CAMP John Hay Development Corp. (CJHDevco) on Monday won a favorable ruling from the Regional Trial Court (RTC) in Baguio City which granted an indefinite extension of the temporary restraining order (TRO) against the Bases Conversion and Development Authority (BCDA) from any takeover of Camp John Hay Special Economic Zone.

“The indefinite extension of the TRO against BCDA should allay fears of local residents and tourists of any untoward incident that might happen in the event of any attempts of a forcible takeover of the Camp by BCDA similar to what BCDA did in Poro Point, La Union,” the CJHDevco said.

Sakto, sana pag makapunta ka ng Agoo ay makita mo rin ito. along the highway lang ito.

latest na punta ko sa Agoo ay noong 3rd wk ng February. giniba na completely yung mga pader ng 1st floor pati yung flooring niya. yung estatwa naman ni Rizal ay inilipat na sa harapan ng Munisipyo. Siguro ngayon ay inumpisahan nang i-reconstruct uli yung 1st floor para sa Mcdo

Diyan naman sa San fernando sa inyo sa Pampanga, basta walang masirang heritage house doon. Parang Vigan din pala diyan, marami ring heritage houses diyan

Talagang masikip narin kasi ang city proper,and viable location talaga for a business ang sa along national highway. Mawawala rin ang risk ng landslide rito kapag mapapatag na.

Ang daming kini-clear na area rito sa pagdaraoan, in few years magiging developed narin ang area nito.

The word Pindangan is an Ilocano term for "a place where meat is sun-dried with salt for preservation." Because this place is abundant with this Pindang, the place was called Pindangan.

Pindangan Ruins is the remnant of an old church built in May 6, 1786. That old church was the symbol of the union of 2 (two) sitios called San Vicente de Balanac, a coastal village and San Guillermo de Dalangdang, a village at the foothills of the mountain.

ANTIPOLO City, March 3, 2012—Anakpawis Partylist had filed House Resolution 2203 urging Congress to investigate the impact of black sand (magnetite) mining in Northern Philippines to the environment and livelihood of the people living in the coastal areas where the mining operations are taking place.

Anakpawis Rep. Rafael “Ka Paeng” V. Mariano in a statement said the resolution is a response to the call of fisherfolk group, Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) to stop the black sand mining operations in Ilocos Region due to its ill-effect on the ecosystem of the waters and shores of the towns of Ilocos Norte and Sur, La Union, and Pangasinan provinces, not to mention the possible eviction of residents along the coastline and loss of livelihood among small fisherfolks there.

According to Mariano, black sand mining would cause much flooding due to the massive reclamation of lands in the coastal areas. The lawmaker said prior to magnetite mining, in La Union coastal shores are usually 1 kilometer away from coastal communities, but because of intense black sand mining, seawaters now goes directly to fishing communities and farmlands during typhoon forcing fishermen and farmers to leave their communities.

A 2005 data of National Statistics Office (NSO) revealed that the number of residents of Brgy. Pilar in Bauang La Union had been reduced from 812 to 400, or more than 50 percent of its total population because of the massive flooding, allegedly due to black sand mining in the shores of La Union.

To date, there are about 15 magnetite mining permit applications filed before the Mines & Geosciences Bureau of the Department of Environment and Natural Resources (DENR) in La Union, covering the areas of San Juan (2, offshore), Bacnotan (2 offshore), Balaoan (2 offshore), Luna (1 offshore), Bangar (2, 1 offshore, 1 onshore), Pugo (1 onshore), Burgos (1 onshore), Santol (1 onshore) and Sudipen (3 onshore).

At around 1:30 AM, we headed to Partas Terminal in Pasay to catch the 2AM trip to La Union. But apparently there were no buses to be found in Baclaran area near MRT Taft station where I thought Partas buses were stationed. We wer told that Partas Terminal Pasay has now a new bigger terminal just a few blocks from old location. We also learned that they don't have any trips between 2AM to 4AM which leaves us to try our best to settle for the hard steel chairs for our bed for 2 hours. When the bus did arrived, we bought out tickets for 400 per head. It takes 6 to 7 hours to get to La Union. If you have your own car, it would probably take you 5 hours. But in our case, it took us more than 7 hours because the driver might have eaten something that got him to do several personal stopovers at restrooms. Believe me, some male passengers heard him doing his business in the CR. Poor driver! Tips for future travelers to La Union, bring some snacks, ipod, psp or a book to entertain you during the ride. But they also show movies on the bus. I got well acquainted with all Vic Sotto movies, they got a whole collection of it.

We finally arrived at San Juan. We had reservations at San Juan Surf Resort.

The resort currently has 6 types of rooms namely: Standard Aircon Rooms, Bungalow Aircon Rooms, Deluxe Rooms, Villas, Fan Rooms and a Family Room.


We stayed at the Deluxe room but it would be nice to have stayed at the bungalows. The rate for deluxe room good for 2 people: P1760.00 and for 4 people: P2360.00.

The room has a hot & cold bath, a small flat screen tv, aircon and a little terrace. Don't expect a phone or room service. You have to go down to the front desk or restobar if you need something.

MANILA, Philippines – The residents of Barangay Poro in San Fernando, La Union are beginning to feel the effects of the oil spill that happened in the area more than a week ago.

Resident Ching Tomines, for one, complained about the fish that he bought from the San Fernando wet market.

Tomines suspects the fish was contaminated with diesel because of its weird taste.

The fish vendor, however, denied that the fish was infected.

The City Fisheries and Aquatic Resources Management Council, on the other hand, said they will first check if there is contamination or not.

Meanwhile, some fishermen are also complaining because their livelihood is already affected by the oil spill.

MANILA, Philippines—(2ND UPDATE) A Northern Luzon congressman said he will oppose black sand mining in his province as he assured anti-blacksand mining groups of his support to the cause in his capacity as member of the Philippine parliament. Veteran lawmaker and one of the north's political thespians-- La Union Rep. Victor Ortega guaranteed small fishermen affected by blacksand mining in the province that he will oppose mining activities along the coastal shores of Lingayen Gulf

In his February 14 letter delivered to the headquarters of the fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) the former governor now congressman of the first district of La Union, Rep. Ortega his stand against blacksand mining goes back to his time as governor of the province.

Rep. Ortega recalled during his time as La Union governor, he commissioned a study conducted by Dr. Fernando Siringan of the University of the Philippines Marine Science Institute. The study blamed magnetite mining as the primary cause of coastal erosion and extreme danger posed by blacksand mining in the province.

La Union is located in the Ilocos Region. Its name means The Union or The Unity in Spanish. This was formed in 1850 when Spanish Governor-General Antonio Maria Blanco when the towns of Pangasinan, Benguet and Ilocos Sur were merged. There are 19 municipalities and 1 city.

The province produced primarily buyboy, walis tambo or brooms. So they came up with the idea of celebrating Buyboy Festival in celebration of the 162nd founding anniversary of the said province.

All women were the participans in the dance parade. This was the first time that I saw no gays in the contingents. It is because this is under the auspices of the La Union Vibrant Women, Inc. (LUVWI). Young and senior citizens paraded in their colorful costumes accentuated by buyboy and their graceful dance steps.

The militant fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) asked La Union Gov. Manuel Ortega to demand damage compensation for oil spilled affected fishermen in San Fernando City from Chevron Philippines, Inc.

This was after Ortega called for an investigation after thousands of liters of oil leaked from the depot’s pipelines on Tuesday.

In a press statement, Pamalakaya national chairperson Fernando Hicap welcomed the probe ordered by Gov. Ortega and the cease and desist order issued by the Environmental Management Bureau (EMB) against operators of oil depot at Poro Point.

But the fisherfolk leader said the aside from the environmental impact, local leaders and environment officials should also look into the economic impact of the oil spill to poor fisherfolk and other villagers sourcing their day-to-day livelihood from fishing.

SAN FERNANDO CITY, La Union, March 5 (PIA) -- The regional police office has continued to sustain "Sagut a biag" (gift for life) project through the blood-letting activity which aims to promote humanitarian act of donating blood to ensure adequate, safe and affordable supply of blood for Philippine National Police (PNP) personnel, their families and indigent members of the community.



Sixty-four (64) personnel of Police Regional Office 1 (PRO1) donated 28,800cc of blood during the blood-letting activity held recently at the PRO1 Grandstand here in the celebration of Love Month/Valentines Day,



The blood donors consisted of 45 personnel from the Regional Training School 1 (RTS1), 11 from the Regional Public Safety Battalion 1 (RPSB1), 7 from the PRO1 Regional Headquarters, and one (1) from the National Support Unit.

Listed cement maker Holcim Philippines Inc. expects sales to recover this year on positive economic indicators alongside an anticipated early-spending boost in the run up to the 2013 elections.

In an interview with reporters on Friday, Holcim Philippines Chief Operating Officer Roland van Wijnen said 2012 sales volume could grow 5 percent with an “upside potential.”

“We look positively toward the first six months,” said van Wijnen.

Holcim Philippines reported earlier that 2011 sales slid 8.7 percent to P21.62 billion on lower public-infrastructure spending and continued delays of the government’s public-private partnership program.

Holcim Philippines rose 3.63 percent to P11.40 per share on Friday, giving it a market value of P73.55 billion. The company, a unit of Swiss giant Holcim Ltd., operates four cement plants in La Union, Bulacan, Misamis Oriental and Davao.

MANILA, Philippines - The second LBC Ronda Pilipinas, the biggest cycling spectacle of the decade, hits the road on May 20 with bigger prizes and a longer route that will take the riders on a 20-day journey through most of the Pan Philippine Highway, from Sarangani in Mindanao to Northern Luzon and back to Manila.

The 2012 version, sponsored anew by the LBC Express Inc., the country’s leading courier firm, will have four stops in Mindanao, two in the Visayas and nine in Luzon, from the Bicol Region to Southern Tagalog, and from the metropolis to Central and Northern Luzon.

The riders will drive back to Manila in their final push for glory at the end of a 2,000km race against the elements for the coronation of the 2012 individual champion who will receive P1million in cash, the team winner which will earn another P1 million and other individual and team placers who will receive their share of the total cash pot of over P7.5 million.

The routes covered are Legaspi to Naga (Stage 7), Daet to Lucena (Stage 8), Lucena to Antipolo (Stage 9), San Fernando, Pampanga to Cabanatuan, (Stage 10), Cabanatuan to Lingayen (Stage 11), Lingayen to Baguio (Stage 12), another time trial in Baguio (Stage 13), San Fernando, La Union to Tarlac (Stage 14) and Valenzuela to Manila (Stage 15) on June 10.

MANILA, Philippines - Paint the floor with your feet.” This is how Cecil Go teaches his students how to dance. And with that, you get an insight into the kind of artist that he is. “You have to feel the canvas,” he says about painting, “in the same way you need to get connected with the floor when you dance.”

It is difficult to say whether Cecil Go is more of an artist or a dancer. He approaches both with the same passion.

Go is preparing for an exhibit of his paintings, which is being planned in April. It will be his first. He showed us the canvases he is working on — big frames depicting different species of heliconias, those tropical flowering plants more popularly known as lobster-claws or false bird-of-paradise. Bright hues of red, orange, yellow, pink and greens pop out of the canvases. A number are yet unfinished. They are works-in-progress, the way Go himself, still youngish-looking at 47, appears to be.

Go visited and stayed in Argentina, first for three weeks, then two months, not only to further hone his skill, but also to learn more about the culture that produced this romantic dance, which originated from the suburbs of Buenos Aires. At the same time, he visited museums, particularly the National Museum in Buenos Aires where he saw the works of the old masters from Europe such as Cezanne, Rembrandt, Van Gogh and Monet.

The influence of Rembrandt can be seen in an early work by Go where he used charcoal on watercolor paper utilizing the painting technique chiaroscuro, depicting the interplay of light and shadow, for which the Dutch painter is well-known. Go painted a night scene in a farm in La Union where Go once stayed, and the only source of light is the pugon or hut where tobacco leaves are dried and smoked.

MANILA — The Land Bank of the Philippines (LandBank) is targeting to open 20 new branches this year to serve its growing clientele and further expand its reach to underserved areas.

Of the 20 new branches to be put up, 14 will be in Luzon, two in Northern and Central Luzon, seven in the National Capital Region (NCR), and five in Southern Luzon.

LandBank is also relocating some of its existing branches to better and more accessible sites.

Last month, the Bank's South San Fernando Extension Office in La Union has been upgraded to a full-servicing branch, while its branches in Alicia, Isabela and General Mariano Alvarez, Cavite were moved to more strategic sites.

MANILA, Philippines - The Bank of Makati (A Rural Bank) Inc. has opened two new lending sites in Bacolod, Negros Occidental and Urdaneta, Pangasinan, the latest additions to the growing number of other banking offices (OBOs). IMHO, building a footbridge that only few people will use it, is just a waste of money. Ad-adu latta ti agballasiw dita kaslada, uray pay no addanton data footbridge. They could have just put a stop light in that area, instead of building that footbridge. Then, put a sign that says "no loading or unloading" within 20 meters from the pedestrian.

tumpak na tumpak! Kung saan saan rin kasi tumitigil, kung minsan hindi pa yung talagang nagpapagilid bago magsakay o magbaba ng pasahero.

Sa mga tao rin kung minsan, halimbawa 30 meters nalang yung jeep o bus mula sa bababahan isang tao ay may bumaba, edi sana bumaba nalang rin yung taong iyon para minsanan ang baba ng bus o jeep kung hindi rin naman mabigat ang dala niya. Kung minsan kasi tamad rin lumakad ang tao para rin sana may ehersisyo sila. arrrggghhhh hindi lang dito sa La Union na ganito, ganoon din sa Manila, so i generalize na karamihan ng mga Pinoy ay walang disiplina

Benguet Gov. Nestor Fongwan joined the ranks of chief executives Northern Luzon in requesting the Bureau of Customs to fast track the set up of containerized cargo or containerization of the Port of San Fernando in La Union, which is expected to propel further the vegetable industry in the province.

Fongwan said that he, together with other ranking officials, met Monday with BOC Commissioner Ruffy Biazon to discuss the set up of the containerization of the San Fernando Port.

“The containerization of the Port of San Fernando is expected to help our vegetable industry while it will be a big help to us once we started to export highland vegetables,” Fongwan said.

Based on the plan, the containerization project aims to lower transport cost by 35 percent by substituting inland transport or freight to sea freight.

It is estimated that 10 to 15 percent of the 75,000 combined containerized cargoes in the Port of Manila and Manila International Container Port are intended for Region 1. This means that if the containerized vessel goes directly to Port of San Fernando, this would mean huge revenue and that products from Regions 1 and the Cordilleras will be shipped easily to their intended market outlets.

Another benefit of containerization of Port of San Fernando is the projected increase in trade or exports activities of agriculture and marine products of regions 1 and Cordilleras with neighboring countries like China, Taiwan, and Singapore.

There will be additional revenues with an estimate of almost half billion pesos annually from the direct shipment of consolidated or door-to-door cargoes of overseas workers and balikbayans.

Historically, the Port of San Fernando was created as a collection district covering the provinces of Ilocos Sur, Mountain Province, La Union, Nueva Vizcaya, and Pangsinan. At present, the Port of San Fernando comprises of Poro Point Special Economic and Freeport Zone and three sub-ports namely John Hay Freeport Zone, sub-port of Sual, and sub-port of Salomague covering Ilocos Sur, La Union, Pangasinan, Abra, Benguet, and Mountain Province.

BOC sees higher income with San Fernando port handling cargo

CUSTOMS Commissioner Angelito Alvarez expects increased revenues from its San Fernando, La Union collection district after the port is set to handle containers starting this month.

“The new regime of containerization in the Port of San Fernando is expected to enhance the Ilocos Region’s attractiveness to investors and thus create opportunities for enhanced job creation that will jumpstart economic activities in the area,” Alvarez said in a statement.

The commissioner did not cite figures, but for the first three months of the year, the Bureau of Customs’ Port of San Fernando already collected P457 million, or P30 million higher than its target of P427 million.

Alvarez said to entice container ships to call San Fernando, the Poro Point Industrial Corp., a joint venture entity that has a 25-year contract as exclusive cargo handler, has offered reduced arrastre and wharfage dues, and a wide container yard that can accommodate up to 1,000 twenty-foot equivalent units on any given day, a provision for reefer containers, dangerous cargo area, stalag for motor vehicles and clearer traffic for haulers and other cargo trucks.

The Poro Point Management Corp., the management arm of the Bases Conversion Development Authority for the Poro Point Free Port Zone, meanwhile, offered a secured 10,000-square-meter adjacent lot as holding and Customs
examination area.

Inilabas na ng Bureau of Fisheries and Aquatic Resources (BFAR) ang resulta ng water sampling analysis sa nangyaring oil spill sa Barangay Poro, San Fernando City, La Union.

Batay sa resulta ng pagsusuri ng BFAR, normal ang lagay ng tubig at maaaring mabuhay ang mga isda.

Ipinasuri na rin ang mga residenteng nakitaan ng asthma at skin allergy, bunsod ng oil spill.

Samantala, naghain na ng pollution case ang Environmental Management Bureau (EMB) laban sa Chevron.

The Supreme Court has unanimously held that the China National Machinery & Equipment Corp. Group (CNMEG)’s Contract Agreement with North Luzon Railways Corporation (Northrail) for the construction of a railway line from Manila to San Fernando, La Union (Northrail Project) is not an executive agreement and that CNMEG “is not entitled to immunity from suit.” Thus it remanded Civil Case No. 06-203 to the Makati Regional Trial Court (RTC), Branch 145 for further proceedings on the validity of the said Contract Agreement, as well as the counterpart financial agreement (Loan Agreement) between the Philippine government and the Export Import Bank of China (EXIM Bank).

In a 23-page decision penned by Justice Maria Lourdes P. A. Sereno, the Court En Banc denied CNMEG’s petition assailing the dismissal by the Court of Appeals of its (CNMEG’s) petition for certiorari assailing the RTC’s denial of its (CNMEG’s) motion to dismiss Civil Case No. 06-203 for lack of jurisdiction.

The Court stressed that the Contract Agreement was not concluded between the government of the Philippines and China but between Northrail and CNMEG, which is neither a government nor a government agency of China but a corporation duly organized and created under the laws of the People’s Republic of China.

Bauang has great beaches because when you stand at their coast, you are already looking at the South China Sea. Their seas are rich with marine life so sea food is always fresh. And it is not a surprise that their town has massive shell craft production. And their beaches are always active because of fun activities like swimming, snorkeling and scuba diving! What a great adventure!

There are also many guapple and grape growers in the area, so they have many food preparations using these two fruits.

Now, if it is not too far away from me, I am already enticed to go there. Fresh sea food, beaches…ahhhh…now that would be a grand vacation for me. So if you are already in Luzon, don’t miss this chance to visit the town of Bauang in La Union.

GOVERNORS have expressed intention to air their position against the unitary excise tax system on tobacco and alcohol products during deliberations by the House committee on ways and means on the controversial proposal which may affect the livelihood of 2.9 million tobacco farmers, workers and dependents.

Cagayan Gov. Alvaro Antonio and La Union Gov. Manuel Ortega, both from tobacco-producing provinces, expressed concern over the statement of League of Provinces of the Philippines President and Oriental Mindoro Gov. Alfonso Umali and Ilocos Sur Governor Chavit Singson favoring the tax proposal.

Antonio declared that such an exorbitant tax increase will greatly prejudice low-priced cigarettes which mainly use local tobacco for production.


Meanwhile, Ortega hit the LPP since not all members were consulted.

“It is unfair to say that the whole LPP supports House Bill 5727 when we don’t. We are from tobacco producing provinces and the welfare of millions of tobacco farmers dependent on the tobacco industry is our utmost concern.”


Ortega said La Union is among the top five provinces that benefit from the collection of tobacco excise taxes. From 1997-2007, La Union got more than P730 million.

“The money is being used to fund social services and other projects. Changing the current multi-tiered tax structure will lead to lower demand for local tobacco which, in turn, means lower share for our province from tobacco excise taxes. This will negatively impact on the delivery of social services to our constituents,” Ortega stressed.

Putting utmost importance to environmental protection, the Provincial Government of La Union (PGLU) responded expeditiously in the wake of the oil spill at the San Fernando Bay on February 21, 2012.

Sangguniang Panlalawigan Member Francisco “Kit” C. Ortega, Jr., Chairman on Environmental Protection, Human Ecology and Security and Provincial Administrator Dr. Jeoffrey S. Tilan, chaired a multi-agency meeting held at the Diego Silang Hall of the Provincial Capitol Building on February 22, 2012. The meeting was aimed in addressing and taking prompt actions to mitigate the environmental and health impacts of the oil spill by Chevron Philippines, Inc. (CPI) and the respective actions of various stakeholders specifically national government agencies which are tasked in assisting Local Government Units (LGUs) in times of disaster.

SPM Ortega relayed Gov. Manuel C. Ortega’s call for a “win-win” approach in addressing the impacts of the oil spill. He said that expeditious actions should be done to contain it and prevent serious damages to the marine ecosystem and address possible health impacts to affected coastal barangays. Also, Dr. Tilan emphasized the creation of a task force that will handle similar incidents in the future and conduct speedy action and mitigation.

Northern Luzon was mesmerized on the evening of February 29, 2012 as the 6th La Union Electric Float Parade literally illuminated the Municipality Luna as part of the celebration of the Province of La Union’s 162nd Foundation Anniversary.

Each float represented the 19 municipalities and lone city of La Union, reigning beauties of Mutia ti La Union and sponsors. All were adorned with colorful lights of various sizes and shapes. The Local Government Units’ (LGUs) floats and gowns and head dresses of their respective official Mutia ti La Union candidates and escorts were adorned with their One Town One Product (OTOP) and other interests of distinction. For the first time, one of the sponsors, 1590 Energy Corporation, was invited to show its environmental awareness advocacy.

Swarmed by excited residents and tourists, the parade began at 7:00 pm starting at Luna National High School in Brgy. Barrientos and ended at the Town Plaza after negotiating a two-kilometer route around the poblacion area. Households also turned off their lights including streetlights to make the floats shinier and brighter as they pass.

The Best Float was bagged by Sto. Tomas with its daing-inspired concept. Various dried fish were used to decorate the winning float. It was followed by Luna for 1st runner-up with its Our Lady of Namacpacan and Gen. Antonio Luna-inspired design; Rosario for 2nd runner up with its furniture-inspired design; City of San Fernando for 3rd runner-up with its Botanical Graden-inspired design; and San Gabriel landing at 4th runner-up with its soft broom and highland vegetable concept.

Tubao won the Most Indigenous Float Award with its tobacco-inspired float while Sto. Tomas settled for 1st runner-up and Sudipen settled for 2nd runer-up with its bamboo ship float.

On the same evening, some of the minor awards for the Mutia ti La Union 2012 were announced. It included Best in Talent won by Ms. Agoo, Aiyana Camille C. Mickwics with her Belly-Dancing presentation; Best in Native Costume won by Ms. Sto. Tomas, Rosalyn E. Suratos; Most Indigenous Costume won again by Ms. Sto. Tomas with Luna and Balaoan landing at 1st and 2nd place respectively; and Best Designer won again by Sto. Tomas followed by San Juan and Agoo.

Stars were also present to add glamour to the evening. It included Ruby Rodriguez, Ding-Dong Avanzado, Jezza Zaragoza, Pretty Tricia and Vince Bueno.

Bauang has great beaches because when you stand at their coast, you are already looking at the South China Sea. Their seas are rich with marine life so sea food is always fresh. And it is not a surprise that their town has massive shell craft production. And their beaches are always active because of fun activities like swimming, snorkeling and scuba diving! What a great adventure!

There are also many guapple and grape growers in the area, so they have many food preparations using these two fruits.

Now, if it is not too far away from me, I am already enticed to go there. Fresh sea food, beaches…ahhhh…now that would be a grand vacation for me. So if you are already in Luzon, don’t miss this chance to visit the town of Bauang in La Union.

I started this blog a year ago to document my six month internship, working for Sustainable Cities International and the City Environment and Natural Resources Office in San Fernando, La Union, Philippines. I worked on waste management and sanitation projects, and I also enjoyed myself travelling the Philippines and surfing every day.

Now I’m back in Toronto and I plan to use this blog to explore the waste issues I see around me every day. Garbage really is everywhere, and I want to find out more about what is really happening to it.

Mariing itinanggi ng ilang gobernador ang pahayag nina League of Governors of Provinces in the Philippines national president Oriental at National Chairman Ilocos Sur Governor Chavit Singson na pinapaboran ng lahat ng gobernador ang panukalang “unitary excise tax system” sa produktong tabako at alkohol.

“It is unfortunate that Governors (Oriental Mindoro Gov. Alfonso) Umali and Singson made that statement considering that they come from tobacco growing provinces and have tobacco farmers as their constituents, not to mention that their provinces are recipients of funding from their share of tobacco tax collections,” ayon kay Ilocos Norte Governor Imee R. Marcos.
Sinabi naman ni Cagayan Governor Alvaro T. Antonio na masyadong malaki ang naturang tax increase sa produktong tabako na aniya’y maaa*ring makaapekto sa mga local farmers ng tabako.

Sinabi naman ni La Union Governor Manuel C. Ortega na “unfair” naman daw na sabihin ng LPP na suportado ng lahat ng miyembro nito ang Abaya bill dahil hindi naman lahat ay nakonsulta hinggil dito.

The Supreme Court has allowed a Makati City regional trial court to try a civil case against a Chinese firm that will build a railway system from Metro Manila to La Union.

In a 23-page decision penned by Associate Justice Maria Lourdes Sereno dated February 7 but was released to media only this week, the High Court ruled that Chinese firm China National Machinery and Equipment Corporation Group (CNMEG) does not enjoy immunity from civil suit since it is engaged in a proprietary and not in a governmental function.

The doctrine of immunity from suit has been restricted only to sovereign or governmental activities (jure imperii) and cannot be extended to commercial, private, and proprietary acts, the decision said.

The High Court based its ruling on evidence including the memorandum of understanding (MOU) entered into between Northrail Corp. and CNMEG dated Sep. 14, 2002; the letter of Ambassador Wang Chungui dated Oct. 1, 2003 to then Finance Secretary Jose Isidro Camacho; and the loan agreement entered into by both parties.

SAN FERNANDO CITY, La Union, March 9 (PIA) -- To enhance crime reporting system using modern technology, the Police Regional Office (PRO1) launched here this morning the Philippine National Police (PNP) e-Blotter program, a new crime incident reporting system.

The La Union Police Provincial Office (LUPPO) will serve as the pilot area for the new system.

The e-Blotter System is a priority program of PNP Chief Director General Nicanor A. Bartolome.

The primary goal of the e-Blotter system is to have a daily update on what is happening in every police station and to facilitate crime documentation, Police Chief Supt. Franklin Jesus B. Bucayu said.

SAN FERNANDO CITY, La Union, Mar. 9 (PIA) -- With the theme “ Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility,” employees from various government agencies here participated in the fun walk activity led by Region 1 Advocates for Gender Equality or RAGE in celebration of the National Women’s Month that started yesterday.

This activity aims to raise awareness of national government agencies, local government units, civil society organizations and communities on disaster risk reduction and gender and climate change issues.

Also, this seeks to encourage women’s participation in government programs geared towards disaster preparedness and building resilient communities using government’s budget.

The activity was led by RAGE officers followed by employees from the Department of Health, Department of Agrarian Reform, Department of Education, Commission on Human Rights, Commission on Population, Philippine Information Agency, Department of Agriculture, Bureau of Fisheries and Aquatic Resources, National Statistics Office, Department of Social Welfare and Development, among others.

According to Daisy Sayangda-Olivar, Mayor of Santol, La Union, the role of women is very important in our society since they serve as powerful agents of change in relation to disaster risk reduction.

She also stressed that building a relationship with one another, not only for women but also men, would be a good strategy in addressing climate change in the country.

MANILA, Philippines - Northern Luzon congressmen refuted yesterday the claim of Ilocos Sur Gov. Luis “Chavit” Singson that tobacco production in their region has benefited only the manufacturers and not the farmers.

Representatives Victor Ortega of La Union, Eric Singson Jr. of Ilocos Sur and Carlos Padilla of Nueva Vizcaya said farmers are benefiting from competitive prices offered by manufacturers for their tobacco leaf produce.

Makers of tobacco products buy even the poor quality leaves since these could be used for low-priced cigarettes, Padilla said.

He said farmers also share from taxes collected by the national government from the so-called “sin” products.

“The law allots a certain portion of such taxes to farmers through their provincial governments,” he said.

Ortega has warned his colleagues who are pushing for higher sin taxes that these could price local products out of the market, a scenario that could lead to the death of the tobacco industry, displacing hundreds of thousands of farmers.

“We have at least 300,000 farmers who will be affected. That is not counting their families, and factory workers and their families,” he said.

Ang aktibidad ay bahagi ng taunang selebrasyon sa Women’s Month na siyang nakatakda ngayong Marso na kung saan may temang: “Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility.”

Ayon kay BFAR Director Nestor D. Domenden, ang gawaing ito ay isang paraan upang sugpuin ang climate change gayundin, upang mapangalagaan ang mga iba’t-ibang uri ng isda sa mga palaisdaan.

Dagdag pa ni Domenden, patuloy pa rin ang pagsusubaybay sa mga itinanim kada buwan.

THE city of San Fernando will host a landmark in Philippine chess history as the 7th La Union Open Chess Championship unfolds on Monday (March 12) at the Ortega Gym.

It will mark the first time in Philippine chess history that at rapid chess tournament will be rated by the World Chess Federation (FIDE).

The four-day rapid chess competition sanctioned by the National Chess Federation of the Philippines (NCFP) offers P50,000 to the champion, P25,000 to second and P15,000 to third. There will be prizes down to the 50th placer.

MANILA, Philippines — State-owned Philippine Amusement and Gaming Corporation (Pagcor) turned over P11.437 billion to the government as part of its share in the gaming agency’s earning last year, surpassing the finance department’s expectation.

Data from the Bureau of Treasury showed that Pagcor’s remittance from January to December was more than 4.5 percent compared with the Department of Finance’s (DOF) expected P10.94 billion contribution.

Last year’s contribution to state coffers by Pagcor was also higher by 10.5 percent compared with 10.343 billion that the agency remitted in the previous year.

As a government-owned and controlled corporation, Pagcor is required by Republic Act 7656 or the Dividend Law to remit at least 50 percent of its annual gross earnings to the government.

Pagcor operates 13 agency-run Casino Filipino facilities and has four licensed casinos – Fontana Casino in Pampanga, East Bay Casino in Rizal, Poro Point Casino in La Union and Fort Stotsenberg also in Pampanga.

Naapektuhan na ng pagtagas ng langis ang mga isda sa karagatan ng Poro Point sa La Union.

Ito ang inihayag ni Bureau of Fisheries and Aquatic Resources (BFAR) Director Asis Perez, nang magreklamo ang mga mangingisda sa lugar na lasang langis ang mga nahuhuli nilang isda.

Ayon kay Perez, posibleng kontaminado na ng langis ang nasabing mga isda.

Kaugnay nito, sinimulan na ng BFAR ang imbestigasyon sa usapin.

Inaalam din ng BFAR ang lawak ng pinsala ng oil spill, o kung umabot pa ito sa ibang bahagi ng Lingsat Bay.

Nauna nang inihayag ng kumpanya ng langis na Chevron na aksidente ang pagtagas ng langis sa kanilang pipeline, na natukoy noong Pebrero 21, 2012.

Tiniyak naman ng Environmental Management Bureau (EMB) ng Department of Environment and Natural Resources (DENR) na kakasuhan nila ang nasabing kumpanya, sa kabila ng napaulat na napigilan ng kumpanya ang inaasahang malawakang pagtagas ng langis. – Rommel Tabbad

THE country’s top players will converge at the Ortega Gym in San Fernando City, La Union to compete in a landmark event in Philippine chess.

This year’s staging of the La Union Open beginning Monday (March 12) marks the first time in local chess that a rapid chess tournament will be rated by the World Chess Federation (FIDE).

“We’re taking advantage of FIDE’s promotion this year of giving free rating for rapid events,” said organizer and tournament director Joseph A. Dumuk.

The tournament won by Grandmaster Eugene Torre in its last staging is making a return after a four-year hiatus.

Each player will be given 25 minutes and a 10-second increment.

The four-day competition sanctioned by the National Chess Federation of the Philippines (NCFP) offers P50,000 to the champion, P25,000 to second and P15,000 to third. There will be prizes down to the 50th placer.

Also at stake in the event supported by Governor Manuel C. Ortega of La Union, Mayor Pablo C. Ortega of San Fernando City, Rep. Victor F. Ortega, Abono Partylist Rep. Francisco Emmanuel R. Ortega and official hotel Villa Estrella Resort are the prizes for the top non-master; top lady, senior (above 50 years old), junior (15 to 20 years old) and kiddie (14 years old and below); and the top three players from La Union.

THE Sacred Heart School-Ateneo de Cebu (SHS-AdC) Magis Eagles kept the SeaOil-NBTC
Elite League National Finals following a stellar run in Pasig City last Sunday.

It was a fitting victory for the Eagles who were lording over the competition of champions from 16 cities in the country.


The Purefoods TJ Hotdogs SHS-AdC defeated La Union’s San Fernando City titlists, the La Union College of Nursing Arts and Sciences (Lucnas), 90-78, in the knockout finals to bring home the national title twice in a row.

SHS-AdC started to dominate in the second period after Lucnas’ up-tempo game held the Cebuanos at bay before the experience and the tenacity of the Eagles started to take their toll on the smaller opponents and built a 17-point cushion, 40-23 at the halftime break.

SAN FERNANDO CITY, La Union, March 9 (PIA) -- Some 3,000 mangrove propagules were planted this morning at Brgy. Dalumpinas Este here spearheaded by the Bureau of Fisheries and Aquatic Resources (BFAR) as part of their Protection Enhancement Project of the National Greening Program.

The activity is in line with the Women’s Month celebration this March with the theme “Women Weathering Climate Change: Governance and Accountability, Everyone Responsibility.”

BFAR Regional Director Nestor D. Domenden said that around 29 regional line agencies, local government units and the members of Region 1 Advocates for Gender and Equality (RAGE) participated in the mangrove planting.

Mangrove planting shall serve as protection of the fishpond to avoid soil erosion, Domenden added.

The barangay council headed by Punong Barangay Romeo Esperanza said that the maintenance (weeding and replanting) and the protection of planted mangrove will be monitored monthly by the council and the community. (ANL/EMR-PIA 1 La Union)

GRANDMASTER Eugene Torre has always been known as a cunning old genius in classical game. He’s not quite as good in the faster, rockstar-type of play.

But don’t count him out in rapid competition as he tries to defend his title in the 7th La Union Open beginning Monday (March 12) at the Ortega Gym in San Fernando, La Union.

“I’ve been working on my rapid game the past few years,” related Torre. “Chess, like any other sports, is evolving. As a professional player, we have to learn how to adapt with the changes in our game.”

He won the 6th edition of the competition in 2007 using the long game format.

This year’s tournament aims to help local players acclimatize with the faster play. Each player will be given 25 minutes and 10-second increment per move, the prevailing rapid format used by the World Chess Federation (FIDE).

San Vicente de Balanac was a coastal village and San Guillermo de Dalangdang was a village at the base of the hills nearby. Both villages were in constant danger from the pirates, headhunters, and other brigands of the region and so they decided to band together into one common entity with a common purpose.
The resulting village was named Pindangan. The name comes from the Ilocano word Pindang. Pindang is the traditional way preserving fish that were caught by the villagers. The village was founded on May 6, 1786 and to celebrate the union, the church was constructed.

Topnotch chess goes up north as the seventh La Union Open gets under way today with the country’s leading players and rising stars vying for top honors at the Ortega gym in San Fernando City, La Union.

Grandmasters Joey Antonio, Mark Paragua and Oliver Barbosa and IMs Rolando Nolte and Emmanuel Senador head the field in the four-day tournament which offers P50,000 to the champion.

GM Eugene Torre, who won the last staging of the event in 2007, has begged off to help the organizers run the tournament also held to test the local players’ mettle in rapid chess. Each player will be given 25 minutes and 10-second increment per move, the prevailing rapid format used by the World Chess Federation (FIDE).

The competition is sanctioned by the National Chess Federation of the Philippines (NCFP) headed by chairman/president Butch Pichay Jr. The runner-up will get P25,000 while the third placer will receive P15,000.

Other divisions on tap in the event, backed by Gov. Manuel Ortega of La Union, Mayor Pablo Ortega of San Fernando City, Rep. Victor Ortega, Abono Partylist Rep. Francisco Emmanuel Ortega and official hotel Villa Estrella Resort, are the non-master, ladies, seniors (50-years-old and above), juniors (15-to-20 years old) and kiddies (14-years-old-and-below).

After a thorough verification with the PCC, Libertado C. Cruz, Executive Director, certified in his letter dated June 8, 2011 that PCC “does not have any employee/officer by the name of Bienvenido N. Torralba” and that it “has no services or activities that relates to the purchase of fertilizers outside the Philippines.” The fake tax exemption resulted to a loss of P20,766,667.00 in unpaid taxes and duties for Customs Poro Port in San Fernando, La Union.

2. San Juan, La Union
In 1582, San Juan was proclaimed a mission station under the authority of the Augustian Order, as recorded by the Nueva Segovia Bi-centennial souvenir booklet dated April 25, 1587. By 1586 the town had become the center of the parish, and was renamed San Juan by the Augustian Fathers after the Catholic Patron Saint of San Juan Bautista. The town boasted an Augustinian convent and a population of 6,000. Its first priest was Friar Agustin Niño. The center of the parish was subsequently transferred to Bauang, with San Juan sometimes being an out-station (visita) of Bauang and sometimes of Bacnotan. In 1707 the Church of St. John the Baptist was constructed at San Juan. In 1772, the mission station was placed under the authority of the Dominican Order. In 1807, San Juan was established as a parish in its own right.

Pindangan Ruins this is the home of the headless stabbed priest whose sole ghost prowls at night, either carrying his severed head or searching for his head. Some report hearing his head calling out for his body to find it. Many say EVP's happen here all the time and the wind is known to whisper strange malediction to those that disrespect the location.

Pasatsat is word rooted on the Pangasinense word satsat, meaning "to stab". Pasatsats are ghosts of people who died or were killed in the Second World War. Coffins during the time were so expensive, so the families of the dead wrapped the corpses in reed mats or icamen. The dead were buried in places other than cemeteries because tomb robberies were rampant during that era of extreme poverty. These ghosts usually show up in solitary paths and block passersby. To get rid of such a ghost, one needs to stab (hence pasatsat) the reed mat and unravel it, but doing so will show no presence of a corpse, although the mat will emit a noxious odor, much like that of putrid flesh.

The Supreme Court has allowed a Makati City regional trial court to try a civil case against a Chinese firm that will build a railway system from Metro Manila to La Union.

In a 23-page decision penned by Associate Justice Maria Lourdes Sereno dated February 7 but was released to media only this week, the High Court ruled that Chinese firm China National Machinery and Equipment Corporation Group (CNMEG) does not enjoy immunity from civil suit since it is engaged in a proprietary and not in a governmental function.

The doctrine of immunity from suit has been restricted only to sovereign or governmental activities (jure imperii) and cannot be extended to commercial, private, and proprietary acts, the decision said.

The High Court based its ruling on evidence including the memorandum of understanding (MOU) entered into between Northrail Corp. and CNMEG dated Sep. 14, 2002; the letter of Ambassador Wang Chungui dated Oct. 1, 2003 to then Finance Secretary Jose Isidro Camacho; and the loan agreement entered into by both parties.

Nakopo ni Torre ang titulo sa huling pagdaraos ng nasabing event matapos ang four-year hiatus. Layunin ng torneong ito na matulungan ang local players na masanay sa mabilis na play. SAN FERNANDOCITY, La Union, March 13 (PIA) -- A little over 2,000 beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and Development (DSWD) received cash grants in San Fernando City last March 10.

Social Welfare Development Assistant Geronimo Arquitola said that the beneficiaries received their first pay-out for the months of January to February this year.

Beneficiaries of the program received P500/month for health and nutrition expenses, and P300/month per child (maximum of 3 children only) in a family for educational expenses.

The families are identified through the database of the National Household Targeting System for Poverty Reduction.

FROM north to south Carlos Anton is clearly ahead of the pack.

After his brilliant performance in the Hillclimb Northern series and another podium win in Batangas and Subic race circuits, Anton led a small group of Baguio Racers to victory in the recently concluded Hillclimb South Series held in the mountains of San Mateo in Rizal.

The Castrol-Yokohama champion driver Anton blasted through the 2.13-kilometer stage with his Mark Young prepared Honda CRX using Yokohama A050 tires in 1:37.13 winning over current Philippine Autocross Champion Danby Yaptsingsay who clocked 1:42.22.

The next round of the Hillclimb Championship is the North Series to be held April 1 in La Union while the 2nd round of the South Series will be held April 22 in Rizal. The final 2 rounds will be held in Mount Samat Bataan on May 4 for a day and night race finale.

The state-owned Bases Conversion Development Authority (BCDA) projected recurring income from its lease and joint venture developments projects in Bonifacio Global City and Newport City to reach a total of P30.4 billion in the next 20 years.

BCDA President and CEO Arnel Paciano D. Casanova said that aside from the outright sale of properties in Bonifacio Global City, the BCDA has entered into joint-development agreements and lease agreements with the private sector that have resulted in annual secured fixed payments totaling P30.416 billion for the years 2012 to 2032.

Aside from pumping its share of its disposition proceeds to the development of its ecozones, Casanova cited the development of the San Fernando Airport in La Union and the BCDA monorail project as among the high impact infrastructure projects that the BCDA will be pursuing in the near future.

MANILA, Philippines - The Bases Conversion and Development Authority (BCDA) plans to tap the private sector to rehabilitate and modernize the San Fernando Airport in La Union, even as they eye the further development of the Poro Point Freeport Zone into a tourism and information technology (IT) hub in northern Luzon.

Lawyer Arnel Paciano Casanova, BCDA president and chief executive officer, said that there were already several groups that have expressed interest in undertaking the development of the airport.

“We’re now working on the TOR (Terms of Reference) for the bidding which we expect to hold within the year,” Casanova told transportation reporters in an interview at the sidelines of a BCDA press conference held yesterday to announce major projects for the year as they mark their 20th founding anniversary.

“There are many groups interested, actually,” Casanova shared.

He said that the airport could be a hub for tourists heading for the Poro Point’s Thunderbird Casino Resort, the beaches of San Fernando, Baguio City, and the other tourist areas in northern Luzon, especially with the closure of Baguio’s Loakan airport.

Casanova said that the development of the San Fernando Airport would help spur development in the area, benefitting the Poro Point Freeport Zone, as well as surrounding areas.

Felicito “Tong” Payumo, Jr., BCDA chairman, said that with the rapid development of their land assets in Metro Manila particularly in the Bonifacio Global City in Taguig, the BCDA is now also focusing their attention to their properties outside the metropolis, such as the Clark Freeport Zone and the Poro Point Freeport Zone.

With the Thuderbird resort already operating, the presence of a first-class golf course, and and the establishment of fiber optic cables in La Union, Payumo said the infrastructure is there to promote tourism and to lure business process outsourcing firms to set up shop in the Poro Point ecozone.

“As you know, right there in Poro Point, the fiber optic cable of the telcos have already been established and developed. So we think it’s also a good area for BPOs, and IT related businesses,” Payumo said.

Aileen Zosa, BCDA executive vice president, said the BCDA has 35 hectares of lands ready for development in Poro Point, under their subsidiary Poro Point Management Corporation.

SAN FERNANDO CITY, La Union, March 13 – The La Union provincial government has intensified its program to protect the pristine beaches of the province.


This was announced by Governor Manuel Ortega when he ordered the provincial agriculture office to intensify the planting of trees appropriate for coastal barangays.

This is to compliment ongoing programs to plant thousands of mangrove saplings along the province's coastal towns with the assistance of national government agencies.

La Union was recently adjudged by the Regional Development Council as regional champion on Coastal Resource Management.

Ortega said the protection of beaches in the province is in partnership with non-government organizations and local government units to be able to sustain programs that are already in place.

He said that an Artificial Reef Project has been established in Balaoan, La Union with the cooperation of the Department of Tourism and Holcim Philippines.

“The success of projects on marine protection in our province will be replicated this year in more areas. The municipality of Bauang and Holcim Philippines are now drafting a memorandum of agreement to install artificial reefs in its beaches,” Ortega disclosed.

SAN FERNANDO CITY, La Union, Mar. 14 (PIA) -- The lives of residents of two barangays in San Gabriel town here have improved with the completion of a farm-to-market road (FMR) under the Agrarian Reform Infrastructure Support Project (ARISP) of the Department of Agrarian Reform (DAR).

According to a DAR report, the incidence of asthma and other respiratory diseases among the more than 4,500 residents of Barangays Lacong and Lipay Proper decreased by 20 percent. This was attributed to roads that are no longer dusty and rough. Also, patients in need of medical attention are now easily transported to hospitals and clinics resulting to 50 percent reduction in mortality rate in the area.

Medical and dental missions have also been conducted on a more regular basis as vehicles can now reach the far flung areas in the barangay. Residents, likewise, has an access to low-cost quality drugs and medicines in the urban areas.

Construction materials can now be transported easily in the area offering the residents construction of decent yet safe houses in view of the occurrences of disasters.

MANILA, Philippines – Grand Master (GM) Oliver Barbosa upended erstwhile co-leader GM Darwin Laylo to grab the solo lead in the fifth round of the 7th La Union Open Rapid Chess Championships last Tuesday at the Ortega Gym in San Fernando City, La Union.

Barbosa solidifed his bid for the top prize of P50,000 in the nine-round Swiss system event.

He now has 5.0 points in the tourney, a full point ahead over Laylo, GM Rogelio Antonio Jr., National Master (NM) Nelson Villanueva and Andrew Casiano.

Antonio drew with GM Richard Bitoon, Villanueva nipped NM Efren Bagamasbad and Casiano upset Efren Arguelles.
