SAN FERNANDO CITY, La Union, Jan. 02 (PIA) -- The Local Government Unit of Agoo, La Union held its first ever ‘Kilawen’ festival last Dec. 28 at the Don Mariano Marcos Memorial State University sport complex to showcase the culture and character of the Ilocanos as ‘kilawen ‘serves as their favorite dish in every season.

According to Congressman Eufranio Eriguel of the second district of La Union, the activity was meant to give thanks to God and the community for all the blessings received by the townspeople of Agoo during the year 2011.

“It is also an event to usher the New Year with hope and prayer for greater blessings from the Almighty God despite the inevitable challenges of the future” Eriguel said.

SOLONS from tobacco planting provinces raised a howl anew on Sunday over alleged heavy-handed government regulation against local cigarette manufacturers when the problem is consistent enforcement rather than escalating restraint.

In an e-mail, legislator Victor Ortega of La Union province complained of “too much restrictions” imposed on cigarette manufacturers in recent years. He fears the collapse of an industry that has kept Ilocano farmers and their counterparts elsewhere in the country afloat through generations.

He cited the latest measures to discourage Filipinos from a smoking habit through horrific images of smoking-related illnesses to be printed on cigarette packs.

In his view, such images only allegedly sidestep the real problem which is the failure of government to enforce the ban against smoking by minors, for example.

“What’s the use of passing new laws if we cannot strictly enforce existing rules and regulations like the ban on selling cigarettes to minors,” he asked.

Adaptability of silkworm (Bombyx mori L) to environmental and rearig conditions varies with the are of production. Rearing technologies likewise vary to suit the requirements under different ecological conditions. At present, more farmers are willing to conduct silkworm rearig and to sustain their interest, production stability should be ensured by the use of hybrids adaptable to local climatic and environmental conditions.
The study aimed to compare the performance of silkworm hybrid DMMMSU 346 and DMMMSU 406 during wet and dry seasons at DMMMSU SRDI and in the different sericulture sites of Bacnotan, La Union and to determine which of the hybrids are adaptable to different seasons of the year.
Four boxes (with 20,000 worms per box) of silkworm eggs were incubated and reared until the third instar at SRDI. Late age rearing (fourth-fifth instars) was done in each sitefor 15 days duration ntil spinning. Cocoons were harvested after five days.

Results revealed that silkworm hybrid DMMMSU 346 did not differ significantly in terms of cocoon yieled per box, cocoon shell percentage and denier across year and season at SRDI and in the different seri-sites of Bacnotan, La Union, however, the cocoon yield per box was higher during the cool dry season and in year 2009. The performance of silkworm hybrids DMMMSU 346 and DMMMSU 406 were comparable during the wet season. This indicates that silkworm hybrids DMMMSU 346 and DMMMSU 406 are adaptable are adaptable to the different seri-sites of Bacnotan, La Union during wet, cool-dry and dry seasons.

GOVERNOR Manuel Ortega once again challenged Provincial Government of La Union (PGLU) employees to further deepen their commitment to public service as more development efforts are up for the province.

This is not only to sustain past programs and projects but also to realize programmed plans for this year.

Among which includes beefed-up health services as inspired by the continued success of the La Union Medical Center, relocation of the Provincial Engineering’s Motor Pool to give way to a modern farm demo, establishment of the Provincial Sports Center and the commencement of PGLU employees’ housing program.

MANILA, Philippines — The national government should endeavor to enforce existing rules and regulations before considering new tax measure, like the indexation of excise taxes on tobacco and alcohol, a lawmaker from La Union said.

While the Department of Finance (DoF) wanted the proposed hike in levies on alcohol and tobacco be approved by the middle of next year, La Union Representative Victor Ortega pointed that the government has yet properly implemented the rules and regulations on cigarettes.

“What’s the use of passing new laws if we cannot strictly enforce existing rules and regulations like the ban on selling cigarettes to minors,” Ortega said.

But the finance department explained that there is a need to raise tobacco and alcohol taxes so that the industry is not controlled by just one company and to improve the government’s tax efficiency.

Currently, the company that controls 90 percent of the Philippine market is PMFTC, the merged entity of Philip Morris and Lucio Tan-owned Fortune Tobacco Corporation.

THE government has been urged to enforce existing rules and regulations before considering new laws related to tobacco smoking.

La Union Rep. Victor Ortega warned that the death of the local tobacco industry triggered by too much restrictive rules and regulations can force tobacco farmers in the Ilocos region to think about going back to marijuana planting.

“If the tobacco industry dies, I can assure you that many of our tobacco farmers will think about going back to planting marijuana,” said Ortega during the recent hearing by the House Committee on Health on proposals to attach graphic health warnings on cigarette packs.

Ortega said marijuana is “definitely more dangerous to health and downright illegal.”

Diversity Shock (Part 1)

WHEN I first arrived in the Philippines and journeyed north to my new home, La Union, the first thing I noticed was how many people inhabited this country. The road north from Manila exhibited a near continuous line of sari-sari stores, food stalls, local government halls, churches, and many other buildings, all overlooking a road teeming with children, animals, trucks, buses, farmers, and people sitting wayside to observe the activity. In Canada, journeys between cities are much more desolate, and the transition between wilderness and settlement is abrupt. Here, the activity and people lent a sensation of being perpetually on the outskirts of Manila, and just as I thought to be leaving civilization, another town plaza would appear. Given that my country has a third the population of the Philippines in 30 times the area, the difference in density is expected. But there was something even more shocking that I was not prepared for. In just 6 hours, my new office friends had noted passing four realms of languages. As we crossed into Pampanga from Bulacan, my escort and soon-to-be officemate mentioned, “Gloria Macapagal-Arroyo is from here. They speak Kapampangan.”

“Kampan…Kampandunkin?” I repeated woefully inaccurately, the word having gone by too fast. “Do they actually use it or do you mean historically?”

“No, they actually use it,” he said.

How cool! My eyes drifted to the window, amazed by the fact that the endless line of seemingly identical sari-sari stores and general humanity did in fact harbor great variety. It soon became a game in which, whenever we crossed into a new province, I would ask, “What language do they speak here?” To which my officemates would reply something new. In Pampanga, it was Kapampangan; in Tarlac, mostly Tagalog; in Pangasinan, the Pangasinan language, and finally in La Union, Ilokano. My initial judgement of everything being the same was based—rather naively—on appearance. The Philippines has in fact much greater diversity than the cosmetic differences I was looking for, a fact I have gradually come to appreciate more and more. In Canada, one can travel 1000 km and not even detect a difference in accent. While the scenery is many-hued, people are for the most part talking the same way, eating the same things, and interacting with each other in similarly predictable ways. Of course there are immigrant communities, class differences, and some regional variations, but the country’s young age ensures these differences are small, and further dulled by the overriding imprint of American culture from the south.

LA UNION - Nahukay ng mga kalalakihan ang isang vintage bomb sa Barangay Canaoay, lungsod ng San Fernando, La Union.

Sa ulat na nakalap ng Bombo Radyo La Union mula sa San Fernando City police station, isang Emily dela Cruz ang nag-turnover ng naturang bomba sa mga otoridad.

Nadiskubre umano ang pampasabog ng mga naghuhukay sa bakuran ni Dela Cruz sa ginagawang septic tank ng kanilang bahay.

Nabatid rin mula sa pulisya na posible pa umanong sumabog ang lumang bomba at maaari itong makapinsala.

SAN FERNANDO CITY, La Union, Jan. 5 (PIA) -- The Department of Environment and Natural Resources has opened a health center and ‘Botika para sa Taumbayan’ at the department’s training center. This is aimed at providing marginalized Filipinos more access to low price generic over-the-counter drugs (non-prescription) and essential prescription drugs.

The Botika Para sa Taumbayan started its operation in October 2011.
Most of the in-demand medicines are available in the botika. These include medicines for hypertension, fever, pain reliever, anti-diarrhea and vitamins for children and adults .

The health center offers free check-up on blood pressure, random blood sugar and other emergency health care extended by registered nurses.

The center and the botika are being managed by DENR 1 Employees Multi–Purpose Cooperative.

Savemore ang mukhang mauuna sa San fernando, dahil nabili na nila yung idle building sa harapan ng Wet market namin. ANg puregold naman ay naghahanap na ng location. Mukhang malabo for now na matuloy ang Robinsons Homes. Tignan muna namin kung matutuloy after ng opening ng Robinsons Pangasinan. Pwedeng gawing mall narin instead yung Robinsons rito.

OUTSTANDING PUBLIC SERVANT. . . Congressman Victor F. Ortega (La Union, 1st district) has served in various positions in 56 years. He is on his 5th term as a Congressman, serving as Deputy Speaker and Minority Floorleader. He was elected and served as Governor and Vice Governor for 12 years.

He was elected as a delegate to the 1971 Constitutional Convention. He started his public service career in 1958 when he served as a Legal Assistant at the Philippine Consulate General in New York.

He finished his Bachelor of Laws at the Ateneo Law School and his Doctor of Laws at the Universidad Central de Madrid in 1961.

He has done his homework as he has cemented all roads in his first district of La Union and has extended scholarships to thousands of indigent students.

SAN FERNANDO CITY, La Union, Jan. 6 (PIA) –- Ilocano Overseas Filipino Workers (OFWs) abroad battling for homesickness go interactive through the use of social networking as initiated by Edwardo M. Benavidez, the man behind the success of Ilocano Ako Proud Ako (IAPA) and Bileg Ti Ilocano/Power of Ilocanos (BTI).

The interactive community organizations created Facebook pages on April 3, 2010 and October 10, 2010 to cater to the needs of Ilocano OFWs as a venue for exchanging grievances and boosting each others morale to cope with the consequences of working abroad apart from their families.

Labor Communication Officer Amapola Z. Villar of the Overseas Workers Welfare Administration Regional Welfare Office 1 (OWWA-RWO1) said that Benavidez, an OFW since 1997 who knew very well the needs of fellow Ilocanos overseas, has seen the Internet world not just as a valuable medium for communication but also as a great form of shock-absorber, a cure to homesickness, and an alternative way to gather updates and pertinent information here and abroad.

Villar added that BTI was created as an extension of IAPA since the former is rapidly gaining followers reaching to 52,311 while BTI currently has 10, 947 subscribers.

The plan is to increase bank presence in the bank’s primary home base, La Union, to be followed by additional branches in Ilocos Sur, Ilocos Norte, Pangasinan and Benguet. The bank will put up in towns which have limited access to formal financial services.

The bank offices shall offer full deposit and remittance services. Each office will focus on servicing depositors as well as remittances and marketing micro insurance. Microfinance and micro agriculture loans will be also offered.

La Union and Ilocos Sur are the main theaters of operations of the bank, with seven banking offices each to be expanded to ten for each province with offices to be opened in Bangar, Aringay and Rosario in La Union and Sinait, Sto. Domingo and Sta. Lucia in Ilocos Sur for the first wave of expansion. The bank also has approved licenses in Dingras and Bacarra Ilocos Norte, both towns being served by only one rural bank. The bank has been operating a branch in Laoag City since 1998, catering to microfinance clients for the past thirteen years. This has honed the branch’s personnel’s experience and expertise in microfinance operations and services to be able to expand and provide modern banking services in the target towns.

The Bases Conversion and Development Authority ushered in 2012 by starting infrastructure work that would link Subic, Clark, Bataan, La Union and Baguio City, after consolidating all of its subsidiaries in 2011 under a new brand—the Bases Group.

BCDA president Arnel Paciano Casanova said an efficient transportation backbone connecting all BCDA-run economic zones would help the agency develop underutilized assets in Clark and Bataan, as well as encourage the movement of people and goods, spurring economic growth.

BCDA turns 20 years old on March 13. Republic Act 7227, the law that created the agency, tasks BCDA to convert all former US military property into government economic centers, and finance major projects, including the Armed Forces of the Philippines’ modernization program.

The construction of roads connecting Metro Manila to the Clark and Subic freeports in Central Luzon, and the new highway linking these to La Union and Baguio by 2013, was the start of the process, Casanova said in a briefing here last month.

In 2009, BCDA was worth P115.4 billion, based on the value of its estate and due to the proceeds from the operations of the 301-hectare John Hay Special Economic Zone here; the 240-hectare Bonifacio Global City in Taguig City; the 27,000-hectare Clark Special Economic Zone and 4-hectare Clark Freeport; the Newport City in Pasay; the Poro Point Freeport Zone in La Union; and the 365-hectare Bataan Technology Park.

The Santol Development Center (SDC) is set up to cater to the needs of the local residents on savings and investments. Through Sangguniang Bayan Resolution No. 2010-71, the center is established and operated by the Local Government Unit which will work as its corporate entity in providing revenues and as the main financial facility. It has an initial fund capital of three million pesos coming from the Presidential Challenge Fund (PCF) of the Department of the Interior and Local Government and RA 7171 Municipal Share of one and two million pesos, respectively. Recently, Congressman Victor C. Ortega contributed one million pesos from his RA 7171 share.

The SDC fosters a culture of thriftiness and self sustenance where the people are taught to imbibe the qualities of initiative and hardwork. According to Mayor Olivar, SDC is one of the answers to poverty alleviation and betterment of the quality of life of every Santolian.

There are four program services that the center is offering to the different walks of life of the Santolian. “Toy Agserbi Salary Loan” is extended to municipal & barangay officials and municipal employees. As of May 31, 2011, the SDC has approved applications amounting to P3,424,800.00. The “agNEGOSYO LOAN” is the second service program. Because of the losure of the only bank in the municipality, micro businessmen had difficulty seeking initial funds for their enterprise. With the establishment of the center, small-time entrepreneurs can avail of loans with very minimal interest rate of 8% per annum. Seventy one applications totaling to P498,945.02 were already approved as of May 31. “Plant Now Pay Later” Scheme now renamed “magSIMULA LOAN” is a window of farmers. The municipal management acknowledges that capital is most essential in the farm production and the most pressing problem encountered by farmers. Thus they opened a loan opportunity for them. More than 200 farmers were provided with assistance with an amount of not less than 1.3 million pesos given. The last component is the “Kailian Loan”. This loan facility caters to Overseas Filipino Workers and its families only.

With only seven months in operation, the four million pesos capital they have has ballooned to P6,186,622.95. If the prevailing trend continues and excellence and transparency in operations are practiced as what the Seal of Good Housekeeping advocates,truly the Santol Development Center is “Kadwam ti Asenso”!

The municipalities of Agoo, Santol and Bacnotan garnered high ratings in the City/Municipal Councils for the Protection of Children (C/MCPC) evaluation conducted from February to March 2011. The Department of the Interior and Local Government - La Union (DILG-LU) and the Provincial Social Welfare Development Office presented the results of said evaluation to the League of Municipalities of the Philippines during the LMP meeting held in Burgos, La Union.

DILG-LU Provincial Director Trigidia R. Colisao encouraged the local chief executives to further enhance the functionality of their respective MCPCs geared towards the welfare of children, as they are the future leaders of the land. Likewise, she suggested that the municipality of Agoo will share its “Best Practice” as Child-Friendly Municipality during the next LMP meeting and it was taken into consideration by the Chapter President Hon. Al-Fred O. Concepcion.

The C/MCPC evaluation was based on DILG Memorandum Circular 2008-126 (Revised Guidelines in Monitoring the Functionality of Local Councils for the Protection of Children at all Levels and for other Purposes).

PD Colisao also discussed other pertinent matters governing effective local governance such as the Change Agenda, Full Disclosure, Seal of Good Housekeeping, Public Transport Assistance Program and Local Governance Performance Management System.

I would also share my experience regarding this site. I started discovering this site way back 2007. This thread was still in its first Thread (now at Thread 11). I was searching for facts regarding different towns in La Union (population, income class, etc) and I curiously opened this site on the search list. I am impressed knowing the developments in the Province. I was not a techie person at those times, so after learning basic computer skills I registered in this site in May 2009

Ferry system sought in Lingayen

ALAMINOS CITY, Pangasinan, Philippines — The proposed inter-city ferry system, which will interlink Alaminos City, San Fernando City in La Union and Dagupan City using the Lingayen Gulf, will soon be realized through the Public Private Partnership program of the national government.

“I promised my constituents that before I leave my office, this dream will come true, and we are almost there,” Mayor Hernani Braganza said Monday.

Braganza said he expects the system will shorten the travel time between major cities and municipalities in Region 1 that are located on the Lingayen Gulf.

Possible ports being eyed for the project are in this city and Dagupan in Pangasinan as well as Agoo town, and San Fernando City in La Union.

if im not mistaken close ata around 2000/2001 kasi nakaattend pa ako nung last christmas party nila which spaghetti lang ang handa di tulad nung malakas pa eh talagang full party with live band and games!

tiba tiba tita ko noong time na yun dahil dami nya nakuhang at nabiling gamit from hotel yung iba kasing gamit benenta ng management na mura, kaya ayun dami cookware, bed and etc.
