I like the view, that I've seen on the photos, it was very fascinating!. Thanks for sharing those photos and for sharing those information. I really don't know that La Union has a surfing site too. Well, that's good for those who love to surf. I also wanna try surfing but I don't know where, now I know that La Union has a place for surfing... :banana:

Thanks for visiting San Fernando and La Union thread! By the way, you may try surfing at Urbiztondo beach in San Juan town of La Union, just 6 kilometers from the city proper of San Fernando. This is a surfing hub for most tourists coming from Manila, and also of foreigners coming to this town. Come and try to surf at the waves of San Juan, La Union!!!

Many Filipino-Chinese venerate the image of Ma-zeun shrine at the Macho Temple at the City. The image believed to have a Christian counterpart known as Virgin of Caysasa, which is found in St. martin in Taal, Batangas.
The Macho Temple main edifice adorned with detailed Chinese ancient decors. The building were constructed by skilled workers direct from Taiwan and was designed by Architect Diokno.

Bacsil Ridge
Located 9 kilometers northeast of San Fernando town proper through the San Fernando-Bagulin Road, Bacsil Ridge was the last bastion of the retreating Japanese Imperial Army in the province. Later, the Ridge constituted the East Flank of the 121st Infantry of the United States Armed Forces in the Philippines, Northern Luzon (USAFIP, NL) during the Liberation in 1945.


Tomb of the Unknown Soldier
Built as a tribute to the heroism of the soldiers who fought during the last World War, the marker stands at the junction leading to the Poro Point.


Battle of San Fernando Marker
Situated at the northwestern portion of the Town Plaza, inscribed as an account of how the Battle was started and won, enabling the establishment of the United States Army Base at Poro Point, which was eventually used as a build up area for the projected invasion of Japan. San Fernando is 264 kilometers north of Manila.


Luna Watchtower
This rotund structure built along the shore in Luna during the pre-Spanish time was used as lookout point for impending attacks by pirates.


Baroro Bridge Marker
The siege of Baroro in Bacnotan started the operation to liberate San Fernando. This marked the first victory of the Luzon Guerillas over a Japanese armed unit before the American Liberation forces landed on Luzon. The marker stands at the southern approach of the bridge approximately 14 kilometers north of San Fernando.


USAFIP, NL Military Shrine and Park
Camp Spencer, the general headquarters of the USAFIP, NL located along Darigayos Cove in Luna, is reserved as a Military Shrine and Park by virtue of Proclamation 590 signed by President Fidel V. Ramos on June 1, 1995. Darigayos is approximately 34.2 kilometers north of San Fernando accessible through the Bitalag Junction in Bacnotan or through Balaoan.


Museo de La Union
Located at the Provincial Capitol ground in San Fernando, the Museum showcases archaeological finds in La Union during the pre-Spanish period. The Museum is open on Monday to Friday from 8:00 a.m. to 5:00 p.m. Saturdays by appointment.


Pottery-making
Clay products are on display and produced in Taboc, San Juan utilizing the same age-old procedure in pottery-making. Taboc is about 9 kilometers away from San Fernando City.

Blanket-weaving
This age-old practice of weaving wider Ilocano blankets is a prime home industry in Bangar. Rayon, cotton and polyester combination, and the “tinagudan” are yarns used in the weaving of blankets and other products.


Basi-making
Basi, the Ilocano native wine concocted from sugar cane juice and bark of “duhat” tree for the coloring, is a home industry in Lioac, Naguilian. Utilizing the age-old process, the taste of the basi differs from one producer to another.

Museo de Iloko

The old “presidencia” of Agoo houses artifacts and other pieces of cultural importance to the Ilocanos. The Museum is open from Monday to Friday at 8:00 a.m. to 5:00 p.m. Saturdays by appointment.


Bauang Beach

Lined along the fine grayish sand of Bauang Beach from Baccuit to Pagdalagan are establishments providing accommodation and other amenities. The beach is 6 kilometers south of San Fernando.


San Francisco-Canaoay-Pagudpud Beach
Tourism-related establishments dot the beach area in San Fernando.


San Juan Beach
Approximately 8 kilometers north of San Fernando, the beach stretching from Urbiztondo to Ili Norte is dotted with tourism-related establishments. The surf in the area is ideal for amateur surfing during the months of November to February.


Agoo-Damortis National Seashore Park
Declared as a National Park, the beach stretching from Sta. Rita, Agoo up to Damortis, Rosario is proposed for development as a tourist destination in La Union.


Shrine of Our Lady of Charity
The Agoo Basilica enshrines the miraculous image of Our Lady of Charity. This imposing structure of Mexican-Baroque architecture is the venue of religious rites, foremost of which is the Semana Santa.


Shrine of Our Lady of Namacpacan
The century-old church of St. Catherine in Luna, formerly called Namacpacan, houses the miraculous image of Our Lady of Namacpacan, patroness of Ilocano travellers. The shrine is located at the town proper of Luna, approximately 40 kilometers northwest of San Fernando.


Agoo Apparition Site
The much publicized divine visitations of the Virgin Mary in San Antonio have established Agoo as a destination of Marian devotees.


Macho Temple
This Chinese temple believed to be the only one built with five gates sits on a promontory north of the town proper of San Fernando and overlooks the San Fernando Bay. The temple enshrines the image of the Virgin of Caysasay, the patroness of the Filipino-Chinese residents.


La Union Botanical and Zoological Garden
Located in Sitio Japan, Cadaclan, San Fernando, La Union. Showcased are the following: Shade Garden, Sunken Garden, Medicinal Garden, Chinese Garden, Japanese Garden, Evergreen Garden, Arid Paradise, Fragrance Garden, Fernery and Palmery.


Rambak
The upland municipality of Bagulin offers trails and sites for trekking. Its terrain is predominantly hilly and mountainous with second growth forests and traversed by the winding Bagulin-Naguilian River. One passes through geological formations, scenic spots and some areas which are being threatened by environmental degradation. Trekking time starts in October. Other sites recommended for trekking activities are the Bebeco, Condura and Dacanay Reforestation in Sto. Tomas, Rosario and Pugo, respectively.


Scuba Diving - Fagg Reef
This is, without doubt, the most famous site in the area. Situated a 40 min boat trip away from La Union, the reef is actually part of the shelf that marks the divide between The Lingayan Gulf and The South China Sea. The site may also be referred to as The Tanks as three WW2 M10 tanks were dropped off a barge at the end of the war and came to rest on a ledge part of the way down the drop-off at 39m. As a result, they have become home to a wide and diverse range of marine life.


Scuba Diving Research Reef
Adjacent to the Bauang Beach, the Research Reef has several tunnels, caverns, and crevices. Beginners must beware of narrow caverns that extend quite far.

Yup, yan nga lang ang pangit sa san fernando, super bustling busy pag araw pero pag gabi na medyo boring na, wala nang mabilhan na grocery sa gabi. Boring na pag gabi, unless gusto mo mag-unwind sa mga bars - g5, J1, Black Avenue, Gayyem, Caerulea to mention some hehehe. Sana maipatayo narin ang One Nisce Plaza para naman may madagdag narin sa lumolobong mga shopping centers dito sa san fernando hehehe

SAN FERNANDO CITY, La Union — As 2010 hits the farming calendar, La Union Provincial Agriculturist Avelino A. Lomboy intensified a province-wide vegetable and root-crop production programs to help farmers earn more income for buying their daily needs.

Lomboy, who made the innovative landscape in local agriculture when he assumed the agriculture top post on 2007, disclosed that vegetable production could be one of the lucrative income sources of the farming communities considering that harvesting time is very much shorter as compared to palay, corn, and other regular preferences of farmers.

He said that rural and urban vegetable production is on top of his priorities this year without prejudice to other regular programs which deserve equal attention.

“I have already instructed our technical staff, particularly those in the High Value Commercial Crops (HVCC) Banner Program to raise public awareness on vegetable production,” he said.

“Together with the Department of Agriculture (DA) and other stakeholders of the provincial government headed by Gov. Manuel C. Ortega, the Office of the Provincial Agriculturist (OPAG) is currently conducting mass-based technical briefings and lectures on this undertaking and we hope to achieve more agricultural yield in the first quarter of 2010 and beyond,” he added.

According to Lomboy, high-breed vegetable seeds have already been distributed in order to generate a truly viable partnership mechanism towards this program.

oo, if ever doon ipatayo, masikip nga doon, magcacause pa ng traffic doon kc masikip ang daan doon. Yeah, I also heard that SM issue. Sana nag-give way nalang mga involved about sa property or whatever na pagpapatayuan sana ng SM (maybe the land owner, local officials, etc) because SM won't kill other businesses within the city, in contrast, it will strengthen panga businesses sa city at sa province as well, so they should have lowered the cost of land man lang sana. Imagine 700,000 residents of La Union na pupunta pa sa SM baguio just for better shopping experience. CSI mall naman kc doesn't attract much shoppers like that sa SM. ang sikip sikip sa SM Baguio dahil sa kapal ng tao. it is just my opinion

BAGUIO CITY – A top official of the Department of Transportation and Communications here said the best way to attract more foreign and domestic tourists to Baguio would be a cable car system from the lowland province of La Union to this mountain resort city.

The proposed cable car system will help shorten the one-and-a-half hour travel time from Baguio to La Union and vice versa to only 30 minutes, and would provide tourists a breathtaking view of the surrounding countryside.

DOTC Undersecretary Giling Mamondiyong said there is no longer room for the expansion of Baguio’s Loakan Airport although it will still remain open for smaller planes. He said the development of the Poro Point International Airport in nearby San Fernando City, La Union will also help strengthen the local tourism industry.

Mamondiyong told local officials that he will request President Arroyo to allocate funds for a feasibility study for a cable car system, which he said will also address the perennial problem of major road closures between Baguio and the lowlands during typhoons and landslides.

The DOTC official admitted that the development of the Poro Point International Airport slowed down a bit because of marketing problems that could result to bigger problems in the future. He said appropriate remedies are being implemented to make the airport operational within the year.

The airport was supposed to begin full operations last October to cater to the increasing number of tourist arrivals in La Union, from where tourists usually motor up to Baguio.

Mamondiyong said the national government is not abandoning plans to rehabilitate and upgrade the Poro Point airport because it will serve as an air transport hub in Northern Luzon.

The official said establishing a cable car system between La Union and Baguio could be one of the best legacies of the Arroyo administration to the people of Northern Luzon who rely on tourism as a major source of income.

Hello!

Thank-you for this wonderful resource! I am from Canada and will be moving to San Fernando in March for 6 months to do work with your local government. Your postings have been an immense help for me in learning about your city!
Just a couple questions I hope you can answer for me!:
- Is malaria an issue in San Fernando?
- Is your tap water safe to drink, or should I bring along a purifier?
- Is there residential internet access in most apartments/houses, and, if so, is it dial-up, cable/DSL, or wireless?
- I read somewhere that surfing season ends in March - is this true, or can I still do some during the summer months?

- Is malaria an issue in San Fernando? Absolutely not an issue.
- Is your tap water safe to drink, or should I bring along a purifier? To be safe, you can use a Brita purifier for tap water and also you can buy purified drinking water in almost every corner of the city streets.
- Is there residential internet access in most apartments/houses, and, if so, is it dial-up, cable/DSL, or wireless? The city offers good internet providers such as PLDT, Smart Bro, Digitel, Globe with excellent DSL/Wireless connection.

oo, if ever doon ipatayo, masikip nga doon, magcacause pa ng traffic doon kc masikip ang daan doon. Yeah, I also heard that SM issue. Sana nag-give way nalang mga involved about sa property or whatever na pagpapatayuan sana ng SM (maybe the land owner, local officials, etc) because SM won't kill other businesses within the city, in contrast, it will strengthen panga businesses sa city at sa province as well, so they should have lowered the cost of land man lang sana. Imagine 700,000 residents of La Union na pupunta pa sa SM baguio just for better shopping experience. CSI mall naman kc doesn't attract much shoppers like that sa SM. ang sikip sikip sa SM Baguio dahil sa kapal ng tao. it is just my opinion

True. The landowners involved should have consolidated their lots together and come up with a general price that is also reasonable for SM people. These landowners should come to realize how many decent jobs it will create for local people once SM is in town. Greed can really end all that.

BAGUIO CITY – A top official of the Department of Transportation and Communications here said the best way to attract more foreign and domestic tourists to Baguio would be a cable car system from the lowland province of La Union to this mountain resort city.

The proposed cable car system will help shorten the one-and-a-half hour travel time from Baguio to La Union and vice versa to only 30 minutes, and would provide tourists a breathtaking view of the surrounding countryside.

DOTC Undersecretary Giling Mamondiyong said there is no longer room for the expansion of Baguio’s Loakan Airport although it will still remain open for smaller planes. He said the development of the Poro Point International Airport in nearby San Fernando City, La Union will also help strengthen the local tourism industry.

Mamondiyong told local officials that he will request President Arroyo to allocate funds for a feasibility study for a cable car system, which he said will also address the perennial problem of major road closures between Baguio and the lowlands during typhoons and landslides.

The DOTC official admitted that the development of the Poro Point International Airport slowed down a bit because of marketing problems that could result to bigger problems in the future. He said appropriate remedies are being implemented to make the airport operational within the year.

The airport was supposed to begin full operations last October to cater to the increasing number of tourist arrivals in La Union, from where tourists usually motor up to Baguio.

Mamondiyong said the national government is not abandoning plans to rehabilitate and upgrade the Poro Point airport because it will serve as an air transport hub in Northern Luzon.

The official said establishing a cable car system between La Union and Baguio could be one of the best legacies of the Arroyo administration to the people of Northern Luzon who rely on tourism as a major source of income.

Hello!

Thank-you for this wonderful resource! I am from Canada and will be moving to San Fernando in March for 6 months to do work with your local government. Your postings have been an immense help for me in learning about your city!
Just a couple questions I hope you can answer for me!:
- Is malaria an issue in San Fernando?
- Is your tap water safe to drink, or should I bring along a purifier?

malaria? no, but still be careful to mosquitos coming out at night.
tap water? i think you'd better buy or refill your bottles with purified water bought at water refilling stations.
residential internet acces? i suggest DSL
surfing season? i guess waves are the best for surfing during november to march.

Actually this cable car idea is not new at all. I remember SM came up with this plan of using a cable car system connecting SM Baguio mall/hotel complex to a 1st class beach resort/convention complex somewhere in Bauang. I wonder what ever happened to those plans. But I'm glad this idea will come to its fruition hopefully. :cheers:

I have read a local newspaper this morning and the city parade was dubbed as "The Parade of Love" because about 143 different groups from different sectors of the city participated during the parade. The parade last week was also the longest parade ever, as what i have read.

La Union Governor delivered his third State of the Province Address (SOPA) for his first term on February 18, 2010 at the Diego Silang Hall of the Provincial Capitol Building in the presence of provincial officials, national government agency representatives and various development stakeholders of La Union during the 133rd Regular Session of the Sangguniang Panlalawigan led by Vice-Gov. Eulogio Clarence Martin P. De Guzman III.

Acknowledging the presence of guests, he thanked them for contributing in La Union’s peace, security and order which contributed to robust progress and development.

Basing his administration’s accomplishments for 2009 on the PEACE development agenda which stands for Participatory Local Administration & Governance; Economic Development for Sustained Growth & Equity; Availability of Efficient Infrastructure and Utilities; Comprehensive Social Services; and Environment and Natural Resources Development, the Governor presented a video presentation instead of the usually-read SOPA.



It includes the joint Memorandum of Agreement (MOA) by and between the Province, then Gen. Ramon V. Gatan of Regional Police Office I and Maj. Gen. Nestor V. Ochoa, Commander of the 5th Infantry Division of the Philippine Army, “declaring the province as insurgency – free and for continued partnership for the internal security of the province;” enactment of the Revised Revenue Code of the Province of La Union which triggered significant increase in income; synchronization of Planning, Programming, Budgeting and Expenditure Management pursuant to the joint directive of the Department of Interior and Local Government (DILG), National Economic and Development Authority (NEDA), Department of Finance (DOF) and Department of Budget and Management (DBM); implementation of the first Integrated Taxation Management System or I-tax; agricultural surplus and advancement; Integrated Sustainable Sanitation & Urban Environment or ISSUE 2; Maisan Sa Barangay funded by ABONO Party-list Representative Francisco “Pacoy” R. Ortega; Apiculture Development Program; implementation of quarantine checkpoints; continued development of La Union as Surfing Capital of the North; award-winning medical and health programs; distinction as regional best OTOP implementer; Most Business-Friendly Province; purchase of state of the art disaster-response equipment; expanded Educational Scholarship Program; hiring of 185 additional Provincial School Board (PSB) teachers and purchase of instructional materials worth PhP 2.4 million pesos; massive employment and jobs promotion for poverty alleviation; infrastructure programs; human resource development

Stressing his commitment for the welfare of his province mates, Governor Ortega emotionally assured everyone of his undying pledge to lead his province to harmony and continued unity. “I attended recently with political leaders in the 2nd District of La Union and concerned citizens, I said to all, and I say it again, NOW: “I stand in the way of no one’s political ambition in this election. SAN FERNANDO CITY, La Union, Feb. 26 (PNA) -- The annual Agricultural Trade and Exposition here kicked off Friday in front of the city hall. It will be held until March 5.

The week-long fair will highlight the 160th Foundation Anniversary of La Union, said provincial agriculturist Avelino A. Lomboy.

Lomboy said the exposition features various activities that will showcase how La Union was elevated to the distinction as one of the few developed provinces in the country today.

“In the exposition, the One Town One Product (OTOP) from La Union’s 19 towns and lone city will be put on display," Lomboy said.

He added that the Search for Gawad Saka chaired by provincial agriculture office research and extension Chief Imelda J. Sannadan will also be held.

This will give due recognition to outstanding agricultural, fishery and livestock successful achievers in local agriculture.

The selection of winners will be based on the criteria set by the Department of Agriculture for different categories namely: outstanding rice farmer; outstanding corn farmer; outstanding high-value commercial crops (HVCC) farmer; outstanding young farmer/fisherfolk; outstanding farm family; outstanding small farmer/fisherfolk association; outstanding rural improvement club; and outstanding agricultural extension worker.

Each winner will receive plaques and cash awards on March 2 during the holding of the “Aldaw ti Pammadayaw” at the Provincial Capitol.

The exposition will also highlight the concerted efforts of La Union provincial government, led by Governor Manuel C. Ortega in supporting the national leadership’s call for National Food Security.

These efforts were undertaken despite the fact that the Ilocos region was severely damaged by recent typhoons and calamities and is now reeling from the impact of a long dry season. (PNA)

SAN FERNANDO CITY, La Union, Feb. 28 (PNA)--An official of the Provincial Veterinary Office of La Union flatly denied the report that 3,200 chicken died recently from poultry farms in Balaoan and Santol, La Union as a result of intense heat caused by the prolonged dry season.

On the contrary, these chicken died from insecticide sprayed by farmers to their tobacco plants and that the incident happened last year and not recently as erroneously reported, said Nida Gapuz, a provincial veterinary officer.

The incident occurred in Balaoan and Santol, La Union when farmers sprayed their tobacco plants that were surrounding poultry plants, she said.

She hinted there was clear deception if not sensationalism because it was made to appear that the chicken died recently when in fact the incident happened last year, long before the advent of drought.

The cause of massive death of chicken was established as due to insecticides spread on tobacco plants and not as a result of heat stroke.

Gapuz wondered on how this report came about despite the fact that her office is doing its level best to control pests in poultry farms with or without El Nino.

However, she admitted that there were a few chicken that may have died because of heat stroke but not at this big number.

But she said that farmers can save their chicken in coops if they give them plenty of water to drink for them to beat the intense summer heat.

She said the incident can be avoided if the chicken coops are built far from tobacco farms.

According to Gapuz, she was surprised why such news came out because the poultry raisers from Santol, La Union were only complaining about their little harvest of eggs.

It was learned that chicken lay fewer eggs this summer than during the wet season.

Gapuz also called on farmers to put their goats, carabaos, cattle and horses under shade from 10 a.m. to 3 p.m., which appears to be the hottest period of the day to prevent them from suffering from heat stroke too.

She said raisers must bath their animals regularly and at the same time give them vitamins and anti-biotic to increase their resistance from the heat. (PNA)

NDC sets P3-billion bonds for tollroad project

The National Development Co. (NDC) Board is set to approve second week this month at the latest the P3 billion bond float jumpstart the construction of the 88.58 kilometer- toll road extension from Tarlac to Pangasinan and La Union, which is estimated to cost P14 billion to P16 billion.

NDC general manager Ma. Lourdes Rebueno said the Board has tabled for approval the P3 billion bond float either this week or next week. “The terms are not yet final. We are working on it,” Rebueno said. She said that Land Bank of the Philippines, Land Bank of the Philippines and Social Security Service are going to subscribe to the bond float. The bond float would form part of the P50-billion infrastructure fund and the TPLEX project would be the first beneficiary of the fund.

Earlier, Trade and Industry Secretary Peter B. Favila told reporters that local consortium Private Infrastructure Development Corp. led by diversifying firm San Miguel Corp. had approached the government that it be allowed to draw on the national government subsidy or equity to the project to a tune of P3 billion.

“I don’t see any problem with the NDC Board approval,” Favila said noting that the Department of Budget and Management can first release the fund while NDC has yet to issue the bonds so the project can take off soonest.

Favila said noting the equity can also be converted to government shareholdings in the TPLEx project.

The consortium has P1.5 billion in equity or a total of P4.5 billion to jumpstart the toll road project, which is going to run from the end of the Subic-Clark-Tarlac Expressway in La Paz , Tarlac, and connect it to Pangasinan-to Rosario in La Union.

Favila said the construction would like to start on the cleared areas or those with the right up of way up to Geronimo.

The consortium wants to start construction in March this year and has committed to complete the four-lane road TPLEx in 2014. It will connect the North Luzon Expressway, Southern Luzon Expressway, C-5, Subic-Clark-Tarlac Expressway, and the Southern Tagalog Arterial Road.

I understand the concept was loosely based from the main street electrical parade of walt disney and added with local flavor. This is one of its kind in the country if i may say so.

Sorry...I know this is not a wedding blog...but I want to know if Las Villas Resort offers their resort as a wedding venue/reception. Right now, my choices are only China Sea and Puerto de San Juan...I really like it to be by the beach but with a garden too. I like the other one you posted too El Caseron but I think it would be too far. I've searched everywhere for Las Villas website..but all I could find is a telephone no.

I just want to ask if its worth it to consider Las Villas Resort over China Sea Resort.


I am from Tarlac so it would be a long travel for me to visit Las Villas.

Please let me know if it is still that beautiful and if it caters to weddings.

MANILA, March 13 (PNA) -- To help ensure a successful May 10, 2010 automated elections, joint elements of Philippine Navy (PN), Philippine National Police (PNP), Commission on Elections (Comelec) and other concerned government agencies in La Union participated in the conduct of checkpoints and inspections in the province.

Navy spokesman Lt. Col. Edgard Arevalo said a command send-off ceremony dubbed as “Operation PN HOPE (Honest, Orderly and Peaceful Elections) La Union 2010” was recently conducted in Naval Forces Northern Luzon with Atty. Joel J. Gines, chairman of Joint Security Control Center La Union, as presiding officer.

The PN Task Group HOPE La Union was created by virtue of the Joint Letter Directive 01-2010, also known as AFP-PNP Joint Security Guidelines for 2010 National and Local Elections. It envisions to further enhance the implementation of the Comelec-imposed gun b,an, deter any election-related violent (ERV) incidents and to contribute to the success of the coming May 10 elections.

Arevalo said The Task Group is composed of six teams with seven personnel each comprising of an officer and six enlisted personnel that will act as traffic officer, searcher, back-up security and recorder.

He said one of the highlights of the ceremony was the inspection of troops by Commodore Jose Luis M. Alano, commander of the Naval Forces Northern Luzon, together with Police Senior Superintendent Noli G. Taliòo, Provincial Police Director.

After the presentation and inspection of the troops, Gines gave his message to the troops, emphasizing how every concerned agency is doing its best to assure that the coming automated elections will be a success.

The ceremony concluded by the actual send-off of Task Group HOPE, headed by Commander Edgardo L. Abordo, and the pass-in-review of the troops on board their respective vehicles. (PNA)

La Union bags award as best OTOP implementer in Luzon
SAN FERNANDO CITY, La Union, March 17 (PNA)--The provincial government of La Union headed by Governor Manuel C. Ortega was adjudged as the top One-Town-One-Product (OTOP) Implementer in Luzon during the recently concluded 2010 National OTOP Congress in Pasay City.

President Gloria Macapagal Arroyo conferred the award to Assistant Provincial Agriculturist Alberto V. Lacsamana, who represented Governor Ortega in a ceremony held at the Philippine Trading Training Center (PTTC) last March 12.

A Plaque of Recognition and cash incentive of P70,000 were received by the province in this award under the auspices of the Department of Trade and Industry (DTI).

The award was given to La Union in recognition of its all–out support and advocacy on the local apiculture program that greatly contributed for the development of the bee-keeping industry and for the increase production of “honey”–the province recognized OTOP.

As a result, the honey venture had significantly brought the marginalized sectors to bee-keeping business which became added source of income for their family’s benefit.

Notable support package given by Governor Ortega to the province OTOP, according to Provincial Apiculture Coordinator Imelda J. Sannadan, was the construction of the Apiculture Processing Center in Bacnotan, La Union.

The governor was also credited for instituting vital administrative and financial interventions if only to dramatize government’s serious concern on livelihood opportunities such as bee-keeping.

OTOP is a banner program of President Gloria Macagapal-Arroyo to promote local products and Small and Medium Enterprises in the countryside.

Spearheaded by DTI, the program was designed to provide assistance for SMEs in the manufacture, offer and market of distinctive products or services through the use of indigenous raw materials and local skills and talents.

It likewise offers a comprehensive assistance package through a convergence of services from LGUs, national government agencies, and the private sector.

The nominees were judged on their accomplishments, particularly their earnings and the jobs they had generated. (PNA)

The Provincial Government of La Union (PGLU) under the leadership of Gov. Manuel C. Ortega was adjudged “Overall Champion” as it was recognized as “Best LGU Gender and Development (GAD) Project Implementer,” “Best LGU Millennium Development Goals (MDG) Project Implementer,” and “Most Outstanding Agency/LGU Monitor” for CY 2009.


Leading the conferment of awards were Ilocos Sur Governor Deogracias Victor B. The First NLEX Outdoor Travel Fair opens Saturday at the People Park, Shell Station, Northern Luzon Expressway (NLEX) Compound in Balagtas, Bulacan.

The First NLEX Outdoor Travel Fair opens Saturday at the People Park, Shell Station, Northern Luzon Expressway (NLEX) Compound in Balagtas, Bulacan.

The two-day event on March 19-20, 2010 is organized by the Manila North Tollways Corp. (MNTC) in cooperation with National Association of Independent Travel Agencies (NAITAS) chapters in Bulacan, Pampanga, Bataan-Olongapo-Subic, Zambales (BOSZ), La Union-Ilocos Sur-Pangasinan-Ilocos Norte (LIPI), and Pilipinas Shell.

The travel fair aims to strengthen public awareness of the northern part of the country as a crown jewel of Philippine tourism. Northern Luzon is rich in cultural, historical, and cultural attractions. Its panoramic views, emerald-green landscapes, white sand beaches, and centuries-old houses are some of the reasons to make a visit, especially in summer time.

The travel fair is an opportunity to “Rediscover the North.” It will showcase the best products, services, and travel destinations of the provinces in the north. Best-value deals on airfares, food and beverages, hotel and resort accommodations, and tour packages will be offered to attendees.

There will be an exhibit featuring the services of John Hay Manor, Thunderbird Resort, and the locos Norte Hotel and Convention Center. Other activities lined up are cultural dance performances, interactive tourism activities, product presentations, and raffle draws.

The improvement of the North Luzon Expressway has made travel to the north more convenient and easy. It has brought us closer to places worth rediscovering.

Built by the Spaniards during their heydays, the mighty Baluarte was used as watch tower and observation post by the authorities for impending danger from the sea. Not from typhoons or tsunamis, but from the Abu Sayafs at that time: the Japanese, Chinese and Moro pirates who took pleasure in raping coastal towns and settlements.

Because of its massiveness and height, the Guardia Civils are able to warn the residents of Namacpacan (the original name of the town of Luna) and prepare the peace officers to defend the properties and lives of their constituents. Like a guardian looking over its subjects, this ancient structure had served well its very purpose for countless times in the past.

Today, Baluarte stands in disarray, vertically cut in two because of eroded base and foundation, its two halves stand through concrete post supports on its sides. Like an old wounded soldier, it still stands in the pebble beaches of Luna, watching its industrious stone pickers finding a way for survival amidst the scorching hot sun. Time will come when this historic landmark will be finally and totally washed ashore, but the Baluarte which saw the Luna brothers grew, will continue to be a representation of the people of Luna, strong and united like its cemented bricks. Let’s just hope that this historic structure will still have more years to witness its people’s efforts for a better tomorrow.

San Fernando airport to resume operations on April 14

MANILA, March 25 (PNA) -– The state-owned Bases Conversion and Development Authority (BCDA) on Thursday announced the resumption of operations of the San Fernando Airport in La Union on April 14, 2010 following the completion of the first phase of its half-a-billion peso airport upgrading project.

The San Fernando Airport, which is funded by the BCDA, is part of the Poro Point Freeport Zone (PPFZ) being managed by the Poro Point Management Corporation (PPMC), a subsidiary of the BCDA.

South East Asian Air (SEAIR) flight DG0205 will commence its inaugural flight on April 14, 2010 leaving the Manila Domestic Airport at 11:40 am and is expected to arrive at the San Fernando Airport at 12:40 pm, officially signaling the resumption of domestic operations after the airport was closed last December 2007 to give way to the said airport upgrading.

Underscoring the significance of a fully developed PPFZ, BCDA President and CEO Gen Narciso Abaya (Ret) said the resumption of domestic operations of the San Fernando Airport will further strengthen Poro Point in attracting more investments and tourists leading to more jobs generated for the people of La Union.

“Increased investments and tourist spending will augur well for the economy of La Union,” Abaya said.

PPMC President Felix S. Racadio said the airport upgrade project included the hill removal and leveling, runway widening, overlay of taxiway, fencing, construction of a new control tower, renovation of fire station, and excavation of ditches and channels.

“The upgrade meets the International Civil Aviation Organization (ICAO) standards and will now accommodate larger planes like the Boeing 737 and Airbus 320,” Racadio said.

PPMC Executive Vice President and Chief Operating Officer Anthony C. Manguiat said that with the resumption of domestic operations, passenger as well as cargo traffic are expected to further increase and boost the economy of La Union and its neighboring provinces.

“The San Fernando Airport will complement the already existing international seaport, thus making Poro Point an ideal site for commerce and tourism,” Maguiat said.

PPMC Vice President for Airport Operations Josefa Catherine T. Bada said that the regular flights from Manila to San Fernando and back will be serviced by SEAIR every Monday, Wednesday and Friday.

She also added that there are now 27 flying schools using the airport for their cross-country flights.

For his part, Thunderbird Pilipinas Hotels and Resorts Inc. (TPHRI) Chief Operating Officer Fabio Moretti said that the resumption of flights will bode well for the tourism industry in La Union, Baguio, Pangasinan and Ilocos. Of the P565 million allocated by the BCDA for the upgrade of the San Fernando Airport, TPHRI contributed P55 million.

The San Fernando Airport upgrading project is in line with President Gloria Macapagal Arroyo’s agenda to transform Northern Luzon into a super region. The San Fernando Airport is expected to serve as the country’s gateway to the North and is seen to create wider opportunities for investment, trade and employment. (PNA)

La Union is the smallest province in Region I whose bustling industries mark the beginning of what used to be called “Marcos Country.”

It is a lovely stretch of land, shaped like a left footprint, nestled between the clam waters of the China Sea in the west and the vast ranges of the Cordillera Mountains in the east.

La Union –- Spanish term for “the union” or “the unified” -– no other name could apply more appropriately to a province born out of the fusion of towns from the provinces of Ilocos Sur, Pangasinan and Benguet in 1850.

The province was created by virtue of a Superior Decreto (Executive Decrees) issued on March 2, 1850 by then Governor-General Antonio Maria Blanco. The establishment of La Union as a province was formally approved by the Real Orden (Royal Decree) of Queen Isabela II of Spain on April 18, 1854.

As a province, she had withstood the rigors of wars, first against the Spaniards in order to gain independence from tyrannical rule, then against the Americans in order to defend the hard-fought independence from the Spaniards and lastly against the Japanese in order to redeem and protect the independence promised by the Americans.

Joseph “Ace” Durano, Secretary of the Department of Tourism (DOT), said La Union province has flourished since its creation in 1850 and it is now the seat of the regional government.

Through the years, the province has contributed a significant share to the economic, social, cultural and political development, not only to the region, but of the nation as well, Durano added.

La Union is composed of 20 municipalities, namely, Rosario, Sto. Tomas, Pugo, Agoo, Tubao, Aringay, Caba, Bauang, Naguilian, Burgos, San Fernando, Bagulin, San Juan, San Gabriel, Bacnotan, Santo, Balaoan, Luna, Bangar and Supiden.

San Fernando, the capital city, stretches along a portion of the shoreline of Lingayen Gulf and San Fernando Bay in the west.

The municipality of San Fernando is the culminating point of the Hong Kong-San Fernando regatta, which is held every year. Along the town’s eastern boundaries lie the municipalities of Bagulin and Naguilian. Bauang is in the south and San Juan in the north.

From Agoo, stretching northward to San Juan, the coastline is dotted with numerous beach resorts, offering varied types of accommodations and facilities.

Bauang is known for its wide, open beaches and calm waters. Along the highways in Bauang and Caba are grape vineyards, which produce one of the sweetest grapes in the country, while Urbiztondo and San Juan is internationally famous for its year-round surfing waves.

On the other hand, Poro Point, San Fernando and the Bauang Reef are the best areas for scuba diving and snorkeling.

Bagulin, La Union’s highest point at 1,200 feet above sea level, is ideal for trekking and mountain-biking. Nature lovers will enjoy the 10-hectare Botanical and Zoological Garden in Cadaclan, seven kilometers from San Fernando City proper. The upland park features theme gardens, picnic areas, a natural museum and an aviary.

San Fernando has 9-hole golf courses at Poro Point and at Camp Oscar Florendo. Poro Point is being developed into a world-class golf course. Lawn bowling, duckpins, darts and indoor games can also be played at many of the beach resorts.

For lovers of beach, one can go to San Nicolas Beach, a historical one because it served as an entry point of Japanese traders during the pre-Spanish period.

Other beaches include the Darigayos-Paraoir Beach (Camp Spencer before), a USAFIP-NL headquarter during WW2; Bauang Beach, a stretch of grayish sand beach in barangays Baccuit and Paringao, with lots of resorts while San Juan Beach is famous for its waves which is ideal for lovers.

The Ma-cho Temple is another important landmark frequently visited by Taiwanese, Americans and Manila tourists. On a hill north of San Fernando town proper, this Taoist temple was built for worship and offerings. Ma-cho is the goddess of the sea and has a special affection for people residing by the sea. It enshrines the images of the Virgin of Caysasay.

Pindangan Ruins is all that remains of the first church of San Fernando, which was made of coral stones in 1674. This was the center of the settlement that was to become the capital town of San Fernando.

Museo Iloko is located besides the Agoo municipal building. It houses religious artifacts, antique furniture, porcelain wares and miniature dolls depicting Filipino traditions.

Meanwhile, Museo de la Union is another museum that is located at the west-northwest of the provincial capitol. It showcases archaeological finds in La Union.

La Union is also noted for her Ilocano blanket (inabel) in Bangar, the pottery industry in San Juan, the exotic basi (Ilocano wine), and the woodcarvings in Naguilian, shell craft in Bauang, brooms in Burgos and Bagulin and bamboo craft in Caba.

Other attractions include the Christ on the Mount, which is likened to “Christ of the Andes” of Chile and Argentina. This magnificent landmark stand atop a hill overlooking the town of Tubao, 36 kilometers from San Fernando; Grotto of Our Lady of Lourdes, a religious shrine carved out on the mountainside at the end of Dona Toribia Aspiras road; presidential rest house which is ideal for group outings, conferences and sports activities.

But no trip to La Union is complete without savoring the “jumping salad.” Hie off to Nuval’s Carinderia where a fresh catch of shrimps waits. “Jumping salad” goes like this. Get a bowlful of live shrimps. Clam a small plate on top to make sure no one escapes. Lift the plate a teeny bit and quickly squeeze on a fistful of native lemon. Shut the bowl while the shrimp writhe in agony.

Grab a handful of rock salt and throw it in, with a plate of basi vinegar at hand. Open the bowl. The shrimp will be dazed. Take one shrimp, pull off its head, soak the rest in the plate of vinegar and plop it into your mouth. That’s jumping salad.

San Fernando can be reached after an eight hour trip from Manila via any of the Ilocos-bound buses. From Baguio, San Fernando is an hour’s drive via Naguilian road. The Marcos Highway also meets La Union at the Tubao Junction.

Air services (chartered) from San Fernando City airport are also available.

Within San Fernando, the most convenient public transport is the jeepney, although tricycles and a few taxicabs can be hired for short distances. In Bauang, boats can be hired to reach diving, snorkeling, swimming and fishing spots.

Global contact center Sitel is expanding in Poro Point, San Fernando La Union its fourth site in Northern Luzon and its 8th in the Philippines, with an additional 500-seat capacity facility by the fourth quarter this year.

Sitel Philippines Corp. vice president for operations of the North Luzon Region Mickey Dela Peña said the expansion is going to address the growing volume of business from its US-based clients, which at present are being serviced by its three sites in Baguio.

Dela Peña said the expansion came on the heels of the expanding capacity for its third site in Baguio, which is expected to be filled up in the fourth quarter this year with an additional of 500 agents.

At present, Sitel with three sites in Baguio is the largest employer in Baguio with 3,500 manpower complement.

The Baguio operation, which is 40 percent technical support service, is currently catering to its 10 clients in the U.S.

According to Dela Peña, the Poro Point expansion would benefit from its Sitel Academy, which provides recruitment from the grassroot level, located in San Fernando, La Union.

yes ergit. i think in a few weeks uumpisahan na ang construction doon. baka nasa soil testing pala sila. i expect a tall, beautiful building. i'll take and post photos of it during the construction, since nasa city proper naman ako during daytime dahil sa ojt namin sa drema tower. our city now is booming, just like the rest of other cities sa ating region. :banana::banana::banana:

I left my heart in San Fernando

MANILA, Philippines – Your pulse races and your heart does a double somersault with back flip. You know you’re in love … at first sight — that is, the minute you lay your eyes on this luscious slice of paradise called Thunderbird Resorts at Poro Point, San Fernando City, La Union. And the beauty of it all is that you don’t have to drive all the way to San Fernando’s hideaway. Because now, you can fly to one of the country’s hottest destinations today — and yes, spread your wings.

I had a hot date with history last April 14. I was one of the first passengers on board Seair’s (South East Asian Airlines) inaugural flight to San Fernando, La Union.

Needless to say, Avelino Zapanta, president and CEO of Seair, was in high spirits. Having been in the industry for the past 40 years, he’s been on many inaugural flights, but this one strikes a special chord in his heart.

“In the 1980s, there was a flight to San Fernando, La Union,” he relates with a hint of nostalgia. “After that, there had been no service. Because there used to be an operation to Baguio. What happened before was during inclement weather, you couldn’t operate to Baguio. San Fernando was always the alternate airport. During the rainy season, flights to Baguio would be operated in San Fernando, but after the rainy season, there were no more flights. That other airline tried to operate there regularly, but traffic was very low.”

But emotions soar as La Union warmly welcomes Seair to its newly refurbished P500-million San Fernando City Airport (SFCA) one sweltering Wednesday. Zapanta gushes, “It’s Seair’s policy to introduce services to this new exotic destination because San Fernando is already a world-class destination that can be promoted, particularly with the Thunderbird Resorts developments here and many other establishments. As a matter of fact, we’re going to promote this flight as a two-destination flight. That means we will carry passengers to San Fernando and to Baguio. It’s about three hours by land from Manila to San Fernando, whereas if you fly, it would take you less than an hour. It’s another hour by land from La Union to Baguio. Thunderbird is planning to set up land transport from San Fernando to Baguio because they would also like to promote Thunderbird in Baguio.”

This is designed for the high-end, leisure market. “If you’re taking a car, there can only be so many of you. If you’re moving as a group, it might be faster to fly,” Zapanta points out.

Seair just became the first leisure airline to serve the route, boosting access to and from the gateway to Northern Luzon — Baguio, saga-rich Sagada, and other parts of the region. The one-hour flights are scheduled on Mondays, Wednesdays, and Fridays. Seair passengers can avail themselves of complimentary land transfers from San Fernando to Baguio City and back.

Zapanta is proud to add, “We’re the only operator to Basco, the only operator to El Nido, the only operator to Tawi-Tawi and Jolo. We’re the major operator in Caticlan, the oldest operator there in the last 15 years. We go to Marinduque, which is also a tourist destination. To La Roca, the new resort there, with flights to Tablas. Of course, our base is Clark. We fly to Cebu from Caticlan because we’ve linked Caticlan with Cebu, Manila and Clark. We have a regular flight from Clark to Caticlan. Then we have many regular flights from Manila to Caticlan. And then Caticlan to Cebu. We have a marketing objective of linking paradise to paradise.”

“We certainly look forward to the day when we would be welcoming international flights (from Hong Kong, China, Taiwan, Vietnam, Korea, and Asean countries),” enthuses Mary Jane Ortega, former mayor of San Fernando City.

Of course, San Fernando City is more than just the airport. It’s also about tourist sights that warm the heart and pilgrimage sites that heal the soul. Then there’s food, glorious food to satisfy the belly, too. You just won’t run out of things to do in San Fernando — from surfing to shopping!

A hop, skip, and jump away from the airport is the Santorini-inspired Thunderbird Resorts at Poro Point with its charming blue domes and whitewashed architecture. Probably as Greek to you as it is to me, Santorini is the most popular holiday destination in Greece. Located in the South Aegean Sea and carved out of an awesome volcanic landscape, Santorini is so romantic and enchanting that people come here to get married. Well, Thunderbird Resorts transplanted a bit of that Grecian haven to San Fernando. No need though to “import” Santorini’s natural attractions as San Fernando boasts its own breathtaking sunset and deep blue sea that can give Santorini a run for its euro.

Jack Mitchell, Thunderbird Resorts CEO, declares, “For me, La Union is one of the best-kept secrets of the Philippines because there are nice beaches here and you have something that you hardly see anywhere in the world — you have a proximity to beautiful beaches, a proximity to nice mountains where you have a cool climate so you can enjoy these two different venues. And it’s a place that has a lot of history and I’m still learning about it — all the rice paddies. It’s a place with a lot going on and nature. There’s surfing, scuba diving, boating, fishing.”

Based in Latin America, Mitchell shares, “The company started about 15 years ago, it did a lot of business with the native Americans in the US and the native population. And the Thunderbird is a very important part of their history, it’s almost like a god for a lot of tribes not only in the States but also in Latin America. It was the bird that brought all the storms and the rains and everything that obviously watered all the crops.”

At Poro Point, Thunderbird is cooking up quite a storm. “We have a beautiful golf course right on the ocean,” says Mitchell. “We have a casino. There’s a lot to do. And the food is fantastic! We have a really nice buffet restaurant in the casino and the Olives restaurant.”

Beyond it is a veranda where the Santorini Lounge, a bar, and the Mediterranean-theme Olives Restaurant are located. Both offer a scenic view of the ocean.

A concrete staircase winds along the cliff. At the grounds below are an infinity pool for adults and a separate children’s pool. A half-submerged mini bar near the center of the pool serves refreshments to guests. Beside the pool area is a basketball court, and beyond it, a private boulevard that stretches toward the Beach Club.

With a hillside veranda, outdoor spa, lounge area and boardwalk, the Beach Club is a favorite destination of families and friends. Guests can go snorkeling, diving, kayaking, or opt to do jetski and banana-boat riding. The beach starts off a little rocky though, since the hotel is by a rocky cliff.

Thunderbird Resorts has only 36 luxury suites on a sprawling 65-hectare property to ensure the privacy of its guests. All air-conditioned suites have a porch overlooking the ocean, flatscreen cable TV, DVD player, iPod dock, satellite speakers and a mini bar. Larger suites have jacuzzis. Wi-Fi is free.

Operating for four years now, the resort aims to become one of the big players in the local tourism industry. By donating funds to the reconstruction and expansion of the San Fernando airport, the hotel also partnered with SEAir, the first airline to bring in guests to the province of La Union.

“[Taking the plane] is more convenient. SEAir is the only airline that flies to peculiar tourist destinations in the country and they’ve been doing it successfully. We believe they already know their market, so we rely greatly on them to bring in their expertise in the business,” said Thunderbird Resorts COO Fabio Moretti, an Italian.

Launching its inaugural flight on April 14, SEAir’s 13-seater flies to San Fernando, La Union, thrice a week (Monday, Wednesday and Friday). Moretti predicts that, in six months to one year, SEAir will be flying in their bigger planes into the region.

Even with the six-hour roadtrip from Manila, accommodations in the hotel are almost always full, especially on weekends. With SEAir now flying to the province, advanced booking of two or more weeks is recommended.

One of the resort’s latest attractions is the newly opened nine-hole golf course, sand-capped according to the specifications of the US Golf Association. Located at the highest point of Poro, it offers a panoramic view of the cliffs. Guests have been staying over just to play a good game of golf, said Moretti. The resort is already planning to expand to a full 18-hole course.

Natural environment

The property is designed around its natural environment. The old trees have been kept where they’ve always stood, and more trees are being grown. This is part of the company’s commitment to help preserve the environment. (Another advocacy is marine life preservation.)

Within the property is the Fiesta Casino, open 24 hours a day. Nearby is the Vegas Café, which offers Asian cuisine, and the Cabana Bar, with live band music provided by local and Manila-based artists.

The resort also offers city tours, not just to San Fernando but also to Baguio—a mere hour-and-a-half away. Yoga and other relaxation classes are available, and a gym is on the pipeline.

Its spectacular views have made the resort one of the north’s favorite wedding destinations.

actually, yan din ang original plan sa wallace nun bago dumating ang thunderbird. the plan is to put up street malls (for shopping and dining) along the beach front, amusement and water parks, medium rise condominium buildings, world class hospital, retirement village, international school, 18 hole golf course and support facilities such as sewerage water treatment plant etc. Let's cross our fingers and hope that the thunderbird group would adopt some of these plans.

Wag lang sanang nakawin ulit. I remember meron din dating nilalagay na solar powered na reflector sa gitna ng mga kalsada, pero nawala lahat dahil ninanakaw. Mga kalsada dati sa La Union meron nun.

even my schoolmate in college told me about that. Basta ang sabi niya sa akin magpapatayo daw Robinsons ng mall somewhere south of the City Proper ng San Fernando. Sabi ko nga "di kaya sa Pangasinan sila iyon", sabi naman niya basta daw dito sa La Union. Anyway maliit lang ang frontage ng lote doon, pero malawak yung lote doon sa likod ng Phil. Rabbit and long enough for a Robinsons mall if ever.

San Fernando City, La Union (14 May) -- Amidst victory of the elected local officials, mostly incumbent, in the City of San Fernando, the proclamation held recently at the People?s Hall, City Hall, this city, was full of emotions and laughter.

Mayor Pablo C. Ortega, on his second term in the office, was seen emotionally sad despite victory of almost candidates under his party, except for his vice-mayor incumbent Pancracio Nisce who lost 100 votes (24,724 votes) only against his rival Hermenegildo Gualberto, an independent candidate, with 24,824 votes, and one city councilor candidate in the person of Antonio Marquez who ranked number 13.

Re-elected Congressman of the 1st District of La Union Congressman Victor Ortega, initiated the peace move with Gualberto with emphasis to working hand-in-hand for the people and forgetting the grudges of the pass campaign period.

Cong. Ortega had a one-on-one talk with Mayor Ortega and Vice-Mayor Gualberto at the proclamation site where he urged the shaking of hands of the two fathers of the city which was positively responded by the two parties.

When asked about how it feels to be the elected vice-mayor, Gualberto humbly said, "I can?t say anything for now, I?m speechless. I guess, the victory has not yet entered into my nerves."

"I just want to thank everyone who supported and had given their trust on me," Gualberto added.

Mayor Ortega was also seen teary-eyed when his son Francisco "Paulo" Ortega, number two of the newly-elected city councilor with 35,695 votes was proclaimed while re-elected Governor Manuel Ortega?s family were also crying when son newly-elected Alfredo Pablo Ortega, with 37,144 votes was proclaimed being the number one city councilor.

After which, laughter among the elected officials including the viewing public surrounded the proclamation site.

Among the other winning councilors include Jonathan Orros (33,828 votes), Rodolfo Abat (31,754 votes), Joseph Bernard Valero (30,783), Joseph de Guzman (30,038 votes), Andre Dacanay (29,334 votes), Florentino Flores (29,077 votes), Marylin Jucar (28,190 votes), Lolita Dyquiangco (28,093 votes), Ramon Laudencia (24,972 votes), and Wilfredo Ordoño (21,822 votes). After bagging the 1st runner up plum of the 1st Governor’s Cup Inter-Town Open Basketball Tournament last year, Aringay once again proves itself as one of the sports power house towns of La Union as it bagged the Championship Crown of the 1st Governor’s Cup Inter-Town Open Women’s Beach Volleyball Tournament at Sea Park Beach Resort in the City of San Fernando.

Ilocos Region Athletic Association (ILOCOS) Veterans Susana Manabat and Arlyn Domondon of Aringay simply outclassed City Government of San Fernando standouts Marinol P. Quilon and Novalyn Obinque as the former swept the first two sets of their best of three championship match. Team Aringay received cash prize in the amount of PhP 8,000 plus trophy while Team City of San Fernando received PhP 6,000 plus trophy.

As a manifestation of its support to the people of La Union, the Provincial Government of La Union (PGLU) through the Public Employment Service Office (PESO) did it share in celebrating the 160th Foundation Anniversary of the province in coordination with the Department of Labor & Employment (DoLE), Philippine Overseas Employment Administration (POEA), LORMA Colleges, LGUs, various employeers and other agency partners by successfully spearheading the conduct of La Union Mega Jobs Fair on February 22 & 24, 2010 at the LORMA Colleges Gymnasium, Barangay Carlatan, City of San Fernando, La Union and Jose D. Aspiras Civic Center, Agoo, La Union, respectively.

The event was able to reach out 2,323 applicants, 666 of whom were determined qualified, 1,165 were scheduled for further interview, 135 for examination or testing, 135 for manpooling and 19 were hired on the spot.

Yes, it is. SEAIR flies to and from San Fernando every Monday, Wednesday and Friday. No international flights yet, but hopefully magkaroon narin in the future.

City’s scholarship program for ages 15 to 18 ratified into law

On ordinance establishing a scholarship program for high school and college students, 15 to 18 years old, was passed by the City Council, led by Vice- Mayor Pancrasio Q. Nisce on May 5, 2009.

Known as City Ordinance No. 2008-011, the scholarship program, referred to as the eSKolar ng Katipunan ng Kabataan Educational Program caters to the poor but deserving students with a family whose gross income does not exceed P60,000 yearly.

The said ordinance is only in effect to bonafide residents of the city and having an average grade not lower than 85 percent with no grade lower than 83 percent in all subjects enrolled immediately before the application of scholarship; a registered member of the Commission on Elections (COMELEC); and a registered member of the Katipunan ng Kabataan.

Twenty(20) slots each for high school and college are accommodated, according to the ordinance. New scholars will be accommodated as soon as there are vacancies, it also said.

All qualified applicants will submit their requirements to the Sangguniang Kabataan Federation president for approval starting April 1 to May 31 each year. The required documents to be submitted include the photocopy of grades and latest income tax return of parents or a Certificate of Tax Exemption from the Bureau of Internal Revenue; and certification from the COMELEC that applicant is a registered Katipunan ng Kabataan member.

Grantees are required to maintain an average of 83 percent with no lower than 80 percent in any of the academic courses. No incomplete or dropped marks in any subjects. Each scholar must carry each year or semester the full-load prescribed by the applicant’s course while enjoying the privileges of the scholarship.

Six-thousand pesos yearly would be received by the beneficiaries in high school while college students receive P5, 000 per semester to cover tuition and matriculation fees, it was learned. It is claimed from the months May to July for the first semester and October to December for the second semester. Failure to claim on time means forfeiture.

The scholarship fund comes from the coffers of the city SK Federation fund.

BSP Architect Aimee Aquino explained that while echoing the architecture of the BSP Main Complex in Manila, with its box-type form and repeating windows, the new genre features the incorporation of curvilinear lines for a more "modern" look.

Aquino added that the new branch building in Tuguegarao still carries the BSP Main Complex’s repeating square windows, steel fence, horizontal rectilinear form and classic gray color --elements which, as originally conceived by Gabriel Formoso and partners, signify stability and strength.

The new set of branch buildings infuses a circular element into a purely boxed design. "The harmonized and updated architectural form," according to Aquino, "depicts adaptability to change while maintaining the link from past to present."

This superimposed circular element houses the lobby, Aquino said, adding that the lobby floor features a BSP seal that fits exactly into the circular glass and aluminum structure.

"BSP Tuguegarao, being located in a hot area, also incorporates an interior courtyard --complete with a bamboo plant, various shrubs, polished black stones and beige pebbles," Aquino said.

According to the Regional Monetary Affairs Sub-Sector (RMASS), the BSP’s Pampanga and Legazpi City branches are next to bear this exciting new genre.

BSP Pampanga will be inaugurated this June while the Legazpi City branch will be opened the following month, according to RMASS Deputy Director Ruben Banog.

Banog said that future planned constructions include the BSP branches in Naga and Zamboanga.

There are presently 18 BSP branches located all over the Philippines --from as far north as Ilocos Norte to as far south as Zamboanga Del Sur-- in addition to the three regional offices in San Fernando City in La Union, Cebu City and Davao City.

Regional offices perform cash operations, cash administration, bank supervision and gold buying operations while the branches perform cash operations and administration, and in certain areas, gold buying operations.

Each of the BSP regional offices and branches also has an Economic and Financial Learning Center (EFLC) which allows students and researchers access to copies of BSP issuances, publications and other reference materials on money, credit, banking and related topics.
