BAGUIO City -- Sacred Heart of Jesus Montessori outlasted International School for Better Beginnings, 89-85, and St. John Institute defeated St. Clare, 83-71, Tuesday to share the lead with a perfect 3-0 cards in the 2012 Samahang Basketbol ng Pilipinas National under-16 at the Eastern College Incorporated gym.

The Cagayan de Oro-based Sacred Heart worked extra hard unlike the Bacolod-based St. John,which dominated the match to remain the only unbeaten squads in the 12-teams inaugural edition of the under-16 league grassroots program under the aegis of SBP aims to discover young potential talents.

University of Visayas demolished Holy Child School, 81-68, at ECI gym and St. Bridget College shamed host University of Baguio, 75-60, at the UB gym.

La Union College of Nursing and Arts handed Albay-based team St. Agnes Academy its third successive defeat, 115-57, becoming the first team to hit the century mark and St. Louis completed a humiliation of the Bicolanos by clobbering Naga-based Universidad de Sta Isabel, 52-40.

The win pushed UV and LUCNAS, the La union-based squad, at 2-1 records, ahead of ISBB and Holy Child at 1-2 cards in the tournament supported by MVP Sports Foundation, Energen Nutritious Milk and Cereal Drink, Philex Mining, Summit Natural Water, and Molten.

The La Union Medical Center is the first provincial hospital that was transformed into non-stock, nonprofit local government owned and controlled hospital that is located in Azareno, Agoo, La Union for which it was awarded the “Galing Pook Awardees for Excellence and Innovation”. It has a bed capacity of 100 and has 15 departments. Among the multi-specialty clinics of the medical center included Adult Cardiology, Nephrology, Pediatric, General Surgery, Endoscopy, Ophthalmology, Orthopedic, Urology, Radiology, Diabetology, ENT and OB-Gyne. Accredited as Level III after the undergoing organizational corporate human resource restructuring for efficiency, the hospital radically improved its services by increasing the number of its healthcare workers from 138 employees to 278 employees including 57 doctors and medical experts.

The La Union Medical Center is one hospital in the Philippines that won the media frenzy for its successful management strategy towards economic stability to become an enterprise model in 2002 in the medical industry. One of the most innovative key program strategies employed by the hospital to attain economic sustainability the private-public mix model in which LUMC entered into a “Joint-Venture Agreement” with a private business entity to outsource and obtain critical hospital equipment such MRI and hemodialysis equipment to serve the needs of its patients. Under this agreement, the private partners cover rental, electricity, and salary expense of staff for which said company is entitled 15 percent of the hospital’s gross revenue. The income is then placed in a Trust Fund which is used to finance or subsidize poor patients.

LUMC is also one of the hospitals that adopted a progressive system of hospital charges. Fees charged to patients or the cost of services is based on the patient’s income or financial capacity to pay. Indigent patients who cannot pay in cash are allowed to pay in kind instead.

The main highway of La Union (the same one that bridges San Fernando and San Juan), is lined with shacks and little eateries boasting of their own lechon manok concoction. But a place you should try is Robia & Arby’s Lechon & Canteen.

If you’re looking for lip-smacking goodness, this is the lechon manok and liempo place for you. The chicken is flavorful enough on its own or with their gravy or sarsa (sauce). Their technique in cooking is to have the chicken turn over the grill at a consistent but fast pace. One can get dizzy from just watching the chicken twirl and get more golden by the minute.

Their liempo is truly the sinful kind as it is wrapped in layers and layers of fat. (Hey, it’s assumed you’d want to surf it off in the morning anyway. :P ) Both are best eaten with rice in between gulps of the complementary soup broth.

Arby & Robia’s can be located along the National Highway, across a BPI branch and the Pepsi plant (the one with giant “cans”). If you are coming from San Fernando to San Juan, it will be on your right.

The Monetary Board placed the Rural Bank of Luna (La Union), Inc. under receivership of the Philippine Deposit Insurance Corporation (PDIC) by virtue of MB Resolution No. 85 dated January 20, 2012. As Receiver, PDIC took over the bank on January 20, 2012.

RB Luna is a three-unit bank with Head Office is located in Alcala, Luna, La Union. Its two branches are in Bacnotan and San Juan, La Union. According to the latest available General Information Sheet filed by RB Luna with the Securities and Exchange Commission, the bank is majority owned by David Bolong, Estela Valmoja, Vicente Mills, Michael Bolong and Teresita Bolong. Its President and Chairman of the Board is Estela Valmoja.

Latest available records show that as of September 30, 2011, the Bank had 9,292 accounts with total deposit liabilities of P310.96 million.

Mahihirapang aging university ang Saint Louis College. Requirement na ngayon para sa college ay kailangan lahat ay may Doctorate Degree. Napakaswerte ng mga naging university bago ang new CHED Regulation na ito, to think mas may-K pa sana ang Saint Louis College as compared sa ibang existing universities

Speaking before the officials of the DPWH-Regional Office 1, Singson said “Let us enforce good governance by implementing the right project, with the right cost, right quality, at the right time and by the right people.”

According to DPWH1 Public Relations Officer II Esperanza C. Tinaza, one of the primary agenda discussed during the Secretary’s visit was the importance of a drainage system in all national roads particularly the flooded areas.

:) I and my colleagues went to high schools in Santol, Balaoan and Bacnotan that day. Impressed kami sa developments sa Balaoan, maayos siya at malinis :cheers:. I also love the view of the farmland and the mountains. Ang ganda rin ng mga kalsada

Napansin ko sa website ng SFC kapag may bagyo ay may update agad, pero yung mga press releases ng activities, programs ng city government ay parang every 6 months, and minor updates kada 2 months. Sana ay weekly ang update rito hindi monthly. Ganoon din sana sa Facebook page nila

ngee ganun? katakot naman. anyway for security reasons narin siguro.
Sa san fernando naman may mga ilang barangay rin ang nagpapatupad ng curfew sa mga minors

Regarding s DPWH na program nila na clearing of traffic signs etc., naipapatupad na sa Luna-Bangar. May Ped Xing pang signs lol. Bago na yung traffic signs ulit. Sayang hindi ko lang nakuhanan ng pics. At sa Balaoan, newly paved ulit, parang every year ata ng papalitada. :cheers:

MANILA, Philippines -- A textile gallery, which will showcase various Philippine fabrics woven mostly by indigenous weavers, is set to open at the National Museum next month.

Senator Loren Legarda, who chairs the Senate Committee on Cultural Communities, is spearheading the creation of the new gallery.

"The textile gallery that we are setting up in the National Museum is part of our initiative to celebrate the richness and distinctiveness of our indigenous textiles, to encourage Filipinos to patronize its use, and to strengthen the tropical fabrics industry, which is attuned to our advocacy of promoting sustainable development and preserving our nation's rich heritage," Legarda said in a statement released on Thursday.

The gallery will primarily showcase fabrics such as the Tinguian cloth from Northern Luzon, Ifugao cloth from Mountain Province, Bilaan textile from Southern Mindanao, Mandaya textile from Davao Oriental, Bagobo textile from Davao del Sur, and the Banton Burial Cloth from Romblon, to name a few; and weaving looms from Vigan, La Union, and Mountain Province, among many others.

The Baby Lancers needed the help of the quotient system to secure the top ranking in the semifinals today.

UV lost to St. John’s Institute in overtime early in the week, 91-99, but SJI lost to La Union College of Nursing and Arts and Sciences, 78-84, yesterday at the Cordillera Career Development College in Benguet.

Napansin ko sa website ng SFC kapag may bagyo ay may update agad, pero yung mga press releases ng activities, programs ng city government ay parang every 6 months, and minor updates kada 2 months. Sana ay weekly ang update rito hindi monthly. Ganoon din sana sa Facebook page nila

1st question:
Of course concrete road is more expensive. The curing time of standard concrete is 30 calendar days.

2nd question:
Divide P 1-billion by 100,000 sq.mts. equals P 10,000/sq.mt. Since we have established a standard estimate per sq.mt., the P 10,000/sq.mt. estimate is standard. If two levels naman, 1st level is 50,000 sq.mts. and 2nd level is also 50,000 sq.mts. The One-level mall and the Two-level mall, both of them have the same design parameters with regards to materials. But the Two-level mall needs heavier foundation but the roofing is lesser (say only 50,000 sq.mts. of roofing works), while a One-level mall needs lighter foundation but the roofing covers more (say 100,000 sq.mts. of roofing works).

MANILA, Philippines — Goat meat can help rural folk raise their meager income.

Dr. Nicomedes Eleazar, director of the Bureau of Agricultural Research (BAR), said goat meat, or chevon, is becoming more popular as an exotic dish.

Rural farmers can cash in on that popularity by turning to goat raising, Eleazar said.

Goat meat, he said, is actually preferred by the discriminating market since it is leaner and profuse with zinc, which keeps the body warm in the uplands.

Goat importation rose about five times, from 155 heads in 2001 to 1,330 heads in 2005. Imports come from the US, Australia, and New Zealand.

After Phase 1 of Rural Enterprise Development (RED) program in La Union and Pangasinan that BAR funded, goat inventory increased by 65.9 percent.

In the goat-raising communities in La Union, the 205 goats in Puho rose to 305 in Pugo while in Tubao, the original herd of 193 goats grew to 319. In Bauang town, the herd expanded from 83 to 109.

for now ay under construction na ang footbridge sa Lorma and may go signal narin ang another footbridge project sa SLC area. Good steps ito to minimize traffic jam sa city kapag peak hours (7-8:30am, 11:30-1pm, 4-6pm)

CAGAYAN DE ORO CITY, Philippines – The first LBC Ronda Pilipinas unwraps here today with 96 top riders, who survived a series of grueling eliminations, battling it out for a record total purse of P7 million in the biggest, richest cycling race since the Marlboro Tour in the 90s.

The field, featuring the young and veteran campaigners and current stars, begins its chase for fame and fortune in an out-and-back route in this city known as a gateway to Northern Mindanao and ends in the Big City after 12 stages spread over 20 days featuring 10 stops in key cities of the country’s three major islands.

Fernando Araneta, president of the sponsoring LBC Express, Inc., the country’s leading courier firm, said the event Replica Watches, the biggest since the 1998 Marlboro Tour, will be a test of endurance, skills and heart in various road and weather conditions on a route spanning 1,650 kms.

SAN FERNANDO CITY, La Union, Jan. 30 (PIA) – Undersecretary for Peace and Order Rico Puno of the Department of Interior and Local Government said on Friday that the Philippine National Police has adopted a new fund distribution scheme where only 15 percent goes to national headquarters and the 85 percent goes to field operating units to ensure an efficient and responsive service to the people.

He also cited the zero backlog program launched last year which demonstrated the PNP’s seriousness in implementing disciplinary measures, including the PNP Integrated Transformation Program-Performance Government System.

Puno also cited the 39 percent positive approval ratings of the office of the chief PNP in 2011. He was very optimistic that the rating would be sustained if not surpassed given the present leadership this year.

He said that the police integrated patrol system has helped bring down crime rate in Region 1 wehre index and non-index crimes have decreased and crime solution efficiency has improved.

In 2011, total crimes against persons went down by 30.4 percent and total crimes against person dropped by 17.8 percent compared with that of 2010.

SAN FERNANDO CITY, La Union, Jan. 30 (PIA) -– A total of P470,000 was awarded recently to 55 recipients of the Self-Employment Assistance-Kaunlaran Capital Assistance in Santol town to build the capacities of poor households in starting small enterprise in order to become economically active and self-sufficient.

The capital assistance is from the poverty-reduction convergence strategy of the Department of Social Welfare and Development (DSWD). It is for the development and sustainability of the micro enterprise, according to DSWD Management Division chief Benjamin Baldo.

Poor families were given a capital to start up small-scale business or micro enterprise such as soft broom making; root-crop buy and sell; and “sari-sari” stores, as part of government’s continued effort to mitigate poverty.
Before the awarding, the beneficiaries had undergone orientation on SEA-K and assessment profiling process in terms of readiness to avail the program.
The field office also conducted environmental scanning and social preparation to identified priority beneficiaries with feasible business proposals.

may proposal yung isang kilala ko na architect, fountain sa may plaza rin, sa area ng christmas tree(during Xmas) or plant tree (during fiesta). Fountain sa taas ng bundok (made of stones, rocks) ng mga halaman na may waterfalls rin, basta yung parang sa Grotto sa malapit sa Bauang Church ang design.

Proposal palang iyon, hindi pa naifoforward iyon sa city government. Maganda sanang atraksyon sa plaza iyon

SAN FERNANDO CITY, La Union, Jan. 31 (PIA) -- The Department of Social Welfare and Development (DSWD-R1) will celebrate its 61st anniversary slated on February 2 and 3 this year at the Civic Center in Agoo, La Union with the theme “DSWD @61: Tuloy-tuloy sa Kaunlaran."

According to DSWD-R1 Information Officer Iryn de los Reyes, they will showcase the success stories of various beneficiaries of the Pantawid Pamilyang Pilipino Program in Region 1 as one of the highlights of the event.

Other than that, DSWD-1 will exhibit the products of Self Employment Assistance Kaunlaran (SEA-K) beneficiaries of La Union, Ilocos Sur and Pangasinan in cooperation with accredited Non Government Organization here.

CAMP FLORENDO, La Union, Philippines — A total of 919 police officers assigned in the Ilocos Region were given promotions, Chief Superintendent Franklin J.B. Bucayu announced Tuesday.

The Regional Director (RD) said he administered the mass oath-taking of the newly promoted police officers at the grandstand of the Police Regional Office 1 (PRO1) Headquarters in San Fernando City, La Union.

Those promoted were composed of 77 Police Commissioned Officers (PCOs) and 842 Police Non-Commissioned Officers (PNCOs) assigned in different police units and offices in Region 1, said Bucayu.

It is my distinct honor and privilege to be invited to this August Body and present to our constituents our achievements during the past year. Today, indeed, is another one-year-chapter of our administration which reminds us that we are half-way of the term our electorate has entrusted us.

Have we made a dent in our governance? Have we delivered appropriate service to our people and gave full customer satisfaction? How did we fair in our duties and responsibilities? Can we really be proud enough to claim that Bauangenians today are better off than 365 days ago? Are we realizing a better, kinder, safer, progressive, and good-governing local government unit? Have we really moved forward as we always say, “Sulong Bauang”, our battle cry!

The resolute and collaborative Sanggunian Bayan Members, headed by its competent and dedicated Presiding Officer, the Honorable Vice-Mayor Angelo Aquino, have shown their unstinted and dynamic support to all our programs, projects and development agenda. Likewise, the inexorable devotion to public service by our department heads and employees, the relentless support of all our 39 punong barangay and other barangay officials, our unshakable nexus with the education sector, various non-government organizations, peoples’ organizations and the religious sector have made possible our evident gains and remarkable achievements.

No doubt we have made a great difference for Bauang and its populace! Allow me, therefore, to present what we have accomplished for the year 2011.

In the field of health and sanitation, the municipality has earned a niche as a national model. Aside from being the Regional Champion for Best Practices in Barangay Sanitation, which was vested by Barangay Parian Oeste, we now hold the singular distinction of the first and only Community-Based Decentralized Wastewater Treatment Facility in the whole Philippines; and this is located at Barangay Central West. We also hold the sole distinction of being the only local government unit in Ilocos Region to have installed a decentralized wastewater treatment facility in both the public market and slaughterhouse and the promotion of the use of eco-san toilets. I am proud to state categorically that we have become the sanitation champion in this part of the world, espousing the protection of clean and safe water resources not only for our present constituents but for the next generations. Consequently, our municipality has become the venue for Lakbay-Aral by other local government units in and outside of the province.

We have been continuing our GABAY, our flagship outreach program, with a total of 2,925 medical and dental patients in nine (9) barangays. Our rural health unit was able to provide medical consultation to at least 8,921 patients and dental services to 2,702 patients. On top of these, other programs like family planning, maternal and child health care, TB DOTS, Mobile Blood Donation, Environmental Sanitation, Control of Acute Respiratory Infection, to name some, were implemented. The municipality also participated in the World Aids Day Celebration, Aids Candlelight Celebration, Red Orchid Anti-Smoking & Healthy Lifestyle Campaign, and the Philippine Red Cross Fun Run.

Since its creation last year, the Bauang Blood Council was able to conduct five blood donation events with a total of 261 blood bags collected in coordination with the ITRMC and the Philippine Red Cross. We have improved and operated the Dona Corazon Campos-Ortega Maternity Lying-in and Geriatrics Center with 151 maternal child births since it opened six months ago, July of last year.

In the field of environment enhancement and protection, we have been exerting great efforts in upgrading our solid waste management program. The municipality procured a bio-digester, shredder, and other essential equipments and tools to reduce waste ending up in our controlled dumpsite. We are one of the few municipalities in the country which implemented an ordinance regulating the use of plastic as secondary packaging at the public market and in other establishments which effectively reduced waste by at least 40%. We employed Eco-Police to ensure its compliance including the strict implementation of the anti-littering and anti-smoking ordinances. Also, we have provided 4400 mahogany seedlings to upland communities to develop mini-forests and another 7000 seedlings for planting in our watershed areas. With regards to coastal management, we were able to procure a speedboat and established Bay-Watch with radio communication.

To ensure the practice of good governance and citizens’ participation, we issued several executives orders creating councils or committees to address various concerns and issues. Aside from giving significant voice of the various stakeholders, these effectively tackled a multitude of sectoral policies and objectives that are closest to the aspirations of our constituents. These were the blood council, senior citizens council, children’s protection, zoning board, investment promotions, business council and poverty alleviation.

The farmers and fisher folks have been our priorities in our development efforts. We continue to strengthen our resolve to increase our rural productivity to ensure food security and contribute in domestic growth and hasten better livelihood and increased income for our rural and fishery sectors. We have continued in our efforts to modernize agriculture by providing support services in the form of financial assistance to organize farmers’ associations, improving their high value commercial crops, providing hybrid & inbred seeds at subsidized costs, swine-goat-bull dispersal projects, fish culture, and on-line municipal fisherfolk registration for the fishery sector.

For all the development efforts in the agriculture sector, I would like to congratulate and commend our agriculture office for the various provincial level awards received in the past year. These are: (1) First Place OTOP 2011; (2) Best LGU OTOP Implementer; (3) Best OTOP Food Category 2011 and (4) Gawad Saka La Union Outstanding Achievers as the Most Outstanding Municipal Agriculturist 2011.

In the field of tourism and information, the Bauang Tourism Council, which is now private sector-led, proved to be an effective mechanism in tourism development and promotion. We have incorporated our very own Tourism Sectoral Plan in the Province’s Tourism Master Plan. I am happy to inform you that, so far, we are the only local government unit in the province to have a local tourism council and it has been effectively functioning.

We were able to pursue successful tourism oriented projects such as the Oktoberfest, Panagkakarar-rua Festival, Baggak Summer Festival, Stations of the Cross Fluvial Parade, Christmas Nativity, and participation in the province’s anniversary celebration. All these activities have been successfully communicated not only to our residents but to all Bauangenians abroad globally through the successful development and launch of our official website, www.bauangtgis.gov.ph, where we regularly upload news, events, advertisements, messages, weather bulletins, programs & projects, and such other important information that we want to convey to our clientele and the public. Through our website, we have effectively placed Bauang conspicuously in the world map on a 24/7 basis, connecting directly to the hearts and minds of Bauangenians wherever they are at real-time.

In the field of engineering and infrastructure, we have implemented various infrastructure projects funded under R.A. 7171 and R.A. 8240 consisting of our own municipal share and more significantly from Congressman Eufranio Eriguel. Through these funds, we allocated and implemented infrastructure projects and programs in all the 39 barangays which consisted of farm-to-market roads, flood control structures, slope protection, spur dikes, school buildings & classrooms, solar driers and tobacco monitoring centers. Furthermore, we were able to construct high impact projects such as waste-water treatment facilities for both our public market and slaughterhouse; and to improve our auditorium and plaza which provides a safe children’s playground and senior citizens’ promenade; and converted the old session hall into a bigger Farmers’ Hall that provides a very convenient facility for diverse events, forums, meetings, and occasions.

In the financial side, we have increased revenue through a more systematic collection of taxes, regular inspection of commercial establishments, stalls and other enterprises. Based on the Report on Revenues & Receipts for the year 2011, we were able to realize a total collection of P61,650,400.04 which is an increase of 30.47% over year 2010 collection of only P47,251,496.59. We have continued with our one-stop-shop for the business permits and license system.

For our concerted efforts to make our community one of the safest municipalities in the country, the Bauang PNP Station garnered several national level awards under the leadership of PCI Artemio Infante. These are: Best Supporting Local Government Unit 2011, Best Municipal Police Station 2011, Best Police Community Relations, and for our Chief of Police, being the Best Junior Police Commissioned Officer during the 2nd National LEAD PNP Award 2011.

In cooperation with Guardian Angels International, we have been providing trainings to barangay tanods for anti-illegal drugs and anti-criminality campaigns, and disaster risk reduction management. To heighten our peace and order campaign, we have installed CCTV cameras in strategic locations in our municipal buildings and at the public market to monitor any possible untoward incidents.

In the social welfare sector, we provided free PhilHealth insurance to 6,007 indigents. And in line with PNOY’s 4Ps poverty alleviation program, we implemented the cash-for-work and pantawid pasada programs to at least 1,442 beneficiaries. In addition to these, we also provided child, youth & women welfare services, enhancement services for the elderly and persons with disabilities.

Right now, we are already in the heat of preparing for our Balik-Bauang Global Reunion/Baggak Summer Festival and the crafting the municipality’s tourism code. The tourism council and lately the Bauang Business Council are taking a bullish step to enhance entrepreneurial activities to boost our local economy and be able to provide more jobs and livelihood for our residents.

I, therefore, once again seek the full support of our Sangguniang Bayan to fast-track the passage of our tourism code, to upgrade our land use plan, and revise our investment incentives code. We will vigorously pursue business promotions especially in the sub-Central Business District from barangay Quinavite to the north as far as Pagdalagan to attract more investors.

We shall revisit our Citizens Charter to improve quality performance in every office and most importantly, to be able empower our citizenry through information and education. Certainly, there should be no room for failures, customer complaints and negative attitudes and norms in all the municipal workplace.

We must continue to increase agricultural productivity so we could contribute to the national domestic growth. We will continue to provide more assistance to the agriculture and fishery sector through innovative technology, enhance food production and other support services.

We shall pursue quality and affordable education for all by constructing additional school buildings and classrooms, provide scholarship programs, and initiate more and better Alternative Learning System.

Our strategic directions shall focus on poverty-alleviation, providing more infrastructure support by upgrading barangay roads and expanding water & electricity coverage, improving local government economic enterprises, improve solid waste management, protection & preservation of coastal and forestry resources, identification and providing site for housing and relocation, prioritizing empowerment programs for the vulnerable & marginalized groups, improving revenue-generation and fund-sourcing, and more importantly, develop and enhance good governance through institutional development, improved municipal operation and sound utilization of resources.

In closing, allow me to quote the creator and inventor of modern management, Peter Drucker, and I quote, “The best way to predict the future is to create it.” Yes, ladies and gentlemen, Drucker, the greatest management philosopher of the last century had stated precisely that we create our own future; we make our own destiny; and together we do it now! We are the Bauangenians who will create a prosperous, peaceful and beautiful Bauang!

In the field of health and sanitation, the municipality has earned a niche as a national model. Aside from being the Regional Champion for Best Practices in Barangay Sanitation, which was vested by Barangay Parian Oeste, we now hold the singular distinction of the first and only Community-Based Decentralized Wastewater Treatment Facility in the whole Philippines; and this is located at Barangay Central West. We also hold the sole distinction of being the only local government unit in Ilocos Region to have installed a decentralized wastewater treatment facility in both the public market and slaughterhouse and the promotion of the use of eco-san toilets. I am proud to state categorically that we have become the sanitation champion in this part of the world, espousing the protection of clean and safe water resources not only for our present constituents but for the next generations. Consequently, our municipality has become the venue for Lakbay-Aral by other local government units in and outside of the province.


In the field of environment enhancement and protection, we have been exerting great efforts in upgrading our solid waste management program. The municipality procured a bio-digester, shredder, and other essential equipments and tools to reduce waste ending up in our controlled dumpsite. We are one of the few municipalities in the country which implemented an ordinance regulating the use of plastic as secondary packaging at the public market and in other establishments which effectively reduced waste by at least 40%. We have been continuing our GABAY, our flagship outreach program, with a total of 2,925 medical and dental patients in nine (9) barangays. Our rural health unit was able to provide medical consultation to at least 8,921 patients and dental services to 2,702 patients. On top of these, other programs like family planning, maternal and child health care, TB DOTS, Mobile Blood Donation, Environmental Sanitation, Control of Acute Respiratory Infection, to name some, were implemented. The municipality also participated in the World Aids Day Celebration, Aids Candlelight Celebration, Red Orchid Anti-Smoking & Healthy Lifestyle Campaign, and the Philippine Red Cross Fun Run.

Since its creation last year, the Bauang Blood Council was able to conduct five blood donation events with a total of 261 blood bags collected in coordination with the ITRMC and the Philippine Red Cross. We have improved and operated the [B]Dona Corazon Campos-Ortega Maternity Lying-in and Geriatrics Center with 151 maternal child births since it opened six months ago, July of last year.

Towards a healthy Bauang!

May ipinapatayo narin na Blood Center sa San Fernando, funded by the provincial government. Sana ay magkahospital narin ang Bauang para mas marami pang maserbisyuhan nito na mga tao.

HISTORY OF BAUANG

Bauang was established as a settlement in 1590 with fray Agustin Mino as its first minister. It was officially recognized as a town in 1765 as part of the province of Pangasinan with Don Francisco delos Reyes as its first gobernadorcillo. When La Union was created in 1850, Bauang was one of the twelve towns that formed the province.

There are three versions on how this settlement was named. First, the name came from the word “baoang” (garlic) which also grew plentifully in the area. Subsequently, the Spanish colonizers changed the letter “o” to “u” thus its present name BAUANG. The third version came from the word “buang” which means “river split into two” before flowing into the sea. As it is, the Bauang River is split into two by a delta.

Like other towns in the province, Bauang also had its share in the devastating invasions of Moro pirates (“tirong” in the local dialect). In the stillness of the night, the Moro pirates would swoop upon the town without any warning, killing people and kidnapping women and children only to be sold into slavery. They stole cattle looted the town and broke into the church and robbed it of its silver and gold.

These invasions gave rise to the construction of watchtowers, locally known as baluarte, by the Gobernadorcillo Don Juan Mallare along the coast and at the mouth of the Bauang River. These watchtowers served as a fortress against the invading pirates. It was also utilized as a refuge for the inhabitants who had no time to flee to the hills whenever the pirates were sighted. However, nothing now remains of the watchtower except the traces of its foundation.

Daring exploits of the people’s forefathers, their heroism, dedication, love and commitment to the ideals of freedom in the 1900s were handed down from generation to generation. During the later part of 1890, Bauang residents succeeded in wrestling the town from the tyrannical administration of the Spaniards after fierce and bloody encounters between the “cazadores” (Spanish soldiers) and the “revolucionarios” (Filipinos). The revolucionarios were led separately by Remigio Patacsil and Mauro Ortiz.

In 1913, some barrios of Bauang were assigned to San Fernando, namely: Pagudpud, Pagdalagan, Sevilla, Bungro, Tanquigan and Sibuan-Otong.

During the Japanese occupation, many unknown and unsung sons of Baunag fought gallantly and spilled their precious blood on the beaches of the town, in Lingayen Gulf, Bataan and Corregidor in defense of freedom. Majority of the youth joined the underground movement. They enlisted in the various regiments of the United States Armed Forces in the Philippines, Northern Luzon (USAFIP-NL) without any promise of reward or remuneration. Among the many who were executed by the Japanese were Manuel Arguilla, a poet and journalist and Major Alberto O. Fenit of the United State Armed Forces in the Far East (USAFFE). They met their death at the dungeons of Fort Santiago.

The martyrdom and patriotism of Mayor Ambrosio Rimando, elected mayor of Bauang before the outbreak of the war, could be told and retold. He chose not to reveal the whereabouts of his townspeople who were executed in his presence before he himself was beheaded.

Many continued the fight with gallantry and valor in the mountains, Bessang Pass and other battlefields until the country was liberated from the Japanese oppressors. Today, there stands at the town plaza a monument dedicated in honor of the fighting soldiers.

In the early 70’s Bauang earned the appellation as the Beach Capital of the Philippines because of the calm waters, fine sand and languidly swaying coconut trees along the shorelines of Baccuit Sur to Pagdalagan Sur. A newly discovered Research Reef is a favorite dive spot among local and foreign scuba divers.

Bauang also host the South China Sea Regatta, in every other year race participated by the Royal Hongkong Yacht Club.

Bauang is also famous for its delicious grapes and guapples grown in barangays Payocpoc, Santiago, Bagbag and Urayong. The grapes industry is an additional income for farmers among the residents in these barangays until imported varieties came in.

About sa footbridge project, lalagyan talaga ng footbridges sa SLC, Lorma and DMMMSU. Approved na for construction ang mga ito. Nauna lang ang Lorma dahil medyo "nagtipid" ang gobyerno. Kaunti lang ang masasagasaang establishments sa labas ng Lorma dahil puros mga stores at kainderia lang naman ang mga maapektuhan. Sa DMMMSU area kasi ay commercial establishments doon at sa SLC area naman ay hindi pwedeng masagasaan ng naturang project ang CICOSAT Hospital

SAN FERNANDO CITY, La Union, Feb. 1 (PIA) -- Four highland barangays from the municipality of Sudipen, this province has benefited from this year’s first round of the “Operation Rang-ay iti Barangay” (ORB)-the free medical-dental and supplementary feeding program rendered by the Provincial Government of La Union in partnership with the different line-agencies.



Barangays San Francisco Sur, as the host barangay; San Francisco Norte; San Jose; and Bigbiga were rendered with free medical and dental consultations, tooth extraction, medicines from the doctors, nurses and volunteers from the Provincial Health Office, Philippine Red Cross – La Union Chapter, Ilocos Training Regional Medical Center, Department of Education, Naval Forces Northern Luzon, Air Force, Philippine National Police and other line-agencies. Recipients also received free medicines.



Lawyers from the Public Attorneys Office also provided free-legal counselling. Overseas Workers Welfare Administration, Home Development Mutual Fund, Philippine Health Insurance, Social Security System, Department of Trade and Industry, Department of the Interior and Local Government, Department of Labor and Employment, Technical Educational Skills and Development Authority, Department of Environment and Natural Resources, and the Philippine Information Agency representatives shared information regarding their agency thrusts, membership, benefits, employment, scholarships, land management and titling and many more.

Christian devotees from the neighboring towns and provinces of Luna, La Union flock to Our Lady of Namacpacan hoping to experience a miracle like some of the townspeople here.


One of them is Rosa Roldan who was born lame. She claimed that Our Lady came to her home and made her walk. She was then 13 years old.


Also, according to stories among townfolks, a group of indigenous people came down from the highlands in response to a request from a beautiful “Seniora” who appeared to them to go to Luna. She asked them to be baptized and to kiss the sacred image of Our Lady.


In the year 1950, the townspeople were surprised by the radiance of a light emanating from the statue of Our Lady, filling the whole church with its brilliance.


Since then the devotion to Our Lady grew such that it was not uncommon to see the town plaza full of wooden ‘carousa’ or float every 24th day of November--the feast day, which marks the arrival of Our Lady in the town. She was canonized by Pope John XXIII’s in November 24, 1959.


The statue of Blessed Virgin Mary, Our Lady of Namacpacan is situated at the Northern portion side of the Church so that devotees may easily view it upon entering the church, Rev. Father Manuel Rahil of Our Lady of Namacpacan Church said.

Sa ngayon ay may ipinapatayong footbridge sa harapan ng isang school. Mabuti rin iyon para maging tuloy tuloy ang daloy ng trapiko sa area na ito.

Sa ngayon ay ipinagbabawal ang tricycle sa quezon ave section magmula sa Plaza Hotel hanggang sa Greenwich-Jollibee area. Hindi rin pinapayagang magload at unload ang mga jeep sa harapan ng city hall. Iyon lang sa ngayon ang aksyon ng gobyerno sa lumalalang trapiko rito

LAST SATURDAY, January 28, 2012, HOLCIM, Hotels and Restaurant Association of Baguio (HRAB), the University of Cordilleras, in partnership with the Liga ng mga Barangay Baguio, held the Environmental Forum for barangays within the City of Baguio. The first set of barangays invited were Burnham-Legarda, Kabayanihan, City Camp Central, Rizal Monument, Upper Magsaysay, T. Alonzo, Harrison, Salud Mitra, ABCR and Session Road, along with representatives from Springhills Elementary School. Loakan-Apugan barangay was also represented as the said barangay shall be the model barangay for the project to be undertaken. Barangay officials of Lingsat, La Union served as resource persons as they presented the waste management procedures being undertaken in their barangay.

The environmental forum was held to present important measures which are being undertaken by HOLCIM and Barangay Lingsat, that could somehow be adopted by the barangays of the city. It was also intended to be an avenue for interaction among the participating Baguio based barangays, to enable them to converge and come up with unified or coordinated efforts so that together, they may come up with solutions pertaining to the garbage problem of the city.

Nabitin ako sa SOCA. Wala man lng plans na nabanggit para masolusyonan ang mga problema ng SFC such as traffic jams,flood,etc

disappointed din ako sa SOCA. parang parehas lang last year kumita lang sa net income. dapat improve into world class standard ang city plaza, city sidewalks, street lights, traffic control system (sina ping at pong pa rin ang nandyan), street storm drain system, common puv terminal etc. still hoping the city can deliver these improvements inspite of tight budget. :ohno:

The whole of San Fernando na sana must be globally competitive, hindi lang sa Poro Point ang may development. Example nito ay malagyan ng bagong streetlights ang highway at ibang main roads sa city kagaya sa Agoo ngayon, mapalawak ang kalsada, bigger drainage, ala-MMDA na Traffic Management Body, Zoning (I am disappointed sa ginagawang mga development ngayon sa may CSI-Biday area, kung saan saan nalang nagpapatayo ng mga establishments/residential buildings ang mga tao, wala man lang zoning), waste water treatment facility, etc.

Masyadong nabibigyang atention ang mga environment programs while itong mga iba pang problemang nabanggit ay di gaanong nabibigyang pansin

2 na ang ISO-certifications nila,(isearch ko muna yung 2 na iyon).

Ang plus points naman sa San Fernando ay 'under one roof' nlng ang mga transactions sa city hall.halimbawa,maglalakad ka ng business permit,or kukuha ng birth certificate,sedula,brgy clearance etc ay mabilis na nailalakad iyon. Nagtayo nrin cla ng records archive area para secured ang lahat ng mga dokumento.

SAN FERNANDO CITY, La Union, Feb. 3 (PIA) -- The Department of Science and Technology 1 (DOST-R1) thru the Science Education Institute recently announced that it is now accepting application for graduate scholarship, thru the Accelerated Science and Technology Human Resource Development Program (ASTHRD) for Master’s and Doctorate degrees.

According to Rachelle Jose, DOST 1 Project Assistant III, application form and other required documents may be submitted personally or mailed to DOST 1 on or before April 16 this year.

The scholarship aims to help improve the country’s global competitiveness and capability to innovative through Science and Technology (S&T) and to accelerate the production of high level human resources needed for research and development in S&T.

DOST-1 will prioritize students in Region 1 for the following studies: Agriculture; Forestry and Natural Resources; Fisheries and Marine Sciences; Biological Sciences; Information and Communication Technology; Biotechnology; Materials Science and Nanotechnology; Chemical Sciences; Pure and Applied Mathematics; Earth, Atmospheric and Space Sciences; Health and Pharmaceutical Sciences; Environmental Sciences; and Pure and Applied Physics.

SAN FERNANDO CITY, La Union, Feb. 3 (PIA) -- The Department of Public Works and Highways (DPWH) Region I joined the motorcade around the main thoroughfares here in support of the National Bible Week celebrations held on the last week of January. The theme was “May They Be One; Pagpapahayag ng Salita ng Diyos Tungo sa Pagbabago, (Proclaiming God’s Word Towards National Transformation).”

According to Regional Director Veniedo O. Reyes, the theme coincides with the administration’s objective to end corruption in the government and encourage moral development for the people.

“Let us always be reminded that, 'Man does not live on bread alone, but on every word that comes from God,’” he said.

DPWH Secretary Rogelio L. Singson’s directive to “implement the right project, cost, and quality by the right people at the right time” to prevent corruption is being pushed in the regional office, according to Esperanza C. Tinaza, DPWH-1 public relations officer.

A senior lawmaker is set to file a measure seeking the establishment of a "Climate Change Fund" to help alleviate the devastating and painful effects on countless victims of natural calamities in the country.

"I am filing a bill for a Climate Change Fund," La Union Rep. Victor Ortega, Chairman of the Committee on Inter-Parliamentary Relations and Diplomacy, told the 20th Annual Meeting of the Asia Pacific Parliamentary Forum (APPF) held in Tokyo, Japan from January 8-12, 2012.

Ortega said a portion of the proposed fund would come from annual vehicle registration fees. "Cars generate greenhouse gas that contributes to global warming. This fund can help in the rehabilitation of the stricken areas," Ortega said.

Ortega said the Philippines has been identified as the "third most disaster prone" country in the world behind India and China.

ISO certification ONLY focuses on the effectiveness of a quality management system in meeting customer requirements based from criteria set upon through world standards of Integrated Management System, NOT related to improvement of drainage system, water treatment system and other infrastructure projects.
