SAN FERNANDO CITY, Pampanga, Philippines (PIA) — It will take approximately 10 years for the new toll roads in Northern Luzon namely the 88.58-kilometer Tarlac-Pangasinan-La Union Expressway (TPLEX), and the 63.9-kilometer Central Luzon Link Expressway (CLLEX) to be completed and integrated with existing expressways, the Regional Development Council (RDC) 3 said.

In a statement, RDC-Central Luzon disclosed that initial operation of the P11.594 billion TPLEX will be on March 2012 for the Tarlac-Carmen section, April 2012 for the Carmen-Urdaneta section, and October 2014 for the Urdaneta-Rosario section.

The TPLEX project is divided into two phases: Phase 1 is the construction of two-lanes and Phase 2 is the expansion into four-lanes when capacity reaches 25,000 vehicles per day.

Moreover, Phase 1 of the P34 billion CLLEX is due for completion by 2016 while Phase 2A opens in 2017 and Phase 2B in 2021.

The 28-kilometer first phase starts in Tarlac City and ends in Cabanatuan City whereas the 35.9-kilometer second phase commences in Cabanatuan City and concludes in San Jose City.

SAN FERNANDO CITY, La Union, Jan. 16 (PIA) -- In recognition of its work in disaster response and rehabilitation operation, the Provincial Disaster Risk Reduction and Management Council of La Union (PDRRMC-LU) received a Certificate of Recognition from the Regional Disaster Risk Reduction and Management Council-Region 1 (RDRRDMC 1).

Ceremonies were held last week at Camp Brigadier General Oscar M. Florendo, Parian said Victor Dacanay of the Provincial Information and Tourism Office.
The PDRRMC-LU is chaired by Governor Manuel C. Ortega.

The event was graced by Usec. Proceso T. Domingo from the Special Concerns Office of the Office of Civil Defense, representing USEC Benito T. Ramos, executive director of the National Disaster Risk Reduction and Management Council (NDRRMC).

The proposed evacuation center will be erected at the Provincial Capitol Compound in keeping with Ortega’s belief that the effects of mother nature’s wrath could be mitigated through a well-equipped PDRRMC with skilled and responsive volunteers. :okay:

During her Term din nakuha ng Agoo ang Confucius Award for Literacy - Municipality Category. May 99% na literacy rate ang Agoo - the highest among all municipalities sa Bansa

President Benigno Aquino III shares the stage with awardees during the 3rd Recognition Ceremony for Government Organizations with ISO 9001 Certifications in 2010-2011 Tuesday. (photo by Gil Nartea, Malacanang Photo Bureau)

MANILA, Philippines - President Benigno Aquino III awarded 60 government agencies for establishing ISO 9001Quality Management Systems.

An ISO 9001 certification is proof effective quality management systems have been set up and are being implemented in the bureaucracy.

"May this serve as a challenge and inspiration that you continue to perform well," Aquino said.

He again took a shot at the past administration, saying it failed to let the benefits of its vaunted high growth performance trickle down to the poor.

"Economic data is useless if it is not felt by the poor and marginalized," he said.

Among the awardees are: Central Bank department of loans and credit, Bicol University, Bureau of Product Standards, Career Executive Service Board, Department of Science and Technology regions 4-B and 5, Department of Trade and Industry regions 1 to 10 and the Cordillera Autonomous Region, Home Mutual Development Fund, Philippine Crop Insurance Corp., Philippine Ports Authority, and the Social Security System.

Four local government units also made it to this year's list of awardees, namely Calapan, Oriental Mindoro; Dagupan, Pangasinan; San Fernando, La Union; and Tanauan, Batangas.

SAN FERNANDO CITY, La Union, Jan. 17 (PIA) -- A ground breaking ceremony for the construction of the P6 million La Union Provincial Disaster Preparedness and Evacuation Center (LUPDPEC) was held recently at the provincial capitol compound.

This was led by La Union Provincial Governor Manuel C. Ortega, together with Vice. Gov. Aureo Augusto Q. Nisce, and members of the Sangguniang Panlalawigan and other government officials.

Victor Dacanay of the Provincial Information and Tourism Office said that funds for the two-storey building will be drawn from the P3-million prize the province received as national finalist in “Gawad Pamana ng Lahi”; and the rest from the province’s development funds for 2012.

The LUPDEC will serve as evacuation center and venue for the repacking and storage of relief goods.

The event was graced by Usec. Proceso T. Domingo from the Office of Civil Defense Special Concerns Office who represented National Disaster Preparedness and Risk Reduction Management Council of the Philippines (NDPRRMC) Executive Director Benito T. Ramos.

Usec. Domingo commended Governor Ortega and the province of La Union for being the first among the few provincial governors to seriously respond with concrete action to RA 10121, the law establishing the NDPRRMC and other subsidiary disaster preparedness and risk reduction management councils.
Director Julie Daquioag of the Department of Interior and Local Government- Regional Office 1 also said that the center is a manifestation that La Union is taking serious steps to climate change adaptation and disaster risk reduction activities. BAGUIO CITY, Jan. 18 (PIA) -- “Rest assured that we, your representatives in Congress, are doing our best to complete the road networks in North Philippines especially here in Cordillera.”

This was said by Mountain Province Congressman Maximo Dalog Sr., chairman of Congress’ Special Committee North Luzon Growth Quadrangle (NLGQA), during the recent Regional Tourism Congress spearheaded by the Department of Tourism.

“One matter that North Quad has been taking up relates to the infrastructure support program of the government particularly to support the development of the area, including the tourism sector,” Dalog stressed.

He reported that one infra project they are currently monitoring is the TPLEX or the Tarlac-Pangasinan- La Union expressway, which will connect the North Luzon Expressways from Tarlac City up Rosario, La Union right in the mouth of Kennon road under phase 1. The project’s phase II will extend the expressway farther north up to Bacnotan, La Union.

The project, if completed, will boost tourism promotion in the north Luzon area.

Philippines pushes tobacco – for fish farming
Agence France-Presse
6:11 pm | Thursday, January 19th, 2012

MANILA, Philippines—The Philippines has launched a new campaign promoting tobacco — not for smoking but for fish farming, a government tobacco agency official said Thursday.
Over six months, about 400 fish-farmers in the northern coastal province of La Union will be using “tobacco dust” to kill mollusks and other predators that prey on fish, said Rex Teoxon of the National Tobacco Administration.
“We are going to train the fisher folk and the whole community on sustainable aqua culture using the tobacco dust,” said Teoxon, head of the agency’s corporate planning department.
The drive is part of an effort to find alternative uses for the crop in the face of the global anti-smoking campaign.
The dust, made of pulverized and processed waste tobacco leaves, is a safer alternative to the “long-banned, highly-toxic chemicals” that the fish farmers have been using, Teoxon said.
Tests have found the tobacco dust kills the predators but does not affect the fish raised in the farms, with the active ingredient nicotine evaporating in two to three days, he said.
Additionally, it helps fertilize the waters, promoting the growth of algae that the farmed fish feed upon, he added.
The tobacco dust will be provided free to the fish-farmers but if proved to be effective, it will be marketed commercially, said the tobacco official.
In the past, the agency has experimented with using tobacco seeds for human and animal food and it still promotes the use of tobacco stalks for paper and particle boards.
Although the Philippine government has imposed strict controls on smoking and cigarette advertising, the tobacco industry still plays a huge part in the economy and the livelihood of thousands.
Teoxon said that a government survey found that in 2010, as many as 2.9 million people were dependent on the tobacco industry including 680,000 farmers and their family members.

Tama. And speaking of that, napuntahan ko narin ang Bacsil.

CONCEPCION, Tarlac — The extension of the North Luzon Expressway and the Subic-Clark-Tarlac Expressway to La Union which was a major project of the Arroyo administration is now being threatened with landgrabbing allegations.
Callled the Tarlac-Pangasinan-La Union Expressway or TPLEX, the highway is an 88.15 kilometer, four-lane travel way, is being built under a build-operate-transfer scheme by the Private Infrastructure Development Corp. (PIDC), a consortium led by San Miguel Corp. and DMCI Holdings, Construction.
When complete, the expressway will pass through the municipalities of Victoria, Gerona, Paniqui, Moncada and San Manuel in Tarlac; Carmen, Urdaneta, Binalonan, Pozzorubio and Sison in Pangasinan; and Rosario in La Union.
The landgrabbing issue has reached President Aquino who vowed to get to the bottom of the alleged land grabbing incidents concerning farmers and land owners affected by the construction of the expressway project.
The President said he would meet the Departments of Agrarian Reform, Public Works and Highways as well as Justice to tell them to immediately conduct investigations on the matter.

“…May meeting ako sa DAR at nakausap ko na rin ang DPWH at iba pang mga sangay ng pamahalaan para bigyan ako ng report at nang mapa-imbestigahan natin ang alegasyon na ‘yan,” the President said.

“Ang dulo po nito siguro, ang maipapangako ko, na may conclusion ‘yung imbestigasyon; may sasabihing: mayroon bang nagkamali rito? Sino ang nagkamali? Sino ba ang may ginawang mali? Kailangan mabigyan natin siguro ng kaukulang deadline,” he said.

“So after ‘nung pagpulong ko sa DAR at DPWH, baka DOJ rin, ay mabibigyan nila ako ng idea kung kailan natin mako-conclude ang imbestigasyon na ‘yan,” the President said.

^^ not a problem much for La Union for now dahil hanggang Rosario lang ang extension, and ang matatamaan ng expressway ay uninhabited, thus govrnment property.

A total of 19 kids with special needs were taught by Filipino surfer, Luke Landrigan the basics of surfing in San Juan, La Union.

MANILA, Philippines — Christmas came early for 19 very special kids with special needs. Last December 16, on a crisp morning in the historic surf town of San Juan, La Union Surfing Espesyal offered a surf clinic for children with sensory impairments and learning disabilities. Billabong surfer Luke Landrigan, after being sidelined with a temporary knee injury, took time to reflect and give back to the people around him the one thing that has defined the best way to celebrate life, surfing.

When faced with an injury, it caused him to reflect on his own abilities and ponder the question -— what if Icould never surf at the level that Iam used to.

For that reason, Luke wanted to return the favor and teach those who may never get the chance. Being the Philippines’ first internationally sponsored surfer, Luke wanted to reciprocate for all that the sport has rewarded him.

“Ireally like teaching, especially the kids. Iwanted the less fortunate kids and special kids to experience how much fun it is; and to tell you the truth, they had more fun than any other students we’ve had. That smile and sign language they do after their ride, trying to explain to us how it felt even if we didn’t understand each other is just so heart warming. It was a moment I’ll never forget! One of the best experiences I’ve got out of surfing,” Luke said.

Luke with the assistance of Councilman Alfred Ortega, local surf champs Mickey Galang and surfing expert and lifeguards Menchie and Chris Par all donated their time to bless the lives of 19 kids and give them a Christmas holiday they’d never forget.

SAN FERNANDO CITY, La Union (PIA) — The Department of Environment and Natural Resources (DENR) has opened a health center and “Botika para sa Taumbayan” at the department’s training center. This is aimed at providing marginalized Filipinos more access to low priced generic over-the-counter drugs (non-prescription) and essential prescription drugs.

The “Botika Para sa Taumbayan” started its operation in October 2011. Most of the in-demand medicines are available in the “botika.” These include medicines for hypertension, fever, pain reliever, anti-diarrhea and vitamins for children and adults.

It is hard to estimate costs kapag malalaking projects.

QUEZON CITY, Jan. 20 (PIA) -- The Department of Agriculture (DA) on Friday said that tobacco is not only a major ingredient in the manufacture of cigarettes, but could also be used for sustainable aquaculture practices, which could uplift both farmers’ and fishers’ income through organic methods.

In a statement, the agency said this was demonstrated recently during the launching of sustainable aquaculture practices using tobacco dust in the province of La Union by the National Tobacco Administration (NTA) in collaboration with other government agencies. The NTA is an attached agency of the DA.

During their presentation at a farm in Sto. Tomas, NTA Administrator Edgardo D. Zaragoza showed how tobacco dust can address the degradation of fishponds due to highly toxic chemicals.

Zaragiza also presented a duly tested, standardized, pure tobacco dust formulation, called Tobacco Dust Plus, which he said is intended as molluscicide to control snails and other predators in fishponds.

At the same time, he presented how tobacco dust can serve as a fertilizer to promote the growth of “lablab” (a natural fish food), and as soil conditioner.

This is intended to replace the long-banned, highly toxic,cyanide-based, inorganic chemicals being used in the preparation orsterilization of fishponds before the stocking of fingerlings, Zaragoza said.

“Tobacco dust is organic, readily degradable, and environment-friendly. The absence of pesticide residues contributes to the marketability and exportability of local fish and ensures consumer safety, aside from being free from chemical residues,” he added.

MANILA, Philippines - Tobacco is not only a major ingredient in the manufacture of cigarettes, but also could be used for sustainable aquaculture that could increase farmers’ and fisherfolks’ income.

This was demonstrated by the National Tobacco Administration (NTA), in collaboration with other government agencies, during the launch of sustainable aquaculture practices using tobacco dust in La Union province last Jan. 13, 2012.

NTA administrator Edgardo D. Zaragoza led a “show and tell” activity at a demonstration farm in the municipality of Sto. Tomas, La Union, on how tobacco dust could address the degradation of fishponds due to the use of highly toxic chemicals.

Tobacco Dust Plus, the NTA chief said, is a duly tested, standardized, pure tobacco dust formulation intended as molluscicide to control snails and other predators in fishponds.

At the same time, tobacco dust can serve as a fertilizer to promote the growth of lablab (a natural fish food), and as soil conditioner.

Tobacco dust would replace the long-banned, highly toxic, cyanide-based, inorganic chemicals used in the preparation or sterilization of fishponds before the stocking of fingerlings, Zaragoza said.
