other cargo trucks.

Also, the Poro Point Management Corporation, the management arm of the Bases Conversion Development Authority (BCDA) for the Poro Point Free Port Zone, offered a 24/7 secured 1,000 square meters adjacent lot as holding area and Customs examination area.

“The new regime of containerization in the Port of San Fernando is expected to enhance Region 1’s attractiveness to investors and thus create opportunities for enhanced job creation that will jump-start economic activities in the area,” Alvarez said.

He added that this program received the support of Pangasinan Governor Amado Espino and Vice Governor Ferdie Calimlim, La Union Governor Manoling Ortega, former Deputy Speaker Eric Singson, and the regional executives of the National Economic and Development Authority (NEDA), the Department of Trade and Industry (DTI) and the Department of Tourism (DOT). Businesses operating in nearby Poro Point Freeport Zone are expected to be the primary beneficiaries, Mr. Alvarez said, citing the likes of Thunderbird Pilipinas Hotels & Resorts, Inc.; wood manufacturer La Union Quality Timber Manufacturing Corp.; and Mama Sita Corp.

The BoC had wanted to introduce a container system in the Port of San Fernando back in the 1990s, citing interest from firms like Bacnotan Cement Corp. and San Miguel Corp. to use it as entry point, the statement explained.

The project was shelved due to a lack of funding to upgrade structures of the port’s piers, which could support bulk and break bulk shipments -- cargo shipped individually or in small quantities -- but not containers.

Under the new system, containers bound for the Ilocos region from the Port of Manila are shipped to San Fernando using containerized feeder vessels that unload the mother ship in Manila.

The long slumbering Port of San Fernando in La Union, utilized mainly by rice, coal and fertilizer shippers, will soon become a hub for the fast, safe, cost-efficient and convenient movement of containerized cargoes in Region I.

Customs Commissioner Angelito Alvarez said this would soon become a reality with the scheduled maiden voyage of a containerized vessel to the Port of San Fernando by the end of this month.

Alvarez disclosed that the introduction of a container system in the Port of San Fernando was conceived way back in the early 1990s when big companies like Bacnotan Cement, San Miguel Corporation and Philipps Mining expressed interest to avail themselves of the system.

The project, however, was indefinitely shelved when the proponents could not find funding sources to upgrade the structural foundation of the Port of San Fernando piers which could only support bulk and break bulk shipments but not those in container vans.

But the present stewards of the Bureau of Customs found a way to overcome the structural limitations of the Port thru the simple expedient of using a mother vessel to collect all Region 1 – bound containerized shipments from the Port of Manila and then have those transshipped to San Fernando with the help of smaller containerized feeder vessels.

Alvarez said smaller vessels would naturally require smaller equipment to conduct loading and discharging operations.

To jumpstart the maiden voyage, the Poro Point Industrial Corporation (which owns a 25-year contract as exclusive cargo handler at the pier) has offered a reduced arrastre and wharfage dues, a wide container yard to accomodate 1000 TEUs at any given day, a provision for reefer containers, dangerous cargo area, stalag for motor vehicles and clearer traffic for haulers and other cargo trucks.

The Poro Point Management Corporation (the management arm of the Bases Conversion Development Authority for the Poro Point Free Port Zone), for its part offered, a 24/7 secured 10,000 sq. m. adjacent lot as holding area and Customs examination area.

Alvarez said the containerized vessels’ schedule was initially set at 3 times a week.

“The new regime of containerization in the Port of San Fernando”, added Alvarez, “is expected to enhance Region 1’s attractiveness to investors and thus create opportunities for enhanced job creation that will jumpstart economic activities in the area.”

Quoting from a report submitted by Port of San Fernando District Collector Fidel Villanueva, Alvarez said big locators at the Poro Point Freeport like the Thunderbird Pilipinas Resorts & Hotel and Casino, LATIMCO, and the new multi-million Mama Sita Corp., manufacturer of the world renowned food condiment of the Reyes Group of Companies, were all excited to have their containerized cargoes transshipped directly to Poro Point. Even balikbayans and OFWs from the region numbering tens of thousands - most of whom are based in the USA, Hongkong, Taiwan, Korea and the Middle East - have started requesting for “door-to-door” rates that would be charged by local forwarders, believing that they would be cheaper than the those presently being charged by Manila-based forwarders.

“The project,” according to Alvarez, “enjoys the support of Governor Amado Espino and Vice-Governor Ferdie Calimlim of Pangasinan, Governor Manoling Ortega of La Union, former Deputy Speaker Eric Singson and the regional officials of the National Economic Development Authority, Department of Trade and Department of Tourism.

A CURSORY look at tourism posters of the Philippines immediately unlocks a slideshow of seemingly endless white sand beaches, the shimmering blue sea, swaying palm fronds and the occasional nipa-hut. These are iconic images of our tropical isles, but most of them are located in the southern part of our archipelago.

No wonder a lot of tourists immediately head off to Boracay for a holiday.

But of course there is more to our country than beaches. Spread across 7,107 islands and a geography as diverse as our languages (110 of them!), there’s bound to be something for everyone. And certain regions in the country are trying to increase their share of the tourist peso by coming up with new activities or reinventing old attractions.

This writer recently got invited to “Lakbay Norte 2,” the second-year run of a whirlwind tour to select provinces around Northern Luzon, organized by the North Philippines Visitors Bureau (NPVB), a network of ten local conventions and tourism bureaus composed of Baguio, Cagayan Norte, Greater Clark, Ilocos Norte, La Union, Pampanga, Pangasinan, Greater Subic, Tarlac and Bulacan. The NPVB aims to promote tourism in North Luzon through events, conventions and information dissemination.

On board our specially-chartered Victory Liner bus, we stopped for breakfast at the charming Soul Cafe in Rosario, La Union, where everyone had their first taste of Kapeng Alamid. A regional specialty, the brew is named after the local alamid (civet cat) which feeds on coffee beans and then naturally excretes the seeds. These are then harvested, washed, roasted by farmers and turned into one of the most coveted types of coffee among connoisseurs.

Not being one, my impression of this drink was that it had a strong, full-bodied taste and certainly didn’t have any hint of cat poop. It was a surefire way to keep our senses going as we drove uphill and enjoyed the scenic mountain road going up to Baguio.

So this was how our northern exposure played out:

Day 1: Breezing through Baguio. Upland weather and highland art. A quick stop at the City of Pines centered around this theme as we made our way to Tam-Awan Village. Taking inspiration from Baguio’s highland roots, Tam-Awan replicates a typical Cordilleran village and showcases the domestic architecture and lifestyle of the Ifugao and Kalinga ethnic groups. More than just a fascinating outdoor anthropological museum, Tam-Awan also functions as an art space for Baguio’s homegrown artists, complete with a gallery and a small cafe serving traditional highland fare (try their tasty pinikpikan tinola).

Still on the artist theme, we proceeded to Baguio’s latest star attraction - the BenCab Museum. We were welcomed by no less than founder and National Artist Ben Cabrera, who shared with us his artistic insights about this mountain city and the culture which has captivated and inspired him to create the masterpieces displayed in the museum’s minimalist galleries.

Even more fascinating is the Cordillera Gallery which holds Cabrera’s collection of highland material culture such as the iconic bulol (rice granary guardians) as well as everyday objects like baskets, spoons, furniture and the occasional head-hunting weapon. The museum sits on a promontory and offers a refreshing view of the terraced garden with a small mountain looming over the landscape.

Day 2: Plunging into Pugo. From Baguio, it’s a short drive down to Pugo in La Union. This small, sleepy town at the foot of Marcos Highway wasn’t really in the tourist radar, until somebody decided to build PUGAD. Pugo Adventure (or PUGAD) is the latest facility that’s making tourists stop, look and catch their breaths as they glide through what is possibly the longest zip line (at 400 meters) in the country! For P400, you can live out your Superman fantasies for a few seconds as you soar 250 feet above the ground and catch the thrill while enjoying verdant views of rivers, hills and rice terraces. PUGAD also offers several less jaw-dropping thrills such as wall climbing, rappelling and ATV rides.

Our introduction to La Union also included a visit to a traditional patupat-making factory to sample this sweetest of Ilokano delicacies— sticky rice cake cooked in sugar cane juice—a much-needed sugar rush after all that adrenaline-pumping adventure and definitely a unique pasalubong.

Finally, we had a quick stop at the town of Manaoag in Pangasinan to pay homage to the province’s most revered Marian icon, the miraculous four-century-old image of Our Lady of Manaoag. Then it was off to a well-deserved rest in Tarlac.

LA TRINIDAD, Philippines — Lawmakers in Baguio and Benguet want that the national government to ensure that the Tarlac-Pangasinan-La Union Expressway (TPLEX) must effectively connect Baguio and the Cordillera closer to Manila and the lowlands amidst moves to change the plan of the route.

Benguet Rep. Ronald M. Cosalan and Baguio City Rep. Bernardo M. Vergara appealed to Public Works Secretary Rogelio Singson not to change or alter the multi-billion project after they were informed by concerned project implementers of a proposal from a Pangasinan congressman to change the plan of the project which would be grossly disadvantageous to Baguio and the Cordillera.

Based on the original plan, the 84.5-kilomter TPLEX which starts from La Paz, Tarlac, will end near Saitan, Rosario, La Union, which will be closest entry to Baguio either via Kennon road or Marcos highway.

Cosalan and Vergara recently learned that former Pangasinan 5th district Rep. Mark Cojuangco is asking Pangasinan congressmen and other lawmakers from Northern Luzon to support the realignment of the original route.

Under the proposed realignment plan, the tail of the TPLEX project will be more or less 7 kilometers away from the Saitan, Rosario, La Union, junction which the two Cordillera congressmen are opposing as it will deprive motorists coming up to the region convenient travel.

According to them, the Saitan junction is a prominent landmark before entering Kennon road or Marcos highway which are the gateways to the Cordillera, particularly Benguet and Baguio City.

Cosalan pointed out the completion of the TPLEX will cut travel time to and from Baguio City by more than an hour for mass transport and private vehicles need not to traverse the traffic-prone areas of the MacArthur highway from
Tarlac to La Union.

The lawmakers cited the tourism industry as well as the economy of both Baguio and Benguet will surely gain ground and propelled once TPLEX will be completed in the next two years.

They will undertake the challenging 5-day journey from Manila to Laoag in order to help raise funds for cervical cancer prevention vaccination drives and seminars. “What makes this year’s Tour of Hope different is that we are going to vaccinate a total of 500 women during the tour,” explains Abbygale Arenas-de Leon, Bravehearts president. “We wanted the tour to be more than just a way to spread awareness about cervical cancer prevention. We hope this will inspire more women to take action against this deadly but preventable disease.” Recently, the exciting details of the biggest anti-cervical cancer were revealed at the official launch of this year’s Tour of Hope, which was organized by Bravehearts in partnership with Team David’s Salon and GlaxoSmithKline. The event was held at R.O.X., the biggest outdoor sports and recreation hub in Southeast Asia and hosted by celebrity athlete Tricia Chiongbian-Concepcion, who will also be cycling to help save women from cervical cancer in the Tour of Hope. In a country where cervical cancer claims the lives of 12 women everyday[1], the need to fight this disease has only become more urgent over the years. “I would like to encourage women to be screened for cervical cancer regularly,” said Dr. Cecilia Llave, Program Director of the Cervical Cancer Prevention Network (CECAP). “The disease is treatable through early detection. In fact, not only is it treatable, it can also be avoided by living a healthy lifestyle and getting vaccinated.” Since The Tour of Hope started in 2008, it has generated approximately Php 2 million through sponsorships and pledges. These were then used for cervical cancer screening programs and lectures with the Cervical Cancer Prevention Network (CECAP). However, if you think that The Tour of Hope is all about the bikers, think again. Over the past two years, the event organizers have formed partnerships with local government units such as those of Tarlac, Dagupan, Pampanga, La Union, and Baguio in order to conduct lectures during each stopover of the tour to local communities with marginalized groups who display poor health-seeking behavior.

Aside from the challenging journey, The Tour of Hope has always been known for bringing its participants to scenic locations such as Vigan, Zambales, and Camarines Sur. This year is no exception. The Tour of Hope 2011 – 500: Going the Xtra Mile Against Cervical Cancer will kick off at the TriNoma Mall in Quezon City on May 28, 2011. The first stop will be at Tarlac City, Tarlac. It is the home of President Noynoy Aquino’s ancestral house and Mount Pinatubo, where adventure-seeking 4×4 wheel drivers try their skills, and hikers visit the crater. The tour will then continue to San Fernando, La Union, where the renowned La Union Botanical Gardens is located. Afterwards, the bikers will head to Vigan City, Ilocos Sur, where historical churches and ancestral homes that reflect the beauty of old world architecture can be found.

Vista Land and Lifescapes Inc. plans to increase the dollar bonds it issued in September last year which mature in five years.

September’s fund-raising earned for the company $100 million. The bonds carry an 8.5 percent interest.

Ricardo Tan, senior vice-president for finance, said the proceeds of the bond will be used "to partially finance capital expenditures and general corporate purposes."

Vista Land plans to expand to Ilocos Sur and Ilocos Norte; La Union; Nueva Ecija; Bicol; Batangas; Quezon; Bataan; Pampanga; Davao; Butuan, Agusan del Sur and Zamboanga.

It also expressed plans to "aggressively" expand this year its low-cost development arm Lessandra under unit Camella, with plans to launch projects worth P12 billion nationwide.

Vista Land is eyeing a P45 billion capital expenditure from this year to 2013.

But what was most startling were the composting toilets, designed to collect and store human wastes—urine and feces—in separate tanks.

Mercado explained that this was being done because urine takes 19 days before pathogens are completely eliminated, leaving only the nutrients it contained, while the feces would take a longer time before they completely dry up.

By the time they are ready, the urine is used to water the plants and the feces as soil fertilizer.

Since the idea is to “dehydrate” the human wastes, a pail of ash from burned wood is placed in each restroom cubicle. No water is needed to flush down the wastes, but the ash instead is pored over to eliminate the smell.

This technology was developed by a nongovernment organization, Ecosan (ecological sanitation), and is used in communal restrooms in La Union and Pangasinan.

“A little change of habit is also the use of toilet paper (instead of water),” Mercado said.

But he said guests need not feel awkward about it as conventional toilets are also available. “But it’s worth trying. Just think about it: Your poop will nourish a tree someday,” he added in jest.

Mercado wanted the camp to be more than just a venue for family and company outings. The goal is to “create a model environment that will teach Filipino children about sustainable living.”

MANILA, Philippines—Villar-led Vista Land and Lifescapes Inc. plans another dollar bond sale to raise funds for its expansion to new areas in the country this year.

In a disclosure on Wednesday, the real-estate giant said it would issue additional US dollar notes. This would go on top of the $100 million in debt paper the company sold in September last year.

Vista Land’s previous offering fetched a rate of 8.25 percent per year. The notes will mature in 2015.

Earlier this week, the company, owned by Senator Manuel Villar, said it would embark on a major expansion to 16 new areas across the country in the next 12 months.

The areas identified for its expansion program include Ilocos Sur and Ilocos Norte; La Union; Nueva Ecija; Bicol; Batangas; Quezon; Bataan; Pampanga; Davao; Butuan, Agusan del Sur; and Zamboanga.

“The expansion to these areas will give Filipino families more opportunities to own homes as Vista Land provides options for low- to mid-market segments at various price points,” Vista Land CEO Benjamarie Therese Serrano said in a statement.

Serrano said these projects would cater to the families of overseas Filipino workers.

Update on Mcdo projects in La Union..

The Mcdo Agoo is on the go na.. Construction is scheduled to commence on May 2011.. if there were no changes in the plan.

While for the San Fernando branch, we are currently undergoing an impact study before a final decision could be reached on the second branch. :okay:

Workers complete the construction of two lagoons that will be used to treat septage from septic tanks throughout San Fernando City. The project is part of the USAID-Rotary San Fernando City Sewerage and Septage Management Program.



Septic tanks have been confirmed as major drivers of groundwater, river, and coastal water pollution. The Clean Water Act and a local ordinance require that all the septic tanks in the city be desludged every five years beginning in September when the treatment facility becomes fully operational. In partnership with Rotary International, USAID supported the completion of the construction of a treatment facility in San Fernando City in La Union that will be used to treat septage from the city’s septic tanks. Two lagoons were financed by the province’s congressman, Victor Ortega. The rest of the facility is being financed by USAID through the Philippine Sanitation Alliance. The treatment lagoons will increase the proper maintenance of septic tanks in the city. The operation of the septic tanks is expected to significantly contribute to the city constituent’s health and productivity.

Seminar on Highly Productive Meetings Held

San Fernando City, La Union - “There are just so many meetings in the Provincial Government of La Union (PGLU) due to its various development undertakings, that is why it is important to make meetings productive,” stressed Provincial Administrator Geoffrey S. Tilan during the opening of the two-day seminar on “Managing and Making Meetings Highly Productive” held on May 3-4, 2011 at the Diego Silang Hall of the Capitol Building, this city and province.



Conducted by the National Economic and Development Authority (NEDA)-Region I led by Dir. Leonardo N. Quitos, Jr., participants included Department Heads, Chiefs of Hospitals, Officers-In-Charge, Division Chiefs and other personnel of PGLU.



The seminar was divided into six parts. The first session titled “Group Dynamics,” was led by Director Quitos where he emphasized will be productive if properly managed most especially in preparing the participants. Session 2 titled “How Group Works” and Session 3 titled “Planning of Meetings” were led by Assist. Regional Dir. Nestor G. Rillon. Session 4 titled “Meeting Proper” was facilitated by Marissa D. Gorospe, Division Chief of the Project Monitoring and Evaluation Division; Session 5 (Managing Meeting Problems) by Lucila D. Torio, Division Chief of the Knowledge Management Division; and Session 6 (Post Meeting Activities) by Dr. Fe D. Domingo, Division Chief of the Project Development, Investment, Programming and Budget Division.

Under the theme “Tour of Hope 2011-00: Going the Xtra Mile Against Cervical Cancer,” participating cyclists will travel from Manila to Laoag City to raise funds for cervical cancer prevention vaccination drives and seminars.

Tour of Hope, in partnership with Team David Salon and GlaxoSmithKline, will be heading towards Tarlac City, San Fernando in La Union, Vigan City in Ilocos Sur, Laoag City (Ilocos Norte), and then to Paoay.

Bravehearts president Abbygale Arenas-de Leon said that for the first time they will provide vaccinations to 500 women, making this year's Tour of Hope different from the previous ones.

De Leon added that more than spreading awareness on how to prevent the disease, she wanted to make this tour an inspiration to women to take action against cervical cancer.

The tour organizers, along with partner local government units (LGUs), will provide lectures to local communities during stopovers along the route. They will target areas with marginalized groups “who display poor health-seeking behavior.”

Led by the Cervical Cancer Prevention Network (CECAP) for the Cancer Institute Foundation (CIF), Bravehearts is a non-profit organization that aims to raise awareness on cervical cancer prevention. Its organizers have formed partnerships with LGUs including those of Tarlac, Dagupan, Pampanga, La Union, and Baguio to make the activities possible.

The group has already raised approximately P2 million through sponsorships and pledges since it started in 2008. The funds are used to sponsor cervical cancer screening programs and lectures with CECAP.

“On behalf of Bravehearts, I'd like to encourage everyone to join the fight against cervical cancer,” de Leon said.

“For all the women, do it for your families and loved ones. And for all the men, I encourage you to support the cervical cancer prevention advocacy for your mothers, sisters, and daughters. With your help, thousands of lives can be saved,” she added.

Prominent personalities known to support the organization are de Leon, Senator Loren Legarda, Pia Magalona, Ellen Tordesillas, Tessa Prieto-Valdes, Jeena Lopez, Maimai Davao, Joyette Jobson, and Suzi Entrata.

MANILA, Philippines — To enhance inter-operability of the country's regular and reserve naval forces, the Philippine Navy (PN) is conducting a joint five-day exercise dubbed “Pagsasama 2011” at the Naval Forces Northern Luzon (NFNL) in San Fernando, La Union.

Lt. Col. Omar Tonsay, Navy spokesman, said the annual exercises being held from May 9 to 13 involve maritime stakeholders in accordance with the Armed Forces of the Philippines (AFP) Internal Peace and Security Plan (IPSP) “Bayanihan” and the development of common operational practices and naval tactics.

“It will be participated in by Philippine Navy units, reserve forces, and the local government units and non-government organizations of La Union,” said Tonsay.

He said the joint exercises aim to enhance the readiness and inter-operability of PN Reserve Force and PN Affiliated Reserve Units (PNARU) to respond to the call of service, specifically in maritime security operations and inter-agency operations during the conduct of Humanitarian Assistance and Disaster Response (HA/DR) operations.

“The following are the events comprising the exercise: Cross Training Exercises/Subject Matter Expert Exchange (SMEE), CMO, At-Sea Fleet Training Exercises (FTX), and Humanitarian Assistance/Disaster Response (HA/DR) Exercises. The participation of the LGUs and NGOs is incorporated in the CMO activities, which will emphasize the Nolcom Camplan “Ugnayan” in relation to the IPSP “Bayanihan” of the AFP,” said Tonsay.

Meanwhile, Philippine Navy Flag-Officer-in- Command, Vice Admiral Alexander P. Pama said: “This exercise is of utmost importance to the Navy and maritime stakeholder interests as it reinforces the bond between the active and reservist Navy personnel, as well as other stakeholders towards a stable and progressive maritime environment.”

“What is most significant in this year’s exercise is the fact that the Reservists are actively involved in all four phases of the exercise – from planning, to execution, to termination, and evaluation of the event,” he added.

SAN FERNANDO CITY, La Union May 6 (PIA) --- With the President’s “Daang Matuwid” battle cry leading the way for faster delivery of public services through immediate and credible decisions on policies, programs and projects, the provincial government of La Union undertook the seminar on “Managing and Making Meetings Highly Productive” last May 3-4 at the Diego Silang hall, provincial capitol, this province, aimed at providing solutions to problems that may arise through effective and efficient conduct of meetings among stakeholders and development partners.

The seminar, according to Israel Rudio, administrative officer V of the provincial information and tourism office, was participated in by all the department heads, chiefs of hospitals, officers-in-charge, and other personnel of the provincial government, facilitated by National Economic and Development Authority (NEDA) regional director Leonardo N. Quitos Jr.
During the event, provincial administrator Geoffrey S. Tilan stressed that “there are just so many meetings in the PGLU due to its various development undertakings, which is why it is important to make meetings productive”.
The seminar was divided into six parts: Group Dynamics, facilitated by Director Quitos; How Group Works, and Planning of Meetings facilitated by assistant regional Dir. Nestor G. Rillon; Meeting Proper by Marissa D. Gorospe, division chief of the project monitoring and evaluation division; Managing Meeting Problems by Lucila D. Torio, division chief of the knowledge management division; and Post Meeting Activities by Dr. Fe D. Domingo, division chief of the project development, investment, programming and budget division.

The House Committee on Health will fast track the passage of the bill ensuring the mandatory universal healthcare coverage for all Filipinos, which is one of the priority measures of President Benigno Aquino III.

Rep. Alfredo Marañon III (2nd District, Negros Occidental), committee chairman, created a technical working group on health to finalize the provisions of House Bills 3544, 1628, 87 and 937 authored respectively by Reps. Ma. Theresa Bonoan-David (4th District, City of Manila), Eufranio Eriguel (2nd District, La Union), Juan Edgardo Angara (Lone District, Aurora) and Susan Yap (2nd District, Tarlac).

"The measures are amendatory bills to Republic Act 7875 or the National Health Insurance Act of 1995, ensuring that every Filipino is granted with basic healthcare services," Marañon said.

The lawmakers lauded President Aquino's health agenda, the Universal Health Care or Kalusugang Pangkalahatan, which institutes appropriate public health interventions directed especially for the poor to improve the coverage of the public health programs.

According to Bonoan-David, "the National health Insurance Act of 1995 was enacted to ensure accessibility and affordability of health care coverage to all citizens but it has not completely reached its objective."

"Health financing is now one of the government's priorities and hopefully the Filipinos who are below the poverty threshold will be able to avail a decent healthcare service for themselves and their families," said Bonoan-David, Vice Chairperson of the House Committee on Globalization and WTO.

Eriguel said the present provisions in RA 7875 provide that only MEDICARE beneficiaries, members of the Social Security System (SSS) and the Government Service Insurance System (GSIS), retirees, pensioners and their dependents are automatic members of the healthcare program.

"Indigents, domestic helpers and the unemployed need to enroll first in the program and must comply the requirements," Eriguel, Vice Chairman of the House Committee on the North Luzon Growth Quadrangle, said.

"Moreover, aside from the lack of mandatory coverage to all Filipino citizens, the quality and quantity of health care has failed to address the health needs of the people," Eriguel added.

Eriguel said his bill seeks to ensure that all benefits under RA7875 are made available to every Filipino citizen through automatic enrollment in the NHIP.

"The measure gives highest priority to extending the maximum coverage to the population with the basic minimum package of health insurance benefits," Eriguel said.

The proposed Act shall be an integrated and comprehensive approach to health development, which intends to make essential goods, health and other social services available to every Filipino at an affordable cost.

"A three month intensive public information campaign shall be undertaken by the Department of Health and the PHIC prior to the implementation of the rules and regulations of this Act," Eriguel said.

The Secretary of Health, in coordination with the Philippine Health Insurance Corporation (PHIC), shall promulgate the necessary implementing rules and regulations within 60 days from the effectivity of this Act.

Congress shall conduct a bi-annual review of the management and implementation of its performance and program.

But what has helped the province gain fame among tourists is the beaches located in the area. Not only do they have a wonderful coastline, these beaches are conducive for various activities. Aside from swimming, tourists can get the chance to go scuba diving. What’s great about this activity is that on top of getting to see the underwater life of the province, it gives you the chance to get a glimpse of some wreckage from World War II. It may not be like seeing the wreckage of the Titanic, but it could be the next best thing.

But during good swells, waves form consistently in many days all year round.

SIXTEEN teams will battle for the SEAOIL Elite League national title on May 22-25 at the West Negros University Gym in Bacolod City.

Two teams from South Luzon, three from North Luzon, six from the Visayas and five from Mindanao are seeing action in the one-round tournament sponsored by SEAOIL Philippines, Burlington, Freego Jeans and Molten.

Representing South Luzon are San Mig Coffee Cavite and B-Meg Lucena while teams from North Luzon are Magnolia Fresh Chicken Bulacan, Magnolia Ice Cream La Union, and Star Margarine Olongapo.

The Visayas teams are Star Margarine Dumaguete, Purefoods TJ Cebu and Bacolod, San Mig Coffee Bacolod, Magnolia Ice Cream Iloilo and B-MEG Ormoc while representing Mindanao are Star Margarine Zamboanga, Magnolia Ice Cream Gen San, Purefoods TJ Davao, Monterey Meatshop CDO and San Mig Coffee Iligan.

The top two teams after the one round elimination will advance to the finals, a winner-take-all match.

"These teams represent the emerging cream of the crop of players aged 14 to 16 years old. These players, along with the coaches, went through the unique SEAOIL Elite League program that focuses on fundamentals and team play," said Executive Director Eric Altamirano.

Petroleum company SEAOIL Philippines is backing the SEAOIL Elite League, also known as the National Basketball Training Center Elite League or NBTC Elite League, composed of 168 teams made up of 3,024 players and 336 coaches.

To further intensify the reestablishment of the Barangay Human Rights Action Center and Human Rights Desk Centers in every office in the region, the 1st La Union Conference on Human Rights was pursued on April 27, 2011 at the ORT Training Center, Guerrero Road, San Fernando City, La Union.

This one-day conference was led by the Provincial Government of La Union (PGLU) headed by Gov. Manuel C. Ortega and is spearheaded by Board Member Henry A. Bacurnay, Jr, Sangguniang Panlalawigan Chairman of the Committee on Justice and Human Rights. In his opening remarks, BM Bacurnay stressed that Human Rights is everybody’s concern and it is within ourselves that we could make a difference. Later in his message, he assured that the Provincial Government is religiously implementing its campaign on Peace and Order and assured their full support in strengthening government policies, plans, and programs for the effective promotion and protection of human rights.

Highlights of the conference include the presentation of the guests’ agenda initially started by the Philippine National Police’s policies, programs and activities on Human Rights and Recent Concrete Achievements; the Armed Forces of the Philippines (AFP)’s Plans and Programs for the Protection of Human Rights; the Current Situation of Human Rights Cases in the Department of Justice (DOJ); and the Civil Society’s View of the State of Human Rights in La Union.

Last part of the conference was a Workshop which was actively participated by the Civil Society Group, the PNP personnel, AFP group, the Local Legislator’s Group and the Barangay Human Rights Action Officers Group. Topics include “Identifying points of Disagreements and their Possible Causes” facilitated by the Integrated Bar of the Philippines; “Human Rights-Based Local Legislation” by the Commission on Human Rights Region 1; “Integration of Human Rights in Education” by the SLC College of Law and “Sharing Concerns of Grassroots HR Defenders” by the SP Committee on Justice and Human Rights, and Kanlungan Center for Migrant Workers.

San Fernando City, La Union - “There are just so many meetings in the Provincial Government of La Union (PGLU) due to its various development undertakings, that is why it is important to make meetings productive,” stressed Provincial Administrator Geoffrey S. Tilan during the opening of the two-day seminar on “Managing and Making Meetings Highly Productive” held on May 3-4, 2011 at the Diego Silang Hall of the Capitol Building, this city and province.

Conducted by the National Economic and Development Authority (NEDA)-Region I led by Dir. Leonardo N. Quitos, Jr., participants included Department Heads, Chiefs of Hospitals, Officers-In-Charge, Division Chiefs and other personnel of PGLU.

The seminar was divided into six parts. The first session titled “Group Dynamics,” was led by Director Quitos where he emphasized will be productive if properly managed most especially in preparing the participants. Session 2 titled “How Group Works” and Session 3 titled “Planning of Meetings” were led by Assist. Regional Dir. Nestor G. Rillon. Session 4 titled “Meeting Proper” was facilitated by Marissa D. Gorospe, Division Chief of the Project Monitoring and Evaluation Division; Session 5 (Managing Meeting Problems) by Lucila D. The President said the government also saved around P53 million thanks to the COA regional office in Tacloban City, which discovered that the firm tapped for the direct development program from the Pag-IBIG fund failed to secure an accreditation.

He also singled out another "Heidi" — Heidi Pasuelo, a state auditor from Iloilo who played a crucial role in preventing three government agencies from misusing P198 million in public funds.

"Kung mayroon sana tayong 10 Heidi Pasuelo o 100 na Heidi Mendoza na buo ang loob na i-report sa boss na ninanakawan kayo at nilalamangan at hindi matatahimik hangga’t hindi napaparusahan ang mga abusadong opisyal," Aquino said.

Aside from praising COA, Aquino described other accomplishments of his administration since his term began in July 2010.

He said the government, through the Department of Justice has so far filed a total of 23 high-profile cases as of April 2011.

The Bureau of Internal Revenue, meanwhile, has also filed cases involving a total of P12.5 billion.

TWO audit teams of the Commission on Audit (COA) were recognized for unearthing irregularities in the loan program of the Home Development Mutual Fund, otherwise known as Pag-Ibig.

The audit body announced this during its 112th anniversary on Tuesday, which was attended by President Benigno Aquino III.

The government saved P53.1 million after the Tacloban audit team discovered that the projects did not enter the accreditation criteria, a statement from the Philippine Information Agency (PIA) said.

The scam later prompted a congressional inquiry, the same statement said.

Director Rodulfo Ariesga and auditors Alicia Malquisto, Imelda Oballo, Elena Merida and Josefina Galos composed the team that discovered the anomaly.

Meanwhile, the La Union audit team composed of Director Sabiniano Cabatuan, Pelilia Veloso, Herminia Laforteza and Nixon de Nieva exposed an overpriced payment in 978 developer-assisted housing loans totaling P484.7 million.

This year's outstanding COA employee is state auditor Haydee Pasuelo, who found two government officials stealing P1.2 million from public coffers, which resulted in their dismissal.

Likewise, Pasuelo, who hails from Iloilo, issued P97.8 million worth of audit disallowances in three government agencies.

Pasuelo was highly praised by the President for her work in unraveling the squandering of public funds by two government officials, as well as major audit disallowances in three government agencies.

In less than a year, COA's efforts resulted in saving some P250 million for the Department of Budget and Management and the prevention of the misuse of P1.3 billion by the Department of Public Works and Highways.

Thirty-eight cases of tax evasion from June 2010 to April 2011 amounting to P12.5 billion have also been filed by the Bureau of Internal Revenue. Meanwhile, the Bureau of Customs, due to its watchful eye, was able to regain P45-billion contraband.

SAN FERNANDO CITY, La Union, May 11 (PIA) --- All Overseas Filipino Workers (OFW) coordinators in the municipal, parish and barangay levels will soon be equipped with knowledge and skills on how to manage their respective migrants desk and update OFWs on the programs and services offered by different member agencies of the migrants group that are directly affecting OFWs and their families through a trainors training on improving services to OFWs to be conducted May 12 at the Diego Silang Hall, Provincial Capitol, this city.

The undertaking is through the initiative of the La Union Inter-Agency Council for Migrants Concern (LUIMCO), a committee led by the Diocesan Desk for the Pastoral Care of Migrants and Itinerant People (DDMI) of San Fernando, in partnership with different government agencies, private sector, non-government organizations, civic society and other parishes in the province that caters to the needs of OFWs in La Union.

Main part of the event is the presentation/ discussion by concerned agencies on the three stages of migration:

The pre-departure stage to be discussed fully by the Philippine Overseas Employment Administration, with other agencies like the Philippine National Police, Philippine Drug Enforcement Agency, Philippine Information Agency, Philippine Health Insurance, Commission on Human Rights, Bureau of Immigration, Philippine Ports Authority, and the Maritime Industry Authority.

The employment stage will be fully discussed by the Department of Foreign Affairs, and the post-employment stage shall be handled by the Overseas Workers Welfare Administration, together with the Department of Labor and Employment, Bangko Sentral ng Pilipinas, Department of Trade and Industry, Technical Education and Skills Development Authority, Integrated Bar of the Philippines, Public Employment Service Office, Social Security System, and the Home Development Mutual Fund.

This training/orientation was planned in connection to Resolution No. 263-2010 of the Sangguniang Panlalawigan authored by Board Member Ruperto Rillera seeking the creation of municipal migrants desk and an appointed migrants officer in all municipalities of the province. (JCR/MPA-PIA 1 La Union)

STANDARD & Poor’s Rating Services (S&P) on Wednesday said it has downgraded its credit outlook for the Philippines’ biggest food and beverage maker on the back of the conglomerate’s weaker financial risk profile.

S&P revised its outlook on San Miguel Corp. (SMC) from stable to negative, affirming the “BB-” long-term foreign currency corporate credit rating, and lowering its Asean regional scale to “axBB” from “axBB+.”

The rating agency has withdrawn its ratings upon the request of SMC.

“We are revising the outlook based on our opinion that San Miguel’s already-aggressive financial risk profile will continue to deteriorate if its financial leverage does not improve over the next six to 12 months,” said Allan Redimerio, credit analyst at S&P.

“San Miguel continues to invest heavily in its diversification plans, thereby depleting its substantial cash reserves,” he said.

With the consolidation of its business interests in the un-rated leading oil refiner Petron Corp. and SMC Global Power Corp., along with increased borrowings to finance its aggressive diversification drive, S&P’s projections “point to a more leveraged San Miguel with greater operating cash flow volatility in its newer business segment.”

“The negative rating outlook reflects our opinion that San Miguel’s financial leverage position may not improve over the next six to 12 months as the company is likely to continue to invest in energy, infrastructure, and telecom assets over the next few years, which may result in further borrowing and depletion of its substantial cash reserves,” Redimerio said.

S&P said further injection of equity or securities with equity-like features into SMC’s capital structure will improve its leverage, adding that a more restrained use of its cash reserves will also support its liquidity position.

SMC recently completed a nearly $1 billion fund-raising exercise through a combination of bonds and shares. Its share from the proceeds of the offering will be used to finance its investments in its infrastructure business.

Its infrastructure projects―the Caticlan Airport, the Tarlac-Pangasinan-La Union Expressway, and the Metro Rail Transit Line 7―are in various stages of development and considered major contributors to SMC’s profitability in the future.

Its shares fell to P114.50 on Wednesday from P116 on Tuesday.

Anton used the Mark Young-Hornitex prepared Honda CRX with a 200 horsepower Mohspeed B20 engine and fitted with Yokohama A050 rubber to sweep the series last year. “You can’t win a Championship without a good team and top caliber sponsors behind you.” Anton added.

The 2011 Hillclimb Championship begins June 19 in the Hills of La Union where Anton will try to go for a record 5th title. Anton is backed by Yokohama, Castrol, Hornitex, Autoshack, Home outlet, and Sizzling Plate.

Anton also recently signed – up with Castrol in its long line-up of champion drivers.

Anton sets out to defend his title on May 8 in the Hills of San Fernando, La Union where over 60 racers will tackle the three-kilometer Pias stage. The series then moves further north to the Hills of Batac, Ilocos Norte in June for the second leg.

Anton will continue to use the Mark Young prepared Honda CRX that has brought him his first four titles in hillclimb racing. SAN FERNANDO CITY, La Union, May 12 (PIA) --- Nadakip na ang drug pusher na isa sa mga nasa watchlist ng Philippine Drug and Enforcement Agency (PDEA) matapos magsagawa ng raid ang kanilang pwersa kahapon sa mismong bahay ng suspek sa Ilocanos Norte, sa lungsod ng San Fernando, ayon kay PDEA Information officer Bismarck Bengwayan.

Nakilala ang suspek na si Charlene May Garado, isang tomboy at nasa tamang gulang.

Sinaliksik ng awtoridad ang bahay ni Garado sa tulong ng K9 dog sa bisa ng search warrant na inilabas ni Judge Lito Corpuz ng Regional Trial Court Branch 27 sa siyudad.

Nadiskubre ng K9 dog ang sachets ng shabu na nadaganan ng unan sa kuarto ng suspek. May nakuhang limang sachets ng shabu, 31 maliliit na plastic sachets na shabu residue, aluminum foil, pitakang naglalaman ng P7,860 at dalawang BDO cash cards, dalawang cellphone, tickets at money transfer receipts, sabi ni Bengwayan.

Batay sa imbestigasyon ng PDEA, sa bayan ng Agoo at lalawigan ng Pangasinan ang pinagkukuhanan ni Garado ng supply ng shabu.

Posibleng droga ang family business ng mga ito dahil may nauna nang naarestong kamag-anak ng suspek, dagdag pa ni Bengwayan.

Nahaharap si Garado sa kasong paglabag sa Republic Act 9165 o Comprehensive Drug Act of 2002.

Samantala, natuwa naman ang mga opisyal at maging ang mga barangay tanod sa pagkaaresto ng nasabing drug pusher, ayon kay barangay chairman Audy Flores.

Aminado ang opisyal na markado ang nabanggit na bahay na pugad ng droga.

Ilang beses nang nilusob ng PDEA ang nabanggit na bahay aniya subalit walang nakuhang ebidensiya dahil madalas sa labas isinasagawa ang transaksyon.

Kinumpirma nito na ang ilang kamag-anak ng suspek ay naaresto at nakasuhan kaugnay sa iligal na droga. (JCR/EMR-PIA 1 La Union)

DAGUPAN CITY, May 12 (PIA) --- Two Pangasinan mayors have bared their plans to establish a ferry system that will provide water transportation between the province and La Union.

The system is intended to shorten travel time between major cities and municipalities in Region I along the Lingayen Gulf, with possible ports in here and in Alaminos, and in Agoo town and San Fernando City in La Union.

Alaminos Mayor Hernani Braganza said the ferry system will facilitate economic development in his city as it will encourage more tourists and investors to visit his place especially the famous Hundred Islands.

Alaminos City is practically isolated due to distance, preventing potential visitors have to travel circuitous routes to reach the place.

“I hope Alaminos, and the province as well, will open it for commercial traffic. That will hopefully become a reality if we can put up major infrastructures. It is the only way that Alaminos can attain economic development and to help the province.” he said during the Meet the Press forum of the Pangasinan Tri-Media Association (PATRIMA) Wednesday at the Jollibee in Lucao.

“Once completed it will draw more investments for the province and create more opportunities for the people,” he added.

Braganza cited the cities of Cebu and Davao as example of cities which have reached substantial economic progress by having basic infrastructures.

He explained that “this is the main reason why we asked the national government to build the first commercial airport in the city of Alaminos.”

Braganza complimented, Dagupan City Mayor Benjamin Lim “for having the same vision.”

Lim presented to the media the design of a catamaran that will be used as the main ferrying seacraft. “The two-hulled water vehicle can seat 102 passengers, four medium-sized vehicles and six tons of cargoes,” he said.

Lim noted that the Manaoag Shrine is the only easily-accessed place in Pangasinan. Other tourist destinations in the province will be more accessible once the ferry system is completed, he said.

He said that a port will be constructed near the historic Franklin Bridge in barangay Pantal tor the purpose. He disclosed that he, Braganza and San Fernando Mayor Pablo Ortega will meet soon to discuss the plan.

Lim also discussed his idea of the possible construction of a west-bound highway connecting to the Tarlac-Pangasinan-La Union Expressway (TPLEX). “Ang dapat pag-usapan ng ating provincial government, congressmen ay kung paano iku-connect ‘yong TPLEX to the west,” he said.

Lim sees the TPLEX as progenitor of economic development in areas traversed by it. “We have to catch up with the development,” he said.

MANILA, Philippines - The government will expand its Diskwento Caravan projects to 60 areas nationwide to bring basic commodities such as medicines, canned goods, coffee, cooking oil, processed meat and bread, as well as school supplies, at much lower prices to consumers.

Trade Secretary Gregory Domingo said consumers are limited to P1,500 worth of purchases to prevent hoarding.

“Discounts range from five percent to 75 percent depending on the kind of goods. Our biggest discounts are for medicines,” Domingo told reporters in a briefing at Malacanang on Thursday.

The DTI is also planning to launch a holiday-themed caravan in November to December to include Noche Buena treats like ham and queso de bola.

Domingo said the government will spend P5,000-35,000 for every caravan, which will stay in an area for two days, depending on the size of the event.

Next week, caravans will be rolled out in Manadaluyong, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Benguet, Abra, Mountain Province, Apayao, Ifugao, and Kalinga.

“We also want consumers in various regions to experience the reduced prices of goods sold at the caravan which Metro Manila residents were afforded,” Domingo said.

There’s good and bad news for Filipino pool fans.

First, the good news: Filipino pool players who have entered the knockout, last 64 stage of the World Ten Ball Championship have increased to 11 as six local bets won their respective do-or-die matches on Thursday at the World Trade Center.

The bad news: Antonio Lining, the world’s No.1 player, has been booted out and joined the other casualties in this World Pool-Billiard Association event.

Young turks Jonas Magpantay, Carlo Biado, Demosthenes Pulpul, Jericho Banares and Marvin Tapia pulled off contrasting victories even as veteran Antonio Gabica went through the proverbial eye of the needle before advancing to the next round.

Magpantay, the youngest Filipino participant at the age of 17, edged Carlos Cabello of Spain, 9-7.

The pride of Rosario, Batangas took advantage of a miscalculated safety shot by his Spanish foe in the 16th rack. That allowed Magpantay to get back at the table and dispose off the remaining balls to notch the win, a win that assured him of his biggest paycheck yet of $1,000.

“Pinanood ko siya kahapon (Wednesday) at sa tingin ko naman, kaya ko siya," said Magpantay, a player who earned his spot in the WTBC bi virtue of his solid performance in the qualifying stage matches last week. “May mga pagkakataon lang na sumosobra yung kumpiyansa ko."

That case of overconfidence nearly backfired for Magpantay, a first time competitor in this big event, as his 2-0 lead has quickly evaporated. At one point, the young player found himself trailing, 7-6.

Biado, a former caddie in a local golf course, outlasted Lining, 9-6, in an interesting showdown.

The 27-year-old native of Rosario, La Union pounced on Lining’s inconsistent pocketing. A kicked shot at the No.4 tghat went in the corner pocket capped Biado’s magical run in this tournament and earned him his first ever last 64 seat of this biggest world pool event for men this year.

“Konti lang yung pressure ko kasi kalahi rin naman yung kalaban ko sa knockout stage," said Biado. “Pero sa tingin ko, mas maganda pa rin yung nilalaro ko sa Philippine Open kumpara dito."

Biado made it to the quarterfinals of the Philippine Open won by Thorsten Hohmann of Germany.

This was emphasized by Edmund Ruga, Catholic Bishops Conference of the Philippines - Episcopal Commission for the Pastoral Care of Migrants and Itinerant People – Luzon Coordinator during the “orientation on improving services for the Overseas Filipino Workers (OFWs)” held at the Diego Silang Hall, Provincial Capitol.

Ruga made this assesment after each member-agency of the La Union Inter-Agency Council for Migrants Concern (LUIMCO) spearheaded by the Diocesan Desk for the Pastoral Care of Migrants and Itinerants, Diocese of San Fernando City have made their respective presentations.

PNP presented their various roles on issues pertaining but not limited to human trafficking in the locality or even abroad as they are the nearest and most accessible agency sought for by either OFWs families, friends, or even the victims of human trafficking because they have their police stations visible in almost all the municipalities/barangays.

During the open forum, Major Janet De Vera, La Union Police Provincial Office, Chief – Women and Children’s Protection Desk said that following the right process before their action, the Philippine National Police has the power to search, arrest, rescue, investigate and endorse/file cases to the judicial body and other concerned agencies.

Coordinator Ruga also added, ‘Nandiyan din ang mga concerned agencies like Commission on Human Rights, Bureau of Immigration, National Bureau of Investigation, Overseas Workers Welfare Administration, Philippine Overseas Employment Administration, Department of Labor and Employment, Philippine Information Agency, Philippine Drug Enformcement Agency, Department of Social Welfare and Development, at iba pang ahensiyang tumutulong na resolbahin ang iba’t-ibang problema ng ating mga kababayan sa abroad o maging dito sa bayan partikular ang mga biktima ng human trafficking, pinaka-frontliner kasi ang kapulisan dahil 24 oras may mga naka-duty sa mga iyan na anumang oras ay maari nating takbuhan at hingan ng tulong. World champions playing in the World Ten Ball Championship have fallen like pieces of dominoes in the past two days of competition.

In just one day, Carlo Biado, an up and coming Filipino pool player, has brought down three world titlists.

Biado claimed the scalp of fellow Pinoy and double world champion Ronnie Alcano in the last 32 match, former World 9-Ball champion Daryl Peach of Great Britain in the last 16 match and newly-crowned World 8-Ball champion Dennis Orcullo.

The 27-year-old Biado had an easier time disposing off Alcano, who won the first rack but lost the next nine racks in suffering a sound 9-1 beating at the hands of the former caddie-turned golfer.

“Nag-mintis siya sa second rack and hindi na siya halos nagkaroon ng magandang pagkakataon," said Biado in his match against the 2006 World 9-Ball champion and 2007 World 8-Ball champion Alcano.

Against Peach, Biado was likewise impressive. The Filipino defeated the 2007 World 9-Ball champ, 9-4.

“Naghanda talaga ako dito para sa World Ten Ball Championship," said Biado. “Ang training ko nga is at least 50 racks three times a week. Nagpapahinga rin ako ng maaga para maganda yung kundisyon ko dahil kailangan maganda kundisyon mo sa tournament."

Biado is the youngest player entered in the quarterfinal round and against Orcullo, he showed his superb conditioning in hammering out a convincing 9-4 triumph over the more experienced player, who is considered one of the best players in the international pool circuit.

Coming off an exhausting hill-hill match he won over comebacking Wu Jia Qing (formerly known as Wu Chia Ching) of China, 9-8, Orcullo appeared to have lost steam in his match against a refreshed Biado.

The former world No.1 player Orcullo fell behind early and found himself teetering on the brink of elimination, 2-8, against the more energetic Biado.

Although Orcullo tried to make a game out of it by taking the next two racks, Biado engaged his tired opponent in a battle of safety exchanges.

The younger player from La Union got an opening at ball No.1 and was determined to finish off the match. With still three balls left and the objects are scattered perfectly near the pockets, Orcullo decided to concede the match to his compatriot.

Biado joined Yukio Akakariyama of Japan, Huidji See of the Netherlands and Fu Jianbo of China in the semifinal round that will be played on the final day on Sunday. The championship match which will be a race-to-11 affair, will be played on the same day.

Lee Van Corteza, another Pinoy player expected to make it to the Final Four, lost his quarterfinals match to Fu in another hill-hill encounter, 9-8.

Corteza rallied from a 7-4 deficit and even grabbed the lead, 8-7. But the former World Ten Ball runner-up gambled on taking a long shot at No.1 to the corner and missed it. That allowed his Chinese counterpart to get back at the table and force a decision.

In the 17th and last rack, Fu showed nerves of steel as he ran out the balls and booked a seat in the semifinals.

See dumped Tony Drago of Malta, 9-4, while Akakariyama outplayed Chris Melling of Great Britain, 9-6.

All four players competing in the semifinals are assured of at least $15,000. The champion of this event sanctioned by the World Pool-Billiard Association will get the lion’s share of $60,000 from the total prize fund of $250,000. The runner-up will get $30,000. - GMA News

Dito kasi sa SSC ang system nila, pag below 30 ang post count mo, fini-filter muna yan bago nila i-approve para masala yung mga spammers sa hindi. Their system thinks that you are a newbie. post lang ng post hanggang sa ang post count ay umabot ng 30. dapat rin hindi pare-parehas ang posts mo kapag magpopost ka sa ibang threads

After selling down its traditional businesses to raise money for its new ventures, San Miguel Corp. (SMC) said it plans to shed its interests in these maiden projects to boost its cash reserves.

"The idea is to sell everything and keep all companies [at] 51 [percent]," Ramon Ang, SMC president, said on the sidelines of the stockholders' meeting of San Miguel Pure Foods Co. Inc.

"Kapag may pera ka, mas may opportunity ka to invest sa magandang bagay," he added.

This announcement comes on the heels of a credit outlook downgrade by Standard and Poor's (S&P) amid concerns over the depletion of SMC's cash holdings to finance its diversification drive.

At end-March, SMC's consolidated cash balance stood at P126.4 billion.

Ang said SMC does not intend to give up its controlling interest in all its businesses. Last year, the conglomerate failed to sell its 49-percent stake in Purefoods after the final bidders insisted on acquiring SMC's entire shareholdings in the food company.

"That's our condition. If not, we will not sell," said Ang.

SMC earlier sold off its 43.2-percent interest in its beer unit to partner Kirin Holdings of Japan.

SMC has been trimming its stake in its traditional businesses since 2007 to support its diversification into high-yielding investments "such as but not limited to power generation or transmission, water and other utilities and infrastructure."

At end-December, SMC held at least a 51-percent stake each in Purefoods, San Miguel Brewery Inc., Ginebra San Miguel Inc., San Miguel Foods and Beverage International Ltd., San Miguel Yamamura Packaging Corp., San Miguel Yamamura Packaging International Ltd., San Miguel Paper Packaging Corp., San Miguel Yamamura Asia Corp. and San Miguel Properties Inc.

The conglomerate also owns 68 percent of Petron Corp. and wholly owns SMC Global Power Holdings Corp. and San Miguel Holdings Corp., which holds a 93-percent stake in TransAire Development Holdings Corp., formerly known as Caticlan International Airport Development Corp.

In the telecom sector, SMC also owns Bell Telecommunication Philippines Inc., as well as a 41.5-percent stake in Liberty Telecom Holdings Inc. and a 40-percent interest in Eastern Telecommunications Philippines Inc.

In mining, wholly owned subsidiary San Miguel Energy Corp. owns the coal mines of Daguma Agro Minerals Inc., Bonanza Energy Resources Inc. and Sultan Energy Phils. Corp.

SMC also owns a 33.19-percent interest in Manila Electric Co., a 51-percent stake in Metro Rail Transit Line 7 proponent Universal LRT Corp., and a 35-percent interest in Private Infrastructure Development Corp., the concession holder of the 88.58-kilometer Tarlac Pangasinan La Union Expressway.

Last year, SMC secured the approval of its stockholders to waive their pre-emptive rights to the company's planned issuance of new shares and to shed its interest in existing businesses to no more than 49 percent.

For its part, Purefoods will hold a public offering of secondary shares before the November 30 deadline to comply with 10-percent minimum public ownership requirement of the Philippine Stock Exchange.

Francisco Alejo 3rd, Purefoods president, said the company will hold a share sale only to meet the bourse's ownership requirements since the company remains profitable.

CITY OF SAN FERNANDO, Philippines—Wearing a polo barong, he strode into the hall, greeting people with a firm handshake and a gentle voice. She entered minutes later, approaching him with a smile.

On Saturday, at the invitation of the Brotherhood of Christian Businessmen and Professionals (BCBP) in this city, former Marine Col. Ariel Querubin, 55, and his wife, Maria Flor, 46, met with a group of Kapampangan for a “journey of thanksgiving.”

After talking to reporters over breakfast, the couple and the BCBP chapter’s leaders prayed before a makeshift altar. Then the couple began a candid sharing of their life story. The audience of 50 or so couples erupted in applause, laughter, tears and praise.

This, the Querubins said, was more about the “big sufferings and small victories” of their family during the Marine officer’s tumultuous military career.

The bemedalled officer joined the BCBP in 1998 during an assignment in Palawan while Maria Flor became a member a year later. Both are devout Catholics.

Beacon of inspiration

“Energy Secretary [Jose Rene] Almendras, who is a BCBP member, told me, ‘you know I have been hearing a lot of good stories about what you’re doing now. You have been going around, sharing your life story and somehow it gives light to people in despair. You give inspiration to them because they know what happened to you,’” Querubin said.

Querubin began by revealing his background—born in Dagupan City, grew up in La Union, studied in Manila, became an activist and Samahang Demokratiko ng Kabataan member, went to the Philippine Military Academy, served in the Navy and Marines, led combat operations as well as uprisings against the government, was suspended from and then recalled to the service.


What stood out was his chance at a second life after he had led an assault on Camp Aguinaldo. The bloodiest coup that rebel soldiers mounted against President Corazon Aquino in 1989 had left Querubin, then a 33-year-old captain, near death from a rocket blast in White Plains, Quezon City.


“I was told all my vital signs were zero. But by divine intervention, somebody saw my [PMA] graduation ring and transferred me to the AFP (Armed Forces of the Philippines) Medical Center,” he said. Querubin is a member of PMA Class 1979.


“Since then, paikot-ikot na ako (I made the rounds). In the history of the AFP, I’m one of the few, if not the only one, who has fought all the armed groups—Moro National Liberation Front, Moro Islamic Liberation Front, Abu Sayyaf, New People’s Army. But my most formidable enemy was the AFP,” he said, referring to the battle for military reforms for which he and several other officers were charged with mutiny.


Unwavering nationalism

All those times, his focus was on “love of country.”

What he did not realize, Querubin said, was that while he was going through the harshest conditions in the battlefield and suffered persecution for standing up for his principles, the impact on his family was “far worse.”

“This might be my calling. I go around sharing the word of God and how my family was able to cope. Our faith in the Lord has not wavered despite the many hardships we went through. We remained with Him,” he said.

Querubin ran for senator last year but lost. Maria Flor hopes it was the last time he would run. “He shouldn’t. No please,” she said.

Granted amnesty by President Aquino, Querubin said he was preparing for retirement so he could spend more time with their seven children.

He said the AFP dropped the mutiny case that stemmed from his role in trying to unseat former President Gloria Macapagal-Arroyo.

Mr. Aquino, he said, has not offered him a government post. The amnesty order, Proclamation No. 17, does not allow him to rejoin the military service.

“I am happy with what I am in now,” said Querubin, an internal security consultant for San Miguel Corp.

Losing the senatorial race was a “blessing in disguise” because his candidacy helped him “make a name and network,” he said.

“During our sharing in Marikina [City], where 90 percent of the audience lost their property to floods caused by Typhoon Ondoy, they realized they should stop despairing because I, through my story, told them that material things don’t matter. It’s faith in the Lord that matters,” Querubin said.

SAN FERNANDO CITY, La Union, May 16 (PIA) --- A total of 48 scholarship slots is being offered by the Overseas Worker Welfare Administration (OWWA) for Overseas Filipino Workers (OFW) dependents in Region I to help OFWs cope with the continuing increase of prime commodities and oil in the world market.

Rhoda Lim of the OWWA said during the PIA ‘Ammuentayo’ radio program recently that the OFW-Dependent Scholarship Program is offered to incoming freshmen this coming school year.

“Either the father or mother of the aspiring applicant should be an active member of OWWA whose salary should not exceed $600 a month to qualify to said scholarship grant,” Lim added.

Each qualified scholar is granted a P10,000 assistance which will be paid to the school where the scholar opted to enroll. “In case the scholar has paid initial down payment to the school, the remaining balance will automatically be paid by OWWA directly to the school and the difference of which will be given in cash to the scholar,” Lim said.

In cases that the P10,000 cash assistance cannot cover the whole amount of the school expenses, the scholar will shoulder the excess of the P10,000, Lim added.

Likewise, the scholars can choose from among the different courses, either four or five year course from the different colleges and universities in the region. “However, he/she is expected to serve the country first equivalent to the number of years of his collegiate studies, if he/she intends to work abroad,” Lim clarified.

The scholarship will be terminated once the scholar fell short of the prescribed grade or have indulge himself/herself to unlawful acts. (JCR/PIA 1 La Union)

ALAMINOS CITY, Pangasinan, Philippines — The proposed inter-city ferry system, which will interlink Alaminos City, San Fernando City in La Union and Dagupan City using the Lingayen Gulf, will soon be realized through the Public Private Partnership program of the national government.

“I promised my constituents that before I leave my office, this dream will come true, and we are almost there,” Mayor Hernani Braganza said Monday.

Braganza said he expects the system will shorten the travel time between major cities and municipalities in Region 1 that are located on the Lingayen Gulf.

Possible ports being eyed for the project are in this city and Dagupan in Pangasinan as well as Agoo town, and San Fernando City in La Union.

Aside from shortening the travel time, Braganza believes the projects will boost economic development in the region and attract more tourists and investors.

The mayor said the most visited part of his city is still the famous Hundred Islands National Park.

Alaminos City is practically isolated due to distance, preventing potential visitors who need take to travel circuitous routes to reach the place.

“I hope Alaminos, and the province as well, will be open to commercial traffic. That will hopefully become a reality if we can put up major infrastructure. It is the only way that Alaminos can attain economic development and to help the province.” Braganza said.

“Once the inter-ferry system is completed, it will draw more investments for the province that would create more opportunities for the people,” he added.

The mayor said the cities of Cebu and Davao have reached substantial economic progress by having appropriate basic infrastructure.

He explained that “this is the main reason why we asked the national government to build the first commercial airport in the city of Alaminos.”

Braganza was also inspired by Dagupan City Mayor Benjamin Lim “for having the same vision.”
